Full textThe communication process has always played a major role in the development of humanity, ranging from rock paintings in prehistory, through the emergence of speech, writing, radio, television, evolving to the present day, where New information and communication technologies stand out for their undeniable ability to optimize communicative processes. The contemporary dynamism of people and organizations demands more and more attention with communication in order to guarantee the agility and quality of this process, but, faced with the inherent complexity of modern organizations, it is not always possible to offer these two characteristics simultaneously. Therefore, the objective of this work is to evaluate the quality of communication in the advanced campus of Varginha of the Federal University of Alfenas, searching, through questionnaires applied to undergraduate students, administrative technicians, outsourced employees and teachers, identifying characteristics and possible flaws that can be explored in order to propose improvements in the communicative process in order to make the institution more effective in this regard. The obtained data were analyzed in a globalized and segmented way in order to look for better ways to understand the behavior of the groups that compose the academic community of the campus under study. The results demonstrated that in a globalized way, the communication is seen in a way that varies predominantly between regular and good. When the analysis was performed by segments, no distinctions were found capable of justifying specific interventions by groups. The questionnaire also brought a series of reports of communication failures occurring on campus that were used in the formulation of proposals for interventions capable of providing an advance in the condition of the campus communicative process.

Full textThe present study was carried out with the main objective of analyzing the Work Quality of Life Program ((QWL) programs) of UNIFAL-MG – headquarters campus, within the framework of its servers. Through the research, it was possible to understand that QWL involves a set of actions that stimulate a healthy work environment, contributing to the development of QWL indicators that become an instrument that provides strategies, actions and debates, contributing to the prevention of diseases and in the elaboration of personnel management policies, thus reducing absenteeism rates. In this investigation, a case study was sought: 1) Evaluate the perception and satisfaction of the faculty and administrative staff in education of UNIFAL-MG that participate in the (QWL) programs in the FIEH; 2) Evaluate the perception of management over of servers in the (QWL) programs; 3) Check the reason for the non-participation of servers in the (QWL) programs; 4) To analyze the overall total of server absences due to medical problems (data inserted in an internal software of the Integrated Subsystem of Attention to the Health of the Server (System SIAPE Health / SIASS); 5) Identify the causes of absenteeism, and; 6) Identify and propose opportunities for improvement in the (QWL) programs, within UNIFAL-MG.

Full textThe Law nº. 13,146 - Brazilian Law of Inclusion of People with Disabilities (Person Statute with Disabilities) - which came into effect from January 2016 reinforces the requirement of accessibility on websites maintained by the government, established for over ten years through the Decree No. 5296/2004. Through the e-GOV, the government has undertaken several actions to boost the development of websites that attend the most diverse citizens, thus allowing access to information and public services equally and without discrimination. Among these actions highlight the Accessibility Model recommendations on Electronic Government (e-MAG) and the Web Standards in Electronic Government project (e-PWG). In this context, the web portals of the Federal University have a great responsibility to make available the content and information to the entire community. This study presents the results of the evaluation of the accessibility of homepages of the 63 Brazilian Federal Universities. As the use of Content Management Systems (CMS) for the construction of government websites is a recommendation highlighted by e-PWG, this research has also sought to investigate whether these universities are adopting this technology. Given these results, the goal was to identify the use of CMS can contribute or not to create more accessible pages, highlighting the major accessibility problems encountered by these pages.

The government of an emergency law has an obligation to become public. With regard to research on the sustainability of public enterprises, this response also exists. This research aims to analyze the reality and the challenges for the implementation of sustainability criteria in the buildings of the Federal Rural University of Pernambuco. With this intention, the study was divided into two stages. First, through a direct observation of the buildings and the documentary analysis of their basic projects, a diagnosis of UFRPE buildings was elaborated, in light of Normative Instruction No. 01/2010 - MPOG, which provides for the criteria of environmental sustainability in the acquisition of goods, contracting of services or construction works by the federal public administration. At the end of this diagnosis, it was identified that in reality, UFRPE already obey many of the sustainability criteria, but it still a long way from the university to obey them fully. In the second stage, semi-structured interviews were conducted with engineers from the engineering sector and senior management from UFRPE to identify barriers to the implementation of the sustainability criteria brought by IN n ° 01/2010. The treatment of the collected data was based on the methodological support of the content analysis and among the set of techniques systematized by said method, the analysis by categories was used. The results of this research point out that there are some challenges that UFRPE has encountered in the process of developing sustainable buildings, but two of them deserve special attention: the legislation that needs to be modernized and the high initial investment cost that is still needed.
O desenvolvimento de uma nação sustentável é dever do poder público previsto pela Constituição Federal vigente. No que tange a busca pelo primor da sustentabilidade em obras públicas, essa obrigação também já existe. Esta pesquisa apresenta como objetivo analisar a realidade e os desafios para implementação de critérios de sustentabilidade nas edificações da Universidade Federal Rural de Pernambuco. Para tal, o estudo foi dividido em duas etapas. Primeiramente, através da observação direta das edificações e da análise documental dos seus projetos básicos, foi elaborado um diagnóstico das edificações da UFRPE, a luz da Instrução Normativa n° 01/2010 – MPOG que dispõe sobre os critérios de sustentabilidade ambiental na aquisição de bens, contratação de serviços ou obras pela administração pública federal. Ao final deste diagnóstico identificou-se que na realidade a UFRPE já atende a boa parte dos critérios de sustentabilidade, mas ainda falta muito para que a universidade os atenda em sua plenitude. Na segunda etapa foram realizadas entrevistas semiestruturadas com os técnicos do setor de engenharia e gestores da administração superior da UFRPE com intuito de identificar quais são desafios para implementação dos critérios de sustentabilidade trazidos pela IN n° 01/2010. O tratamento dos dados coletados fundamentou-se no suporte metodológico da análise de conteúdo e dentre o conjunto de técnicas sistematizadas pelo referido método, utilizou-se da análise por categorias. Os resultados dessa pesquisa apontam que alguns são os desafios encontrados pela UFRPE no processo de elaboração de edificações sustentáveis, mas dois deles merecem destaque: a legislação que precisa ser modernizada e o alto custo de investimento inicial que ainda se faz necessário.

The main objective of this research was to construct guidelines for a future formulation of policies of access and permanence for students from disadvantaged economic sectors, based on the current legislation, that intend to enter in the courses of master academic and doctorate. This was done through the collection of information on the lattes platform and on institutional sites, both of free access, and also through questionnaires applied to undergraduate and graduate coordinators. It was also part of this objective to verify what are the current institutional policies geared specifically to graduate students. Finally, the following proposals for guidelines for actions for access were elaborated: a) Increased dissemination of UFSCar's research groups to motivate undergraduate students to join these groups; b) Offer of language courses for UFSCar undergraduates who wish to enter the master's and doctoral courses; c) Assistance in the elaboration of research projects, both at the undergraduate level (CI projects) and at the postgraduate level (Master's projects, mainly). Actions for permanence: d) Improvement of UFSCar infrastructure to meet people with special needs; e) Encouraging the active participation of postgraduate students in the discussions involving scholarship, housing, food and transportation; f) Expand the offer of scholarships that take into account socio-economic criteria, in addition to the academic criteria. For both of them: g) To create spaces for discussion at UFSCar that deal with the problems of access and permanence in postgraduate courses of students from economically disadvantaged social strata, involving teaching staff, technical-administrative staff, undergraduate students and graduate students.
O objetivo principal desta pesquisa foi construir diretrizes para uma futura formulação de políticas de acesso e permanência para estudantes oriundos de setores econômicos desfavorecidos, com base na legislação atual, que pretendem ingressar nos cursos de mestrado acadêmico e de doutorado. Isto foi realizado através da coleta de informações na plataforma lattes e em sites institucionais, ambos de livre acesso, e também por meio dos questionários aplicados aos coordenadores de graduação e de pós-graduação. Também fez parte deste objetivo verificar quais são as atuais políticas institucionais voltadas especificamente para pós-graduandos. Por fim, foram elaboradas as seguintes propostas de diretrizes de ações para o acesso: a) Maior divulgação dos grupos de pesquisa da UFSCar para motivar o ingresso dos alunos de graduação nesses grupos; b) Oferta de cursos de idiomas para os alunos de graduação da UFSCar que pretendem ingressar nos cursos de mestrado e doutorado acadêmicos; c) Auxílio na elaboração de projetos de pesquisa, tanto em nível de graduação (projetos de IC) como em nível de pós-graduação (projetos de mestrado, principalmente). Ações para a permanência: d) Melhoria da infraestrutura da UFSCar para atender pessoas com necessidades especiais; e) Incentivo à participação ativa de discentes de pós-graduação nas discussões que envolvem bolsa, moradia, alimentação e transporte; f) Ampliar a oferta de bolsas que levem em consideração critérios socioeconômicos, além dos critérios acadêmicos. Para ambos: g) Criar espaços de discussão na UFSCar que tratem da problemática de acesso e permanência na pós-graduação, de estudantes de camadas sociais economicamente desfavorecidas, envolvendo servidores docentes, servidores técnico-administrativos, alunos de graduação e alunos de pós-graduação.

Full textWith the country redemocratization, after long years of dictatorship, were instituted several popular participation instruments by means of the Federal Constitution of 1988 and by others infraconstitutional legislations, in order to give sustainability to the democratic regime established in the country. In this sense, dawned the participatory budgeting, like a co management instrument between the State and the civil society, in order to share with population the decisions concerning the public budget which is up to the Executive Branch. Under these circumstances, the citizens participate in the budget piece elaboration, deliberating in public spaces about specific investments that they would like them to be executed, as well as the most urgent locations, innovating the classic and traditional representative democracy. In this diapason, this research had as objective to analyze which elements, present in conception processes, implementation and evaluation of Cambui-MG participatory budgeting, that potentiate and/or limit the validity of democratic principles and practices in the county, from the perspective of the local representatives. To achieve this purpose, was carried out a research quantitative, typified as case estudy, because the social phenomena in the participatory budgeting conjucture were studied. The data collection was done through interviews, non-participating observation and documentary research, and the data were analyzed through content analysis. The research results demonstrated several fundamental elements that contributed to the promotion of democratics principles and practices in the Municipality, during the participatory budgeting process. The found elements were the inclusive citizenship, the social actors plurality, freedom of speech, effective participation, clear understanding and the equality of votes. Were also corroborated others elements that favor the local democracy consolidation, such as the political will, administrative capacity, public space, population autonomy, intense deliberation and the simple linguage, although there is a need to improve the experience, as regards the criteria and used methodology deadlines, as well as the accountabilty information.

Full textThe differentiated treatment to be given to micro and small enterprises (MSEs) by public agencies has a constitutional provision. It was regulated by Complementary Law No.123/2006 that establishes the Statute for MSEs and strengthened by Complementary Law No.147/2014, which became mandatory an adoption of criteria that benefit small businesses in public bids. This descriptive study aimed to analyze the bidding processes of the Universidade Federal de Lavras (UFLA) among the years 2012 to 2015 in order to describe how occurred, in practice, the application of differential treatment to MSEs, as provided by Complementary Law No.123/2006. An interview was conducted with the officers of the Materials Management Board, aiming get information about their perception of this public policy for UFLA. In the Federal Government Purchasing Portal - COMPRASNET were obtained data regarding to bidding processes of the university in the period from 2012 to 2015. Based on an analysis qualitative for interviews and quantitative from the constant results of the trading sessions records, was evidenced a lack of adaptation of the information systems for operationalization of changes. Furthermore, there is also a concern in not reaching the objective to carry out products acquisition or acquire them by expensive values. On the other hand, it was identified that the criers recognize in the Law the importance to fund small businesses and it was demonstrated that there was not necessarily an increase in the amounts paid by the administration from its application. However, the results pointed out that compliance to Law criteria implies in a disposition of the administration inadding the incentive to MSEs to other effects that their application can trigger. Working with reference values that are more appropriate to the processes that has exclusivity to MSEs is one of the possible effects. A intervention proposal was elaborated with a suggestion of change in the flow of the electronic trading session process in order to attend the requirements presented by the legislation and at the same time protect the effectiveness of the process regarding the materials acquisition.

