Abstract:
The administrative building, built in Leningrad in the 1930s, is an example of Soviet buildings unique from the point of view of their functional purpose. This building, a central element of the Moskovskii region (Lerningrad) is designed with regard to the urban spatial organization. The results of this study can be used in the design of new administration buildings in the country. The history of the territory formation is considered, and a graphical analysis is utilized as the main analytical approach. Based on the gathered experience and the obtained results, the quality of the modern administration buildings can be significantly improved. The paper proposes to create a specific territory around the administrative building of the Moskovskii region that can be used more appropriately.

Abstract Consulates, both in the 19th century and today, exist in a sort of hybrid space: Established by one sovereign entity in the territory of another, on the basis of exterritorial concessions, they depend on not one but two sets of legislation without being wholly defined by either one. This paper takes a local approach to a global phenomenon by considering the French consulate in Salonica (Thessaloniki) from the late 18th to the early 20th century from the perspective of a ›history of administrative reality‹. It shows how this consulate was located at the intersection of two state-building projects: those of France and the Ottoman Empire, both vying for control of the local space in which the consulate was active. While the French state strove to integrate its consulates into the internal logic of its expanding bureaucracy, and thus to extend its legal space beyond the borders of its own territory, the modernizing efforts of the Empire tended to reduce the immunities of exterritorial institutions with a view toward homogenizing and effectively controlling imperial space. The gaps and conflicts between the rival state-building agendas, as well as local factors beyond the control of either, created a local reality in which the consular personnel had the challenge and the opportunity to shape their own space of action. In this way, the consular district appears as a spatial entity somewhat resembling a state in miniature.

The Lyons Inquiry into Local Government has introduced the English local government community to the concept of ‘place-shaping’. Place-shaping refers to the new role for local governments in promoting the well-being of communities and citizens. The processes of place-shaping are remarkably similar to the processes of nation-building. This paper uses Stein Rokkan’s thinking on nation-building in Western Europe to analyse place-shaping. It focuses on the penetration and standardisation processes and underlines the importance of integrating peripheries, defining boundaries, and creating identities. In essence, it is argued that place-shaping is really about the repolitisation of English local authorities.

Abstract Purpose To accomplish the national and international climate goals, building renovation and optimisation of their energy and resource efficiency are essential. Thus, reliable information on the building stock (BS) is necessary. Most previous building typologies are focussing on residential buildings and the operational phase. This paper shows the development of a methodology for generating non-residential building (NRB) typologies for life cycle inventory analysis (LCI) of building constructions. Hereby, archetypes of office, administration and department (OAD) buildings are developed, exemplarily for the German NRB stock. The methodology can further be utilised for quantity surveying of urban material stocks, related recycling scenarios and waste management. Furthermore, the exemplarily generated archetypes provide necessary information for the estimation of realistic refurbishment scenarios. Methods Approaches for the development of NRB archetypes, the descriptions of associated building materials and the LCI of BS were analysed and integrated into a methodology. It provides a clear path on the classification in building usage categories and determination of relevant building parameters for conducting LCI studies. Its aim is the creation of NRB typologies, presenting construction materials and building geometry in a useful way for life-cycle assessments (LCA). To demonstrate the methodology’s usability, it is applied to a case study with the sample of 161 OAD buildings, provided by the German NRB database ENOB:dataNWG. In combination with relevant literature on BS archetypes and materials, a sample OAD building typology has been created. Results and discussion Minimum data requirements for conducting simplified LCI calculation of BSs were identified by analysing existing LCA methods, like the German BNB system. Important clusters for developing NRB archetypes were determined: building usage category, building construction types and building age. These data gaps between required information for simplified LCA studies and available information in ENOB:dataNWG were identified, and solutions for closing these data gaps were proposed and tested. Since building archetypes must reflect the overall BS, uncertainties were discussed. The ENOB:dataNWG database was not completed at the time this paper was written, so comprehensive uncertainty analyses are important next steps. Conclusions This methodology development forms the groundwork for creating LCI building typologies for simplified LCA studies. It shows practically how to deal with a BS database and illustrates which typical values can be chosen for closing data gaps. The methodology was tested on an exemplary sample of OAD buildings. Based on this case study, the methodology concept was proven useful for the generation of a NRB typology.

