Abstract:
Innovation in local government is mandatory to provide certainty of services in the public sector. Success in public sector innovation cannot be separated from innovative leadership which is a determining factor in organizational progress. (Sudaryono, 2014). This is in line with the many innovations that were rolled out in Banyuwangi Regency, East Java. Since 2010, Banyuwangi Regency has developed quite rapidly, marked by many innovations under the leadership of Regent Abdullah Azwar Anas, better known as Regent Anas. One of the most prominent innovations is innovation in popularizing the tourism sector in Banyuwangi Regency and the public service sector. Public service innovations that are able to provide convenience for the community one of them, the use of digital technology in the administration of public administration. The success of making various public sector innovations, in 2018, Banyuwangi District received an award as the Innovative District in the Innovative Government Award (IGA) from the Ministry of Internal Affairs of the Republic of Indonesia (Ministry of Internal Affairs). Abstract:
The formation of a common security environment, prevention and elimination of military conflicts, achieving mutual international understanding and innovative approaches to the organization of public administration structures in this area with the involvement of non-state actors and the formation of appropriate ecosystems in security environment are determined among the main directions of public administration development in the field of military security. Based on the methodology of public administration, the current state of public administration systems reforms is considered and the priorities for the development of public administration in the field of military security at the national and global levels of administration are identified. The general tendencies of public administration development are identified; ambiguity and variability in estimations of results of administrative reforms are emphasized. Arguments are presented that the problems of social interaction, responsibility and democracy in modern management practices are transposed to public administration in the field of military security, in particular in the implementation of new approaches to management of innovations. Transformational changes in public administration in the field of military security at the national and global levels are considered logical, expedient and possible especially against the background of administrative reforms processes and implementation of open innovations, ecosystems and management of innovations in the field of military security facilities administration. Innovations in the field of security suggest reformatting, in particular, of industrial policy of defence by identifying different instruments to enhance opportunities for openness with different degrees of the latter for actors not previously involved in military security and defence issues. Innovation has been shown to involve reshaping, in particular, industrial defense policy by identifying different tools for enhancing openness with varying degrees of openness) for actors not yet involved in military security and defense. Flexibility in the management of strategic ecosystems and a dynamic vision of interdependence between actors affect the ability of the system to operate in conditions of open innovation and ensure adequate management of openness

Abstract:
While foundations contribute in significant ways to the United States’ social, economic, and political life, they are experiencing increasing demands placed upon them by their own sector and need to respond to the major changes in their external environment. In order to create breakthrough solutions to long-standing problems, foundations have to become more innovative and seek to experiment and find new approaches. Unfortunately, innovation discourse within foundations has received little attention. This paper fills the gap in the literature as it describes the results of a study that explored different types of innovations implemented in foundations. More specifically, staff members of 17 US foundations that are known for supporting innovation in nonprofit organizations, were asked to describe programmatic and administrative innovations implemented in their own foundations. The results showed that foundations that support innovation are in fact innovative themselves. They implemented numerous innovations in programmatic and administrative, financial, and structural areas. This paper provides a rich description of a broad range of innovations implemented within each of those areas. The contribution of this study and insights are significant at this particular time when foundations’ roles and impact on social change are questioned. The results can enrich our discussion of where foundations can go from here in terms of becoming innovative themselves in order to be able to support and enhance innovation in the nonprofit sector.

Abstract:
Purpose The purpose of this paper is to measure how frequently innovative financial products appeared or became widely adopted in the municipal securities markets over the last two decades; and also investigate what types of issuers adopted the innovations, the relationship between yields and innovation and the patterns of diffusion within states. Design/methodology/approach Using comprehensive data on municipal securities issued from 1992 to 2015, the author searches for financial innovations as defined in the literature. The author uses issuer fixed effects models to characterize the relationship between yields and use of innovative products. Other models provide estimates of the conditional correlations between issuer characteristics and innovation usage. Finally, the author fits trend models to identify significant differences in the pace of adoption between different types of issuers. Findings In total, 35 security features fit one or more definitions of innovation. Extensive analysis is presented for four innovations that represent significant transfers of risk: variable rates, put options, corporate backers and derivatives. Small issuers used these innovative products, but the largest issuers adopted them to a greater extent. Usage appears to diffuse within states. Issuance of innovative securities fell during the financial crisis and has not recovered. Novel securities since the financial crisis have been created by legislation rather than by market participants. Research limitations/implications The data appear to cover all or nearly all municipal securities, but they do not cover loans or other types of municipal borrowing. Practical implications This analysis reveals that financial innovations in municipal securities markets usually take the form of a rare practice becoming widespread rather than a never-before-seen feature appearing in the market. Changes in response to legislation are an exception. Social implications Regulators concerned about financial stability can monitor the expansion of formerly rare securities features. This will be informative about new risks or transfers of risk in the market. They can also anticipate that expanded use of an innovation by states and high-volume issuers will be followed by adoption of the innovations by smaller, less sophisticated issuers in subsequent years. Originality/value This paper is the first attempt to empirically analyze the extent of financial innovation in municipal securities. Existing public finance literature has proposed definitions of financial innovation, qualitatively documented some specific innovations and empirically analyzed others. However, no previous study has empirically analyzed the entire municipal securities market for all possible innovations.

