Full textThis research proposes to separate the concept of leadership from its ideological roots, and to try to redefine the development and abstraction of a substantive theory of the so-called territorial leadership. Following a three-step approach, this work aims firstly to deconstruct the orthodox leadership literature with a critical analysis of the latter, then to observe the legitimacy of the territory as an area of study suited for this purpose. Secondly, it asks reflexively, the emergence of truth in scientific discourse as archetypal parallel to the phenomenon of territorial leadership. Finally, as a result, it redefines the means necessary for the study and understanding of leadership: by the proposed adaptation of a classical glaserian's grounded theory, with an intentionally exclusive collection of open data from debate's verbatim about major regional projects. This leads to the development of a territorial leadership's substantive theory. The latter is then proposed as a foundered fragment of a leadership's redefinition. Through this approach, this work aims to minimize various biases identified in the critical analysis of literature and particularly attached to the study of leadership: reflexivity, performativity and circularity of research. Meanwhile, this work aims to guide managers and practitioners to new modes of analysis and diagnosis, potentially opened up by this leadership's approach. Finally, this work suggests as discussion and conclusion, the prospects envisaged by the separation of leadership from its traditional epistemological anchors

The there are two types of incompatibilities, expression of a double legitimacy within public and civil services organizations : - an external legitimacy crisis as mesured by the "quality cost" ratio of services or products offered, - an internal legitimacy crisis as mesured by the "quality cost" ratio of the civil or public servant at work. The solution to the external legitimacy crisis of public and civil services organizations relies upon a shift of current management process and practices. It aims to analyze the design, the instrumentation and the appropriation of PMCS of Dubai. The study of a particular mode of management is original and may contribute on the contemporary transformations of public management by going beyond the traditional studies of Anglo-Saxon or French cases. Based on a field study, this thesis has shown that PMCS in Dubaï have managerial aspect. They are influenced by the New Public Management principles, and have features related to contingent aspects of the city-state. The analysis of the use and the appropriation of management control systems in one of Dubai's administrations, the administration of education KHDA (Knowledge & Human Development Authority), has revealed that the appropriation of PMCS by public agents varies depending on the management tools in place

Full textSubject of this thesis: to bring to light the circumstances and the reasons which lead the jurisdictions to adopt the criterion of "public administration-private administration" as a criterion for the dividing-up of the competences between the jurisdictions concerning lawsuits which involve the civil service. The first part of our study shows that at the beginning of the liberal state, both jurisprudence and doctrine consider mainly that the civil service should be justiciable by either the judge of public law or the judicial judge, depending on the way it acts: "in the general interest" or for the satisfaction of its own interests as an "owner". During the first half of the 19th century, the domain of private administration is the private property of the civil service. The second part of our study describes how private administration has extended to the public service and shows how the couple "public administration-private administration" has been formed. The analysis of law during the years between the end of the 1840's and the beginning of the 1950's, leads to think that the criterion of "public administration-private administration" has been adopted as a criterion of competence in order to reconcile the points of view of the judicial judges, concerned by the protection of private interests, and of the council of state tending to defend the general interest, concerning the competence for lawsuits which bring in conflict private individuals and the civil service when the latter acts for the general inte

Full textThe following research was inspired by three major interrogations. Two questions have allowed for a greater understanding of an internal and external environment of a public hospital. The third question underlines problems faced by a public hospital management and seeks an original answer to the following question: how to best manage a health care institution? As a result of cooperation with a health care institution and an in-depth on-site research, we were able to propose an interesting solution to the above problem. Our representation of the organisation, such as a hospital, is based on internal relationships of processes and activities, such as defined by activity based management. This particular representation of a health care institution opened a new sphere of interrogations related to consequences of such an approach. As a result, we have observed at least three elements. The first was a discovery of a match with a coherent system of responsibilities allowing for their simpler and more efficient division. The second was related to a clear relationship between internal policies and the overall organizational strategy. The third was rich enough to allow a continuous reflection on the improvement of organizational functioning. This study of activity management in a hospital environment lead to a model of an integrated control management including both internal dimensions and external pressures necessary for the administration of a public health care institution. In addition, this research gives a new perspective on the activity based management in the service industry in general

