Abstract:
Seal impressions on bullae offer new ways of approaching the local realities of Seleukid administrative and fiscal practice. Previous studies of these objects have focused primarily on the iconography of the impressed seals. However, analysis of the find-spots of bullae, their forms, the sealing protocols employed, the quantities of extant seal impressions, and the interactions that are evidenced by several individuals impressing their seals on a single bulla, enables a range of aspects of royal bureaucracy in Babylonia to be reconstructed. This study is based on thousands of published and tens of unpublished bullae from several Seleukid sites, and also incorporates a few bullae from elsewhere that are impressed by seals with Seleukid motifs. It demonstrates the importance of groups of men ‘on the ground’ for the articulation and enforcement of royal power. Routine bureaucracy ensured that taxes were collected and local authority maintained throughout the long periods when the king and court were absent from a region, and even during instances of conflict over the throne. Nonetheless, some of the surviving evidence appears to reflect bureaucratic failings; there were also moments of reform and instances of idiosyncratic behaviour. The bullae suggest that administrative practice was relatively homogeneous across Babylonia, but differed from that known from the Greek cities of western Asia Minor. There are however similarities between Seleukid administration in Babylonia and Ptolemaic administration in Egypt, suggestive of cross-fertilisation between the two Hellenistic powers. This study is important because scant information survives about the daily realities of Seleukid control from anywhere in the empire, and very little on Seleukid rule in Babylonia. Fully exploiting these initially unpromising sources helps to fill an important gap in our knowledge, and enables broader comparisons of imperial structures between the Seleukid, Ptolemaic and Achaemenid empires.

Abstract:
Student administrative systems swing between being decentralised or centralised with a number of benefits being put forward for each scenario, including economy, consistency, customer service and control. This study makes a comparison of these systems in English universities, particularly looking at the factors which influence the centralisation or decentralisation of student administration in order to identify the factors involved, so that informed decisions can be made by university management. The research was undertaken in two main phases: firstly a questionnaire survey of university registrars (the macro study) was carried out in order to identify the current structures and systems in place for student administration; secondly case studies of four universities were undertaken. The latter mainly involved questionnaire surveys of academic and administrative staff at each institution, together with semi-structured interviews to chart the different student administrative systems and structures in place and obtain qualitative and quantitative data to assess them. From the results of the first survey, it was possible to assess the degree of the centralisation or decentralisation of the student administrative functions and cross-reference the data to examine whether certain factors were influencing the design of these structures. The results of this analysis are documented in Chapter 4, and it was noticeable that the majority of the respondents favoured the “midway” structure for student administration. Four universities were identified from the macro study to form the focus of more detailed case studies: one with a centralised student administration, one with a decentralised system, and two with hybrid systems. Key administrative functions were examined closely to determine the effectiveness, efficiency and motivational influences involved for each case study university. The research concludes that a blanket centralisation or decentralisation of student administration does not maximise the resources and gain the optimum efficiency. By being selective in which processes are centralised or decentralised, the university can gain in economy and also ensure a supportive infrastructure to enhance the student experience.

End-user computing (EUC) places information processing power in the hands of people at all levels of organization. With information now widely accepted as a corporate resource, the impact of distributed EUC on organizations is potentially very significant. This thesis examines, via case studies, EUC impact on the structure of contemporary administrative organizations, emphasizing three structural variables: information processing, differentiation of organizational groups and communications networks. EUC has been shown both to instigate and facilitate structural change in the organizations studied. The impacts noted in the cases are listed by structural variable. Legal history is social history, family history, women's history, economic history, business history, and constitutional history; in fact it is a growth industry. Records from the civil division of the British Columbia Supreme Court furnish the best possible primary sources, the evidence for local studies in these fields. This thesis is put forward as a practical guide both for scholars who wish to search records from the Vancouver Supreme Court Registry and for archivists who need a conceptual framework for appraising civil court records. It traces the origins and common law traditions of the court, describes court administration and the rules for civil procedure, tabulates the kinds of record kept by the civil division, and works out for archivists a practical means of selection.

La codification de la procédure administrative est un thème à la croisée de deux mythes fondateurs, en apparence inconciliables, du droit civil et du droit administratif. Sujet a priori antinomique où s’entrecroisent deux icônes doctrinales : la codification et son patrimoine napoléonien ; la jurisprudence et sa filiation au Conseil d’Etat. L’une exclut l’autre puisqu’elles occupent le même espace symbolique, celui de l’avènement d’un droit général, unifié et systématique. La thèse suivie propose de participer à la déconstruction de ces mythes en retenant une conception dépassionnée et objective de la codification. Cette dernière se conçoit comme une simple méthode de systématisation du droit écrit, sans vertu préconçue, si ce n’est de faciliter l’accès au droit. Le choix d’étudier la procédure administrative, outre son origine jurisprudentielle, se renouvelle par la publication récente d’un code des relations entre le public et l’administration. Les caractéristiques généralistes de ce code ainsi que la reprise de solutions jurisprudentielles s’associent aux mythes civilistes et administrativistes pour mieux les désavouer. La codification rencontre la jurisprudence et les équilibres fondamentaux de la matière demeurent immuables : aucune sclérose du droit, aucun déclassement du juge. La technique s’adapte à son objet, elle ne constitue pas un élément de rupture, mais elle parvient, à l’inverse, à conserver les équilibres en présence. L’intérêt de cette approche consiste alors à minimiser les impacts de la codification pour mieux la banaliser et permettre son développement dans une matière qui lui échappe encore en grande partie
The codification of administrative procedure is a theme at the crossroads of two founding myths of civil and administrative laws outwardly incompatible. This issue is a priori conflicting. Indeed, two doctrinal icons intertwine : on the one hand, the codification and its Napoleonian heritage, on the other hand, the jurisprudence and its filiation with the Conseil d’Etat (Council of State). One excludes the other since they lodge in the same symbolic space that of the advent of a unified and systematic law. This thesis aspires to refute these myths by embracing a dispassionate and objective conception of codification. Codification is designed as a simple method of systematizing written law, without preconceived virtue if not facilitating access to law. As well as being jurisprudential, the choice to study the administrative procedure has been reasserted by the adoption of the Code of relationships between the public and the administration. The general characteristics of this new code, along with the codification of legal precedents, link up with both civil and administrative myths to better disavow them. Codification encounters jurisprudence and the fundamental balances remain immutable. Subsequently, not only is there no sclerosis of the law, but also no downgrading of the judge. It follows that the technique is suited to its purpose. Instead of constituting a breach, it does retain the balances involved. Therefore, this thesis consists of making codification commonplace by minimizing its impacts and enabling its development in a discipline that still mainly eludes it

