Abstract:
In many Anglophone developing countries, the language of most public service advertising is English, a language that is second rather than primary for audiences. Set in a dual-language context where English exists alongside several local languages, as means of interaction, this means that audiences must engage with messages in a language not necessarily preferred for conversation. In addition, messages are often carried on radio, a transient medium where meaning can be lost in the temporality of messages. This increases the task on audiences for processing messages, as the ability to understand most advertisements becomes contingent on their attainment of formal education. While this highlights the critical role of the English language in determining the effectiveness of public service advertisements among second language audiences, it remains understudied in media/communication scholarship. Using a textual analysis of two public service advertising campaigns in Ghana, the study unpacks the English used and examines the implications for audience comprehension.

By using semantic ontology method, researchers classified and studied public service facility elements from 454 estates internet AD slogan and found that new flats with public service facilities description represent 82.57% of all the estates. By words number analysis, researchers found that commercial, education and cultural & sports are of great importance. Further analyzing the location of those estates tells us most of the newly developed estates are concentrate inside the citys 2nd Ring Road and near the 1st Ring Road area. This is because Hefei only embraces a single prosperous downtown while lacks other assistant ones.

Watching television advertising means accepting the message and understand the meaning of the message from those impressions. With a fairly short duration, the audience is faced with the question of understanding various aspects. The first aspect is the accessibility to the senses of the eye and ear and continues to the senses understanding of meaning and sense and consideration. Semiotics is one approach to understanding television advertising where the ad itself as part of the marker system information. From the nature of information just to process an attempt "to seduce" the audience in this case is the prospect of a commercial nature. Message becomes differently if it is not commercial. There is no end goal of selling products, but simply pass on the positive message. This is what will be studied from a television ad social services with the youth oath-theme. The review focused on the aspects of ease of understanding the visual language of scene after watching this public service advertisements.

A review of: McLoughlin, Carla, and Anne Morris. "UK Public Libraries: Roles in Adult Literacy Provision." Journal of Librarianship and Information Science 36.1 (March 2004): 37-46. Objective – To examine the role of public libraries in the provision of adult literacy services, with a detailed look at both the successes and concerns of the libraries under study; to provide recommendations for best practice in establishing or reviewing adult literacy services. Design – A series of case studies using written reports and semi-structured interviews. Setting – Eight public libraries in the UK involved in literacy service provision or reader development services. Subjects – Eight senior staff members in charge of library literacy programming. Method – A written report of literacy service initiatives was solicited from each participating library. A single interview was conducted with a staff member in charge of literacy service at each of the eight participating libraries. Fact-checking telephone interviews were conducted at three locations where adult literacy programs were in early stages. More in-depth, face-to-face interviews were conducted at the five libraries with better established programs. Each type of interview consisted of a set of scripted questions supplemented by individualized questions based on the written reports. Main results – There are four key areas of results to be summarized from this study: Adult Literacy Collections – The authors observed three main approaches to branding literacy collections: ?Emphasis on reading for pleasure (with collections entitled ‘Quick Reads’ or ‘First Choice’); ?Emphasis on reading for skills development; ?Discreet labelling enabling stock recognition without advertising that the reader is borrowing literacy materials. The authors conclude that the ‘Quick Reads’ approach was the most successful in highlighting the collection without stigmatizing it and in promoting the pleasure of reading. The importance of maintaining relevant, attractive books was highlighted, with collections targeting both entry level readers and emergent readers. Approaches for Supporting Adult Literacy – The libraries used reader development extensively as a strategy to support adult literacy efforts. Staff tied literacy offerings to other programs or services of interest (for example, promoting adult literacy services alongside audio-visual collections and Internet access). Adult learners were also targeted for library tours, reading groups, and assistance with book selection for the literacy collection. Some of the libraries hired new staff from outside the library profession, choosing candidates with prior experience in basic skills development or community work. Methods of Attracting Adults with Poor Literacy -- Partnership was identified as a key strategy for the libraries studied. Partnerships were formed with numerous agencies, including the probationary service, a community centre (where the library’s ‘reader in residence’ was installed), a college, and a Peugeot factory. Networking with other literacy service providers and coalitions was also an important strategy, particularly as a way to increase the library’s profile as a literacy service provider. Perhaps the simplest strategy for attracting adults with poor literacy was to identify areas of the library districts where literacy skills were lowest and then to target literacy service to those regions. Sustainability and Mainstreaming -- Early planning for sustainability was crucial. Incorporating funding for literacy staffing and collections into the core budget and annual library plan was also an important step. While some libraries hired new staff, and one library staffed the literacy project with volunteers, using existing staff for adult literacy work proved to be more efficient and sustainable. Instilling a sense of ownership in the project for both staff and users of the literacy services by involving them in the development and promotion of literacy service and collections was another strategy employed to ensure longevity of the service. Conclusions – The most successful form of library literacy service provision was found to be the reader development approach (promoting reading for enjoyment and building reading activities around existing interests). The libraries studied showed an understanding of the wide range of reading levels and interests among adult learners. Potential barriers for libraries in the provision of adult literacy service “include restrictive funding criteria, limited staff capacity, and a bidding culture that remains unsympathetic to public library circumstances” (44). The authors make five recommendations for best practices in adult literacy service provision: Eclectic adult literacy collections: Collections should be fresh and appealing and should incorporate engaging non-fiction. Standardized criteria for adult literacy stock: Standardized criteria should be developed by a basic skills agency, preferably at a national level. Equality for adult readers: Approach adult readers as people who read for enjoyment or who are ‘getting back to reading’, rather than as those needing to ‘improve’ their reading. Maximum access: Ensure a diverse and well-stocked collection of books that is easy for adult learners to locate. Community profiling: Optimize service delivery by profiling your community’s literacy levels.

