In a world where the Negro groped for recognition, Ethiopia (Abyssinia), with its ancient institutions and sovereignty virtually intact, was a symbol of racial pride and achievement. This Ethiopia was however invaded by Italy in 1935. It was a racial interpretation that the Negro world gave the Italian invasion. African-American interest in Africa which hitherto had been romantic and sentimental, with the Italian invasion became practical, and in this case designed to strengthen Ethiopian resistance. In the end, African-American contribution, though symbolically significant, was paltry. This can be accounted for by the relative poverty of African-Americans, and the time and cultural distance separating them from Africa.

With concerns about climate change and the search for sustainable construction materials, significant attention is now being paid to Africa's natural resources. Ethiopia, known as Africa's political capital, has a rapidly expanding economy with increasing demand for new construction materials. Through public private partnerships projects the country is developing a sustainable business model to promote bamboo as a raw material. The subtropical zone of Ethiopia is home to approximately 65% of Africa's bamboo resources, an area of over 1 million hectares. Bamboo is potentially an ideal source of local, sustainable purpose-engineered building materials for growing cities not only in Ethiopia but across Africa. Production of conventional construction materials such as steel and concrete is expensive, highly energy intensive and unsustainable, requiring large quantities of water and is strongly dependent on imported raw materials. Bamboo is a renewable building material widely cultivated in Ethiopia but not yet utilized in modern construction. Structural Bamboo Products (SBP), similar to engineered wood products, have excellent potential to partially replace the use of more energy-intensive materials. Projects such as African Bamboo are taking steps in managing, cultivating and using Ethiopian bamboo species to help mitigate rapid deforestation in East Africa by creating alternative “wood” sources and sustainable business opportunities.

China–Ethiopia economic cooperation in the period of 2000–2020 is marked by the convergence between the industrial policy of Ethiopia, the orientations of the Forum on China–Africa Cooperation (FOCAC), and the infrastructure development strategy which is the cornerstone of China’s Belt and Road Initiative (BRI). China, the largest foreign investor in Ethiopia during this period, has had a major role in terms of investment and financing in the energy sector and the transportation infrastructure: Addis Ababa Airport, roads, railway, seaport terminal, and gas pipeline. The flagship project — the Addis Ababa–Djibouti Railway — connecting Addis Ababa to Djibouti City and Djibouti’s Doraleh Container Terminal, inaugurated in 2018, provided landlocked Ethiopia with a good connection between the hinterland and the seaport: the economic corridor accounts for more than 95% of Ethiopia’s foreign trade. The development of Ethiopian Industrial Parks on the model of Chinese Special Economic Zones (SEZs) was the second pillar of the strategy of development of an export-oriented manufacturing sector. Chinese companies operating in Ethiopian Industrial Parks in the textile and leather industries have been pioneering this activity contributing to Ethiopia’s participation in the Global Value Chains (GVCs). Ethiopian government is also planning the development of agro-industrial parks specialized in added-value agricultural products such as coffee or cut flowers exported to Europe via Addis Ababa Airport and Ethiopian Airlines Cargo. Ethiopia’s main challenges in that direction are the necessity to go up the value chain to further penetrate European markets and, most likely, to identify the products or services which could be integrated into the African markets in the new context of the African Continental Free Trade Area (AfCFTA) agreement that entered into force in January 2021.

The motives, instruments and effects of China's Africa policy have spurred a lively debate in European development policy circles. This paper assesses the “competitive pressure” that China's growing presence in Africa exerts on the European development policy regime. Drawing on interviews conducted in China, Ethiopia and Europe between 2008 and 2011, the paper analyses Ethiopia as a case study. Ethiopia has emerged as one of the most important countries in Chinese as well as European cooperation with Africa. Yet, Chinese and European policies toward Ethiopia differ greatly. The EU mainly engages Ethiopia as an aid recipient, whereas China has developed a comprehensive political and economic partnership with the East African state. China has thereby become an alternative partner to the Ethiopian government, a development that both sheds light on the gap between European rhetoric and policy practice and puts pressure on the EU to make more efforts to reform its development policy system.

