This study investigates how the second generation of Afghan refugees who are born and raised in Balochistan feel about and express their sense of belonging and identity in the hosting community. The main purpose of this study is to analyze and understand how the second generation of Afghan refugees feel about their identity in terms of who they think they were, how they perceived themselves, whether they felt comfortable or uncomfortable identifying themselves Afghans in local community, and that how their identity affected their sense of belonging and their day to day life in Balochistan. This phenomenological study intended to explore the sense of identity of the young Afghan refugees by drawing on their individual and collective narratives of self and others as they struggle to be part of the social fabric and feel safe and accepted in Pakistani community. It also aimed to highlight how the identity crisis and the feeling of being other affected the needs, attitudes and perceptions of second generation Afghan refugees in the hosting community , and that how the second-generation Afghan refugees experience their sense of belonging and identification in two different national contexts (Afghanistan and Pakistan).This study uses qualitative phenomenological approach. It uses analysis of relevant secondary data, focus group discussions and semi-structured interviews. The findings reveal that the identity crisis is still a challenging and major issue for Afghan refugee children.

Abstract:
Pakistan has hosted millions of Afghan refugees over the last several decades. Due to poor socioeconomic status, food insecurity and inadequate access to health care, these refugees are considered to be at high risk of malnutrition. Previous studies on nutritional assessment of high-risk populations (refugees) have focused mainly on women and children (0–59 months). The current study aims to assess nutritional status of adolescent Afghan refugees; the population who are equally vulnerable to malnutrition and its consequences. In this cross sectional study, the nutritional status of 206 adolescent (10–19 years old) Afghans boys and girls living in a refugee camp in Peshawar, Pakistan was assessed using standard methods. The results indicate a prevalence of stunting, thinness, and overweight and obesity at 35.3%, 4.4% and 14.8%, respectively. Furthermore, there was a significantly high prevalence of micronutrient deficiencies (vitamin D, 80.5%; vitamin B12, 41.9%; and folate, 28.2%); and anemia (10.1%). Together, these findings indicate that this vulnerable population group suffers from the double burden of malnutrition and are thus at serious risk of impaired psychosocial cognitive development, general ill-health and diminished wellbeing. This study therefore highlights the urgent need to include adolescents in regular screening and intervention programs of such at-risk populations.

Abstract:
This article describes and analyzes an emerging problematic in the asylum and immigration debate, which I cynically dub the “imposter-child” phenomenon. My preliminary exploration maps how the imposter-child relates to and potentially influences the politics and practices of refuge status determination in the United Kingdom. I argue that the “imposter-child” is being discursively constructed in order to justify popular and official suspicion of spontaneously arriving child asylum-seekers in favour of resettling refugees from camps abroad. I also draw connections between the discursive creation of “imposter-children” and the diminishment of welfare safeguarding for young people. Further complicating this situation is a variety of sociocultural factors in both Afghanistan and the United Kingdom, including the adversarial UK refugee status determination process, uncertainty around how the United Kingdom can“prove” an age, and a form of “triple discrimination” experienced by Afghan male youth. Through unearthing why the “imposter-child” is problematic, I also query why it is normatively accepted that non-citizens no longer deserve protection from the harshest enforcement once they “age out” of minor status.

All children have the right to complete and integrated physical and psychological protection against abuse. The most important reason and risk factors for child abuse are social causes including poor familial support, poverty, mood disorders in the family, and addiction. Here, we report a case of child abuse of an Afghan child in Iran with a background of mood disturbances who presented with multiple trauma and injury. A nine-year-old Afghan boy was described with multiple injuries on neck, upper and lower extremities, and trunk. On anal examination in knee chest position, a suspected mucosal injury was evident. Interviewing the patient and his sister revealed a report of sexual abuse through the anus by his father.

The study sought to ascertain and describe the physical and mental health states of Afghan refugee children after the terrorist attack on September 11, 2001 in the US and the aerial bombing of Afghanistan that followed. A cross-sectional survey was carried out in four refugee camps in Peshawar, Pakistan from February to March 2002, and comparisons among camps were made. A total of 70 males (mean age SD = 9.81 ±1.98 years old) and 30 females (7.94 ±2.07) answered a self-developed questionnaire on demographic data, traumatic events experience, living environment in the camps, and physical and mental health, through interviews. Anthropometric measures were measured and physical symptoms including anaemia and edema were assessed. Severe malnutrition was not shown and there were no significant differences in most nutritional and physical states among the camps. Nevertheless, in the newer camps more children experienced war related traumatic events. The prevalence and etiology of visual loss and eye diseases were determined in a resident Afghan refugee community in northern Pakistan. The survey included 1156 people and revealed that 2.1% of the population were blind and 6.9% were visually impaired according to WHO criteria. The leading causes of blindness included cataract [62.5%], uncorrected refractive errors [16.6%], retinal degeneration/dystrophy [12.5%], glaucoma [4.2%] and microphthalmos [4.2%]. The causes of visual loss were uncorrected refractive errors [46.2%], cataract [32.7%] and corneal opacities [4.8%]. These conditions were also important causes of unilateral lost vision. Active trachoma was found in 3.7% of all children under 10 years of age

Although there is a growing body of literature which focuses on museums’ role in supporting children’s literacy, there is also a need for studies to show ways in which museums can support refugee families’ literacy practices. In light of this gap, this qualitative study explores the role of a children’s museum in the literacy practices of a recent refugee Afghan-American family. Data consisted of interviews with the parents and children, conducted using Skype, over a period of two months. A media capture functionality method was used to receive photos from the family using a smartphone. In addition, the family sent audio-recorded interactions during activities that took place at the children’s museum. The recordings were sent through Whatsapp, a smartphone application that lets users’ text, send images, audio record and make calls for free. The findings demonstrated that the children’s museum played an important role in the Manzoor family’s literacy practices. The exhibits at the museum offered the family a site of multi-modalities, where images, sounds and words together contributed to meaning-making. Moreover, the museum provided the family with important resources, such as books and pamphlets on registering for schools. Lastly, the children’s museum provided a supportive environment for the Manzoor family to learn English and meaningfully engage with print literacy.

