Abstract:
In the Roman Eastern provinces, the concept and rituals of a province-wide imperial cult were based on a pre-existing tradition of Hellenistic ruler’s divinization and worship. But its formal mise en place was conformed to the new territorial framework of Roman administration: a gubernatorial provincia/ἐπαρχεία appears subdivided into several administrative sub-provinces that were likewise called provinciae/ἐπαρχεῖαι. The cities of almost all known eparchies in terms of sub-provinces formed koina responsible for the provincial imperial cult and the political representation of the provincials headed by priestly officials, such as bithyniarchai or ‘(high-)priests of the eparchy/-ies’, whose titles refer explicitly to the represented sub-province. The correlation between these koina and Roman territorial administration from almost all Eastern provinces demands more political functions of the koinon-officials than only priestly ones, as shown by the frequently combined titulatures.

Abstract:
This paper discusses a model developed for evaluating the division of Slovenia into provinces based on 19 criteria. We used them to evaluate six models of provinces. Due to the similarities between some of the models, this paper presents only the results of the divisions into one, three, six, and fourteen provinces. The quantitative evaluation results show that the division into three provinces seems to be the most appropriate solution. However, if there is a desire to have sufficiently large provinces that are able to independently direct their development in line with the principles of sustainable development and in accordance with the principles of the protection of natural and cultural heritage values, thereby simultaneously responding to the challenges of globalisation and climate change, then we, the authors of this paper, believe that the division of Slovenia into six provinces is the most appropriate solution. These provinces are already small enough so that their population can identify itself with them. Abstract:
The research featured the reasons behind the development of an optimal management model in Siberian provinces, which slowed down the integrative processes of the official imperial policy. Governor-General of Siberia M. M. Speransky intended to eliminate the legal nihilism and arbitrariness of Siberian bureaucracy. His ideas provided the basis for the so-called Institution for the Management of Siberian Provinces – a document that structured the administration of Siberian provinces in the first half of the XIX century. The document regulated all types of management and record keeping at the level of provinces and governorates. The research revealed the features of provincial administration, control, supervision, and subordination. The author analyzes the powers of Governors-General and Civil Governors as representatives of the Supreme power in provincial administrations. The article outlines the positive and negative characteristics of the transformation of the regional management model. The authors defined a contradiction between the legal provisions and the legal reality that developed after the implementation of the Institution for the Management of Siberian Provinces, which was due to both personnel inconsistencies and the discrete nature of the administrative policy of the autocracy in Siberia.

Abstract:
The Illyrian Provinces were a rather short lived creation of Napoleon. The reasons for their foundation were strategic and economic. In order to bring the new territories closer to the French empire the administration of the Illyrian Provinces launched several reforms including a redesign of their territorial administration. Napoleon’s decree on the organization of Illyria established a new territorial division into provinces, districts, cantons, and municipalities (communes). Municipalities were basic territorial units. They were not units of local self-government but part of the centralized state structure. Therefore the mayors, their deputies, substitutes and members of municipal councils were not elected but nominated.

This is an attempt at presenting a brief account of the administrative history of the dominions of Hyderabad, the time the Asaf Jahi Dynasty was established here to the 1948. Following the Mughal conquest of the Golconda Kingdom in 1687, territorial adjustment and changes were effected and the Kingdom was in corporate as one of the six Mughal provinces of the Deccan as Subah Farkhundabunyad (Hyderabad). Abstract:
We examine how the COVID-19 pandemic has impacted trade between Canada and the United States, using a novel dataset on monthly bilateral trade flows between Canadian provinces and U.S. states, merged with COVID-19 health data. Our results show that a one-standard deviation increase in COVID-19 severity (case levels, hospitalizations, deaths) in a Canadian province leads to a fall of 3.1 to 4.9% in exports and a 6.7% to 9.1% fall in imports. Decomposing our analysis by industry, we determine that trade in the manufacturing industry was most negatively affected by the pandemic, while the agriculture industry suffered the least disruption to trade flows. Our descriptive evidence suggests that lockdowns may have also reduced Canadian exports and imports. However, while our regression coefficients are consistent with that finding, they are not statistically significant, perhaps because of the lack of variation due to similar timing in the imposition of restrictions across provinces.