Religious marketing has risen substantially over the past two decades due to a confluence of societal changes, notably the freedom to determine one’s faith and the ubiquity of mass media with its concomitant advertising. Specifically, branding—a marketing tool whereby a product is given an identity beyond its physical attributes or services—is now being employed by an increasing number of Churches. Two recent branding campaigns—one by the Church of Scientology, the other by the United Methodist Church—provide case studies of how Churches are becoming increasingly sophisticated in their use of marketing. Beyond simply promoting their products, these campaigns use branding to solve multiple marketing issues, from improving a sagging public reputation to re-positioning traditional denominations.

PurposeThe purpose of this paper is to illustrate the importance of corporate reputation to the management of contemporary organisations.Design/methodology/approachThe approach takes the form of survey research and case studies. The paper is informed by corporate image and reputation research undertaken for major international corporations, governments and NGOs in the UK and in countries throughout the world dating back to the late 1960s.FindingsThe paper finds that corporate image is an important factor in the success or failure of virtually all major organisations; corporate reputation is the synthesis of many factors: the brand(s) image, the products (and/or services) class image(s), the brand user(s) image, the image of the country of perceived ownership of a corporation, and the corporate culture/personality; corporate reputations can be measured, and changes in corporate reputations can be tracked; and corporate responsibility is replacing corporate social responsibility as an increasingly important factor in how people regard the corporate reputation of organisations.Practical implicationsPolicy makers should actively research and manage their corporate reputation. Familiarity breeds favourability, not contempt. All too often senior managers and their advisers (brand and corporate consultants, design consultants, advertising and public relations advisers, etc.), who have responsibility for the organisation's corporate reputation, muddle the distinctions between corporate reputation, corporate image, corporate identity, corporate personality, corporate culture, and other ways by which the elements of the corporate reputation are defined, and therefore used and measured.Originality/valueThe paper shares some of the lessons learned from 40 years' experience of MORI. The paper also marshals insights from the published output, lectures, and image‐modelling work.

The core of studybeing conducted is the text within public service advertising in which depicts the idea of profeminism in media. According to the intertextuality analysis derived by the social construction of reality theory by Berger and Luckmann, as well as the hegemony theory by Gramsci in which became the theoretical framework, both of which are utilized to integrate three level analytical framework model by Fairclough. Based on that fact, this type of study lies under the research method of ‘single case multilevel analyses. The reason for selecting framing analysis approach from Pan and Kosicki on the text level is because the meaning and value of profeminism in public service advertising of Indonesia family planning and health reproduction programs could produce interesting discourses if analyzed from the angle of communication and social reality construction in media. The finding of data proved that the symbolic reality for profeminism being constructed through public service advertising of Indonesia family planning and healthy reproduction programs only has the artificial nature. The symbolic reality only enhances and perpetuates the gender bias in the patriarchal society. So it can be concluded that there is a distortion in the meaning and value of the public service advertising profeminism in family planning and health reproductive programs.