Full textHe mayor is the unique, symbolic representative of the town. He plays two roles : firstly, as local magistrate and secondly, as agent of the state. His administrative and legal duties are strictly regulated. The mayor has freedom with respect to town management, but each mayor has to deal with different, often special situations and has his own method of government. The town's future is in his hands right from the time of his election. Private sector management methods, known for their efficiency, can be employed and are more and more popular in the public sector. Moreover, this tendency is not just a passing fashion. "the town is an enterprise" and the purpose of its activity is to produce services and assets for its "clients", who are the local residents. However, the town hall has its own structure and culture and cannot be compared to any other type of organisation. Its aim is not to make money. The town cannot therefore be considered as a simple company and company management methods cannot be applied to it as such. In his role as town manager, the mayor must define objectives and draw up a strategy for public policy. However, town budgets are not inexhaustible and all action taken must be evaluated from a financial point of view. Whatever the objectives of public policy and improvement in management, a project can only be carried out if financing is available. Since financing comes, in principle, from local sources, particular attention must be given to the financial analysis of the locality. Contracting with private firms enables great savings to be made in areas where the municipality is limited in its scope of action. The very size of a town encourages it to seek partners capable of operating on a large scale so as to provide services as cheaply as possible. As a general rule, marriage between the public and private sectors is thought to stimulate greater flexibility of action than if the activity were performed by public bodies only. In the future, for an action to be considered viable in local government, the mayor must prove that the methods he is using are sound. In other words, by demonstrating the logic and efficiency behind his management, the mayor can obtain the endorsement of his decisions in matters of finance, staffing and town planning

Full textSince the 70’, for structural, economic and ideologic reasons, the western democracies begun a cycle of administrative reforms to provide high quality services to citizens and to reduce at the same time the financial burden of the public services for the state. Synthesis of these reformer trends, the principles of the new public management (NPM) was progressively implemented in the Canadian institution, notably with the impulsion given by Brian Mulroney’s conservative government. The NPM transformed in a radical way the values framework which founded and structured the public administration. At the same time, to overcome the destruction of the heteroregulation mode, the ethic development emerges. It is particularly relevant for the public managers who benefit a growth in their autonomy and freedom of execution. Meanwhile, this new management model increases the multiplicity of loyalties that the actors have to refer and weakened at the same time their benchmarks and guides to resolve their ethical dilemmas that they encounter in their job. In this context, the NPM is weakening the integrity of the public managers and doesn’t help to eradicate the trust issue that strike the Canadian public institution.

Full textThe public management reforms that have been under way over the past thirty years are based on the widely held belief that the welfare state is at least partially lacking in efficiency, both in its so-called bureaucratic organization and in its actions, which are considered to be unsuited to the user’s needs. Regularly disputed in its objectives, its methods but also in its results, the Civil Service is since subjected to a “crisis of legitimacy” which makes necessary an overall modernization of its organization and its way of operating. The recent introduction of PRP (Performance-Related Pay) in the public service hospital reflects the wish to reform human resources management practices carried out until now. The aim of this thesis is to question the foundation of this individualization of remunerations which are based, on a theoretical point of view, on the principles of the New Public Management. Our approach aims to show that work design is at least as important, and perhaps more, than the introduction of PRP as a mean to manage motivation and satisfaction of hospital doctors. Beyond, we show that PRP could contradict the intrinsic determinants of motivation and job satisfaction of the hospital doctors, which are, in reality, widely affected by the characteristic of their job. We propose a research model that we then validate on a sample of 2 502 hospital doctors

