AbstractThe previous chapters indicate that development approaches using innovative technology or Artificial Intelligence must be reviewed against the background of the increasing demands on interdisciplinary project teams as well as the growing complexity of functions. Interviews with engineers, executive managers and a psychologist from the development department of automobile manufacturers show that a structured guided process increases quality in respect of operational and functional safety. The surveys were conducted using the example of the “Code of Practice for the Design and Evaluation of ADAS” including ISO 26262 requirements. It focused on 1. Success and/or failure of guided development projects; 2. Different perceptions, expectations, ideas and conceptions about the optimal development process; 3. Liability-based product responsibility of the developers and 4. general developer’s attitude to the development process. As one of the insightful results, a practice-oriented guideline with supportive advice “forces” all participants involved in the product development process to sit around a table introducing and discussing their different aspects in a structured way. Through the surveys, the developers were sensitized to the advantages of a guideline-based development process. Often the employees themselves are the best advisors. Each expert contributes to the development of a reliable system through their special field of expertise. The developers concerned are the most aware of the weaknesses and can initiate innovations in companies from the “bottom-up”. A final consulting concept (checklist with 101 questions in Annex B) includes guidelines and requirements and will support the efficient, user-friendly development of new automated vehicle functions.

Great advance is expected from the CNS/ATM (Communication, Navigation, Surveillance / Air Traffic Management) paradigm. It provides significant support of a seamless global air traffic management system. Its key technical elements are the Global Navigation Satellite System (GNSS), and the Aeronautical Telecommunication Network (ATN), which will support digital applications such as the Automatic Dependent Surveillance Broadcast (ADS-B) and the Airborne Separation Assistance System (ASAS). ADS-B will greatly increase surveillance precision and availability, and ASAS is aimed to increase traffic efficiency. This chapter provides an overview of the CNS/ATM infrastructure, the specific airborne technologies, and details of an example advanced air traffic management concept. For this example advanced concept, the chapter applies an advanced approach in dynamical safety risk modeling and Monte Carlo simulation based mid air collision risk estimation. The dynamical model covers the advanced airborne technologies and the cognitive contributions by the pilots and controllers involved. These initial results show the value of advanced airborne technologies for future air traffic management.

The first building block of the NextGen system is the implementation of the Automatic Dependent Surveillance-Broadcast (ADS-B) system. One of the most important design aspects of the ADS-B program is the design of the terrestrial radio station infrastructure. This design determines the layout of the terrestrial radio stations throughout the United States and is optimized to meet system performance, safety and security. Designing this infrastructure to meet system requirements is at the core of Service Volume (SV) Engineering. In this paper, the authors present a complex Geospatial/RF design ER Development model-based ADS-B SV Engineering design that captures radio sites layout and configuration parameters. In this work, we address the current lack of ADS-B security features and propose to use Answer Set Programming (ASP) for finding contrast sequential patterns that characterize different attacks on the 4G LTE network. The experiments show that a declarative approach is feasible in this context, and that the implementation of span and gap constraints make the search for patterns more efficient and effective.

As multilateration systems have proved to be reliable and cost efficient alternatives to radar tracking, the authors attempted to design a multilateration surveillance solution for Aurel Vlaicu International Airport Bucharest, capable of accurate tracking of both aircraft and ground vehicles. Although the airport is not large, the number of ground vehicles is significant, and in order to be received by a classic multilateration receiver network, they need to be fitted with Mode S transponders. Also, the receiver network requires rather expensive digital clocks, for an adequate measurement of phase. In the stage of value engineering of the project, the authors managed to change significantly the system, as to become a truly low cost one. The idea keeps the hyperbolic positioning method, but based on frequency drift (similar to radar altimeter technology), and not on phase, as in a classic multilateration system. The ground vehicles require an inexpensive low-power transceiver, which is active regardless of the status of the vehicle: in use, turned off, parked etc. This feature (provided by an autonomous battery) is useful as a safety net against the risk of vehicle driver error or misconduct. Whereas pilots are generally trained and reliable, vehicle drivers need a tracking system out of their possibility of intervention. As for the position of the aircraft, the authors propose the use of an inexpensive ADS/B receiver. For the moment, this technology is not yet mature (some aircraft are not fitted with ADS/B, some are transmitting the position taken from the IRS as the only source, indicating inaccurate positions). In the future though, one can expect consistent progress of ADS/B technology, thus improving the practical value of this system. The system provides a simulated radar image on any PC, being easily accessible not only to the TWR and GND air traffic services, but also to the airport management, airport service providers, airport security, operators and other authorized parties. The authors trust that a low cost hyperbolic airport surveillance system could be an interesting alternative for many not so large airports, with occurrences of low visibility, with a modest investment budget.