We compared the positive deviance (PD) approach in Save the Children's field guide with a case-control study (CCS) to identify behaviors associated with good nutritional status in Afghan refugee children 6 to 24 months of age in the Northwest Frontier Province (NWFP), Pakistan. The positive deviance inquiry (PDI), utilizing observations and interviews with mothers, fathers, and secondary caregivers in eight households, identified 12 feeding, caring, and health-seeking behaviors that were not widely practiced. The CCS, using the same selection criteria and content as the PDI with 50 mother-child pairs not in the PDI, yielded six significant associations with good nutritional status. Both the PDI and CCS detected feeding behaviors. The PDI alone identified complex phenomena (active feeding and maternal affect). The CCS alone confirmed the beneficial use of health services. The PD approach was an affordable, participatory, and valid method to identify feeding behaviors and other factors associated with good nutrition in this context.

The aim of this study was to illuminate lived experience of Afghan refugees in Iran regarding PHC delivery.Methods:This qualitative study was conducted in 2016–2017 by using the content analysis technique. Data were collected through individual deep interviews with Afghan refugees who lived in Iran. The data were analyzed by using a method by Graneheim and Lundman.Results:Four main categories and 12 subcategories were emerged, including (1) challenges before PHC delivery: large number of children, high service cost, not having medical insurance, access to health centers, appointment to get services, simultaneity of breastfeeding, and pregnancy; (2) challenges during PHC delivery: understanding Iranian words, health care provider’s behavior, delay in getting service in PHC centers; (3) challenges after delivery PHC: referral patient, high costs of paraclinics; and (4) free and good services.Conclusion:Our results showed that Afghan refugees have several challenges in every stage of PHC delivery. Awareness of such problems can help medical personnel improve delivery of service to Afghan refugees, as well as using trained Afghani nurses to serve the refugees.

Afghan refugees are one of the most vulnerable migrant groups in terms of food insecurity status around the world. We aimed to investigate the association between Afghan protracted refugees' food insecurity and its socio– economic determinants in Mashhad, Iran. In a cross– sectional design, information was gathered through face– to– face interviews with 299 Afghan main income earners or his/her representative in Golshar district, Mashhad, Iran. In a quantitative approach, the association of socio– economic factors with food insecurity was assessed. The results showed that less than 1% of all the households were food secure, 69.2% of those with children and 47.5% of those with no child faced severe food insecurity. Class of households' income, residency status and personal dwelling were significantly associated with severe food insecurity of Afghan refugees. Determining effective socio– economic factors to formulate appropriate policies and practices is not only necessary but also inevitable to assure sustainable food security for refugees.

Abstract:
Effective evidence-based intervention for traumatic bereavement is one of the current major research issues in the field of Post Traumatic Stress Disorder (PTSD) in children and adolescents. The “Writing for Recovery” group intervention is a new treatment approach developed by the Children and War Foundation for traumatized and bereaved children and adolescents after disasters. The purpose of this project was an empirical examination of this intervention with 12- to 18-year-old war bereaved Afghani refugees. Eighty-eight war bereaved Afghani refugees were screened using the Traumatic Grief Inventory for Children (TGIC). From those with the highest total score, 61 were randomly assigned to either an experimental ( n = 29) or control group ( n = 32). The experimental group received six sessions of group training on 3 consecutive days in their school. The difference of TGIC scores between the experimental group in pretest and posttest was significant ( p = 0.001). Results of analysis of covariance also showed a significant effect of Writing for Recovery on the experimental group ( p < 0.001). It is concluded that “Writing for Recovery” is an effective group intervention for bereaved children and adolescents after disasters.

Abstract:
A positive deviance (PD) inquiry identifies uncommon, model practices that a follow-on program can spread. PD has been used to rehabilitate malnourished children, but not for improving newborn health. Save the Children Federation/US (SC) conducted newborn PD cycles in communities (total population about 5,000 each) in two project areas in Haripur District, Pakistan among Afghan refugees and among local Pakistanis. Each PD cycle included planning, community orientation, situation analysis, PD inquiries, and community feedback with action planning. PD inquiries were in-depth interviews to identify uncommon behaviors among surviving asphyxiated newborns, thriving low birthweight babies, surviving newborns who had danger signs, and normal newborns. The Afghan caregivers showed better use of services and some household practices than their Pakistani counterparts, consistent with duration of SC presence (15 years vs. 18 months, respectively). The practices of both groups for clean delivery, thermal control, immediate and exclusive breastfeeding, and fathers' involvement were weak. But PD individuals, families, and/or birth attendants modeled good maternal care and immediate, routine and special newborn care. Communities enthusiastically committed to change behavior and form neighborhood support groups for better newborn care, including a demand for hygienic delivery. The PD approach for the newborn is more complex than for child nutrition. Yet this pilot-test proposed a conceptual framework for household newborn care, suggested tools and methods for information gathering, identified PDs in two settings of different risk, galvanized SC staff to the potential of the approach, mobilized communities for better newborn health, and drafted a newborn PD training curricula.

Abstract Objectives: In this study, socio-economic factors associated with Afghan refugee households’ food insecurity, anxiety and uncertainty, insufficient quality, and food intake were determined. Design: Household Food Insecurity Assess Scale (HFIAS) measurement was applied to assess food insecurity, anxiety and uncertainty, insufficient quality, and insufficient food intake. Descriptive analysis and multivariabl regression models were used to determine the associated factors. Setting: The study was carried out in urban areas of Tehran province in Iran. Participants: To collect data, interviews were conducted among 317 Afghan households. The questionnaire was administered via face-to-face interviews to either the breadwinner of the selected households or a member who could respond on behalf of the household Results: About 11.3% of Afghan households who resettled in Tehran province were food secure, while 11.7% were marginally, 40.7% moderately, and 36.3% severely food insecure. Economic and financial factors were inversely and significantly associated with food insecurity. Employment, income, distance from the central market, and personal saving were inversely associated with food insecurity, while other determinants, including the length of living time in Tehran, house type, and the number of male and female children, had a direct association with food insecurity. Conclusions: The associations of socio-economic factors with three categories of food insecurity differed. Elimination of occupation bans that the Iranian government imposes on refugees provides simple access to financial supports like long-term loans, and opening a bank account for refugees will benefit both Iranians and refugees.