Abstract:
The article is aimed at substantiating the major directions of development of the national economy in the context of reforms on the basis of ensuring effective public administration in Ukraine, which will allow achieving high social development in the country. The article explains the importance of increasing the effectiveness of innovation activities in government bodies to ensure the efficiency of the public administration and administration system in Ukraine in the context of reforms. The connection between the process of achieving the development of the national economy and the process of ensuring effective innovative activities by the authorities based on the implementation of effective public administration and management is established. The main obstacles to conduct an effective innovation policy in the country are defined. A further development of an integrated approach to ensuring effective innovation activities in the authorities is specified, which, unlike the existing approach, focuses on improving the regulatory, institutional, personnel, motivational, scientific-methodological, information-communication and financial provision for innovative activities in the authorities. The use of the proposed approach to ensuring effective innovation activities in the authorities will allow achieving sustainable development of the national economy in the country. The directions of development of the national economy of the country are proposed, which are based on ensuring effective public management of innovative activities of authorities in Ukraine in the context of reforms: implementation of innovative personnel policy that will allow to form the necessary professional competencies in officials and reduce resistance to innovations on the basis of accelerating their readiness for these innovations; use of modern information-communication technologies to increase the level of professional mobility of officials during innovation activities; introduction of managerial innovations by the authorities to increase the capacity of communities and reduce the deficit of local budgets; activation of project activities on the part of the authorities; strengthening institutional provision for innovation activities in government bodies to increase the efficiency of the process of coordination and support of this activity, thus creating a favorable innovation environment in the country.

Subject. Agricultural business cannot evolve successfully without innovation used in their operations. The low demand for marketing, corporate and environmental innovations stem from the underdevelopment of the innovative environment and infrastructure of regional agriculture, in particular. Objectives. We analyze the use of innovation in agriculture, evaluate the demand for various types of innovation among small agricultural businesses. Methods. The study relies upon such methods as monograph, abstraction logic analysis, analysis and synthesis, economic analysis, economic-statistical analysis. The statistical framework is based on official statistics of the Federal State Statistics Service. Results. The article points out the most promising types of marketing, organizational and administrative, environmental innovation. If they are capable of allowing for the implementation of organizational and administrative innovation, such entities are found to derive additional effects from new technology. It is hard for small and medium-sized agricultural businesses to implement innovation on their own. Thus, they can raise their performance by cooperating with large businesses. The article shows how small and large businesses may cooperate to master innovation. Conclusions and Relevance. Igniting the innovative activity of small agricultural businesses becomes a key to the food independence and security of the country. Innovation can be used more broadly if there is an appropriate innovative environment, which requires to improve the regulatory framework and refine the innovation encouragement mechanisms, incentives, stronger and deeper integration of agricultural science and production. There should be provisions of the agricultural policy, which would help various innovations permeate production processes of small agricultural businesses.

The purpose of the scientific publication is to analyze the dynamics of innovation and investment support for regional ecological development, to identify prospective ways to improve the financial incentives for innovative environmentally-oriented development of Ukrainian regions. The achievement of the purpose of environmentally sustainable development of the country and its regions requires an innovative approach, which essence is to introduce innovations aimed at accelerating quantitative and qualitative changes in the methods of management combined with the development and absorption of environmentally safe innovations, the development of the market for innovative environmental goods and services. The article emphasizes that the innovative eco-sustainable development is the main means of solving a wide range of problems in almost all spheres of life and characterizes the quality of the socio-economic system of the country as a whole and its regions. The article discusses the features of implementation of innovations and investment in the regional ecological development. It analyses the dynamics of innovation-investment support of regional ecological development based on calculations of innovation-scientific and investment indicators. This provided the basis for their rating assessment and identification of the interregional differentiation of administrative regions of Ukraine according to the indexes, which could be the basis for making managerial decisions on innovation and investment support for environmentally sustainable development, taking into account regional peculiarities. It is proved that for the activation of innovation and investment support for regional eco-sustainable development, it is necessary to determine its preconditions, taking into account the assessment of the possibilities of implementation of innovations and attraction of investments in the regions of Ukraine. Indices of innovation and investment support for environmentally safe development of the region are calculated on the basis of statistical data that have an enormous influence on their level and their grouping has been conducted according to qualitative features. A number of measures have been proposed to improve the financial incentives for innovative environmentally-oriented regional development. It is considered the essence of the terms of innovations and innovative activity of the canning industry enterprise, on example of enterprises of the Ukrainian Black Sea region. It is improved the classification of types of innovations and innovative processes for canning enterprises, by allocating relevant classification groups, that are actual in the aspect of modern scientific and practical approaches. The economic essence of the category of innovative susceptibility of enterprises is determined. According to the modern requirements and challenges that arise in the process of transformation of the national economic system it is determined the need of update of the theoretical basis for the study of innovation processes, and it is proved the necessity of formulation of the objective definitions and classifications of innovations, of the types of innovation activities that make key-point in the research process of the current realities of economic development. As a result of the research of various types and definitions of innovations, it is established that the most important for the analyzing process of innovations for enterprises in the canning industry are such classifications, which are based on the degree of participation in the production process (production and non-productive innovations: administrative, in other processes of internal management, in the processes of supply-sales, in circulation processes, financial services), on the functional purpose of innovations (production and technological, personnel, economic, logistic, marketing, financial, investment, infrastructure innovations). The definition of innovations for canning enterprises is given in the article, it is developed the classification of types of innovation for the canning enterprise that is oriented on objective features and distinguishes of the innovation process, which is actually carried out by domestic enterprises that allows to take into account the aspect of actuality.

Abstract:
The actualization of innovation problems in the field of public administration is explained by the fact that in recent years improving of its effectiveness, improving the quality of public functions implementation and public services providing are priority tasks in the public administration reforming process. A consequence of this is a number of significant changes that affect not only the organizational structure of the public sector, but also the principles of organization, functioning of public management space and the evaluation of public administration effectiveness. It is shown that comparative analysis provides an opportunity to analyze the mechanisms that are implemented by developed countries and implement their organic implementation in the existing institutional matrix of Ukraine, which is based on a unique set of archetypes. It is proved that it is also necessary to identify innovations that directly influence the development of new solutions (innovation for innovation). This requires accumulated knowledge of innovation, which provides a comparative approach, as well as some favorable environment for their distribution, the analysis of which becomes possible due to the archetypal methodology.According to the certain types of innovations, innovation development resources are proposed to be considered as potential opportunities (reserve capabilities, means of development, source) of certain qualities that are not yet developed. Then we can proceed to study of evolutionary factors of development: innovative processes and systems are specific and develop under the influence of national features of economic and socio-political, as well as historical development of the country. In the study it is justified that the basis for the formation and use of innovation development resources should be the identification of the directions of the innovation process, taking into account national needs, the trends of innovation development and basic technologies of the technological structure, they have projections for public administration, as well as ensuring the expanded reproduction of innovative resources based on nonlinear models of the innovation process.

