Abstract:
This thesis will cover Allastudier.se, a system for administration of educations in Sweden. The system is used at the news agency Metro, as one of its services, and is in need of improvement. Allastudier.se aims to gather all educations in Sweden on one site. A problem that the site faces is keeping the information of the educations up-to-date. In the current system Allastudier.se imports information about the educations from Skolverkets (the authority responsible for educations in Sweden) database. Educations that are not handled by Skolverket needs to be manually updated by the system administrators. In this thesis, a more efficient way of administrating education information is discovered, implemented and discussed. The new system allows customers to Allastudier.se to directly administer information about their educations through an appropriate web service. This system increases the effectiveness of the service Allastudier.se and improves the capabilities of keeping information up-to-date. The development of the system is done through an advanced development environment at Metro. The work method, the frameworks and development tools used are explained and discussed along with challenges encountered and what future work remains for the system. The outcome of the project is a potent: web based content management system, which allows for customers to Allastudier.se to administer the information about their educations directly.
Denna avhandling utreder Allastudier.se, ett system som administrerar utbildningar i Sverige. Systemet är en av tjänsterna som förmedlas av nyhetsbyrån Metro, och är i behov av förbättring. Allastudier.se ämnar samla alla Sveriges utbildningar på en plats. Ett problem som sidan möter är att hålla utbildningsinformationen uppdaterad. Allastudier.se importerar för nuvarande systemets utbildningsinformation från Skolverkets (den myndighet som är ansvarig för utbildningar i Sverige) databas. Utbildningar som inte administreras av Skolverket måste uppdateras av systemadministratörer. The aim of the study is to emphasize the status of neighborhood administration in the Turkish Administrative System in terms of future possibilities and impasses. For this reason, a case study was conducted in Ankara within the boundaries of Ç
ankaya district to enlighten the place of neighborhood administration system in the Turkish Administrative System. Questionnaires for the headmen and the residents were stated to find out the opinion, thoughts and proposals of both the headmen and citizens for reorganizing the neighborhood administration. According to the results of the study, headmen of the neighborhoods stated the importance of the neighborhood administration in the administration system and importance for the residents. On the other hand, the answers of the residents indicate that their knowledge on these administrative units is very limited. As a result, it may be concluded that reorganizing neighborhood system is essential because of this undefined or limited definitions and implementations of the neighborhood administration system in Turkey.

The ability to reach a wider public using the Internet has brought the world a wide varietyof online retailers offering their customers to purchase almost anything from the comfortof their home. With this increase in online retailing, a need for automation has been developedby the users. To be able to decrease the administrative tasks to a bare minimum allowsretailers to focus on their core business instead. With this new request for automation, businesssystems are becoming more and more popular and to be able to integrate the web sitewith a business system results in lower administrative workload. A variety of systems arealready available for the public to use for integrating a web shop to a number of differentbusiness systems. These systems are however often restrictive and will provide a frameworkfor developing the web shop themselves. One web content management system that lacksthis kind of support is SiteVision. On behalf of Soleil IT, a Proof of Concept was developedto investigate the feasibility of integrating a web shop developed in SiteVision, with a businesssystem for automation of administrative tasks. The implementation included featuressuch as retrieving products from the business system and displaying them on the web site,and the ability to purchase a set of products which should generate an order in the businesssystem. RESTful web services was used to transmit data between the business system andthe web shop. This project resulted in a successful integration of the business system VismaAdministration and a web shop developed in SiteVision. The project showed the feasibilityof performing such an integration and also exposed any restrictions that the setup may have.

Abstract:

NinetechGruppen AB is an IT service providing company with about 30 employees, primarily based in Karlstad, Sweden. The company began to have problems with their DNS administration because the number of administrated domains had grown too large. A single employee was responsible for all the administration, and text editors were used for modifying the DNS configuration files directly on the name servers. This was an error prone process which also easily led to inconsistencies between the documentation and the real world.

NinetechGruppen AB decided to solve the administrative problems by incorporating a DNS administration system, either by using an existing product or by developing a new sys-tem internally. This thesis describes the process of simplifying the DNS administration procedures of NinetechGruppen AB.

