Abstract:

The image on the retina is always blurred because of optical aberrations of the eye. Yet typically the world does not “look” blurred, and although the acuity of the eye varies dramatically from the center of gaze to the periphery, the outside world generally “feels” focused throughout the visual field. This perception of focus is one of many illusions where the brain appears unaware of its own imperfections. The perceived focus of an image can be strongly biased by prior adaptation to a blurred or sharpened image or by simultaneous contrast from a blurred or sharpened surround. Adaptation to blur can selectively adjust to the patterns of blur introduced by different optical aberrations and may reflect adjustments that help compensate spatial perception for the optical and neural sensitivity limits of the visual system.

Abstract:

Adaptation to climate change is not only a technical issue; above all, it is a matter of governance. Governance is more than government and includes the totality of interactions in which public as well as private actors participate, aiming to solve societal problems. Adaptation governance poses some specific, demanding challenges, such as the context of institutional fragmentation, as climate change involves almost all policy domains and governance levels; the persistent uncertainties about the nature and scale of risks and proposed solutions; and the need to make short-term policies based on long-term projections. Furthermore, adaptation is an emerging policy field with, at least for the time being, only weakly defined ambitions, responsibilities, procedures, routines, and solutions. Many scholars have already shown that complex problems, such as adaptation to climate change, cannot be solved in a straightforward way with actions taken by a hierarchic or monocentric form of governance. This raises the question of how to develop governance arrangements that contribute to realizing adaptation options and increasing the adaptive capacity of society. A series of seven basic elements have to be addressed in designing climate adaptation governance arrangements: the framing of the problem, the level(s) at which to act, the alignment across sectoral boundaries, the timing of the policies, the selection of policy instruments, the organization of the science-policy interface, and the most appropriate form of leadership. For each of these elements, this chapter suggests some tentative design principles. In addition to effectiveness and legitimacy, resilience is an important criterion for evaluating these arrangements. The development of governance arrangements is always context- and time-specific, and constrained by the formal and informal rules of existing institutions.

Abstract:

The latest climate change adaptation strategies adopted by local governments in Japan are discussed. A nationwide survey demonstrates several significant findings. While some prefectures and major cities have already begun to prepare adaptation strategies, most municipalities have yet to consider such strategies. This gap must be considered when studying the climate adaptation strategies of local governments in Japan, as municipal governments are crucial to the implementation of climate adaptation strategies due to high diversity in climate impacts and geographical conditions among municipalities within each prefecture in Japan. Key challenges for local governments in preparing adaptation strategies are the lack of expert knowledge and experience in the field of climate change adaptation, and compartmentalization of government bureaus. To address these issues, an interview study of six model prefectures in the SI-CAT (Social Implementation Program on Climate Change Adaptation Technology) project by the MEXT (Ministry of Education, Culture, Sports, Science and Technology) was conducted in order to understand the details of challenges raised by adaptation among local governments in Japan. The survey results reveal that local government officials lack information regarding impact projections and tools for evaluating policy options, even though some of them recognize some of the impacts of climate change on rice crop, vegetable, and fruit production. In addition, different bureaus, such as agriculture, public health, and disaster prevention, focus on different outcomes of climate change due to their different missions. As this is the inherent nature of bureaucratic organizations, a new approach for encouraging collaboration among them is needed. The fact that most of the local governments in Japan have not yet assessed the local impacts of climate change, an effort that would lay the groundwork for preparing adaptation strategies, suggests the importance of cyclical co-design that facilitates the relationship between climatic technology such as climate models and impact assessment and local governments’ needs so that the technology developments clarify the needs of local government, while those needs in turn nurture the seeds of technology.

Abstract:

This book examines postcolonial filmmakers adapting Victorian literature in Hollywood to contend with both the legacy of British imperialism and the influence of globalized media entities. Since decolonization, postcolonial writers and filmmakers have re-appropriated and adapted texts of the Victorian era as a way to 'write back' to the imperial centre. At the same time, the rise of international co-productions and multinational media corporations have called into question the effectiveness of postcolonial rewritings of canonical texts as a resistance strategy. With case studies of films like Gunga Din, Dracula 2000, The Portrait of a Lady, Vanity Fair and Slumdog Millionaire, this book argues that many postcolonial filmmakers have extended resistance beyond revisionary adaptation, opting to interrogate Hollywood's genre conventions and production methods to address how globalization has affected and continues to influence their homelands.

