Abstract:
This paper describes a proposal for affordable housing across all income groups on urbanizable mostly greenfield peri-urban sites served by a suburban railway station. Connecting to this arterial transit node, a bus rapid transit system (BRTS) of high frequency would provide a feeder service that penetrates areas too far to be otherwise easily reached from the station. Starting with an income profile of the city’s residents, we estimate what households can afford to pay for housing. Then, assuming cross-subsidized differential pricing of land for different income groups, we determine the financial viability of any particular site. Two specific sites in northern Mumbai are studied for their implementation problems. But the proposal is generic, and with altered assumptions could be applied internationally wherever the context allows.

"The importance of affordable housing has emerged recently due to the suffering of most urban areas and developing countries in particular from the high rates of population growth and migration to cities, in addition to the conditions of poverty and war, which led to the loss of many families for their housing units. (The need for a comprehensive knowledge framework clarifying the concept of affordable housing, choosing the best housing type and cost reduction factors (facilitation aspects) at the local level in light of the country’s urgent need for affordable housing.) Accordingly, the objective of the research was to: (Provide a comprehensive knowledge framework that clarifies the concept of affordable housing and choose the best housing type and cost reduction factors (facilitation aspects) in accordance with local privacy). The research hypothesis : (The factors and means of reducing housing costs (aspects of facilitation mentioned in the research) at the two levels (housing complex and housing unit) as well as choosing the housing style (vertical or horizontal) a role in achieving the principle of affordable housing and solving a large part of the housing crisis. For the purpose of solving this problem, three phases were identified, including the construction of a theoretical framework, which included (4) vocabularies (characteristics of affordable housing, cost-raising factors, cost reduction factors, and dimensions of affordable housing). This is followed by the application of these vocabulary by electing two local samples. The extent of facilitation and comparability between them. The results showed that the vertical building pattern (residential buildings) is characterized by its lack of large areas of residential land, thus it is characterized by being less expensive than horizontal construction. This does not prevent investors from building high-quality residential towers targeting the rich."

Abstract:
The purpose of this project was to create a document which would inform readers involved with urban community development of the benefits of integrating historic preservation into their affordable housing programs. Preservation's roots in community activism are explored and compared to the community development movement. The goals of the historic preservation movement are explained as they apply to an urban context. The document also describes the achievements of preservation in ending the damage caused by urban renewal and creating a broad public appreciation of historic buildings. Development tools related to preservation are shown to be useful for urban revitalization. Readers are informed of the elements of architectural and community character which preservationists seek to save. The definition and appropriateness of several levels of preservation are discussed in terms of when they are pragmatically useful. Neighborhoods in Savannah, Pittsburgh, Cincinnati, Indianapolis, and Baltimore which have used preservation to revitalize for the poor are profiled. Several single family projects performed by an Indianapolis CDC are analyzed to determine the added cost of integrating preservation into their rehab, with the result showing that added costs are low or non existent. Three multi-unit housing rehabs in Indianapolis are analyzed to determine the cost of preservation work, and these also revealed that although preservation added less than 10% to the cost of the project, it brought valuable tax credits which raised equity exceeding these costs. The effect of preservation on low-income urban neighborhoods was broken down into benefits and costs, with benefits such as increasing property values and attracting investment to the neighborhood seeming to outweigh potential costs such as increases in taxes and rents. This advantage was particularly true if a non-profit community organization targeted their development at meeting the needs of those most likely to suffer from the costs of preservation. The document closes with guidelines on how a CDC can analyze the utility and compatibility of preservation with its existing purpose and programs. The general thrust of the conclusion is that preservation is a valuable tool for upgrading low-income communities for their existing residents, as long as it is teamed with other mechanisms to meet the needs of the disadvantaged.<br>Department of Architecture

Thesis (M.C.P.)--Massachusetts Institute of Technology, Dept. of Urban Studies and Planning, 2008.<br>Includes bibliographical references (p. 108-112).<br>In the 1970s and 80s, the rapid development of San Francisco's Financial District encroached upon Chinatown's intimately-scaled neighborhood. Developers took whole city blocks that housed low-income immigrants to build the glass and steel office towers that define the city's current skyline. In response, the Chinatown community organized to downzone the neighborhood, which effectively froze the neighborhood from any further development. Today, the continual influx of immigrants who are dependent on Chinatown's services demand greater affordable housing in the neighborhood. As affordable housing becomes scarcer citywide and as Chinatown's building stock ages, neighborhood leaders want to know how to meet the high need for well-maintained affordable housing within the neighborhood. This thesis will examine the barriers that prevent affordable housing development in San Francisco's Chinatown. While affordable housing is a citywide issue not limited to Chinatown, the city's efforts have been targeted at redevelopment of outlying and industrial parts of the city rather than within existing neighborhoods. Special neighborhood zoning, cultural values of residents and property owners, intra-community politics, and its particular history make the development a highly contested issue. I will argue that the neighborhood's zoning (including bulk limits and inclusionary requirements) has been too restrictive to develop viable affordable housing in Chinatown and will propose rezoning as one mechanism for affordable housing development.<br>(cont) I will further illustrate the impacts of zoning changes in height and density on the neighborhood's urban form. The thesis will also provide insight into incentives and partnerships with public and financial institutions that can motivate long-time property owners to rehabilitate or redevelop their properties. My conclusions and proposals will be informed by key informant interviews with current property owners, residents, community organizers, and city officials in Chinatown and San Francisco. My hope is that by examining Chinatown as a case study and developing regulatory and economic strategies to encourage affordable housing development, it will also serve as a resource for other low-income built-out urban neighborhoods.<br>by Bryant Tan.<br>M.C.P.

Abstract:
One of the most pressing problems confronting architects and planners involves the erosion of urban fabric in American cities and small towns. Many factors have contributed to the physical and economic decline of previously healthy cities since the end of World War 11. Federal tax policies involving home mortgage deduction, FHA loan programs, and highway policy and subsidies have all conspired to promote suburban sprawl and a concurrent abandonment of city centers by the middle class. Nowhere has the impact of this problem been felt more seriously than in the area of housing. The legacy of the late 1950's and 1960's "urban renewal" has decimated vast tracts of land. In many areas of many cities, lower and middle income housing stock has been eliminated, often leaving a wasteland of parking in its place.