Abstract:
As a rule, the innovation environment is considered within the boundaries of a specific region, taking into account the territorial aspect. This point of view is taken into consideration in Russian scientific publications and economic policy. The article deals with a comparative analysis of the category "region innovation environment" and "spatial innovation environment". The criterion for distinguishing between concepts is the spatial boundaries of this environment. Innovative environment of the region can be considered as real. The spatial innovation environment should be described as potentially possible, taking into account the mismatch of its borders with the boundaries of a particular region. As usual the innovation environment of the region goes beyond its administrative boundaries. In this case, the definition "spatial innovation environment" is methodologically justified. The exogenous nature of radical innovations in relation to a particular region is shown. The author's position is based on foreign researches, in which there is no rigid dependence of the region's economic development level on the development of the innovation environment of the region. The research shows that the quantitative parameters of the innovation environment development in the region do not always give an objective picture of the innovative development of a particular region. Indicators of innovative development make it possible to measure only the production of innovations in the region, but do not offer a mechanism for their dissemination and use. The study of the macro region innovation environment of the south of Western Siberia showed that there are conditions for competition for intellectual resources. The process of innovation can give a positive effect, taking into consideration the cooperation of relevant agglomerations innovative environment, excluding duplicate innovative projects. It is necessary to transform regional innovation spaces into a common interregional innovation cluster. Because of it the creation of a coordinating interregional body is necessary.

Abstract:
The mechanism of stimulation of employees taking into account the achieved personal results will help to increase the level of interest in reaching the goal of the organization, and to preserve its highly qualified work potential. The main features of innovation by industrial enterprises in the national economy are the long development and testing of innovations, the impossibility in some cases of full appropriation of it’s, the complementary nature of innovation, its close relationship with local conditions and high risk. The task of managing the innovation activity in industrial enterprises of the corporate type of the national economy branches at the present stage can be solved by applying adaptive approaches and adaptive management model. It is based on the formation of the program trajectory of the controlled system for a certain period and the creation of a management system action aimed at eliminating destabilizing disturbances that deviate the controlled system from the program trajectory. The efficiency of the national economy is largely determined by the interaction of science and practice, especially the introduction into production of advanced innovative technologies in industrial enterprises. The analysis of the peculiarities of the innovation process in the national economy shows that the introduction of innovation by enterprises is a process focused on the commercialization of innovations, which reflects the emergence, development and resolution of domestic science and practice, provided by the innovation potential of industrial enterprises.

Abstract:
The government innovation proceeds in line with the administrative reformation movement. The innovative government frequently finds the momentum in the government in which the administration has experienced reformation. In Indonesia, the administrative (bureaucracy) reformation discourse is articulated widely along with the total reformation demand in 1997-1998. However, after more than one decade, the implementation of such administrative reformation had not been as expected. The administrative reformation experiences stagnation, even in some cases, it shows a paradoxical situation. Congruent to the administrative reformation development, governmental innovation development (central and local) has not reached the maximal result. The government innovation still tends to be sporadic, sectoral and regional. The effectiveness and sustainability of governmental innovation currently proceed are still questioned. The improvement in bureaucracy system and human resource management is considered as important to cope with the challenge in institutionalizing the governmental innovation proven good.

Purpose Much justification for third sector involvement in education advances from the notion that attributes from business and non-profit fields could benefit state-run public schools. The purpose of this paper is to explore this issue by examining theoretical underpinnings and expectations for third sector participation in public education systems, particularly with respect to educational innovations and improvements, and the structural opportunities, incentives, and impediments for such innovation. Design/methodology/approach The question is how third sector participation shapes the rate, nature, and types of innovations in education as schools interact in response to competitive pressures. This conceptual analysis of the third sector examines the political-economic features and structures of the sector in fostering innovation, with reference to the US sector that was specifically positioned to enhance the innovative capacity of publicly funded education. Findings The analysis indicates that educational innovations are not necessarily more prevalent in or because of the third sector, and that there are obstacles to their creation and diffusion. Moreover, schools often respond to competitive incentives in ways unanticipated by policymakers, such as school marketing rather than instructional improvement, sometimes in ways detrimental to goals set out for public education, such as social sorting. In fact, instead of the third sector simply developing or incentivizing innovations, there is evidence that this sector has adopted innovations developed in the state sector. Originality/value The analysis suggests that a third sector based more on a professional, as opposed to a competitive, model may better facilitate the development of innovative capacity in education.

The results show that innovation strategy which consists of administrative innovation, technical innovation, process innovation, and product innovation can enhance organizational competitiveness in the manufacturing industry context. Administration innovation has a positive effect on business competitiveness. Technical innovation has a positive effect on business competitiveness. Process innovation has a positive effect on business competitiveness. Then, product innovation has a positive effect on business competitiveness. Process innovation has greater influence in improving business competitiveness compared to other innovation strategies.