Background: Immigration can be accompanied by many psychological outcomes for emigrant families. Objectives: The present study aimed to compare family drawing test indices and behavioral problems among Iranian and Afghan emigrant children. Methods: The research design was a comparative and cross-sectional study. We included 550 Iranian and Afghan students aged 7 - 11 years in Isfahan Province from April to June 2017. Achenbach Behavioral Problem questionnaire (2001) was sent to their mothers for filling, and Drawing Family Test was conducted. After reducing the number of dropout students, the final sample reached 282 students (including 174 Iranian students and 108 Afghan immigrants)., SPSS-23 software and chi-square tests as well as multivariate analysis of variance were used for analyzing data. Results: The results of the chi-square test showed that there was a significant difference in some of the drawing indices, including size, rhythm, location of drawing, valuation, removal of person, and distances between two groups of Iranian students and Afghan migrants (P < 0.05). Also, the results of multivariate analysis of variance indicated that there was a significant difference among mean scores of behavioral problems and dimensions of somatization, thinking problems and anti-social problems in the two groups (P < 0.05). There was no significant difference in other variables. Conclusions: According to the results, the children of the Afghan refugee group have more both behavioral problems and drawing indices than the Iranian group.

This study explored refugee children’s ways of coping focusing on their strengths. The present study involved 26 students, 8 Iraqi Kurds, 6 Afghans, and 12 from Syria attending reception classes (called early morning reception zone) in the morning program of two Greek Elementary schools. Data were gathered using semi-structured interviews. This study using interpretative phenomenological analysis (IPA) explored the subjective narratives of the participating refugee children. Three superordinate themes relating to the aims of the current research emerged from the data: (1) caring relationships, (2) a place of (and for) safety and (3) new perspectives. Supportive family bonds, being securely resettled with other family members, security of housing and opportunities to study in a supportive school environment were found to be factors which either reduced significant stressors or ameliorated the effects of adverse childhood experiences as regards this study’s participants.

New laws are in place to protect women’s rights, but old habits and beliefs, die hard. Threatening notes begin to arrive. Parvana is accosted in the streets. Students and teachers are driven away by the threats, and without students the school will lose its funding. The setbacks continue to pile up until at last we realize why Parvana is alone and imprisoned. Through careful crafting, Ellis creates a story that is heartrending without being horrific. Skillful use of flashbacks and foreshadowing soften the shock of atrocities by giving us clues before they occur. She shows respect for her young readers by giving enough detail for them to understand what is happening without becoming gory. Despite the incredible challenges she faces, Parvana finds hope, and new dream, in the end. This novel also provides a wonderful opportunity to discuss the use of voice in writing. Some people would say Ellis, a white, Canadian woman, has no right to use an Afghani voice. Yet Ellis’ is an educated voice. She has spent time travelling in Afghanistan and interviewing Afghani children. In an interview for Page Turners Book Club, Ellis asserts that she is giving voices to people who do not usually appear in books and providing information for children and teens who are “hungry to find out about how the world works and how they can create their own place in the world”. My Name is Parvana is an appropriate companion for Ellis’ non-fiction book Kids of Kabul: Living Bravely Through a Never-ending War and other information texts about children’s lives in Afghanistan. While Ellis should not be the only voice for Afghani women and children, hers is certainly a powerful and effective one. Her goal of building connections for young Canadians and creating a climate for understanding is laudable. Abstract:
Rage can come from anywhere, it ignites as a flash of lightening and hisses rapidly down a darkened tunnel, landing wherever it finds a target. Sigmund Freud, and many other psychoanalysts, have attempted to explain the inception of human’s two primordial emotions, rage and fear – encapsulated in the popular phrase, fight or flight. Our earliest historical records detail the myriad battles that determined the world’s future course of events. Without rage, and its adjutants, violence and war, the world’s countries would not exist with their current boundaries. In fact, our species, Homo sapiens would necessarily have evolved through a different course. Since 2016, the public has been outraged by current events at an unprecedented level: the confluence of the election of US President Donald Trump, the struggles over the UK’s Brexit, and the revelations of systematic sexual abuse of women and African Americans, culminating in the recent #metoo and the #blacklivesmatter social media campaigns. More and more women have protested against sexual abuse, and recently the free-verse poem book Shout, from pop cultural icon Laurie Halse Anderson, “raise[s] urgent alarms, warning against the evils propagated by a culture that values dominance over respect” (Feldman 52). The rage revolution is here now. The nine articles included in this issue of M/C Journal on ‘rage’ unpack the concept of rage and its significant linkages to injustice, anger, personal and sexual abuse of women and minority cultures, violence and war. It is no surprise that many authors have chosen to focus on women’s rage and anger. Below, three articles develop the themes of political disenfranchisement for women and Indigenous cultures with a special emphasis on Australia, and the significant role that clothing plays in group-based activism.In the feature article, Angelika Heurich explores the fraught territory of women’s rights starting with the slogan: ‘the personal is the political’. In both the First and Second Waves of feminism, she reports, “concerns about issues of inequality, including sexuality, the right to abortion, availability of childcare, and sharing of household duties” became “personal problems” rather than a matter for national debate and policy changes (Hanisch qtd. in Heurich). Heurich cites the need for “feminist intervention in the state” (van Acker 120). These issues are very much alive today: how can enraged women change government policy in a meaningful way to address past and present injustices? Author Jo Coghlan further develops the theme of protestation with how clothing depicts the history of dissent. Coghlan’s argument suggests that the political efficacy of dress can perform “an ideological function that either bring[s] diverse members of society together for a cause ... or act[s] as a fence to