Abstract:
Brigham Young University, willing to experiment and pilot new e-book models, has established a comprehensive e-book strategy that includes demand-driven acquisitions, short-term loans, evidence-based acquisitions, subscription packages, purchased packages, and title-by-title purchases. This broad approach has reduced the number of titles purchased under the general domestic approval plan. At the same time, it has added value by providing access to more content, increasing usage, and lowering cost per use while maintaining the same annual expenditure.

 Lamothe, A. R. (2015). Comparing usage between dynamic and static e-reference collections. Collection Building, 34(3), 78-88. http://dx.doi.org/10.1108/CB-04-2015-0006

 Abstract

Objective – To discover whether there is a difference in use over time between dynamically updated and changing subscription e-reference titles and collections, and static purchased e-reference titles and collections.

 Design – Case study.

Setting – A multi-campus Canadian university with 9,200 students enrolled in both graduate and undergraduate programs.

Subjects – E-reference book packages and individual e-reference titles.

Methods – The author compared data from individual e-reference books and packages. First, individual subscription e-reference books that periodically added updated content were compared to individually purchased e-reference books that remained static after purchase. The author then compared two e-reference book packages that provided new and updated content to two static e-reference book packages. The author compared data from patron usage to new content added over time using regression analysis.

Main Results – As the library acquired e-reference titles, dynamic title subscriptions added to the collection were associated with 2,246 to 4,635 views per subscription while static title additions were associated with 8 to 123 views per purchase. The author also found that there was a strong linear relationship between views and dynamic titles added to the collection (R2=0.79) and a very weak linear relationship (R2=0.18) with views when static titles are added to the collection. Regression analysis of dynamic e-reference collections revealed that the number of titles added to each collection was strongly associated with views of the material (R2=0.99), while static e-reference collections were less strongly linked (R2=0.43).

Conclusion – Dynamic e-reference titles and collections experienced increases in usage each year while static titles and collections experienced decreases in usage. This indicates that collections and titles that offer new content to users each year will continue to see growth in usage while static collections and titles will see maximum usage within a few years and then begin to decline as they get older. Fresh content is strongly associated with usage in e-reference titles, which mirrors the author’s previous work examining static and dynamic content in e-monographs.

Padelski, Anthony W. "Elementary School TVAAS Composites: A Comparison Between Title I Elementary Schools and Non-Title I Elementary Schools in Tennessee." Digital Commons @ East Tennessee State University, 2016. https://dc.etsu.edu/etd/3134.

Full text
Abstract:
The goal of Title I is to provide extra instructional services and activities that support students identified as failing or most at risk of failing the state’s challenging performance standards in mathematics, reading, and writing. Low-income schools or Title I schools are the primary target of Title I funds. A school is eligible for Title I status when 40% of the school’s students are from low income families; these students are identified by their eligibility to receive free and reduced priced meals. The purpose of this study was to determine whether there is a significant difference in elementary schools’ TVAAS Composite scores between Title I and Non-Title I schools. Specifically, this researcher examined the relationship of Title I funding with student academic growth at the elementary level. The schools were located in rural Tennessee. Data were gathered from the 2012-2013 and 2013-2014 Tennessee State Report Cards and the TNDOE to determine if there was a statistically significant difference between the 2 types of schools. Research indicated mixed reviews on the impact Title I funds have on lower socioeconomic schools. The researcher performed 5 paired t test and 8 Pearson correlation coefficients. There was a significant difference in the schools’ composite scores between Title I and Non-Title I elementary schools in Tennessee. Non-Title I elementary schools in Tennessee had higher composite scores than those of the Title I elementary schools. Results from the Pearson correlations indicated no significant relationships for mean years of teaching experience with school composite scores.

Lamouroux, Guillaume. "Les subventions aux entreprises privées : contribution à l'analyse civile et fiscale de l'acte neutre." Electronic Thesis or Diss., Bordeaux, 2021. http://www.theses.fr/2021BORD0018.