The theme of waste management provokes the discussion that involves the potential of food production and sustainability. The amount of solid waste produced by UFRPE’s University Restaurant – a space where subsidized meals are offered to the university community – is large. Therefore, this research focused on two variables that would enable it to check how managers, employers, and users of UFRPE’s UR can incorporate the policies suggested by A3P in order to promote those same variables: “proper waste management” and “awareness and skill training”. This research aimed to analyze how the policies proposed by A3P, on the variables of “Proper Waste Management” and “Awareness and Skill Training”, can be incorporated by the managers, employers, and users of UFRPE’s UR, in a way to contribute to an educational material which embodies appropriate sustainable actions. The methodology used was of a case study with a qualitative investigative approach. The data collection was conducted through printed surveys with employers and users of the UR, direct observation, and interviews. The results gathered show that 91% of the employers and 85% of the users of the UR have no knowledge about A3P. Besides, 55% of the users tend to leave food waste on their plates, and 53% of those say they serve themselves with lavishness. It is important to point out that over 90% of the employers and users have already heard of or are familiar with Environmental Education, but only 11% of the users are informed about the institutional PLS – Sustainable Logistic Managerial Plan. Lastly, 64% of the commensals believe awareness and schooling actions would make the UR more sustainable. So, it is pertinent to advert the managers of the UR to (1) begin investing in actions that relate to environmental education and policies, as the best way of implementing the variables from the A3P that deal with waste management, awareness and schooling, because those tools assist in developing a mindfulness on the agents that are part of the UR, decreasing the amount of generated waste; (2) a greater integration with the society through community centers and garbage collectors associations; (3) assurance that the specific legislation that deal with waste management will be followed accordingly; (4) a closer relation with the university community; as well as (5) the reduction of the expenditures with waste collection. To conclude and taking into consideration the environmental actions and proposed variables, the research affirms that in order for the A3P to be implemented and properly used at the UR, the environmental education is one of the main instruments to improve the waste management, the awareness and the schooling of those who are part of the UR. Besides, the use of the proposed socio and environmental categories may also be used as a support tool for sustainability management, and to provide a participative process for a shared management between the UR and the university community.
A temática da gestão de resíduos provoca a discussão que envolve o potencial de produção de alimentos e sustentabilidade. É grande a quantidade de resíduos produzida pelo Restaurante Universitário da UFRPE. Assim, a pesquisa teve como objetivo geral analisar como as políticas da A3P, relacionadas aos eixos “Gestão Adequada dos Resíduos Gerados” e “Sensibilização e Capacitação”, podem ser incorporadas pelos gestores, colaboradores e usuários do RU-UFRPE, de modo a contribuir para a elaboração de material educativo contendo práticas sustentáveis apropriadas. A metodologia consistiu em estudo de caso com abordagem qualitativa de investigação. As técnicas de coleta de dados utilizadas foram: questionários impressos aplicados aos colaboradores e usuários do RU, observação direta e entrevista. Os resultados obtidos apontaram que, 91% dos colaboradores e 85% dos usuários do RU não têm conhecimento sobre a A3P. Além disso, 55% dos usuários costumam deixar restos de comida nos pratos, e desses, 53% afirmaram servir-se em excesso. É importante ressaltar que mais de 90% dos colaboradores e usuários já ouviram falar ou conhecem a Educação Ambiental, porém, apenas 11% dos usuários afirmaram conhecer o PLS institucional. Por fim, ressalta-se que 64% dos comensais acreditam na contribuição de ações de sensibilização e capacitação para um RU mais sustentável. Frente a essa realidade, é pertinente salientar que os gestores do RU comecem a investir em ações que envolvem educação ambietal e legislações pertinentes, como a melhor forma de implantar os eixos da A3P que tratam da gestão de resíduos, sensibilização e capacitação, pois essas ferramentas ajudam a desenvolver o processo de conscientização dos agentes que fazem parte do RU, proporcionando diminução dos resíduos gerados; interação com a sociedade através de associações com cooperativas de catadores; garantia do cumprimento de legislações específicas que tratam de gestão de resíduos; relacionamento mais próximo com a comunidade universitária; bem como a redução de custos com coleta dos resíduos. À guisa de conclusão, e levando em consideração a categorização das ações ambientais e os indicadores propostos, concluiu-se que para que seja implementada a A3P no âmbito do RU, se utilizada adequadamente e com conteúdos apropriados, a educação ambiental é um dos principais instrumentos para melhorar a gestão dos resíduos gerados, a sensibilização e capacitação daqueles que fazem parte do restaurante. Além disso, o uso das categorias socioambientais propostas podem atuar como uma ferramenta de apoio à gestão da sustentabilidade, e também, em conjunto com a educação ambiental, subsidiar um processo participativo para uma gestão compartilhada entre RU e comunidade universitária.

This research aimed to identify which dimensions affect quality of work life of educational management technicians in the Federal Rural University of Pernambuco. Therefore, a study was carried out with a qualitative-quantitative approach. The quantitative approach was substantiated on a structured model, which was based on the model of Freitas and Souza (2009), that suggested eight dimensions to analyze the quality of life at work in federal institutions of higher education. This model was complemented by issues related to the literature of work‟s sociology, organizational climate and organizational culture. The data collection instruments consisted of two questionnaires, each one composed of 29 questions, that assessed the quality of work life according to the participants' perception. The sample in the quantitative stage was composed of 176 participants. The results found in this stage demonstrated that the respondents are satisfied with the dimension "Social Integration in the Organization", however, there are dissatisfied with the dimensions "Compensation" and "Career Opportunities"; the remaining five dimensions obtained neutral or regular classification. Futhermore, two Exploratory Factor Analysis were carried out in this stage to investigate the occurrence of latent dimensions of quality of work life according to the performance level and the frequency of events of theuniversity‟s internal environment. For the performance level, six latent dimensions were identified, Freedom to work; Worker-supervisor relationship and Compensation and expansion in the career were the three most well ranked according to their variance. Among the seven dimensions related to frequency, Colleges, advancements and work planning, Impacts of work and Relevance of work were the three most well ranked according to their variance. Regarding the qualitative approach, 105 participants answered a discursive question, which was applied to identify which dimensions of quality of work life could be improved. The most important dimensions identified were: Health and well-being, Reduction of working hours, Leisure time and social interaction, Social integration , Working Conditions and Career Opportunities.
Esta pesquisa teve como objetivo identificar quais dimensões afetam a qualidade de vida no trabalho dos servidores técnico-administrativos em educação da Universidade Federal Rural de Pernambuco. Para tal, realizou-se um estudo com abordagem quali-quantitativa. A abordagem quantitativa foi realizada a partir de um modelo estruturado, o qual teve por base o modelo de Freitas e Souza (2009), que sugeriu oito dimensões para avaliar a qualidade de vida no trabalho em universidades públicas. Tal modelo foi complementado por questões referentes à literatura sobre clima organizacional e cultura organizacional. Os instrumentos de coleta de dados consistiram em dois questionários, compostos cada um por 29 questões, que avaliaram a qualidade de vida no trabalho de acordo com a percepção dos participantes. A amostra da etapa quantitativa correspondeu a 176 participantes, os resultados encontrados demonstraram que os respondentes estão satisfeitos com a dimensão “Integração Social na Organização”, porém, insatisfeitos com as dimensões “Compensação” e “Oportunidades de carreira”; as cinco dimensões restantes obtiveram classificação neutra ou regular. Adicionalmente, nesta etapa foram realizadas duas Análises Fatoriais Exploratórias que investigaram a ocorrência das dimensões latentes da qualidade de vida no trabalho de acordo com o grau de desempenho e a frequência de acontecimentos oriundos do ambiente interno da universidade. Para o grau de desempenho foram identificadas seis dimensões latentes, sendo as três mais bem classificadas por ordem de variância: Liberdade de atuação no trabalho; Inter-relacionamento com o superior hierárquico e Compensação e expansão na carreira. Dentre as sete dimensões encontradas em relação à frequência, as três mais bem classificadas por ordem de variância foram: Coleguismo, avanços e planejamento do trabalho, Impactos do trabalho na vida do servidor e Relevância do trabalho na vida do servidor. No que tange à abordagem qualitativa, 105 participantes responderam a uma questão discursiva, que foi aplicada para identificar quais dimensões da qualidade de vida no trabalho podem ser melhoradas. As principais dimensões identificadas nesta etapa foram: Saúde e bem-estar, Redução da jornada, Tempo de lazer e convívio, Integração social, Condições de trabalho e Oportunidades na carreira.

Federal University of São Carlos – UFSCar, started in 2007 a decentralization process that initially led to the implementation of the Sorocaba Campus, such as the implementation and significant enlargement of the undergraduate courses in all campuses, as well as, recently, the implementation of a new campus – Lagoa do Sino Campus. Thus, the administration of UFSCar has been adapting to this new reality. This paper presents a proposal for advancement in the process of consolidation of the budget and financial execution of UFSCar. The decentralization of these activities effectively began in 2013, with the implementation of the commitment emission process in several campuses. For the development of this study, we carried out an extensive bibliographic survey, among other subjects, on centralization and organizational decentralization, budgetary and financial execution in the public sector, budgetary and financial decentralization in the public sector, in order to identify the main elements that could contribute to the objective of the work. Regarding the research methodology, it has a qualitative approach, such as a case study, which relied on the process of data collection through the application of questionnaires to those responsible for the related activities. In addition, we seek to consider specific aspects of UFSCar, such as: lean staff, the expansion that the institution has undergone, etc. The proposal presented at its core considers the creation of a control unit for UFSCar as a whole, as well as the creation of responsible and executive management units for all campuses. The expectation is that, with the implementation of this proposal, the UFSCar community as a whole will gain, among other benefits, speed in the respective processes and better monitoring and disclosure of the budget and financial execution of UFSCar.
A Universidade Federal de São Carlos – UFSCar, iniciou em 2007 um processo de descentralização que propiciou inicialmente a implantação do Campus de Sorocaba, bem como a implantação e a ampliação expressiva dos cursos de graduação em todos os campi, além do que, recentemente, a implantação do novo Campus Lagoa do Sino. Assim, a administração da UFSCar vem se adaptando a essa nova realidade. Este trabalho apresenta uma proposta de avanço no processo de consolidação da descentralização da execução orçamentária e financeira da UFSCar. A descentralização dessas atividades teve início efetivo em 2013, com a implantação do processo de emissão de empenho em vários campi. Para o desenvolvimento deste estudo, realizamos um levantamento bibliográfico extenso, entre outros assuntos, sobre centralização e descentralização organizacional, execução orçamentária e financeira no setor público, descentralização orçamentária e financeira no setor público, a fim de identificar os principais elementos que pudessem contribuir com o objetivo do trabalho. Com relação à metodologia de pesquisa, a mesma possui uma abordagem qualitativa, do tipo estudo de caso, o qual contou com o processo de coleta de dados por meio da aplicação de questionários junto aos responsáveis pelas atividades afins. Procuramos considerar adicionalmente, aspectos específicos da UFSCar, como: quadro enxuto de pessoal, a própria expansão que a instituição passou etc. A proposta apresentada, em seu cerne, considera a criação de uma unidade gestora de controle para a UFSCar como um todo, bem como a criação unidades gestoras executoras e responsáveis, para todos os campi. A expectativa é que, com a implantação desta proposta, a comunidade da UFSCar como um todo ganhe, entre outros benefícios, celeridade nos processos respectivos e melhor acompanhamento e divulgação da execução orçamentária e financeira da UFSCar.