keep identities separate” (Coghlan qtd Barnard). Clothing, as liberation, was celebrated in Mahatma Gandhi’s hand-spun cotton that symbolised the separation of India from Great Britain. Later, the Australian Aborigines’ Black Protest Committee adopted a set of particular colours for their movement towards equality, in this case, red, black and yellow worn first in 1982. To continue the theme, Lisa Hackett outlines the response of women’s rage’ to how their garments remain unsuitable from several standpoints. Hackett notes that the issues that surround fast fashion inspire women’s anger by its production: clothing that is cheaply made, in workplaces of virtual slavery, and made of unsustainable fabrics which lead to mountains of discarded garments in the world’s landfills. These problems inspire the rage of women who desire to protect the environment and also seek clothing that fits over forced obsolescence. Even as this issue on ‘rage’ widely presents people, activities and events that are driven by rage – across the broad spectrum of personal, artistic and cultural and socio-political storytelling, we also sought solutions in productive and/or philosophical frameworks that could explore how to ameliorate conditions under which rage arises. So the next two articles address the under-used (and under-implemented) word civility. In his article “Of ‘Rage of Party’ and the Coming of Civility”, Greg Melleuish presents the English Civil War as a case study. This conflict between the Royalists and Parliamentarians disrupted the authority of the crown, and resulted in a more moderated English government, in stark contrast to regime changes later on the European continent (e.g., the French Revolution). Melleuish offers that a “new ideal of ‘politeness and moderation’ had conquered English political culture” and promoted civility as a standard of behaviour for the government and worthy individuals. This concept of civility would later evolve to introduce philosophies of the Enlightenment. A collection of authors (Elizabeth Reid Boyd, Madalena Grobbelaar, Eyal Gringart, Alise Bender, and Rose Williams) have worked through the serious issues of ‘intimate civility’ – to encourage pathways to counteract ‘rage’ and its impact on the most vulnerable in society, especially women and children. The authors, in their coinage of the term, “envisage intimate civility – and our relationships – as dynamic, dialectical, discursive and interactive, above and beyond dualism.” They introduce a ‘decalogue’ of civility, relying on notions of politeness, respect, and emphasise dialogue between the affected parties and the Australian government’s campaigns and policies on domestic and sexual violence to reduce rage in the arena of interpersonal and intergenerational conflicts. The last articles in this M/C Journal issue on ‘rage’ address the media side of the equation. These authors all deal with aspects of rage as expressed on various screens, as films, television series or downloads to other devices. Richard Gehrmann, in his analysis of the Hollywood film American Sniper (2014), first provides a capsule timeline of conflicts in the Middle East, from the Second World War to the current day’s ongoing battles in Syria and elsewhere in the region. He highlights the propaganda-based, pro-American ‘jingoism’ presented in American Sniper, contrasting its portrayal of the returned veteran Chris Kyle with other true-life accounts of US Iraqi and Afghan soldiers. Gehrmann presents a bleak commentary on the ‘hot and cold rage’ required of the lone sniper, while many ‘hot’ unresolved issues, including the refugee crisis, remain in the Middle East situation. American Sniper’s celebration of the lone gunman contributes to the acceptance of violence in an America where mass shootings indicate an ever-growing expression of individual rage.”In his article on ‘Cage rage’, Sasa Miletic outlines Hollywood actor Nicholas Cage and his violent, sometimes over-acted outbursts on film as one of “the most famous Internet memes”. Miletic asks: has the overexpression of anger depicted in ‘Cage rage’ become “a pop cultural reminder “that rage, for a lack of a better word, is good ... or can [his filmic rage] only serve for catharsis on an individual level?” With this question, Miletic explores Nicholas Cage throughout his acting career, and presents his argument that the potential for ‘double-reading’ of his angry overacting in movies is a sort of ‘parapraxis’ – or “a Freudian slip of the tongue, a term borrowed by Elsaesser and Wedel (131). Miletic’s exploration of ‘Cage rage’ introduces new concepts of rage from the contemporary Slovenian philosopher Slavoj Žižek.The exploration of rage in film now turns to Jessica Gildersleeve’s article that locates ambiguous meanings of rage in recent television adaptations based in the Australian outback. Guildersleeve explores the two adaptations Wake in Fright (2017) and Mystery Road (2108) for how they depict rage: “in this context rage is turned to melancholy and thus to self-destruction, [serving] as an allegory for the state of the contemporary nation.” Gildersleeve notes that previous Australian authors have outlined the trope of ‘outback noir,’ and in her analysis of these two adaptations, she realigns the previous literary analysis of ‘noir’ to the emerging genre of Outback Gothic horror. The two shows depict the force of inward rage that turns to melancholy from different perspectives. While Wake in Fright (2107) seems to offer no hope for the future, Mystery Road harnesses the power of rage to locate a potential way to reconcile the two ‘classic’ opposing factions that inhabit the Outback: the colonisers and the indigenous Aborigines. Lastly, this collection on ‘rage’ comes full circle, back to the omnipresent ‘women’s rage’.From the viewpoint of Gothic literary traditions, and their challengers, author Katharine Hawkins develops the trope of Monstrous gothic through women’s roles depicted in Showtime’s television series, Penny Dreadful (2014-2016). Here, Hawkins echoes the themes from the introductory articles: as women must comply with men and their comforts, women’s rage turns both inward and outward. In Penny Dreadful, the actress Billie Piper constitutes a figure of the “Monstrous Gothic Feminine” arising from “the parlours of bored Victorian housewives into a contemporary feminist moment that is characterised by a split between respectable diplomacy and the visibility of female rage.” Piper’s Bride figure then mutates “from coerced docility [towards] abject, sexualised anger” which makes itself heard in the show’s second season (2016). Hawkins discussion introduces Ahmed’s figure of the “kill joy”, which becomes “a term to refer to feminists – particularly black feminists – whose actions or presence refuse this obligation, and in turn project their discomfort outwards, instead of inwards.” In summary, rage is with us, always. But there is hope that the outward expression of women’s rage, and of other disenfranchised populations as echoed in the #metoo and #blacklivesmatter movements will change the culture of global politics to value respect over violence. Abstract:
One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. For those interested, copies are available by emailing j.arvanitakis (at) uws.edu.au.) Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. Abstract:
Introduction One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney, is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. In recent years, the US television landscape has been flooded with reboots, remakes, and revivals of “classic” nineties television series, such as Full/er House (1987-1995, 2016-present), Will & Grace (1998-2006, 2017-present), Roseanne (1988-1977, 2018), and Charmed (1998-2006, 2018-present). The term “reboot” is often used as a catchall for different kinds of revivals and remakes. “Remakes” are derivations or reimaginings of known properties with new characters, cast, and stories (Loock; Lavigne). “Revivals” bring back an existing property in the form of a continuation with the same cast and/or setting. “Revivals” and “remakes” both seek to capitalise on nostalgia for a specific notion of the past and access the (presumed) existing audience of the earlier series (Mittell; Rebecca Williams; Johnson).Reboots operate around two key pleasures. First, there is the pleasure of revisiting and/or reimagining characters that are “known” to audiences. Whether continuations or remakes, reboots are invested in the audience’s desire to see familiar characters. Second, there is the desire to “fix” and/or recuperate an earlier series. Some reboots, such as the Charmed remake attempt to recuperate the whiteness of the original series, whereas others such as Gilmore Girls: A Life in the Year (2017) set out to fix the ending of the original series by giving audiences a new “official” conclusion.The Roseanne reboot is invested in both these pleasures. It reunites the original cast for a short-lived, but impactful nine-episode tenth season. There is pleasure in seeing Roseanne (Roseanne Barr), Dan (John Goodman), Jackie (Laurie Metcalf), Becky (Lecy Goranson [seasons one to six, ten], Sarah Chalke [seasons six to nine]), Darlene (Sara Gilbert), and DJ (Michael Fishman) back in the Conner house with the same well-worn couch and afghan. The (attempted) recuperation is of author-star Barr, whose recent politics are in stark contrast to the working-class second-wave feminist politics of her nineties’ persona. This article is particularly interested in the second pleasure, because both the original series and the reboot situate the voice of Barr as central to the series’ narrative and politics.Despite achieving the highest ratings of any US sitcom in the past three years (O’Connell), on 29 May 2018, ABC announced that it was cancelling the Roseanne reboot. This decision came about in the wake of a racist tweet, where Barr compared a black woman (high-ranking Obama aide Valerie Jarrett) to an ape. Barr’s tweet and the cancellation of Roseanne, highlight the limits of nostalgia and Roseanne/Barr’s particular brand of white feminism. While whiteness and a lack of racial awareness are (and always have been) at the centre of Barr’s performance of feminism, the political landscape has shifted since the 1990s, with the rise of third and fourth-wave feminisms and intersectional activism. As such in the contemporary landscape, there is the expectation that white feminist figures take on and endorse anti-racist stances.This article argues that the reboot’s attempt to capitalise on nineties nostalgia exposes the limits of Roseanne/Barr’s feminism, as well as the limits of nostalgia. The feminist legacy of nineties-era Roseanne cannot and does not recuperate Barr’s star-persona. Also, the reboot and its subsequent cancellation highlight how the feminism of the series is embodied by Barr and her whiteness. This article will situate Roseanne and Barr within a feminist tradition on US television, before exploring how the reboot operates and circulates differently to the original series.From Roseanne (1988-1997) to Roseanne (2018)In its original form, Roseanne holds the distinction of being one of the most highly discussed and canonised feminist-leaning television series of all time, alongside The Mary Tyler Moore Show (1970-1977), Cagney and Lacey (1981-1988), and Buffy the Vampire Slayer (1997-2004). Roseanne also enabled and informed many popular feminist-leaning contemporary series, including Girls (2012-2017), Mom (2013-present), Better Things (2016-present), and Dietland (2018). Although it may seem anachronistic today, Roseanne and Barr helped define what it means to be a feminist and speak feminist politics on US television.Roseanne depicts the lives of the Conner family, headed by parents Roseanne and Dan. They live in the fictional blue-collar town of Lanford, Illinois with their three children Becky, Darlene, and DJ. Both Roseanne and Dan experience precarious employment and embark on numerous (mostly failed) business ventures throughout the series’ run. The reboot catches up with the Conner family in 2018, after Roseanne has experienced a health scare and single mom Darlene has moved into her parents’ house with her two children Harris (Emma Kenney) and Mark (Ames McNamara). In the new season, Roseanne and Dan’s children are experiencing similar working conditions to their parents in the 1990s. Becky works at a Mexican restaurant and is eager to act as surrogate mother to earn $50,000, Darlene is recently unemployed and looking for work, and DJ has just returned from military service.A stated objective of reviving Roseanne was to address the contentious US political landscape after the election of President Donald J. Trump (VanDerWerff). Barr is a vocal supporter of President Trump, as is her character in the reboot. The election plays a key role in the new season’s premise. The first episode of season 10 establishes that the titular Roseanne has not spoken to her sister Jackie (who is a Hillary Clinton supporter) in over a year. In both its nineties and 2018 incarnations, Roseanne makes apparent the extent to which feminist politics are indebted to and spoken through the author-star. The series is based on a character that Barr created and is grounded in her life experience. Barr and her character Roseanne are icons of nineties televisual feminism. While the other members of the Conner family are richly drawn and compelling, Roseanne is the centre of the series. It is her voice and perspective that drives the series and gives it its political resonance. Roseanne’s power in the text is authorised by Barr’s stardom. As Melissa Williams writes: “For nearly a decade, Barr was one of the most powerful women in Hollywood” (180).In the late 1980s and into the 1990s, Roseanne (and Barr) represented a new kind of feminist voice on US television, which at that stage (and still today) was dominated by middle-class women. Unlike Mary Richards (Mary Tyler Moore), Claire Huxtable (Phylicia Rashad), or Murphy Brown (Candice Bergen), Roseanne did not have a stable job and her family’s economic situation was often precarious. Roseanne/Barr adopted and used a feminism of personality popularised on television by Mary Tyler Moore and Lucille Ball. Unlike