Abstract:
Examining human interaction networks contributes to an understanding of factors that improve and constrain collaboration. This study examined multiple network levels of information exchanges within a public service model designed to strengthen community partnerships by connecting city services to the neighborhoods. The research setting was the Neighbourhood Integrated Service Teams (NIST) program in Vancouver, B.C., Canada. A literature review related information dimensions to the municipal structure, including social network theory, social network analysis, social capital, transactive memory theory, public goods theory, and the information environment of the public administration setting. The research method involved multiple instruments and included surveys of two bounded populations. First, the membership of the NIST program received a survey asking for identification of up to 20 people they contact for NIST-related work. Second, a network component of the NIST program, 23 community centre coordinators in the Parks and Recreation Department, completed a survey designed to identify their information exchanges relating to regular work responsibilities and the infusion of NIST issues. Additionally, 25 semi-structured interviews with the coordinators and other program members, collection of organization documents, field observation, and feedback sessions provided valuable insight into the complexity of the model. This research contributes to the application of social network theory and analysis in information environments and provides insight for public administrators into the operation of the model and reasons for the program's network effectiveness.

Abstract:
The research explores the concerns, challenges and successes of the Government of South Africa’s efforts to transform the Public Service to be representative of the South African society. Some of the efforts include inter alia developing policy initiatives to obtain an environment conducive to change in the human resource management of the public sector from an apartheid based system that created a fragmented public service, to a Public Service which now reflects the demands of the South African society void of racism, gender discrimination and associated peculiarities. The dissertation used a case study approach. Information was gathered from authoritative literacy sources. This was supplemented by empirical research that relied heavily on official publications and data in the Ministry of Public Service and Administration and across the various South African Government infrastructures. The main conclusion of the research indicates that major transformation through policy initiatives had been achieved. However, as far as implementation is concerned, much work is still required.

ENGLISH ABSTRACT: Freedom of association is a constitutional fundamental freedom denied the members of the Namibian Police Service. This led to the researcher to conduct a study on current labour practices in the said organisation. The aim thereof was to establish whether the inexistence of unions has a detrimental effect on labour relations, and also to explore possibilities of introducing trade unions in the Police Service. A study was conducted within a qualitative approach with the data obtained from existing literature as well as through interviewing police officers and other public office bearers. It was ultimately found that the entire organisation is fraught with labour related problems, which would have been handled differently within unionism. The study therefore recommends that a union be formed for the Namibian Police members.
AFRIKAANSE OPSOMMING: Vryheid van assosiasie is 'n konsitusionele fundamentele vryheid wat die lede van die Namibiese Polisiediens ontsê is. Dit was aanleidend tot die navorser se ondersoek van bestaande werkspraktyke in die gemelde organisasie. Die studie is daarop gerig om vas te stel of die bestaan van unies nadelig inwerk op werksverhoudings asook om die moontlikheid van die instelling van vakunies in die polisiediens te ondersoek. Die studie is met 'n kwalitatiewe benadering onderneem en data is bekom uit bestaande literatuur asook onderhoudsvoering met polisiebeamptes en ander openbare ampsdraers. Daar is uiteindelik bevind dat die hele organisasie gebuk gaan ander werksverwante probleme wat binne vakunie-verband anders hanteer sou word. Die studie beveel dan ook aan dat 'n unie vir die lede van die Namibiese Polisie ingestel moet word.

Ethical conduct displayed by members of the public sector is integral to creating a sustainable democratic government, which upholds the constitutional tenets of accountability, transparency and professional ethicality. Furthermore, a true constitutional democracy emphasises and advocates the notion of service leadership that nurtures public participation and engages with citizens in a positive manner. Ethical conduct in the public sector earns public trust; it is hence a key principle in good governance. Yet, in the years since the advent of democracy in South Africa, the government has been plagued by rampant corruption and maladministration by public officials and politicians in leadership positions. The external control measures passed by government in an attempt to ensure ethicality and accountability within the public sector include codes of ethics, rules of conduct and the enactment of legislation. These are intended to shape the mindset of members of the public sector, with the ultimate aim of an efficient, effective, ethical and responsive public service. The purpose of the current study is to analyse non-compliance with external control measures within the public sector by means of selected case studies and to present the reasons for this occurrence. The three cases selected are: the South African Arms Deal, the corruption trial of Jackie Selebi, and the investigation of Bheki Cele regarding irregularities in the procurement of SAPS assets, the latter two who served as National Commissioners of the South African Police Service but were each dismissed from that post. The reasons for non-compliance with external control measures in the public sector as well as recommendations based on the findings to improve compliance will be undertaken. The three case studies demonstrate the experience and impact of corruption and/or maladministration, which have contributed to the increasing loss of confidence in political leadership in the country as elsewhere in the world. A qualitative methodology of inquiry, including a review of literature covering the theories applied to the case studies will be employed. Owing to the subject nature of the current study, the findings will be validated by an independent source, which has been identified as the Office of the Public Protector.

Abstract:
This essay is a study which is intended to explore how public service announcements in broadcast media use humour as a method of conveying their core messages in a manner which is both memorable and persuasive; to consider why humour is chosen as a strategy; and to identify the similarities and differences in the use of humour in PSAs and commercial broadcast advertising. Six video commercials were analysed in total: three PSAs and three advertisements. The analysis identified semantic and stylistic features including metaphors, puns, idioms, vagueness, polysemes, homonyms, homographs and homophones, as well as visual metaphors. It continued on to investigate how PSAs contextualise their messages, applying Grice's co-operative principle, as well as the principles of relevance, as proposed by Sperber and Wilson (1986). The results revealed that the PSAs examined appear to show the application of a range of linguistic devices that contribute to making their content humorous. Ambiguity, mostly generated by verbal and visual metaphors, vagueness and polysemy, appears to be the most common strategy for stimulating interest and engaging the viewer. It was observed that viewers must possess the ability to recover meaning through non-linguistic signifiers, such as body language, and through contextual cues. It was also established that similar linguistic devices tend to be used in the production of PSAs and advertisements to create humorous content, but to a different extent.

In a Swedish setting an audience orientation is applied to investigate public service TV in the ongoing development of terrestrial digital television. Focus is on institutionalized politics and public service TV companies Sveriges Television (Swedish Television) and Utbildningsradion (Education Radio). In a case study through a multitude of material, emphasizing policy documents and interviews but also including media coverage, it is explored how and why the audience is involved in public service digital TV development. Is it an operation in the public interest, and what does this mean for public service as a media policy principle? The empirical result indicates a complex and problematic audience, which is not constantly prioritized but always present. The audience legacy is threatened in public service TV by a consumer orientation. Concluding implications are on the one hand that feedback from the audience can not only be based in ratings and market analysis. On the other hand there is a need for an attitude towards public service legitimacy as utopian realism.

