Abstract:
This paper describes a proposal for affordable housing across all income groups on urbanizable mostly greenfield peri-urban sites served by a suburban railway station. Connecting to this arterial transit node, a bus rapid transit system (BRTS) of high frequency would provide a feeder service that penetrates areas too far to be otherwise easily reached from the station. Starting with an income profile of the city’s residents, we estimate what households can afford to pay for housing. Then, assuming cross-subsidized differential pricing of land for different income groups, we determine the financial viability of any particular site. Two specific sites in northern Mumbai are studied for their implementation problems. But the proposal is generic, and with altered assumptions could be applied internationally wherever the context allows.

"The importance of affordable housing has emerged recently due to the suffering of most urban areas and developing countries in particular from the high rates of population growth and migration to cities, in addition to the conditions of poverty and war, which led to the loss of many families for their housing units. (The need for a comprehensive knowledge framework clarifying the concept of affordable housing, choosing the best housing type and cost reduction factors (facilitation aspects) at the local level in light of the country’s urgent need for affordable housing.) Accordingly, the objective of the research was to: (Provide a comprehensive knowledge framework that clarifies the concept of affordable housing and choose the best housing type and cost reduction factors (facilitation aspects) in accordance with local privacy). The research hypothesis : (The factors and means of reducing housing costs (aspects of facilitation mentioned in the research) at the two levels (housing complex and housing unit) as well as choosing the housing style (vertical or horizontal) a role in achieving the principle of affordable housing and solving a large part of the housing crisis. For the purpose of solving this problem, three phases were identified, including the construction of a theoretical framework, which included (4) vocabularies (characteristics of affordable housing, cost-raising factors, cost reduction factors, and dimensions of affordable housing). This is followed by the application of these vocabulary by electing two local samples. The extent of facilitation and comparability between them. The results showed that the vertical building pattern (residential buildings) is characterized by its lack of large areas of residential land, thus it is characterized by being less expensive than horizontal construction. This does not prevent investors from building high-quality residential towers targeting the rich."

Lack of affordable housing, slower growth of housing stock, and aging housing conflates numerous other problems in Pakistan, including overcrowding, poor indoor air quality, prevalence of preventable diseases, and development of slums and katchi abadies, etc. These challenges lessen living standards in many areas. Unaffordable housing forces low income families in urban areas to live in dilapidated areas. An increase in the construction of affordable housing is needed to mitigate housing affordability challenges in Pakistan. Setting aside land quotas for low-income families in housing development schemes is not sufficient because the households still lack the means to construct housing. This paper attempts to identify the causes of unaffordable housing and solutions for its provision.

Affordable housing is an effective approach for relieving the residential stress of moderate and low-income citizens; it is not only a macro study but also a micro one in the processive phase focusing on site selection and so on. From this view, the site selection of affordable housing in the direct management district under Jiangbei New District in Nanjing is analyzed, including summarizing the status quo and construction models of affordable housing’s site selection; quantifying the influential elements of site selection by the AHP method and GIS spatial analysis. The final result shows that the site of Jiangbei’s new district in Nanjing, with a score ranging from 2.7792 to 3.8572, is recommended for affordable housing. According to this result, the optimization strategy of affordable housing planning and location is put forward to ensure the balance of work and housing and the interests of low-income groups.

