Abstract:
In developing and implementing the safety management System (SMS), which is mandatory in accordance with ICAO SARPs and the requirements of the air legislation of the Russian Federation, civil aviation aerodrome operators face methodological problems mainly in two components of the SMS – risk management and calculation of the safety performance indicators. To solve these problems, the article proposes to use a new approach for risk management in the airlines, developed by the Airline Risk Management Solution Group (ARMS). When adapting the method to the activities of the airport operator, the specifics of aviation events at the airport are taken into account. Manifestations of hazard factors in the form of events and deviations from the norms are proposed to be structured in accordance with the classification of activities in ground handling according to ISAGO Manual. A method for calculating and monitoring the safety performance indicator for the airport operator having extremely rare aviation events is proposed. The advantages of the ARMS approach in the implementation of the main prognostic part of the risk assessment, which directly considers the ability of the system to counteract the dangerous situation under the influence of hazards are shown. A threelevel scheme of safety management at the airport is proposed. The method proposed in the article was used as a basis for SMS implemented at two international aerodromes of the Russian Federation.

Abstract:
In modern conditions of limited budget for enterprises of aerodrome operators, the task of optimizing decision making in flight safety management is becoming extremely urgent. Management decisions, which are a safety management tool, must be not only effective in terms of expected improvements in safety, but also cost-effective and appropriate for the enterprise. Optimization in this article should be understood in terms of the mentioned criteria. The article presents a method for supporting management decision-making as part of a safety management strategy for the activities of aerodrome operators. In the presented methodology, an important place is given to indicators of the level of safety of flights and their use in making managerial decisions. Along with the safety indicator, an indicator of financial damage from recorded events is used, which is calculated in value terms taking into account direct and indirect damage to the aerodrome operator. Regression modeling is used in conjunction with the decision-making technique of “human-machine procedures”. Regression analysis is performed using STATISTICA software, and allows you to identify the dependence of indicators on the degree of influence of hazard factors. The resulting model, based on data from last year, makes it possible to forecast the values of indicators for the next. Using the decision-making methodology of “human-machine procedures”, an assessment is made of the priority of implementing managerial decisions based on an integrated criterion. The methodology ensures compliance with the requirements of Russian and international air legislation for operators of certified aerodromes. The scope of its application can be expanded to SMS of all aviation service providers, taking into account the relevant specifics of the services provided and the existing hazard factors.

Abstract:
A review of literature on the impact of dust and sand storms on the air transport operation is presented. Observational data on dust storms at the aerodromes of European Russia for the period of 2001-2019 are analyzed. The seasonal variations in dust transport episodes at aerodromes and its relationship with visibility changes are discussed. The characteristics of dusty air masses and advection are given. It is concluded that the frequency of dust transfer episodes for the aerodromes under study has decreased over the past five years, except for Gumrak aerodrome (Volgograd). The article discusses issues related to European Aviation Safety Agency competences in reference to public aerodromes. The article includes, among others the introduction of the aerodromes regulations to the EU legal order. Also, it describes in detail the Commission Regulation (EC) No 139/2014. In addition, new legal instruments and institutions for public aerodromes and the main areas of EASA regulation in this respect have been discussed. Finally, the article discusses the issues of derogations, acceptable means of compliance and flexibility for aerodrome operators.

Abstract:
The International Civil Aviation Organization, in its document Safety Manual (Doc 9859), notes the importance of integrating a safety management system and a quality management system, which takes into account all areas of the civil aviation organization and the formation of interrelated processes to achieve common safety goals. There are discusses the method of searching for critical elements of an aviation enterprise based on risk events in an integrated management system, the main principle of which is the establishment of quality indicators and fiight safety indicators. With this approach, the distribution of indicators by type of activity (classes) is carried out, which in turn allows the study of elements of the aerodrome operator system based on the theory of fuzzy sets (Fuzzy Sets), in accordance with the concept of reliability, risks, safety from the theory of system safety. The results obtained allow us to proactively develop and implement measures that exclude the occurrence of a negative event in the activities of an aviation enterprise, such as a catastrophe, accident, emergency, or a serious aviation incident.

The conditions of airport movement-area pavements play a primary role on safety and regularity of airport operations; for this reason, the aerodrome operator needs to periodically survey their condition and provide their maintenance and rehabilitation in order to ensure the required operational characteristics. To meet these needs efficiently and effectively, the Airport Pavement-Management System (APMS) has proved to be a strategic tool to support decisions, aimed at defining a technically and economically sustainable management plan. This paper aims to investigate the theoretical elements and structure of the APMS; the appropriate methodologies to guarantee a constant updating of the system in all its aspects are presented, focusing on the specific case study of a medium-dimension Italian airport. The article describes the methods and the equipment used for the high-performance surveys and the condition indexes used for collecting and analyzing the data implemented to populate the APMS of Cagliari airport. Two major survey campaigns were carried out: the first in 2016 and the second in 2019. Both surveys were carried out using the same subdivision into sample units, following the ASTM D5340-12 criteria, to correctly compare data collected in different years. In order to sufficiently populate the APMS database, the measured and back-calculated data were stored and integrated using daily acquired pavement reports since 2009 and stored with the specific intention to develop customized decay curves for Cagliari Airport pavements. Preliminary results on the sustainable use of the APMS were reported even with data collected in a limited period and successfully applied to runway flexible pavement.