Abstract:
For twenty years after 1888, the British Government conducted an experiment in colonisation on the Canadian prairies. Hoping to avoid a radical redistribution of land to alleviate distress and disorder in Scotland's Western Islands, the Salisbury Government attempted an emigrationist policy. In 1888 it authorised the expenditure of public funds to establish colonies of Highlanders in Manitoba and Assiniboia. Adverse economic and climatic conditions combined with inadequate planning to severely hamper the progress of the settlements. Problems associated with administration from London compounded existing difficulties. By 1893, a Liberal administration less inclined to favour state-aided emigration abandoned all commitments to such schemes on the basis of the experience of the struggling Highland settlements. The Canadian Government was unable to adopt a consistent policy toward the British scheme. The Department of the Interior was frequently at variance with the Office of the Canadian High Commissioner in London. The settlements received much publicity and required much administrative attention before the British Government, with financial integrity, was able to conclude the settlement scheme in 1908. It is argued that the experience of the Canadian settlements played a far larger role in determining British policy toward state-aided colonisation than has previously been acknowledged. It is maintained that the publicised difficulties of the settlements contributed to the Canadian perception that British agriculturalists made unsatisfactory settlers and to the subsequent policy preference for continental European emigrants. It is suggested that the episode stands in sharp contrast to the orthodox view of the Scottish experience in Canadian historical writing

This PhD Thesis contains a subject which has not been treated before in the historiography of Roman Antiquity. Our work was divided in two main parts : a synthesis about the freedmen in Illyricum and the epigraphical corpus. The synthetic chapters contain many subjects, such as the historiography about freedmen, the administration of Illyricum, the social and administrative role of freedmen in Illyricum, the social mobility, the private life and the religion of imperial and private freedmen. The corpus follows the alphabetical order of our subjects in every province. It contains the epigraphical texts, their translation and a commentary followed by bibliographical references

Alors que les recherches sur la Crète romaine connaissent un nouveau dynamisme depuis une vingtaine d’années et que les fouilles conduites jusqu’à récemment en Cyrénaïque fournissent de plus en plus d’informations sur la période du Haut-Empire romain, le cadre administratif dans lequel vivaient ces deux régions de l’Orient hellénophone a paradoxalement été mis de côté. La double province de Crète-Cyrénaïque, créée à l’époque de Pompée et qui existe jusqu’à la Tétrarchie, a en effet très peu suscité l’attention des historiens, en raison de son caractère périphérique et de sa marginalité supposée. Cette thèse souhaite réévaluer le rôle historique de la Crète-Cyrénaïque au sein de l’Empire romain et analyser la façon dont les sociétés locales ont réagi à la domination de Rome. La première partie de la recherche s’intéresse à l’histoire administrative de la province, en étudiant la chronologie de sa création et les raisons qui ont conduit Rome à privilégier l’union des deux régions. Les fastes complets des promagistrats en poste en Crète-Cyrénaïque (proconsuls, légats, questeurs, procurateurs) sont établis ; l’organisation interne de la province est ensuite étudiée. Les deuxième et troisième parties se concentrent sur la vie des élites crétoises et cyrénéennes sous domination romaine à partir d’une analyse prosopographique. Sont d’abord proposés les portraits des grandes élites impériales : sénateurs crétois et cyrénéens, archontes du Panhellènion et grands-prêtres du culte des empereurs. The last twenty years or so have seen a dramatic increase in the interest on Roman Crete, while long-standing archaeological excavations in Cyrenaica (when they were still possible) brought to light lots of information on the Roman period. However, the administrative setting which the two areas lived in during the High Empire remains almost completely unknown because of the historians’ disinterest in this double province of the Roman Empire. Created by Pompey and still a reality during the Tetrarchy, the province of Crete and Cyrene is often thought as a marginal and unsuccessful administrative entity, far away from Rome. The thesis aims at re-evaluating the historical role of the province in the Roman Empire and at analyzing the way local societies reacted to the Roman domination. The first part focuses on the administrative history of the province. The chronology of its creation is studied along with the reasons why Rome chose the administrative solution of the union. The fasti of the Roman magistrates in charge of the province are established and the internal organization of the province is analyzed. In the second and third parts, the life and evolution of local societies under Roman domination are discussed through a prosopographical analysis. Portraying the senators originating from Crete and Cyrenaica as well as the archontes of the Hadrianic panhellenic league and the high priests of the imperial cult gives valuable information on how local elites reached the superior strata of Roman society. But most of the aristocrats were only active locally and never got beyond their own city-states. Several stemmata of local families help to understand how the Roman Empire change the way of representing themselves and alter their strategies of social domination

The establishment of new provinces, as administrative divisions of central government, is based on the criteria and principles stated in the Constitution and the Provincial Administration Act numbered 5442. It is argued that the principles in the legislation are not sufficient and objective for establishing provinces. The number of the provinces began to increase after the multiparty period, dated 1946, and gained momentum after 1980s. The aim of this thesis is to explore the justification of the establishment of new provinces: Were they established in conformity with the legislation? Or established with political concerns? In this respect, the last 14 provinces, established after 1980s, are analyzed as a case study.