In these conditions, one may ask areself if adaptability of management tools can suit universities. The reason is that they are specific on a level structure and decision process at the same time. Therefore, the main question of our reasarch is to study the possibility of strategic management specific to universities. Begenning by an organizational approach based on mintzberg theory, we conclude that each university's strategy has to take into account the structural fragmentation, the academic autonomy and the complexity of decision process. Full textThe process of an administrative reform is discussed in this dissertation. The reform was initiated in 1989 under the aegis of the then prime minister, michel rocard, with a view to enhaucing individual accountability in the civil service, through greater budgetary flexibility and effective use of skills. It relies on a body of beliefs gradually constituted since the end of the forties around the entrepreneurial world, through business management institutions and scientific validation mechanisms. Inspired by conclusions presented by a senior official's association ("service publics"), reformers around michel rocard defined the main lines of the reform. Its materialization opposed the pro-reform ministry of civil service and the budget ministry, guardian of traditional budgetary rules. Within the reformed administrative services, different degrees of involvement were seen in three different staff categories : the managers, in favor of budgetary flexibility and a symbolic dimension;innovative personnel, often at line management level, seizing reform-related opportunities; and the subdued rank and file who gradually lost interest. Full textThese last years, Moroccan public Administration has been criticised about its management, its organization, its slowness, and the quality of its services. Diagnoses made by different international and national authorities mean that the human resources management is remaining the weak point of the Moroccan Administration. It apparently groups many acute competencies, but they are no longer adapted to the new missions which are entrusted to it. Thus, it must face the thorny problem of the equivalence of training's to jobs. For that purpose, the Administration is trying to set up methods of competencies development which will be effective, efficient and allow the improvement of this training - jobs relevance. In this frame, we proposed the integrated training method, worked out by Professor H. Savall and the researchers team of the Institute of Socio-Economics of Organizations (ISEOR). This method, whose main objective is to ensure the best possible relevance training - jobs, is remarkable by its efficiency and decentralization particularity. Thus it enables to improve the staff polyvalence and to lower the departments vulnerability. Its implementation is widely facilitated by the use of operational tolls such as the competencies diagnosis, competencies bars and guides of integrated training. Before experiencing on the ground its reality and adaptability, we were brought to wonder first about the specificity of public management and about its human resources management. Analyses we carried out on this subject have allowed us to notice that the border between the public and private management is artificial, and that the specificities of the public management are no contradiction at all to an efficient implementation of the training integrated method in the Public Administration. Besides, led experimentations allowed not only to confirm the adaptability of this method to the specific context of the Moroccan Administration, but also to use it widely in all the structures related to our searching ground. Checking our minimal central hypothesis and our hypotheses body has contributed to strengthen the universal character of this method

Full textIn 2015, Gabon has adopted the first LOLFEB budget. This new organic law regarding the financials laws and the budget execution has been submitted as Gabon's new “Constitution financière”.Resulting from a long process, the organic law deal with two topics: on one hand, improve public expenditure by updating public management and on another hand, support the transparency by strengthening parliament's role in budgetary matters. The budgetary reform from the organic law is not a simple process and rules modernization. This reform modifies deeply the Gabonese financial right because this inasmuch as this law introduces a new result-oriented program budgeting system and modernized the classics mode of public management. This law helps parliament to follow up public action by defining clear objectives, quantified indicators, accurate and measurables. The new budgetary management frame is focused on results reaching instead of compliant rules and processes. However, many issues have been identified during its implementation, following that, the republic president during the ministery council decided on May 17th 2018 to set up the budgeting system three years after its implementation

Full textThe modernization program of the french administration began in 1989 gives to public institutions, and to the individuals making them work, a managerial and decisionmaking autonomy. In consequence, we can observe a delegation of power and a decentralization which make individuals more responsible. Public administrations, because of their autonomy, must present their strategic development plan and their related objectives. Thus, those insitutions must have a management information system to forecast, control and appraise the operations. The introduction of mangaerial methods inspired by the business world is considered this, however, cannot be undertaken without important adaptations because of the organizational specificity of universities and because of problems related to the use of cost accounting in non-market service sector. We are lead to question the relevance of an organizational study in terms of activity processes as compared to a service or division structure. With such an hypothesis, don't we need to reverse the renovation steps by focusing on new managerial modes used in the universities? Thus, it is to implement one selected managerial mode that forecasting techniques and cost calculation techniques will impose themselves. The activity based budgeting and the activity based costing might be a part of the answer