This quantitative study analyzed the relationship between district characteristics, the educational environment and the administrative organizational structure in public schools in the Commonwealth of Pennsylvania between the 1996-1997 school year and the 2006-2007. More specifically, this study conducted an assessment of the changes and stability that have occurred in the Commonwealth's 501 public school district's administrative positions and structures and determined the trends or relationships that exist between the administrative structure in comparison with district characteristics and the educational environment. Pennsylvania public schools have increased in total number of administrators across the Commonwealth from 5,734 in the 1996-97 school year (Database 1996-97) to 7,348 administrators in the 2006-07 school year (Database 2006-07). This is an increase of 1,614 administrators across the 501 public school districts. These increases have not been consistent from one year to another or across districts. Little is known concerning the relationship between internal district characteristics, the external educational environment and administrative changes or stability. In addition, little is known about that combination of characteristics that have allowed some districts to remain stable in a changing educational environment. In an effort to provide more information on these issues, this quantitative study analyzed public school administrative positions and structures in the 501 Pennsylvania school districts over time in relation to the district's characteristics and educational environment. By assessing combinations of district characteristics and the educational environment, this study sought to find similarities and differences in how districts administratively respond to forces and pressures on the organization.

Le Comité des décrets (21 novembre-3 brumaire an IV) doit son existence au besoin de la Constituante d'un organe intermédiaire par rapport au pouvoir exécutif pour surveiller le bon envoi des décrets aux corps administratifs, face aux nombreuses pétitions des municipalités sur les retards de promulgation. Plusieurs compétences se dégagent au cours des 5 années, procédant par accumulation, intégration, transfert ou regroupement d'attributions. Un 1er groupe de compétences en fait un intervenant dans les processus d'exécution, promulgation, impression et publicité de la loi jusqu'à être un de ceux qui concourront au « Bulletin des lois ». Un 2e groupe de compétences naît de l'autorisation particulière de correspondre avec les corps administratifs en département. Sous la Législative, il assure, par délégation du corps législatif, la correspondance avec la Haute Cour de la Nation à Orléans et la rédaction des actes d'accusation. The Comittee's decrees, created November 21, 1789 and removed the 3 brumaire IV at the point where the National Convention, owes its existence to the need of the constituent Assembly to have an intermediary body from the Executive to monitor the proper shipment of its decrees to the administrative body, facing the many petitions of municipalities on delays in promulgation. Several competencies emerge over 5 years by accumulating, integration, transfer or grouping of powers. A first group of skills makes an intervener in the execution process, promulgation, printing and advertising of the Act to be one of those who will compete in the Bulletin of the laws. A second group of powers arises from special permission to correspond with the administrative body in the Department. Under the legislation, it shall, by delegation of the legislative body, correspondance with the High Court of the Nation in Orléans and the drafting of indictments. Under the Convention, its network of correspondance is updated contribution under the recall of alternates of the resigning members, absent or dead assignment that brings the Comitee to participe in finding the outlaw members. Research Questions: How does the different aspects of administrative heritage influence the internal acceptance of a rebranding? What are the main determinants of administrative heritage for the internal acceptance of a rebranding?  Purpose: The purpose is to investigate how administrative heritage affects multinational corporations in order to leverage strengths and counterbalance limitations when striving for internal acceptance of a rebranding.  Method: This study applied a qualitative research with an abductive approach. A single case study was conducted and data was collected using semi-structured interviews from employees at different departments of an organization.  Conclusion: The result of this study has developed the concept of administrative heritage in relation to rebranding and have presented how and what aspects to leverage and counterbalance within strategy, structure and culture. The study has come to the conclusion that an MNC can leverage the strengths of strategy, structure and culture through communication which essentially creates inclusion, shared beliefs, brand champions, trust and headquarters culture. The aspect of strategy mostly affects rebranding on a general level whilst structure and culture have more direct influence on the internal acceptance of a rebranding.