her foremothers, though, Roseanne/Barr was not slender, feminine, or interested in being likeable to men. Roseanne did not choose to work outside of the home, which marked her as different from many of US television’s other second-wave feminists and/or mothers. As Rachael Horowitz writes: “Roseanne’s feminism was for women who have to work because bills must get paid, who assert their role as head of the house despite the degrading work they often do during the day to pay for their kids’ food and clothes” (9).According to Kathleen Rowe, Barr is part of a long line of “female grotesques” whose defining features are excess and looseness (2-3). Rowe links Barr’s fatness or physical excess with her refusal to shut up and subversive speech. The feminism of Roseanne is contained within and expressed through Barr’s unruly white body (and voice). Barr’s unruliness and her unwillingness to follow the social conventions of politeness and decorum are tied to her (perceived) feminist politics.Understandings of Barr’s stardom, however, have shifted considerably in the years since the publication of Rowe’s analysis. While Barr is still “unruly,” her unruliness is no longer located in her body (which has been transformed to meet more conventional standards of western beauty), but rather in her Twitter presence, which is pro-Israel, pro-Trump, and anti-immigration. As Roxane Gay writes of the reboot: “Whatever charm and intelligence she [Barr] brought to the first nine seasons of her show, a show I very much loved, are absolutely absent in her current persona, particularly as it manifests on Twitter.”Feminist Voice and Stardom on US TVRoseanne performs what Julie D’Acci calls “explicit general feminism,” which is defined by “dialogue and scenes that straightforwardly addressed discrimination against women in both public and private spheres, stories structured around topical feminist causes, and the use of unequivocal feminist language and slogans” (147). However, the feminist politics of Roseanne and Barr are (and never were) straightforward or uncomplicated.Studies of feminism on US television have primarily focused on comedies that feature female television stars who function as advocates for feminism and women’s issues (Spigel; Rabinovitz; D’Acci). Much of the critical discussion of feminist voice in US female-led television identifies the feminist intervention as taking place at the level of performance (Dow; Spigel; Spangler). Comedic series such as I Love Lucy (1951-1957), Murphy Brown (1988-1998, 2018-present), and Grace Under Fire (1993-1998), and dramatic series’, such as Cagney and Lacey and Buffy the Vampire Slayer, privilege the articulation of feminist ideas through performance and character.Roseanne is not a series that derives its comedy from a clash of different perspectives or a series where politics are debated and explored in a nuanced a complex way. Roseanne promotes a distinct singular perspective – that of Roseanne Barr. In seasons one to nine, the character Roseanne is rarely persuaded to think differently about an issue or situation or depicted as “wrong.” The series centres Roseanne’s pain and distress when Becky elopes with Mark (Glenn Quinn), or when Jackie is abused by her boyfriend Fisher (Matt Roth), or when Darlene accidently gets pregnant. Although those storylines are about other characters, Roseanne’s emotions are central. Roseanne/Barr’s perspective (as fictional character and media personality) informs the narrative, sensibility, and tone. Roseanne is not designed to contain multiple perspectives.Roseanne is acutely aware of its place in the history of feminist voice and representations of women on US television. Television is central to the series’ articulation of feminism and feminist voice. In season seven episode “All About Rosey,” the series breaks the fourth wall (as it does many times throughout its run), taking the audience behind the scenes where some of US television’s most well-known (and traditional) mothers are cleaning the Conner’s kitchen. June Cleaver (Barbara Billingsley) from Leave It to Beaver (1957-1963), Joan Nash (Pat Crowley) from Please Don’t Eat the Daisies (1965-1967), Ruth Martin (June Lockhart) from Lassie (1958-1964), Norma Arnold (Alley Mills) from The Wonder Years (1988-1993), and Louise Jefferson (Isabel Sanford) from The Jeffersons (1975-1985) at first sit in judgment of Barr and her character Roseanne, claiming she presents “wrong image” for a TV mother. However, Roseanne/Barr eventually wins over the TV mothers, declaring “the important thing is on my show, I’m the boss and father knows squat” (7.19). It is in contrast to more traditional television mothers that Roseanne/Barr’s feminist voice comes into focus.In the ninth and final season of Roseanne’s initial run, the series (arguably) becomes a parody of its former self. By this point in the series, “Barr was seen as the sole cause of the show’s demise, as a woman who was ‘imploding,’ ‘losing the plot,’ or ‘out of control’” (White 234). White argues that depicting the working-class Conners’ social and economic ascension to upper-class diminishes the distinction between Barr and her character (243). White writes that in the series’ finale, the “line between performer and character is irrevocably blurred; it is unclear whether the voice we are hearing is that of Roseanne Conner or Roseanne Barr” (244). This blurring between Roseanne and Barr becomes particularly contentious in season 10.Rebooting Roseanne: Season 10Season 10 redacts and erases most of the events of season nine, which itself was a fantasy, as revealed in the season nine finale. As such, the reboot is not a simple continuation, because in the season nine finale it is revealed that Dan suffered a fatal heart attack a year earlier. The final monologue (delivered in voice-over by Barr) “reveals” that Roseanne has been writing and editing her experiences into a digestible story. The “Conners winning the lottery” storyline that dominated season nine was imagined by Roseanne as an elaborate coping strategy after Dan’s death. Yet in the season 10 reboot, Dan is revealed to be alive, as is Darlene and David’s (Johnny Galecki) daughter Harris, who was born during the events of season nine.The limits of Roseanne/Barr’s feminism within the contemporary political landscape come into focus around issues of race. This is partly because the incident that incited ABC to cancel the reboot of Roseanne was racially motivated, and partly because Roseanne/Barr’s feminism has always relied on whiteness. Between 1997 and 2018, Barr’s unruliness has become less associated with empowering working-class women and more with railing against minorities and immigrants. In redacting and erasing the events of season nine, the reboot attempts to step back the conflation between Roseanne and Barr with little success.In the first episode of season 10, “Twenty Years to Life”, Roseanne is positioned as the loud-mouthed victim of circumstance and systemic inequality – similar to her nineties-persona. Yet in 2018, Roseanne mocks same things that nineties’ Roseanne took seriously, including collective action, community