Administrative reforms occurring in the public administration, especially in Brazil, demonstrate a convergence in the current organizational models, directing the public management to a more social way, from a perspective in which the citizen is protagonist, acting as the main collaborator in the formulation of public policies and decision-making. This perspective is in line with the principles of open government, which promotes actions for greater openness of public data and information, based on the principles of transparency, social participation, accountability and the use of information and communication technologies. In line with the new rules of public management and open government, the Brazilian Law of access to information, advocates transparency, in an active and passive way, as a rule and guiding principle of public administration. In this context, the present study aimed to propose to the Federal Institutions of Higher Education (FIHE) an improvement in the dissemination of information on its electronic sites focused a model based on active transparency, using the priority themes demanded by the beneficiary civil society for their actions. To identify the obligatory nature of active transparency how it is being applied in the FIHE, and to reveal the most demanded themes by society, it was used a bibliographic survey, documentary research, a survey, a systematic mapping study and a focal group. The methodological strategy guiding this study was action research, for its habitual use in studies that seek to solve organizational problems from a collaborative perspective. With a reflective analysis of this data, it was proposed a model to be applied in the FIHE that meet the laws and society demands for information of collective interest. The collected data identified the mandatory transparency requirements and how they have been applied in the FIHE. In addition, the study also revealed topics of social interest in greater efficiency in the proactive disclosure of information on FIHE websites, which were discussed by a focus group for the generation of a proposal for a model of attendance to active transparency in these institutions.
As reformas administrativas ocorridas na administração pública, especialmente no Brasil, demonstram uma convergência nos modelos organizacionais vigentes direcionando a gestão pública para uma gestão mais social, a partir de uma perspectiva na qual o cidadão é protagonista, atuando como principal colaborador na formulação de políticas públicas e na tomada de decisão. Essa perspectiva coaduna-se com os princípios do governo aberto, que promove ações para uma maior abertura de dados e informações públicas, pautados nos princípios da transparência, participação social, accountability e uso de tecnologias de informação e comunicação. Uma das iniciativas do Brasil que corroboram com os novos delineamentos da gestão pública e com o governo aberto foi a promulgação da Lei de acesso à informação, que preconiza a transparência, de maneira ativa e passiva, como regra e princípio norteador da administração pública. Nesse contexto, o presente estudo visou propor às instituições federais de ensino superior (IFES) uma melhoria na divulgação de informações dos seus sítios eletrônicos, com a utilização de um modelo focado na transparência ativa, utilizando os temas prioritários demandados pela sociedade civil beneficiada por suas ações. Para isso, foram aplicadas técnicas de coleta que visaram identificar as obrigatoriedades da transparência ativa e como estão sendo aplicadas nas IFES; revelar quais os temas prioritários mais demandados pela sociedade; e a partir da validação dos dados, propor um modelo a ser aplicado nas IFES que atendam a legislação e a demanda da sociedade por informações de interesse coletivo. A estratégia metodológica norteadora deste estudo foi a pesquisa-ação, pela sua habitual utilização em estudos que buscam solucionar problemas organizacionais a partir de uma perspectiva colaborativa. Diante disso, foram realizados o levantamento bibliográfico, a pesquisa documental, o survey, o estudo de mapeamento sistemático e grupo focal, e assim foram identificadas as obrigatoriedades da transparência ativa e como elas têm sido aplicadas nas IFES. Adicionalmente foram revelados os temas de interesse social para maior eficiência na divulgação proativa de informações nos sítios eletrônicos das IFES, que foram discutidos por um grupo focal para a geração de uma proposta de modelo de atendimento à transparência ativa nestas instituições.

The general objective of this study is to understand how the organizational routine of payroll, performed at PROAD and PROGEPE of UFRPE, can be modified as a result of the learning of the actors involved. Three specific objectives guided the research execution: to describe the aspects of the routines - performative (performance), artifacts (material) and ostensive (formal); describe how the experiential learning of the individuals involved in the routine allows its modification and; identify, through the perception of the interviewees, the existence of difficulty to modify the routine. To the theoretical grounding, it was used studies in organizational routines and in the area of learning by experience. As a research strategy, it was opted for a single case qualitative study, accomplished out at a Public university, located in the Brazilian state of Pernambuco. Data collection was performed through semi-structured interviews, non-participant observation, and document analysis. The analysis of the data involved the description of the case and interpretation of data by the formation of categories, according with constant comparison method proposed by Merrian. It is concluded that the routine is performed by sectors that perform different stages and there is a misalignment between concept about the routine, technical information and its practical execution. Regarding the modification of routine, it is concluded that individuals learning modifies it through the experience of habitual situations, reflection, and interaction with other actors. However, because it is a public institution, some external factors also influence that alteration. With regard to the difficulty in implementing changes in the routine, it can be concluded that it is related to resistance to change and accumulation of work.
O objetivo geral deste estudo é entender como a rotina organizacional de pagamento da folha, realizada na PROAD e PROGEPE da UFRPE, pode ser modificada em decorrência da aprendizagem dos atores nela envolvidos. Três objetivos específicos orientaram a execução da pesquisa: descrever os aspectos das rotinas – performativo (desempenho), artefatos (material) e ostensivo (formal); descrever como a aprendizagem experiencial dos indivíduos envolvidos na rotina permite sua modificação e; identificar, por meio da percepção dos entrevistados, a existência de dificuldade para modificar a rotina. Na fundamentação teórica utilizaram-se estudos da área de rotinas organizacionais e da área de aprendizagem pela experiência. Como estratégia de investigação optou-se pelo estudo qualitativo de caso único realizado numa Instituição Pública de Ensino Superior - IFES, localizada no estado brasileiro de Pernambuco. A coleta de dados ocorreu por meio da realização de entrevistas semiestruturadas, observação não participante e análise de documentos. A análise dos dados envolveu a descrição do caso e interpretação dos dados por meio da formação de categorias, conforme o método da comparação constante proposto por Merrian. Conclui-se que a rotina é realizada por setores que executam diferentes etapas e que existe um desalinhamento entre conceitos sobre a rotina, as informações técnicas e sua execução prática. Em relação à modificação da rotina, conclui-se que a aprendizagem dos envolvidos a modifica por meio da vivência de situações habituais, da reflexão e da interação com outros indivíduos. Entretanto, por se tratar de uma instituição pública alguns fatores externos também influenciam na sua alteração. No que se refere a dificuldade em implementar mudanças na rotina, pode-se concluir que relaciona-se com a resistência à mudança e o acúmulo de trabalho.

Full textStudies on the efficiency of the public sector has been increasingly present in academic papers. The concepts relating to public spending efficiency stand out in this scenario, because they relate to approaches to the correct allocation of public resources and economic and social development of society. A major challenge of public management is about balancing the scope of public expenditure and the results achieved with the application of these. When we think in this situation at the municipal level, one can find an even greater imbalance between spending and the impacts on society. Given the importance and representation in the national scenario of public spending, this work proposes assess the level of public spending efficiency of the municipalities of micro-region of Varginha. The methodology used is the stochastic frontier analysis, which is an estimated optimal production boundary feature using the regression multiple variables from a data set of selected production units, in which the inputs are set as independent variables and the product, is set as dependent variable. It were used as variables: Performance Indicators Aggregates (DSP’s) by areas health, sanitation, education and culture, public expenditure in health, sanitation, education and culture and the proportion of these expenditures to total expenditures of municipalities, number of inhabitants, GDP (Gross National Product)per capita, urbanization rate, and expenses whit personnel. From the analyzes, it was observed, by standard deviations, that the values of DSP 's not differ from the average of the micro-region. Stochastic frontier model showed that the variables thats represents the absolute spending and GDP negatively influence the DSP's. However, population variables, the number of inhabitants and the city's urbanization rate showed a directly proportional result. The results show that spending by municipalities are not necessarily being directed to obtain the best results, or are not being applied effectively. It is hoped that the study may represent a theoretical and practical advances in the public finances field in order to enable improvement in driving the use of public resources by city managers, allowing to contribute concretely to the economic and social development of the local public administration.

In the Brazilian Universities, one of the great possibilities of complementary formation with strong academic, cultural and social enrichment for students, teachers and technical-administrative is the participation in programs of academic mobility. In order for academic mobility to take place, a series of actions are necessary to ensure the success of its proposal, from the dissemination of opportunities to the return of the exchange student to his home institution. "Lean Thinking", has its origins in the automotive industry and has promoted a revolution in industrial management models by directing its actions to the customer's interests, through continuous process improvements, elimination of waste and focus on total quality. As a result, the successes achieved by this management method have been adapted to improve processes in other sectors, such as administrative services, including those related to public administration, and the Lean Office has emerged. In this context, the present work aims to present a case study about the management of processes directed to Academic Mobility in a Federal Institution of Higher Education by the methodology of mapping SIPOC processes. The results obtained demonstrate the existence of operational waste points in the actions carried out and present suggestions for improvements in the processes so that the activities are more objective and agile to all involved
Nas Universidades brasileiras, uma das grandes possibilidades de formação complementar com forte enriquecimento acadêmico, cultural e social para estudantes, docentes e técnico-administrativos é a participação em programas de mobilidade acadêmica. Para que a mobilidade acadêmica aconteça, uma série de ações se faz necessária para garantir o êxito de sua proposta, desde a divulgação das oportunidades até o retorno do intercambista à sua instituição de origem. O “Pensamento Enxuto”, traduzido do inglês “Lean Thinking”, tem sua origem na indústria automobilística e promoveu uma revolução nos modelos de gestão industrial por direcionar suas ações ao atendimento dos interesses dos clientes, por meio de melhorias contínuas de processos, da eliminação de desperdícios e foco na qualidade total. Com isso, rapidamente os êxitos alcançados por este método de gestão passaram a ser adaptados para melhoria de processos em outros setores, como o de serviços administrativos, incluindo aqueles ligados à administração pública, fazendo surgir o Lean Office (escritório enxuto). Neste contexto, o presente trabalho tem por objetivo apresentar um estudo de caso sobre a gestão de processos direcionados a Mobilidade Acadêmica em uma Instituição Federal de Ensino Superior pela metodologia de mapeamento de processos SIPOC. Os resultados obtidos demonstram a existência de focos de desperdício operacional nas ações realizadas e fomentam sugestões de melhorias nos processos para que as atividades sejam mais objetivas e ágeis para todos os envolvidos.

Full textRecently, the Constitutional Amendment nº 19/98 inserted efficiency among the Public Administration's constitutional principles. We seek to identify it's logical structure, contributing to the analysis of its semantic possibilities and yet approach some pragmatical aspects. The subject is still incipient on jurisprudence, besides treated with certain doses of passion for involving necessarily ideological disputes. Besides that, recent transformation on the context in which refer to the public administration's constitutional discipline, typical of the "post-modernity", Hinder the accommodation of the values at stake and the consequently systematization. The Welfare State's advent and it's transition to the contemporary State caused deep transformation on it's functions, with relevant consequences on jurisprudence, having constant adaptations to the growing profile at the same time more democratic and active, looking towards rights constitutionally assured. The dimensions to the states problem's treatment are transformed too, as the traditional state is too big to solve local problems e too small to deal with national issues, imposing redefinitions as consequences over the public interest's concept. Considering the conditioning of the pre-comprehension, deserve attention the inherent transformation to the conjuncture in which will be given jurisdictional overcome of the principle in exam. The pragmatical changes brought by the "post-modernity", coincide with a momentum of legitimacy's exhaustion of the bureaucratic model, and have being fertile field to strengthen neo-liberal ideas tending towards implementation, in the public administration, of formulas relevant to the pragmatical-management model. In these context emerged the Constitutional Amendment nº 19/98 that, seeks the proximity between brazilian's public administration and the management model, with emphasis in results, promoted changes in the relevant constitutional discipline and includes among the public administration's constitutional principle efficiency. The construction of it's context made here in consonance with the others principles that inform the administrative-juridical regime, comprehended to a dogmatic juridical-constitutional with a open procedure character, having as a touchstone the right legal process and with a subjacent paraconsistent logic. The definition proposed here for it's syntactic function excludes the possibility of a collision between efficiency's principle and the other principles of the administration, concern of many studious of the subject
Recentemente, a Emenda Constitucional nº 19/98 inseriu entre os princípios constitucionais expressos da administração pública a eficiência. Buscamos identificar sua estrutura lógica, contribuir para a análise de suas possibilidades semânticas e ainda à abordar de alguns aspectos pragmáticos. O tema ainda é incipiente na doutrina e jurisprudência, além de ser tratado com certa dose paixão por envolver necessariamente disputas ideológicas. Além disso, recentes transformações no contexto em que incide a disciplina constitucional da administração pública, típicas da pós-modernidade , dificultam a acomodação dos valores em jogo e a conseqüente sistematização. O advento do Estado Social e a transição dele para o Estado contemporâneo ocasionaram profundas transformações nas funções do Estado, com conseqüências jurídicas relevantes, havendo constante adaptação ao crescente perfil ao mesmo tempo mais democrático e ativo, com vistas à concretização de direitos constitucionalmente assegurados. As dimensões para o tratamento dos problemas estatais também se transformam, sendo o estado tradicional muito grande para resolver os problemas locais e muito pequeno para as questões supranacionais, impondo-se redefinições com conseqüências sobre o conceito de interesse público. Considerados os condicionamentos da pré-compreensão, merecem atenção as transformações inerentes à conjuntura em que se dará a concretização jurisdicional do princípio em exame. As mudanças de paradigmas trazidas pela pós-modernidade coincidem com um momento de esgotamento da legitimidade do modelo burocrático e tem sido campo fértil para o fortalecimento de idéias neoliberais tendentes à implantação, na administração pública, de fórmulas pertinentes ao modelo gerencial-pragmático. Neste contexto emergiu a Emenda Constitucional nº 19/98 que, visando à aproximação entre a administração pública brasileira e o modelo gerencial, com ênfase em resultados, promoveu alterações na disciplina constitucional pertinente e incluiu entre os princípios da administração pública a eficiência. Full textThe traditional model of university management does not agree anymore with the dynamics of the contemporary world. Social and cultural changes require new forms of management, with greater organizational flexibility and more participatory decision-making and organic systems as a way to ensure social recognition. The Career Plan of Technical-Administrative Position in Education generated new perspectives as it challenges the public official to complete traineeships of greater complexity. This aspect should lead institutional management, especially the people management area, to rethink their interface mechanisms to this new public official profile. The objective of this work is to understand the aspects of the UFT management model that induce or inhibit the participation of the technical-administrative staff in management processes and to raise the perception that technical-administrators have of their participation in the University management processes. Therefore, a case study of the University was carried out through literature and documental research, data collection through a questionnaire and participant observation to aim to a broader understanding of the research object. The current management model, mainly bureaucratic, carries an inattention to the aspects relating to participation often leading to a loss of identification of the public official with his work, with extremely damaging results to the institution, hampering the maximization of collective effort which ultimately inhibits the commitment of technical-administrators with the commitments and social responsibility of the University. This on-going situation can be aggravated in future times, so attitudes that lead to reception, emotions, feelings, enthusiasm and even to anger and conflict of ideas should be encouraged. The current organizational model leads to monopolization of talent across sectors, preventing a systemic view, inhibiting the full identification of the public official to the organization, restricting the perception of self and awareness of its operational and intellectual role in the fulfilment of the social mission of the university. It is necessary to reduce the technical automation of time and stimulate its creativity to awaken enthusiasm, initiative and involvement, making the work a reward and a potential source of welfare paving the way for progress of every order that current management processes are successfully encouraging.