AbstractThis study investigates the links between organizational culture, the use of open innovation sources and the performance of SMEs. The main hypothesis of the study is that a special type of organizational culture (termed innovative culture), which fosters creativity, learning and inter-employee cooperation – will correspond with a greater scope of open innovation sources and higher levels of innovative, operational and financial performance. The study was based on a representative CATI survey of 473 SMEs operating in manufacturing and services industries in Poland. Our statistical analysis relied on building and testing structural equation model with the AMOS software. The findings confirmed a positive association between innovative culture and the scope of open sources of innovation. However, innovative culture had no direct effect on the percentage of sales from new and modified products, which is often used as a metric of innovativeness, but did show a positive influence on an index of operational performance and ROI. Such statistical patterns suggest that fostering innovative culture is beneficial to a company, though probably not through an increased number of product innovations, but rather via process, administrative and marketing innovations, as well as other gains in efficiency attained due to more streamlined employee cooperation and knowledge exchange. The study adds to the existing body of knowledge in management science by providing a better understanding of mechanisms underlying innovative culture’s impacts on open innovation practices and metrics of operational and financial performance in the context of small and medium enterprises.

Although it is argued that competitiveness and successful performance in the long term is facilitated if ventures engage in innovations in diverse domains (e.g., product, process, production, administration, etc.), the development of diversified innovation has been rarely analysed. As the entrepreneurs’ initial motivations to startup are likely to influence their subsequent entrepreneurial behaviour, this study aims to explore whether and how entrepreneurial motivations affect diversified innovation behaviour in startups. Using data on over 48,000 French startups, we present novel insights into the consequences of entrepreneurial motivation for innovation behaviour. In fact, we find that distinct startup motivations can have different effects on the development of diverse innovations. As such, our findings contribute to extant research on innovation development of startups and advance the present understanding of the determinants of startups’ innovative behaviour.

The delivery of public services in collaborative agency networks has given rise to an increasing use of projects in administering policy and service delivery. Projects are assumed to provide mechanisms by which flexibility can be achieved and innovative solutions produced. The aim of the article is to advance the understanding of collaboration between stakeholders and its effect on innovation. It analyses stakeholders’ influence on the creation of project innovations in 275 European Union-funded projects by using content analyses and logistic regression analyses. The results show that projects can act as hubs where valuable information is produced but that few projects produce innovations. Project stakeholder network, knowledge dissemination and project influence, as well as sources of advice, play a role in predicting project innovations. The article concludes that the overly optimistic view of collaboration as a remedy for a lack of innovation in the public sector can be questioned. Points for practitioners The results of the article help practitioners to compose public sector development projects that foster innovation. The results suggest that it pays to include representatives of research and education facilities among project staff as their inclusion predicts the possibilities of achieving innovations. The empirical findings provide insight into project innovation and indicate which practices to avoid. It is suggested that when managed correctly, stakeholder inclusion has an effect on public sector project innovation.

The question whether public sector innovations last, and what determines their chances of survival, remains a gap in the public management literature. This exploratory study focuses on the winners and nominees of public sector innovation awards in Belgium, France, the Netherlands, Romania, Slovakia and the UK. Through a survey covering 220 cases, it examines whether feedback loops, accountability mechanisms and learning processes (FAL) can explain the survival of public sector innovations. The conclusion is that a culture of feedback, accountability and learning seems to be positively linked with the survival of innovations. Points for practitioners It is one thing to innovate, but it is another to make innovations last. A culture of feedback information, learning processes to interpret this feedback information, and a culture of accountability seem to improve the chances of innovations to stand the test of time. Instruments to measure innovation’s performance on its own do not seem to affect innovation’s survival chances.

Besides the law instrument, the attention from central government by recognizing the innovative program that has been done by local government is also very important. Therefore, the Ministry of Administrative Reform provides an award for local government innovation as an incentive for local government creative efforts.This study is conducted to explore the valid concept of public sector innovation. Furthermore, this paper will provide a reflective analysis of the three innovative programs initiated by the local government in Surabaya City based on the perspective of typologies of public sector innovation. An exploratory approach is utilized in this paper to gain valid understanding about the concept of public sector innovation and its typologies in the local level.The result of this study shows that innovation and public sector innovation is a set of academic concepts which related with newness and change and it has a serious intent to improve the quality of input, product and its impact on the customer needs. The strategy of economic and social development of Ukraine is aimed at introducing an innovative model of structural construction and economic growth. At the same time, the main source of such growth is innovation products, the creation and use of which is the main driving force of the country's economic development. Currently, there are certain problems in Ukraine that hinder the development of innovation activity. These include: - insufficient level of financing of scientific and technical works and associated derivative threats (loss of scientific personnel and intellectual property, inappropriate structure of scientific and technical potential, reduction of innovation activity, etc.); - insufficient level of informational support of innovation sphere; - unsuccessful tax policy of the state in the innovation sphere; - weak development of technology transfer technology. Innovative products become the subject of accounting since the documentary design of its adoption. Externally, such acceptance may have signs of copyright (certificates, etc.). Identification of objects of accounting of innovation activity involves their assessment. Evaluation of innovation projects and programs should be carried out in three directions: 1) evaluation of innovations with a view to their selection (pre-investment stage); 2) accounting (accounting, cost) assessment of innovations (at the moment of innovation attraction and by the end of their period of operation); 3) assessment of the efficiency of innovations (in parallel with the operation of innovations and after the investment stage). Having analyzed the Ukrainian legislation on the accounting evaluation of such an object of accounting as innovation, one can conclude that the regulatory and legal framework is inadequate and inconsistent. The identified shortcomings therefore require improvements in the methodology and practice of accounting for innovation assessment. The assessment should take into account the factors of influence and the specific situations in which the company is located. In our opinion, the assessment of innovations as an object of accounting and analysis should: - to show the quantitative and value value of a specific type of innovation; - to give an assessment from the moment of introduction and for a certain date up to the release of innovative products and the implementation process; - reflect market value and expert assessment for possible implementation through patenting and licensing; - reflect the recoverable cost of innovative projects to be upgraded, reconstructed and improved during operation; - take into account the liquidation value or the cost of the sale; - serve as the basis for conducting an economic evaluation of the innovation process; - to be an institutional basis for the legal services to perform certain activities related to the negotiation of the conditions for the development of innovations, the protection of property rights and the issuance of results by patents; - to provide information on the requirements of statistical accounting, tax and investment regulation, administrative management, etc. The peculiarity of accounting for innovations is their attribution to a particular type of activity. In this connection, there are some problems and inaccuracies. In our opinion, the innovative activity will be classified as operational in the case when the enterprise is experimental and its operational activities involve the introduction of new varieties of plants, animal breeds, etc. Otherwise, the innovation activity will be expressed through investment. The accounting of innovations should reflect the information on income, expenses and the process of development and implementation of innovations at the enterprise, which determines its purpose. To account for innovations, appropriate accounting records should be assigned. However, the current legislation provides for the identification of information only for the cost of research and development. All other information about the innovative state of the enterprise development is reflected in the general accounts of assets, income, expenses, etc. Using common accounts for innovation is not convenient, because information is sparse. In order to overcome this shortcoming, it is expedient to use the information of the accounting of innovation activity. In addition, the amount of innovation costs should be used. For successful construction of the models of accounting for innovations it is necessary to take into account the needs of internal and external users, in particular by changing the forms of both financial and statistical reporting. The results of the research allow us to formulate the following conclusions and suggestions. First of all, the regulatory framework for innovation assessment needs to be improved. It should take into account the peculiarities of the functioning of enterprises. In addition, the urgent issue is the development of methodological recommendations for the accounting of innovations, which will form the basis for the development of the Order on accounting policies in terms of innovation activities of the enterprise. The issue of reporting information about the entity's innovations will need to be resolved, for which it is proposed to use the Report of sources of financing of innovation-investment activity and the Indicator of the amount of innovative expenses. The use of these proposals will improve the accounting of innovations in the enterprise.