Health System as a fundamental institution of the welfare state aids in securing and improving the level of welfare and quality of life of the population. The addressees are the members of or the whole community. Therefore, it is made clear that it is important to study the health policies and public administration, whose role is dominant. The content of the Health System, the administration models and the resources available define the policies of the states and are differentiated as opposed to the rest. The combination of welfare policies and the Health System is affected by the economical and social condition of each country. The fact that the County Administrative Board work with so many different issues makes it difficult for the general public to get an insight in what they do and what kind of archival material they create. This handbook is made to illustrate what the County Administrative Board do and how you can find your way to the archives and its documents, both as an employ and as a public visitor. The Handbook begins with a historical overview of the County Administrative Board, from the 17th century to today, with focus on the County Administrative Board of Uppsala. As the Handbook is made for both employees and for the general public several ways to enter the archives are described. Since the employees at the County Administrative Board of Uppsala have access to the archives them self the Handbook also provides detailed descriptions about how to find the way to the records. These descriptions both explains the way to archives organized in dossier and archives organized in chronological order, both provided at County Administrative Board of Uppsala. All the records that the County Administrative Board of Uppsala has generated though the years are not available in the building of the County Administrative Board but at The National Archive in Uppsala. The records are listed in charts in the end of the Handbook.

Abstract:
Orthodox contingency theory links effective organisational performance to compatible relationships between the environment and organisation strategy and structure and assumes that organisations have the capacity to adapt as the environment changes. Recent contributions to the literature on organisation theory claim that the key to effective performance is effective adaptation which in turn requires the simultaneous reconciliation of efficiency and innovation which is afforded by an unique environment-organisation configuration. The literature on organisation theory recognises the continuing confusion caused by the fragmented and often conflicting results from cross-sectional studies. Although the case is made for longitudinal studies which comprehensively describe the evolving relationship between the environment and the organisation there is little to suggest how such studies should be executed in practice. Typically the choice is between the approaches of the historicised case study and statistical analysis of large populations which examine the relationship between environment and organisation strategy and/or structure and ignore the product-process relationship. This study combines the historicised case study and the multi-variable and ordinal scale approach of statistical analysis to construct an analytical framework which tracks and exposes the environment-organisation-performance relationship over time. The framework examines changes in the environment, strategy and structure and uniquely includes an assessment of the organisation's product-process relationship and its contribution to organisational efficiency and innovation. The analytical framework is applied to examine the evolving environment-organisation relationship of two organisations in the same industry over the same twenty-five year period to provide a sector perspective of organisational adaptation. The findings demonstrate the significance of the environment-organisation configuration to the scope and frequency of adaptation and suggest that the level of sector homogeneity may be linked to the level of product-process standardisation.

Abstract:
The purpose of this study was to examine the relationship between changes in the administrative organizational structure in community colleges and the workload of division chairmen. Changes in administrative organizational structures were characterized by structural complexity variables, primarily horizontal and vertical differentiation. Division chairman workload was analyzed, and division chairmen were described by demographic characteristics and employment patterns.;The division chairman has been identified in the literature to be a critical middle management position whose increasing workload is an issue. Reflecting a time of change in higher education in general, organizational changes have been taking place in community colleges in Virginia, particularly in the direction of consolidation, that were hypothesized to impact on this crucial position. The three year period from 1981-82 to 1984-85 was identified for study. The entire population of division chairmen in Virginia's Community College System was surveyed by a mail questionnaire in January 1985 to determine what changes in administrative organizational structures they perceived contributed to change in their workload.;Using non-parametric statistical tests to analyze the data, it was concluded that changes in community colleges in Virginia had occurred which decreased complexity in the college organizational structure but increased complexity at the divisional level. In examining the division chairman cohort in Virginia's community colleges over a ten year period, it was found that the division chairmen were stable in the position and tended toward increasing education and academic rank as well as prior experience in the two-year college.;There are implications from the study to suggest a further look at the nature of the division chairman position, particularly in Virginia, and preservice training for an applicant pool that is increasingly drawn from within the teaching faculty, with special attention to the female and minority representation. The level of involvement of division chairmen in the decision making process when changes in administrative organizational structure are made is an issue also raised by this study.;Finally, the question of whether the division chairman is primarily a faculty role, "first among peers," or is an administrative role continues to be an issue in collective bargaining. Abstract:
This dissertation aims to reclassify municipal structures of the U.S. municipalities and investigates the effect of municipal structures on government fiscal management outcomes, including fiscal conditions and fiscal slack balances. This dissertation is comprised of four chapters. The first chapter briefly introduces, and each of the remaining three is an independent research article. The second chapter investigates seven essential structural characteristics of the U.S. municipalities and constructs a municipal structure political-administrative index. It then examines the determinants of municipal structures on a political-administrative dimension. The empirical results show that municipal structure choices are statistically significantly associated with citizens’ socioeconomic and demographic characteristics. Citizens’ income levels play a crucial role in determining municipal structure changes during the sample period. The third chapter examines the effect of municipal structures on government fiscal conditions. Municipal structure is operationalized by the municipal structure political-administrative index, which is the focus of the second chapter. There are a variety of mechanisms through which municipal structures can influence government fiscal conditions, among which managerial professionalism, strategy stance, and managerial accountability versus efficiency are theoretically addressed. Empirical evidence shows that a municipal structure that is more administrative is associated with healthier fiscal conditions in cash solvency, dependence on intergovernmental transfers, and debt level. Particularly, there is an inverted U-shaped relationship between the municipal structure index and governments’ fiscal conditions. Moreover, municipal structures moderate the influence of external environmental factors. The fourth chapter investigates the determinants of local government’s fiscal slack in a political-budgetary-managerial framework. The research argues that voters’ preferences, government’s budgetary performance, and government internal management work interactively to influence government fiscal slack, and it proposes appropriate indicators for the three explanatory dimensions. Particularly, government internal management is operationalized by the municipal structure political-administrative index. Empirical results show that voters’ anti-tax and pro-spending sentiment have a negative effect on the size of government fiscal slack, and government’s budgetary performance exerts a positive impact. Moreover, government internal management modifies the effects of voters’ preferences and government’ budgetary performance on government fiscal slack.