Examining human interaction networks contributes to an understanding of factors that improve and constrain collaboration. This study examined multiple network levels of information exchanges within a public service model designed to strengthen community partnerships by connecting city services to the neighborhoods. The research setting was the Neighbourhood Integrated Service Teams (NIST) program in Vancouver, B.C., Canada. A literature review related information dimensions to the municipal structure, including social network theory, social network analysis, social capital, transactive memory theory, public goods theory, and the information environment of the public administration setting. The research method involved multiple instruments and included surveys of two bounded populations. First, the membership of the NIST program received a survey asking for identification of up to 20 people they contact for NIST-related work. Second, a network component of the NIST program, 23 community centre coordinators in the Parks and Recreation Department, completed a survey designed to identify their information exchanges relating to regular work responsibilities and the infusion of NIST issues. Additionally, 25 semi-structured interviews with the coordinators and other program members, collection of organization documents, field observation, and feedback sessions provided valuable insight into the complexity of the model. This research contributes to the application of social network theory and analysis in information environments and provides insight for public administrators into the operation of the model and reasons for the program's network effectiveness.

Abstract:
The research explores the concerns, challenges and successes of the Government of South Africa’s efforts to transform the Public Service to be representative of the South African society. Some of the efforts include inter alia developing policy initiatives to obtain an environment conducive to change in the human resource management of the public sector from an apartheid based system that created a fragmented public service, to a Public Service which now reflects the demands of the South African society void of racism, gender discrimination and associated peculiarities. The dissertation used a case study approach. Information was gathered from authoritative literacy sources. This was supplemented by empirical research that relied heavily on official publications and data in the Ministry of Public Service and Administration and across the various South African Government infrastructures. The main conclusion of the research indicates that major transformation through policy initiatives had been achieved. However, as far as implementation is concerned, much work is still required.

ENGLISH ABSTRACT: Freedom of association is a constitutional fundamental freedom denied the members of the Namibian Police Service. This led to the researcher to conduct a study on current labour practices in the said organisation. The aim thereof was to establish whether the inexistence of unions has a detrimental effect on labour relations, and also to explore possibilities of introducing trade unions in the Police Service. A study was conducted within a qualitative approach with the data obtained from existing literature as well as through interviewing police officers and other public office bearers. It was ultimately found that the entire organisation is fraught with labour related problems, which would have been handled differently within unionism. The study therefore recommends that a union be formed for the Namibian Police members.
AFRIKAANSE OPSOMMING: Vryheid van assosiasie is 'n konsitusionele fundamentele vryheid wat die lede van die Namibiese Polisiediens ontsê is. Dit was aanleidend tot die navorser se ondersoek van bestaande werkspraktyke in die gemelde organisasie. Die studie is daarop gerig om vas te stel of die bestaan van unies nadelig inwerk op werksverhoudings asook om die moontlikheid van die instelling van vakunies in die polisiediens te ondersoek. Die studie is met 'n kwalitatiewe benadering onderneem en data is bekom uit bestaande literatuur asook onderhoudsvoering met polisiebeamptes en ander openbare ampsdraers. Daar is uiteindelik bevind dat die hele organisasie gebuk gaan ander werksverwante probleme wat binne vakunie-verband anders hanteer sou word. Die studie beveel dan ook aan dat 'n unie vir die lede van die Namibiese Polisie ingestel moet word.