ENGLISH ABSTRACT: This research analyses traditional public sector delivery impediments and the resultant reforms which have emanated from these impediments, how the reforms have been implemented in the developed and developing countries and the challenges facing rural local government structures, which must implement alternative service delivery mechanisms at the grassroots level in South Africa. The research further explores external and internal issues affecting public service delivery in general, and then concludes by exploring the local government and rural development realities in South Africa. The developmental divide between developed and developing countries is increasing for various reasons, among them, the public management reforms that have enhanced performance in developed countries, but cannot do the same in developing countries due to the overwhelming constraints. Developing countries experience constraints which include vague definitions of what performance entails in a developing context, unresponsive organisational cultures, unclear performance indicators, a resilient ethos of governance, unfavourable organisational factors, incorrect use of resources and unsuccessful policy initiatives. A literature review has shown that ideological contradictions, lack of a common vision and policy process constraints are also hampering South African public sector service delivery processes. Although local government legislation and reforms have freed municipalities from many impediments to improve delivery, the huge service backlog, infrastructure neglect, lack of integration with other spheres of government, lack of capacity, the impact of HIV/AIDS and the culture of non-payment are still eroding that ability, especially in rural areas. In addition, rural areas have even greater levels of underdevelopment, poverty and service backlogs and consequently municipal structures in deep rural areas carry less legitimacy. The ethnographic research chapter focuses on a rural municipality in South Africa, Engcobo, and on how effectively it will be able to deliver the required municipal services in the absence of resources and amid a culture of non-payment for services, a huge unemployment rate and escalating HIV/AIDS in the area. Local economic development will be hard to realise because the municipality faces the constraints of finance, the prevalence of HIV/AIDS, lack of institutional skills and inadequate infrastructure to foster and drive developmental local government. The premise, that such a municipality cannot deliver the expanded local government designated services while it faces the above internal constraints and external ones that emanate from the traditional public sector context, the global economic set up and the South Africa national government constraints, is qualified in this research. Amid the magnitude of the service backlogs, delivering the basic services in Engcobo Municipality will require sustainable funds and skills currently lacking. Engcobo Municipality does not have the required capacity to deliver the designated services for local government and neither will this capacity be built up in the short term. A number of recommendations for improving on the prospects are nevertheless made. These recommendations focus on institutional development and capacity building, improving financial viability, harnessing profit in service delivery, public participation, partnership arrangements, dealing with HIV/AIDS, infrastructure development as well as waste and environmental management.
AFRIKAANSE OPSOMMING: Hierdie navorsing analiseer die tradisionele hindernisse vir openbare sektor dienslewering en die hervormings wat daaruit voortspruit, hoe die hervormings uitgevoer is in ontwikkelde en ontwikkelende lande en die uitdagings van landelike plaaslike regeringsstrukture wat die implimentering van alternatiewe diensleweringsmeganismes op voetsoolvlak in Suid Afrika in die gesig staar. Die navorsing ondersoek verder die eksterne en interne aspekte wat openbare sektor dienslewering oor die algemeen beïnvloed, en ondersoek dan plaaslike regering en landelik ontwikkelingsrealiteite. Die ontwikkelingsskeiding tussen ontwikkelde en ontwikkelende lande vergroot vir verskeie redes, insluitend die openbare bestuurshervormings wat prestasie in ontwikkelde lande verbeter het, maar wat nie dieselfde doen in ontwikkelende lande nie, weens oorweldigende beperkings. Ontwikkelende lande ondervind beperkings wat vae definisies oor wat prestasie in 'n ontwikkelende konteks behels, insluit, onresponsiewe organisatoriese kulture, onduidelike prestasie-indikatore, 'n elastiese karakter van regeerkunde, ongunstige organisatoriese faktore, verkeerde gebruik van hulpbronne en onsuksesvolle beleidsinisiatiewe. Plaaslike ekonomiese ontwikkeling sal moeilik wees om te realiseer omdat die munisipaliteit die beperkinge van onvoldoende fondse, HIV/VIGS, 'n gebrek aan institusionele bekwaamhede en 'n onvoldoende infrastruktuur om ontwikkelende plaaslike regering te bevorder en te bestuur, in die gesig staar. Die premis dat so 'n munisipaliteit nie die aangewese uitgebreide plaaslike regeringsdienste kan lewer terwyl dit die interne gedwongendhede en eksterne beperkinge voortspruitend uit die konteks van 'n tradisionele openbare sektor, die globale ekonomiese opset en die gedwongendhede van die Suid Afrikaanse nasionale regering in die gesig staar nie, word met hierdie navorsing gekwalifiseer. Te midde van die omvang van diensagterstande, sal die lewering van basiese dienste in Engcobo Munisipaliteit genoegsame fondse en vaardighede wat tans ontbreek, benodig. Engcobo Munisipaliteit het nie die vereiste kapasiteit om die aangewese dienste vir plaaslike regering te lewer nie en ewemin sal hierdie kapasiteit oor die korttermyn opgebou word. 'n Aantal aanbevelings ter verbetering van die vooruitsigte word nietemin gemaak. Hierdie aanbevelings fokus op institusionele ontwikkeling en kapasiteitsbou, verbetering van finansiële lewensvatbaarheid, aanwending van die winsmotief in dienslewering, publieke deelname, vennootskapsreëlings, hantering van MIV/VIGS, infrastruktuur ontwikkeling sowel as afval en omgewingsbestuur.

Abstract:
Lack of trust between nonprofit organizations and the communities in which they are located is a well-documented problem in the academic literature. The nature of this mistrust is far less understood, and little is known how community-nonprofit collaborations can overcome these gaps in trust. Guided by Simmel's theory of trust, this study examined the role of collaborative trust between public and non-profit organizations with a focus on better understanding how trust evolves. The research questions focused on how trust was defined and the factors that enhanced and inhibited trust evolution within the context of collaborations between nonprofit organizations and communities. Data were gathered through structured, in-depth interviews with 14 staff and stakeholders, a focus group of 4 management committee members, and the examination of partnership documents.Data from the interviews and documents were inductively coded and then organized around key themes. The themes from the content analysis indicated that the 3 chief executive officers in the partnership embraced the concept of collaboration, invested time at trust building activities, and obtained stakeholder support. This study contributes to positive social change by providing information for policy makers and administrators of public and nonprofit organizations facing similar contexts about how the development of trust can remove the barriers and sustain collaboration to deliver social program services efficiently and equitably.