Full text
Abstract:
La mise en évidence de telles limites à la liberté de subventionner les entreprises privées contribue alors à révéler l’identité civile et fiscale de l’acte neutre<br>While the notion of subsidy is widely discussed within public law and financial science, private law remains relatively indifferent to this subject. This is particularly detrimental given that the concept of subsidies for and by private companies can only be imperfectly assessed via the classical analysis of these subjects where a subsidy is viewed as an unconditioned financial support. Studying subsidies to private companies thus enables us to assess the appropriateness of this classical analysis and to suggest a renewed understanding of subsidies on three aspects.Firstly, unlike in public law, a subsidy must be viewed as a unilateral contract, not a unilateral act. It is important indeed not to confuse the expression of consent by a legal entity, which results from a unilateral act, with the act of granting a subsidy, which is contractual in nature. A subsidy is also just a type of financial support. It is characterized by a direct wealth transfer from the grantor of the subsidy to its beneficiary, valued on the achievement of a specific goal. These two elements are essential as they differentiate a subsidy from other types of private companies’ support mechanisms (such as debt relief, loans, underpriced or overpriced transactions) and show that being goal-oriented does not commit the beneficiary to realizing the stated objective, rather it is the binding nature of a contract that enforces this obligation. In case of non-compliance, the subsidized entity will be subject to the contract’s termination clauses for being in default of its contractual obligations, a forced contractual compliance being not possible as it remains a management decision. Finally, a subsidy is not exactly an unconditioned financial support, rather it is a support without direct obligations. If its grantor often aims to obtain a direct benefit against the issuance of a subsidy, it often obtains nothing. This alternative reflects the specificity of a subsidy as it can be given for free or not. In other words, a subsidy is a neutral act which explains its numerous practical difficulties. More precisely, as a neutral contract, a subsidy does not express a specific reason, in each case it must thus be assessed if the issuer has a vested interest in the granting of the said subsidy. This research is of great interest, as a subsidy granted for free, in particular by a private enterprise, has consequences in terms of company law – breach of the “specialty” principle – tax law – customary managerial decisions – and criminal law. Showing the limits of the freedom to subsidize private companies contributes to reveal the civil and tax identity of a neutral act

Abstract:
Although wheat (Triticum aestivum) and related cereals [Barley (Hordeum vulgare), Rye (Secale cereale) are primarily used for producing baked goods and beverages, cereal crops can be used to create many value-added goods beyond these traditional products. Fractionation of cereal grains and extraction of valuable phytochemicals allows greater access to materials for use in food additives and nutritional supplements. Fermentation for beverage and fuel bioethanol production results in not only renewable fuel, but also a range of other coproducts, including nootropics. In addition to traditional grain fermentation, straw fermentation is also discussed, which further utilizes the whole plant. The main by-product of cereal grain fermentation, wheat stillage, can undergo a range of processes to enhance its value as a animal feeds, as well as extraction of useful compounds. These methods provide a glimpse of the many sequential and divergent processes that may bring us closer to realizing the full potential of wheat and related cereal grains.

Full text
Abstract:
The CO2 that comes from the use of fossil fuels accounts for about 65% of the global greenhouse gas emission, and it plays a critical role in global climate changes. Among the different strategies that have been considered to address the storage and reutilization of CO2, the transformation of CO2 into chemicals and fuels with a high added-value has been considered a winning approach. This transformation is able to reduce the carbon emission and induce a “fuel switching” that exploits renewable energy sources. The aim of this chapter is to categorize different heterogeneous electrocatalysts which are being used for CO2 reduction, based on the desired products of the above mentioned reactions: from formic acid and carbon monoxide to methanol and ethanol and other possible by products. Moreover, a brief description of the kinetic and mechanism of the CO2 reduction reaction) and pathways toward different products have been discussed.

Full text
Abstract:
The drive for a sustainable society and a circular economy has motivated researchers around the globe to turn to the transformation of renewable raw materials like biomass into value-added products that are akin or superior to their fossil counterparts. Among these biomass raw materials, cocoa pod husks (CPH) which is the non-edible portion of cocoa (ca. 70–75% weight of the while cocoa fruit) remains a promising bio-resource raw material for the production high-value added chemicals but yet largely underexploited. Currently, the most popular applications of CPH involves its use as low-value application products such as animal feed, raw material for soap making, and activated carbon. However, the rich source of lignocellulosic content, pectin, and phenolic compounds of CPH means it could be used as raw materials for the production industrially relevant platform chemicals with high potential in the agrochemicals, pharmaceutical, and food industries, if efficient transformations routes are developed by scientists. In this chapter, we will shed light on some of the works related to the transformation of CPH into various value-added products. An economic evaluation of the transformation of cocoa pod husk into relevant chemicals and products is also discussed.