If the enterprises of the Third World are to survive intense competition and thrive in a globalized economy, they will have to go beyond importing Western and Japanese technologies and management models to innovation. Rapid and widespread induction of structured management tools imported from the West and Japan may raise the operating standards of these enterprises but may not translate into superior financial performance because they would not confer competitive advantage vis-a-vis domestic competitors that also have inducted the same tools. Besides, there may be cultural and other impediments to their effective institutionalization. Innovation is a superior option because it is homegrown and confers the first mover advantage. If the enterprise learns to be innovative so that it can generate a continuing string of successful technical and managerial innovations, it can garner sustainable competitive advantage and grow and thrive even in a hyper-competitive environment. Innovation is applied creativity and, therefore, the principles of creativity need to be kept in mind in seeking to be innovative. Innovation can come in a great variety. Most innovations have three characteristics: they are executed in the face of much uncertainty; they have economic implications; and they have a political dimension. These aspects make the management of innovation quite challenging. The major blocks to enterprise innovativeness are internal: conservative and bureaucratic cultures and structures, communications problems, and administrative inflexibility. In enterprises that have grown up in conservative cultures and protected economies, the required mindset change in the stakeholders can be daunting. As a first step to stepped up innovativeness, an organizational design needs to be adopted that is innovation friendly. Such a design is briefly outlined. A number of management tools can enable the enterprise to leapfrog to a much higher plateau of innovativeness. Sixteen tools are briefly discussed with real life applications. They are: creativity training; innovation training; creativity thinking network; creative scenario building; creative surveys; creative experiments; creative benchmarking; reverse brainstorming; exnovation; multiplication of change agents; kaizen; creative overload; data mining; stakeholders' councils; intrapreneurship; and parallel groups. These tools deliver a number of value propositions and facilitate: an innovationist mindset in the organization a ‘stretch’ vision of the future that can spur innovations vital intelligence that stimulates innovations dumping of obsolete activities that creates space for changes and innovations widespread change and innovation throughout the organization continuous improvements and innovations high potential new innovation leads ‘breakthrough’ innovations. In conclusion, the author suggests that becoming much more innovative is a high priority for the Third World enterprises. It is also suggested that the organization design that facilitates innovations and management tools that help an enterprise generate a continuing stream of successful innovations need to be incorporated into the core of management curriculum.

Purpose – The aim of this paper is to understand factors governing the implementation of an innovative public sector program. Design/methodology/approach – A longitudinal case study is used to document change and tension in the implementation process. Findings – The study suggests that because of the embedded character of public sector innovation, it is likely that, as they are implemented, many innovations run up against restrictions and limitations, precisely because they challenge many systems and processes in the host agency. These conflicts, unless specifically addressed, may cause the original innovation to lose its fundamental character. Research limitations/implications – The case suggests that innovative programs may differ from other types of public sector innovation, such as specific service-delivery initiatives with novel characteristics. Programmatic innovations will be required to produce results according to standard models of managerial accountability which may be difficult to reconcile with innovation. Practical implications – The study draws attention to the need for flexible support systems, such as HR, Finance and IT in the implementation of innovation in the public sector; where a classic “intrapreneur” is involved, leadership teams with complementary styles may also be significant. Originality/value – The study demonstrates the nature of the trade-offs that are involved in the implementation of innovative programs and highlights the implications of the challenging, if not subversive, nature of many types of innovation

Although much has been written about public sector innovation in the last two decades, we still do not fully understand how public sector organizations become innovative. Therefore, this study inductively explored how four Norwegian municipalities developed innovation capabilities. I found that public sector organizations develop two forms of innovation capability in a path-dependent manner: low-routinized innovation capability and highly routinized innovation capability. In the former, dynamic managerial capabilities in the form of individuals’ entrepreneurial and leadership skills comprise the source of innovation capability. In contrast, in the latter, innovation capability emerges from dynamic organizational capabilities, that is, a set of innovation-stimulating routines, processes, tools, and structures. Notably, I found that regardless of the form of innovation capability, both spur the continuous development and implementation of various radical and incremental public sector innovations. Based on these findings, this study offers several contributions to the literature on public sector innovation and to the dynamic capabilities research agenda.