Abstract:
Public involvement and participation in Forest Service decision-making is a contentious issue attended by charges and countercharges, unsubstantiated accusations and counterclaims, and value-based arguments by all entities involved. Yet, the numbers of studies to substantiate the debate is relatively minimal and tend to be sporadic, reoccurring during times of national forest management crises, which is inappropriate and shortsighted. Moreover, the studies tend to be quantitative or anecdotal in nature and have largely failed to identify or resolve the problems associated with public involvement and participation in Forest Service decision-making, as well as litigation, and yet researchers continue to advocate for comprehensive, systematic, empirical examinations without considering the possible benefits that comprehensive, systematic, qualitative research could contribute to identifying and possibly resolving such problems. Thus, a comprehensive, systematic, in-depth, qualitative analysis of public comments, administrative appeals, and legal arguments from 12 Forest Service project-level activities, and their seven associated lawsuits, on the George Washington and Jefferson National Forests, was conducted. The results suggest that there is an interested and vocal minority of individuals and environmental special-interest groups that dominate project-level public involvement and participation processes on the George Washington and Jefferson National Forests, and that these public involvement and participation processes work in reverse, providing incentives for post-decisional challenges and discouraging pre-decisional information-sharing, collaboration, and compromise. Therefore, the public, the academic community, the Forest Service, and Congress, must challenge the status quo and make needed changes to ensure that public involvement and participation processes are truly democratic and to reduce incentives for post-decisional challenges.

Abstract:

Studies of service development have mostly focused on isolated projects or processes. Little attention has been paid to the historical, political and business contexts, and, much emphasis has been put on the development of new services in relation to the re-bundling of existing services. The main purpose of this dissertation is therefore to describe and understand the development of an integrated service including context factors. An integrated service is built on two or more existing services. Two research questions are formulated: one focusing on what is being developed (i.e. the integrated service) and the other on how the integrated service is being developed. The dissertation contributes to the theoretical field of service research in the area of service development.

A suitable case in the business context of a public transport authority in Sweden was chosen for the purpose. An in-depth, longitudinal study was carried out, spanning ten years. A combination of deductive and inductive approaches was used in the analysis.

The empirical results show that the service concept was designed by the owners within the economic and technical restrictions at hand. Some adjustments were made but in practice there was little focus on the customers’ needs and demands. The theoretical contributions are summed up in two models which describe an integrated service (“what”) and the development process of an integrated service (“how”). The model of an integrated service is based on a service platform consisting of integrated resources and service processes corresponding to the customers’ primary needs. Different supporting services are developed, corresponding to the customers’ secondary needs. The supporting services strive for customisation and are designed in flexibility. The model of the development process illustrates that the development of an integrated service can be described and understood as a process consisting of activities of breaking up and integrating service pre-requisites, the internal service infrastructure and factors related to a stakeholder network. The process of breaking up and integrating, propelled by stakeholders, is described and understood as change pressure.

In order to test whether South African public service fulfills democratic aims and objectives, this study establishes the limits to and extent of the Promotion of Administrative Justice Act 3 of 2000 (the PAJA) in promoting the right to administrative justice as a human right (the RAJAH) and thereby transforming public service delivery. To achieve above aim the background to the entrenched right to administrative justice is analysed through a study of principles underlying administrative justice. Both South African common law and Constitutional systems are analysed against the principles underlying administrative justice. Batho Pele principles contained in the White Paper on the Transformation of the Public Service (WPTPS) are also analysed to find out how the South African Public Administration interprets its constitutional duties and to establish the relevance of these principles to administrative justice principles ensconced in the PAJA. The PAJA is then analysed in order to measure the extent to which it affirms the transformation principles ensconced in the Constitution and coinciding with Batho Pele principles. As the public service is a reflection of democracy in action, the public expects it to be professional, representative and proficient. If it does not fulfil these expectations, this may be interpreted as a fundamental failure of democracy. South African democracy in particular is development oriented because it is based on the Constitution that entrenches among others the right to administrative justice. The right to administrative justice as a development tool urges the public sector to recognise and apply constitutionally recognised procedures and processes in every delivery so that the social status of citizens may be enhanced. Such steps, if effectively followed, signify that the public sector has transformed from bad governance practices of the pre constitutional era where there was no requirement for the observance of individual rights in public service delivery. Failures to the adoption of good governance principles by the public sector show the opposite of the expected standards and signify that the public sector is not yet transformed. In the light of the problems caused by the lack of protection of human rights from abuse by the executive under the common law system of parliamentary supremacy, the constitutional era was expected to have changed the position of South African administrative law drastically through its adoption of the principles underlying administrative justice. To develop insight into the extent of the transformation towards administrative justice that is expected to have occurred in South Africa since the advent of constitutionalism the implementation of the PAJA is evaluated through an examination of a selection of cases that deals with public administration decisions in the area of social assistance as a context in which members of the public are most dependent on effective state administration. As the scope of the study limits the number of cases that can be examined, only the most informative cases on social assistance that relates to the KwaZulu-Natal and the Eastern Cape provinces are analysed. The research finds that public service is not yet transformed and identifies the causal factors. It recommends steps to be followed so that the expected culture from the public sector is attained.

One of the many challenges facing local government is to deliver an equitable service to the citizens of South Africa. Local government, like many other government institutions, has limited financial 'and human resources capacity to attend to these challenges. It is, therefore, important that local government strive within these constraints, to provide equitable services'to its people in terms of housing, water, electricity and sanitation. The purpose of the research is to evaluate the standard of municipal services delivered to the Phumlani settlement. The research survey included techniques such as a structured, self-administered interviews and observations. The target research population were a sample of households located in this settlement. The structured interview was designed to assess the achievement of the norms and standards as stipulated in the National Housing Code as promulgated in the Housing Act, 1997 (Act 107 of 1997) in respect of permanent residential structures for low-cost housing. The significance of the research is the evaluation of the service delivery as perceived by the previous Phumlani infonmal community. This research lists the existing shortcomings in the standard of service delivery to the Phumlani settlement evaluated in terms of the norms and standards as stipulated in the above National Housing Code.

