Abstract:
IT outsourcing is one of the new types of outsourcing. One of the current trends is the use of IT instead of other types of outsourcing. IT outsourcing implies the maintenance of the entire information infrastructure of a company (or individual components) by a third-party company, which specializes in these processes. This is a refusal to hire information technology specialists. There is no universal classification of IT outsourcing services. Several types of IT outsourcing can be distinguished: external and internal; resource and functional; outsourcing of IT infrastructure, IT processes or full outsourcing; disposable and long-term; main and additional. The IT outsourcing has a number of advantages: financial savings, the ability to engage in specialized activities, professional services, promptness of implementation of new technologies. IT outsourcing has some disadvantages: data security, trade secrets, and poor-quality services. Before using IT outsourcing services, a company should analyze business processes, determine the economic efficiency, and conclude a contract.

Abstract:
Outsourcing allows companies to reduce costs, which contributes to the growth of their competitiveness. Simply outsourcing is the transfer of production or business processes from one company to another that is an expert in this field. This process has both advantages and disadvantages. Outsourcing allows companies to focus on their core business, while performing non-core operations can be entrusted to outsourcers who are professionals in this field. Globalization has led to an increase in the quality of outsourcing. Outsourcing plays an important role in the development of information technology, as large Western companies in the field of information technology transfer their research and development work to countries such as China, India and Brazil. Without outsourcing, the creative minds of these countries will not be able to participate in innovation processes and development. Consequently, by promoting the development and growth of information technology, outsourcing has accelerated the process of globalization. Abstract:
This article aims to answer how the decision process model used to adjudicate on the implementation of outsourcing in the company affected the competitive advantage in costs obtained by the organization after the implementation of subcontracting. Therefore, the financial results obtained by the company in the period from 2015 to 2019 were analysed in order to know if there were competitive advantages in costs arising from the decision to implement outsourcing. Studies were also carried out on the structure of the decision-making process adopted by the entity to identify the level of efficiency of this model in the implementation of outsourcing, and finally, the impacts generated on these advantages due to the degree of efficiency of the tool application were verified. The research strategy was qualitative and quantitative, with an exploratory bias, bibliographic survey and structured interview. A mathematical model was used based on 14 (fourteen) decision-making efficiency indicators, 4 (four) efficiency level classification indicators and 5 (five) classification criteria for performance. The results showed that there is sufficient evidence to conclude that the low level of efficiency in the decision-making structure contributed to the high financial impact on Company Alpha and, consequently, to the negative impact on competitiveness acquired through the implementation of outsourcing in this entity, which caused financial disadvantages represented by losses in operating income and reduction in profitability.

With increasing cost-reduction pressures, outsourcing – selectively turning over some information systems functions and processing services to a subcontractor – has emerged in the last few years as an important option for chief information officers (CIOs). In this paper we present the results of our exploratory, empirical research into the practices and views of IS outsourcing. The research methodology of a questionnaire-based mail survey was used. The survey sample consisted of companies that were identified as the most effective users of IS by Computerworld magazine. The paper provides empirical evidence on the extent to which outsourcing of various IS functions is being practised, and the views of CIOs concerning the advantages, disadvantages and motives of IS outsourcing. The paper also sheds light on the relationship between various firm characteristics and IS outsourcing, and investigates the economics of, and decision-making processes in, IS outsourcing. There is a special focus on the comparison of USA-based and global IS outsourcing.

Furthermore, the software outsourcing, as a quite popular service outsourcing model at the international world at the present time, is highly more and more obvious to transfer to China. Under the circumstances, in this paper, the author tries conducting an argumentation analysis on the software outsourcing development of Liaoning province from the aspects of its regional environment, talent environment, industrial environment, and social environment, makes a conclusion on the advantages and disadvantages of the Liaoning province in the software outsourcing, and finally puts forward corresponding countermeasures and suggestions.

