Abstract:
It is impossible in the administration systems, to find out a fully centralized or decentralized system; there is a form of distribution of powers to the lower administration units. This is true for the Kurdistan Region as well, where the Region consists units such as governorates, districts, and sub-districts. However, the administration system in the Kurdistan Region is characterized by contradiction. There is a set of laws and decisions to approve the decentralized system, whereas these decisions are not implemented properly. Due to political conflicts, especially after the internal war (1994-1998), which resulted in two administrations unites, one in Erbil and the another in Sulaymaniyah, and ended with the establishment of a unified government in 2006, but the political, economic, and cultural effects of the internal war prevented the unity and the objectives of unification between the two mentioned administrations; affecting any reform steps toward establishing a good governance and decentralized system.

Abstract:
Decentralization reforms cause social challenges and shape a new configuration, conditions and behavioral etiquette for business entities in the fiscal environment of local communities in Ukraine. Destinations with significant tourism potential can form a powerful budgetary resource through local taxes, including tourist tax. The study aims to develop a tourist tax administration system in the context of drawing up local budgets and fiscal targets of hospitality businesses. The dynamics of tourist tax revenues to local budgets was traced, which shows a rapid growth in the pre-pandemic period by 47.1% and a slight decrease in 2020. The forecast indicators for the tourist tax growth are determined: by the end of 2022, it is 73.4% compared to 2019. The likelihood of achieving such results is justified by the increase in domestic tourist flows and the possibilities of increasing the efficiency of the tourist tax administration system. Most united territorial communities (UTC) have problems with formalizing the management process, lack of strategic vision, partial or complete lack of information on budgeting and administration of taxes and fees, including tourist tax. This led to the following proposals: the development of strategies and tactics that motivate fiscal discipline; assistance to cooperation of hospitality entities with UTCs; providing digitalization, agilization and forward-looking improvements that set benchmarks for business. The emphasis is on hospitality businesses’ ability of effectively utilize the financial resources generated by the tourist tax, which will contribute to developing the overall potential of UTCs and shaping the competitiveness of territories.

Abstract:
This paper argues that the reform of incentive system, rather than structural reorganization, is crucial for changing the behavior of bureaucrats in government organizations. Incentive system is composed of a lot of factors that organizational members aspire after such as monetary compensation, nonmonetary benefits, and status advancement within organization. This paper especially centers on the incentive in career advancement, i.e. promotion. ChapterⅡ discusses why promotion is more important than any other incentive in Korean bureaucracy. As the importance of promotion may be theoretically explained by organizational psychology and principal-agent theory, ChapterⅢ is composed of the possibility and limitation of these two theoretical approach and their relevance for designing organizational incentives. Based on the theoretical discussions, ChapterⅣ focuses on the practical issues of reforming Korean personnel system to make promotion an incentive system It also makes suggestions about how promotion and personnel systems can be restructured to enhance bureaucratic performance. Then, the final chapter summarizes and concludes the paper.

Abstract:
The goal of this paper is to provide a comparative account of tax administration training systems in V4 countries. We also compare their structure to basic training principles, such as those set out by the Intra-European Organisation of Tax Administrations. Because of limited data availability we concentrated on basic characteristics, not on performance indicators. The goal is not only a simple comparative analysis, but also to search for any obvious lapses in good international practice, to try to assess to what extent the organisation of training may account for the relatively poor tax administration system results. The data show clearly that, in the V4 region, the content of the tax administration training system aims to follow good international practice, specified by the Intra-European Organisation of Tax Administrations. The training systems are similar and offer almost fully compulsory vocational training, and good possibilities for specialised training. All four countries have specialist institutions for tax administration training. The most visible gap is the very limited link between tax administration training and university level training in the Czech Republic and Slovakia.

Background: Drug manufacturers change distribution models based on patient safety and product integrity needs. These model changes can limit health-system access to medications, and the financial impact on health systems can be significant. Objective: The primary aim of this study was to determine the health-system financial impact of a manufacturer’s change from open to limited distribution for bevacizumab (Avastin), rituximab (Rituxan), and trastuzumab (Herceptin). The secondary aim was to identify opportunities to shift administration to outpatient settings to support formulary change. Methods: To assess the financial impact on the health system, the cost minus discount was applied to total drug expenditure during a 1-year period after the distribution model change. The opportunity analysis was conducted for three institutions within the health system through chart review of each inpatient administration. Opportunity cost was the sum of the inpatient administration cost and outpatient administration margin. Results: The total drug expenditure for the study period was $26 427 263. By applying the cost minus discount, the financial effect of the distribution model change was $1 393 606. A total of 387 administrations were determined to be opportunities to be shifted to the outpatient setting. During the study period, the total opportunity cost was $1 766 049. Conclusion: Drug expenditure increased for the health system due to the drug distribution model change and loss of cost minus discount. The opportunity cost of shifting inpatient administrations could offset the increase in expenditure. It is recommended to restrict bevacizumab, rituximab, and trastuzumab through Pharmacy & Therapeutics Committees to outpatient use where clinically appropriate.