ENGLISH ABSTRACT: The purpose of this thesis is to assess the performance appraisal system, namely the Performance Enhancement Process (PEP), of the South African Police Services at Parow. The premise of the study is that PEP is a sound policy document, but that there are potential problems with its implementation at station level. To this end, the reader is presented with an overview of the relevant literature pertaining to performance appraisals. The shift in managerial philosophy and the organisational change from a force to a service and its effect on performance appraisals are discussed. The results of the empirical study are presented and it is concluded that there are various problems with the implementation of PEP at station level. The researcher presents the following practical recommendations: - Conduct an audit; - Eliminate structural problems; - Adequate appraiser training; - Appraisee training; - Connect the PA system to other organisation systems; and - Obtain a charter from top management. The reader is then presented with a conclusion of the research.

By using a quantitative content analysis, this thesis examines how the Latin American television channel Telesur was established, and the character of Telesurs programme listings and news broadcasts. The thesis also examines how Telesurs agenda to promote pan-Latin American integration, is visible in the material broadcasted.

The theories used are the media dependency theory, framing of news, news bias and media globalization and regionalization.

The media development and current situation in Latin America and Venezuela is described.

The results show that Telesur came into existence in a polarized mass medial and political climate, as part of the communicational strategy of the Chávez government to promote the “21th century socialism”. The news broadcasts are not directly related to the Telesur agenda. The news does not differ much from other international news broadcasts in aspects of length, tempo and topics. The broadcasts lack economical segments but empathizes political segments. The geographical representation is to a great part concentrated to and around Venezuela. In the programme listings, the aim of being an educative and news providing television channel is clearly visible, as the channel provides a great part of news and documentaries.

After a review of the literature relevant to performance management systems both over time and across different types of organizations, this thesis confines its research to a case study of the development and implementation of a performance management system in a non-governmental organization (NGO), the Public Service Accountability Monitor (PSAM). Collation of the relevant data is followed by a discussion of the development and implementation of the performance management system at the PSAM over a 5-year period from 1 June 1999 to 31 May 2004. This is considered in terms of the PSAM’s achievement of commitments to Funders and the concurrent development of the performance management system. Next an analysis of major themes that emerged from the research, in terms of important items for consideration in the development and implementation of a performance management system in an NGO, and areas for possible future improvements to the system is presented. After analyzing the relevant information, it became apparent that the performance management system has no direct bearing on the ability of the PSAM to achieve its stated commitment to Funders. However, these short-term focused expectations of the performance management system are outweighed by the positive contributions that have been made by its introduction, specifically in the area of training and development. This important aspect of capacity building and staff empowerment speaks to the long term sustainability of the organization. Although the PSAM’s performance management system undergoes continual improvement, significant inroads have been made into providing a sensible, clear and dynamic solution to the problem of rewarding efficient and effective performance. The PSAM has indeed benefited from the introduction of the performance management system in a number of ways. It is evident that these benefits could be applicable to other NGOs.

ENGLISH ABSTRACT: The General Elections of 27 April 1994 lead the country to a new democracy which caused changes in the political-, social- and constitutional domain in South Africa. This brought about new winds of change in the Public Sector too. The South African Police Service (SAPS) is also identified as a component of the Public Sector and this lead to an investigation of service delivery standards which are rendered to local communities by the SAPS. The hypothesis is that personal placement in the SAPS can have an effect on the organisation's service delivery standards. Various concepts were investigated and defined. Methodological considerations and research methods were applied as guidelines to the underlying principles, for possible answers to the research problem. A theoretical base was established as foundation of a practical investigation. Recruitment, selection and personnel placement are discussed with various references to current legislation includes aspects such as affirmative action and the implications it could have on service delivery. A final practical investigation included the distribution of questionnaires to police members and members of the public in the policing areas under discussion. The answers were processed where upon recommendations were made for the improvement of service delivery in the SAPS. Research was completed in the East Metropole, Cape Town to establish what effect personal placement could have on service delivery in the South African Police Service. The specific policing area (referring to the Area East Metropole) is used as a practical case study as if appears that currently personal placement within the SAPS could be implemented more effectively in order to enhance service delivery to all communities in the East Metropole. Due to personal shortages within the SAPS, these communities encounter problems such as increases in crime on a daily basis. The research process was encouraged by problems experienced by members of the SAPS and the public. Although the research outcome cannot be ruled as a success or failure, it was an attempt to focus on the effect that crime have on the lives of members of the SAPS and communities within the Area East Metropole.
AFRIKAANSE OPSOMMING: Die Algemene Verkiesing op 27 April 1994 het die land gelei na 'n nuwe demokrasie wat tot 'n totale verandering op die politieke-, sosiale- en konstitusionele terrein in Suid-Afrika gevolg het. Dit het die geleentheid geskep vir veelvuldige veranderinge in die Openbare Sektor. Hieronder is die Suid-Afrikaanse Polisiediens (SAPD) ook geïdentifiseer en dit het gelei tot 'n ondersoek in die dienslewering standaarde wat die SAPD aan plaaslike gemeenskappe verskaf. Die hipotese is dat personeelplasing in die SAPD 'n effek kan hê op die organisasie se dienslewering standaard. Verskeie konsepte is ondersoek en gedefinieer. Metodologiese oorwegings en navorsingsmetodes is as riglyne toegepas om 'n moontlike antwoord te vind op die navorsingsprobleem. 'n Teoretiese basis is geskep as fondasie vir 'n praktiese ondersoek. This case study examines how Wal-Mart's global public relations activities have improved and are successful. Quantitative and qualitative triangulation methodology was used to create greater balance in the results. The case study illustrates Wal-Mart's success in both the use of advertising as a public relations tool, and its strong, improved media relationship building. Additionally, through the qualitative research, a list of suggested attitude and character traits was conceived. This study illuminates how the media, government and Wal-Mart are each able to control information and how each set and respond to the agenda in California. Study findings relate the use of advertising, law of least denomination, a "fair share" of product, and accessibility. Wal-Mart was unsuccessful with getting its message out through traditional media outlets, so it used advertising to enhance public relations efforts. The law of least denomination works! Wal-Mart challenges the capacity of all retailers to organize their own economic life. (Abstract shortened by UMI.)