Abstract:

Hans Olof Alsén, born 16 august 1926, is a Swedish Social Democrat politician who served as the County Governor of Uppsala from 1986 to 1992. During the 1960s, -70s and -80s he had several political commissions including Member of Parliament and government Undersecretary. In addition he had numerous Board of Directors assignments in different business corporations as well as in non commercial associations both prior to, during and after the County Governor period.

This paper describes the organizing and cataloguing of Hans Alsén's personal archives. The documents at hand were deposited at the regional state archives (Landsarkivet) in Uppsala in 2008 and 2009 by Alsén himself. The documents almost exclusively cover the County Governor years 1986-1992. At a previous occasion Alsén deposited another set of personal documents at the archival institution Folkrörelsearkivet in Uppsala. The Alsén personal archives at Folkrörelsearkivet cover the years 1955-1989 which chronologically corresponds to his political career and activity prior to the County Governor post. The four years of chronological overlapping by the two archives is worth noting.

This paper addresses some of the principal problems and consequences concerning the mix up of governmental documents in personal archives, for example when it comes to searchability, accountability and secrecy. Furthermore the issue of archives, from one and the same person of origin, split up on several archival institutions is treated as well as some of the more practical problems encountered during the organizing process.

The Hans Alsén archives 1986-1992 was organized and catalogued by Tony Engström as part of the Master Programme in Archival Science at the University of Uppsala.

La notion constitutionnelle de groupements de collectivités territoriales est issue de la révision constitutionnelle de 2003 relative à l’organisation décentralisée de la République. Elle n’a pas été un élément phare de cette réforme car le droit de la coopération entre collectivités territoriales est relativement discret et continu. La pluralité des formes des groupements renforce cette approche et réduit la visibilité et l’originalité de ce type de structure juridique. Néanmoins, la place de ces institutions devient de plus en plus grande au point de définir ce phénomène comme une « révolution silencieuse ». La transformation profonde et la multiplication des réformes du droit des collectivités locales depuis la consécration constitutionnelle des groupements ont complètement modifié les définitions usuelles de notions fondamentales, telles que celle de collectivité territoriale. Or la notion de groupements est largement impactée par ces évolutions institutionnelles et participe, simultanément, à fragmenter le paysage des collectivités territoriales. L’approche constitutionnelle de la notion de groupements peut apporter un nouvel éclairage sur la crise que traverse notamment la notion de collectivité territoriale en recherchant les raisons de cette insertion dans la norme fondamentale. Ces dernières nous permettront de voir quels types de groupements correspondent le plus à cette nature constitutionnelle. Après les avoir identifiés, il sera intéressant de rechercher les critères constitutionnels permettant de les caractériser et de les différencier de ceux qui sont propres aux collectivités territoriales et aux catégories d’établissement public
The constitutional notion of associations of territorial communities results from the constitutional revision of 2003 relative to the decentralized organisation of the Republic. It has not been a key element of this reform because the law of cooperation between local authorities is relatively discrete and continuous. The plurality of forms of associations reinforces this approach and reduces the visibility and originality of this type of legal structure. Nevertheless, the place of these institutions becomes more and more important to the point of defining this phenomenon as a "silent revolution". The profound transformation and multiplication of the reforms of the law of local communities since the constitutional consecration of the associations completely changed the usual definitions of fundamental notions, such as that of territorial community. However, the notion of associations is largely impacted by these institutional changes and at the same time contributes to fragmenting the landscape of local authorities. The constitutional approach of the notion of associations can shed new light on the crisis that the notion of territorial community particularly goes through in seeking the reasons for this insertion into the fundamental norm. These will allow us to see which types of associations correspond most to this constitutional nature. After having identified them, it will be interesting to look for the constitutional criteria allowing to characterize them and to differentiate them from those which are specific to the territorial units and the categories of public legal entities

O presente trabalho centra-se no tratamento arquivístico efectuado no fundo Celeiro Comum de Grândola (1683 – 1884), incorporado no Arquivo Municipal desta mesma vila. Os instrumentos de descrição produzidos por outros Arquivos revelaram-se pouco pertinentes e inadequados por não apresentarem uma estrutura orgânico-funcional. Desta forma, impôs-se o estudo da instituição produtora. Assim, foi possível desenhar um quadro de classificação que também poderá ser utilizado na organização e na descrição de núcleos idênticos. Efectuou-se o inventário do fundo de acordo com as normas de descrição documental recomendadas a nível nacional e internacional. – ABSTRACT: The current project is focused on the archivist work held at Celeiro Comum de Grândola fund (1683 – 1884), incorporated at the local Municipality’s Archive. Description instruments made by other Archives have revealed to be inefficient and inadequate due to lack of organic-functional structure, compelling to a study of the producing institution. It was possible to draw a classification board which may, as well, be used in the organization and description of another documental nucleus of Celeiros Comuns. An inventory of the fund, according to national and international documental description rules was made.