building, and labour conditions. Roseanne claims: “It is not my fault that I just happen to be a charismatic person that’s right about everything” (10.01). Here, the series attempts to make light of a now-outdated understanding of Barr’s persona, but it comes off as tone-deaf and lacking self-awareness.Roseanne has bigoted tendencies in both the 1990s and in 2018, but the political resonance of those tendencies and their relationships to feminisms and nostalgia differs greatly from the original series to the reboot. This is best illustrated by comparing season seven episode “White Men Can’t Kiss” and season 10 episode “Go Cubs.” In the former, Roseanne is appalled that she may have raised a racist son and insists DJ must kiss his black classmate Geena (Rae’Ven Larrymore Kelly) in the school play. Towards the end of this episode, Geena’s father comes by the restaurant where Roseanne and Jackie are closing up. When the tall black man knocks on the locked door, Roseanne refuses to let him inside. She appears visibly afraid. Once Roseanne knows he is Geena’s father, she lets him in and he confronts her about her racist attitude. Roseanne (and the audience) is forced to sit in the discomfort of having her bigotry exposed. While there are no material consequences for Roseanne or DJ’s racism, within the context of the less intersectional 1990s, this interaction does not call into question Roseanne or Barr’s feminist credentials.In season 10, Roseanne tackles similar issues around race, ignorance, and bigotry, but it plays out very differently. In the reboot’s seventh episode, Roseanne suspects her Muslim refugee neighbours Fatima (Anne Bedian) and Samir (Alain Washnevky) are terrorists. Although Roseanne is proven wrong, she is not forced to reckon with her bigotry. Instead, she is positioned as a “hero” later in the episode, when she berates a supermarket cashier for her racist treatment of Fatima. Given what audiences know about Barr’s off-screen politics, this does not counteract the impression of racism, but compounds it. It also highlights the whiteness of the politics embodied by Roseanne/Barr both on-screen and off. Although these are two very different racial configurations (anti-blackness and Islamophobia), these episodes underline the shifting reception and resonance of the feminism Roseanne/Barr embodies.ConclusionIn June 2018, shortly after the cancellation of the Roseanne reboot, ABC announced that it was developing a spin-off without Barr called The Conners (2018-present). In the spin-off Roseanne is dead and her family is dealing with life after Roseanne/Roseanne (Crucchiola). Here, Roseanne suffers the same fate as Dan in season nine (she dies off-screen), but now it is Barr who is fictionally buried. While The Conners attempts to rewrite the story of the Conner family by rejecting Barr’s racist views and removing her financial and creative stake in their stories, Barr cannot be erased or redacted from Roseanne or the story of the Conner family, because it is her story.The reboot and its cancellation illuminate how Barr and Roseanne’s feminist voice has not evolved past its white second-wave roots. The feminism of Roseanne is embodied by Barr in all her unruliness and whiteness. Roseanne/Barr/Roseanne has not taken on the third and fourth-wave critiques of second-wave feminisms, which emphasise the limits of white feminisms. The failure of the Roseanne reboot reveals that the pleasure and nostalgia of seeing the Conner family back together is not enough. Ultimately, Roseanne is without intersectionality, and thus cannot (and should not) be recognised as feminist in the contemporary political landscape.ReferencesBetter Things. Cr. Abstract:
The stand-off involving the asylum-seekers on board the Tampa, off the coast of Australia in August-September 2001, represented a critical confluence of security, fear. The Australian government’s response to the issue of stranded asylum-seekers, it is argued here, was a directly calculated political representation aimed at creating fear in the Australian populace: fear of a threat to Australian security. The fear generated by the Australian government, in which the national media was a willing accomplice, allowed for a perception among Australians that the government’s actions, in refusing to allow the Tampa to offload its passengers, were consistent with the provision of national security. The government was preserving the territorial integrity and sovereignty of the state in the face of this constructed ‘threat’ to Australia’s security. The provision of security is central to the state’s reason for being. If the state is not capable of providing security, however that security is to be defined, the continued legitimacy and even existence of the state itself must necessarily be questioned, as Michael Dillon has argued. The power and importance of the security narrative can therefore not be underestimated. Further, Dillon argues, this security has generally been conceived as the security of the ‘self’ against the ‘other’. Attempts to be seen to be ‘doing the job’ of security has throughout history involved the identification and vilification of this other, with the fear of the other consequently constituting or reifying the self and contributing to the legitimacy of governments. The nature of this relationship between identity, security and fear is central to the government’s politics of representing the asylum seekers. The Howard government acknowledged, rightly, that making people afraid of the threat posed by waves of foreign asylum seekers and evoking the narrative of security would contribute to a solidification of the Australian self, and unite the people of Australia behind its political leaders, who were working to protect Australians from this ‘threat’. The fear created by the Australian government was constructed in a number of ways. First, the government argued that Australia was faced with a possible future wave of illegal immigrants, a situation that threatened the future security of the country. Seen in this light, the decision to prevent the Tampa from offloading asylum seekers was a means of achieving security by sending a message to would-be boat people that Australia was not a ‘soft touch’. Second, the government evoked a range of images central to traditional discourses of security, concerned predominantly with the preservation of the nation-state from military attack. As Burke argues, the government variously talked of ‘territorial integrity’, ‘sovereignty’ and ‘national interests’, concepts that, when spoken of together, would seem more suited to a situation of armed conflict rather than one involving the captain of a cargo boat looking to offload asylum seekers for processing in Australia. The consistency of this type of language with earlier depictions of the threat of Japanese invasion during World War II, for example, is not an historical coincidence. It is argued here that the use of such language helped create a context in which the idea of asylum seekers as threatening to Australian security, and therefore to be feared, had resonance with the domestic population. Finally, the