The article based on SWOT-analysis of outsourcing of accounting services. Accounting services can be improved if you can work on your strengths, as well as correct the weaknesses of the company or area where you lose points. SWOT-analysis is considered as a tool of strategic management to determine the feasibility of using accounting outsourcing as a way to optimize the enterprise. SWOT consists mainly of two main parts: strengths and weaknesses, which will indicate the internal aspect, and threats and opportunities related to external factors for the company (but those that are present in the environment). In essence, we test the effectiveness of the accounting services provided by the contractors that your business provides against this background. With this analysis, the firm can understand the problems, ie where they lack work and why, because these are periods during the year when work becomes fragile. Abstract:
The literature includes extensive presentation of experiences relating to the application of outsourcing method in healthcare in subsequent countries. The aim of the research is to analyze the activity of medical entities of outsourcing in basic activities including laboratory diagnostics, imaging diagnostics and medical staff in 2018. The research material consisted of original questionnaires carried out in 2018 by electronic means in medical entities indicated in the National Register of Medicinal Entities. Outsourcing of laboratory diagnostics, diagnostic imaging and medical staff was investigated. The questions concerned the number of entities using outsourcing with indication of the type of services covered by outsourcing; reasons for outsourcing; advantages and disadvantages, including measuring the financial effectiveness of outsourcing; monitoring of the outsourcing partner. The study included 750 medicinal entities. Most – 72% of respondents declared using an external company in the field of laboratory diagnostics. The most common reason for the treatment entities to use outsourcing services was too high cost of maintaining their own employees, need to introduce financial savings and gaining access to the highest quality knowledge and technologies. One of the benefits of outsourcing obtained by healthcare entities is financial efficiency. The average value of the savings estimate estimated by the respondents was 15.56% with a standard deviation equal to 1.14. Medical entities evaluate external companies. The most frequent was monitoring of laboratory diagnostics (65% of responses), and the least frequently – medical personnel (27% of responses). There were two ways to conduct monitoring: informal internal control and formalized assessment based on the specificity of the service. Too high personnel costs are the reason for outsourcing if they are caused by employing people on the basis of an employment relationship. Financial savings are the leading effect of outsourcing. The most frequent monitoring of laboratory diagnostics services may be a consequence of detailed legal regulations.

AbstractMany production companies have fully adopted a lean management philosophy, but their finances and control departments also need to adapt to this trend. All departments must adapt to the changing requirements and reflect the new challenges in production management. The controlling has undergone a lot of changes. Downloading data is no longer the only task of a controller. Controlling can be integrated into the organizational structure of the company internally as well as externally. Our goal is to define the advantages and disadvantages of using an internal or external controller. To decide whether to outsource some of the process is not just a question of cost reduction or time reduction. Companies very often decide for outsourcing in case of processes, which require special “know how” or are key from the competitiveness point of view. Outsourcing therefore represents a strategic change. Cost savings are only a side effect.

Abstract:
This article discusses the possibilities of using modern organization outsourcing in the field of HR. The article analyzes the company’s ability to attract temporary specialists. The example of a production company shows the influence of various factors on the recruitment of personnel, such as seasonal demand, the actions of competitors, the needs of the company itself in specialists of different profiles. The advantages and disadvantages of using outsourcing are highlighted. The effectiveness of outsourcing practices in hiring staff is proved. It is emphasized that such important goals of outsourcing are achieved as improving the quality of goods and services, increasing the financial stability of the enterprise while maintaining its core activities. Self-employment creates additional risks associated with non-compliance with professional qualifications, lack of necessary experience, and unfair performance of official duties. The comparison of budgets for self-employment and outsourcing, which take into account the additional costs of finding and hiring temporary employees, as well as their training, concludes that it is profitable to attract temporary employees, if it is possible to conclude an outsourcing contract. But in terms of reducing costs and oversupply of the labor market, it is possible to hire on their own, since this does not require additional training of temporary staff, the salary Fund and payments to the budget will decrease, and the lack of requirements for high qualification of the necessary workers will significantly simplify their search and hiring.

The paper contains an analysis of advantages and disadvantages of oil service outsourcing for national oil and gas industry. It is demonstrated that the dependence on foreign oil service providers may lead to technological obsolescence of national oil and oil service industries and enables foreign operators to regulate implicitly the effectiveness of the national economy. It is shown that the dependence of Russian oil companies on foreign oil service providers in 2014 is not corporate, but sectoral. This fact, due to high importance of oil and gas industry, produces high risks for Russia’s economy in general. Main ways of development of the Russian oil service industry under sectoral sanctions are described.