Abstract:

Song is a combination of elements, of which the outcome is not always stable. This chapter examines the nature of the bonds formed between poem and music by proposing a new ‘‘assemblage’’ model, which focuses on five key parameters: (a) metre/prosody; (b) form/structure; (c) sound properties/repetition; (d) semantics/word painting; (e) live performance options. This approach bridges methodological gaps exposed through an examination of existing models used in translation theory, adaptation theory, and word/music theory. The two stages in the assemblage model examine: (1) adhesion strength (how closely poem and music stick together); (2) accretion/dilution (how successful the song setting is). The phases of analysis factor in how song is a non-permanent form which goes through multiple iterations of repackaging, including different performances of the same song and different settings of the same poem.

Abstract:

This chapter considers the future ocean: how it will be used by humanity, the threats from marine pollution and other synergistic human pressures. By 2050, the global population will have doubled in less than 100 years. Thus, more food, energy, transportation and waste disposal will be required. Increasing demands will be placed on ecosystems and their natural resilience will be tested to the limit. The oceans are complex dynamic systems and predicting their future state is difficult. Adaptation to these changes will require a robust scientific understanding of human impacts, their nature and scale and the options for remediation. As new materials are developed the challenges to marine pollution science continue to arise. However, as demonstrated in this book cost-effective technological solutions are not always possible. It is therefore critical that natural scientists, engineers, economists and social scientists work together to make marine pollution ‘a solvable problem’.

Abstract:

This chapter attempts to design lines of thought that will enable scholars to establish and explain the phenomenon of ‘religion death.’ This requires some academic courage: in order to explain disappearance, presence needs to be established first. And establishing presence requires the resurrection of the notion of distinctiveness for concrete religious traditions. Once this heuristic step has been taken, it becomes possible to outline patterns of attrition, code-switching, and extinction. Two extreme cases form the book-ends of these processes: genocide on the one hand and mass conversion on the other. In between is a richly varied range of options in which outside forces and internal developments can be seen at work in continuing processes of change and adaptation that may lead to the disappearance of a particular religion. The chapter concludes with brief reflections on the responsibilities of scholars who work with religious communities that are rapidly disappearing.

Focusing on Montaigne’s adaptation of Cicero’s De amicitia within his own essay “On Friendship,” this chapter reveals Montaigne’s complex reception of the “Roman error” of putting friendship before the needs of the state. Drawn to such matters in part by his friendship with Étienne de La Boétie, Montaigne, in effect, disagrees with Cicero over how to react to this error. Cicero (through his Laelius) opts to condemn it, while Montaigne finds in it support for his view of friendship, one that in turn sustains Montaigne’s moderation amid the political extremism of the French Wars of Religion. Montaigne’s rejection of Roman friendship as error on the one hand reflects his questioning of the value of ancient models for understanding the present. On the other hand, however, his characterization of ideal friendship as autotelic and autonomous can also be seen as a tacit acknowledgment that friendship among the elite is inherently political.

The Caribbean Development Bank and the Pan American Health Organization have developed this stress management guide to help people cope with adversity. The publication is an adaptation for the Caribbean of Doing What Matters in Times of Stress: An Illustrated Guide, a World Health Organization publication to support implementation of its recommendations for stress management. This guide is for all who experience stress, ranging from parents and other caregivers to health professionals working in difficult situations. Informed by available evidence and extensive field testing, the guide provides information and practical skills to help cope with adversity. While the causes of adversity must be addressed, there is also a need to protect and support people’s mental health. This publication has five sections, each containing a new idea and technique to cope with stress. These are easy to learn and can be used for just a few minutes a day to help reduce stress. Readers can go through one section every few days and take time to practice the exercises and use the learning in the days in between. Another option is for them to read the book through once, applying whatever they can, and then read it again, taking more time to appreciate the ideas and practice the techniques. Practicing and applying the ideas to daily life is key for reducing stress. The guide can be read at home, during break or rest periods at work, before going to sleep, or at any other time when people might have a few moments to concentrate on taking care of themselves.