Abstract:
The existing agricultural and agro-industrial systems are not economically, environmentally, and socially sustainable as they implement the linear mode of production, which should be amended to the cyclic mode of production to promote sustainability. Therefore, this study aims at providing an approach to transform the present agricultural systems (beef, dairy, and poultry farms as well as cereals and vegetable crops production) and agro-industrial systems (ethanol industry and fish industry) into integrated bioindustrial systems and biorefineries by altering their linear mode of production into a circular mode of production to create a coherent bioeconomy, where the bioeconomy includes the conversion of renewable bioresources and waste streams into value-added bioproducts, such as food, feed, pharmaceuticals, nutraceuticals, biomaterials, biochemicals, biofuels, and bioenergy. Whereas the integrated bioindustrial systems allow designing cyclic production and consumption systems to maximize the resources and energy use efficiencies, forming a further ecologically sound and healthy environment through conversion of biowaste into value-added bioproducts, and emphasizing the socio-economic development through creating new employment opportunities and ground-breaking technologies and novel bioproducts. An important key issue is that digitalization is essential to the development of the bioeconomy, where digitalization supports practices innovation by boosting both supply and value chains in the circular bio-based economy.

The fishery industries have continuously increased over the last decade. This growth comes accompanied by a high volume of by-products released to environment, because these industries discard between 60 and 70% of their production as waste. This waste includes fish whole or part from these such as fillet remains (15–20%), skin and fins (1–3%), bones (9–15%), heads (9–12%), viscera (12–18%) and scales (5%). This by-products are rich in proteins and lipids which of several nature, which can be recovered to obtain compounds of high added value. In this chapter, some methods to recover compounds from fish by-products will be discussed. Among others, will be discussed topics about postharvest of fish, by-product releasing, enzymatic hydrolysis of by-product and bioactive peptide obtaining from fish waste.

Biomass is the biodegradable fraction of products and waste of biological origin. Biomass comes from activities such as agriculture, forestry, as well as the biodegradable fraction of industrial and municipal waste. A large amount of biomass encourages the proposal of projects aimed at the integrated use of these wastes to obtain products with high added value. In fact, the use of this waste avoids negative ecological impact on agricultural fields, rivers, and lakes, and supports new technologies that can feasibly solve the pollution problem. The presentation of studies related to the use of these wastes as raw material to produce compounds of industrial interest in areas such as agriculture, second and third-generation biofuels, biogas, pharmaceuticals, chemical industry, human and animal nutrition, through chemical, physical, thermochemical, and biological processes, is the objective of this chapter.

Abstract:
This survey investigated the level of knowledge of sugar in sugar-sweetened beverages by postgraduate students enrolled at the University of Limpopo in the 2019 academic year. A survey questionnaire was sent to three hundred and fifty-nine (359) students as a target population, and two hundred and seventy-eighth (278) questionnaires were returned. The results are based on 77% of the target population. On average, the respondents correctly answered just over half of the items on added sugar in SSBs, with M = 56.02% and SD = 22.03%. There is sufficient evidence to say that the level of knowledge of added sugar between male and female University of Limpopo postgraduate students are different (t (177) = 2.763, p = .011), using the 5% level of significance. Knowledge and awareness of added sugar are not sufficient components to influence the use of nutrition labels. The findings conclude that there is a relationship between gender and knowledge of added sugar in sugar-sweetened beverages and found that no relationship exists between BMI and knowledge of added sugar in sugar-sweetened beverages. There is a need for user-friendly terminology on nutrition labels.