Initially, an investigation was conducted where existing DNS administration tools were sought for, and evaluated against the requirements the company had on the new system.

The system was going to have a web administration interface, which was to be developed in ASP.NET 2.0 with C# as programming language. The administration interface had to run on Windows, use SQL Server 2005 as backend database server, and base access control on Active Directory. Further, the system had to be able of integrating customer handling with the domain administration, and any changes to the system information had to follow the Informa-tion Technology Infrastructure Library change management process.

The name servers were running the popular name server software BIND and ran on two different Linux distributions – Red Hat Linux 9 and SUSE Linux 10.0.

The investigation concluded that no existing system satisfied the requirements; hence a new system was to be developed, streamlined for the use at NinetechGruppen AB. A requirement specification and a functional description was created and used as the basis for the development. The finalized system satisfies all necessary requirements to some extent, and most of them are fully satisfied.

Abstract:
The Computer On-Line Police System (COPS) is a vehicle registration and ticket management system used at the Naval Postgraduate School (NPS) security Department, which was designed by the Naval Computer and Telecommunications Station, San Diego, in 1991. COPS is an inadequate information system (IS) possessing the following weaknesses: severely limited query capabilities, outdated system hardware, software design errors, fimetionality gaps, antiquated graphical user interfaces (GUI), and no computerized data archiving capability. This thesis will try to alleviate these deficiencies. Using the System Development Methodology (SDM), the authors hope to provide NPS, and potentially other Department of Defense (DoD) security forces, with a significantly improved vehicle registration database system. A baseline Assessment of COPS verified that a new IS was necessary. A new IS, called the Law Enforcement and Vehicle Registration Administration System (LEVRAS), was designed, programmed, and developed. The fully operational LEVRAS met all of the requirement specifications, and replaced COPS after a parallel conversion was conducted. Users were trained, and the NPS Security Department accepted the new database system for its daily operations. Fully supporting the LEVRAS lifecycle, maintenance will be performed by the NPS Management Information System (MIS) Department.

The modern day tourists do not want to deal with the hassle of using a large number of travel guides and paper maps while travelling. They would prefer to be able to access required information via their mobile phones or Personal Digital Assistants (PDAs). We realise that the delivered information may be originally available in numerous information formats. To support the administrator of the tourist guides the programme is required to help sorting information from these different sources and to help inserting them into a system. Our goal with this project is to develop a software support for processing information import via a graphical user interface, to support the administrator in identifying and extracting the appropriate sight information from various resources. The interface also helps in transferring and storing the structured and unstructured data into the TIP database.

The main purpose of this project is to develop new functionalities for the Solicitation Management System (SMS) to support the Office of Technology Transfer and Commercialization (OTTC), California State University San Bernardino (CSUSB) and the Center for the Commercialization of Advanced Technology (CCAT), San Diego State University (SDSU) for the 2008 solicitation, which opened on 28 Jan 2008. SMS is a system built to facilitate the processing of grant proposal solicitations. The SMS was first built in 2004 and was primarily used by the OTTC, CSUSB for its solicitation activities. The new version of the SMS is more user friendly, so that it is easier for users to use and comprehend. The purpose of this software is to aid the processing of a solicitation for organizations that conduct solicitations for grant proposals.

There are numerous frameworks for abstracting an enterprise complex system into a model for purposes of analysis and design. Examples of such frameworks include the Complex Large-scale Interconnected Open Social-technical System (CLIOS) process for handling enterprise system architecture, the Enterprise Architecture eight views (EA) for diagnosing and improving overall enterprise performance, and the Enterprise Strategic Analysis for Transformation (ESAT). In addition to helping identify and manage complexity, emergent behavior and the requirements of many stakeholders, all of these frameworks help identify enterprise-wide processes, bringing value-added flow between enterprises and their stakeholders. This thesis evaluates the applicability of integrating these frameworks into a hybrid process in ongoing programs and to determine if a standard process can be generated through an integrative, interdisciplinary approach using the above models and frameworks. Enterprise Architecture eight views framework as developed at MIT is designed to create enterprise-level transformations in large, complex socio-technical enterprises. In the past 15 years of research at LAI, these enterprise developments have been applied and validated in the government and in other industries including aerospace, transportation, healthcare case, defense acquisition and logistics. The CLIOS process, also developed at MIT, is designed to work with Complex, Largescale, Integrated, Open, Socio-technical systems, creating strategies for stakeholders to reach goals through enterprise development. This process has been used heavily in transportation systems, energy distribution, and regional strategic transportation planning. This thesis will apply both of these frameworks to the case of Veterans Affairs health care enterprise to evaluate its effectiveness. Based on insights from self-assessments and the organization's strategy, a transformation plan will be generated for the Veterans Affairs organization's current state and preferred future state. These outcomes will help to identify the strengths of the merged methodology.

