Full textThis thesis work deals with micro-decisions (Comiti, Grenier & Margolinas, 1995), namely teachers’ decisions in class in relation to the subject they have to teach. Our aim is to contribute to the development of a TEL (Technology Enhanced Learning) that can guide teachers in their decisions.These decisions are analyzed through a specific field: decimal number system in cycle 2 (Tempier, 2013). For the description of this field we have chosen the Anthropological Theory of Didactics (Chevallard, 1998), more specifically an implementable version: T4TEL (Chaachoua, Ferraton, & Desmoulins, 2013), (Chaachoua & Bessot, 2016).Margolinas’s model about structuring the environment (2004) is used to take into account different learning activities during a teaching session. So, teachers’ micro-decisions are studied in relation to their teaching project, their observations of pupils’ activities, their knowledge of epistemic and didactic history type.Our research method is a didactical engineering whose specificity is to involve teachers in the analysis and design stages. In this engineering we have designed (1) a simulation of counting material “counting rods”: “SimBûchettes” ; (2) a bank of exercises for “SimBûchettes” and (3) an experimental device. This device is composed of, a simulation tool whose fundations are didactic – “Simbûchettes” -, on the pupils’ side, and on the teachers’side a classroom orchestration tool which allow teachers to consult and organize pupils’ activities in real time – Chao Framework’s instantiation (Wang, 2016) for “Simbûchettes”.Via our device we have access to teachers’ actions, and we can know what information has been consulted in pupils’ work. Then we can infer the micro-decisions teachers have made.This device has allowed us to observe teachers’ decisions in a primary class (CE1, 7 years-olds) during one school year and refine our teachers’ micro-decisions model

Full textThis thesis contributes to the advancement of knowledge in the area of program evaluation by presenting a new strategy for the development of outcome indicators. A research hypothesis was formulated following a literature review on program evaluation and some of the shortcomings observed in practice, a research hypothesis regarding the method used by the expert groups involved in the evaluation, as well as a lack of support and collaboration between these groups to "make sense" of all the information needed for this exercise was uncovered. Firstly, a relevant, feasible and effective strategy for identifying outcome indicators was developed in order to support the work of the evaluator and, secondly, to promote the use of the evaluation results in decision-making for program managers. The proposed strategy, which hopes to be an innovative and iterative process, is contingent on a specific procedure of implementation based on accompaniment and four important stages : 1 st stage : use the detailed logical model of the program in order to document the program, the context of its implementation and to communicate; 2 nd stage : consult the stakeholders concerned with the program to design a list of potential indicators which will serve to appraise the program; 3 rd stage : identify and classify the indicators according to the components of the relevant program and 4 th stage : appraise the retained indicators according to the characteristics of relevance, feasibility and weight accorded to by the stakeholders concerned with the program. To carry out this research, a program to be evaluated, as well as a practice environment were chosen to experiment the strategy of identifying program results. From a total of 39 participants, 27 experimented the strategy and 12 validated the outcome indicators that were identified by the experimental group. The main results from the experiment show that the devised strategy is relevant, feasible, and reliable to indentify indicators of program results which are relevant, feasible and important to the stakeholders concerned by the FLUPPY program. 45 outcome indicators have been identified by the actors involved in the Fluppy program, a social skills development program for kindergardeners in schools with a high poverty index. All these indicators had an average score varying between 3.43 and 4.86 for relevance, between 2.57 and 4.5 for feasibility and between 3.29 and 4.64 regarding the importance given by the actors. The discussion also served to further analyze the results and to highlight improvements needed to establish the five elements implemented during the development of the strategy.

Full textThe interventionism forms two phenomenas in modern state, the penetration of political class by bureaucratic class and vice versa. These phenomenas are major factors of the sclerosis of the democratic ideology and the rule of law of the legal state. As a result, the role of the parliamentary institution is unfunctioned. Besides, the appropriate relationship between the government and the people which is considered as the fundamental concept of the liberal democracy is devaluated. To endure the democratic ideology is to have the administrative decision-making be implemented. According to French doctrines, the democratization in the prepatory step of administrative procedure accomplish the democratic ideology much more than those two in territorial and public service decentralization. This research proposes the concept that the democratization of administrative procedure can be reached by practicing two principles consisting of the transparent administration and the contradiction in administrative procedure. Regarding to the principle of the transparent administration, it covers the publicity, right to access the law and a administrative information, and right to know the motivation of the administrative acts. As for the principle of the contradiction in the administrative procedure, it applies to techniques of consultation of citizen before regulatory decision-making. It also includes the rights of defense in individual decision-making

Full textThe institutional system of urban planing in greece is underlined by two phenomena. The first one is an intense segmentation of the administrative actors interfering in the urban planing and a fragmentation of urban decision, both geographical and sectorial. However, and thisis the first paradox of the system, this excessive segmentation takes place in a strongly centralised administrative context. The second one, is a major intervention of social actors in the urban decision making process. Nevertheless, and this is the second paradox of the system, this intervention has, principaly, the character of an informal participation in urban decision whereas the official procedures of consultation and "concertation" remain auxiliary. Although these phenomena give evidence of the contradictions which are actually spanning the greek institutional system of urban planing, they express, at the same time, the capacity of the systel to establish a complex and delicate unity between its different elements as well as a unique capacity ofthe institutions to adapt to the pressures and demands of their environnement