Cette recherche se propose d’étudier l’évolution des relations entre Constantinople et les provinces micrasiatiques de l’Empire entre le IXe et le XIe siècle, en ce qui concerne les formes concrètes de l’administration et de l’exploitation des territoires provinciaux, ainsi que la perception et la représentation culturelle de ce rapport. Nous sommes concentré en particulier sur le rôle politique et social de l’aristocratie. Les représentants de ce groupe social étaient en effet les principaux interlocuteurs politiques du pouvoir impérial ; pendant toute la période considérée, ils remplirent une importante fonction de médiation entre le gouvernement central et la société provinciale, par l’exercice des fonctions publiques et par l’action de réseaux, parfois très étendus, de relations personnelles.Après avoir situé notre travail dans le contexte de la discussion historiographique et avoir reconstruit d’abord la représentation traditionnelle des provinces dans la littérature byzantine, ensuite la structure militaire, administrative et fiscale de l’administration provinciale, nous chercherons à définir les enjeux réels liés au contrôle des territoires orientaux à travers l’étude de trois macro-régions. À chaque fois nous nous efforcerons de déceler les intérêts économiques et stratégiques des institutions centrales, leurs rapports mutuels et leur interaction avec la société locale.Enfin, nous chercherons à décrire l’évolution du profil social de l’aristocratie méso-byzantine, de son idéologie et son attitude vis-à-vis de l’idéal impérial. This research aims to study the development of relations between Constantinople and the provinces of Asia Minor belonging to the Byzantine the Empire between the ninth and eleventh centuries. This study includes non only a research on the concrete ways to administer and exploit the provincial jurisdictions, but also the perception and cultural representation of the relation between center and periphery. We focused in particular on the political and social role of the aristocracy. The members of this social group were the main political agents of the imperial power; throughout the period, they filled an important mediating role between the central government and the provincial society, by the public functions they exercised and by the extensive and active networks of their personal relationships.After situating our work in the historiography, we dwell on the traditional representation of the provinces in the Byzantine literature, we also describe the military, administrative and fiscal structures of the provincial administration, seeking to identify the real issues related to the control of these Eastern territories, through the study of three macro-regions. For each of them, we try to identify the economic and strategic interests of the central institutions, their mutual relations and their interaction with the provincial society, particularly with the aristocracy.In the last part of this thesis, we try to describe the evolution of the meso-Byzantine aristocracy social profile, its ideology and its attitude vis-à-vis the imperial ideal. Such an analysis can help to understand the political and structural crisis that shook the Empire on the eve of Alexis Comnenus reign

Sheltering has been one of the basic rights of human beings during the history of civilization. As it is stated in the Article 25 of Universal Declaration of Human Rights, dated 1948, housing right is one of the basic human rights. Therefore, housing is always taken as one of the core issues for the life of individuals and states undertake this matter on behalf of its citizens. However, a full supply of proper housing to meet the housing need of particularly low income groups is still an unresolved issue in many countries. Therefore, states take different actions for the solution of the issue. In Turkey, TOKI has become the single authority in meeting the housing need of lower income households. Within this context, this thesis focuses on the adequate supply of housing in meeting housing need in provinces and searched for the housing provision of TOKI as a governmental agency and a significant housing provider. In order to show this, a case study was conducted on provinces in Turkey by comparing the total number of dwelling units and dwelling units provided by TOKI with newly formed households
in addition by calculating the number of dwelling units per 1000 households per year. The case study covered the populations and annual housing starts in the municipalities of 81 provinces. The hypothesis of the thesis that expects to find mismatch between housebuilding by TOKI, which produces housing on publicly owned land, and housing need is not fully confirmed in this study. It appears that TOKI has intensified producing housing in many eastern and south-eastern provinces where the number of authorized housing built has been less than the need.

