Abstract:
This study consisted of qualitative interviews with six Afghan political leaders who served as cabinet members in the Afghan government prior to the Soviet invasion. The study sought to report the political conditions in Afghanistan based on the direct experiences and the reflections of these leaders whose titles and names remain anonymous.The data were collected and analyzed using a modified version of Spradley's Developmental Research Sequence Writing methodology. The data included field notes gathered from numerous interviews, casual conversations, tape recording, library research and documents provided by the informants.The rivalries that prevented political unity during the war of resistance have exacerbated the quest for power now that the common enemy, the Soviet Union and Afghan-Marxist regimes, has disappeared from the scene. No credible social or political within the country to initiate and promote political reconciliation. Each group appears to be attempting a unilateral solution to the national crisis. The great majority of Afghans are not only left out of the political process, but are also held hostage to the confrontation between competing groups whose political and military strategies is the elimination, or at best exclusion, of other competing groups. Dangerously, none of the powerful group's adversaries has given up the idea of war as the institution or nationally acceptable leadership is available instrument of political settlement. Among political leaders there is still much in Afghan political culture that is basically hostile to open and competitive politics.

The idea of this PhD thesis is to document the link between the counter-narcotics operations that took place in Afghanistan in the years 2008-2015 and the Afghan civil conflict, which has led to the terrible outcome of the year 2021. In the first chapter, I propose a microeconomic model to describe the effect of counternarcotics law enforcement on the supply of drugs when territorial control is contested. I assume, as is seen on the field, that if insurgents take power, then drug producers are protected against counter-narcotics operations, but that they have to pay taxes on their production. I show that under some circumstances the influence of drug producers on the outcome of conflict induces a complementarity between investment in narcotics production and insurgent support. This complementarity has two effects: 1) It mitigates the efficacy of counter-narcotics operations 2) It generates a trade-off between the war on drugs and counterinsurgency. In the second chapter, I address point 1) by estimating the elasticity of opium supply to counter-narcotics operations in Afghanistan. I find that law enforcement had little impact, with a 1% increase in opium eradication causing a reduction of roughly a third of a percent in opium supply the following year. Moreover, this effect is driven by northern regions, far from the Taliban’s strongholds which concentrate most of the country’s production. In the third chapter, I turn to point 2) and estimate the effect of counter-narcotics operations on the population’s self-declared support for military actors. I find that those provinces where law enforcement induced the eradication of 10% or more of the total opium-cultivated area exhibit greater sympathy for opposition armed groups, such as the Taliban, and less trust in the national army. This effect is driven by the Pashtun sub-population, which agricultural sector relies heavily on opium cultivation. These results empirically confirm the existence of a trade-off between counter-narcotics and counterinsurgency. Since law enforcement was originally meant to weaken the Taliban insurgency, these results should be of interest to policymakers.

Abstract:
Promoting the rule of law is vital for the success of domestic and international postconflict state-building efforts. Yet in post-conflict settings, non-state justice systems handle most disputes, retaining substantial autonomy and authority. Legal pluralism's importance, however, is rarely recognized and dramatically under-theorized. This thesis demonstrates that multiple justice systems can co-exist and contribute to the development of a democratic state bound by the rule of law. Domestic and international efforts, however, must be cognizant of the overarching legal pluralism paradigm that exists when trying to build the rule of law and tailor their strategies accordingly. By drawing on two divergent case studies, Timor-Leste and Afghanistan, this dissertation examines the conditions under which the rule of law can be advanced in post-conflict settings featuring a high degree of legal pluralism and substantial international involvement. Four distinct legal pluralism paradigms are proposed - combative, competitive, cooperative, and benign - in order to understand how legal pluralism functions in practice. Timor-Leste successfully advanced the rule of law because the major parties remained committed to democracy and developed institutions promoting accountability, inclusivity, and legality. The state meaningfully collaborated with key non-state actors. While the process was imperfect, Timorese state-officials effectively mediated between the international community and local-level figures. This contributed to the effective transformation of a competitive legal pluralist environment into a cooperative one. The international community largely reinforced these positive trends. Conversely, Afghanistan's post-2001 regime squandered the opportunity to build a democratic state bound by the rule of law. Simultaneously, it failed to mediate between the international community and the tribal and religious authorities essential for legitimate rule. Despite international actor's substantial influence, external aid did little good and was often counter-productive. These divergent approaches helps explain judicial state-building's failure and the corresponding slide from competitive into combative legal pluralism against the Taliban.