Maritime data communications are expensive and of limited capacity. Currently there is no established infrastructure to support Internet connectivity for sea-going vessels. The SeaNet program is investigating maritime networking solutions. One aspect of the SeaNet program is promoting remote network management. Remote network management will provide the maritime research community with a flexible and cost-effective tool for monitoring sea based assets. The objective of this thesis is to investigate remote network management over a satellite connection in support of the SeaNet programs goals. To research the potential for remote network management, the Naval Postgraduate School has developed its own SeaNet laboratory. This laboratory simulates both the shipboard and shore-based infrastructure of the SeaNet program and conducts remote network management on these components. This thesis discusses the SeaNet program, network management concepts, the NPS SeaNet laboratory, research findings and recommendations for fliture research. Remote Network Management of the SeaNet Control Node system is possible, however, continued research in this area is needed

This dissertation is an examination of the Irish revenue system in the reign of William III, concentrating on the extent to which the period witnessed the development of a modem, professional system, and the forces that shaped that change. The work is divided into an introduction, nine chapters, a conclusion, and five appendices. Chapter one focuses on the establishment of a Williamite revenue administration during the Irish war, 1689-91, and the extent to which that administration maintained or altered the existing Jacobite administration. Chapter two details the different revenue branches in Ireland, their origins and legislative foundations, and the comparisons with the English revenue branches. Chapter three examines revenue yield and expenditure, and the extent to which the increased costs of government in the aftermath of the war necessitated an expansion of the revenue sources. Chapter four provides an assessment of the role of the English government in the Irish revenue establishment. Chapter five profiles the personnel of the revenue commission, while chapter six examines the role of the commissioners. Chapter seven focuses on the function and personnel of the commissioners' country-wide collection service, while chapter eight looks at the diminishing role of the antiquated exchequer. Chapter nine details the developments within Irish politics and parliament in relation to the revenue, and examines how the government's increased need for money caused the advent of regular parliaments, and allowed for greater parliamentary scrutiny of the government's expenditure. The five appendices provide statistical information in support of these chapters, covering the yield of all revenue branches, expenditure, petition lists, office-holders in the exchequer, the revenue conmiission, the ancient customs offices, and the collection service, money issues from the English treasury to the Irish receiverand paymaster-general, and a list of revenue officials sitting as M.P.s in the Irish parliament.

The Veterans Health Administration of the United States Department of Veteran Affairs has been reported to have a large backlog of patients waiting for healthcare services. The root cause of the issue has been pinpointed to flaws in the VHA's Healthcare Eligibility Center process and software systems. But moreover, the issues within the VHA stem from a lack of management oversight and lack of ownership of the products and services. It is suggested in the following document that the VHA apply Systems Engineering and Lean Healthcare initiatives in order to: baseline the current process and system, generate new process and system requirements aimed at meeting patient's expectations, and use Measures of Effectiveness to validate that the positive impact of the changes. The goal of this report is to provide solutions for the VHA fix the patient enrollment process and software systems. The VHA already has a group of Systems Engineers (called the Veterans Administration - Center for Applied Systems Engineering) that is currently working to promote Systems and ·Lean Engineering within the VHA, however they are focusing on general training as opposed to fixing the immediate issue presented in this report.

Abstract:

The nasal administration of drugs offers advantages over administration by intravenous injection. Drugs can be rapidly absorbed through the nasal mucosa, resulting in a rapid onset of action, and also avoiding degradation in the gastrointestinal tract and first-pass metabolism in the liver. The olfactory receptor cells, which are in direct contact with both the environment and the central nervous system (CNS), are potential routes for drugs into the CNS. The olfactory pathway thus circumvents the blood brain barrier (BBB) which prevents many systemically administered drugs from entering the brain.