Abstract:
This study focused on the representation and participation of rural women in local governance in the Masvingo and Mashonaland Central provinces of Zimbabwe. It argued that increased representation and participation of women in local governance, particularly as ward councillors and senior administrative employees, is important and should be pursued. This has the potential to change the local governance system. The research further argued that change is more likely to occur when elected women are supported by the presence of more women at the most senior administrative levels in the local governance system. The presence of more women is required if the local governance system is to become inclusive of the diversity of the people it represents, especially women. This study rejected the assumption that rural women are passive recipients of local governance since they contribute significantly in fulfilling household and community needs and interests. Through their knowledge and understanding of the construction of power relations at the local level, rural women have creatively managed to produce, reproduce and use alternative strategies which are based on their sexuality and traditional gender roles in challenging and transforming gender inequality at the local level and in improving the quality of rural women. A National Gender Management System (NGMS) that can be used to effectively promote gender equity, equality and justice in local authorities has been developed. It is desirable that the NGMS be established within the existing organisational framework of central and local governments in Zimbabwe. This should be connected to the national structures to ensure that local level activities are systematically accounted for at the national level. The NGMS recognises the strategic importance of building partnerships with social actors at all levels. Qualitative research method was used in the study. The study used both primary and secondary data in analysing the representation and participation of rural women in local governance in the two selected provinces in Zimbabwe, namely Masvingo and Mashonaland Central. Primary data was collected through in-depth interviews and survey questionnaires, while secondary data was gathered through a literature survey of relevant textbooks, newspapers, and peer-reviewed journals, reports and legislation. The research findings indicated that rural women face a number of constraints in getting access to and participating in local governance. Some of the constraints include; cultural beliefs; violence against women; lack of resources; lack of mutual support among women; domestic responsibilities; and institutional factors. The contributions of the research to the study of women in local governance are discussed. Recommendations to increase the participation of women in local governance are made. These include creating an enabling environment for women’s political empowerment, gender-responsive budgets, capacity-building programmes, establishment of gender focal points, gender management committees and teams, increasing women’s self-worth and changing perceptions by men. The study also found that decentralisation in Zimbabwe has not brought local governance closer to rural women due to the interweaving cultural, structural, physical and financial barriers local government faces in ensuring gender equality.

Abstract In 2010, a whole-system reform was designed and launched in the Punjab province of Pakistan called the Punjab Schools Reform Roadmap (PSRR). This reform was a direct response to the challenges of education in the province at the time, which included scale, capacity to deliver, and political will. Further, 2010 was a time at which the political and administrative landscape of Pakistan was changing: the right to education act had just been formalized and education was simultaneously devolved from a federal matter to a provincial one. This chapter studies the outcomes of the PSRR a decade after its implementation with an emphasis on three dimensions of the reform: management capacity, teacher capacity and monitoring & information systems. Specifically, we discuss the above with reference to increasing access to and quality of education in the province while also analyzing the outcomes and sustainability of the reform 10 years from its inception.

In this paper, we try to discuss how the Siberian part of the Russian territory can present advantages and disadvantages for Russian foreign policy. Situated in the center of the Eurasian geography, Siberia offers many economic opportunities and energy reserves as well as a strategic value for Russia, whose population and interests are mostly concentrated in the western provinces. Long considered as an isolated continent for exile for political dissidents, Siberia has become nowadays a center of the economic strategies of the Russian administration, in relation with its foreign policy perspectives. As an energy source for natural gas and oil and transit corridor toward China and Kazakhstan, Siberia is now supported through governmental policies of restructuration and labour migration. This new perspective can lead to a new policy of regionalism in connection with foreign policy interests. For the federal center, there is an unavoidable correlation between the domestic and foreign policy stakes with Siberia’s integration in world and regional politics.

In any market economy a considerable role is played by agribusiness and this is where foreign investors tend to put their capital. In Poland approx. 8 % foreign investments are placed in agribusiness. However, the distribution of investments is far from uniform. The highest numbers of investments are recorded in the Mazowieckie, Wielkopolskie and Zachodniopomorskie provinces.