Abstract:
This thesis seeks to understand the developments in Germany’s foreign and security policy since the end of the Cold War. Primarily, this thesis will centre on the question of whether Germany can now, after being re-unified for more than 20 years, be considered a normal actor in international relations. Although this subject has been debated extensively, the effects a possible change in foreign policy behaviour has on related fields of policy, have largely been left aside. This thesis therefore sets out to understand if there has in fact been a change in Germany’s foreign and security policy and will then apply the findings on the institution most affected by this change, i.e. Germany’s armed forces the Bundeswehr. It will therefore firstly discuss the perceived changes in German foreign policy since 1990 by analysing the academic debate on the process of normalisation and continuation. It will be argued that Germany has in fact become more normal and abandoned the constrained foreign policy of the Cold-War-era. The Bundeswehr will therefore have to be reformed accordingly to accommodate the new tasks set out by the changed foreign policy – most importantly peacekeeping and peace-enforcing out-of-area missions. This thesis will therefore analyse the reform efforts made over the last 20 years and apply them to the Bundeswehr’s large deployments in Kosovo and Afghanistan to determine how effective the reforms have been. Finally, this thesis will be able to contribute to the discussion on Germany’s status of a normal player in international relations with the added perspective from the Bundeswehr’s point of view.

Abstract:
This study arose from the desire to research the effectiveness of state building policies in Afghanistan. In order to address this topic, I review state building literature and find that state building literature focuses largely on the processes of democratization instead of institution building. In the second part of this dissertation I conduct a comparative case study of Afghanistan during the Soviet and Taliban eras to study the relationship between Pashtun `para-state' institutions (PSI's) and levels of political instability. I hypothesize that Pashtun PSI's compete with central state institutions for popular support thus increasing political instability and reducing state institutional effectiveness. I then conduct process-tracing to study hypothesized causal mechanisms that link Pashtun PSI's and political instability. I find that during the Soviet era, areas with Pashtun PSI's exhibited higher levels of political instability than areas without the presence of Pashtun PSI's. However, during the Taliban era, the results were negatively correlated and southern Afghanistan exhibited reduced levels of political instability. The causal mechanisms of `violence against the government' and `support to the local populace' were present in both cases although the introduction of the variables is different in both cases. This research is foundational in clarifying state building literature. Additionally, this study of Afghanistan moves academic literature towards establishing appropriate measures of effectiveness specific to institution building, which is imperative in assessing the success of future and past state building policies.

Abstract:
Objective Over the latest decades, NGOs have grown exponentially both in size and influence; they have come to play a significant role in development and support for civil society and the democratization process in developing countries. With an increased influence and budgets, NGOs have also come to be increasingly associated with corruption – as victims of corruption, as driving forces of corruption, and finally as anti-corruption activists and strategists. However, corruption is a complex and ill-defined concept where definitions and perceptions vary greatly between scholars and practitioners. The aim of the thesis is to describe and compare how western NGOs as well as the Swedish governmental donor agency Sida, operating in Afghanistan, a war-ridden, developing country with a high level of corruption define and approach corruption[1]. Theories The study is based on theories of institutionalism and anthropology to analyze how the chosen organizations define corruption. These theories are most appropriate for this thesis since the focus of the study is on organizations and the individuals working within them. Institutional theories study how institutions affect individuals behavior and how an individual's behavior affects the evolution of institutions. On the other hand, anthropology theories study how people who share a common cultural system organize and shape the physical and social world around them and how they, in turn, are shaped by those ideas, behaviors, and the environment. Analysis and methodology The analysis is based on an institutionalist approach, and organizational theories focus on power-dependency, considering that in terms of social science, the institutionalist approach emphasizes the role of institutions, which is the focus of this thesis. Therefore, this approach was an appropriate choice when conducting this research. The method used in the thesis is a comparative methodology. Each organization's anti-corruption policy, as well as interviews with representatives of two Swedish NGOs and Sida, was compared and analyzed. Results and discussion Similarities are found in organizations' formal definition of corruption, as all organizations share a similar anti-corruption policy, where corruption and corrupt activities are defined from a Western model. However, the differences are found in the experience of corruption, as NGOs, unlike Sida are active in the field, they are more exposed to the complex and challenging environment in which they feel that their formal guidelines and policies are not adapted to. They primarily experience that the level of tolerance of corruption varies in the context in which they are active.  The donor agency, Sida, is believed by the Swedish NGOs to be focusing more on working within the regulations and formal policies of anti-corruption, conducted by their origin country being Sweden, rather than on the complex nature of the context the operate in in this case being Afghanistan. Consequently, this issue is also followed by NGOs feeling pressure to implement projects within the framework of the donor agency's regulation, to avoid risking any loss of donor funds.  On the other hand, Sida states the opposite, emphasizing a more cooperative relationship with their partner NGOs.

Abstract:
This thesis provides a framework for viewing socio-political contexts and how these relate to interventionist projects. The framework draws on and combines strands from international relations and sociological perspectives of social interaction. The central question becomes how intervention and existing social contexts interact to produce unintended outcomes. It applies the analysis to two separate wider contexts: Afghanistan and Somalia, with a particular focus on the self-declared independent Somaliland as an internally generated and controlled transformational process. Unlike abstract directions of theoretical development the framework seeks to provide a platform that sets aside ideological assumptions and from which interventionist projects can be observed and evaluated based on literature, field observations and interviews. Drawing on such diverse influences as fourth generation peace and conflict studies, Morphogenetics, and social forces theory, the framework explores conditions and interest formations to capture instances of local agency that are part of a continuity of local realities. It views social interaction without imposing Universalist value assumptions, but also without resorting to relativism or raising so many caveats that it becomes impractical. It exposes the agency of local interest formations hidden beneath the discourses of ideologically framed conflicts. These social agents are often dismissed as passive victims to be brought under the influence of for example the state, but are in reality able to subvert, co-opt, constrain or facilitate the forces that are dependent on them for social influence. In the end, it is the modes of mobilisation that emerge as the most crucial factor for understanding the relevant social dynamics.