The studies used compounds active in the CNS and the experiments were performed in rodents. The nasal bioavailability of (S)-UH-301, NXX-066 and [3H]-dopamine was investigated in a rat model; uptake into the cerebrospinal fluid (CSF) was compared after nasal and intravenous administration. The concentrations of S-UH-301 and NXX-066 in plasma and CSF were measured with high performance liquid chromatography. The possible transfer of dopamine and neurotensin along the olfactory pathway after nasal administration to mice was studied using brain tissue sampling and autoradiography. The radioactivity content in blood, CSF and dissected brain tissue samples after administration of [3H]-dopamine and [3H]-neurotensin was assessed using liquid scintillation, and thin layer chromatography (TLC) was used to investigate the metabolic fate of [3H]-dopamine.

The results of this thesis suggest that nasal administration of CNS-active compounds with low oral bioavailability is an interesting and workable alternative to intravenous injection. The small lipophilic compounds (S)-UH-301 and NXX-066 were rapidly and completely absorbed after nasal administration, although hard evidence of direct transfer from the nose remains elusive. Radioactivity measurements in the olfactory bulb following nasal administration of

[3H]-dopamine and [3H]-neurotensin indicate that transfer occurred. The TLC results showed the presence of unchanged dopamine in the olfactory bulb but it is less clear from initial results with neurotensin, which radioactive products of this molecule reached the olfactory bulb, and further studies are required.

This thesis utilizes ideas taken from different Systems Engineering modeling tools to model the hiring process for the U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA). This model is a guide for understanding the current state of the process and shows that inadequate Position Descriptions (PD) are not the primary reason why the VA cannot meet the 80 day window set forth by U.S. Office of Personnel Management (OPM). Additionally, the model can assist in identifying potential areas for reducing the overall process timeline and be used as a training tool to illustrate how the hiring process progresses. Existing models only show major steps in the process which can mask sources of delay, communication issues, and confusion. The developed model delves deeper into those major steps, showing individual sub-steps, accountability, timelines, and data flows. Data for the model was obtained by direct observations, interviews, analysis from data collected by the VHA, and documents released by the VA and OPM. When fully developed, the model allowed for the conduction of case studies on three different positions within VHA; these case studies illustrate that the inability to meet the hiring process timeline is only partially due to issues with the PD and that other factors (namely internal reviews and classification delays) have a significantly greater effect in the resulting timeline. The model itself and recommendations provided, such as establishing priorities, targeting specific areas of time delays, improving communication, and generating and providing access to knowledge can help the VHA to achieve a streamlined and compressed timeline.

Syftet med detta arbete har varit att utforma enlaborationsinstruktion som förmedlar teori och kunskap omframförallt Kerberos, ett autentiseringssystem, och LDAP, enkatalogsystem. Arbetet försökte även bena ut vilka LDAPservrarsom är de vanligast förekommande bland företag ochorganisationer. Rapporten börjar med att behandla den teorisom krävs för att kunna implementera ett system somautentiserar användare via Kerberos och som tillhandahålleranvändarinformation via LDAP samt hur dessa kan kopplastill olika tjänster.Med hjälp av teorin implementerades ett system i virtuellmiljö med Ubuntu och utifrån denna implementation samtteorin utformades en laborationsinstruktion kring ämnet. Enenkät kring vilken LDAP-server som används på detillfrågades företag skapades och skickades ut tillslumpmässigt utvalda företag och visade att alla de tillfrågadeanvände sig av Microsofts Active Directory. Den visade ävenatt en tredjedel av de tillfrågade använde sig av Open Sourcevarianterav LDAP som just detta arbete fokuserar på.Slutligen konstateras att LDAP är den huvudsakligafokuspunkten för teorin och att om studenterna får grepp omLDAPs utformning och struktur faller många av de övrigabitarna på plats och underlättar förståelsen när de senareimplementerar systemet i praktiken.
The aim of this work has been to design a laboratoryassignment that conveys the theory and knowledge ofparticularly Kerberos, an authentication system, and LDAP,a directory system. The work also tried to sort out whichLDAP servers that are the most common among businessesand organizations. This work begins with treating the theoryrequired to implement a system that authenticates the uservia Kerberos and provides user information via LDAP andhow these can be linked to different services. With thisknowledge I implemented a system in a virtual environmentwith Ubuntu and based on this implementation as well astheory, designed a laboratory assigment on the subject. Aquestionnaire on which LDAP servers that are used by thequestioned companies were created and sent out torandomly selected companies and showed that allrespondents used Microsoft Active Directory. It also showedthat one third of respondents used the Open Source versionsof LDAP that this report focuses on. Finally the the reportconcludes that LDAP is the main focal point of the theory,and that if the students get a grip on LDAPs layout andstructure many of the other pieces will fall in place andfacilitate understanding when they later implement thesystem in practice.