Abstract:
The article discusses the main advantages and disadvantages of using and developing IT outsourcing in the Russian Federation. The analysis of its essence and the dynamics of the relevant indicators that characterize the state of the studied sector of the economy. It is also proved its importance for both the private and public sectors of the economy. However, it is noted that the implementation of the main actions to digitalize the business processes of organizations has become an urgent area only in the last five years, and the main constraint affecting the achievement of the set goals of state development is the problem of the lack of IT specialists, which is being traced at the moment. Moreover, the implementation of managerial impact on this sector of the economy is complicated by the presence of freelance in the IT sector. In particular, its use contributes to an increase in the outflow of IT specialists to other countries for a number of significant reasons. This indicates the need to take appropriate steps on the part of regional authorities on the functioning and development of the IT sphere of both cities and the territories adjacent to them, in order to stimulate the employment processes of the studied category of specialists at Russian enterprises. As the main proposal for solving this problem, it is proposed to organize a dual education system in the IT sphere. Its effective implementation will help to create the human potential of the studied sector of the economy relevant for the Russian labor market in the region, thereby ensuring the employment of graduates at existing enterprises and stimulating the creation of new IT organizations.

Abstract:
The article considers the features of the business model for managing oilfield service processes in big oil and gas companies using the example of PJSC Oil Company «Rosneft». The purpose of the article is to study current business models in oil and gas industry, identify their advantages and disadvantages, and develop recommendations for improving sourcing procedures in accordance with the dynamics and changes in the external environment of companies' functioning. The research applies a variety of scientific methods which include analysis, synthesis and systematization of conceptual and practical aspects of sourcing in the context of the Russian oil and gas industry. The authors provide a critical analysis of theoretical aspects related to the concepts of sourcing, outsourcing and insourcing, which have been in the focus of Russian economic science since the mid-2000s. Special attention is paid to the insourcing model, which is available and used by large companies in capital-intensive industries with long-term investment and production cycles, such as oil and gas. The signs of production and management inefficiency of insourcing are formalized. In terms of transaction costs, a comparison is made between the efficiency and effectiveness of outsourcing and vertical integration. Taking into account the peculiarities and distinctive features of modern business environment, its uncertainty and new challenges for oil and gas producing companies, the authors conclude that strategic outsourcing is most in demand. The results obtained in the study can be used in practice of oil and gas companies, as well as by government bodies in the process of developing a regulatory policy in the relevant area.

Abstract:
Intelligent connected vehicles (ICV) are recognized as a great opportunity with huge social benefits by the global auto industry. Governments of various countries attach great importance to them, and traditional Original Equipment Manufacturer (OEM) and technology companies are also introducing them into consumers’ lives by virtue of various business models, thereby generating practical value. The business model plays a decisive role in determining whether a company can share the ICV market cake and its future position in the industry. More importantly, it will also determine how fast the ICVs can become reality from imagination. In this paper, the ICV industry ecosystem was sorted out, the business models of ICVs adopted by mainstream OEMs were analyzed, and five typical business models were summarized, i.e. platform model, self-transformation model, traditional Tier1 dependence model, alliance model, and outsourcing model. On this basis, the SWOT analysis method was adopted to systematically analyze the internal and external advantages and disadvantages of the five business models, and forward insights on enterprises’ developing and maintaining the competitive advantages in the ICV industry were proposed from five perspectives of technology, market timing, customer experience, brand, and data.

Thrace had and has relatively favor conditions for substantial development, that is, good and adequate physical, environmental and cultural resources, but paradoxically remains the poorest Greek region. What missed was the smart, consistent and effective regional development policies, capable of counterbalancing the disadvantages. Some not well-designed policies, based on generous financial incentives after 1976, contributed very little to its growth because they were fragmentary without focus and cohesion. They supported a shallow growth, unable to create a good/stable and sustainable basis for cost, quality and functional competitive advantages. Our empirical research proves well- documented the insufficiency of regional policies followed the last 40 years, 1976-2015. In this context, we suggest some indicative new regional policies that will have to be based on both, in smart incentives, supporting smart/flexible specialization well-branded globally and in intelligent production systems capable of supporting effectively, either outsourcing production via long term cooperation, or domestic production for niche markets.