Full textThis work has as object of study the dropout phenomenon in higher education, its impact on institutional losses and possible underutilization of structures and consequent waste of resources, ending with the preparation of a product for suggestions for improvement in the rules and undergraduate academic procedures . The main objective is to analyze the effects of evasion of the budget of the UFT in the 2004-2014 period. It is emphasized the equivalent student's calculation, the Ministry of Education formula for maintenance and transfers to undergraduate courses in public universities from the number of students with valid links and within the ideal time for completion of the course. The IFES present difficulties in the maintenance of the courses that have high dropout and retention therefore now receive less financial resources for the maintenance costs. As the percentage of graduation of the UFT, the ideal period, be 52.28% is that the institution has a deficit equivalent students which can seriously compromise the ability to raise funds for the maintenance of the UFT and to verify that the occupation of academic structures is 72.40%, having a deficit and underutilization of its structural capacity.

The central theme of this study is the technical and administrative work in education of assistant position occupants in administration at the Federal University of São Carlos (UFSCar), São Carlos campus, who have experienced the removal process. We aimed to identify feelings of pleasure and suffering experienced by servers and verify the defensive strategies they used to cope with the feelings of suffering arising from the work environment. Under the theoretical aspect, the study references the dejourian’s Psychodynamics Work, a line of studies that has been used by different areas of knowledge in the characterization of the elements present in the experience of the workers. Suffering at work is a ubiquitous phenomenon of nature, and has been the subject of research in a variety of occupations. From this perspective, the public servant of Federal Institutions of Higher Education (IFES) covers this scenario. In terms of methodology, a study was conducted based on exploratory research, qualitative approach, using the case study method in a sample of eight subjects. The central categories of analysis were suffering, pleasure, labor relations, recognition and defense strategies of the servers facing labor contingencies. A thematic content analysis was made, based on various aspects of the daily work of the administrative assistant, such as the stigma of a public servant; seasonality of managers; patrimonialist behaviors; taking work thoughts home; political influence; bullying; somatization; the intensification of work; and the invisibility of middle activities. These were suffering indicators of servers. Among the pleasure indicators stood out working conditions; the symbolic fee; the public space for discussion; work in an educational institution. In this plot of pleasure and suffering, recognition appears as an essential element. It was possible to point to the ambivalence in labor relations and daily autonomy in the workplace. The main strategies to deal with adversity and suffering were prioritizing the study; verbalize problems; documenting complaints; coping; isolation; and indifference. We consider work as a central element in the ability of the worker to establish himself as a social being. The results allowed the understanding of different aspects of the work of TAE server, from the experiences of pleasure and suffering, passing by the intersubjective relations of the same. In the cutting we made, the removal was successful in most cases, helping this professional category in the redefinition of work, as well as the preservation of health. However, there were also cases where the removal accentuated possible suffering experiences. This study made expanding the universe of work psychodynamics knowledge possible in this professional category, revealing the processes in mental and social-relational scope involving the meanings of work for man.
O presente estudo tem por tema central o trabalho dos técnico-administrativos em educação, ocupantes do cargo de assistente em administração na Universidade Federal de São Carlos (UFSCar), campus São Carlos, que já vivenciaram o processo de remoção. Buscou-se identificar sentimentos de prazer e sofrimento vivenciados pelos servidores e verificar as estratégias defensivas que utilizaram para enfrentar os sentimentos de sofrimento advindos do ambiente laboral. Sob o aspecto teórico, o estudo referencia-se na Psicodinâmica do Trabalho dejouriana, uma linha de estudos que têm sido utilizada por diferentes áreas do conhecimento na caracterização de elementos presentes na vivência laboral dos trabalhadores. O sofrimento no trabalho é um fenômeno de caráter ubíquo, e têm sido objeto de pesquisas em variadas ocupações. Sob esta perspectiva, o servidor público de Instituições Federais de Ensino Superior (IFES) contempla este cenário. Em termos metodológicos, foi realizado um estudo com base na pesquisa exploratória, de abordagem qualitativa, utilizando o método estudo de caso em uma amostra composta por oito sujeitos. As categorias centrais de análise foram o sofrimento, o prazer, as relações de trabalho, o reconhecimento e as estratégias de defesa dos servidores frente às contingências laborais. Foi feita uma análise de conteúdo categorial temática, que se construiu com base em vários aspectos do cotidiano do trabalho do assistente administrativo, tais como: o estigma do servidor público; a rotatividade de chefias; as condutas patrimonialistas; o levar os pensamentos do trabalho para a casa; a influência política; o assédio moral; a somatização; a intensificação do trabalho; e a invisibilidade das atividades meio. Estes foram indicadores de sofrimento dos servidores. Dentre os indicadores de prazer, destacaram-se: as condições de trabalho; a retribuição simbólica; o espaço público de discussões; o trabalhar em uma instituição de ensino. Nesta trama do prazer e sofrimento o reconhecimento aparece como elemento essencial. Foi possível apontar para a ambivalência nas relações de trabalho e na autonomia no cotidiano laboral. As principais estratégias para lidar com as adversidades e sofrimentos foram: priorizar o estudo; verbalizar os problemas; documentar as queixas; o enfrentamento; o isolamento; e a indiferença. Consideramos o trabalho como um elemento central na possibilidade do trabalhador constituir-se enquanto ser social. Os resultados possibilitaram a compreensão de diferentes aspectos do trabalho do servidor TAE, que envolveram desde as vivências de prazer e de sofrimento, perpassando pelas relações intersubjetivas dos mesmos. No recorte que realizamos, a remoção foi exitosa na maioria dos casos, auxiliando esta categoria profissional na ressignificação do trabalho, assim como na preservação da saúde. Porém, também houve casos em que a remoção acentuou possíveis vivências de sofrimento. Este estudo possibilitou ampliar o universo do conhecimento da Psicodinâmica do Trabalho nesta categoria profissional, ao revelar processos no âmbito psíquico e relacional-social que envolvem os significados do trabalho para o homem.

Full textWork plays a central role in the life of man, and can be a source of suffering for the worker, causing, in some cases, physical and mental illness. The quality of life at work can contribute to make the work environment healthier to the worker, providing greater well-being and satisfaction. This paper aims to investigate the perception of the employees about the Quality of Life in the Work at the Rectory of IFSULDEMINAS. To achieve this goal the work was divided into eight parts: the introduction; work considerations; the models of analysis of Quality of Life at Work; The methodological procedures; data analysis; final considerations and intervention proposal. The research is characterized as descriptive and exploratory, using a quantitative and qualitative approach. There was a return of approximately 82% of the questionnaires delivered. The results indicate that the servers are satisfied with most of the factors that compose the Walton Model (1973), but four factors that, in the perception of the servers, can negatively influence the Quality of Life in the Work: lack of external wage equity ; Stress and fatigue caused by the workload; The interference of work in personal life and the absence of actions focused on entertainment and leisure. Some intervention proposals for these problems were suggested at the end of the study.

This work seeks to better understand the challenges in the management processes of the Environmental Protection Areas. For this, Itupararanga’s Protected Area was used as a case study. As a source of data, was analyzed the Annual Water Quality Reports of the Itupararanga Dam, satellite images showing the real situation of land use and occupation, as well as Technical Opinions of environmental licensing processes of residential settlements that were established, or intend to settle in the study area. The results showed that environmental quality has declined over the years: the environmental quality of the water is declining and the native vegetation areas have been significantly replaced by agricultural and urban areas, results that do not match the objectives established in the APA Management Plan. A plausible explanation for such results is the minimization of the power of the Managing Boards in the environmental licensing processes, because they are only advisory and not deliberative. It is concluded that from the point of view of substantive effectiveness, the APA is not being effective, although the Management Council is active and of technical knowledge
Este trabalho busca compreender melhor os desafios nos processos de gestão das Áreas de Proteção Ambiental. Para isso, utilizou-se a APA de Itupararanga como estudo de caso. Como fonte de dados, foram analisados os Relatórios anuais de qualidade das águas da Represa de Itupararanga, imagens de satélite que mostram a real situação do uso e ocupação do solo, bem como Pareceres Técnicos de processos de licenciamento ambiental de loteamentos residências que se estabeleceram, ou pretendem se estabelecer na área de estudo. Os resultados demonstraram que a qualidade ambiental sofreu queda ao longo dos anos: a qualidade ambiental das águas está decaindo e as áreas de vegetação nativa foram significativamente substituídas por áreas agrícolas e urbanas, resultados que não condizem com os objetivos estabelecidos no Plano de Manejo da APA. Uma explicação plausível a tais resultados é a minimização do poder dos Conselhos Gestores nos processos de licenciamentos ambientais, por terem apenas caráter consultivo e não deliberativo. Conclui-se que do ponto de vista da efetividade substantiva, a APA não está sendo efetiva, entretanto o Conselho Gestor mostra-se ativo e de conhecimento técnico.