Abstract:
The main aim of this research is to holistically analyse the content and critically assess the development of EU’s ‘Common European Asylum System’ (CEAS). It is pursued in three consecutive steps. The research first offers a deeper understanding of the CEAS, a notion that despite its centrality to EU’s asylum policy lacks a precise definition. This gap forms the natural starting point of this study. The study advances its own substantial understanding, which includes the modes of implementation of the policy. Hence, it retraces the main modes of implementation in the initial policy design. As a second step, the research focuses on a principle that should be central to the design and implementation of this policy, the principle of solidarity and fair sharing of responsibility. It argues that this principle unsettles the initial administration paradigms. The third step is to analyse an element that has not been explored so far by legal literature, namely the administrative governance of CEAS, as it pertains to its implementation. On this basis it examines the institutionalisation of practical co-operation, people-sharing arrangements and EU funding. It is a study of the European administration in action in the area of asylum. I critically assess the adaptations made to the policy design since its inception, including those catapulted by the so-called refugee crisis. On this basis, the research proposes potential avenues for the future development of the asylum policy.

Abstract:

The purpose of this study is to explore teacher and administrator perceptions of the effectiveness of the feedback portion of the new Danielson-based teacher evaluation system in terms of improving teachers' instructional practices. This mixed methods study involved collecting qualitative data by interviewing teachers and principals in the Triad Community Unit School District #2 in Troy, IL. It also involved quantitative data by gathering teacher perceptions of the new evaluation process through the use of an online survey. The results of this study conclude: (a) the manner by which observation feedback is given from principals to teachers is perceived as different and better in the new evaluation system as compared to prior methods experienced by the teachers (b) teachers and principals perceived the Danielson evaluation process to be formative but had some concerns about the process (c) principals and teachers reference an increase in student-centered activities that involve higher order thinking (d) feedback involved face-to-face, two-way conversations about teaching between principals and teachers (e) teachers and administrators are aware that evidence following an observation has implications for summative ratings (f) the administrative time needed to implement the new evaluation system is immense (g) principals and teachers have training concerns during the implementation of the new evaluation process. Based on the quantitative data, teachers indicated that receiving both written and face-to-face feedback following an observation propelled them to reflect on their teaching. In general, the results also point to teachers favoring face-to-face feedback as compared to the written feedback from principals following an observation. Implications of this research demonstrate the interaction of principals with teachers following an observation is critical for teachers to find value with the feedback they receive.

Portanto,não basta ter a preocupação somente com a qualidade do produto ou serviço, é preciso considerar também a qualidade ambiental. Diante da responsabilidade das empresas em manter uma postura de convívio mais harmonioso entre os seus processos e o meio ambiente, as normas ambientais (destacando os regulamentos para o Sistema de Gestão Ambiental) são, entre as tecnologias disponíveis, as que proporcionam os melhores resultados para as organizações assumirem suas obrigações diante das questões ambientais. Este trabalho é fruto de uma pesquisa teórica e da análise da experiência de uma empresa do ramo siderúrgico, a Companhia Siderúrgica de Tubarão (CST). Dentre seus resultados, encontra-se a comprovação da importância da implantação e manutenção de um Sistema de Gestão Ambiental (SGA) e a constatação deste como uma inovação tecnológica gerencial.
The effects resulting from the action over the environment confirm that the way in which the economical increase is projected will cause the worst result, concerning to environmental matters, which is a chaotic as state. Therefore it is not eno ugh to be worried about the quality of the product or the service, it is necessary to consider the environmental quality as well. Considering the responsibility of the companies in keeping a harmonius conviviality between their processes and the enviro nment, the environmental standards (particularly the Environmental Administration System rules) are the technologies that provide the best results in order to get those organizations able to undertake their obligations to the environmental matters. This dissertation is the outcome of a the oretical research as well as an empirical analysis of a company in the metallurgy - Steel Metallurgy Company in Tubarão (CST). On of its results is the confirmation of the importance of the implantation and maintenance of an Environmental Administration System (SGA) and its corroboration as managing technological innovation.