Much research regarding efficiency in manufacturing industry has historically been focused on the material activities of the shop floor. However, companies that merely focus on material activities when trying to improve lead times, risk losing potential for improvements within immaterial activities such as planning, engineering, design, and purchasing, which often constitute the most time consuming parts of the order fulfillment processes. Engineer to order (ETO) products are particularly time consuming regarding their immaterial activities, and the customer is waiting for the products from the very beginning of the order fulfillment process. Shortening the lead time to customer for ETO products is therefore important for customer satisfaction. The aim of this study is to adapt an existing lead time tree model currently focused on material activities to also include immaterial activities, enabling a full visualization of all activities contained in order fulfillment processes. The lead time tree model would thereby be able to use as a tool when working on shortening the lead time to customer. A further aim of the study is to investigate how the adapted lead time tree model can be used in further areas as well, in addition to visualizing immaterial activities. The adaption of the lead time tree model has been based on the original literary source of the lead time tree model. The original lead time tree model has been analyzed towards theoretical data from a literature study, and towards empirical data about immaterial activities in order fulfillment processes for ETO products, from the case company Kongsberg Maritime Sweden AB (previously Rolls-Royce AB). The result of this has been an adapted lead time tree model that can visualize immaterial activities. Several adaptions of the original lead time tree model have been made for it to be able to visualize immaterial activities, while still keeping the basics of the original model. The adapted lead time tree model comprises information that is normally kept separated and that is important when planning and improving a process. Additional information that is needed for each specific case can also easily be included in the lead time tree. The adapted lead time tree model has proven to have additional areas of use within project planning, improvement work regarding lead time reduction and root-cause analysis, and as a boundary object for communication between internal actors and between internal and external actors. The adapted lead time tree model is presumably able to map and visualize immaterial activities in other fields of business as well, other than manufacturing, as the nature of immaterial activities remains the same across business environments.

The thesis deals with design of new administrative building, which supposed to serve as headquarters of midsize company with approximately 100 employees. Concept of the building with two overground floors and basement would meet requirements of growing corporate structure, company representation and modern working environment. Rectangular shape of the building allows future dispositional reconstruction and modernization. This layout allows to simplify solution of technical equipment. On the first floor of 870 square meters is facility for employees and clients located including technical background of the building as well. The underground floor is designed as storage, technical background and civil protection shelter. On the second floor are employees and management´s space located. The structural system of the building is composed of reinforced concrete skeletal structure casted in situ. Cladding of the underground section is designed as monolithic concrete walls. Upper part cladding is designed as ceramic masonry walls. The building facade is a combination of smooth aluminium panels, aluminium windows and glass facade with transparent and opaque parts. The main carousel entry is located in the glass facade part.

A production hall with a floor plan dimensions 24x50 m and an administrative building with floor plan dimensions 54x30 m. Both buildings are situated in Prostějov. The structure of the production hall has a roof pitched at 12%. The main frames have 6 m centre to centre spacing. The design of the production hall is processed in two options. The administrative building has 4 floors. The floor structures are made of composite steel and concrete structure. The structure is stabilized by vertical bracings in both directions. The computational model of both structures was built up using SCIA Engineer software.

The aim of the Diploma thesis is the project documentation for the execution of the administrative building. This is an administrative building located on the outskirts of Letohrad. The building consists of one section that has three above-ground floors and one section that has only one above-ground floor. The building is used for administration, trade and storage. For administrative work is designed the three-storey part of the building and single-storey part of the building is designated for trade and storage. The main entrances to the building are located on its west side and the next entrances to the building is located on its southern side and northern side. The building is based on foundation strips and pads of plain concrete. The building is designed from a masonry structural system made of concrete blocks made of lightweight concrete and the third floor is partly designed as a timber structure made of wooden KVH squared timber. The ceiling structures are designed from prestressed ceiling panels. Roof structure above the main part of the building is designed two-stage pitched roof octagon shape and the roof above the single-storey part of the building is designed as warm flat extensive green roof.

The main target is to design and asses the steel structure of a administartive multi-storey building. The steel structure is T shaped, with 30m span and 42m length. An analysis of two solutions of the supporting structure was performed. The first variant is consists of rigid bracing system. Trusses bracing in the second variant is an alternative solution. Both variants were compared and the amount of steel was found. The selected option was developed in greater details with static calculation, drawings and material report of steel.

The subject of this master´s thesis is a recalculation of the existing structure, design, static analysis and economic comparison of two variants of this bearing structure of the administrative building Jihomoravská plynárenská located in Brno. Ground plan dimensions and height of both these variants are based on existing disposition of the building. The diameter of the circular floor plan is 16,088 m and height of the structure is 29,46 m. With this new proposal of solution A and B, lower weight of structure in comparison to the existing state has been reached. Both variants have a bearing column in the middle of floor plan and new solution of ceiling structure. The most advantageous from the economic and assembly point of view is variant B. Design of this variant was processed in detail.

There were carried out analysis of the topics connected with judging of flexible pavements surface layers defects and failures related to forensic investigation in the Czech Republic, as well as abroad. In this thesis there were created pricing models of the certain construction works which are related to repairs and maintenance of flexible pavements. Within the possibilities of the author, there were compared market prices of the particular construction works in selected regions with the prices according to generally used pricing systems in the Czech Republic. The goal of this thesis is to create unified methodology for amount of damage financial valuation in cases of defects and failures of flexible road pavements surface layers for forensic engineering practice in the Czech Republic.