Ethical conduct displayed by members of the public sector is integral to creating a sustainable democratic government, which upholds the constitutional tenets of accountability, transparency and professional ethicality. Furthermore, a true constitutional democracy emphasises and advocates the notion of service leadership that nurtures public participation and engages with citizens in a positive manner. Ethical conduct in the public sector earns public trust; it is hence a key principle in good governance. Yet, in the years since the advent of democracy in South Africa, the government has been plagued by rampant corruption and maladministration by public officials and politicians in leadership positions. The external control measures passed by government in an attempt to ensure ethicality and accountability within the public sector include codes of ethics, rules of conduct and the enactment of legislation. These are intended to shape the mindset of members of the public sector, with the ultimate aim of an efficient, effective, ethical and responsive public service. The purpose of the current study is to analyse non-compliance with external control measures within the public sector by means of selected case studies and to present the reasons for this occurrence. The three cases selected are: the South African Arms Deal, the corruption trial of Jackie Selebi, and the investigation of Bheki Cele regarding irregularities in the procurement of SAPS assets, the latter two who served as National Commissioners of the South African Police Service but were each dismissed from that post. The reasons for non-compliance with external control measures in the public sector as well as recommendations based on the findings to improve compliance will be undertaken. The three case studies demonstrate the experience and impact of corruption and/or maladministration, which have contributed to the increasing loss of confidence in political leadership in the country as elsewhere in the world. A qualitative methodology of inquiry, including a review of literature covering the theories applied to the case studies will be employed. Owing to the subject nature of the current study, the findings will be validated by an independent source, which has been identified as the Office of the Public Protector.

Abstract:
This essay is a study which is intended to explore how public service announcements in broadcast media use humour as a method of conveying their core messages in a manner which is both memorable and persuasive; to consider why humour is chosen as a strategy; and to identify the similarities and differences in the use of humour in PSAs and commercial broadcast advertising. Six video commercials were analysed in total: three PSAs and three advertisements. The analysis identified semantic and stylistic features including metaphors, puns, idioms, vagueness, polysemes, homonyms, homographs and homophones, as well as visual metaphors. It continued on to investigate how PSAs contextualise their messages, applying Grice's co-operative principle, as well as the principles of relevance, as proposed by Sperber and Wilson (1986). The results revealed that the PSAs examined appear to show the application of a range of linguistic devices that contribute to making their content humorous. Ambiguity, mostly generated by verbal and visual metaphors, vagueness and polysemy, appears to be the most common strategy for stimulating interest and engaging the viewer. It was observed that viewers must possess the ability to recover meaning through non-linguistic signifiers, such as body language, and through contextual cues. It was also established that similar linguistic devices tend to be used in the production of PSAs and advertisements to create humorous content, but to a different extent.

In recent years, many public bike rental systems have proliferated in Spain. Unfortunately, many have had to close because of their poor financial feasibility. The aim of this paper is twofold. On the one hand, a benchmarking of the main public bicycle systems in Spain is conducted, analysing the growth in the last decades, with special emphasis on successful systems and on the recently failed. In addition, the financial feasibility of some successful systems in Spain is analysed: Seville, Valencia and Barcelona. Thus, major factors directly related to the viability of such systems are discussed. A proper and correct knowledge of these factors is essential when making decisions in mobility policies. The main factors on which the management company may decide are: pricing policy (annual and weekly rate), advertising rates, and system dimensions (number of docking stations, anchors and bicycles). There are other external factors not directly controlled by the company (subscribers, occupancy rate of advertising space and system maintenance cost) but which are crucial to their feasibility. To achieve the aforementioned objectives, mobility studies in Seville (1400 surveys) and Barcelona (1000 surveys) were conducted in order to achieve more accurate parameter values (time cycling, distances, used rate, frequencies, etc.). Despite the similarities between the systems in Valencia and Seville, they have shown very different profitability. The first two fundamental principles in the ASME Code of Ethics are that” engineers uphold and advance the integrity, honor and dignity of the engineering profession by: I. Using their knowledge and skill for the advancement of human welfare; II. Being honest and impartial, and serving with fidelity the public, their employers and clients…” These principles involve the concept of “the public good” and are properly part of engineering ethics — yet it is difficult to find a good place in the curriculum to address these principles. This paper will present the idea of using community service in engineering as a context for teaching this aspect of engineering ethics. The author has considerable experience in community service projects — related to engineering courses in which project work is required and graded, and also related to projects that involve purely voluntary efforts. Specific examples of projects that have been used will be given. The projects have also been presented as part of the larger Honor Concept that the author has been instrumental in developing for the School of Engineering at Grand Valley State University. “The habit of apprehending a technology in its completeness: this is the essence of technological humanism, and this is what we should expect education in higher technology to achieve. I believe it could be achieved by making specialist studies the core around which are grouped liberal studies which are relevant to those specialist studies. With the frequent occurrence of epidemic diseases such as “SARS”, “H1N1”, “MERS”and“COVID19”, public health emergencies, which are characterized by large-scale, high risk, strong persistence and high risk, have become more and more obvious threats to the life and health of urban residents and put forward a huge test to the urban public service system. As the first city of COVID-19 human infection, the core of the epidemic spread and the worst-hit area, Wuhan is an ideal case study. Based on the analysis of the epidemic prevention and control actions in the first three months of the outbreak in Wuhan, this paper evaluates the vulnerability of the public service system and facilities in Wuhan. The results show that Wuhan is faced with many problems, such as the failure of community-level public service facilities, the imbalance of public service allocation in the central city, and the significant gap of graded service supply, when dealing with public health emergencies. Further studies found that due to the lack of dynamic early warning mechanism, the decoupling of public service construction from the urbanization process, the difficulty of service turnover and subsidence and other factors, the public service response was delayed. Based on these practical difficulties, this paper puts forward the construction path of the emergency response mechanism for the city level public service system, specifically including the following six key contents: (1) Improving the emergency plan path of the public service system; (2) Establishing the organizational structure of the emergency management system according to the administrative divisions; (3) Building a community-based mobilization system; (4) Establishing the regional joint defense and control interaction mechanism in public health emergencies; (5) Reserving appropriate strategic construction space; (6) Strengthening the emergency infrastructure construction. Finally, based on the path of emergency response mechanism, this paper proposes the corresponding city wide spatio-temporal prevention and control network strategy, so as to provide a reference for the realization of city health and order.