government constructed fear through its attempts to depict the asylum-seekers as an ‘other’, foreign to Australian identity. This was achieved in part through questioning the legitimacy of their claims to asylum over others awaiting processing, and also through the very act of depicting them as threats to security. Their religious and ethnic otherness was not played on specifically by the government, although claims that asylum seekers threw children into the ocean, which were to later be proved erroneous, portrayed asylum-seekers as less than human. The combination of these acts constructed a fear in the Australian populace, a fear of the threat to Australian self from a foreign other, thus pointing to the relationship between fear, security and identity. In an excellent recent text on Australian security, Anthony Burke convincingly argues that the government’s response to, or indeed creation of, the Tampa crisis can be viewed as the continuation of an enduring narrative of security and fear that has been the cornerstone of Australian identity and subjectivity since 1788. This narrative, he argues, has been constitutive and reflective of Australia’s sense of self, and has allowed for politics that has denied the rights of the other throughout Australia’s history. This perspective is not limited to the Australian subject. In a seminal text on US security, David Campbell argues that the provision of security in the United States has similarly been linked to identity politics in which the fear of a vilified other was central to the constitution of the self and the legitimacy of governments. The relationship between fear, identity politics and security is particularly evident, Campbell argues, in the McCarthy era attacks on ‘communist dissidents’ during the early years of the Cold War. The point to be made from these examples is that fear is not just implicated in the construction of security and indeed the self: it is integral to that project. Facile as the comparison may be, the approach of the Australian government to this issue is reminiscent of the plot of the 1995 movie, Canadian Bacon. In the film, a US President suffering from low popularity ratings invents a confrontation with Canada in order to unite the American people behind him and enhance his chances of winning a second term in office. In inventing this threat, his administration portrayed Canadians residing in the United States as possible spies for the Canadian administration and also expressed suspicion of the hegemonic aspirations of the Canadian government in general. The fear created through such a depiction, it was hoped, would allow the President enough popularity to be re-elected. Perhaps the central difference between this example and the Howard government’s approach to the asylum seeker ‘threat’ is that the fictional US President in question was not successful in his bid for re-election. Joseph Camilleri has persuasively argued that security is a psychological rather than material state. In other words, security is about feeling rather than being secure. As such, governments must seek to create conditions in which this feeling of security is engendered in order to retain legitimacy. Enter the narrative of fear. Fear creates a basis for perceptions that the government is providing security, because once a population becomes concerned at threats posed by different actors, that population becomes almost necessarily supportive of actors viewed as capable of addressing that threat. Seen in this light, the creation of threat, regardless of the material significance of the threat itself, is a useful tool for governments to maintain legitimacy. Importantly, in the case of the asylum-seekers, these individuals themselves, and the nature of their plight, had limited relevance to the political project of the Australian government. This is aside from the important caveat that they were not of Anglo-Saxon appearance, and therefore ‘different’ to dominant depictions of the Australian self, a difference reinforced by claims of their willingness to endanger the lives of their own children. The fact that many asylum seekers were escaping the oppression of a regime Howard himself had described as evil, and whose invasion he was simultaneously supporting, seems to have slipped through the cracks of popular consciousness. This paradox did not seem to bother the Australian government, whose political representation of asylum seekers did not require any attention to where they had come from or why they had been willing to risk their lives in seeking refuge. The government merely had to point to a future ‘wave of boat-people’: queue-jumping ‘illegals’ who had targeted Australia as an international ‘soft touch’. The fear created by such an image was enough to suppress any lingering form of empathy or, for that matter, rationality. Even a rationalist would struggle to reconcile the government’s commitment to international human rights norms, its support for the war against terrorism and depiction of the evil Taliban regime of Afghanistan, and its commitment to preventing Afghani asylum-seekers from having claims processed in Australia. The government was riding on a wave of fear, a fear that would play a significant role in the re-election of the Howard government and the continued popular support for mandatory detention of asylum-seekers and the government’s ‘Pacific Solution’. Can we imagine a situation in which security can mean something other than the security of the self (in this case the Australian nation-state) at the expense of the other (asylum seekers)? Can we imagine a situation in which security is associated with emancipation of individuals, as Critical Security theorists advocate, rather than the (military) protection of the sovereignty of the state? Burke is sceptical, largely because the narrative of security as fear has permeated Australian politics, and the Australian subject, since the initial dispossession of indigenous people in the eighteenth century. In an international climate where fear still prevails, particularly in the wording of President Bush’s recent State of the Union address in which he warned Americans of the ‘Axis of Evil’, it is difficult to see how, or where, normatively progressive security politics would be located. When government or regime legitimacy can be assisted through recourse to an identity politics predicated on fear, what incentive could we imagine for an acknowledgment of the claims of ‘others’? The answer to this question lies partly in this paper itself, and in the other contributions in this journal to the question of fear and social relations. The power of fear, it is argued here, is necessarily undermined by an analysis of the construction of fear itself. This form of critique, following Foucault, is critical to breaking down a knowledge-power nexus that, in the case of security and the asylum seekers renders us secure through the suffering of others. While we may not expect critical analysis to reconstitute politics and identity in the short-term, we can reasonably expect such analyses to undermine the resonance of such narratives of fear.