Abstract:
Abstract Deep Learning (DL) is a powerful solution for complex problems in many disciplines such as finance, medical research, or social sciences. Due to the high computational cost of DL algorithms, data scientists often rely upon Machine Learning as a Service (MLaaS) to outsource the computation onto third-party servers. However, outsourcing the computation raises privacy concerns when dealing with sensitive information, e.g., health or financial records. Also, privacy regulations like the European GDPR limit the collection, distribution, and use of such sensitive data. Recent advances in privacy-preserving computation techniques (i.e., Homomorphic Encryption and Secure Multiparty Computation) have enabled DL training and inference over protected data. However, these techniques are still immature and difficult to deploy in practical scenarios. In this work, we review the evolution of the adaptation of privacy-preserving computation techniques onto DL, to understand the gap between research proposals and practical applications. We highlight the relative advantages and disadvantages, considering aspects such as efficiency shortcomings, reproducibility issues due to the lack of standard tools and programming interfaces, or lack of integration with DL frameworks commonly used by the data science community.

Abstract:
Purpose – An important feature in managing road infrastructures is the growing use of performance-based contracts (PBCs) in the delivery of maintenance. The expectations are high. But there are also risks connected to PBC. The main question for road agencies is: how to achieve as much as possible of the expected advantages while limiting the possible disadvantages? The purpose of this paper is to answer that question and explore how PBC of maintenance can be improved. Design/methodology/approach – Based on theoretical constructs this paper investigates the strategies of the English Highways Agency and the Dutch Rijkswaterstaat, when outsourcing the maintenance of their existing road infrastructures and the effects of their strategies. Findings – The paper finds that road agencies should focus on the process of interaction of the main actors involved, rather than the performance measurement systems (PMS) itself. The agencies should adjust their governance to the degree of uncertainty. PBC requires an informed and knowledgeable principal. Research limitations/implications – The in-depth study is limited to two road agencies. More systematic research is needed in linking theoretical constructs with empirical evidence from more road agencies. The method applied in this paper can be used for further research. Practical implications – The lessons drawn from the case studies offer potential benefits to other road authorities that use or consider PBC as their method of delivery of maintenance. Originality/value – Where only few empirical studies have investigated in detail the actual achievements of PBC in road maintenance, this empirical research aims to fill that gap.

Abstract:
For more than fifteen years in Ukraine, the process of reforming the accounting system has been carried out on the basis of the introduction of the IFRS methodology. New national standards have been adopted; many changes have been made to the Accounting Law that in the end gave enterprises the opportunity to apply original international standards, and their national counterparts. The purpose of the article is to systematize the problems of introducing IFRS into Ukrainian accounting practice and to substantiate the prospects for the development of domestic accounting on the basis of further implementation of the IFRS methodology. The problems of applying IFRS in Ukraine at different stages of their implementation were considered. The advantages and disadvantages of applying international standards in the accounting practice of Ukrainian enterprises were revealed. It was found that the employees of accounting services were not sufficiently prepared for the preparation of financial statements in accordance with IFRS, in connection with which the demand for accounting outsourcing services increased and there was a need to develop and conduct accounting training seminars. The adoption of national standards on the basis of international standards should only in theory ensure their complete identity, but in practice disagreements arose between the norms of certain standards. These circumstances led to the need for wider application of original IFRS, rather than their national counterparts. For national supervisory and regulatory bodies, IFRS have become an additional tool for effective monitoring and supervision of the economic activities of enterprises. The use of IFRS has opened access to Western capital markets for Ukrainian enterprises.