The participation in the labor market is a key item for which the young begin their professional career, even when he starts his stage economically active as an intern for a small company, for example. The development of skills in theory and practice, in all moments in the life of a human being, lead that person to accumulate human capital. Despite being natural that the young chooses to perform some of these activities, 12.9% of people opt for being out of the labor market and out of school (NEET). Despite being natural that the young chooses to perform some of these activities, 12.9% of people opt for being out of the labor market and without school attendance (NOR). Thus, the aim of this research is to analyze the effects of socioeconomic factors and household associated with the likelihood of the young be in situation nor-nor, by gender, by means of a probit model and a decay non-linear Oaxaca-Blinder. For this study, are used microdata from the Demographic Census of 2010 in metropolitan areas of Brazil, to young people aged 15 to 24 years. The results indicate that some factors have an impact on a larger proportion of the situation of being out of the labor market and the abandonment of the school of women, such as, for example, marriage, appointments with the family and age. This jointly affect your financial independence and their schooling and this can be a choice voluntarily or involuntarily, in which the second choice can cause social problems. Beyond that, the subjective effects that impact the young NEET have a much greater expression than what was explain in the empirical model and has more impact in this NEET situation for the female sex. This can be seen by inheritance from Western colonization, as well as differences in the cultural values absorbed by men and women. And, perhaps the biggest concern of all, the presence of domestic violence as a possible factor of permanence of the woman in the NEET situation, by the imprisonment of a women´s body and mind added to a low self esteem context (Gomes et al., 2012) and Little qualification (VIEIRA; PERDONA; SANTOS, 2011).
A participação no mercado de trabalho é um item fundamental para que o jovem inicie sua carreira profissional, mesmo quando ele inicie sua fase economicamente ativa como estagiário de uma pequena empresa, por exemplo. A evolução das habilidades teóricas e práticas, em todos os momentos da vida de um ser humano, levam essa pessoa a acumular capital humano. Apesar de ser natural que o jovem opte por realizar alguma dessas atividades, 12,9% das pessoas optam por estar fora do mercado de trabalho e sem frequência escolar (nem-nem). Dessa forma, o objetivo da presente pesquisa é analisar os efeitos dos fatores socioeconômicos e domiciliares associados à probabilidade de o jovem estar em situação nem-nem, por gênero, por meio de um modelo probit e de uma decomposição não linear de Oaxaca-Blinder. Para essa pesquisa, são utilizados os microdados do Censo Demográfico de 2010 das regiões metropolitanas do Brasil, para jovens de 15 a 24 anos. Os resultados indicam que alguns fatores impactam em maior proporção a situação de estar fora do mercado de trabalho e o abandono da escola das mulheres, como, por exemplo, o matrimônio, compromissos com a família e idade maior de 19 anos. Essa conjunta afeta sua independência financeira e sua escolarização e isso pode ser uma escolha voluntária ou involuntária, na qual a segunda opção pode gerar problemas sociais. Já os efeitos subjetivos que impactam o jovem nem-nem possuem uma expressão muito maior do que as explicações do modelo empírico e prejudica de forma mais expressiva essa situação para o sexo feminino. Isso pode ser visto pela herança da colonização ocidental, além das diferenças nos valores culturais absorvidos por homens e mulheres. E, talvez como realidade mais preocupante, a presença da violência doméstica como possível fator de permanência da mulher na situação nem-nem, pelo aprisionamento do corpo e da mente em um contexto de baixo autoestima (GOMES et al., 2012) e pouca qualificação (tanto profissional quanto em escolarização) (VIEIRA; PERDONA; SANTOS, 2011).

Morosity is the main problem of the Brazilian Judiciary and has affected it for more than a century. In spite of the importance of this problem, there is a scarcity of studies in the literature that analyze, in a scientific way and with methodology, the possible causes of the slowness and that propose viable and manageable solutions. This study aims to verify if certain reported causes actually contribute to the slowness and, thus, to propose a viable solution. The survey of the possible causes was carried out through a review of the literature and the analysis of satisfaction surveys conducted at the Goiás State Court of Justice (TJGO). After identifying 43 (fortythree) possible causes, the increase in demand and the lack of magistrates / servers were selected for an analysis. After the analysis, using a methodology imposed by the National Justice Council - CNJ, it was found that the current number of magistrates and servants of the TJGO is enough to give flow to the demand. Thus, the redistribution of the labor force was proposed as a way to better serve the lossmaking judicial units.
A morosidade é o principal problema do Poder Judiciário brasileiro e o afeta há mais de um século. Apesar da importância deste problema, verifica-se na literatura escassez de trabalhos que analisem, de forma científica e com metodologia, as possíveis causas da morosidade e que propõem soluções viáveis e gerenciáveis. Esse estudo tem o objetivo de verificar se determinadas causas relatadas realmente contribuem para a morosidade e, assim, propor uma solução viável. O levantamento das possíveis causas foi realizado por meio de uma revisão de literatura e da análise de pesquisas de satisfação realizadas no Tribunal de Justiça do Estado de Goiás – TJGO. Após identificar 43 (quarenta e três) possíveis causas, foram selecionados o aumento da demanda e a falta de magistrados/servidores para que se realizasse uma análise. Após as análises, utilizando uma metodologia imposta pelo Conselho Nacional de Justiça – CNJ, constatou-se que a atual quantidade de magistrados e servidores do TJGO é suficiente para dar vazão à demanda. Assim, foi proposta a redistribuição da força de trabalho, como forma de melhor atender as unidades judiciárias deficitárias.

Full textThe Open University System of Brazil (UAB) is a network system that articulates institutions of public Higher Education, cities and states to expand and incorporate the offer of distance modality of Higher Education. The general purpose of the research was to comprehend the process of teaching/learning in distance education, viewed by students, managers, tutors and teachers at Public Administration UAB of the UFT. To reach the objectives proposed, the exploratory and descriptive study of case was chosen, by means of qualitative and quantitative approach. The sample was compounded by: 316 students, 70 tutors, 9 teachers, the course coordinator and the Principal. The first step consisted in a survey fulfilled by students; the second was based in interviews with the managers (management and guidance) of the course studied; the third step was to realize a survey with tutors and professors. In general, the results were positive, in most of the measured factors. The students well evaluated the physical and technologic structures of the poles. The problems of interaction deserve attention, however the percentage of critics was not that meaningful. The research enabled a diagnosis which will provide to the managers of the course and the distance education system (EaD) together subsidies to trace strategies for the improvement of the course and satisfaction of the involved.

This research had the purpose of conducting a data survey of international cooperation practiced by the Institute of Mathematics and Computer Science of Universidade de São Paulo, in the 2010-2014 period. Were recovered and mapped the data of international cooperation related to the following modalities: scientific production with researchers from foreign institutions; international cooperation agreements and memorandum of understanding (formal agreements); missions of foreign university professors for academic activities at ICMC-USP; missions of ICMC-USP professors for academic activities abroad foreign delegations visits at ICMC-USP (professors or staff); ICMC-USP delegations abroad (professors or staff); ICMC-USP´s undergraduate students in student exchange program; ICMC-USP´s graduate students in exchange abroad; undergraduate students from foreign institutions in exchange at ICMC-USP; graduate students from foreign institutions in exchange at ICMC-USP; foreign students enrolled in undergraduate courses at ICMC-USP (full course);Foreign students enrolled in graduate programs at ICMC-USP (full course);foreign postdocs at ICMC-USP with the purpose of analyzing how was carried out international cooperation in the ICMC. After the inventory of data, parameters were built to supply a future database of various modalities of international cooperation of the institute as a public management tool of international cooperation, in that institute.
A presente pesquisa teve por objetivo a realização de um levantamento de dados relativos à cooperação internacional praticada pelo Instituto de Ciências Matemáticas e de Computação da Universidade de São Paulo, no período de 2010 a 2014. Foram resgatados e mapeados dados de cooperação internacional relativos às seguintes modalidades: produção científica com pesquisadores de instituições estrangeiras; convênios e acordos de cooperação internacional (acordos formais); missões de docentes vindos do exterior para atividades acadêmicas no ICMC-USP; missões de docentes do ICMC-USP para o exterior com finalidade acadêmica; visitas de delegações estrangeiras no ICMC-USP (docentes ou não); delegações do ICMC-USP para o exterior (docentes ou não); intercâmbio de alunos de graduação do ICMC-USP no exterior; intercâmbio de alunos de pós-graduação do ICMC-USP no exterior; intercâmbio de alunos de graduação de instituições estrangeiras no ICMC-USP; intercâmbio de alunos de pósgraduação de instituições estrangeiras no ICMC-USP; alunos estrangeiros regularmente matriculados nos cursos de graduação do ICMC-USP (curso completo); alunos estrangeiros regularmente matriculados nos programas de pós-graduação do ICMC-USP (programa completo); pós-doutorandos estrangeiros recebidos no ICMC-USP com o intuito de analisar como foi exercida a cooperação internacional no ICMC. Após o arrolamento dos dados, foram construídos parâmetros para alimentação de futuro banco de dados das distintas modalidades de cooperação internacional do referido instituto como ferramenta de gestão pública da cooperação internacional, neste instituto.

The main objective of this study was to highlight and analyze the factors present in the work environment that influence the satisfaction of the technical-administrative employees of the Federal University of São Carlos, who work in Academic Departments. The theoretical framework adopted was Locke's Theory of Work Satisfaction, along with the interaction of other psychosocial aspects related to work, such as Motivation; Sense, Health and Ability to Work; Personal Identity; Organizational Identity; And the question of Leadership. Through the application of questionnaires, among them, the Satisfaction Questionnaire at Work S20 / 23 - adapted to the Brazilian reality, a descriptive and exploratory research was carried out. An analytical survey and logistic regression were used to analyze the data. The survey had a very significant sample, covering 124 individuals out of a total of 147 possible, considerably increasing the reliability of the data obtained, mainly in relation to the data found in Questionnaire S20 / 23, with significantly higher Cronbach's alpha indices. Once verified the degree of satisfaction of the researched agents, it was possible to evidence some factors that may be affecting the organizational behavior of the subjects studied in a way that leads them to the dissatisfaction and that can not be neglected by the organization. In this sense, this work contributed to a better analysis and understanding of job satisfaction within the public organizational context, pointing to ways of creating and consolidating in the individual a sense of belonging that does not come substantially through extrinsic rewards, but mainly through Rewards, where leadership has a primordial role that, together with the institutional mission, are fundamental for the good progress of the organizational flows of the University and of organizations in general.
O objetivo principal deste estudo foi evidenciar e analisar quais os fatores presentes no ambiente de trabalho que influenciam a satisfação dos servidores técnico-administrativos da Universidade Federal de São Carlos, que atuam em Secretarias Acadêmicas. O referencial teórico adotado foi a Teoria da Satisfação no Trabalho de Locke, juntamente com a interação de outros aspectos psicossociais relacionados ao trabalho, como Motivação; Sentido, Saúde e Capacidade para o Trabalho; Identidade Pessoal; Identidade Organizacional; e a questão da Liderança. Por meio da aplicação de questionários, dentre eles, o Questionário de Satisfação no Trabalho S20/23 - adaptado à realidade brasileira, foi realizada uma pesquisa descritiva e exploratória. Para a análise dos dados foi utilizada uma survey analítica e regressão logística. A pesquisa contou com uma amostra bastante significativa, abrangendo 124 indivíduos de um total de 147 possíveis, aumentando consideravelmente a confiabilidade dos dados obtidos, principalmente em relação aos dados encontrados pelo Questionário S20/23, com índices de Alfa de Cronbach significativamente elevados. Uma vez verificado o grau de satisfação dos agentes pesquisados, conseguiu-se evidenciar alguns fatores que podem estar afetando o comportamento organizacional dos sujeitos pesquisados de forma que os levam para a insatisfação e que não podem ser negligenciados pela organização. Nesse sentido, este trabalho contribuiu para uma melhor análise e compreensão da satisfação no trabalho dentro do contexto organizacional público, apontando formas de criar e consolidar no indivíduo, um sentimento de pertencimento que não seja oriundo substancialmente por meio de recompensas extrínsecas, mas principalmente, pelas recompensas intrínsecas, onde a liderança possui papel primordial que, juntamente com a missão institucional, são fundamentais para o bom andamento dos fluxos organizacionais da Universidade e das organizações em geral.

Full textThe administrative disciplinary process is the main tool to investigate irregularities and offenses committed by public servants. This determination is mandatory for the authorities who have knowledge of administrative violations. For this purpose there are instruments that are part of the management system correição. These instruments predate the disciplinary process and serves to subsidize it, or at least serve the judgment of admissibility of the case. To analyze the effectiveness and importance as well as the legal basis of these preliminary procedures, considering the current legislation that deals with the subject, case law and the doctrine of several authors, there was detailed study of each preliminary procedure of the administrative process, starting from process as a fundamental tool, with analysis of their requirements, phases and principles to their instruments which it is based. Disciplinary proceedings are historically linked to public management, because it is a power and duty of the public manager determine the conduct of its employees. As it presents a high cost to the Administration, if researched on amounts committed to conducting a disciplinary administrative process in the Administration and the agency to carry out this research will be the Federal University of Tocantins, UFT. The performance of disciplinary power allows it to establish a process that burdens both the Directors and the honor of their servers, when really it is shown not necessary, so the survey found the results of disciplinary proceedings under the UFT.