Key Message Ontario long-term care (LTC) home residents have experienced disproportionately high morbidity and mortality, both from COVID-19 and from the conditions associated with the COVID-19 pandemic. There are several measures that could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes, if implemented. First, temporary staffing could be minimized by improving staff working conditions. Second, homes could be further decrowded by a continued disallowance of three- and four-resident rooms and additional temporary housing for the most crowded homes. Third, the risk of SARS-CoV-2 infection in staff could be minimized by approaches that reduce the risk of transmission in communities with a high burden of COVID-19. Summary Background The Province of Ontario has 626 licensed LTC homes and 77,257 long-stay beds; 58% of homes are privately owned, 24% are non-profit/charitable, 16% are municipal. LTC homes were strongly affected during Ontario’s first and second waves of the COVID-19 pandemic. Questions What do we know about the first and second waves of COVID-19 in Ontario LTC homes? Which risk factors are associated with COVID-19 outbreaks in Ontario LTC homes and the extent and death rates associated with outbreaks? What has been the impact of the COVID-19 pandemic on the general health and wellbeing of LTC residents? How has the existing Ontario evidence on COVID-19 in LTC settings been used to support public health interventions and policy changes in these settings? What are the further measures that could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes? Findings As of January 14, 2021, a total of 3,211 Ontario LTC home residents have died of COVID-19, totaling 60.7% of all 5,289 COVID-19 deaths in Ontario to date. There have now been more cumulative LTC home outbreaks during the second wave as compared with the first wave. The infection and death rates among LTC residents have been lower during the second wave, as compared with the first wave, and a greater number of LTC outbreaks have involved only staff infections. The growth rate of SARS-CoV-2 infections among LTC residents was slower during the first two months of the second wave in September and October 2020, as compared with the first wave. However, the growth rate after the two-month mark is comparatively faster during the second wave. The majority of second wave infections and deaths in LTC homes have occurred between December 1, 2020, and January 14, 2021 (most recent date of data extraction prior to publication). This highlights the recent intensification of the COVID-19 pandemic in LTC homes that has mirrored the recent increase in community transmission of SARS-CoV-2 across Ontario. Evidence from Ontario demonstrates that the risk factors for SARS-CoV-2 outbreaks and subsequent deaths in LTC are distinct from the risk factors for outbreaks and deaths in the community (Figure 1). The most important risk factors for whether a LTC home will experience an outbreak is the daily incidence of SARS-CoV-2 infections in the communities surrounding the home and the occurrence of staff infections. The most important risk factors for the magnitude of an outbreak and the number of resulting resident deaths are older design, chain ownership, and crowding. Figure 1. Many Ontario LTC home residents have experienced severe and potentially irreversible physical, cognitive, psychological, and functional declines as a result of precautionary public health interventions imposed on homes, such as limiting access to general visitors and essential caregivers, resident absences, and group activities. There has also been an increase in the prescribing of psychoactive drugs to Ontario LTC residents. The accumulating evidence on COVID-19 in Ontario’s LTC homes has been leveraged in several ways to support public health interventions and policy during the pandemic. Ontario evidence showed that SARS-CoV-2 infections among LTC staff was associated with subsequent COVID-19 deaths among LTC residents, which motivated a public order to restrict LTC staff from working in more than one LTC home in the first wave. Emerging Ontario evidence on risk factors for LTC home outbreaks and deaths has been incorporated into provincial pandemic surveillance tools. Public health directives now attempt to limit crowding in LTC homes by restricting occupancy to two residents per room. The LTC visitor policy was also revised to designate a maximum of two essential caregivers who can visit residents without time limits, including when a home is experiencing an outbreak. Several further measures could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes. First, temporary staffing could be minimized by improving staff working conditions. Second, the risk of SARS-CoV-2 infection in staff could be minimized by measures that reduce the risk of transmission in communities with a high burden of COVID-19. Third, LTC homes could be further decrowded by a continued disallowance of three- and four-resident rooms and additional temporary housing for the most crowded homes. Other important issues include improved prevention and detection of SARS-CoV-2 infection in LTC staff, enhanced infection prevention and control (IPAC) capacity within the LTC homes, a more balanced and nuanced approach to public health measures and IPAC strategies in LTC homes, strategies to promote vaccine acceptance amongst residents and staff, and further improving data collection on LTC homes, residents, staff, visitors and essential caregivers for the duration of the COVID-19 pandemic. Interpretation Comparisons of the first and second waves of the COVID-19 pandemic in the LTC setting reveal improvement in some but not all epidemiological indicators. Despite this, the second wave is now intensifying within LTC homes and without action we will likely experience a substantial additional loss of life before the widespread administration and time-dependent maximal effectiveness of COVID-19 vaccines. The predictors of outbreaks, the spread of infection, and deaths in Ontario’s LTC homes are well documented and have remained unchanged between the first and the second wave. Some of the evidence on COVID-19 in Ontario’s LTC homes has been effectively leveraged to support public health interventions and policies. Several further measures, if implemented, have the potential to prevent additional LTC home COVID-19 outbreaks and deaths.