ENGLISH ABSTRACT: With the democratic reform in South Africa, The Constitution of 1996 and the White Paper on Transforming Public Service Delivery of 1997 made an important contribution to a new attitude amongst public servants and citizens regarding service delivery. It is said that these two documents ushered in a period of instilling an attitude of Batho Pele, namely ‘people first’, with public servants. The South African Police Service (SAPS) as a government entity, also had to comply, and having one of the most important functions of, ‘ensuring a safer and secure environment for all’, caused the SAPS to rethink the way they would manage this new attitude. Organisational Development and Change, Project and Programme Management and Service Delivery are a few of the approaches captured within the public administration and public management discipline, which refers to a theory of the most recent paradigm change in the way the public sector must be governed. A comparative perspective is given on how these approaches could have a positive impact on the SAPS and other organisations. The foundation of this study is based on the creation of a theoretical base relating to Organisational Development and Change Management, Project and Programme-based Management as well as Service Delivery in the Public Sector. This is the point of departure for the proposed Service Delivery Improvement Model that indicates the integration of these approaches within the organisation. The background and current situation regarding service delivery within the SAPS is also discussed. Data is collected through structured interviews with SAPS managers and opinion surveys, which were completed by service members. The interviews as well as the surveys were used to motivate the aim of the proposed model. The study concludes with recommendations that were made by the researcher with the completion of the research done. The necessity, importance of implementation and the marketing of project and programme-based management within the SAPS is emphasised.

There has never been a detailed research study conducted in the Chris Hani Human Resource Department, regarding the subject in question. The Constitution of the Republic of South Africa in Section 195(i) directs that Public Administration must be broadly representative of the South African people, with employment and personnel management practices based on ability, objectivity, fairness and the need to redress the imbalances of the past to achieve broad representation. The literature review explored extensively the models used in implementing recruitment and appointment processes globally. From those tested models elsewhere, it was evident that South Africa has a great Constitution and good policies regarding Local Government Human Resource Department recruitment and appointment processes not withstanding some challenges cited in the study. This assessment of challenges in the public appointments and recruitment processes in Chris Hani District Municipality assisted in the establishment of the real facts about effective and fair recruitment and appointment processes in the Local Government Human Resource Management Department to deserving communities. It became clear from the study that providing efficient and fair recruitment and appointments processes to the Local Government Human Resource Department in South Africa requires a broader advocacy agenda encompassing the development of Human Resource systems and the generation of numerous skills and expertise to deliver services to the poor people of our country.

In 2016, the Walt Disney Company launched Shanghai Disneyland--the company’s first theme park in mainland China. Entering mainland China poses significant political and cultural challenges for American companies. To address these challenges, Disney pursued a “glocalization” strategy -- it accounted for local norms and values in launching Shanghai Disneyland. This paper examines how Shanghai Disneyland constructed its brand narrative to negotiate tensions in this glocalization process. A semiotic analysis of two Shanghai Disneyland commercials illustrates the ways in which Disney tapped into culturally meaningful themes of harmonic balance and collective identity to produce the park’s brand narrative--“China’s Disneyland.” A thematic analysis also considers how Chinese citizens engaged with that brand narrative on the popular Chinese social network, Weibo. Citizens engaged with this brand narrative in ways that deviate somewhat from Disney’s messaging, such as by avoiding depictions of people in the park. Still, even these deviations aligned with and reinforced the cultural values in the “China’s Disneyland” brand narrative. The study underscores the importance strategically adjusting brand narratives for new markets and accounting for users’ engagement with those narratives.

The researcher evaluated the app's early Pre-K content and user experience. With a systems thinking approach, this study revealed the lived-experiences and processes in preschools around Austin, Texas. The outcomes of this study guided the client with more human-centered approaches to researching and designing their apps and services.

ENGLISH ABSTRACT: The City of Cape Town has adopted the Balanced Scorecard as an organisational performance management system. Presently the system has only been implemented as a pilot project in the top three management levels of the organisation. The question then becomes one of how can individual obj ectives be aligned with the organisation's strategic objectives in this scenario. The purpose of this research is to propose a performance management model based on the Balanced Scorecard that aligns individual goals and objectives to those of the organisation. The study is in the form of a case study and specifically applies to the City of Cape Town Fire and Emergency Service. The foundation of the research is based on the creation of a sound theoretical base relating to organisational and individual performance management and the Balanced Scorecard. Once this understanding has been created the next step is to describe the development and implementation of the Balanced Scorecard project within the Cape Town context. This is the point of departure for the proposal of a Personal Scorecard performance management model. Data is to be collected via a process of semi-structured interviews and questionnaires. The information gained during the interviews created the framework within which the Personal Scorecard model was proposed. The questionnaire was used to pilot the main component of the Personal Scorecard model, namely the objective setting process. This created an opportunity to test the hypotheses made as the Personal Scorecard was developed. Once all of the components have been combined into the performance management model this research will be concluded with the presentation of recommendations relating to the knowledge gained during the model development process and alternative applications for the Personal Scorecard will be discussed.

Huidiglik is die meganisme net in die boonste drie bestuurs vlakke van die organisasie in gebruik geneem. Die inligting wat gedurende die onderhoude vesamel is het die raamwerk geskep waarin die "Personal Scorecard" voorgestel is. ENGLISH ABSTRACT: This study was undertaken to determine whether a lack of effective service delivery at the South African Police Service at Delft was due to a lack of community participation and development in Delft. Data was collected through a plurality of research methodologies, including participatory action research by means of interviews with role players and participative observation; a literature study; a diachronical study, application of relevant legislation as a guideline as well as input gained by means of discussion with various experts. The collected data was analysed in relation to the theme, the objective of the study and the research hypothesis. The following observations were made as a result of the study: • The local police station SAPS Delft, by acting as a catalyst, has assisted in the establishment of many structures in the community; and • The erecting of a new police station facilitated community participation and development. The study, having considered the observations and drawn conclusions, has offered a number of recommendations namely: • The erecting of a new police station should take place simultaneously with the development of the township where it is situated. By this means all role players will participate. • The local government and relevant national government departments are of the utmost importance when it comes to addressing the root causes of the problems in the community or when putting alternatives in place. The location of a police station should be such that its convenience and accessibility will result in enhanced and sustainable service delivery, provided that the community capitalises on it. Finally, to ensure success, there must be education and training of both the police and the community, facilitated by the SAPS, government departments and NGOs.
AFRIKAANSE OPSOMMING: Die studie is onderneem om vas te stel of die gebrek aan effektiewe dienslewering by Delft Suid-Afrikaanse Polisie Diens te wyte is aan die gebrek aan gemeenskapsdeelname en -ontwikkeling in Delft. Data is ingesamel deur middel van ‘n pluraliteit van navorsingsmetodologië, insluitend die volgende: deelnemende aksie navorsing deur onderhoude met rol spelers en deelnemende waarneming; ‘n literatuurstudie; ‘n diakroniese studie, toepassing van relevante wetgewing as ‘n riglyn asook insae verkry deur besprekings met ‘n verskeidenheid kenners. Die ingesamelde data is geanaliseer in verhouding tot die tema en die doelwitte van die studie en is vergelyk met die navorsingshipotese. The purpose of this thesis is to explore the institutionally shaped response to the introduction of the national guidelines on the Swedish regional health policy arena. The thesis consists of two case studies. Adapting a qualitative approach, the data is based on individual interviews and these were analysed thematically. The first paper explores the response by four Swedish regional health authorities to the introduction of the National Guidelines for Cardiac Care, while the second paper aims to broaden the understanding of how the national guidelines are used for strategic purposes among politicians. As illustrated in this thesis, organizations will respond, adjust and react to external pressure according to conditions shaped by the institutional context. Key findings here are that the national guidelines are a complex policy instrument that, beyond being able to be used in an instrumental fashion by the medical managment, can also serve a legitimizing function for political decision-makers. The goals of the national guidelines, i.e. equal and efficient care, and the uncertainty about who, among multiple stakeholders, is responsible for the guidelines in the regional health authority, is a source of ambiguity and potential conflict. Those who are potentially responsible represent different rationales – a political rationale and a scientific rationale. The dominating scientific rationale of the national guidelines can create instability, when pushing towards the use of explicit priority-setting. Priority-setting in the institutional setting of a regional health authority has strong elements of becoming “wicked problems” since the dilemma of prioritization remains regardless of ambitions to apply a “technocratic fix”. A wicked problem is characterized by high complexity and being persistently hard to solve (Williams et al. 2012). A recurring dilemma is that priority-setting still contains many wicked problems, as social values and political considerations remain important parts of the policy process. One weakness of the national guidelines, identified in this thesis, is that the guidelines discuss each service area separately, and thereby reinforce a silo mentality in the Swedish health policy arena. To sum up, the national guidelines create a multifaceted and complex response in the Swedish health policy arena where different rationalities collide, and where conflicts appear and are dealt with within the regional health authorities.