It consists of the adoption of rules, whose repercussions are more or less serious, aiming at introducing a property into the legal relationship business. Unlike the other legal activities, such as the public service management, it enables owners, but also the State, to define the promotion of goods or the redistribution of wealth. Its common interest purpose differentiates the public properties management from the private properties management. It is the legacy representation of the power of public administration. In addition to a managerial interest, the theoretical contribution of this research lies in the analysis of the dynamics of interactions between technologies, organization and its environment that extends structurational theories. Our study is an 'intervention research'. However, our research may be considered in the continuation of many studies that claim a multi-paradigmatic approach: according to the stages of our research, we rest on the use of qualitative or quantitative data. In order to understand the dynamics of electronic government development, this research demonstrates the relevance of the link between the structurational theories and Weick’s works on the sensemaking in organization. Indeed, this dynamics is equivocal and suggests taking into account the representation systems of the actors to analyze the process of structuration between technologies, organization and its environment. A direct implication of this approach in terms of equivocity is that a stage of fuzzy front end is important in the project management to discuss the leaders’ representations and to enact the future dynamics of electronic government development. Moreover, a multi-projects management becomes necessary because the management of the interdependences between the changes is currently essential to develop electronic government

Full textThe doctrine of management control is derived from experiences led by American private companies. Even if this doctrine has been renewed recently, we must wonder how it can respond to management situations as complex and different of the ones that characterize public institutions, and particularly French public hospitals. Using a grid of reading which provides a scale applicable to management control systems based on the type of organizational teachings that they result in, we study in the thesis the evolution of practices of management control in hospitals. We show that traditional tools of management remained until the 90's very seldom used by managers in hospitals because they are inappropriate to deal with hospital production and the incentive power of financing mechanism remained weak. We study a new tool, the PMIS, the Program of Medicalisation of Information Systems, developed by the government during the 80's for regulation. The PMIS has been used by hospitals to create a new management dynamics focused on a collective learning process, which has sometimes led to the implementation of a management control process that is more focused on strategy than on resource distribution among units

Like other institutions, it is an obligation to account for the emergence of such LOLF, the European Central Bank and the transformation of organizations that are increasingly oriented towards a culture of results, productivity, and therefore performance, these three concepts are seen through the prism of cost control. The use of semi-structured interviews with a population of 36 agents proved appropriate and possible to consider a content analysis designed to measure levels of ownership, if we consider a "good" Ownership is a guarantee of efficiency. However, the examination of the analytical framework of activities emonstrates, firstly a process of appropriation for the least perceived differently according to the different categories of stakeholders interviewed other hand, a difficult measurement across multiple indicators in this research, which appears to interfere with optimal efficiency of the tool. These are the findings of our exploratory study. The theoretical model developed multidimensional allowed us to highlight the main variables that affect the tool life management, the process of appropriation from the existing definition of the strategy to the assessment tool and promoting the creation of permanent sensemaking. Due to the difficult determination of indicators to measure the process, improving the process demands to find solutions on managerial, strategic, communicative and technical level as the many impacts on human resources management are considered at a time when organization experiencing new profound changes