At this time the Supadio International Airport is extending the runway which was originally 2250 meters to 2600 meters. So, it is expected to be able to operate A330-300 aircraft for Hajj and Umrah flights. The method used in this research uses the calculation of ARFL (Aerodrome Reference Field Length), ACN-PCN (Aircraft Classification Number-Pavement Classification Number), runway width analysis and runway strips analysis From the results of research and analysis conducted with the runway extension of 2600m × 45m with runway shoulders 2m and PCN number 51/F/D/X/T A330-300 aircraft cannot operate at Supadio International Airport. So, that the runway development needs to be developed to 3097m × 45m with runway shoulders 7,5m and PCN number of 89/F/D/X/T. So, that A330- 300 aircraft can operate for Hajj flights in Pontianak

In spite of advances in aviation technology, operational procedures and weather forecasting, safe winter runway operations remain a challenge for airport operators, air traffic controllers, airlines and pilots who must coordinate their actions under rapidly-changing weather conditions. The paper analyses most popular methods for determining the friction coefficient of the road surface. Their advantages, disadvantages and comparison of their modern instruments for measuring the frictional properties of airfields is shown. Most of the information was derived from a comprehensive literature review. Abstract:
The article makes an attempt to theoretically substantiate the need to take into account the increase in the temperature of the asphalt concrete aerodrome covering when the jet jets of aircraft aircraft are re-peatedly exposed to the surface of the coating not only when calculating the thermodynamic stability of the upper layer at a jet velocity equal to or exceeding 100 m / s but also for other operational conditions. This will re-duce the risks of plastic deformation, likely jet erosion, potholes, even at the design stage and apply asphalt mixes with specified properties for the top coat. Based on the laws of transfer of thermal energy, a theory was devel-oped for calculating the temperature variation on the surface of the coating and the temperature distribution over the depth of the layer, from the effect of gas jets. The depth of heating by the gas jet of the upper asphalt-concrete layer and the factors determining this value are determined. The theoretical dependences describing the change in the temperature of the surface of the coating from the action of gas jets and the propagation of temperature fields along the thickness of the structure are revealed. The results of calculations of the temperature of the upper asphalt-concrete lay-er of the coating under the action of gas jets and in their absence in various operational and climatic conditions are presented on the example of the Republic of Peru.

The master´s thesis targets to compile summary document for aerodrome certification by EASA requirements and to create methodology for application of these documents. Master´s thesis consists of three main parts. In the first part is described national legislation, which in general regulates condition for civil aviation. There is also specified current legislation, by which the conditions for aerodrome certification are set. The second part of the thesis involves EASA requirements in field of aerodrome certification. There is described organisation structure of agency, information about its emergence and field of occupation. The certification process is analysed in the main part of the thesis. Moreover there is demonstrated the probable schedule of the certification process in the Czech republic and the documents, that should be issued.

Abstract:
In this chapter, the authors present conceptual models of decision support systems (DSS) and Expert systems (ES) for Human-Operator (H-O) of Air Navigation System (ANS), such as air traffic controller (ATC) in flight emergencies, Unmanned Aerial Vehicles (UAV) operator, Safety Management System (SMS), etc. The authors made an analysis of the International civil aviation organization (ICAO) documents on risk assessment and the impact of the social environment on the aviation system. Automated system of pre-flight information preparation with intelligent module for support the decision making (DM) about aircraft departure are presented and program realization of systems are shown. The authors obtained algorithm of determining the optimal aerodrome for the forced landing of aircraft is provided. Expert systems of aviation enterprise's estimation were developed. Inhomogeneous factors of internal and external management environment of aviation enterprise were generalized using set-theoretical approach. This gave possibilities to define that the level of safety of aviation activity has the greatest influence among factors of internal environment and global economic situation – among factors of external environment. The authors demonstrate some interesting applications of DM in Socio-Technical Systems (STS). The DSS for H-O of ANS in the emergency situational were developed. Examples of DSS: DSS of ATC in the emergency situational; the flight dispatcher's DSS; DSS of UAV's operator, etc. In addition, the chapter presents some cases of DSS developed by the authors and colleagues at National Aviation University, Ukraine.