Purpose: This study provides empirical evidence on the innovations that Nonprofit Organizations (NPOs) in Colombia have implemented within their own management to address social problems which are the object of their institutional mission.Design/methodology/approach: This research is based on information obtained from a survey applied to executives of Colombian NPOs. Multiple linear regression models were developed to check the partial effect of the set of independent variables (Organizational and Social Innovation) over the dependent variable (Organizational Performance). Main Components Analysis was applied to grouping the considered variables.Findings: Empirical evidence indicates that Colombian NPOs are innovative organizations that advisedly follow management strategies for this purpose. Colombian NPOs have been innovating for their disposition to tackle the social problems implicated in their institutional mission. Evidence indicates that the main components derived from NPOs’ organizational and social innovations are grouped into four: NPO innovation actions to adapt to the environment; internal innovation actions to improve NPO’s performance; variables related with NPO innovation actions to improve their relations with external agents; innovation actions aimed at improving the management of social interventions associated with the mission of the NPOs and the management of institutional projects.Research limitations/implications: The field work only used the survey technique to obtain the information and only assessed the perception of one of the directors of each of the NPOs participating in the study in terms of both the actions of organizational innovation such as social innovation and organizational performance. Innovation has become a cornerstone of many government programmes of public management reform. In this study we provide the first empirical analysis of innovation adoption in a programme of public management reform that involves an external authority decision. Studies of this nature have not formed a central element of innovation-adoption research, which typically focuses upon the voluntary adoption of innovations by public organisations. Over a two-year period seventy-nine services adopting a programme of innovative management in local government were studied. The empirical results indicate that innovation adoption in local authorities is likely to be achieved where there are dispersed populations, where adoption is concentrated upon a limited number of services, and where there is prior experience of facets of the programme of innovative management reform. Explanations of these results are identified and the implications of researching innovation in public organisations are considered.

How can an atmosphere of innovation be infused into cultures (national cultures as well as organizational cultures) that are commonly associated with such traditionally viable values as stability and conformity? Understandting the linkage between trust and innovation could be very important to any organization, particularly where extensive innovation adoption is necessary, as in China's transtion.In this paper, innovation adoption is associated with the degree of trust by managers of organizations in the behavior of their members. As a methodological model, the paper descibes a consulting project that surveyed ten Southern California Hospitals, with fifty organizational groups and over 800 participants, questioning their perceptions of organizational climate elemets as well as their observations of innovation adoptions. Trust-related organizational climate elements were positively associate with the adoptions of administrative innovations and negatively associated with adoptions of product/service innovations.The paper proposes a curvilinear model to illustrate the trust/innovation association. It also suggests possible implications of the findings and discussion on the stufy of diffusion of innovative technologies in China and developing countries. The curvilnear model itself can perhaps be realted to some Chinese cultural norms, particularly the "doctrine of the mean" from Confucianism. The methodology may be applicable to important studies of innovations in China.

Purpose The purpose of this paper is to analyse the effects of implementing a standardised innovation management system (SIMS) in accordance with the Spanish UNE 166.000 standard on technological and administrative innovations and company performance. Design/methodology/approach Structural equation modelling was used to test the research hypotheses with a sample of 200 manufacturing companies. Findings The results obtained show that implementing the SIMS promotes all types of innovations and their results. In addition, a positive relationship is found between administrative and technological innovation. Research limitations/implications The results of this paper show the importance of innovation management systems for the effective development of innovation processes. Despite the limitations that may arise from differences between the measurements and actual implementation, the application of a system of standard-based innovation management encourages the development of different types of innovation. Practical implications The research validates the use of standardisation for the development of innovation as a useful tool for the management of innovation in the company. The UNE 166.000 standard provides a guide for those companies that intend to develop more effectively administrative and technological innovations. Originality/value This is the first known paper testing the implications of UNE 166.000 SIMS on both organisational innovation and performance in a sample of companies.

Purpose The purpose of this study is to promote clean technology development and diffusion through public procurement. Finland is ranked high among the countries that develop clean technology innovations. Innovative public procurement could be one means to boost the diffusion of such technologies. However, this potential is still somewhat unexploited, as innovative public procurement is an unsystematic method of procuring in Finland and the EU, partly because of an inability to understand innovation potential in the market and to implement innovative procurement. Design/methodology/approach In this paper, the authors illustrate how cleantech aspects can be integrated into the public procurement process. The authors study the key success factors and conditions that have led to a successful cleantech procurement process by exploring realized cases of innovative public clean technology procurement. Findings The results suggest that innovative public procurement, in which clean technology is an integrated part, may occur in different forms, from a procurement of a highly improved product or solution to a product-service system or a collaborative symbiosis system. Life cycle consideration, strategic commitment and recognition of needs of the procuring unit were prioritized as the most important factors leading to successful integration of cleantech aspects into procurement process.

In 2017, the aggregate level of innovation activity in Russia amounted to 8.5%, the introduction of technological innovations - 7.5%; new business methods were used by only 2.3% of the surveyed organizations. In agriculture, technological innovations were carried out by 3.1% of enterprises, organizational - 0.9%, marketing - 0.5%; innovations aimed at increasing environmental safety in the production process or as a result of using improved products were introduced by 3.6% agricultural enterprises. According to the results of assessing the level of diffusion of innovations in agriculture, carried out on the basis of Rosstat data, the Central, Northwestern and Ural federal districts differ in a balanced level of innovation activity in all parameters. In the Volga Federal District, the share of organizations engaged in marketing innovations exceeds the average Russian level, but the aggregate level of innovation activity is low - 3%. A characteristic feature of the administrative-territorial units of the Russian Federation, in which the smallest share of innovative activity of any type in agriculture is recorded, is the predominance of small forms of management in their structure. According to the Analytical Center of the Ministry of Agriculture of Russia, in 2019 the number of people employed in agriculture was 4706 thousand people (6.5% of the employed people total number in the Russian Federation); among them only 113 thousand people were specialists in the field of information technology. The shortage of the qualified workforce with skills in digital technologies is more than 90 thousand people. Most respondents acknowledge the advisability of raising the qualifications of agricultural specialists in the field of digital technologies; they note the need to create centers of competence. In the context of macroeconomic and geopolitical instability, ensuring the Russian Federation’s leading position in the world food markets requires a set of institutional solutions aimed at increasing innovative activity in agriculture.