Abstract:
Identity politics is a complex concept. However, it is rarely studied in the context of weak non-Western states. This study seeks to study identity politics in Afghanistan with a focus on ethnic and sectarian identities. The central hypothesis is that the manipulation and instrumentalisation of ethnic and sectarian identities as sources of political legitimacy have significantly constrained efforts towards state-building in Afghanistan. By taking a historical perspective, it shows that identity politics is not a new phenomenon in Afghanistan and that a weak historical state and widespread culture of poverty have caused, sustained and reinforced ethnic and sectarian identity politics over time. It will also demonstrate that ethnic and sectarian identity politics have been a dominant feature of Afghanistan’s post-Taliban statebuilding. Ethnic and sectarian identity politics have seriously undermined the process of statebuilding as they have prevented, amongst other things, a meaningful national reconciliation and the development of an effective state-society relation and a national identity in Afghanistan in the past decade.

Abstract:
New protectorates, such as Iraq, Afghanistan, East Timor and Kosovo, have experienced a medium to long term international presence, which has sought to ensure security and implement liberal democracy. Given that social movement activity has been linked to democratic development, the presence and development of social movements in new protectorates presents a novel and interesting context in which to study social movements. Using a political opportunity framework as a guide, this research examines the extent to which international actors in new protectorate contexts influence the strategy of social movements. A case analysis of two entities, Vetëvendosje, a social movement and social movement organisation (SMO) in Kosovo, and Afghanistan 1400, a civil society organisation (CSO) in Afghanistan, is supported by documentary sources and a range of interviews with members, and employees of international actors and CSOs. To date, there has been little research on the wider effects of this type of international presence and the consequences for social movement activity have been largely overlooked. This study analyses the influence of international actors on two levels. The first is seen via the impact of international actors on political opportunities. The second is seen via the strategic decisions made in response to the international presence, by the case studies. Although the international presence generally increases political opportunities, the level of opportunities in Afghanistan and Kosovo is still low. Both case studies have taken the decision to participate in electoral politics alongside their existing activities in an attempt to exert a greater level of influence. The study concludes that international actors play a key role in shaping social movement strategy within new protectorates, but that this influence often occurs in unexpected and indirect ways.

Abstract:
The purpose of this thesis is to examine the performances of gender that permeated the justifications for Operation Enduring Freedom (OEF) in Afghanistan, focusing on the representational practices that dominated the Bush administration's narratives of rescue and circumscribed our understanding of the actors involved. In particular, I will argue that the image of Afghan women as the helpless victim of Taliban oppression not only allowed the United States and its coalition allies to cast themselves as heroic masculine warriors but also helped to reinforce the idea that Afghan women were little more than mere symbols of helplessness, placing them in a position of absolute inferiority and dependency. Crucially, I will claim that this image of Afghan women as the passive prisoners of the Taliban was contingent upon the suppression of a series of alternative perspectives that could not be accommodated within the parameters established by the prevailing frames of war. On the one hand, I argue that the dominant representations of Afghan women tended to show them in decidedly monolithic and one-dimensional terms, with the Bush administration and its coalition allies defining them almost entirely by the suffering they experienced. Absent from these accounts, however, was any mention of women's resistance to Taliban rule or their criticisms of the military intervention. On the other hand, I will show how the international community relied upon a particular historical narrative that allowed them to present Afghanistan as a barbaric aberration in the modern world whilst allowing them to dismiss the period of Taliban rule as a terrifying oddity in the country's history, destroying many of the freedoms that were said to exist under previous regimes. As well as ignoring the myriad of interactions between Afghanistan and the outside world and the complex social, economic and political forces that helped to precipitate the rise of the Taliban, I will argue that this historical narrative reinforced the idea that the lives of Afghan women were in a state of suspense during this period, their very existence as human beings held in abeyance until coalition troops could intervene to redeem them. What distinguishes my argument from the work of other feminists is my attention to the way in which these representational practices are contingent upon an uneasy process of repetition and reiteration, leaving them vulnerable to the possibility for subversion and resignification. Drawing on Judith Butler's work on performativity, normative violence and the politics of intelligibility along with Gayatri C. Spivak's work on the subaltern subject, I show how the activities of organisations such as the Revolutionary Association of the Women of Afghanistan (RAWA) and the voices of individuals such as Malalai Joya help to expose the limits of the dominant norms of intelligibility, opening up the possibility for a less violent and less exclusionary re-imagining.