Abstract:
In the summer of 2019, Temple University’s main library relocated to a new building, in which most of the 1.3 million-item main stacks collection resides in an automated storage and retrieval system (ASRS), and a small portion in open stacks. The open stacks, or browsing collection, includes highly circulating items, new books, and materials with a particular need for browsing. Highly-circulating items were identified by dividing the total number of loans by the number of years the library had owned the book. Materials with a particular need for browsing, generally those with significant visual components such as art and music scores, were also selected by formula, though a lower number of loans was required in order for the book to be added to the browsing title list. The Collections Analysis Librarian merged the lists of highly circulating items and highly visual items and presented the preliminary title list to Subject Specialists. These librarians then suggested categories of books that they felt should be browseable, such as maps and language dictionaries. Identifying new books was more complicated than expected, as the list needed to exclude certain categories of purchases, such as replacements or continuations, that did not belong in the open stacks. All items destined for browsing were marked with bright green stickers near the call number, which served as an effective way for the staff who packed the books to separate them from those going to the ASRS.

Abstract:
Methods for the formation of digital collections of a digital mathematical library are presented. With the help of tools for analyzing the structure of documents and their style features, the main set of document metadata has been formed. For each document, this set includes the title of the article, a list of authors, and a list of cited bibliography. To supplement the metadata, methods of extracting knowledge from Wikidata were used. With the help of the developed system of SPARQL-queries, the search and refinement of data on documents of the collections was carried out. In particular, information about the authors of the articles has been added (full spelling of surnames, first names, patronymics in various languages, place of work at the time of writing the article, etc.). In addition, methods are proposed for refining and supplementing bibliographic references given in the articles. When forming metadata of retro collections, a search was made in Wikidata for information about the years of life of authors of articles, URLs of web pages with information about articles and their authors. The results of the several digital collections formation, which are included in the digital library Lobachevskii-DML, are presented.

Abstract:
The paper focuses on the impact of economic paradigms on teaching business English. We made up paradigmatic methods beginning from a number of common traits, which are prioritary in the meaning structure. Another distinctive traits are added to the above mentioned traits and the identification of these significant traits is needed for a proper definition, which is a very useful tool in the teaching process of the English business terms. The analysed material showed that there is not easy to make the economic paradigms. Thus, in most definitions for the economic terms, one can notice the conceptual interference with other economic terms. This aspect hinders the identification of common and distinctive traits. The identification of the difficulties to divide the selected economic terms in lexical-semantic paradigms has relevant variations (see ENTERPRISE, FIRM, COMPANY, CORPORATION or TITLE, BOND, SHARE). The semic analysis of the selected paradigms outlines the importance of the relation between the lexicographic and the terminographic definition to decode the specialised meaning. In many cases we noticed the lexicographic definitions are not clear, because they offer insufficient dates. For this reason, sometimes general dictionaries are not recommended in teaching economic terms because they are not updated or the definitions lack a lot of important details about economic terms. Nevertheless, we noticed that in other dictionaries (DEXI, NDU) the definitions for the ecomic terms are close to the terminographic definitions because they contain not only relevant economic details but also necessary information for the teaching process and the students’ further understanding. On the other hand, the lexicographic definitions, unlike the terminographic ones, indicate the polisemy of the economic terms , thus warning the non specialists on the risks of ambiguity. The analysis on texts is significant because it shows that not all the terms of a paradigm are updated similarly. In other cases, the updates in texts have a great dynamics which sporadically neutralises the distinctive traits in a paradigm.