Background: Unorganized population administration information system is the major problem in village administrations, including in Soket Laok Village, Bangkalan Regency. This unorganized system has impact on poor population and village economic potential data. This evidence becomes a major obstacle to improve community welfare and creates a significant setback in attempt to distribute any kind of assistance from the higher government. Therefore, it is necessary to organize a population administration system based on simple information technology and to improve the skills of village officials in fixing the population administration system. Purpose: To manage the village population administration system using simple information technology and to improve the skills of village officials in handling the population administration system. Methods: the method used in this program was a simple application of a population administration system based on Memento's digital app, which became the main focus in subsequent training session. The training was conducted in a form of webinars through the Zoom app and simple tutorials via YouTube. Results: the result of this activity is the availability of a population data collection system using the Memento application, a simple application that can be operated by village officials with a smartphone without an internet network in accordance with the conditions of Soket Laok Village which has not been evenly reached by the internet network. Another result is the increased skills of village officials in collecting population data using the Memento application. Conclusion: In this activity, village officials can have the skills to manage the village population administration system.

Public administration in Poland has taken the form of a system of entities with different tasks and objectives, as well as different competences. It is a part of the classical model based on the functioning of two separate components, such as the state administration, including the government and local self-government. From the perspective of a democratic state governed by the rule of law, the existence of local self-government is extremely important, and even becomes a necessity. Therefore, the deliberations addressed in the paper focus on the functioning of this form of public administration at the lowest level of basic division of the state, which is the commune. The presented research is an attempt to indicate the legal status and position of commune self-government not only in the broadly understood local self-government but also in the whole public administration system.

Background: Administration of doxorubicin via bolus injection may result in environmental contamination and a risk of nurses becoming exposed. Small spills are frequently observed by nurses when syringes are connected to, and disconnected from, infusion lines. Aims: The effect of a closed-system drug transfer device (CSTD) on the release of doxorubicin was studied during administration via bolus injections. Methods: 10 administrations with the currently used technique and 10 administrations using the CSTD were compared by analysis of doxorubicin contamination on gauze pads, tissues and gloves. Findings: Using the current technique, contamination was found during nine administrations, which was mainly on the gauze pads and, to a lesser extent, on the tissues and gloves, indicating release of doxorubicin during administration. With use of the CSTD, contamination was found only on one pair of gloves. Conclusion: Use of a CSTD significantly decreased the number of spills and level of contamination compared with the currently used technique and, consequently, the use of such devices offers a safer working environment for nurses.

Abstract:
Abstract Purpose A critical shortage of small-volume parenteral solutions in late 2017 led hospitals to develop strategies to ensure availability for critical patients, including administration of antibiotics as intravenous push (IVP). Minimal literature has been published to date that assesses the safety of administration of beta-lactams via this route. Therefore, the purpose of this study was to evaluate the safety of IVP administration of select beta-lactam antibiotics. Methods We performed a retrospective review of IVP administrations of aztreonam, ceftriaxone, cefepime, and meropenem at two campuses of the New York University Langone Health system after October 2017. Patients receiving surgical prophylaxis or more than one IVP antibiotic simultaneously were excluded. The primary endpoint was adverse events (ADE) following IVP administration of antibiotics. Results We evaluated 1000 patients who received IVP aztreonam (n = 43), ceftriaxone (n = 544), cefepime (n = 368) or meropenem (n = 45). There were 10 (1%) ADE observed, 5 of which were allergic reactions. Four ADE were neurotoxicity related to IVP cefepime. Based on the Naranjo score, 1 adverse event was “probably” and 3 were “possibly” related to cefepime IVP administration. Lastly, only 1 report of phlebitis was observed with the use of IVP ceftriaxone. Conclusions The use of IVP as an alternative to intravenous piggyback (IVPB) during times of drug shortage for select beta-lactam antibiotics appears to be safe, and ADE are similar to those previously described for IVPB administration. Future studies evaluating clinical outcomes between IVP and IVPB administration may be of benefit.

Abstract:
The paper analyzes public administration innovations based on foreign and domestic experiences in creating regulatory impact assessment systems. Imperfections in legislative drafting activities on the federal level of the state power are emphasized. Deficiencies, found in the relevant legal acts of the Government of the Russian Federation, are consistently discussed at the meetings of the Government Commission on legislative drafting activities. It is shown that the regulatory impact assessment system can be helpful in eliminating these drawbacks, and significantly update the existing mechanisms and procedures of legal due diligence. It is stated, that in several countries introduction of regulatory impact assessment system have helped to substantially enhance quality control of normative acts elaborated; to streamline and implement quality expert examination of normative legal acts elaborated in terms of achieving goals and purposes of adoption and application thereof.

Abstract:
The tax administration effectiveness depends on the level of tax revenues and economic system functioning and the stable economic development of any government. The article considers institutional aspects of tax administration. The purpose of this study is to describe, evaluate and search for the development prospects of the organizational model of tax administration. The authors describe the contemporary condition of the Republic of Kazakhstan tax authorities’ organizational structure. Moreover, the international practices of the tax administration’s organizational system in modern realities is overviewed. The tax administration effectiveness is evaluated by the correlation-regression analysis of the tax authorities’ activity indicators. As a result, the relationship between the degree of effectiveness of tax administration and key performance indicators of tax authorities were identified and evaluated. Based on the conducted theoretical research, this paper reviewed tax administration’s partner system within the perspective innovative development framework. The research results are of interest to economists and public officials in the tax audit field.

With the widespread use of watermark in video, audio and image, propose a relational database based watermark embedding and extraction method. The algorithm utilizes the singlemultiple mapping approach to plug in watermark, which scatter the distribution of watermark information and enhance the anti-attack ability of the algorithm. The experiments show that the method enjoys strong robustness to such attacks as tuples resorting, subset selection and so on.