Abstract:
This thesis discusses the nature of London's governmental and political system and the part played by the city in the political, commercial and legal life of the nation in the late fifteenth century. The first three chapters examine the city's electoral processes, the backgrounds of its most senior governors, and the relationships between its governing bodies and other civic organisations, such as the city companies. From this, it emerges that Edwardian London's political system was hierarchical rather than oligarchic, even though its governors were able to secure election to high office without following a lengthy civic cursus honorum. However, change was already under way, as the aldermen came to rely less on the wards and more on the companies for political support and legitimisation. The more oligarchical style of government clearly visible in the sixteenth century can be shown to have had its roots in the late fifteenth century. Chapters Four and Five examine the effectiveness of the city's financial organisations and system of law courts. In raising revenue for both civic and royal purposes, the city was relatively efficient, though its methods were ponderous and their effectiveness was heavily dependent on individual financial officers. The city's law courts remained busy and responsive to the needs of litigants, contributing to the effectiveness and prestige of civic government by their activities. In the final chapter, London's place in national and international political events is considered. The governors' normal aim was, above all, to protect the city's interests. Although London played an important role in the wider political scene, it had that role largely thrust upon it by others. This stance helped to prevent the city from mirroring the national tumults of the late fifteenth century.

This thesis focuses on international intervention and statebuilding in post-2001 Afghanistan. It offers an alternative lens, a network lens, to understand the complexity of internationally sponsored state re-building and transformation. It therefore analyses how political power is assembled and flows through political networks in statebuilding, with an eye to the hitherto ignored endogenous political networks. The empirical chapters investigate the role and power dynamics of Afghan political network in re-assembling and transforming the post-2001 state once a political settlement is reached; how everyday political network practices shape the nature of statehood and governance; and subsequently how these power dynamics and practices contribute towards political order/violence and stability/instability. This thesis challenges the dominant wisdom that peacebuilding is a process of democratisation or institutionalisation, showing how intervention has unintentionally produced the democratic façade of a state, underpinning by informal power structures of Afghan politics. The post-2001 intervention has fashioned a ‘network state’ where the state and political networks have become indistinguishable from one another: the empowered network masquerade as the state. This study suggests that a new political order is emerging in post-2001 Afghanistan where political stability is a function of patron-client relations, opportunistic practices of bargaining and expropriation of public resources for political network gain as well as the instrumentalisation of identities. In light of this analysis, it concludes with the implications of the research findings for the future of Afghanistan. It posits that a successful international military exit from Afghanistan and post-2014 state survival may depend primarily on the political stability of the empowered political networks. This research is based on extensive fieldwork, including participatory observation and interviews (more than 130 interviews) with key informants over 16 months in Afghanistan.

This PhD thesis examines the E-government implementation in Dubai and examines the critical success factors and barriers to a successful E-government implementation. The study is based on primary research conducted on the subject of E-government in the United Arab Emirates. The thesis critically reviewed extant literature on E-government implementation. The methodology used for this research is a mixed-methodological design comprising of quantitative survey of 450 employees of the Dubai Smart Government Department. A survey questionnaire was designed to assess the impact of various independent and dependent variables on the effectiveness of E-government implementation. To complement the shortcomings of the high level of abstraction often associated with quantitative methodology, a qualitative methodology was used which involved in-depth interviews with 25 middle and high ranking officials in the Dubai Smart Government Department. The results of these questionnaires and interviews helped provide a theoretical framework for the postulation of standard operating procedures, which could ensure the success of E-government implementation, in Dubai. The research analyses and discusses the primary data (questionnaire and interviews) to generate insights regarding the success of E-government implementation in Dubai. The analysis also examines the various factors which limit and hinder successful E-government implementations and offers recommendations for improvement. The study finds that some of the major barriers to E-government in Dubai include: technology, security, legal, monetary and strategic. Employees surveyed also generally expressed fear of complexity, system integration, data security, and job losses. Researchers have repeatedly shown that there is need for empirical based studies to understand contextually relevant aspects of E-government implementation in non-western contexts. This PhD thesis contributes to this debate with fresh empirical data sets from Dubai on E-government implementation including the identification of critical successes factors and barriers of a successful E-government implementation. This study also contributes theoretically by challenging the popular normative stage models with a more robust theoretical framework encompassing both human centeredness and context relevance. In so doing, the study came up with a tripartite approach comprising management support, cultural change, and system design. The study concludes that dynamic interplay between internal and external forces; socio-economic and technological factors (including maturity of ICT capabilities) are all relevant for a successful implementation of E-government in Dubai. This study’s key significance lies in its contribution to improve the implementation of a successful E-government in the UAE context, thereby leading to a development of a road map for facilitating practical implementation of strategies and reversing the declining trend of E-government participation in Dubai. In addition, the study’s emphasis on the public sector, could lead to strengthening of the role of E-government for administrative and institutional reform and inclusion in the public sector. The study could provide a useful guide both for the Dubai Smart Government Department and other E-government agencies in Arab regions and for internal stakeholders in the field who wish to gain insight into the process of E-government globally.