Abstract:
Purpose: This study sought to establish the influence of firms’ characteristics as determinants of transient advantage on performance. Specifically, the study looked at the influence of firm age and firm size on the performance of insurance firms in Kenya. Methodology: This study employed descriptive research design targeting all the 19 insurance companies that offer health insurance products as at end of December 2017. Secondary data was collected on the firm characteristics (firm age and firm size) and the performance of health insurance (Gross Weighted Premiums and Underwritten Results). Descriptive and inferential analysis was conducted to show the relationship between the variables. The analyzed data was presented by use of bar charts, graphs and frequency tables. Inferential statistics were done including correlation regression and ANOVA.Results: The study revealed that firm size had a positive relationship between age and firm performance that was statistically significant. The study also revealed that firm age had a positive relationship between age and firm performance that was statistically significant. Conclusion: Age of a company is a quality that has been identified in this study as a factor which enables a company to gain capabilities which enable it to exploit transient advantage. It has been observed that the age of a company enables it to gain experience and learning which makes it able to overcome the effects of a rapidly changing business environment. With time these companies also gain a reputation placing them above their competitors. Age, alone, may not guarantee the performance of a company. Other factors have to accompany longevity for the firm to be able to exploit transient advantages and improve its performance. This can be proven by the fact that there are firms that had been in the sector for over three decades yet they control a small portion of the market share. This may be because the benefits of accumulated knowledge can be overcome by the inertia, inflexibility and bureaucracy brought about by routine, rules and organizational structure.Contributions to theory, practice and policy: The study recommended that firms should form partnerships with other firms to enhance cheaper resource outsourcing and offset the disadvantage which comes with firm age and firm size thus increasing firms’ profitability. It was also recommended that strategic partnerships should be adopted to enhance new market penetration and faster growth due to pooling of resources. It is further recommended that the age and size of an organization must be well supported by agility to enable the firm exploit transient advantages and that firms must use the financial muscle and experience gained over the years to take advantage of waves of opportunity.

Abstract:
The article deals with the transformation of the employment structure and gigonomics. Today, such economic model is becoming the dominant option of choice, which is working in almost all the spheres and sectors of the economy and is increasingly conquering the world. The employment of the population represents the general structure of the economy and changes with it, reflecting the state of development of the country. Structural economic changes have led to a change in the usual forms and types of employment of the population. The market economy served as an impetus for a change in the structure of employment in the former Soviet society, and global economic processes have unified these changes. Today, the dominant trend is the shift of the main vector of economic activity from the sphere of production to the sphere of service (in various industries), small and medium-sized businesses, the applying of the principles of freelancing and outsourcing. There is also a decrease in employment in the fields of science, education, medicine; the science loses its prestige and intrinsic value, scientific knowledge is devalued, and intellectual work is increasingly concentrating in the field of computer technology, creating a huge number of new specialties and professions that require different fundamental training, high qualifications and a large number of work places. The standard principles of organizing the work process are giving way to non-standard ones; preference is given to freedom of choice, flexibility and independence etc. The digital economy and work on digital platforms are relevant, modern and promising, but they are not devoid of certain risks and dangers. Platform employment is precarious, unstable, socially and legally vulnerable, although in developed countries almost a third of the working-age population is employed in the gig economy today. In the article, there are investigated the peculiarities of Ukrainian gigonomics based on the materials of a survey conducted by the author among gig workers in Kiev — taxi drivers of online services (Uber, Uklon, Bolt) and food delivers (Glovo, Bolt Food, Rocket). Besides, there are clarified main advantages and disadvantages of such work and there are described its threats and prospects.

This paper aims to review research that determines the influence of outsourcing on knowledge management and learning, a process which will help identify new research opportunities and contribute to the further development of outsourcing theory. The study consists of a review of 34 refereed articles on outsourcing in relation to knowledge management and learning. The findings were summarised in a number of hypotheses and two conceptual models which highlight the contribution of outsourcing to either competitive advantage or disadvantage. This study may not have enabled a complete coverage of all peer reviewed articles in the field of outsourcing in relation to learning and knowledge management. Yet, it seems reasonable to assume that the review process covered a large share of studies available. To the best of the authors' knowledge, no literature review on this topic has previously been published in academic journals.