China’s involvement in Africa has become one of the contentious topics in the devel-opment literature. The background of the study is that china-African relations can be grouped into dual phases thus: past relations and contemporary relations. Those phases are dissimilar, as past relations are categorized by solidarity against imperial-ism, while contemporary relations are characterized by economic relations. The study used a historical approach to analyze China’s resurgence into Africa and Ethiopia, a case study is used to examine the contemporary china-African relations. Secondary data were utilized to come to sound conclusion of the study. The study mainly found out that China’s resurgence into Africa presents both negative and positive impacts for Africa and that the negatives need to be regulated in order for African countries to benefit from the relations.

The purpose of this article is to explore African form of indigenous mass communication with emphasis on Ethiopian indigenous form mass communication institutions, tools, manuscripts, and regulatory bodies. The method employed for this study is qualitative. First hand documents, tools and observation were considered as sources of primary data. Furthermore, pertinent literature was reviewed. The data was analyzed qualitatively where description of the responses on the bases of themes was given emphasis. The finding of this study argued that drum beating, horn blowing and town crying are a form of mass communications in the ancient time. In ancient time news in Africa was first made public from the tower in the center, squares of the city, palace main stairs, market and church. Town Criers, Azmari and shepherds were the journalists and the essential news presenters in ancient times. In the same manner, Afe Negus (mouth of the King) and Tsehafe Tezaze (Minister of Pen) were originally indigenous information regulatory bodies of the empire regime. This research discovered the oldest African newspaper in Ethiopia, a news sheet entitled Zenamewale (Daily News) and the first written newspaper and inscriptions of king Ezana are the first types of African form of news, which dates back to 320 A.D. Zena mewale is believed to be the first handmade press so far known in Africa for 700 years. This confirmed that Ethiopia has 3,000 years of indigenous forms of oral mass communication and handmade press history in Africa. Abstract Mainstream understandings of nation-state development focus primarily on economic factors, consequently rendering invisible other viable ways, through which important development occurs in African societies. In extending the current theoretical framework beyond its focus on economics to encompass political, human capital and technological development, this article provides evidence linking African Americans to African attempts at development, first in Ethiopia, which remained uncolonised until 1938 and then through Ghana, which became the first sub-Saharan African nation to gain its independence from British colonial rule. The resulting theoretical payoff includes a broadened concept of development, which much more accurately represents and predicts reality. Empirically, the findings offer much-needed insight about the relationship, correspondence and differences between African historical Diaspora in the United States and more recent migration movements from African countries.

AbstractMitigating the impact of the economic crisis will require using all the tools necessary to regain a sustainable path to growth. This includes measures to support trade expansion, including in developing countries, such as those in Africa. This paper provides context for understanding why trade facilitation and lowering trade costs matter to Africa both today and over the long term. Trade costs are higher in Africa than in other regions. Using gravity-model estimates, the authors compute ad-valorem equivalents of improvements in trade indicators for a sample of African countries. The evidence suggests that the gains for African exporters from cutting trade costs half-way to the level of Mauritius has a greater effect on trade flows than a substantial cut in tariff barriers. As an example, improving logistics so that Ethiopia cuts its costs of trading a standardized container of goods half-way to the level in Mauritius would be roughly equivalent to a 7.6% cut in tariffs faced by Ethiopian exporters across all importers.

AbstractDuring the fifteenth and sixteenth centuries, a number of sub-Saharan envoys and ambassadors from Christian countries, predominantly Ethiopia and the Congo, were sent to Portugal and Italy. This essay shows how cultural assumptions on both sides complicated their task of ‘representing’ Africa. These African ambassadors and princes represented the interests of their rulers or their countries in a variety of ways, from forging personal relationships with the king or pope, to providing knowledge of the African continent and African societies, to acquiring knowledge of European languages and behaviours, to negotiating about war, to petitioning for religious or technological help, to carrying out fact-finding missions. But Renaissance preconceptions of Africa and Africans, reinforced by the slave trade, and Renaissance and papal assumptions about diplomatic interaction, ensured that the encounters remained unsatisfactory, as this cultural history of diplomacy makes clear. The focus of the essay is on religious and cultural exchange and the ceremonial culture of embassies.