ABSTRACT The aim of this paper is to discuss about the partnership organ in the limited partnership, not putting aside the changes that happened with the beginning of the Civil Code of 2002 and the institutional way that the new law caused in these juridical institutes. This kind of partnership has great importance in the Brazilian juridical system as it represents the most used kind of partnership. This paper is divided into three chapters: the fist one characterizes the new administrative structure in the limited partnership as the identification of the new structures with the meaningful changes in the status of the new administrator and the instruments of designation and its new responsibilities, mainly the ultra vires theory. The second chapter discusses about the newness of legislative forecast of the fiscal council to the limited partnership in all its aspects, even if it is a facultative organ. In the last chapter the partnership deliberations were analyzed, mainly the new partner assembly, above all in the partnerships with more than ten partners and the way the legislator wrote down the conduction of this institute. To sum up, the organs are really important in the partnership life so that without them the partnership could not practice the business acts. However, the focus is not the administrative aspects but the juridical ones, the way through the referred organs practice these acts related to the validity and its manifestations.
O objetivo desse trabalho é discorrer sobre os órgãos societários na sociedade limitada, tendo em vista, as modificações ocorridas com a entrada em vigor Código Civil de 2002 e a forma institucional que a nova lei começou a imprimir nestes institutos jurídicos, visto a importância que este tipo societário representa no ordenamento jurídico brasileiro por representar o tipo mais usado pelas sociedades regularmente constituídas. O presente trabalho está dividido em três capítulos: o primeiro, cuja proposta é a caracterização da nova estrutura administrativa na sociedade limitada coma a identificação desta nova estrutura com as mudanças significativas quanto ao status do novo administrador e os instrumentos de designação e suas novas responsabilidades principalmente a teoria ultra vires . O segundo trata da novidade da previsão legislativa do conselho fiscal para a sociedade limitada em todos os seus aspectos, mesmo sendo um órgão facultativo caso previsto as previsões legislativas terão desdobramentos neste órgão societário. Por fim no último capítulo trabalhamos com as deliberações societárias, principalmente a novidade da assembléia de sócios, sobretudo nas sociedades com mais de dez sócios dando ênfase à forma como o legislador prescreve a condução deste instituto. Conclui-se que a importância dos órgãos na vida societária e de tal maneira que sem eles a sociedade não conseguiria praticar os atos da vida negocial, no entanto, o nosso enfoque não é no mérito de tais atos que na maioria das vezes interessa mais ao aspecto administrativo, mas pelo aspecto jurídico principalmente pela forma como o ato é praticado pelos referidos órgãos que pela maneira conduzida terão conseqüências no mundo jurídico principalmente com relação à validade de suas manifestações.

La mer Méditerranée et les terres qui l’entourent ont eu un rôle central dans l’Histoire du monde. Ces espaces, habités ou parcourus, ont grandement évolué au cours des derniers millénaires, et se sont peu à peu structurés à travers l’apparition de divers objets géographiques tels les bourgs, les villes, les découpages administratifs… C’est à la croisée de ces dynamiques spatiales, historiques, et de l’établissement humain, qu’est appréhendée la notion de peuplement. Pour analyser son évolution autour de la Méditerranée de 1800 à 2010, une base de données de plus de 137 000 localités réparties dans tous les Etats riverains a été construite. Mais sont-elles toutes « méditerranéennes » ? La délimitation de l’espace méditerranéen est une ancienne et récurrente question toujours présente dans les recherches portant sur cet espace. Pour tenter d’y répondre, cinq variables ont été choisies pour construire un indice qui a permis de proposer une limite caractérisant les localités méditerranéennes. A partir de cet ensemble d’objets, et en prenant en compte la notion de dépendance au chemin, une analyse de l’évolution du peuplement autour de la mer Méditerranée été réalisée. Révélant des cycles, des trajectoires et divers autres phénomènes, elle a permis de mettre en lumière des formes d’organisations spatiales originales
The Mediterranean Sea and the surrounding lands have had a central role in the history of the world. These spaces, inhabited or traveled, have greatly evolved over the past millennia, and have gradually structured through the appearance of various geographical objects such as towns, cities, administrative divisions... It is at the crossroads of these spatial, historical, and human settlement dynamics, which is understood as the notion of settlement. To analyze its evolution around the Mediterranean from 1800 to 2010, a database of more than 137 000 localities distributed in all riparian states was built. But are they all "Mediterranean"?The delimitation of the Mediterranean area is an old and recurrent question always present in the researches on this space. To try to answer it, five variables were chosen to construct an index that allowed to propose a limit characterizing the Mediterranean localities. From this set of objects, and taking into account the notion of path dependence, an analysis of the evolution of the population around the Mediterranean Sea was carried out. Revealing cycles, trajectories and various other phenomena, it has brought to light forms of original space organizations

Par le biais d’une étude de cas, notre objectif est donc d’identifier et expliquer les formes, fonctions et usages des écrits documentaires chez les cisterciennes du Val-Benoît de Liège, du XIIIe au XVe siècle. En replaçant l’institution dans son contexte tant liégeois que cistercien, et en analysant son riche fonds d’archives (environ 700 chartes & 200 registres), cette recherche illustre le passage d’un écrit essentiellement juridique au XIIIe siècle au développement d’écrits de gestion et à l’élaboration d’un véritable système comptable au cours des XIVe et du XVe siècles
Though studies on medieval literacy have flourished since the late 20th century, highlighting a “writing revolution” and helping understand entire parts of medieval societies, pragmatic literacy remains rather uncharted territory in monastic - and especially female - communities. Through this case study, our goal will therefore be identifying and explaining writing practices in the Liege Val-Benoît Abbey (for forms, functions and uses), between the 13th and 15th centuries. By looking at the institutionin its context (both regional and Cistercian) and analysing its dense archive (appx. 700 charters & 200 registries), this research work depicts the transition from 13th century juridical writing to a progressively more advanced paper-based accounting system in the 14th and the 15th century