The contracting company is in the desire of an autonomous system that can do tedious administrative work that is today done manually. They would like to autonomically notify customers about incoming alarms from the customers’ real estates’ Data Under Centrals and to notify about bookings, in which a complete booking system has to be created, together with a file system analyzer that notifies about new files in the customers’ project folders. A notification system was made that was easily deployable and ready to use. The system had to be completely configurable for the contracting company to use it to its full potential. The notification system was to send notifications when a new alarm had entered the database, a booking had to be reminded of, a rebooking was made or a file had been added to the file system in a designated project folder. The contracting company had a web portal that was further developed in ASP.net in which a booking calendar and booking viewer page was added together with a form creation and management system. A demo buttons page was also added for generating demo notifications for the company to show it’s customers how the system responds to certain events. The employees at GATE IBS feel confident that this system will help them in their working environment to further strengthen their position as an industry leading business in control- and monitoring technology.

The objective of this research is to develop a formal semantic model, theoretical framework and methodology to facilitate interoperability among distributed and heterogeneous geographic database systems (GDSs). The primary research question is how to identify and resolve various data- and schematic-level conflicts among such information sources. Set theory is used to formalize the semantic model, which supports explicit modeling of the complex nature of geographic data objects. The semantic model is used as a canonical model for conceptual schema design and integration. The intension (including structure, integrity rules and meta-properties) of the database schema is captured in the semantic model. A comprehensive framework classifying various semantic conflicts is proposed. This framework is then used as a basis for automating the detection and resolution of semantic conflicts among heterogeneous databases. A methodology for conflict detection and resolution is proposed to develop interoperable system environment. The methodology is based on the concept of a "mediator." Several types of semantic mediators are defined and developed to achieve interoperability. An ontology is developed to capture various semantic conflicts. The metadata and ontology are stored in a common repository and manipulated by description logic-based operators. A query processing technique is developed to provide uniform and integrated access to the multiple heterogeneous databases. Logic is employed to formalize our methodology, which provides a unified view of the underlying representational and reasoning formalism for the semantic mediation process. A usable prototype system is implemented to provide proof of the concept underlying this work. The system has been integrated with the Internet and can be accessed through any Java-enabled web browser. Finally, the usefulness of our methodology and the system is evaluated using three different cases that represent different application domains. Various heterogeneous geospatial datasets and non-geographic datasets are used during the evaluation phase. The results of the evaluation suggest that correct identification and construction of both schema and ontology-schema mapping knowledge play very important roles in achieving interoperability at the both data and schema levels. The research adopts a multi-methodological approach that incorporates set theory, logic, prototyping, and case study.