The objective of study was to assess and evaluate factors that affect entrepreneurial activities carried out by formal and informal migrant entrepreneurs from Ethiopia who conduct business operations in the nine provinces of South Africa. The study was descriptive and exploratory in nature. The design of the study was descriptive and cross-sectional. Data were collected from a stratified random sample of 3,045 migrant entrepreneurs from Ethiopia who conduct business in the nine provinces of South Africa. Stratified random sampling was used for the selection of eligible entrepreneurs. The study found that about 76% of businesses operated by migrant entrepreneurs from Ethiopia were profitable, whereas the remaining 24% of businesses were not profitable. About 32% of entrepreneurs were attracted to South Africa due to better infrastructural facilities. About 25% of entrepreneurs were attracted to South Africa due to better socioeconomic conditions. About 78% of migrant entrepreneurs had conducted business in South Africa for five years or more at the time of data collection. About 34% of businesses paid tax to the South African Revenue Service (SARS) on a regular basis. About 38% of businesses employed at least one South African in their businesses. About 85% of entrepreneurs stated that they had good working relationships with members of the various local communities in South Africa.

Glossina pallidipes, a widely but discontinuously distributed African savanna species, is one of the economically important tsetse flies because it is a vector of trypanosomiasis, a lethal disease of cattle and other domestic animals. DNA sequences of ribosomal (r16S2, 249 bp) and cytochrome oxidase I (COI, 421 bp) concatenated mitochondrial genes were analysed in 23 geographically diverse samples ofG. pallidipesfrom Ethiopia, Kenya, Tanzania, Zambia and Zimbabwe. Among 873 flies, we detected 181 composite haplotypes and found that their spatial diversities and frequency distributions were heterogeneous. Haplotype and nucleotide diversities were greatest in Ethiopia and least in southern Africa. We observed little haplotype and nucleotide diversity among regions, and detected severely limited maternal gene flow among the sampled populations (ΦST= 0.42). Tests for demographic stability and analysis of mismatch distributions revealed regionally contrasting demographic histories. The Ethiopian populations were phylogenetically the oldest and genetically the most diverse, and exhibited successive waves of contraction and expansion. The southern African populations were phylogenetically the youngest and genetically the least diverse, and showed only a single, recent expansion. Likely ecological correlates of historical tsetse fly demography include population suppression trials in East Africa and recurring rinderpest epizootics in southern Africa, beginning in the late nineteenth century that reduced host mammalian populations.

Abstract The Pan-Africanists leaders’ dream of unity was deferred in favor of the gradualist/functionalist perspective embodied in a weak and loosely-structured Organization of African Unity (OAU) created on 25 May 1963 in Addis Ababa (Ethiopia). This article analyses the reasons for this failure, namely: the reluctance of newly-independent African leaders to abandon their newly-won sovereignty in favor of a broader political unity; suspicion on the part of many African leaders that Kwame Nkrumah of Ghana intended to become the super-president of a united Africa; and divide and rule strategies on the part of major Western powers (including the United States and France) meant to sabotage any attempt at African unity. The African Union which, on 26 May 2001, formally replaced the OAU, is also bound to fail because it is modeled on the European Union. The article then briefly surveys proposals for a re-configuration of the African states and a revision of the political map of Africa put forth by various authors, namely: Cheikh Anta Diop’s Federal African State; Marc-Louis Ropivia’s geopolitics of African regional integration; Makau wa Mutua’s and Arthur Gakwandi’s new political maps of Africa; Joseph Ki-Zerbo’s Federal African State; Daniel Osabu-Kle’s United States of Africa; Godfrey Mwakikagile’s African Federal Government; and Pelle Danabo’s pan-African Federal State. The article concludes with an overview of Mueni wa Muiu’s Fundi wa Afrika paradigm advocating the creation of a Federation of African States (FAS) based on five sub-regional states with a federal capital (Napata) and a rotating presidency, eventually leading to total political and economic integration.