Today’s rising housing prices in most countries worldwide have caused increasable attention to the problem of affordable housing. It is a social or ethical issue and an essential economic direction. Thus, affordable housing has great potential, influencing economic growth, labor forces, innovation, sustainable development, and an inclusive economy. Systematization of informational sources, theoretical and practical approaches for providing affordable housing, and assessing social housing needs indicated many views on this problem among scholars and policymakers. That is why marketing, management, and financial providing of affordable housing are significant mainstreams. The research aims to investigate marketing and management fundamentals of providing affordable housing in connection with funding aspects based on cross-country analysis. For achieving this target, key trends of housing market segmentation were analyzed, considering the distribution of the population by tenure status and analytical house price indicators using the data of the statistical office of the EU, the World Bank, and the OECD. The ways to promote more affordable housing by public and local authorities, private investors in affordable housing, and specific social and affordable housing market organizations were described. Main organizational forms of providing affordable and social housing were also characterized. Particular attention was paid to strategic planning for affordable and social housing, especially housing business plans or affordable housing strategy development as a priority step in marketing, management, and financial providing affordable housing. A SWOT analysis for affordable housing developments was used to show strengths, weaknesses, opportunities, and threats to the affordable housing market. To empirically confirm some relevant strengths, the impact of indicators of financial providing of affordable housing was formalized based on correlation analysis (calculating Pearson or Spearman correlation coefficients with time lags based on results of Shapiro-Wilk testing) and construction of Arellano–Bond linear dynamic panel-data regression model with checking the Sargan test of overidentifying restrictions (the sample from 25 EU countries for 2011–2019) using the Excel 2010 and STATA 14.2 software. The dynamic model made it possible to consider the share of affordable housing owners with mortgage or loan or the share of tenants, rent affordable housing at a reduced price or free. The value of GDP of the previous period affects the current situation (due to introducing lag variables and using instrumental variables or the generalized method of moments (GMM) to obtain adequate estimates). The hypothesis that an increase of 1% of the share of affordable housing owners with mortgage or loan causes the rise in GDP per capita of an average of 0.44% with a two-year time lag was empirically confirmed. An increase of 1% of the share of tenants, rent-free housing or affordable housing at the reduced price, causes the decrease of GDP per capita of an average of 0.5% with a two-year time lag. It was substantiated that governments should continue and improve their policies for financing social and affordable housing. At the same time, they should prefer affordable mortgage lending programs over programs of reduced or free rental housing. The results of this research confirm the significant drivers of policies and practices devoted to affordable and social housing, such as marketing, management, and financial providing. The presented recommendations are useful for scholars interested in this scientific field of research, public and local authorities, investors in affordable housing, and specific affordable and social housing organizations.

Abstract Affordable housing has become essential to provide housing with affordable prices, but most of the locations of affordable housing are often not suitable with the people’s demand. To assess the suitability of affordable housing, several initiatives has been developed, to match the demand and location of the affordable housing, but most the models lacks of spatial element, other model focusing on the goal related to site suitability to cities, and people’s preferences of housing. This study aims to integrating spatial information and analysis to assessing the suitability level of affordable housing in Malaysia. This assessment model consists of 3 main indicators; suitability house according to neighbourhood context, demographic factor and commute distance. The method use in this study is using multi-Criteria Analysis, using weighted scoring techniques. The results show that most of the affordable housing score more than 60% average, with the highest score are 84% and the lowest score are 57.9%. this shows that the suitability level of affordable housing in the study area is good. These indicators can be used for further investigation of other affordable housing, and also in finding the suitable site for affordable housing in the future.

By increasing the supply of affordable housing, these policies can stimulate construction and related industries, leading to significant job creation and economic activity. Affordable housing also enhances household stability by reducing housing costs, allowing for greater disposable income and increased consumer spending. This review explores how policies such as tax incentives, subsidies, and inclusionary zoning have been utilized to promote affordable housing development and their resultant economic benefits. Social impacts of affordable housing policies are equally significant, affecting community cohesion, health outcomes, and educational attainment. Stable and affordable housing contributes to improved mental and physical health by reducing stress and exposure to poor living conditions. Furthermore, it enhances educational outcomes for children by providing a stable home environment conducive to learning. Brazil's Minha Casa Minha Vida program showcases how large-scale public housing initiatives can address housing deficits and improve living standards for low-income families. The review concludes that while affordable housing policies have distinct economic and social impacts, their success largely depends on contextual factors such as policy design, implementation strategies, and local economic conditions. Housing affordability has been one of the most persistent national concerns in the United States, mainly because housing costs are the biggest item in most household budgets. Urban sprawl has been proved by previous studies to be a driver of housing affordability. Previous studies, however, were structurally flawed because they considered only costs directly related to housing and ignored the transportation costs associated with a remote location. This study sought to determine whether, after transportation costs were taken into account, urban sprawl was still affordable for Americans. Multilevel modeling and the recently released location affordability indexes (LAIs) and metropolitan compactness indexes tested the relationship between sprawl and housing affordability. By controlling for covariates, this study found that in compact areas, the portion of household income spent on housing was greater but the portion of income spent on transportation was lower. Each 10% increase in a compactness score was associated with a 1.1% increase in housing costs and a 3.5% decrease in transportation costs relative to income. The combined cost of housing and transportation declined as the compactness score rose. As metropolitan compactness increased, transportation costs decreased faster than housing costs increased, creating a net decline in household costs. This is a novel finding, conditioned only on the quality of the data on which the LAI is based.