We used polychoric correlations (Lee, Poon, & Bentler, 1995), together with a robust methodological approach, to analyze categorical variables in structural equation systems in EQS. The empirical results show that OL is an important antecedent for innovativeness, and that the latter plays a key role in the adoption of more technical and administrative innovations with a greater degree of incorporated novelty. Organizational learning exerts a direct effect on administrative innovation efforts although, contrary to previous research, the mediating role of innovativeness is required for the former to affect technical innovation. Purpose of the article is to analyse and define the emerging concept of collaborative innovation in the public sector and indicate the major challenges relating to their generation and implementation. Benchmarking, generalisation and synthesis will be used as the methods in order to achieve the purpose of the article. Contemporary challenges of public governance lead to the change of the concept and operational principles of public sector organisations and encourage the need for innovation. The traditional, hierarchical innovation development conception is changed by collaborative innovation, which is characterised by networking, promotion of creativity and unification of resources. Significant principles for effective collaborative innovation become inter-organisational trust, knowledge sharing, informal leadership, ensuring the necessary resources and conditions for experimentation. Application of collaborative innovations requires adaptation to the changing positions of power and transformation of traditional roles of public sector employees.

In a sample of 203 service companies, an analysis was carried out of the influence of business strategies and organizational characteristics on technical innovation and administrative innovation. The results indicate that there is an important relationship between the business strategy and the technical and administrative innovations. On the other hand, organizational characteristics only had a significant relationship with technical innovation but not with the administrative innovation.

Methodology: This is a self-administrative survey, and data were analyzed using Smart PLS 3.0, SPSS. Main Findings: HPWS has a positive impact on a firm's innovation performance. Furthermore, dynamic capabilities mediated the association between HPWS and innovation performance. Applications of this study: The study is essential for the cement industry, where traditional HRM has long been applied. Using HPWS would create a more innovative environment and establish dynamic capabilities that can trigger innovations such as administrative, incremental, radical, and marketing in the face of dynamic customer demands. Novelty/Originality of this study: This study has enriched our understanding of how organizations can improve their innovation performance in a complex and ambiguous environment, which is crucial to gaining competitive advantages. This study also suggests that developing a system of HPWS practices in organizations, particularly the cement industry, will help the organizations flourish and stay competitive in the marketplace and help elicit the right employee attitudes by fully mediating dynamic capabilities. Exams to Universities have an important role in the process of learning especially in assessing where faculties and particular classes need more focus or analyzing processes of learning by enabling students to see the material from a different perspective and improve their understanding. From the study the results revealed that ICT innovations in University activities can be effective if used in the administration of the University activities. However it was learnt that it’s more effective if adapted to innovation in an online Admission/registration, and a perfect fit for online examination system such as Online Oral Examination system (OREX) which was developed as a response to COVID-19 pandemic. The study also inveterate that the students, lecturers and senior administrative Staff (Registry) had very similar responses on the effectiveness of ICT innovation on the administrative process and academics of the Open University of Tanzania. It was recommended among others that the university should mobilize resources towards provision of facilities and training of its ICT personnel for more relevant innovations particular for online examination processes such as (OREX).

In order to identify functions of state governance theoretical papers of numerous authors were carefully studied. Innovation function was not stated in the studied works. The provisions on the functions of public administration are highlighted in the works of N.I. Glazunova, R.V. Goloshchapova, A.N. Kramnik, E.K. Borisova, L.V. Smorgunova, Y.A. Tikhomirov. Nevertheless, some issues of the posed problem still need to be covered. Target of research. With the purpose of deep study and further development of innovation activities in the country it was necessary to identify the new function of state governance – innovation function. Article’s main body. Different classification of state governance functions have been analyzed and conclusions and assumptions were made about the new innovation function that was not named before. Because of the significant role of the state in influencing innovation processes, coordinating activities of all interested parties in order to obtain an innovative product it is important to underline the new role and to pay it additional attention in further study of state governance. Conclusions and prospects for the development. The new innovation function has to be defined in the state governance theoretical study. The goal of state influence on innovation processes should be provision of the most optimal, favorable conditions for the most effective interaction of participants in the innovation process with each other. Thus, we consider it appropriate to create a separate institution for the development of innovative function in the country.

Abstract Summary This article offers an overview of the innovation efforts and opportunities in the public administration in the Western Balkans. It focuses particularly on the relation between the public administration reform processes in the countries of this sub-region and the innovations in the public sector. The case by case review on the current situation in public administration and innovations shows that in spite of the similarities, there are significant differences among these countries. The final section of this article indicates that both the reforms and innovations in public administration in the Western Balkans is a difficult task for all governments in this region. Nevertheless, the innovation process has started and it must continue.

the article presents an analysis of innovation activity and its elements in the quantitative and qualitative characteristics of tourism enterprises belonging to small and medium-sized businesses. The changes taking place in the world in the tourism market, including under the influence of COVID-19, as well as the peculiarities of tourism as part of the service sector and industry, lead to the search for new nontraditional destinations with innovative elements. The purpose of this article is to present the innovation activity in quantitative and qualitative characteristics. The study used such methods as content analysis, comparative analysis, the method of expert assessments, and statistical methods. The results of the research of innovation activity based on monitoring, taking into account industry characteristics, characterize a low share of small enterprises interested in innovation, a small connection with higher educational institutions, a low share of environmental and managerial innovations. The results of the observation of tourism enterprises allow us to assess innovation activity positively for most enterprises, but at the same time there is a lack of state support for regional administration, financial capabilities and strategic planning at enterprises. The importance of innovative activities, especially in terms of marketing, research and obtaining new information for the development of innovative projects and the strategic development of tourism in our country is emphasized. As a priority, the interaction of small and medium-sized businesses with scientific departments of universities is highlighted in order to integrate their joint activities.

