The implementation of activity-based funding (ABF) in mental health from 1 July 2013 has significant risks and benefits. It is critical that the process of implementation is consistent with Australia’s cherished goal of establishing a genuine and effective model of community-based mental health care. The infrastructure to support the application of ABF to mental health is currently weak and requires considerable development. States and territories are struggling to meet existing demand for largely hospital-based acute mental health care. There is a risk that valuable ABF-driven Commonwealth gr

The view that risks and hazards are distinct concepts is commonly held in the scholarly literature on risk especially in the English-speaking community. The dichotomy is also enshrined in key documents commissioned or developed by Governments to help regulators conceptualise, regulate and communicate harmful events. Yet, the implications of risk-based versus hazard-based regulations have often been overlooked. Scholars have only conducted limited discussions, in contrast to the extensive debates about the respective merits of evidence-based and precautionary-based regulation. Lofstedt's articl

The aim is to make the work more efficient, but studies have shown that activity-based workplaces are not being used as intended. This can create different types of friction for employees, and produce negative energy, decreasing the employee satisfaction and efficiency in the workplace. Abstract:
Various types of electrochemical sensors based on the inhibition of butyrylcholinesterase (BChE) have been presented for the analysis of organophosphates (OPC). A special design of thick film sensors and electrochemical detector for cholinesterases assay and their inhibitors in aqueous samples has been developed. For this assay, thiol sensitive sensors based on screen printed graphite electrode modified with nanoparticles of manganese dioxide were used. High sensitivity of manganese dioxide modified thick film sensors towards thiocholine and therefore low detection limit of BChE (1 pM) enabled their use for subnanomolar detection of an organophosphate pesticide diazinon, and other irreversible inhibitors of BChE. This work also presents modern innovative approach for the analysis of BChE by Raman spectroscopy. New SERS-substrates based on silver paste for sensitive quantification of BChE activity were obtained, characterized and applied to thiocholine detection, with LOD (TCh) being 260 nM. Real samples of human plasma were analyzed; a good correlation between spectrophotometric detection and Raman detection was shown. The developed technique is inexpensive and easy-to-use and has promising potential for analysis of OPC.

Abstract:
AbstractMachine learning and deep learning are widely used in various applications to assist or even replace human reasoning. For instance, a machine learning based intrusion detection system (IDS) monitors a network for malicious activity or specific policy violations. We propose that IDSs should attach a sufficiently understandable report to each alert to allow the operator to review them more efficiently. This work aims at complementing an IDS by means of a framework to create explanations. The explanations support the human operator in understanding alerts and reveal potential false positives. The focus lies on counterfactual instances and explanations based on locally faithful decision-boundaries.

Abstract:
The essay traces Bruno Trentin's political biography and intellectual research from a transnational perspective. Through the work notebooks (1953-1995), the diaries on the CGILGeneral Secretary (1988-1994), the activity in the European Parliament (1999-2004) and the following two years, the elaboration of The Freedom Comes First(2005) is rooted in a long term criticism against the subalternity of the communist and social-democratic culture to the Fordist model. It is also based on the necessity of a libertarian socialism, based on the centrality of the person and on the unavoidable link between work and knowledge. What stands outis the originality of Trentin's political thought, the intellectual circuit in which his research is developed and his vision of a federal Europe in the international system following the Cold War and the aftermath of September 11th, 2001.