Housing plays an important role in socio-economic development of any country. However, access to affordable housing is a challenge to many people in developing countries. The purpose of this study is to establish critical success factors for affordable private sector housing projects in Nigeria. Twenty-six (26) success attributes for affordable housing were identified from literature. A survey questionnaire was designed, and pre-tested, subsequently main survey was performed in which two hundred and eighty (280) questionnaires were administered to experienced researchers, senior managers in public housing agencies, developers and consultants with knowledge and experience in affordable housing. One hundred and seventy-six (176) completed questionnaires were returned completed representing 62.86% response rate. The data collected were analyzed using mean score, factor analysis and stepwise multiple regression analysis. The findings from this study produce four critical success factors for affordable housing projects namely, effective land policies for affordable housing, availability of effective financial institutions, good governance of housing systems, and political will. The results suggested that a well-functioning housing sector must satisfy these factors. It has been concluded that, government has an important role to play in the supply of affordable housing in Nigeria. Thus, government should be committed to supporting affordable housing development through the provision of policy solution and implementation. The study can assist policy makers to understand important factors that influence the success of affordable housing development, and thus include them in the formulation of housing policies in their countries.

Previous studies have found that the current interventions are insufficient in allowing average Malaysians to buy a home. The affordable housing-related issues that arise in Malaysia are not about the number of affordable houses in the market; however, it is about the availability of these houses for the middle-income groups. This study aims to investigate the issues and challenges faced by the middle-income group in dealing with affordable housing issues. This study is based on data from a survey questionnaire adapted from a past research which was similar in terms of affordable housing issues among middle-income earners. The data were analyzed and evaluated to rank the issues and provide recommendations. The findings suggest the establishment of an affordable housing agency to track and process affordable housing applications and approvals. The study results also suggest revising and improving the current affordable housing systems to help the middle-income groups to eventually own their first home. It is anticipated that the study can unravel the problems with affordable housing in this country.

Population growth in Latin America implies a high demand for housing for the next few years. This research focused this demand on the production of affordable housing for low-income families in the region. Producing affordable housing requires resilience-based design strategies that respond to climate change. Resilient design is an alternative for the construction of sustainable buildings. Clean technology is crucial to the resilient design of affordable housing. Since this technology type includes the Life Cycle Analysis throughout the production process, what are the basic guidelines to drive resilient strategies for affordable housing design? The article aims to suggest basic guidelines for housing prototypes and drive clean technologies like resilient strategies. This research developed the research method in two key steps. First, the theoretical step was a literary review using the PRISMA method. Second, the empirical phase shows guidelines for affordable housing prototype design. The result was an Affordable Housing Prototypes applied in the Latin American context. The affordable housing prototypes were developed in Guadalajara, Mexico and Bogotá Colombia.

This paper offers a mixed–method analysis of the municipal–level consequences of an affordable housing development built in suburban New Jersey. Opponents of affordable housing development often suggest that creating affordable housing will harm surrounding communities. Feared consequences include increases in crime, declining property values, and rising taxes. To evaluate these claims, the paper uses the case of Mount Laurel, New Jersey—the site of a landmark affordable housing legal case and subsequent affordable housing development. Employing a multiple time series group control design, we compare crime rates, property values, and property taxes in Mount Laurel to outcomes in similar nearby municipalities that do not contain comparable affordable housing developments. We find that the opening of the affordable housing development was not associated with trends in crime, property values, or taxes, and discuss management practices and design features that may have mitigated potential negative externalities.

The policy objectives of affordable housing programs in China are two-fold: on the one hand, they are designed to assist low- and moderate-income families and reduce inequality; on the other hand, they are intended to lower commodity housing prices. However, the effects of affordable housing land on housing prices, particularly the between-city variation and the mechanisms behind the market effects, have not been sufficiently examined, making it difficult to evaluate the housing policy and improve it accordingly. In this study, we address these gaps by using a prefecture-level panel dataset covering 2009–2020, obtained from national land and housing transaction information platforms. We use a threshold model to investigate the threshold effect of population size and a mediating model to uncover the channels through which the supply of affordable housing land affects housing prices. The results confirm that the affordable housing land supply can have a beneficial influence in terms of slowing down the increase in housing prices. The population size plays a significant role in explaining the between-city market effect variations. In cities with a population greater than 10.78 million, increasing the supply of affordable housing land would cause the housing prices to increase. Meanwhile, in cities with smaller populations, increasing the supply of affordable housing land could lower the housing prices. The underlying mechanisms of the market effects vary across cities with different population sizes. Although affordable housing land crowds out commodity housing land in all cities, housing demand diversion only exists in cities with a smaller population. At present, China is experimenting with city-specific housing policies; our findings imply that decision makers should explore additional policy options, besides building on incremental construction land, in order to make housing more affordable in supercities in China.