Full textHousing issues have been discussed by international organizations, such as the UN, since the end of World War II. This occurred in view of the inhuman situation in which the surviving population of the war came to live. But before that, the population of countries like Brazil and Chile, already suffered with the State absence regarding housing. For this reason, its also became the discussion subject towards UN, which came to be through international housing conferences, which in turn, promote a mobilization for the practice of housing as a human right in all countries. Studies have been done since then, pointing to Latin America as deserving attention of international organizations, as well as recommendations for improving the condition of their housing, since it is a very populated region and has a significant growth of its cities. Brazil and Chile were two of those Latin American countries that managed to promote similar housing policies that stand out from the others, but also suffer criticism, such as the deviation of their goals and the consequent promotion of the so-called socio-spatial segregation discussed in the present study. Therefore, this research, which uses the literary revision, aims to create a relationship between general UN recommendations on decent housing, with the national norms and housing policies recently implemented in Brazil and Chile. In this way, will be analyzed the most important norms on decent housing of international scope, also, Brazil and Chile national norms in order to verify if they are theoretically in harmony and if the last housing policies are in agreement with UN recommendations.

O presente trabalho consiste em um exercício teórico e prático no qual propomos um composto que consideramos básico para a comunicação organizacional na Universidade Federal do Tocantins (UFT): diretrizes de atuação, planejamento estratégico integrado e um sistema de avaliação permanente e mensuração de resultados na forma de uma Política de Comunicação, tópicos para criação de um Plano de Comunicação plurianual, e uma Matriz de Indicadores. Tal proposta é resultado de uma associação de métodos qualitativos e quantitativos relacionados a práticas de estudo de caso e pesquisa participante aplicada à comunicação e à gestão de políticas públicas, e tem como base abordagens teóricas que ressaltam o potencial estratégico da comunicação organizacional, com foco, principalmente, em organizações públicas do setor educacional. A análise é baseada em um diagnóstico que busca captar aspectos da complexidade e dinâmica da instituição pesquisada pelo recorte da comunicação a partir de métodos como pesquisa de opinião, estudos bibliográficos e levantamentos documentais. No cerne das discussões está o papel dos profissionais e setores especializados em comunicação nas organizações, como também o papel dos demais sujeitos envolvidos na organização para o êxito do processo comunicacional.
The present research consists on an exercise theoretical and practical in which we propose a compound that we consider basic to an organizational communication at the Federal University of Tocantins (UFT): operational directives, integrated strategic planning and a permanent evaluation and measurement system of results as a Communication Politics, a multiannual Communication Plan and an Indicators Matrix. Such proposal is the result of an association of qualitative and quantitative methods related to the practices of a case study and applied research to communication and management of public policies, and is based on theoretical approaches that emphasize the strategic potential of organizational communication mainly focused on public organizations in the education sector. The analysis is based on a diagnosis that aims to capture aspects of the complexity and dynamics of the researched institution by a communication clipping made from methods like opinion poll, bibliographical studies and documentary surveys. The kernel of discussions is the role of professionals and specialized sectors in communication in organizations, and also the role of other participants involved in the organization for the success of the communication process.

Full textThe development of brazilian redemocratization was vigorously fostered by popular movements of health, ensuring the community participation in the federal constitution o 1.988, through parity and deliberative health advices. The study proposes to analyses the demographic intensity of participation of City council health regarding te improvement program access and quality in primary care to health (PMAQ) in health centers of the family of a miner southern municipality. The specific objectives intended to qualify the economic profile and participatory member of the municipal health directors; characterize the organization and functioning of municipal health council and identify the perception of the directors in relation to PMAQ. It is a descriptive and explanatory research with qualitative approach from a case study. The corpus of the research is composed of semi-structured interviews with sixteen municipal health aldermen. The methodological route encompassed the premises of thematic content analysis of Laurence Bardin, by systematizing accrued qualitative data. The categorization and analysis is underpinned in the theses on participatory democracy discussed the theoretical assumptions developed by the sociologist Boaventura de Sousa Santos which advocates emergence of renewal of democratic theory hierarchical according to the intensity of shared authority procedures and the recognition and of reciprocity.

The objective of this study was to measure the efficiency of the Brazilian Federal Universities' expenditures to identify the Benchmark Universities and, from this information, propose more efficient resource application measures for the Universidade Federal de Goiás (UFG). For this purpose, the Data Envelopment Analysis (DEA) was used, a non-parametric methodology that allows comparative analysis of the efficiency of the Federal Institutions of Higher Education (IFES). In order to measure the efficiency of expenditures in Federal Universities, data from the Censo de Educação Superior of INEP and data from the Ranking Universitário Folha (RUF) were used. A diagnosis was made to identify the level of efficiency of the Benchmark Universities, in which the results indicate that the following IFES have obtained the best levels of efficiency: UFPB, UFPA, UFRGS, UFAL, UFSJ, UFMA and UFF. It was verified that the UFG was among the relatively inefficient Federal Universities in the period from 2012 to 2015. From this information four measures were proposed to improve the performance indicators of the UFG, which are: (a) to reduce the number of courses offered; (b) reduce school dropout rates; (w); increase the number of vacancies in undergraduate courses; (d) improve results in the RUF Ranking.
Este estudo teve como objetivo mensurar a eficiência dos gastos das Universidades Federais Brasileiras para identificar as Universidades Benchmarks, e a partir dessas informações propor medidas de aplicação de recursos mais eficientes para a Universidade Federal de Goiás (UFG). Para tanto, utilizou-se a Análise Envoltória de Dados – DEA, uma metodologia não paramétrica que possibilita analisar comparativamente a eficiência das Instituições Federais de Ensino Superior (IFES). Para mensurar a eficiência dos gastos nas Universidades Federais, utilizou-se dados do Censo de Educação Superior do INEP e dados do Ranking Universitário Folha (RUF). Foi realizado um diagnóstico para identificar o nível de eficiência das Universidades Benchmarks, em que os resultados apontam que obtiveram os melhores níveis de eficiência em gastos as IFES a seguir: UFPB, UFPA, UFRGS, UFAL, UFSJ, UFMA, e a UFF. Verificou-se que a UFG esteve entre as Universidades Federais relativamente ineficientes no período de 2012 a 2015. A partir dessas informações foram propostas quatro medidas para melhorar os indicadores de desempenho da UFG, quais sejam: (a) reduzir o número cursos ofertados; (b) reduzir os índices de evasão escolar; (c); aumentar a oferta de vagas em cursos de Graduação; (d) melhorar os resultados no Ranking RUF.

Full textThe taxation is a crucial public policy to the performance of the State, because all other public policies depend on the revenues resulting from it. But taxation is not only the source of funding for the state; how taxation management performed brings several consequences for society, the function called extrafiscal tribute. In both features, fiscal and extrafiscal, taxation policy is subject to the constitutional principles, among which stand out the social function of property and the contribution as of the contributive ability which are intended to reach the state goal of building a society more justice and solidarity. The objective of this study is to analyze the quality of Brazilian taxation from the perspective of ITR (rural property tax) and IPTU (building and urban land ownership tax), from legislative management until the supervision and collection management, to ensure if they are respecting the principles mentioned. The hypothesis is that Brazilian tax is a regressive system, a system in which a citizen who has less financial capacity is tax more painfully than that accumulates assets, especially real estate heritage, because charges proportionately more taxes on consumption than on the property. This feature would be causing extrafiscal consequences of concentration of heritage and income and an unproductive use of land, consequences contrary to the constitutional goal of solidarity and the social function property. To do this analysis, through literature review, the second chapter will be discussed the issue backdrop for the purpose of work is to know what is the relationship between state and private ownership that justifies taxation and if this can lead to fiscal solidarity. Depending on the answer to that question, it can deploy a taxation aiming only raise, regardless of who pays, or taxation that considers all the social implications of tax collections. In the third chapter will be carried out the study of the principles of the social function of property and fiscal capacity, the changes their meanings throughout history, their predictions in others countries, to get the interpretation of these principles that better fulfills the constitutional state goals. Finally, in the fourth and fifth chapters will be reviewed taxes on real estate assets, ITR and IPTU, to check if its impact, in practice, respect the constitutional principles. From all the above, it is conclude that taxation management in Brazil is inefficient, contrary to the principles those should be obedience, because the taxation of real estate heritage does not reach the people who really have ability to pay, in addition to allowing the speculative use of urban and rural land, leaving the purposes of housing, feeding and equity in the background. The current taxation policy, highly regressive, contributes to increasing social inequality in the country and the absence of tax citizenship of the Brazilian population.

Full textA profile of the rural education, with the identification of problems of equity, quality and efficiency of education levels of schools in rural communities, from the perspective of autonomy for the release is the goal of this research. For this purpose, the critical analysis of the effects of public policies on the different dimensions of rural education and its effects on educational practice and management of rural school units was used as methodology, specifically the Rural Municipal School São Sebastião in Santa Fe do Araguaia, Rural Municipal School Osvaldo Freitas in Pau D'arco and Rural Municipal School Cândido Barreiras Guimarães in the district Garimpinho (Araguaína). Literature readings, document analysis and questionnaire, with characteristics of study-action, permeated with case study, based on a qualitative and quantitative analysis were carried out. We used descriptive statistics and content analysis to analyze the results. With the results found in the survey, it was found that the fragility persists in serving the education of this universe, though much has already been done to that occurring recognition of individuals living in rural Brazil. It is noticed that there is a lack of effective public policies for the field, which contributes to the demotivation of professionals working with education and, consequently, the rural exodus

In a scenario marked by outsourcing, it is demanded from public institutions mechanisms that can increase the effectiveness and efficiency of the state. Nevertheless, the Brazilian government, in general, presents difficulties in monitoring contracted services and the complete delivery of contracted terms on schedule and with satisfactory quality. From this fact arises the research opportunity in public administration which aims to assess whether the adoption of service levels agreements (SLA) and the establishment of service level management (SLM) processes would be able to improve contract management of services of all kinds in the state of Santa Catarina, ensuring that services are performed as adjustments made and prioritizing the prevalence of public interest over private interest. During this study, the theoretical framework was built with a systematic review of the available literary collection, aspiring to know the state of art on the subject and to allow the linking of the theory with empirical evidences provided by documentary sources of data. Research procedures included a content analysis of audit reports, jurisprudences and reports of operational audits from the Santa Catarina State Audit Court (TCE/SC), in order to find empirical evidence of non-compliances committed by public agents in the follow up administrative contracts activities. The research results showed a total of 28 statements of noncompliance activities that were classified into predefined categories of analysis. Confronting these results with the raised theoretical framework has been demonstrated that, for the reported problems, compelling answers exist in the hiring model proposed by SLM, which, according to this study, has great potential to improve public outsourcing and, consequently, improve the public administration itself. Based upon the research findings, the adoption of SLA in administrative contracts of services from all over the state Executive Branch and the establishment of SLM processes to follow up the implementation of these contracts were proposed to the Santa Catarina State Treasure Office (SEF/SC) and the Santa Catarina State Administration Office (SEA/SC), in order to institutionalize a new management culture of public contracts, contributing to the state strategy that comprises the provision of public services more efficient and effective for society.
Em um cenário pautado pela contratação de terceiros, é demandada das instituições públicas a utilização de mecanismos que possam aumentar a eficácia e eficiência do Estado. Apesar disso, a administração pública brasileira, de maneira geral, apresenta dificuldades em acompanhar a execução de serviços e a entrega integral de objetos contratados dentro do prazo previsto e com qualidade satisfatória. Surge daí a oportunidade de pesquisa na área de administração pública que objetiva avaliar se a adoção de acordos de níveis de serviços (do inglês service level agreement SLA) e o estabelecimento de processos de gestão de níveis de serviços (do inglês service level management SLM) contribuiriam para aprimorar a gestão de contratos de serviços de qualquer natureza nos órgãos estaduais de Santa Catarina, visando garantir que os serviços sejam realizados conforme o ajustamento efetuado e priorizar a prevalência do interesse público sobre o interesse particular. No decorrer desse estudo, o quadro teórico foi construído com uma revisão sistemática sobre o acervo literário disponível, objetivando conhecer o estado da arte sobre o tema e permitir a vinculação da teoria com as evidências empíricas providas pelas fontes documentais de dados. Os procedimentos de pesquisa compreenderam uma análise de conteúdo sobre relatórios de auditorias, jurisprudências e relatórios de auditorias operacionais do Tribunal de Contas do Estado de Santa Catarina (TCE/SC), com a finalidade de encontrar evidências empíricas de não conformidades cometidas por agentes públicos no acompanhamento de contratos administrativos. Os resultados da pesquisa demonstraram um total de 28 declarações de não conformidades que se enquadraram nas categorias de análise predefinidas. Confrontando esses resultados com o quadro teórico levantado ficou demonstrado que, para os problemas relatados, há respostas convincentes no modelo de contratação proposto pela gestão de níveis de serviços, o qual possui grande potencial para melhorar contratações públicas, e, por consequência, melhorar a própria administração pública. Embasado pelas conclusões provenientes da pesquisa, são propostos à Secretaria de Estado da Fazenda (SEF/SC) e à Secretaria de Estado da Administração (SEA/SC) de Santa Catarina a adoção de acordos de níveis de serviços em contratos administrativos de prestação de serviços de todo o Poder Executivo estadual e o estabelecimento de processos de gestão de níveis de serviços no acompanhamento da execução desses contratos, visando institucionalizar uma nova cultura de gestão de contratos administrativos, contribuindo com a estratégia estadual que compreende a prestação de serviços públicos mais eficientes e eficazes para a sociedade.