That of a normative and positive theorization of equity whose universalism makes it often inadapted for action; and that of a pragmatic equity, registered in logics of action, subjected to the complexity of local decisions, and often in conflict with the first. It is in these tensions, at the same time in the scattered theoretical frame asking the question, and in current decisions of public managers, that we see the incapacity to implement a true strategy of equity management in public organizations, if these counter-cells are not controlled. Through four case studies, we propose a dynamic theorization of equity, by the comprehension and the control of its trajectories, between its normative and pragmatic, morals and distributive dimensions, between access and use. . . Full textIn the realm on neo-institutional theory, diffusion refers to the spread of institutional principles or practices with little modification through a population of actors (Strang and Meyer, 1993). Early institutional scholars have argued that diffusion based on institutional pressures leads to isomorphic or homogenous outcomes in populations of organizations (Mimichi and Fein, 1999; Scott 2001 for a review). DiMaggio and Powell (1983) have argued that three logics intervene in diffusion : actors adopt because they believe that it is the appropriate or legitimate way to operate; actors adopt because they face much uncertainty, do not know what to do, then imitate what those around thern; and actors adopt because they believe it is in their material interests to do so in order to garner resources from their environment. Competence Management, i. E. Literally the management of competences, can be considered as a new practice, a new rule, andor a new management technology in the field of Hurnan Resource Management, depending on one's theoretical preferences (Scott, 2001 : chapter 4: 71 and following). It has been viewed as a route to better management, and is but one component of the so-called New Public Management (NPM). Starting in the mid-1980s, a reforrn movement to change publiosector management practices, now known as New Public Management (NPM), took roots in many OECD countries (Hood, 1990, 1995). NPM emphasizes economy, eficiency and effectiveness of public services. The focus shifis from policy making to management, especially to generic management skills, and from process accountability to accountability based on results (Osborne and Gaebler, 1992). Public organizations would become more effective if their organizational and managerial processes were inspired by private organizations. Therefore, what public organizations actually imitate are rationalized myths, i. E. Stories constructed by actors of exemplary organizations. Public Management is essentially dialectic, and competing values and paradox affect organizations. We study examines the influence of institutional pressures on Human Resource Practices in public organizations. We develop and test institutional mechanisms that support non-isomorphic change, i. E. Increased institutional variety in HR practices. Specifically, we examine several determinants of variety increase in the competence management of French Large Municipalities : the managerial values of chief human resource executives (CHRE) or chief administrators (Le. Competence management perception), and institutional factors. To account for heterogeneity, we use one dependent variable that measures the degree of adoption (i. E. Intensity) of Competence Management by Municipalities. Empirical results support the view of institutionalization as variety increase

The introduction of a new economic logic in public institutions has resulted in airports adopting new combinations of ownership, governance and operational management around the world. Modernizing airports has mainly consisted in projecting them into the competitive environment, in forcing them to become self-sufficient and in empowering them to handle the pressure of becoming more competitive in a context where air transport demand grows exponentially and continuously. Airport managers now seek to offer user-friendly and efficient infrastructures to airlines and passengers which are also capable of containing current and future traffic flows. The industry’s contemporary stakes compelled airport managers to conceive new business models for these commercialized airports. Full textIn 2013, to manage an health institution is not "a sinecure ". The freedom of making a decision by the managers is limited by the laws, the decrees and the orders imposed and multiple. The new hospitable reform " law of July 21st, 2009 : Hospital Patient Health Territory ", the principles of supervisory agencies and the regulation tools have impacted the organization of health institutions, as : the introduction of the new mutations in the management field, the techniques and the medical practices as well as the expectations and needs of the users. In front of these new requirements, the director has a real autonomy and flexibility within the framework of managing his institution? In this context, the director of the health institution has an essential role : on one hand, he is the addressee of the reforms, which so modified his intervention perimeter and which involved a reflection on its positioning within the institution. On the other hand, he is " the spokesman" and the catalyst to accompany the implementation of these tutelary and regulatory requirements. The implementation of the new processes of hospitable restructuring requires, certainly, a conduct of change. However, the difficulty to setting it up consists, not in a bad application of texts, but rather in the difficulty to adhere and imply the actors. It is from these reports that our study suggests deepening the impact of reforms, of the principles of supervisory agencies and the regulation tools on the managerial practices of a director of institution and so defining what is the strategy to be adopted. Our analysis consists, on one side, in deepening the sanitary organization of health institutions and on the other side, to realize an inventory of fixtures to approach under a pragmatic angle our theoretical study. As such, the blockings concerning the questions of responsibility must be overcome to finally face the real stakes of the hazards integration in the territorial governance. The formulation of a theory concerning the management of Inherently Dangerous Territories has to attempt to answer the following question: how can a public organization maintain an ecosystem in a dangerous territory? By strategies of retreat, somatic adaptations or genetic transformation of the territory, we collectively answer the dangers breaking out in a random, cyclic or permanent way. By observing territories in their historical dimension, but also by focusing our analysis on contemporary public actions in natural hazards management, we wanted to highlight the implications of these various strategic choices. The multiple stakes, tensions and ambiguities impregnating (generated by?) the hazards management on territories incited us to develop a transverse approach allying to the sciences of management the contributions of others rich and profitable disciplines. Full textThe thesis is made of three parts going from the most to the least institutionalised aspects of the reality described. After exposing the context (historical aspects of the stratification of council houses, logics in the public administration of populations, effects of the different crises that the social habitat has been facing for more than ten years), we have tried to analyse the possible singularity of households living out of today's residential norm (the accession to an estate), and also the projects and determinations that contributed to their specific history. These "outsiders" could in fact be divided into three groups along our fieldwork choices and the way our sample was built : the households that are temporary living in council flats, the tenants who can afford to escape the norm, and those of course pointed out as outsiders. The second part deals with the interests at stake in the cleaning of the common properties. This question raises some major problems of the social housing, because the common properties (entrance hall staircase, landing, outside grounds) of such large housing estates are considered as shop window by all the agents involved : tenants, maintenance staff, institution in charge of the estate managment. . . In the urban environment of nantes, the council housing estates where the present research was conducted are so large that they are at least known by sight, as parts of the symbolic geography of the agglomeration. In such a case, the stakes concern the whole city : town council, press, townsfolk, citizens. . . But dirtiness and damage to common properties affect at first the tenants