Usando uma base de dados inédita com informações sobre o gasto do governo federal brasileira com propaganda, nós lançamos luz sobre o comportamento de anunciantes do setor público a relação entre propaganda governamental e voto. Em particular, nós investigamos possíveis motivações políticas por trás da alocação do orçamento dedicado à propaganda governamental e seu impacto sobre voto. No espírito da literatura de distributive politics, primeiro nós calculamos a correlação entre gasto com anúncios por entes públicos e votos no partido do governo no nível local. Em seguida, nós exploramos a variação exógena gerada pela cobertura de sinais de rádio para testar a hipótese de que o gasto com propaganda aumenta os votos recebidos pelo partido do governo. Nossos resultados sugerem que, ainda que resultados de eleições passadas prevêem onde no território o governo anuncia, os eleitores não parecem ser persuadidos pelos anúncios a votar em favor do partido no poder.
Using a unique data set of central government expenditure on advertising in Brazil, we shed light on the behavior of public advertisers and the relation between government ads and voting. In particular, we investigate political motivations behind the allocation of the advertisement budget by the federal government and its impacts on voting. Borrowing insights from the literature of distributive politics, we first correlate ad money and votes for the government s party on the local level. Next, we exploit plausible exogenous variation on radio signal coverage to test if money spent on ads turn into votes for the government s party. Our findings show that although past presidential election outcomes predict where in the territory the government places ads, voters do not seem to be persuaded by those ads to favor the party in power.

Abstract:
This thesis presents a model of EU legislative politics. The model sees national political parties as actors, rather than institutions, countries or trans-national party groups. The empirical focus is on the Codecision procedure after the Amsterdam reform came into effect in 1999. In essence, the thesis argues that governing parties dominate EU legislative politics. The governing parties' advantage stems from two factors. First, they are represented in the Upper House, the Council of Ministers, while opposition parties are not. Second, the shifting majority requirements in the European Parliament (EP) mean that a qualified majority in the Council can impose its preferences on the EP if the Council has the support from a blocking minority in the EP. Nevertheless, the qualified majority requirement in the Council also means that most governing parties would like to see a larger change in policy than what the Council can agree to in their common position. This has implications for the legislative strategy of both governing and opposition parties. Three hypotheses are tested. Hypothesis 1: Governing parties are more active as Codecision agenda- setters (rapporteurs) than opposition parties. Hypothesis 2: Rapporteurs from governing parties are more likely to see their initial legislative proposal being accepted by the Council of Ministers in the first reading. Hypothesis 3: The majority of governing parties and ideologically close opposition parties are more likely to support second reading amendments than other parties. The empirical evidence supports the hypotheses. Thus, there are empirical grounds for arguing that government and opposition exist in EU legislative politics. The governing coalition is the qualified majority of the governing parties and its ideologically close parties in the EP. The opposition is the losing minority in the Council and its ideologically close parties in the EP. The opposition also includes those parties that are neither ideologically close to the minority nor close to the majority of the governing parties. The evidence shows that behaviour differences are more evident between governing and opposition parties from adversarial member states. In non-adversarial states, which often have minority or oversized coalition government, the difference between governing and opposition parties is smaller.

What happens to subnational states when the parent federation undergoes a regime change process? This is a crucial question in understanding political processes in federal countries. The visible political differentiation amongst subnational states belonging to the same federation underscores the fact that some processes are at work that are being ignored by the literature's current focus on national developments. To fill this lacuna, I develop an analytical model that seeks to explain regional differentiation during federal regime change by focusing directly on subnational politics and institutions in comparative fashion, while accounting for the inescapable influence of broader federal actors and processes. In constructing this model, I draw extensively from the theories of federalism, regime change and political parties. I argue that the decision to initiate a transition in an authoritarian setting belongs to the federation. However, regional political actors mediate federal processes in their territory and give them a profoundly subnational logic. Regionally specific institutions, interests and histories thus become intangible frontiers between subnational politics and external processes. The constant repetition of this mechanism throughout the transition creates distinct subnational polities. To test my hypothesis, I study three cases in central-northern Mexico: Guanajuato, San Luis Potosi and Zacatecas.