Full textOn a review of Development Administration, this essay brings a description of a Public Administration experience with popular participation in a small Brazilian municipality called Ronda Alta. The main aspects in this study are related to: 1) the historical context of this experience; 2) the leading political culture; 3) its implications on the political behavior of Ronda Alta's inhabitants; 4) relating data in terras of a radical democracy approach; 5) its impact on administration. Using a questionnaire about political culture which were answered by college students from 10 to 21 years old, a profile was drawn of this municipality values taking finto account that family is the most important formative institution. Interviews and field observation were done intending to register the practice of Local Goverriment and how inner management sees popular participation and which are its answers. Finally, one concludes toward an updated approach of Development Administration suggesting that when there is such a change in political, social and economical environment it is consequential a democracy and it is argued that Public Administration plays an essential role in it, meaning structure that supports there changes.

Full textCivil Society Organizations have assumed the provision of public services such as health, education, social assistance, culture, environment and others over the last five decades in Brazil. More recently, this has been done through a partnership process between the State and the Society, which justifies the need of a deeper and more detailed study on the singularities that involve the Third Sector. In this sense, this study aims to contribute to the theme by analyzing the value orientations at both individual and organizational levels of employees of Civil Society Organizations that hold the certificate of Federal Public Utility or the title of Civil Society Organization of Public Interest that are active in the municipalities of the South/South-West of Minas Gerais. The convenience non-probabilistic sample was chosen for three main reasons: (a) Heterogeneity of organizations; (b) High turnover of workers; (c) Outdated information on registration platforms. The sample consisted of 208 workers (paid employees, subcontractors and volunteers) in the municipalities of Poços de Caldas, Pouso Alegre and Varginha - Minas Gerais. This research has a predominantly quantitative characteristic and was developed with the application of the Personal Values Inventory (known as the Portrait Values Questionnaire - PVQ-21), translated and adapted, with evidence of validity tested by Sambiase et al. (2014), Organizational Profile Values Inventory (OPVI) developed and validated by Oliveira and Tamayo (2004) and a socio-demographic record. A priority of workers for benevolence and universalism personal values was verified, followed by the values related to security, self-direction and tradition. In a similar way, the prioritized organizational values were those related to the concern with the community and conservation. It was also observed a tendency of association between personal and organizational values, as well as the confirmation that personal values dimensions were good predictors of seven from the eight organizational values such as concern with the community, conformity, prestige, realization, autonomy, tradition and domain.

The research aims to raise some innovative actions found in Brazilian federal universities that have as a proposal the fight against gender violence and against women. The idea is that the study contributes to the creation of administrative and pedagogical practices that allow the constitution of projects and alternative solutions for the management of conflicts of gender relations within the universities themselves. For the survey of these actions we opted for an exploratory, bibliographical and documentary qualitative research that made use of the content analysis. From the material analyzed, the categories were defined: consolidated successful experiences and recent successful experiences developed by these universities in relation to the fight against gender violence and against women. As a result, the research demonstrates that there is a need for collection, organization, treatment and continuous dissemination of information generated by the IFES. The proposal of intervention of this research is therefore the conception of a Gender, Women and Violence Observatory for the Extension Project ACIEPE / Women in the Public Administration of the Federal University of São Carlos-UFSCar seeking partnerships with SAADE, NIASE, LAPREV, Nucleus of studies YOU WANT that are located in UFSCar, as well as to promote rapprochement with the community of São Carlos. The objective of the creation of the Observatory is to promote the identification of policies to combat violence, the mapping of host networks, the monitoring of indicators, the preparation of proposals and the availability of relevant information found on the subject in the federal universities surveyed. Organized and systematic for different audiences. For praxis to happen, it is necessary to understand the path taken by women and men, specifically in the academic world in the fight against violence against women.
A pesquisa tem como perspectiva levantar algumas ações inovadoras encontradas nas universidades federais brasileiras que tenham como proposta o combate à violência de gênero e contra as mulheres. A ideia é que o estudo contribua para a criação de práticas administrativas e pedagógicas, que permitam a constituição de projetos e soluções alternativas para a gestão dos conflitos das relações de gênero dentro das próprias universidades. Para o levantamento dessas ações se optou por uma pesquisa exploratória, bibliográfica e documental, qualitativa que fez o uso da análise de conteúdo. A partir do material analisado foram definidas as categorias: experiências exitosas consolidadas e experiências exitosas recentes desenvolvidas por essas universidades em relação ao combate à violência de gênero e contra as mulheres. Como resultado, a pesquisa demonstra que há necessidade de práticas de coleta, organização, tratamento e disseminação contínua de informações geradas pelas IFES. A proposta de intervenção dessa pesquisa é, portanto, a concepção de um Observatório de Gênero, Mulheres e Violência para o Projeto de Extensão ACIEPE/Mulheres na Administração Pública da Universidade Federal de São Carlos-UFSCar buscando parcerias com a SAADE, NIASE, LAPREV, núcleo de estudos QUERERES que estão localizados na UFSCar, bem como promover aproximação com a comunidade de São Carlos. O objetivo da criação do Observatório é promover a identificação de políticas de combate à violência, o mapeamento de redes de acolhimento, o acompanhamento de indicadores, elaboração de propostas e a disponibilização de informações relevantes encontradas sobre o tema nas universidades federais pesquisadas, disponibilizando de forma organizada e sistemática para diferente públicos. Full textThis research aims at evaluating Public Politics of Digital Inclusion, set up in Tiradentes by using the Project Uca-total. It is said that digital inclusion is such an important tool to integrate lower classes, and it also helps them in the social inclusion. Therefore, the broadcasting of Information and Communication Technologies-TICs-minimizes the digital gap that empowers social inequality which contributes with deep changes in the way people think and act. Moreover, it is crucial to facilitate TCIs access to guide people to acquire knowledge, abilities and skills, essencial characteristics in the information society. Taking this context into consideration, the Government have been creating Public Politics, in order to promote digital inclusion. Among others, some actions get educational proportions, as the project “A computer for each student”, which holds the objective of the sorting out educational portable computers to students from public schools in the country. Considering the programme, Tiradentes, in 2010, was gifted with the project UCA Total, through that, all students from every public school in town, would receive the educational laptop. By this attitude, in the perspective of the analysies of life cicle of the Project Uca-Total in Tiradentes, was made necessary the evaluation of results and the impact of the project in the town. Thus, an exploiratory research was accomplished in town, followed by a case study, with quantitative and qualitative approaches, to collect data by questionnaries, interviews with teachers, students and project administrators. Furthermore, it was also possible to observe the incorporation of new technologies at school, going beyond the acquisition of physical infrastructure and of specialized human resourses. When management, proposal, planning,and above all, methodologies that favor the use of technology with facilitator resourses of learning were demanding. Besides social, economical and cultural development strategies of the society.

This study presents a rescue of the studies graduate institutionalization in Brazil, since its emergence, discussing its trajectory, as well the expansion of the Studies Graduate National System. As a special focus, it was adopted a clipping about its evolution in the Federal University of São Carlos (UFSCar), which is a strategic part of Ministry of Education expansion policy context. The present research was developed through a dense bibliographical revision and an empirical investigation, that permitted to present the history of its implementation since 1930s, considering the appearance of the first universities in the Brazil. In front of this expansion, it was given a focus in the evolution in numbers of UFSCar's studies graduate programs, showing the growing and the challenges faced in the last decades. Being the Studies Graduate be a strategic factor for the development of a country, it is demonstrated through results of this study the necessity of propositions and adoptions of future actions in order that allow a quantitative and qualitative growth of the graduate studies in the UFSCar and at Brazil level.
O estudo apresenta um resgate da institucionalização da pós-graduação no Brasil, desde seu surgimento, discorrendo sobre sua trajetória, bem como a expansão do Sistema Nacional de Pós-Graduação. Como foco especial, foi adotado um recorte sobre sua evolução na Universidade Federal de São Carlos (UFSCar), a qual faz parte estratégica do contexto da política do Ministério da Educação. A presente pesquisa se desenvolve por meio de uma densa revisão bibliográfica e também uma investigação empírica, que permite apresentar um histórico da implementação da pós-graduação brasileira desde a década de 1930, considerando o surgimento das primeiras universidades no País. Frente a esta expansão, enfatizou-se a evolução dos programas de pós-graduação na UFSCar, mostrando seu crescimento e os desafios enfrentados nas últimas décadas. Sendo a pós graduação um fator estratégico para o país, demonstrou-se através dos resultados deste estudo a necessidade da proposição e adoção de ações futuras, de forma que possibilitem um crescimento quantitativo e qualitativo da pós-graduação na UFSCar e a nível de Brasil.

University Extention initiatives have been growing in importance concerning the articulation between universities and society, and also academic efforts from universities themselves regarding their relationship with teaching and research. Teaching, Research and Extention Integration of Curricular Activities (ACIEPEs in Portuguese) at the Federal University of São Carlos (UFSCar), Brazil are intervention projects that contribute to university extention efforts, consisting of multidisciplinary teams and involving teachers, technicians and students from the university, which are open to the external community to participate. The aim of this study was to verify if the ACIEPEs meet the objective they propose, especially regarding the integration of the university with the external public and promoting access to knowledge, aiming to motivate the external public to participate. Among the various possibilities of research focus suggested by the diversity of subjects addressed by the ACIEPEs, Paulo Freire´s view on Extention was used, considering the current relevance and great contribution of his work to Education in general, and especially Extention. It also sought to determine which Freirean references or alignment points between the characteristics of the ACIEPEs and Freirean references are found in the ACIEPEs practice. This study is based on bibliographical and documentary research, with data collect through questionnaire and interview, followed by content analysis. As a result, it was found: 1. that some alignment points between Freire´s view on Extention and characteristics of the ACIEPEs appear to be diffuse across many of the references in Freire´s work and the outcome desired by the ACIEPEs; 2. whereby the ACIEPEs meet their objectives, including: a) providing a wideranging training program to students at UFSCar encouraging them to have critical insight that goes beyond obtaining technical knowledge; b) providing an enriching experience to the various actors involved - students, teachers and the external public; c) collaborating with institutional goals of university integration with the external public and promoting access to knowledge; and d) acting on the principle of indivisibility between teaching, research and extention; and 3. making it possible to identify a successful training model, as well as dissemination, production and knowledge reconstruction from the ACIEPEs, suggesting guidelines to adopt this model in traditional undergraduate subjects.
As ações de Extensão Universitária vem crescendo de importância na articulação entre a universidade e a sociedade e no próprio fazer acadêmico da universidade em sua relação com o ensino e a pesquisa. As Atividades Curriculares de Integração Ensino, Pesquisa e Extensão (ACIEPEs) da UFSCar, constituídas por equipes multidisciplinares e envolvendo professores, técnicos e alunos da UFSCar, e abertas à participação da comunidade externa, são projetos de intervenção que contribuem para as ações extensionistas da universidade. Neste trabalho pretendeu-se verificar se as ACIEPEs cumprem o objetivo a que se propõem, especialmente no que se refere à integração da universidade com o público externo e a promoção do acesso ao conhecimento, visando motivar a participação do público externo. Dentre as várias possibilidades de focos de investigação sugerida pela diversidade dos temas tratados nas ACIEPEs, utilizou-se a visão de Extensão de Paulo Freire, considerando a atualidade e grande contribuição de sua obra à Educação no geral e à Extensão em particular. Buscou-se também verificar quais referenciais freirianos ou pontos de alinhamento entre características das ACIEPEs e referenciais freirianos estão presentes na prática das ACIEPEs. O trabalho baseou-se numa pesquisa bibliográfica e documental, com coleta de dados através de questionário e entrevista, seguida de análise de conteúdo. Como resultado, verificou-se: 1. que alguns pontos de alinhamento entre a visão de extensão de Freire e características das ACIEPEs parecem estar difusos entre muitos dos referenciais da obra de Freire e do alcance pretendido com as ACIEPEs; 2. que as ACIEPEs cumprem seus objetivos, dentre eles: a) de propiciar uma formação ampliada ao aluno da UFSCar que lhe proporcione uma visão crítica que vá além da obtenção do conhecimento técnico; b) de proporcionar uma experiência enriquecedora aos vários atores envolvidos –alunos, docentes e público externo; c) de colaborar com objetivos institucionais de integração da universidade com o público externo e a promoção do acesso ao conhecimento; e d) de atuar no princípio da indissociabilidade entre ensino, pesquisa e extensão; e 3. possibilitou identificar nas ACIEPEs um modelo exitoso de espaço de formação, e disseminação, produção e reconstrução do conhecimento, que sugere diretrizes para levar esse modelo para disciplinas convencionais de graduação.