Abstract:
The U.S. Nuclear Regulatory Commission (NRC) staff issued Revision 2 to NUREG-1482, “Guidelines for Inservice Testing at Nuclear Power Plant,” to assist the nuclear power plant licensees in establishing a basic understanding of the regulatory basis for pump and valve inservice testing (IST) programs and dynamic restraints (snubbers) inservice examination and testing programs. Since the Revision 1 issuance of NUREG-1482, certain tests and measurements required by earlier editions and addenda of the American Society of Mechanical Engineers (ASME) Code for Operation and Maintenance of Nuclear Power Plants (OM Code) have been clarified, updated, revised or eliminated. The revision to NUREG-1482 incorporates and addresses those changes, and includes the IST programs guidelines related to new reactors. The revised guidance incorporates lessons learned and experience gained since the last issue. This paper provides an overview of the contents of the NUREG-1482 and those changes and discusses how they affect NRC guidance on implementing pump and valve inservice testing (IST) programs. For the first time, this revision added dynamic restraint (snubber) inservice examination and testing program guidelines along with pump and valve IST programs. This paper highlights important changes to NUREG-1482, but is not intended to provide a complete record of all changes to the document. The NRC intends to continue to develop and improve its guidance on IST methods through active participation in the ASME OM Code consensus process, interactions with various technical organizations, user groups, and through periodic updates of NRC-published guidance and issuance of generic communications as the need arises. Revision 2 to NUREG-1482 incorporates regulatory guidance applicable to the 2004 Edition including 2005 and 2006 Addenda to the ASME OM Code. Revision 0 and Revision 1 to NUREG-1482 are still valid and may continue to be used by those licensees who have not been required to update their IST program to the 2004 Edition including the 2005 and 2006 Addenda (or later Edition) of the ASME OM Code. The guidance provided in many sections herein may be used for requesting relief from or alternatives to ASME OM Code requirements. However, licensees may also request relief or authorization of an alternative that is not in conformance with the guidance. In evaluating such requested relief or alternatives, the NRC uses the guidelines/recommendations of the NUREG, where applicable. The guidelines and recommendations provided in this NUREG and its Appendix A do not supersede the regulatory requirements specified in Title 10 of the Code of Federal Regulations (10 CFR) 10 CFR 50.55a, “Codes and standards”. Further, this NUREG does not authorize the use of alternatives to, grant relief from, the ASME OM Code requirements for inservice testing of pumps and valves, or inservice examination and testing of dynamic restraints (snubbers), incorporated by reference in 10 CFR 50.55a. Abstract:
The historical legacy of the TITANIC defies a brief manuscript of 20- plus pages. Much better, and more detailed work has been done to give the subject a “modern” context, notably by the United States Coast Guard in the Summer 2012 issue of Proceedings of the Marine Safety and Security Council, vol.69, no. 2, from which the following remarks draw heavily. The night of April 14, 1912 – the famous “night to remember,” chosen by Walter Lord as the title of his excellent history – presents us with many questions that will probably never be answered. Most of these are technical: the “what ifs” that, in one form or another, haunt us after, but usually not before, a disaster at sea. The importance of safety at sea is shown by the pictures available since 1985, showing the broken fragments of wreckage lying on the ocean floor south of Cape Race. Since the wreckage was located, we can see the pairs of empty shoes and boots that mark where human remains once lay. The TITANIC facts are familiar: at 11:40 P.M. on April 14, 1912, she collided with an iceberg. Two hours and 40 minutes later, the pride of the White Star Line began her two-mile plunge to the bottom of the North Atlantic. Of the 2,224 passengers and crew aboard, only 710 survived. While there have been sea disasters that produced greater loss of life, the sinking of TITANIC is probably the most famous and far-reaching maritime disaster in history. While the loss of TITANIC has been described as “perhaps the most documented and least commonly understood marine casualty in maritime history”, a positive result of the TITANIC disaster, and of course many other tragedies at sea that have occurred since, has been to establish a formal protocol of goals and procedures for analysis and investigation. These goals, from the point of view of the investigator/flag state, other governments, the International Maritime Organization (IMO), and other regulators, is the identification of unsafe conditions, in order to identify them in advance of future disasters. Today, responsible regimes charged with administration of the safety of life at sea are said to follow a philosophy of prevention first and, then, response. The 1985 discovery of the wreck of the TITANIC sparked a new round of forensic investigation. The bow section was found largely intact with the stern section in hundreds of pieces approximately 2,000 feet away. The realization that TITANIC’s hull had broken at some point during the sinking added a new understanding of the already famous disaster. The discovery of the wreck also provided new forensic evidence in the form of recovered artifacts and detailed surveys. It was these new clues and advances in computer-driven engineering tools that gave rise to a revision of previously held beliefs. The significance of the TITANIC, and the events that led to such a large loss of life, remain with us today.