Microturbines have showed good perspectives for the distributed generation of the electricity in low capacity range, because they have high reliability and simple design (high potential for a cheap manufacture and in large scale). Besides, this technology must have a great application in systems of cogeneration of the public service (malls, hotel, hospital, etc.) and in the distributed generation of the electricity in the developing countries in order to get a reliable operation system, in a range of power compatible with the isolated communities. In Brazil, The Thermal Systems Study Group (NEST) of Federal University of Itajuba´ (UNIFEI) sponsored by The Energy Company of Minas Gerais (CEMIG), are developing a project of experimental valuation of the system with microturbines for electricity generation fueled with natural gas and diesel. The objective of this paper is to show an economic evaluation which presents the generation costs and the payback period with the Capstone 30 kW natural gas microturbines business in three cases: microturbines operating on base load in gas station, microturbines operating on peak shave in the industry and a microturbine cogeneration system operating in the residential segment. It was considered the cost of microturbines at this moment and the projection for the future, as well as the cost of electricity and natural gas in Brazil. An economical analysis was carried out for different variables involved and the results show the Capstone 30 kW natural gas microturbines business are feasible firstly in cogeneration cases which is possible to get until 3 years of payback period. Besides, the return on the investment have shown improvements with the incentive of the natural gas distributing companies and with the rises in the electricity price of Brazilian utilities.

The objective of this research was to analyse the relationship between sociodemographic characteristics and the travel behaviour of Trinidadians. Many studies have shown that a relationship exists between the socio-economic and sociodemographic characteristics of an individual and their travel patterns. A better understanding of this relationship can influence transportation policy decisions and therefore, aid in improvement to the overall transportation structure. This understanding of travel behaviour is of particular importance in developing countries and SIDS, where there is limited geographical space, economic constraints and an influx of competitive unregulated paratransit modes into the transportation system. Trinidad, like other developing countries and SIDS, has a public transportation system that is dominated by paratransit modes. More notably, there is increasing penetration of illegally operated paratransit modes, that are aggressively competing in the market and gaining a lot of traction. Data was collected in January 2018 using a revealed preference survey of commuters’ work-based tours in, Trincity, a middle-income housing area with good highway and public transportation access. Results showed that income, age, distance from workplace and gender all affect the likelihood of public transport usage as a primary mode of a work tour and there were gender-based differences in the incidence of walking as part of the tour. Additionally, although most public transportation users considered the government bus service as the safest and illegal paratransit services as the least safe, the usage of such services was more than five times that of the bus. The research points to important service and policy actions which need to be taken to encourage and support shifts to more sustainable modes.