ENGLISH ABSTRACT: Organisation development is an emerging behavioural science discipline. Its goals are to make organisations more effective and to develop individual potential. For this reason organisation development provides a set of methodologies to bring about organisational change and improvement systematically. The techniques introduced by organisation development adhere to a set frame of values. This research proposes that organisation development, as an evolving discipline, can depend on the management of diversity as a tool for change under certain conditions. Organisations are faced with the problem of surviving a fiercely competitive world. This they have to do with a workforce that is becoming increasingly diverse. Diversity as highlighted in this study, is a complex phenomenon. It does not entail only race and ethnicity as is sometimes believed, but also incorporates aspects like cultural differences and individual preferences. The traditional view of diversity has been assimilation, where race and other differences were standardised in a type of melting pot. In real life groups want to retain their individuality and this is being increased by today's non-hierarchical, collaborate and flexible management styles. The challenge is therefore to acknowledge differences and then to get the same and even more productivity from a diverse workforce as had been the case with the homogeneous workforce. This must be done without artificial programmes, standards or barriers. The limited data strongly suggest that efforts to manage diversity, as undertaken by leading organisations, have been fairly successful in improving performance regarding productivity, absenteeism and turnover. If diversity is ignored or improperly managed, it could become a detractor from performance. On the other hand, if diversity is managed well, organisations will be able to make diversity an asset to performance. This research shows that the management of diversity can and should be used to change organisation culture and to promote satisfactory performance. In this regard the monoculture of the South African Police Services is described as an example of an organisation culture that hampers the personal growth of its members and thus leads to ineffectiveness. This study identifies the main characteristics of the so-called police culture that prevents the organisations performance from being effective. It does so in the light of recent quantitative and qualitative research. Out of this a framework is developed that can be used to implement the management of diversity. The study also proposes proposals to utilise the management of diversity as an organisational development technique. For this purpose a measurement instrument is developed. The dissertation concludes with an exposition of strategies that the South African Police Service can implement on individual, group and organisation level, to manage diversity effectively.
AFRIKAANSE OPSOMMING: Organisasie-ontwikkeling, 'n ontluikende gedragswetenskaplike dissipline, het as doelwit die verhoging van organisasies se effektiwiteit en die ontwikkeling van individue se potensiaal. Om dié rede maak organisasie-ontwikkeling voorsiening vir 'n stel metodologieë gerig op die stelselmatige teweegbring van organisatoriese verandering en verbetering. Die tegnieke wat deur organisasie-ontwikkeling toegepas word, is op 'n vaste waardestelsel gefundeer. Hierdie navorsing doen aan die hand dat organisasie-ontwikkeling, as 'n jong dissipline, onder sekere omstandighede kan reken op die bestuur van diversiteit as 'n instrument vir verandering. Organisasies kom te staan voor die probleem van oorlewing in 'n hoogs mededingende wêreld en kan dit slegs aandurf met die beskikbare menslike hulpbronne van 'n toenemend diverse aard. Diversiteit, soos in hierdie studie toegelig, is 'n komplekse verskynsel wat nie slegs, soos dikwels aanvaar, ras en etnisiteit behels nie, maar ook aspekte soos kulturele verskille en individuele voorkeure insluit. Die tradisionele siening van diversiteit was een van assimilasie waar ras en ander verskille in 'n tipe smeltkroes gestandaardiseer is. In die werklike lewe wil groepe hul individualiteit behou, 'n beginsel wat bevorder word deur die hedendaagse nie-hiërargiese, samewerkende en buigsame bestuurstyle. Die uitdaging is dus om, met erkenning van die verskille, met die diverse arbeidsmag selfs hoër produktiwiteit te behaal as met 'n homogene arbeidsmag. Dit moet sonder kunsmatige programme, standaarde of hindernisse bewerkstellig word. Die beperkte data laat deurlopend blyk dat die diversiteitsbestuurspogings, soos deur vooraanstaande organisasies aangewend, in 'n mate geslaag het om verbeteringe in produktiwiteit, werksafwesigheid en arbeidsomset teweeg te bring. Indien geïgnoreer of swak bestuur, kan diversiteit nadelig op produktiwiteit inwerk, soos die teendeel ook waar is, naamlik dat diversiteit, wanneer goed bestuur, tot voordeel van produktiwiteit kan wees. Hierdie navorsing toon dat die bestuur van diversiteit kan en behoort gebruik te word om organisasiekultuur te verander en om bevredigende werkverrigting te bevorder. Este estudo realiza uma avaliação, com ênfase nos resultados da farmácia hospitalar de unidades próprias do Estado do Rio de Janeiro, no que se refere às seguintes atividades: gerenciamento, programação, aquisição, armazenamento e distribuição. Foi realizado um estudo de casos múltiplos envolvendo seis serviços de farmácia. As unidades foram selecionadas a partir da análise de dados secundários do diagnóstico realizado pela Secretaria de Estado de Saúde e Defesa Civil do Rio de Janeiro no ano de 2008. A análise dos dados aconteceu através de síntese de casos cruzados. Foram ainda construídos planilha de indicadores, instrumentos e roteiros para coleta de evidências e, também, elaborado um relatório com recomendações para subsidiar os gestores na formulação de uma política estadual de assistência farmacêutica hospitalar. Apenas uma unidade atendeu a todos os indicadores de resultados da atividade gerenciamento, mantendo participação em comissões institucionais, realizando planejamento de objetivos e metas e possuindo procedimentos escritos e atualizados. O componente programação demonstrou-se inadequado na maioria dos serviços (5/6). Em quatro unidades não acontece cadastramento, avaliação e qualificação de fornecedores, comprometendo o processo de aquisição de medicamentos. Os piores resultados foram relacionados ao componente armazenamento, e os melhores à atividade de distribuição. Os dados encontrados remetem a uma inadequação dos serviços proporcionando uma grande preocupação, por serem os componentes avaliados considerados como atividades centrais da farmácia hospitalar. Avanços são necessários para normatização e qualificação dos serviços, no intuito de implementar e/ou aperfeiçoar as ações estratégicas para o setor e, assim, contribuir para a melhoria da qualidade do cuidado no ambiente hospitalar.
This study carries out an evaluation, with emphasis on the outcomes of state hospital pharmacies in Rio de Janeiro, with regard to the following activities: management, forecasting, procurement, storage and distribution. A multiple case study involving six hospital pharmacy services was conducted. The units were selected from the secondary data analysis of the survey made by the State Department of Health and Civil Defense of Rio de Janeiro in 2008. Data analysis occurred through cross-case synthesis. An indicator spreadsheet, tools and instruments to collect data were constructed. A report with recommendations to support managers in formulating a state policy for hospital pharmaceutical services was also made. Only one unit met all outcomes indicators for management, through participation in institutional committees, carying out planning objectives and goals and having written and updated procedures. The forecasting component was shown to be inadequate for most services (5/6). Registration, evaluation and qualification of suppliers do not happen in four units, undermining the process of drug procurement. The worst results were related to the storage component, and the best were related to distribution. The data obtained refer a failure of services, providing great concern, since the evaluated components were considered as core activities of the hospital pharmacy. Advances are needed to standardize and qualify services in order to implement and/or improve strategic actions for the sector and thus contribute to enhancing the quality of care in the hospital.