Abstract:
The transmission of viral agents from blood products derived from humanplasma has long been a serious healthproblem for the recipients. The majoragents involved are HBV, nonA nonB, Delta agent and HIV (LAV/HTLV-III). Wehave attempted to design product-specific viral inactivation procedures toprevent such transmission in blood products. Experiments were carried out with HIV, which is the only one of the above viruses which can be propagated and titrated in cell culture, and with a wide range of model viruses. High titre virus was added to blood products, and they were then subjected to different virus inactivation procedures.Heat treatment was carried out in aqueous solution with and without protein-stabilising agents, and it was demonstrated that such agents added toprevent loss of biological activity of blood products also resulted in a stabilisation of contaminating viruses. Therefore steam treatment inactivation procedures have been developed without the addition of such agents. Steam pressure, temperature and time of inactivation are the main variablesand these can be altered for each product to achieve an optimal balance between the degree of virus inactivation and retention of biological activity. It has been shown that each of thedifferent product-specific treatment procedures has a high HIV inactivation capacity.Studies with various model virusesalso demonstrated that the efficiencyof these procedures could be furtherimproved if necessary by altering various parameters such as steam pressure.

Abstract:
The term “middle income trap” was firstly used in the World Bank’s Report titled “An East Asian Renaissance Ideas for Economic Growth” (2007), which then swiftly gained wide currency. According to this report, some countries that failed to align themselves with the requirements of changes and diversification of 21st century would remain in their respective income bracket. As long as the labor force of a given middle income country is not gradually transferred from the agriculture sector operating with low levels of productivity into the manufacturing sector which produces high added value products thanks to innovation-based practices, it will be losing its competitive edge as compared advanced countries, leading it to reach a plateau at its given level of income. This study is dedicated to determining whether or not Turkey do suffer from middle income trap, and examining the factors responsible for such trap, if they do so. This study also analyzes the primary causes behind middle income trap by utilizing both social and economic data these countries such as real GDP, inflation, good and services export to GDP, agriculture sector to GDP, Gini coefficient and age dependency ratio utilizing Vector Error Correction Model.

Abstract:
In education management, it is very important to get the information of schools fast and reliable. In Istanbul Provincial Directorate of National Education, management of 3170 schools of 39 districts is planned in. In particular; projects such as the Fatih Project where all the schools are equipped with technological infrastructure, requires correct and fast data flow during the planning and implementation processes because of the cost of a wrong action. For example, information which taken from schools in July cannot be reached and re requested in August because of the vacation of the officer who handles the data. During data gathering process, schools do not send data, they send late, and the information provided is stored in personnel computers. So, there is no continuity of the data and some information from the schools is requested repeatedly and this situation is causing the progeny in planning and implementation. The purpose of this research is to create an educational information system in which school information is effectively managed, do not need a programmer for each information request, in which the continuity and sharing of information is ensured. The program was built using the PHP programming language and the MYSQL database system. A responsive design has been used to allow access from mobile phones, tablets and desktop computers. Some sub-systems have been developed to facilitate data collection and management. One of that sub-systems is that information stored in computers in the type of office formats can be added to the system quickly and forms can be created using the titles of these data on the fly. It is considered that data mining and machine learning algorithms can be added to the system and data mining can be done on the data for future studies.

Abstract:
This Dredging Operations Environmental Research (DOER) technical note disseminates novel methods to monitor and reduce contaminant mobility and bioavailability in water, sediments, and soils. These method advancements are enabled by additive manufacturing (i.e., three-dimensional [3D] printing) to deploy and retrieve materials that adsorb contaminants that are traditionally applied as unbound powders. Examples of sorbents added as amendments for remediation of contaminated sediments include activated carbon, biochar, biopolymers, zeolite, and sand caps. Figure 1 provides examples of sorbent and photocatalytic particles successfully compounded and 3D printed using polylactic acid as a binder. Additional adsorptive materials may be applicable and photocatalytic materials (Friedmann et al. 2019) may be applied to degrade contaminants of concern into less hazardous forms. This technical note further describes opportunities for U.S. Army Corps of Engineers (USACE) project managers and the water and sediment resource management community to apply 3D printing of polymers containing adsorptive filler materials as a prototyping tool and as an on-site, on-demand manufacturing capability to remediate and monitor contaminants in the environment. This research was funded by DOER project 19-13, titled “3D Printed Design for Remediation and Monitoring of Dredged Material.”