Full textAnchored in a constructivist attitude, a theoretical foundation of public management and public organizations, this exploratory thesis in management sciences mobilizes the fields of bureaucracy and post-bureaucracy in order to decipher French public policy of exemplarity in sustainable development and to analyze its effects on public organization and public management. The desire to observe exemplary rhetoric and to understand what it can mean for a public organization leads us to question its content: "What is exemplarity for a public organization - networked": Is it a Weber bureaucracy? Is this new public management? Is it an organizational transformation that tends towards an emerging public organization? We will see that, in reality, exemplarity leads to public organizations that do not always fit into a particular paradigm. They exist in the form of "hybrid" systems whose characteristics of the different bureaucratic, post-bureaucratic paradigms overlap and describe a mix between organizational knowledge and fragmented governance that is neither that of Weberian centralization, nor that offocusing on "managerial voluntarism", at the centre of the logic of the post-bureaucratic organizational model" (De Rozario, Pesqueux, 2018)

The first challenge lies in the support of all actors in defining the acceptable level of risk and the implementation and evaluation of public policy on natural and technological hazards. The second issue concerns the involvement of external partners in the implementation of public policy. The third issue concerns the ability of the administrative organization to manage the public to risks. Therefore, the main interest of this thesis was to highlight the evolution of treatment of risk management. This study found the limits of the system : one administrative territorialization necessary but inadequate, a failure of consistency in prevention, insufficient accountability of various actors, an original scheme, but the fragile. . . The vision proposed by this study is based on the clarification and simplification on the legal framework achieved and efforts still to provide. .

Full textThe enhanced movement of globalization poses strong demands on African ports, such as Senegal, in terms of volume and quality of infrastructure, the frequency of dredging and port efficiency. This is readily understandable, as a good policy of port management, is important to ensure the efficiency of maritime transport of a country. The objective is the competitiveness of ports. But, in Senegal for exemple , this target is not always easy to reach, due to the difficult cohabitation between public service and economic development. Indeed, most regulations governing ports management, refers to public service; leading therefore to a public model of management, while, the economic development rather involves private law principles. Moreover, the aforementioned legislations, dating from the aftermath of independence, arise the problem of compatibility between the efficiency of these texts and the country's real needs. Hence the question of the profitability of this method of managment : Senegal is he able to protect its public port, and make it profitable at the same time? (making a comparative analysis with what is observed in the ports of other countries). Or should there be another way of management, which, of course, should take into account the interests of the system?