Because of the development of film and television industry, Motion Graphics was widely applied to the opening credits of motion picture, television program and special effects. This form of presentation, in particular, was shown in the advertisements. Through the features of Motion Graphics, the quality of high attention and transmission of information within a limited period of time, this research promotes the concept of environmental protection and put it into practice. This research analyzes and suggests three notions: the motion graphics, the public service advertising and the environmental issues. Analyzing 39 cases of WWF by case study research, the research has the following results. First, these advertisements were often produced by vector graphics. Second, the achievement is to evoke receiver''s emotion. Third, they were more or less presented by form of story. Fourth, the concern for environmental problems was described by voice-over. Fifth, the contents primarily register themes of ecological conservation and sustainable development. This study combines environmental issues, which is seldom displayed in the ads, with the Infographics to create three different works of public service advertising.

The past research has primarily focused on the general commercial advertizing to discuss the impact of types and physical attractiveness of spokesperson on advertising effectiveness. And the findings also pointed out that highly attractive celebrity spokesman will promote advertising effectiveness. But it needs to be discussed further whether the highly attractive celebrity spokesman can also promote advertising effectiveness in Public Service Advertisement. Therefore, this study, which is used method of experimental design, focuses on Public Service Advertisement to examines the impact of types (celebrity, non-celebrity, and victim) and physical attractiveness (high attractive and normally/moderately attractive) of spokesperson on spokesperson credibility and advertising effectiveness for relief efforts of Typhoon Morakot (Study 1) and cancer screening tests (Study 2). Study 1 found that the celebrity causes better attractiveness and trustworthiness than the non-celebrity and victim, and also arouses a better attitude toward advertisement and behavior intention than the non-celebrity and victim. But the victim does not cause higher expertise than the celebrity and non-celebrity. Furthermore, highly attractive spokespersons only cause better trustworthiness than normally ones; it doesn’t impose any significant impact on attractiveness, expertise, and attitude toward advertisement as well as behavior intention. Study 2 found that the celebrity causes better attractiveness than the non-celebrity and victim, and highly attractive spokespersons also cause better attractiveness than normally ones. Regardless of the celebrity or highly attractive spokespersons, it can not make significant differences among the non-celebrity, victim or normally attractive spokespersons in trustworthiness. And the victim causes better expertise than the celebrity, but there is no significant differences between the non-celebrity and the victim. Moreover, the celebrity arouses a better attitude toward advertisement than the non-celebrity and victim, and highly attractive spokespersons cause better attitude toward advertisement than normally ones as well. It doesn’t make any significant differences among the non-celebrity, victim and normally attractive spokespersons in behavior intention despite of the celebrity or highly attractive spokespersons. In summary, this study confirmed that spokesperson credibility is positively related to advertising effectiveness, which means the higher the spokesperson credibility is, the better the advertising effectiveness will be.

The South African healthcare sector stands at the threshold of major restructuring in an attempt to address inadequacies as a result of fragmentation of health services in apartheid South Africa. The level of health services, particularly in rural areas, has decreased and has led to reduced quality and productivity of health services. For individuals residing in rural communities, access to health services can be arduous. Delivery of essential services has to meet the needs of marginalised people who live in remote areas. In light of the above, the department of health is faced with growing expectations from citizens to use resources efficiently and effectively and to ensure that healthcare is affordable and accessible to all. National Health Insurance (NHI) is intended to bring about reform that will improve service provision. The researcher undertook this study to explore healthcare challenges faced by South Africa and its people and how far progressive realisation of access to healthcare, as enshrined in the 1996 Constitution, is being implemented. A case study using a mixed method approach was adopted. The literature reviewed indicated that issues of remuneration, ageing infrastructure and general management challenges, including financial management, are among the challenges that continue to hamper the public health system in South Africa. In addition, the HIV/AIDS epidemic has created more demand for healthcare as many more people become sick. The Green Paper outlining the government’s broad policy proposals for NHI, released in August 2011, makes it clear that NHI is a long-term project that will be rolled out over 14 years. It aims to promote efficiency and equity to ensure that all South Africans have access to affordable, quality healthcare. The findings of this study are useful not only to the case study institution, but to all District Hospitals, especially the department of health and the public management sector and may assist in taking the NHI forward.