The search of society for a more transparent and effective State, emanated the creation of several public policies, bringing for the Brazilian government to disseminate data and information regarding the services provided by a public agency. Specific legislations were created to meet these demands, among them Decree 9.094/2017, which establishes the Citizen Service Charter that has emerged as an educational and informative instrument capable of transmitting information to every society served, with a commitment to guarantee quality standards in the provision of services. However, for the effectiveness of this instrument, the Citizen Service Charter must be a letter of public value, that is, it must be an instrument that generates value for society. In practice, in addition to knowing the demands of society, the Charter must be able to initiate a process of organizational transformation, bringing to the surface the need to aggregate people, processes and technology together. Thus, social participation and transparency of information will be duly met. In short, the people involved and the processes are key points for the success of the Charter implementation, however, the technology factor is crucial to the proposed innovation process, incorporating technologies to the services and regulatory activities of the public sector, making them each sophisticated. In this context, the present study had a qualitative approach and initially sought to analyze Letters models in other Brazilian IFES, in order to propose to the Federal Rural University of Pernambuco a digital framework for the Citizen Service Charter, implemented in a decentralized manner and proposing a draft regulatory resolution for its institutionalization. To that end, the methodological strategy used was action research, using a systematic mapping, bibliographic survey, documentary research, interview, survey and focus group. As a result, through the focus group the validation of the proposed framework occurred, generating subsidies for the construction of the proposed draft resolution. Thus, the present research sought to contribute to transparency in the public service, giving the user greater possibility of participation and social control, to the employees’ greater empowerment over the services provided and the institution to comply with specific legislation.
A busca da sociedade por um Estado mais transparente e efetivo, emana a criação de diversas políticas públicas, trazendo a necessidade do governo brasileiro divulgar dados e informações a respeito dos serviços prestados por um órgão público. Legislações específicas foram criadas para atendimento destas demandas, dentre elas o Decreto 9.094/2017, que institui a Carta de Serviços ao Usuário, que surgiu como um instrumento educativo e informativo, com compromisso de garantir padrões de qualidade na prestação de serviços. Contudo, para real efetividade deste instrumento, a Carta de Serviços ao Usuário deve ser uma carta de valor público, ou seja, deve ser instrumento gerador de valor para a sociedade. Na prática, além de se conhecer as demandas da sociedade, a Carta deve ser capaz de iniciar um processo de transformação organizacional, trazendo à tona a necessidade de agregar pessoas, processos e tecnologia. Assim, a participação social e a transparência serão devidamente atendidas. Em suma, as pessoas envolvidas e os processos são pontos-chaves para o sucesso da implantação da Carta, contudo, o fator tecnologia é crucial para o processo de inovação proposto, incorporando tecnologias aos serviços e atividades regulatórias do setor público, tornando-os cada vez mais sofisticados. Neste contexto, o presente estudo teve abordagem qualitativa e buscou analisar modelos de Cartas em outras IFES, para em seguida propor à UFRPE um framework digital para a Carta de Serviços ao Usuário, de forma descentralizada e propondo uma minuta de resolução para sua institucionalização. Para tanto, a estratégia metodológica utilizada foi a pesquisa-ação, sendo utilizado o estudo de mapeamento sistemático, levantamento bibliográfico, a pesquisa documental, a entrevista, o survey e grupo focal. Como resultado, através do grupo focal ocorreu a validação do framework proposto, gerando subsídios para construção da proposta de minuta de resolução. Sendo assim, a presente pesquisa buscou contribuir com a transparência no serviço público, dando ao usuário a possibilidade maior de participação e controle social, aos servidores maior empoderamento sobre os serviços prestados e a instituição o atendimento à legislação específica.

Controllership has developed a new dimension on companies management. From an impending accounting or explanative character it has evolved to presenting prognostic models, completing simulations of future settings and identifying new business opportunities. During the 50 s, the controller was the person in charge, fundamentally, of preparing financial statements. Throughout recent years, as the companies organizations has increased, it has been created the need of a more adapted system to achieve an effective management, hence, the development of a differentiated function and the controller s shift to new tasks. In sight of changes, the necessity appeared more of deepened studies, enclosing the new profile of controller, especially in the Brazilian context. The objective of this work is contribute to the controllership s studies and to present the role of this new professional on current time. Exploratory research has been used as part of this work s realization, having as instrument the application of questionnaires sent to a determined segment and received by e-mail. The outcome of the research demonstrates the existence of a new controllership profile that demands professionals with a solid academic history, leadership spirit and flexibility to changes
A Controladoria tem uma nova dimensão na gestão das empresas. De um papel eminentemente contábil ou explicativo ela evoluiu para apresentar modelos preditivos, efetuando simulações de cenários futuros e identificando novas oportunidades de negócios. Na década de 50 o controller era a pessoa que estava encarregada primordialmente de preparar as demonstrações financeiras. Nos anos recentes, com o aumento da complexidade na organização das empresas, criou-se a necessidade de um sistema mais adequado para um controle gerencial efetivo, ocorrendo o desenvolvimento de uma função diferenciada. O controller então passou a ocupar outras tarefas. Em vista das mudanças, surgiu a carência de estudos mais aprofundados, abrangendo o novo papel do controller, especialmente, no contexto brasileiro. Neste sentido, o objetivo deste trabalho é contribuir, através da pesquisa realizada, com os estudos da controladoria e discutir o papel deste novo profissional nos dias atuais. Para a realização deste trabalho foi utilizada a pesquisa exploratória, tendo como instrumento a aplicação de questionários enviados a uma amostra determinada e recebidos via e-mail. Full textWe analyzed the instability in armed surveillance activities in public banks, through outsourcing. Based on productive restructuring, as well as neoliberalism, problematize the practice of outsourcing as the main mode of expansion of capitalist accumulation. From this perspective, it is inserted through the public sector management of the reform’s public sector been changing the work process within the state. Putting on the analysis of the work outsourced vigilant in public banks, it was possible to examine the specifics of precarious process. From interviews with these workers, introduce elements that demystify the absence of class conflict, thus evidencing the antagonistic relationship between capital and labor within these institutions. The study thus exposes the modifications promoted by capital to strengthen the mechanisms of exploitation. Finally, we present the impact of business process outsourcing on the lives of workers and identified that outsourcing in the public sector is able to further extend the accumulation, in other words, the highest levels precarious work. This work represents an empirical contribution to Marxist critics started studies for at least two decades, with regard to the working world and its contemporary transformations.

Full textThe dropout in higher education is recognized as a serious problem for the institutions, for the student and society. The losses it causes are manifested in idleness of the education system, in the frustration of students and in the absence of cultural and professional capital for the development of society. Based on this argument the research presented here aimed to describe the higher education evasion in IFTO (Federal Institute of Technological Education), Campus of Paraíso do Tocantins City, and the implementation of the National Programme of Student Assistance (PNAES) while policy to encourage the permanence of students, acting to prevent and combat evasion. Therefore we sought the views of dropouts students, students in course and managers who lead the program in the institution. It was intended to identify the antecedents of evasion, the differences in the profile of dropouts and regular students, correlations between the various antecedents and the way PNAES is implemented in this Campus. The methodology has resulted in a descriptive quantitative and qualitative approach, through a case study. The tools for building information were questionnaires and interviews, which results were analyzed respectively via descriptive statistics and correlation analysis and content analysis. The results showed rates higher than 50% in the first year of offering higher education courses. It was observed that this index tends to decrease over the years, but still, most courses have above the national average dropout for public institutions, which is 22%. The difference between the student profiles, which evades are predominantly male, married, aged between 18 and 28 years, collaborating effectively to the family income. On the other hand, women, single, aged between 18 and 28, who have no contribution to income, are current students in this IES. The most significant evasion antecedents presented in this research were: lack of knowledge about the course, lack of identification with the course and career, little participation in extracurricular activities, strictly formal relationship with the teachers, and unavailability of time to study. The main positive correlations were between the incentives to study encountered in the first semester of the course and feelings of belonging and well-being while studying at IES. As for the negative correlations, it draws particular attention that the more the student contributes to the family income, less time he has to study. When it comes to PNAES, students lacked knowledge and participation in program actions. The evaded students perceived themselves as less active and less benefitted. As for the enrolled ones, they perceive themselves more benefited and responded that PNAES contributes to the improvement of income and permanence in the institution. Regarding managers and the implementation process in the institution, it is emphasized: the autonomy of each institution to conduct the program; the prevalence of offering financial aid; lack of legitimacy of the actions of the Universal Axis; informality of the specialized staff care; and difficulty to follow the benefitted students. PNAES makes the difference among students that feel benefited by their projects and actions while supporting financials needs. However the program’s contribution showed insipience in its Universal Axis.

Full textThe Management of Federal Universities, because they are complex organizations and of public responsibility, has become increasingly challenging, which leads to the need of promoting its improvement to ensure the monitoring of the factors that influence the fulfillment of the mission and institutional goals. In this context, this paper seeks to contribute to the managers of the Universities for being an instrument that can be used as a tool in the decision-making process. Through the proposition of cost calculation model, the Federal University of Tocantins can monitor its costs in order to make safe decisions, so this model may also contribute indirectly to the guarantee of quality education. In this context, this research aims to propose a cost calculation model for the Federal University of Tocantins. The model was based on the Activity-Based Cost (ABC) for the generation of information as a tool to support management. ABC cost calculation technique provides for the monitoring of the activities that entailed higher costs, and these costs were allocated to products, enabling thus the analysis of costs in two views: vertical viewing - for allocation of costs to cost objects through the activities carried out; and the horizontal or processes viewing - to capture the costs of processes through the activities carried out. The ABC method, besides allowing the management of resources, also allows the identification and management of the relevant activities to achieve its objectives and scope of the institutional mission.

Full textIt analyzed the vacancy reservation system based on racial and social criteria implemented at the Federal Institute campus Tocantins Gurupi. The dissertation aims to examine the experience of this educational institution from the perspective of students entering the reservation system of vacancies and managers in relation to the quota policy. Using the theoretical basis of legal, political and social fields, which focus on political and social meanings of affirmative action, it brings a discussion of these actions as public policies directed to ethnic, racial and social minorities approaching both the international and the Brazilian contexts. Following, it explores the affirmative action policy focused on education, specifically that which seeks to ensure access to higher and technical education to low-income people, black and brown through the quota system, based on Law n. 12.711/2012. The methodological procedures of research were the qualitative research and the case study. The instrument for data collection was the interview and the analysis was made through the methodology of Content Analysis. The empirical field was the IFTO Campus in Gurupi. The survey results indicate that the adoption of the Quota Law represented an undeniable improvement in the democratization of access to historically excluded groups. However, there is still a set of measures to be developed within the educational institutions to pursue its improvement.