Abstract:
The characterization of function and authority relations of an entity provides the basis for representing what has been termed the "external structure of provenance." Such a representation enables an understanding of the administrative context in which an organizational entity and its agents conduct their activities and, in turn, illuminates the manner in which the records of an entity are created and maintained. The study applies a methodology enabling the mapping of the characterizable elements of function and competence of an entity over time and through the administrative hierarchy of its structure. Terms of analysis relating to the application of the concept of function are established, as are those relating to the structure of the entity. These provide a consistent means to identify the role and status of juridical persons comprising the organizational entity and to illustrate the nature of their activities in processes established to satisfy the entity's functional requisites. The municipal corporation of Richmond, British Columbia, is the subject of a case study serving to confirm the validity of terms in which external structure can be analyzed. The study first examines the purposeful nature of the entity's activities through their functional characterization. It then examines the nature of authority relations inherent in the entity's organizational design and manifest through organizational process and role defining the nature of its structure. The study then demonstrates how the resulting authority relationships, along with the competences of the entity, can be identified in processes of activity fulfilment as components of a system of purposive activity representing the entity as a unitary, organic whole. The functional-structural analysis of system provides the context for understanding activity manifest through observable processes by elements comprising the entity's organizational structure. The conceptual framework which results establishes the basis upon which the whole of the records of a municipal corporation can be viewed as constituting a fonds. The thesis concludes by examining some of the implications of the analysis for various aspects of archival practice.

Recently, advances in storage techniques have conducted to an increase in a lot amount of digital images all around the world. These developments have heightened the need for effective image retrieval techniques. Roughly speaking, image retrieval techniques can be divided into two areas: the traditional keyword-based approach and content-based image retrieval. But they still fail on low precision and lack semantic that will cause semantic gap between image features and the user. Previous studies have demonstrated that non-professional users prefer using event-based conceptual descriptions, such as “a woman wearing a hat”, to describe and search images. In many art image archives, these conceptual descriptions are manually annotated in free-text fields. We propose a novel approach for extracting event-based semantic knowledge automatically from free-text image descriptions. The semantic role labeling techniques appear to be a promising technology for transforming the unrestricted natural language texts into structured records that is easy to index/retrieve using relational database technologies. The precision of such SRL-assisted event-based image retrieval is much higher than that of the conventional keyword-based approach. This thesis proposes an ontology-based approach for integrating metadata-based image annotations (administrative knowledge) with event-based knowledge (administrative and conceptual knowledge), including subject, verb, object, location and temporal information from free-text image descriptions. The goal is to automatically derive certain interesting knowledge, such as, all the paintings with a same painting style and a same conceptual event in the image content that implicitly dispersed around different image archives. In practice, an answer to these questions requires a series of field-based queries, across different digital archives. This thesis investigated the possibility to utilize standardized ontology, CIDOC-CRM, and semantic web tools, such as Protégé, SWRL and Jess inference engine in order to model an inference platform. We discuss the need for a robust inference platform for real-life knowledge discovery and integration among heterogeneous image archives. Experimental results indicate the approach can be implemented in real-life applications.

Analyses the general characteristic of the water resource management at first, and utilize the system dynamic to study and probe into the advantage method because of many fruits more dynamically in this research, probe into the water resource managerial structure way in Taiwan deeply, try to explain its systematic behavior, and operate the the water resource administrative simulation system in Taiwan (WRAT) developing exogenous variable of model; In order to always observe the behavior change of endogenous variable , such as supplying water amount , total water consumption , supplying excessly with ( regulates supply and demand ) ,etc., because of the influence of the endogenous, exogenous variable reciprocation ,have produced the complicated special development structure. And then implement the policy and improve price through operating the exogenous variable ' the tactics of the fixed price ', in order to reach the goal of water with rationalized price, and reach the water-saving purpose, and can draft the reference basis of the tactics as the government.

The purpose of this research was to explore the feasible administrative structure of universities in Taiwan. The research methods adopted in this study were theoretical analysis, documentary analysis, comparative research, etc. Firstly, the researcher explored and tried to integrate the organization theories relating to higher education institutions. Secondly, various models of administrative organizations of foreign renowned universities have been explored and compared, then the same analysis of that among domestic universities was also conducted. Finally, the researcher tried to formulate the ideal administrative structures of Taiwanese universities based upon the theoretical models and compared the characteristics of administrative organizations among foreign and domestic higher education institutions, with the hope to locate several feasible ways to construct productive and conducive administrative structures among higher education institutions in Taiwan. Major discoveries: 1. Features of administrative structures of foreign universities: focusing specialization, flexibility, diversity and magnitudeness of each department; with several vice-presidents to help with various dimensions of chores. 2. Administrative organizational structures of Taiwan’s universities were somewhat more bureaucratic than their counterparts abroad, but they have been changing in a rapid fashion to adjust to the changing societal atmosphere in Taiwan. 3. Although the administrative structure of Taiwan’s universities was well-structured, a number of specific suggestions for further revisions were still proposed by the researcher. Conclusions: 1. The universities of big scale were capable to bring about efficiency in the management. 2. The more clear among the division of university’s administrative organizations, the more integrated functions could they be fulfilled. 3. To simplify administrative organizations and bureaucratic hierarchies could reduce the time of operations and help create the flexibility of administrative procedures in the universities. 4. The new administrative organizations being developed among national universities could be positively consulted by other higher education institutions. 5. Domestic universities could, with a reference to foreign counterparts, group their administrative organizations into four categories: instruction departments, research departments, administrative departments, and common machineries. Recommendations: 1. Suggestions for the education authority: to revise the university laws in order to loosen the regulations relating to public university’s administrative organizations and to promote the merging of public universities so as to bring about the efficacy in their management. 2. Suggestions for Taiwan’s universities: (1)To promote the re-organization of administrative structures among the universities in order to bring about the efficiency. (2)As for the university’s whole organizational structure, clear division among the administrative organizations, instructional organizations, research organizations, and common machineries, as well as institutionalizing three vice-presidents who in charge of administration, instruction and research separately. (3)Several suggestions concerning the revision of current departments and administrative structures. (4)Several suggestions concerning the installations of departments and administrative structures for universities in the future. It is one of the most important task of modern states to make government open to the public and keep the public informed. All advanced countries, including Taiwan, have enacted related statute regarding the freedom of governmental information. In the case of Taiwan, there was a specific law known as the Disclosure of Governmental Information Act to regulate these subject matters such as the prevention of government corruption, the safeguard against black-box decisionmaking on the part of government, and the facilitation of citizen participation. The phenomenon of information asymmetric between government and citizens can be corrected only by means of full disclosure of government information as well as properly regulating the practices thereof. Such regulations involve multiple legal relations among government and citizens and among citizens. It requires a dedicated balance among these interested parties if the Disclosure of Governmental Information Act is to put into fully practices and to function properly. The main issues of this thesis focus on the application and interaction among Section 18 of the Disclosure of Governmental Information Act, Section 46 of the Administrative Procedure Act, and Section 18 of the Archives Act. It is the purpose of this thesis to articulate a proper set of guidelines regarding the application and interaction of the aforementioned provisions so that the rights and obligations of interested parties can be defined clearly and more predictably.

