Full textIn the island of Madagascar, the integration of traditional medicine, as part of State politics submitted to the OMS requirements and international pressure, raises numbers of interests and modifies the links between a whole range of powers and the local knowledges. The analysis concerning traditional medicines policy reveals, on several levels of governmentality, the mechanisms of cooperation and competition between countries of the South and of the North, also between public institutions and private laboratories, thus induced by the pharmaceutical interests of local pharmacopeia. In the national health system, the introduction of a speciality in traditional medicine and herbal medicinal products registered by the Agency of Madagascar induces processes of reinvention of traditional medicine and struggles for legitimacy between practitioners for the conquest of a new professional monopoly. Under the influence of christianism, of a globalised trade and of the presence of foreigners, industrialization in the economic sector of plants and the professionalization of farmers change the relationships between man and his environment and come with ritual adaptations. Starting from Michel De Certeau's concepts of «strategy»and «tactics», this work analyzes social change and the links with globalisation by bringing to light the gap between what must be done and what is actually being done

Full textMadagascar meets a difficult situation regarding forest resources management. Actually, several factors linked to poverty lead to important forest losses each year. In this context, the main question to be tackled with is related to the impact of forest policies implemented in the country, in the aim to achieve a sustainable management in the long run. This thesis deals with the effects involved by these policies and tries to determine whether these policies really give responses to the issues of forest management in Madagascar. Consequently, two points of view have to be taken into consideration: the national one and the local one, through the defintion of macroeconomic and individual models. This analysis uses a social and environmental accounting matrix, the data envelopment analysis method, a logit model, a structural equations model, time series and a reduced computable general equilibrium model. The main conclusions emerging from the studies have given the evidence of the low degree of the Malagasy local actors'involvement in the resources management in spite of their dependence upon it. Besides, empirical results have also shown that all policies are not yet efficient enough

Full textIn past, the procedure of configuration of the “practice of social actor” is confronted with two procedures, so controversial the one as the other one in the sphere of the initial training of the education re-formed by Madagascar. The actions of legitimization are made by divided procedures. Every act is supported by an inheritance of plots of land of civilizational practice often in ethical contradiction with the other forms of juxtaposed théologico-ideological convictions. Consequently, this progress creates a situation of social dissension. This situation evolves in a social climate dominated by an uncertain characteristic of civilizational specificity. Any activity starts with a vagueness of frame of behavior and ends by a result of action not - legitimized by the public of the education. Consequently, the results of accumulated actions do not give a true legitimacy to the «practice of social actor ".And so appears the new social dynamics generated by the process of the o smotic civilization. It creates a new civilizational ethical configuration, a frame of legitimacy of the «practice of social actor", it is advisable to stabilize a new frame of social reunification. It is a condition of success of the social change. This procedure begins with the adoption of a new labor rigth « cross-culturally right ". If it returns to the social actors to decide by themselves and for themselves on their own codes of collective legitimacy, they cannot realize it without entering cross-cultural values. The «practice of social actor" indeed understands without having his real place in the fulfillment of the patriotic causes of societal interest. Full textAs part of the implementation of the Jirama water and electricity company since 1978, several types of internal migration are practiced in the rural commune of Lohariandava in the Atsinanana region on the east coast of Madagascar. They have the transregional aspect of the fact that the migrants invest on two or more regions of the island’s hill to develop them. The results of the socio-anthropological surveys helped explain how transregionalism affects not only the economic life but also the educational life of the children of migrant and indigenous people in Lohariandava. The rurban characteristics of the study area participate in the implementation of all kids of development action. Each transmigrant is a development Actor. The non-consideration of the culture of each Actor can hamper the eradication of feelings of incomprehension and xenophobia. The multirational theory of Jean-Pierre Olivier De Sardan will make it possible to confront and consider the different logics of the presence of all Actors in the migratory zone and proposes solutions to achieve a single goal: the real development of the country