Abstract:
The purpose of this study was to examine the merger of the school systems of the City of South Norfolk and Norfolk County in the State of Virginia. The merger of these two geographical entitites was consummated on January 1, 1963. Norfolk County was formed in 1636 by the Virginia General Assembly. The cities of Norfolk, Portsmouth, and South Norfolk were carved from this county. A series of annexations by these cities between 1940 and 1960 cost Norfolk County thirty-three square miles of territory, 110,000 residents, and {dollar}1,881,000 in revenue.;In order to protect its viability, Norfolk County voted to merge with the small City of South Norfolk. The City of Chesapeake was formed. Since schools were a major issue during the pre-merger campaign, this study examined the merger of the two school systems with primary emphasis on the control of power and the distribution of resources for facilities in the newly formed city.;The research data included primary and secondary sources in the areas of documents, newspapers, oral history, quantitative records, historical texts, and relics. A number of major figures in the school system of that period were available for personal interviews.;The hypothesis that resources for facilities were distributed equitably to the former South Norfolk and Norfolk County areas was accepted. Equitable did not mean equal since South Norfolk schools were in much greater physical need at the time of the 1963 merger. Therefore, the new Chesapeake School Board provided a larger share of the 1963 bond revenues and other fiscal resources to the former South Norfolk schools.;The hypothesis that the power in the newly merged Chesapeake School System was unevenly controlled by former Norfolk County leaders and residents was accepted. While it is fair to conclude from a review of School Board minutes, newspapers, periodicals, and interviews that former Norfolk County leaders and residents controlled decisionmaking through the Chesapeake School Board and major central office leadership roles, there was no indication that this power was used unjustly. Research into sources of the period and extensive interviews indicated that the leaders genuinely wanted the best for the new school system.;The issues of power and distribution of resources examined in this dissertation must be considered in any merger of school systems. Research into other school system mergers would advance this study.

Abstract This research attempts to analyze the possibility that government administrations is able to increase the administrative efficiency, decrease cost and enhance the interactive relationships government administrations and congress by means of the administration congressional electronic system established by information technology, in the congressional communication administrative mechanism for realizing the benefits of the administration congressional electronic system in the congressional communication administration mechanism in order to be the references of the congression communication administration mechanism operations. Further, this research is a qualitative research to understand the congressional satisfaction of new government administrative management in order to present the value of the congression administration electronic system in congressional mechanism and how to utilize this system in the professional works of the congressional communication in order to analyze the current circumstance, dilemma and challenges. The results discover that the system is positively able to improve the efficiency of the congressional communication administrative mechanism because this system can speed up the analyses of the more correct information that strengthen the interactive and trust interplays and reduce the misunderstanding between government administrations and congress. Hence, “the administration congressional electronic system” not only directly reinforces the service quality of the congressional communicators of government administrations but also indirectly promote the satisfaction of each congressional member. However, it is important that the complex administrative processes of the government administrations can result in the decrement of response speed of this system in order not to provide the comprehensively complete information.

Quality management is highly expected by domestic companies in the past ten years. ISO certification is pursued by public sectors and contractors, because ISO certificate is a symbol for good services and products. However, due to instant and not-well-understood process, the records are not comprehended and simplified, and are mostly finished in one or two weeks before the regular ISO audit every half year. The benefit from quality management is not obvious, and on the contrary, ISO requirements are thought as obstacles.   The reasons for the failure in implementing ISO quality management system were discussed by many studies, such as complicated system, resistance to change by employees, unclear authority, no connection with performance and communication barrier between departments. Due to these problems, ISO 9000:2000 had been simplified to cover only four main clauses, including management responsibility, resource management, product realization, as well as measurement, analysis and improvement. Their standards emphasize the process approach as well as the broad customer satisfaction.   This research, based on ISO 9000:2000, investigates the processes, procedures and standards of public work administration to analyze the gap between the theory and reality. It also takes one public work bureau as case study in four perspectives: effectiveness of process standards, human resource, customer satisfaction and performance measurement. The research first understands the relevance among the organization, working process, procedures, documents and records; finds out the relationships between work loading and human resource, and customers and suppliers; and analyzes what are insufficient or done repeatedly. Finally, we will make some suggestions based on the findings.   One barrier in the beginning of implementing ISO is the resistance to change from employees. This study develops a quantitative model to measure the supply and request of manpower. Supply meeting the request will be beneficial to the overall performance.   Quality management should not be perfunctory or just follow the manufacture industry practice. Instead, it should be considered from the organization and work process, and the operation and practice be completely understood. ISO is not only quality management but also total management. This study especially examines the operation and practice of the public work administration. The requirements of ISO 9000:2000 are better understood and the findings can be references for the owners and contractors in the construction industry.