This thesis explores the reporting of the Soviet international broadcaster Radio Moscow, and how it represented to listeners worldwide the 1979 Soviet invasion of Afghanistan and the subsequent US-led boycott campaign against the 1980 Moscow Olympic Games. In doing so, it builds on literature that has examined Cold War radio broadcasting, the Soviet invasion of Afghanistan, and the politics surrounding the Moscow Olympic Games. Specifically, this thesis sheds new light on the outputs of Soviet broadcasting, and on the ways the Soviet Union tried to justify their actions and condemn the actions of the US to different audiences worldwide. Using the BBC Monitoring Service material archived at Imperial War Museums, Duxford, and applying the concept of frame analysis, this thesis concentrates on six key moments after the Soviet invasion of Afghanistan in the build-up to the Moscow Olympics. It provides not only examples of how Radio Moscow reported specific events, but how the reporting evolved over time. In addition, the use of transcripts from broadcasts to multiple target audiences provides evidence of how Soviet broadcasting was adapted to appeal to different listeners worldwide, allowing for a comparison of reporting between regions, as well as over time, and to build understanding of how the Soviet Union viewed the world in 1980. The thesis shows that Radio Moscow adapted its broadcasting to appeal to different audiences, and it highlights key examples of how this was achieved. The case studies demonstrate a series of particularly prominent frames used by Radio Moscow, to both suggest and create divisions between groups and as a way of attempting to reinforce previous Soviet claims about the world. The study also examines how these were localised to appeal to the targeted audience, for example focusing on religion in broadcasts to the Middle East and specific world leaders in broadcasts to North America and Europe. The thesis concludes by discussing what this radio material demonstrates of the Soviet view of the world. In doing this, the thesis also highlights the usefulness of the BBC Monitoring Service as a tool for researchers looking to further explore radio broadcasting and alternative state-to-state diplomacy in detail.

The aim of this thesis is to provide an overview of the period 1509-1515 in England, this being the first six years of the reign of Henry VIII. Within this timespan it is possible to witness the rise of Thomas Wolsey and also to examine the political situation before his ascendancy. Reaction to the new king will be examined on a number of fronts. His succession and the expectations placed on him will be looked at, expectations not only from his own people but also from those abroad. The highly visual natural of Henry VIII's court heightened this sense of expectancy and set the boundaries of the succeeding years. That group of men which attached itself to the king at work and play provides the starting point for this thesis. These were the middling courtiers, the men who sought favours and provided services. The desire for promotion at court provided a common bond for this diverse group. Young courtiers on the up, seasoned campaigners seeking rejuvenation and men of service, all sought promotion, through patronage, pedigree, personal ability or the grace of the king. Many men continued in positions of responsibility as held under Henry VII, creating a certain amount of continuity in administration. Edmund Dudley and Richard Empson felt the wrath of a monarch anxious to clear the air at the start of the reign and stamp his own brand of kingship on the court. Their associate Thomas Lovell continued and prospered under a king with no intention of embarking on a purge. William Compton rose from humble beginnings to become one of the king's closest confidants, recognised by many as the man to befriend. Opportunities were available for the ambitious courtier.

The aim of this thesis is to analyse the development and impact of popular political consciousness in Edinburgh during the late eighteenth and early nineteenth centuries. Particular attention is drawn to the growing political assertiveness of the middling orders in Edinburgh and to the threat which this posed both to the traditional political establishment in the city and to the established political constitution. The first section of the thesis examines some of the mechanisms by which popular political consciousness was nurtured and expressed. The structure, membership and influence of the myriad clubs and societies which flourished in Edinburgh are examined in Chapter Two. The role and influence of the press in the late eighteenth and early nineteenth centuries are examined in Chapter Three. The second section of the thesis (Chapter Four) looks at the Town Council of Edinburgh, the lynchpin of government in the city. The third section of the thesis examines the impact which growing popular political consciousness had on the pattern of politics and government in Edinburgh. Chapter Five examines the municipal and parliamentary elections of 1780, in which disputes within the political establishment helped fuel growing politicisation out-of-doors. Chapter Six examines the radical Friends of the People reform movement of the 1790s and the reaction to it within the community. Chapter Seven discusses the origins and development of the Edinburgh Police Commission, which was set up in 1805. The role of the Commission is discussed in depth, as are the social and political themes which the controversies surrounding the Commission helped develop. Chapters Eight and Nine chart the course of reform in Edinburgh between the end of the Napoleonic Wars and the coming of the great reforms of the 1830s.

This thesis explores the politics and diplomacy of Soviet efforts to withdraw its troops from Afghanistan. Although Soviet leaders began looking for a way out of the conflict soon after the introduction of Soviet troops in December 1979, the war dragged on because Moscow was afraid of the damage that a failure in Afghanistan could do to its reputation as a leader of the communist world and a supporter of national liberation movements in the Third World. Even as Soviet diplomats engaged in international diplomacy in an effort to secure an agreement for a withdrawal, Moscow looked for ways to stabilise its client government in Kabul. This characterised Soviet policy in the region from 1979 onward, not only under the leadership of Leonid Brezhnev and Yuri Andropov, but even under the reform-minded Mikhail Gorbachev. In addition to providing a detailed study of an important and often-misinterpreted conflict, the thesis also situates the Soviet intervention within the growing body of scholarship seeking to understand the Cold War in global context, particularly with regard to the Third World. Thus the thesis focuses on the broader international dimensions of Soviet efforts in Afghanistan, particularly the relationship between the United States and the Soviet Union, while also showing that communist leaders in Afghanistan were often able to manipulate Soviet decision-making in support of their own internal rivalries. The thesis argues that ongoing Soviet involvement in Afghanistan in the 1980s must be seen in the context of the Kremlin's official commitment to the Third World, despite the associated difficulties of such a policy.

