Full textThis research proposes to separate the concept of leadership from its ideological roots, and to try to redefine the development and abstraction of a substantive theory of the so-called territorial leadership. Following a three-step approach, this work aims firstly to deconstruct the orthodox leadership literature with a critical analysis of the latter, then to observe the legitimacy of the territory as an area of study suited for this purpose. Secondly, it asks reflexively, the emergence of truth in scientific discourse as archetypal parallel to the phenomenon of territorial leadership. Finally, as a result, it redefines the means necessary for the study and understanding of leadership: by the proposed adaptation of a classical glaserian's grounded theory, with an intentionally exclusive collection of open data from debate's verbatim about major regional projects. This leads to the development of a territorial leadership's substantive theory. The latter is then proposed as a foundered fragment of a leadership's redefinition. Through this approach, this work aims to minimize various biases identified in the critical analysis of literature and particularly attached to the study of leadership: reflexivity, performativity and circularity of research. Meanwhile, this work aims to guide managers and practitioners to new modes of analysis and diagnosis, potentially opened up by this leadership's approach. Finally, this work suggests as discussion and conclusion, the prospects envisaged by the separation of leadership from its traditional epistemological anchors

Full textThe external environment evolution is such that it brings itself at odds with management methods and practices within civil and public services. The there are two types of incompatibilities, expression of a double legitimacy within public and civil services organizations : - an external legitimacy crisis as mesured by the "quality cost" ratio of services or products offered, - an internal legitimacy crisis as mesured by the "quality cost" ratio of the civil or public servant at work. The solution to the external legitimacy crisis of public and civil services organizations relies upon a shift of current management process and practices. Full textThis thesis studies the public management control systems (PMCS) in a particular context : the administration of Dubai. It aims to analyze the design, the instrumentation and the appropriation of PMCS of Dubai. The study of a particular mode of management is original and may contribute on the contemporary transformations of public management by going beyond the traditional studies of Anglo-Saxon or French cases. Based on a field study, this thesis has shown that PMCS in Dubaï have managerial aspect. They are influenced by the New Public Management principles, and have features related to contingent aspects of the city-state. The analysis of the use and the appropriation of management control systems in one of Dubai's administrations, the administration of education KHDA (Knowledge & Human Development Authority), has revealed that the appropriation of PMCS by public agents varies depending on the management tools in place

Full textSubject of this thesis: to bring to light the circumstances and the reasons which lead the jurisdictions to adopt the criterion of "public administration-private administration" as a criterion for the dividing-up of the competences between the jurisdictions concerning lawsuits which involve the civil service. The first part of our study shows that at the beginning of the liberal state, both jurisprudence and doctrine consider mainly that the civil service should be justiciable by either the judge of public law or the judicial judge, depending on the way it acts: "in the general interest" or for the satisfaction of its own interests as an "owner". During the first half of the 19th century, the domain of private administration is the private property of the civil service. The second part of our study describes how private administration has extended to the public service and shows how the couple "public administration-private administration" has been formed. The analysis of law during the years between the end of the 1840's and the beginning of the 1950's, leads to think that the criterion of "public administration-private administration" has been adopted as a criterion of competence in order to reconcile the points of view of the judicial judges, concerned by the protection of private interests, and of the council of state tending to defend the general interest, concerning the competence for lawsuits which bring in conflict private individuals and the civil service when the latter acts for the general inte

Full textThe following research was inspired by three major interrogations. Two questions have allowed for a greater understanding of an internal and external environment of a public hospital. The third question underlines problems faced by a public hospital management and seeks an original answer to the following question: how to best manage a health care institution? As a result of cooperation with a health care institution and an in-depth on-site research, we were able to propose an interesting solution to the above problem. Our representation of the organisation, such as a hospital, is based on internal relationships of processes and activities, such as defined by activity based management. This particular representation of a health care institution opened a new sphere of interrogations related to consequences of such an approach. As a result, we have observed at least three elements. The first was a discovery of a match with a coherent system of responsibilities allowing for their simpler and more efficient division. The second was related to a clear relationship between internal policies and the overall organizational strategy. The third was rich enough to allow a continuous reflection on the improvement of organizational functioning. This study of activity management in a hospital environment lead to a model of an integrated control management including both internal dimensions and external pressures necessary for the administration of a public health care institution. Full textHe mayor is the unique, symbolic representative of the town. He plays two roles : firstly, as local magistrate and secondly, as agent of the state. His administrative and legal duties are strictly regulated. The mayor has freedom with respect to town management, but each mayor has to deal with different, often special situations and has his own method of government. The town's future is in his hands right from the time of his election. Private sector management methods, known for their efficiency, can be employed and are more and more popular in the public sector. Moreover, this tendency is not just a passing fashion. "the town is an enterprise" and the purpose of its activity is to produce services and assets for its "clients", who are the local residents. However, the town hall has its own structure and culture and cannot be compared to any other type of organisation. Its aim is not to make money. The town cannot therefore be considered as a simple company and company management methods cannot be applied to it as such. In his role as town manager, the mayor must define objectives and draw up a strategy for public policy. However, town budgets are not inexhaustible and all action taken must be evaluated from a financial point of view. Whatever the objectives of public policy and improvement in management, a project can only be carried out if financing is available. Since financing comes, in principle, from local sources, particular attention must be given to the financial analysis of the locality. Contracting with private firms enables great savings to be made in areas where the municipality is limited in its scope of action. The very size of a town encourages it to seek partners capable of operating on a large scale so as to provide services as cheaply as possible. As a general rule, marriage between the public and private sectors is thought to stimulate greater flexibility of action than if the activity were performed by public bodies only. In the future, for an action to be considered viable in local government, the mayor must prove that the methods he is using are sound. In other words, by demonstrating the logic and efficiency behind his management, the mayor can obtain the endorsement of his decisions in matters of finance, staffing and town planning