In German building law, existing buildings are usually exempt from new construction standards. However, an exception can be made if a building presents a danger to life or health. The authorities may then demand the retrofitting of the otherwise grandfathered building. This article analyses the German jurisdiction in matters of retrofitted fire safety. It finds that the interpretation of the courts concerning the word ‘danger’ leads to an undermining of the grandfathering, ultimately rendering it void of meaning in the field of fire safety. In particular, three sometimes overlapping interpretations can be distinguished: First, some courts assume that any building that does not comply with current building standards poses a danger to life or health. As such, no grandfathered building would be able to benefit from its protected status and the notion of grandfathering is reduced to absurdity. Second, some courts argue that ‘danger’ in the context of fire safety requires an interpretation that is different from the common doctrine. The common interpretation assumes that ‘danger’ has a binary outcome (i. e. either ‘danger’ or ‘no danger’) and occurs when there is ‘sufficient probability’ of damage. In contrast, proponents of a deviating interpretation argue that danger should already be assumed to occur when damage is ‘not totally improbably’, i. e. applying an interpretation of the term ‘danger’ with fewer requirements. Third, other courts justify the retrofitting of grandfathered buildings by arguing that a danger of fire exists in every building at all times. The courts thereby dismiss their responsibility to prove the existence of a danger with respect to a particular building. The article shows that none of the justifications used in courts endure from a dogmatic point of view.

Purpose The purpose of this paper is to examine the level of theory building in public procurement by reviewing and classifying manuscripts published in the Journal of Public Procurement (JoPP) from 2001 to 2016. Design/methodology/approach The articles are divided into four important periods: discovery, agenda setting, embracing and expansion and consolidation. The articles are classified according to a hierarchical level of theory building composed of six levels: rapporteurs, reporters, testers, qualifiers, builders and expanders. Findings Key findings indicate that public procurement, in light of JoPP publications from 2001 to 2016, is at the tester level. There is also increase in the classification of articles with high level of theoretical contribution over time.

This article examines recent and current controversy over the Civic Administration Building (1954- 1966) in Auckland, New Zealand. Unoccupied since the end of 2014, the building’s future is uncertain. Its heritage value is widely recognized by heritage professionals and commentators. Yet Auckland Council, the building’s owner and former occupier, does not recognize its significance and has not scheduled it as a heritage building on its district plan. To the contrary, it has floated the possibility of demolishing it. This article considers the building’s history, significance and possible futures.

Building retrofitting is seen as an efficient method for improving a building’s energy performance. On the other hand, when historical buildings are considered for this procedure, retrofitting gets more complicated. As historical buildings typically consist of low-performance building and energy systems, energy retrofits can be highly beneficial. However, not every retrofit technology can be installed in a historical building. In this paper, the study carried out for the implementation of Building-Integrated Photovoltaics (BIPV) solutions in the Historic Centre of Évora is provided, within the framework of the European project POCITYF (Project H2020). The study took into consideration all the observations of the Regional Directorate of Culture of Évora and the administration of the involved schools (including the Association of Parents), the needs of the Municipality of Évora, and the capabilities of technology developers ONYX and Tegola. The proposed solutions aim at fulfilling all the guidelines for preserving the historic centre and achieving the positivity metrics agreed with the European Commission on the challenging and indispensable path to the decarbonisation of European cities.

It is commonplace to equate the arrival of a new conservative administration in Washington, DC, with the “rolling back” of the federal activities. We disagree with this conventional perspective, and seek to demonstrate that the equation of conservative Republicanism and retrenchment elides a critical change in the relationship between party politics and State power—a relationship that Donald Trump seems determined to nurture. Drawing on primary research, we argue that partisanship in the United States is no longer a struggle over the size of the State; rather it is a contest to control national administrative power. Since the late 1960s, conservative administrations have sought to redeploy rather than dismantle or roll back state power. Through “redeployment,” conservative presidents have sustained previous levels of State spending or State activity, but in a way reflecting a new administration’s ideology.