Abstract:
This thesis explores the dynamics of conflict by focusing on two aspects of the problem – (a), links between illicit drugs and conflict and (b), the mechanism and extent to which illicit drug production and trade weaken the state. The research question I have set out for this project is: “what is the impact of illicit drugs on conflict and how does access to drugs affect the strength and ideology of insurgent groups and hampers state-building?” Although Afghanistan is the main case study, in order to understand the phenomenon in a wider context, the study also explores the relationship between drugs economy and conflict through examples of insurgencies in other parts of the world – mainly the FARC in Colombia, PKK in Turkey and LTTE in Sri Lanka. In addition, the thesis offers a unique empirical contribution. Based on first-hand knowledge from the field, this study is unusual in many ways as it critically analyses the impact of illicit drugs on conflict and governance and explores how the patron-client relations in the drug trade create and cement structural corruption. In order to produce a uniquely detailed picture of the conflict in Afghanistan and the overall impact of drugs, this study draws on an extensive field work and more than a hundred original interviews with several actors including insurgents, drug traders/smugglers, poppy farmers, local elders and politicians, government officials as well as experts. It explores, arguably, for the first time, the detailed mechanism and extent to which drug production and trafficking inhibit state-building and facilitate insurgency in Afghanistan. The study argues that the conflict in Afghanistan didn’t start because of drugs; it was the war that created a suitable environment for drug production which now plays a significant role in perpetuating and prolonging the violence. The study examines the Taliban’s evolving involvement in the drugs economy and discusses the insurgent group’s multiple sources of income. It also provides a comprehensive picture of the Taliban’s governance and organisational structure. This research offers a multidisciplinary framework drawing together data from a number of areas of knowledge and sources and examines the nexus between drugs, insurgency and state-building by offering detailed and fresh information on the current state of overlapping fields such as International Relations, Political Economy, Political Anthropology and Development and State-Building. While focusing on the decades-long war in Afghanistan, the thesis attempts to provide an integrated and comprehensive framework for understanding the conflict in general. While discussing the conflicts’ causes and motivations, the existing literature is mostly focused on a few factors including greed, grievance, ethnic and social deprivation. Although these are all valuable and important contributions, the thesis argues that the conflict itself is a complex phenomenon and its understanding and analysis needs a comprehensive approach. Therefore, the thesis also examines other overlooked and overlapping factors including the role of foreign actors, nationalism, criminality and ideology in initiating and perpetuating the conflict. This study fills a conceptual lacuna in the field of conflict studies and devotes considerable attention to the problems of drugs and conflicts, the challenges of state-building and the complexities of insurgency by bringing together various dimensions and factors into one whole. The thesis argues that in an increasingly perplexing and globalising world, conflicts are becoming more complicated involving a variety of actors at local, regional and international levels as well as a combination of a wide range of causes and motivations. While discussing the motivations and causes of conflicts including civil wars, this study suggests the “Hybrid Framework” of conflict to understand the nature of intra-state conflicts. The “Hybrid Framework” takes into account a variety of overlapping causes and motivations as well as the complex web of actors at different levels.

This is a study of the politics of public policy. It provides analysis of land policy and a study of policy making and of the Tanzanian state. Rather than deducing the state's agenda from its actions and the policies it produces, this thesis seeks to examine the interactions between the significant factions and personae of the Tanzanian political and administrative elites. This approach goes beyond identifying the divisions within the state between the Party leadership, the technocrats within the Government, and the Presidency. The thesis demonstrates how the ways in which conflicts are resolved, or deferred, and compromises are reached can lead to outcomes which do not necessarily constitute the sum of identifiable interests. In particular, a 'hidden level of government' is uncovered which consists of a technocratic elite which has, to a large extent, managed to depoliticise otherwise sensitive and controversial policy decisions and thus impose their stamp on policy outcomes. This approach to the analysis of rural land policies reveals the continuities in the state's approach to land issues. Since the colonial period, the objective of Tanzania's land policies has been to transform the countryside from the presumed inefficiencies of the 'traditional' modes of land use to fit the needs of a 'modern' and monetised economy. The modernising policies have provided the rationale for an authoritarian approach to land tenure and have been implemented by a centralised land administration. This thesis' historical analysis of the policies associated with the period of ujamaa and villagisation, and of the case studies of the 1983 Agricultural Policy and the 1995 National Land Policy, show that a modernising discourse and centralising administrative practices have remained at the centre of the policy agenda, despite dramatic changes in economic strategies and political institutions, and controversies over the future direction of land policies. The resulting land tenure regime relies on discretionary decision making by politicians and land officials and fails to provide workable procedures of checks and controls against malpractice. This study's detailed examination of the formulation of the National Land Policy reveals how a small elite of senior civil servants were able to hijack the policy making process and side-step political pressure for reform. They ignored, or appropriated selectively, the evidence and recommendations produced by comprehensive policy reviews, including the 1992 Presidential Commission of Inquiry, to maintain their direction of land policy while failing to address the evident shortcomings of the existing land policy regime.