Purpose The prevailing view in the studies on Public Private Partnerships (PPPs) is that PPPs can improve the quality and efficiency of infrastructure services and facilitates innovation in infrastructure developments. Although researchers highlight the potentiality of PPP models for stimulating innovation, they do not prove whether and in which conditions the PPP model is capable of developing innovative solutions. This paper aims to provide answers to the following key research questions: Which are the PPP features that favor innovation? How properly structure a PPP to foster innovation? Design/methodology/approach With this aim, drawing upon the main streams of studies on innovation, the authors develop a conceptual framework that identifies the PPP features that can influence the innovativeness. Second, they define how these PPP features have to be structured to foster innovation. Finding The authors find that a wider involvement of the private sector will increase the level of innovation. The industry structure exerts opposite forces on innovation: the dominance of large-sized firms is positively related to innovative output, whereas the market concentration negatively affects innovation. Performance-based contracts should be used in the context of PPP instead of traditional contracts. Finally, the authors find that, to fully exploit the networking effects on innovation, cooperation and trusting among partners involved in PPPs should be enhanced. Originality/value The developed framework identifies the relations existing between each PPP feature and the level of innovation and allows to define how these PPP features have to be structured to foster innovation. The authors contribute to fill the gap in the academic literature on PPP and innovation by proving whether and in which conditions the PPP model is capable of developing innovative solutions. Furthermore, they provide meaningful guidelines to those called to structure the PPP arrangements.

The demand for innovation in public organizations is increasing. In this study, I explore factors that contribute to the innovative behavior of civil servants at the individual level. The theoretical distinction between public and private organizations has long been a subject of debate, and certain characteristics of innovation in public organizations mimic innovation in the private sector, even though the purpose of innovation in public organizations is to secure public goods. In order to examine the innovative behavior of public employees who face such contradictory circumstances, I parameterized the characteristics of each sector, using whether or not the employee had worked in the private sector prior to entering the public service as the characteristic for the private sector and the effect of public service motivation on innovative behavior as the characteristic for the public sector and found that at the individual level, the two are not mutually exclusive.

The aim of the paper is to explain the essence of some selected innovative theoretical approaches in public administration and also to analyze citizens' access for e - government from the point of view of communication with representatives of the public administration at the level of individual EU member states. Design/methodology/approach – Characteristics of selected innovative approaches in public administration. Based on selected indicators within EU member countries, to analyze citizens' access for e – government. Findings – Innovative methods introduced in public administration are implied by the private sector. The availability of digital information of the public administration for citizens, about its representatives as well as about the financing of public administration has greatly improved over the period 2008-2017. Research limitations/implications – The availability of citizens' information in the context of communication with the public administration was monitored on the basis of selected indicators within the EU member states over the period 2008-2017. Practical implications – In addition to summarizing individual innovative approaches of management of public administration, the practical benefits are also experience with individual types of these approaches of management of public administration public administration in selected countries. Originality/Value – Theoretical aspects are complemented by indicators that assess the use of e-government by citizens of EU Member States. Abstract:
Purpose – This paper examines innovation implementation in the public sector. The purpose of this paper is to analyse the “black box” of implementation of innovations and then answer questions of hindrances and opportunities when it comes to implementing innovative ideas in the public sector. Design/methodology/approach – The specific context in this case is a city organization that received funding from the Delegation for Sustainable Cities to put six innovative ideas into practice in a city district. The data collection methods consisted of interviews and observations of meetings where the implementation phase was discussed. Findings – The findings imply that innovative ideas that seemed best on paper often proved to be difficult to implement. The possibility of funding, for example, provided a reason to think “outside the box”, but the system for presenting the ideas in order to obtain the funding was time consuming. The resulting delay meant that, by the time the applications were evaluated, the submitted ideas were no longer necessarily the best available. The findings also imply that one important role of public organizations in implementing innovations is to facilitate the response by its users, here the inhabitants. Research limitations/implications – When discussing innovations and implementation the time aspects is a limitation, the future might imply other effects than the ones visible here. Practical implications – Public sector managers possibilities of organizing to be more innovative can be discussed. From a management perspective focus might thus be on facilitate the implementation of the innovation, since the demand of the new solutions might be other than expected. Social implications – The users of public sector innovations, here the inhabitants, might demand other things that expected, which highlights the need of an ongoing dialogue between city managers and inhabitants. Originality/value – The methodology of following projects in real time proved to be a unique approach for understanding the ”black box” of implementing innovative ideas. The existing paradoxes of managing public sector organizations are thus illustrated.

Abstract Healthcare systems with limited resources face rising demand pressures. Healthcare decision-makers increasingly recognise the potential of innovation to help respond to this challenge and to support high-quality care. However, comprehensive and actionable evidence on how to realise this potential is lacking. We adopt sociotechnical systems and innovation systems theoretical perspectives to examine conditions that can support and sustain innovating healthcare systems. We use primary data focussing on England (with 670 contributions over time) and triangulate findings against globally-relevant literature. We discuss the complexity of factors influencing an innovating healthcare system’s ability to support the development and uptake of innovations and share practical learning about changes in policy, culture, and behaviour that could support system improvement. Three themes are examined in detail: skills, capabilities, and leadership; motivations and accountabilities; and collaboration and coordination. We also contribute to advancing applications of sociotechnical systems thinking to major societal transformation challenges.
