An entire body of administrative law exists to guide the administrative discretion of public administrators. Although an increasing share of public services is being outsourced to the private sector, much of administrative law is not applicable to governments’ contracted agents. Alternatively, contracting agencies use the contract instrument to guide and constrain contractors’ exercise of delegated administrative discretion. There is an established literature within Implementation Studies which explains the variables and some of the processes involved in implementation, but less attention has been focused upon how public service managers convert new policy initiatives into practice. The research first offers a deeper understanding of the CEAS, a notion that despite its centrality to EU’s asylum policy lacks a precise definition. This gap forms the natural starting point of this study. The study advances its own substantial understanding, which includes the modes of implementation of the policy. Hence, it retraces the main modes of implementation in the initial policy design. As