Abstract:
The legal humanitarian regime, set out in the Geneva Conventions and Additional Protocols, strives to alleviate human suffering through the provision of emergency goods and services, such as food supplies, water, temporary shelter, and medical treatment. This thesis examines how international non-government organizations (INGOs) contribute to the contestation of this regime in political emergencies, the effects of this contestation, and the factors driving INGO contestation. The thesis develops an analytical framework for understanding the nature and functioning of the legal humanitarian regime, and argues that INGO contestation occurs through the two processes of regime interpretation and regime implementation. It then goes on to identify the substantive content and effects of contestation, and the factors driving INGO contestation of the regime, through a detailed study of the policies and practices of CARE, Médecins Sans Frontiers, Oxfam, and World Vision, in Afghanistan and Sri Lanka, from 1990-2010. The thesis argues that contestation has constitutive effects, as it re-defines the meaning of the formal humanitarian regime, and the underlying rules and norms that specify the regime’s function, scope, and operating principles. Contestation also has causal effects, as it can make INGOs participants in the conflict, eroding thereby the basis on which they negotiate access and their ability to respond to humanitarian needs, and the security of their staff. It has also facilitated the subordination of humanitarian assistance by donor states and combatants to their political and security objectives. INGO identity - expressed in terms of the constituent rules and norms that define INGO membership, their mandate and goals, and the manner in which they distinguish themselves from other actors - is argued to be a necessary factor for explaining INGO contestation. The focus on identity highlights the agency of INGOs in shaping the humanitarian regime and demonstrates that INGOs are not simply at the mercy of more powerful actors or external constraints.

Abstract:
This thesis investigates the political management of state schooling under New Labour from 1997-2010. The thesis considers and rejects two mainstream approaches to the analysis of New Labour‟s education strategy which characterise the New Labour education project as either a process of marketisation or as a symptom of a shift to a new governance through networks of diffused power. Instead, the thesis argues that the best general characterisation of New Labour‟s education strategy is as a centralising project which has increased the power and discretion of the core of the core executive over the education sector at the expense of alternative centres of power. The thesis proposes that the trajectory of education policy under New Labour is congruent with a broader strategy for the modification of the British state which sought to enhance administrative efficiency and governing competence. Changes to education strategies can then be explained as the result of changing social and economic contexts filtered through the governing projects of strategic political actors. The thesis argues that New Labour‟s education strategy was largely successful in terms of securing governing competence and altering power relations and behaviour in the sector despite continuing controversy over the programmatic and political performance of its education policies.

This paper evaluates the differences between U.S. multilateralism within ad hoc coalitions and U.S. multilateralism within permanent institutions – specifically NATO, the only standing defense alliance with which the U.S. is involved – within the context of the war in Afghanistan's COIN operations. Specifically, this work contrasts the strategies of Operation Enduring Freedom (OEF), the portion of the war that was undertaken by U.S. forces and a coalition of allies, and the operations of the International Security Assistance Force (ISAF), which were defined by U.S. cooperation with NATO. Along with contrasting the overarching strategies of OEF and ISAF, this thesis evaluates the tactical differences between the two operations as they presented themselves within two pairs of tactical maneuvers: OEF Operation Red Wings vs. ISAF Operation Siege of Sangin and OEF Operation Eastern Resolve II vs. ISAF Operation Panther’s Claw.

Improvement in information sharing and communication about the foreign aid resources between the donors and the aid-recipient countries have always been considered very important. In recent years, the integration of advanced technology in the area of aid coordination has received a tremendous amount of attention. The following thesis studies the influence of technology in the area aid coordination within the context of Afghanistan. Guided by the Actor-Network Theory, the thesis examines how the social and technological aspects of the Development Assistance Database (DAD), as an advanced aid information management technology, influences aid coordination and information sharing between the donors and the government of Afghanistan. Using a case study methodology, the research also investigates whether or not the DAD adheres to the principles of aid effectiveness. The findings reveal that although technology had a profound impact in the area of aid management in Afghanistan, there are several areas that still face challenges. The present study highlights these challenges and recommends the appropriate solutions.

Abstract:

This thesis included five essays studying the performance of local governments in Norway. Four of the essays address variation in resource allocation and efficiency between the local governments, the fifth analyses variation in service level. The thesis has mainly an empirical orientation. One essay, presented in Chapter 4, provides a theoretical contribution to the study of efficiency variation in public sector service production. The empirical analyses concentrate on two spending components local government administration and long-term care. Chapter 2 and 3 study variation in the size of local government administration. Administration is a necessary input in both service provision and in the political decision-making process, and administrative spending competes with the welfare services for resources. The size of the administrative component determines the amount of resources available for the production of welfare services. Cost efficiency and service level within long-term care are the topics of Chapter 5 and 6 respectively. Long-tem care for elderly and disabled persons is, besides primary education, the major expenditure component of the municipalities.