Background: When control mechanisms such as water temperature and biocide level are insufficient, Legionella, the causative bacteria of Legionnaires’ disease, can proliferate in water distribution systems in buildings. Guidance and oversight bodies are increasingly prioritizing water safety programs in healthcare facilities to limit Legionella growth. However, ensuring optimal implementation in large buildings is challenging. Much is unknown, and sometimes assumed, about whether building and campus characteristics influence Legionella growth. We used an extensive real-world environmental Legionella data set in the Veterans Health Administration (VHA) healthcare system to examine infrastructure characteristics and Legionella positivity. Methods: VHA medical facilities across the country perform quarterly potable water sampling of healthcare buildings for Legionella detection as part of a comprehensive water safety program. Results are reported to a standardized national database. We did an exploratory univariate analysis of facility-reported Legionella data from routine potable water samples taken in 2015 to 2018, in conjunction with infrastructure characteristics available in a separate national data set. This review examined the following characteristics: building height (number of floors), building age (reported construction year), and campus acreage. Results: The final data set included 201,936 water samples from 819 buildings. Buildings with 1–5 floors (n = 634) had a Legionella positivity rate of 5.3%, 6–10 floors (n = 104) had a rate of 6.4%, 11–15 floors (n = 36) had a rate of 8.1%, and 16–22 floors (n = 9) had a rate of 8.8%. All rates were significantly different from each other except 11–15 floors and 16–22 floors (P < .05, χ2). The oldest buildings (1800s) had significantly less (P < .05, χ2) Legionella positivity than those built between 1900 and 1939 and between 1940 and 1979, but they were no different than the newest buildings (Fig. 1). In newer buildings (1980–2019), all decades had buildings with Legionella positivity (Fig. 1 inset). Campus acreage varied from ~3 acres to almost 500 acres. Although significant differences were found in Legionella positivity for different campus sizes, there was no clear trend and campus acreage may not be a suitable proxy for the extent or complexity of water systems feeding buildings. Conclusions: The analysis of this large, real-world data set supports an assumption that taller buildings are more likely to be associated with Legionella detection, perhaps a result of more extensive piping. In contrast, the assumption that newer buildings are less associated with Legionella was not fully supported. Ecological architecture consciousness has started spreading out with the idea that the limited resources that remain on the world in 21st century due to the damage caused by humans should be used economically. Energy saving consciousness should be executed in all stages from the design of the building to its construction and use. The number of buildings in the world that have been built with this consciousness continues to increase. Many technological applications have been put forth in order to ensure that a building supplies its own energy. This new situation contributes to the decreasing of the energy need of the building while also making significant savings in the Gross National Income of developing countries such as Turkey which are dependent to other countries for energy. When the contribution of ecologic designs to the country economy is considered, it is expected that the government and local administrations increase incentives especially for government buildings thereby leading the way. The objective of this study is to examine the energy consumption of Kadir Has City Stadium built in the city of Kayseri and to question the contribution of the local administration in terms of ecologic approach. It is expected that the study will make a contribution so that the local administrations will support all the stages of government buildings from the design to construction.

Abstract:
This study uses very high-resolution Pléiades imagery for the densely built-up central part of the City of Kigali for the year 2015 in order to derive urban morphology data on building footprints, building archetypes and building heights. Aerial images of the study area from 2008–2009 were used in combination with the 2015 dataset to create a change monitoring dataset on a single building basis. A semi-automated approach was chosen which combined an object-based image analysis with an expert-based revision. The result is a geospatial dataset that detects 165,625 buildings for 2008–2009 and 211,458 for 2015. The dataset includes information on the type of changes between the two dates. Analysis of this geospatial dataset can be used for a range of research applications in economics and the social sciences, as well as a range of policy applications in urban planning and municipal finance administration.

Abstract:
This paper presents qualitative research findings and a comparative scale efficiency analysis of the units performing services in the building sector. The analysis is based on two unique regional datasets from two countries, the Slovak Republic (SR) and the Czech Republic (CZ). Performance of building competences in Slovakia is based on the principle of voluntary cooperation of municipalities. In case of the Czech building sector, the competences have been transferred to the newly created municipalities with delegated or extended competences. Both states introduced reforms in public administration with the aim to improve their efficiency, including the performance of building competences. Czech Republic is currently undergoing a recodification of Building Act with unification of building authorities into the system of state building offices. The results of our qualitative research in both states in the period 2014-2019 show insufficient personal management due to low financing of building competences. Using quantitative statistical methods, we came to the conclusion that in Slovakia, a return to the performance of competences by state administration (district offices) instead of building offices (as a part of self-government) would not be effective.

Abstract:
In order to achieve the EU emission reduction goals, it is essential to renovate the building stock, by improving energy efficiency and promoting total decarbonisation. According to the 2018/844/EU Directive, 3% of Public Administration buildings should be renovated every year. So as to identify the measures to be applied in those buildings and obtain the greatest reduction in energy consumption at the lowest cost, the Directive 2010/31/EU proposed a cost-optimisation-based methodology. The implementation of this allowed to carry out studies in detail in actual scenarios for the energy renovation of thermal envelopes of public schools in the city of Valencia. First, primary school buildings were analysed and classified into three representative types. For each type, 21 sets of measures for improving building thermal envelopes were proposed, considering the global cost, in order to learn about the savings obtained, the repayment term for the investment made, the percentage reduction in energy consumption and the level of compliance with regulatory requirements. The result and conclusions will help Public Administration in Valencia to draw up an energy renovation plan for public building schools in the city.