In recent years, the network has already become a part of people's usual life. Many schools have already begun to teach network courses, including webpage designs, database management and server installation, etc. While teaching the course of basic network, only some cables, several Hubs or Switches are required. Network wiring and configuration in the course of Network management are very complicated, it needing a lot of equipment. Such equipment cost is very high; the schools cannot supply enough experimental facilities for students generally. Most students cannot obtain enough exercise because the experiment is not only very difficult to finish in short time, but also a few students can practice these experiments within class time. So, the most of schools have difficulties to teach those advanced courses of network management. Some software development manufacturers have designed the network simulator, therefore, users can practice setting up the network without practical network equipment. Under that kind of simulator, users can build and construct a virtual network structure in the computer, set up the topology of the network, configure the network equipment according to the user's idea, and can connect network equipment using graphic interface. The simulation software can also imitate OS of the network equipment, let users set up the network equipment, test the whole network topology, and check whether the network structure designed is correct. For these reasons, this treatise design an architecture of linking network experimental device and a special-purpose server, use the network experimental device of CCNA authentication of CISCO Company, and link those experiment equipment of the network to the internet. This server offers the interface of HTML, let student can book his/her experiment time and login the server for exercise experiment from the remote place in scheduled time slot. In additional, the functions of teacher's management are also implemented in this system. The platform let student practice the experiment at any time, increase the learning efficiency of the construct network course greatly. The teacher can review students' experiment achievement through the records in the server. Because disperse the time of student's experiment, increase the rate of utilization of the network equipment, the laboratory does not need to prepare a lot sets of experimental facilities. Therefore, the equipment cost is dropped.

A systematically digitized archive management of the building licenses helps to improve the administrative processes and eliminate the time consumption while applying for the relevant documents. According to a survey, the borrowing, returning or filing methods of building licenses is still manual driven in most cities up to now, where often lead to a poor administrative performance due to the difficulties of locating certain documents. Yet, effective with the implementation of the law of the Archives Act, our government management system would move onto systematization and standardization. As for massive handling, government relies on an electrical processing system. But in terms of a general file managing system, it has proved itself deficient in revealing the structure-related documentation, but locating of a single file only. In view of this, this study refers to the existing documents and the analysis of construction management data. It is found that the linkage of the building license and the operating permit may help to reveal all related documents within the life circle of a building. Take a building license issued by Keelung city as an example, to expand the license file management system module with focusing in current construction management systems. Through the interviews of file manager and end user, to find out problematic cruxes so as to re-design the managing system, improve and enhance the file managing performance. In addition, using the technology of the construction management system to make all documentation digitalized, consolidating all approved permits and licenses that may be found in the life circle of a building. A full scale and sharable database is built for easy access or query in real time and mobile concept, by which the goal of the construction file managing and manipulation as well as full automation can be achieved.

Following the enforcement of NII(National Information Infrastructure)and the diversity of Internet, how to break the restrictions of time and space on traditional teaching becomes an essential issue. By using Distance Learning, learners become active instead of being passive like in traditional classrooms, learning could be synchronously or asynchronously, and there will be no space limit. In addition, due to the broad scope of learning, what learners contact is not merely knowledge. From cooperation and concept exchange of students from different places, learning could become abundant, practical and diverse. The Distance Learning at present, however, depends on fixed spot, high cost hardware such as Video Conference System and High-speed Broadband Network, it is difficult to be popularized. Therefore, “Multimedia Distance Learning System” with the integration of Multimedia interface such as texts, graphs, voice and images, simple operation, low cost and high efficiency tries to accomplish the goal of teaching in accordance with one’s aptitude, balancing the quality of urban and rural education and lifetime learning through WWW. The research paper is about「the Manage System of Distance Learning」, the subsystem of 「Multimedia Distance Learning System」, which includes identification management and users data management to help control the authority limits of learners in Authoring system, LOD system and Electronic whiteboard. By using group, this system could identify each user clearly and then offer specialized pages. Therefore, this Multimedia Distance Learning System could control learners’ entry, frequency, change, progress, authority limit, the safeguard of legitimate users’ data and more to provide users, teachers and system safeguards an excellent, high efficiency and low cost Distance Learning environment.

The schools can reduce purchase school administration system repeat, and avoid software vendors because fewer funds and discretion, reduce software quality and derived information security issues. This paper aims to develop a high school administration system. The development process in line with information security management system certification and cloud IT systems management.