On December 25th, 2010, Tainan county and city were merged and upgraded to a municipality, known as "Tainan City.” Subsequently, there is a need for Tainan City to adjust the division of administrative regions in order to fulfil the intentions of such a change. The objective of this study is to investigate the factors that affect the division of administrative regions of Tainan City and to evaluate the potentiality for adjustments to be made to the division of administrative regions. In this study, secondary data research methods were used, which included gathering information on research projects, commissioned by the Tainan City Government, concerning the division of administrative regions, and references were made to relevant journals, books, theses and other documents. Furthermore, information on the evolution of administrative regions and its division in Tainan City since the Japanese occupation was also collected and analysed. Further analysis was done regarding the constituency as well as on the 37 local industries, transportation, communities, and so forth. Based on available literature and the current status of Tainan together with literature review, comparative study, and systematic approach, a proposal was made to provide explanations for the nine factors that affected the division of administrative regions of Tainan City, namely- community formation, traffic development, industrial development, geographical elements, natural environment and disaster prevention, population size and regional management , history and culture of Tainan, public opinion trends (including policy matters), constituency ,and politics. This study is based on the nine major factors mentioned above and references were made to adjustment programs proposed by Tainan City Government commissioned research projects, which include the current status fine-tuning project (37 districts), police agency constituency project (16 districts), dual-zone merger project (19 districts - 37 districts), stratified development project (13 districts), and greater administrative area project (10 or 11 districts). A comprehensive analysis of the pros and cons of each project, its applicability and relevant administrative guidance, was done for the purpose of recommending, for future division of Tainan City administrative regions, comprehensive planning and adjustment of administrative divisions (including the determination of villages and neighborhoods), supporting measures, consistent naming methods, organizational legal reforms and reduction in political resistance to subsequent administrative actions.

Coinciding with changes in Taiwan’s political, economic and social environment, the welfare system has gradually expanded in budget and administration due to increased needs for services. Factors including higher level of education, increased female labor force participation, changes in population and family structure, low birth rate, all contribute to higher demand for proper child care. Legislations and government social policies have also widened the scope of social welfare coverage beyond the traditional social assistance and child protection to include child daycare, after-school care, medical care, early intervention for children with special needs, teen pregnancy, juvenile delinquent and crime, sex trade involving children and youth. Societal expectations have triggered government’s changes in policy and expansion in social welfare services. This objective of this study is to examine the functionalities and organizational structure of the child welfare system in Taiwan’s central government as well as to explore related organizational development issues and challenges. The research method includes an extensive literature search, analysis of official documents, and semi-structured interviews. The author’s own professional experience as the director general of the Children’s Welfare Bureau, Ministry of Interior, proves to be relevant and useful. In 2012, a major reorganization initiative at the national level will see amalgamation of the central government’s health and social welfare departments and agencies. The existing Children’s Welfare Bureau will be absolved by a new department within the new Ministry of Health and Welfare. This study attempts to address potential impacts, both positive and negative, in service delivery that may result from the reorganization. To conclude, this paper presents lessons learned and recommendations in hopes that the reorganization will bring about a new paradigm in Taiwan’s child welfare.

In this study, we examined the cost structure of selling, general, and administrative costs (SG&;A costs) in Taiwanese publicly traded corporations. First, we investigated whether cost stickiness exists in SG&;A costs. We found SG&;A costs increase on average at a rate of 0.31% per 1% increase in sales but decrease only 0.24% per 1% decrease in sales. This implied the sticky behavior of SG&;A costs truly existed in Taiwan. Second, we examined the magnitude of relative SG&;A cost changes depend on the impact of prior sales changes direction. The empirical results show that when sales increase in the prior period, costs in the current period are sticky. When sales decrease in the prior period, costs in the current period are anti-sticky. This study further analysis the management made cost adjustment, not only consider the direction of prior period sales change, but also the amount of prior period sales change. We found costs rise to a greater extent following the amount of prior period sale change increasing. And SG&;A costs exhibit greater stickiness with the amount of prior period sale change increasing.