This study investigates the role of radio in South African education, with Phalaphala FM as a case study. The aim was to investigate the extent to which Phalaphala FM's programmes include educational material and the extent to which the respondents listen to Phalaphala FM to satisfy their educational needs. Phalaphala FM as a regional radio station predominantly serves rural listeners, as they often do not have access to alternative forms of media. The theoretical point of departure is the uses and gratifications with its emphasis on the active audience concept. Content analysis of Phalaphala FM' s programme schedule was conducted to determine the amount of educational material. Focus group interviews and survey research were used to determine the respondents' media usage patterns. The results indicate that entertainment programmes are given more time on Phalaphala FM and that the respondents prefer entertainment programmes, to informational and educational programmes.

The inadequate housing allowance, rental allowance, taxable subsidies and housing shortages in developing countries are some of the challenges of the 21st century. Namibia is no exception. The study is aimed at figuring out whether government actions and interventions are meant to address homelessness challenges for low-income households. Furthermore, the research problem is broadened to gain insight on the effects from four countries’ housing policies as covered in the study; namely Namibia, Botswana, Nigeria and South Africa. The literature review undertaken proved that Botswana and South Africa have the best housing allowance schemes for public servants below management cadres, and have already successfully addressed public housing problems in their respective countries. Other findings of the study are; land shortage for housing development, housing affordability problems, escalating prices for building materials, lack of intergovernmental relations systems, unemployment and low incomes. Several recommendations include; to assist the Namibian government to emulate good examples of Botswana and South Africa, especially by providing land free of charge to its citizens (in the case of Botswana), solve financial institutions’ attitude of denying low-in-come earners loans, review housing allowances, rent allowances and subsidies every two years, increase government/member contribution ratios to either 50 percent or 100 percent due to high inflation rates. Stop distorting housing market prices by property developers and come up with a housing pricing policy for Namibia.

Abstract:
The advent of democracy in South Africa has opened up a window of opportunity for issues or social ills to be brought forward to the attention of policy makers. South Africa is faced with a high number of unemployed graduates and one factor attributable to this is their lack of experiential training which is a requisite for entering the highly competitive labour market making it difficult for them to access employment. The government, in one attempt to address this policy issue, adopted internships as a remedial initiative in 2002. The youth make up a very high percentage of the South African population and therefore it is detrimental to the country if this high percentage of the population remains unlinked to the economy. It is now imperative also to understand that the assembling of what seems a good corrective measure of an issue does not guarantee success. The reality in South Africa indicates that there is a major problem around the implementation of policies and programmes by government. The implementation phase of the internship programme plays a very crucial part in ensuring an effective delivery of programme benefits, thus the importance of continuously evaluating implementation processes in implementing departments like the Department of Public Service and Administration. The findings of the study reveal that there are flaws in the implementation of the Internship Programme in the DPSA, relating to access strategy, the target population and the relevance of on the job training provided to interns.

Abstract:
This study evaluates the purpose and role of the public library in national development in Botswana. Particular attention is focused on the public library as a community resource as well as its sensitivity in meeting the needs of community members and of organizations operating in the community. Chapter 1 introduces the nature of the problem, and brief historical and current developments of the public library in Botswana. Research objectives of the study are also outlined. Chapter 2 attempts to locate the public library in developing countries within development strategies such as the modernization and basic needs approach. Discussions further illustrate how policies emanating from these development strategies have influenced public library policies in these countries, and in Botswana. Attempts are made to show how the public library in Botswana is trying to adjust to shifts in emphasis of government development plans, especially the rural development emphasis. Chapter 3 outlines methods of research used to collect and process data obtained from the village Molepolole in Botswana. There is a brief discussion of the nature of this village as well as that of the community public library. Chapter 4 and 5 present findings of the household survey, and of community organizations and public librarians interviewed. An analysis and interpretation of findings of the household survey based on a sample of 203 readers drawn from the village is also presented. Community organizations interviewed include both government and non-government. Patterns of reading and views on the library of both readers in the survey and public library users, are explored. Chapter 6 presents a brief review of developments of the national campaign to eradicate illiteracy in Botswana, which was launched by the Department of Non-formal Education (DNFE) in 1970. The study shows what role the public library has been, and what it should be, in the provision of effective support for the promotion of literacy and reading. The last chapter gives a summary of findings, and suggests a model that could be adopted to develop an effective rural public library service in Botswana. The model is based on principles of the basic needs approach to development, which emphasizes appropriateness, focus on target groups, accessibility, affordability, integrativeness, participation and assertiveness.

Abstract:
This study assessed the digital preservation capability maturity readiness within the context of e-government in Botswana Public Service with a view to developing a strategic framework that ensures digital continuity. There some studies that have been conducted in Botswana regarding digital preservation but they did not provide a framework which could be used as an assessment to check their capability in digital preservation as e-government progresses so that digital information is continuously being used for decision making over time. The study adopted a pragmatic paradigm and embedded mixed method approach; whereby a cross sectional survey and case study were deployed in each of the 6 selected ministries as a unit of analysis. The target study respondents comprises of 5 Senior Managers, 4 Managers - Human Resources and Administration, 6 ICT Managers, 40 Records Management Officers,12 Information Technology Officers, 1 Performance Improvement Coordinator, 1 Project Manager, 8 Archivists, 1 Assistant Deputy Manager and 1 Deputy Managers- Management Services. The data was collected through interviews, questionnaires, personal observations, and documents analysis. Both qualitative and quantitative data were collected sequentially and simultaneously where one form of data supported or complemented each other so as to have one form of data play a supportive role to the other. Data analysis was achieved through the triangulation of both qualitative and quantitative data in order to yield a single interpretation and conclusion drawn. The findings of the study showed that the Botswana Public Service has no unified national information systems used to manage public sector records leading to some ministries adopting their own electronic records management systems. Currently few ministries have implemented the electronic records management system and majority of the digital records are not preserved due to lack of preservation guidelines and strategies. The study further established the lack of preservation policies and skills in managing and preserving digital records in Botswana Public Service. In that regard, the study developed a strategic framework for digital preservation capability maturity readiness in the context of e-government in the Botswana Public Sector. The ultimate aim of the framework is to ensure digital continuity and make sure that e-government is sustained for the benefit of an open government and increased participatory citizenry.