ABSTRACT Background: Teenage marriage have historically been associated with a variety of negative outcomes such as lower education levels, higher unemployment rates, worse health, lower wages and higher crime rates. Studies have revealed significant differences in most of the dimensions of marital quality, before and after marital counselling. The purpose of this study was to investigate evaluation of information and adolescent counseling center management to delay early marriage in adolescents. Subjects and Method: This was a qualitative study with a case study approach. The study was conducted at Public Senior High School 4 Jambi, Indonesia, from January to May 2019. 10 key informants were selected for this study. The data were collected by indepth interview and observation. The data were analyzed using source, data, and method triangulations. Results: The implementation of adolescent’s guidance and counseling center services still has room for improvement. There were several factors that lack of optimal results, for example the process of members or educators recruitment and training (input aspects), planning, report and evaluation system (process aspect) and students’ knowledge about health reproduction and adolescent marriage (output aspect). Conclusion: There is a need to improve information and counseling service. In order to reduce tax losses, it is necessary to utilize information technologies to develop new audit methods and techniques and to follow new practices in the world. It has become compulsory for public institutions to keep pace with the evolving information technology and to form the necessary information infrastructure. E-applications prevent tax evasion and ensure tax incomes of countries not only to increase the quality of public service but also increase the taxpayer's transaction speed. With the transfer of taxpayers to electronic book and electronic document in order to conduct an effective tax audit and to obtain tax revenue studies on the establishment of a structure that is effective, fast working and using computer technologies well in the struggle with the informal economy are carried out by the tax administration. In our work, electronic tax applications and tax audit in Turkey are explained under general headings and the process of transition to electronic tax audit is taken as basis on the basis of applications in the world. As a result, the contribution of computer and internet technology to the effectiveness of tax audit is an unquestionable reality.

This is because students spend a lot of time at schools and often encountered various health problems. Studies have shown that School Health Based Centre are particularly suited to meet the children needs for proper health services. This study aimed to evaluate the implementation of trias of school health center program (UKS) at Giwangan elementary school, Yogyakarta. Subjects and Method: This was a qualitative study with case study approach. The study was conducted at Giwangan elementary school, Yogyakarta, Indonesia, in May 2018. The key informants were supervisor and head of UKS. The informants were selected by purposive sampling. The data were collected by in-depth interview, observation, and study document. Results: Input evaluation showed that facilities and infrastructure in the school health center were not optimally available. Evaluation process found that there were some obstacles faced by school health center in providing health education in students. Output evaluation showed that there was lack of personnel to implement school health center service. There has never been a little doctor training for students. The urban population of Africa, the fastest urbanizing continent, has increased from 19% to 39% in the past 50 years, and the number of urban dwellers is projected to reach 770 million by 2030. However, while rapid urbanization has increased mobility and created a subsequent growth in demand for public transport in cities, this has not been met by the provision of adequate and sustainable infrastructure and services. The majority of low-income residents and the urban poor still lack access to adequate transport services and rely on non-motorized and public transport, which is often informal and characterized by poor service delivery. Lack of access to transport services limits access to opportunities that aren’t in the proximity of residential areas, such as education, healthcare, and employment. The urban public transport sector not only faces the challenge of poor service provision, but also of gender inequality. Research shows that, in the existing urban transport systems, there are significant differences in the travel patterns of and modes of transport used by women and men, and that these differences are associated with their roles and responsibilities in society. Moreover, the differences in travel patterns are characterized by unequal access to transport facilities and services. Women are generally underrepresented in the sector, in both its operation and decision-making. Women’s mobility needs and patterns are rarely integrated into transport infrastructure design and services and female users are often victims of harassment and assault. As cities rapidly expand, meeting the transport needs of their growing populations while paying attention to gender-differentiated mobility patterns is a prerequisite to achieving sustainability, livability and inclusivity. Gender mainstreaming in urban public transport is therefore a critical issue, but one which is under-researched in East Africa. This research explores gender issues in public transport in East Africa, focusing in particular on women’s inclusion in both public transport systems and transport policy decision-making processes and using case studies from three cities: Nairobi, Kampala and Dar es Salaam.