When foreign policies of states are examined, pride of place often goes to what are called high politics: the politics of diplomacy and war. However, for most developing nations, especially those in the region of sub-Saharan Africa, economic foreign policy, or low politics, may be as, or even more, important. In fact, the foreign policies of African nations are often seen as an extension of strategies to consolidate domestic political power. African leaders routinely place themselves in charge of foreign policy as a means of controlling these resource flows as well as to create some autonomy from competing domestic political forces. This is not to say that external state forces do not impinge on the ability of leaders to stay in power; however, in sub-Saharan Africa, this has been less of a priority, perhaps with the significant exception of Ethiopia. This paper seeks to show that the general foreign policy perspectives of Ethiopia from 1991 to the present have been an extension of the leaders and ruling elites trying to obtain significant sources of financial resources by exploring the general trends of how Ethiopia has engaged in international flows of resources. Examining Ethiopian foreign policy on three levels—international, regional, and domestic—this paper explains how, despite being a potential regional hegemon, Ethiopia has significant problems stemming from domestic issues of poverty and legitimacy. Moreover, the Grand Ethiopian Renaissance Dam will be highlighted as a case to explore how it affects, and is impacted by, all three levels.

This article assesses the impact of untraditional security threats on the origin and institutional configuration of existing and prospective developmental states in Africa. It adopts a case study research methodological approach which interrogates the effect of internal and global security threats on the formation of 21st-century African developmental states through the presence of four developmental state features: Development-Oriented Political Leadership; Presence of a Pilot Agency; Private Sector and/or Broad-Based Developmental Coalitions; and Popular Mobilisation through a Developmentalist Ideology. The case studies under review include four existing (Botswana, Mauritius, Ethiopia, and Rwanda) and one prospective (South Africa) African developmental states. This article finds that intense ethnic rivalries and domestic development imperatives were sufficient factors triggering the construction of developmental states in Botswana, Mauritius, Ethiopia, and Rwanda. Furthermore, the outbreak of COVID-19 has served as a global threat which precipitated developmental state project in South Africa.

Abstract:
Anatomically modern humans arose in Africa ∼300,000 years ago, but the demographic and adaptive histories of African populations are not well-characterized. Here, we have generated a genome-wide dataset from 840 Africans, residing in western, eastern, southern, and northern Africa, belonging to 50 ethnicities, and speaking languages belonging to four language families. In addition to agriculturalists and pastoralists, our study includes 16 populations that practice, or until recently have practiced, a hunting-gathering (HG) lifestyle. We observe that genetic structure in Africa is broadly correlated not only with geography, but to a lesser extent, with linguistic affiliation and subsistence strategy. Four East African HG (EHG) populations that are geographically distant from each other show evidence of common ancestry: the Hadza and Sandawe in Tanzania, who speak languages with clicks classified as Khoisan; the Dahalo in Kenya, whose language has remnant clicks; and the Sabue in Ethiopia, who speak an unclassified language. Additionally, we observed common ancestry between central African rainforest HGs and southern African San, the latter of whom speak languages with clicks classified as Khoisan. With the exception of the EHG, central African rainforest HGs, and San, other HG groups in Africa appear genetically similar to neighboring agriculturalist or pastoralist populations. We additionally demonstrate that infectious disease, immune response, and diet have played important roles in the adaptive landscape of African history. However, while the broad biological processes involved in recent human adaptation in Africa are often consistent across populations, the specific loci affected by selective pressures more often vary across populations.

AbstractThis article considers Western responsibility for genocide and state-induced famine in Africa. It discusses colonial genocide in South-West Africa and Congo; post-colonial genocide in Rwanda and Darfur; and state-induced famine in Ethiopia and Zimbabwe. The article differentiates core, contributory, and circumstantial responsibility for genocide and famine, arguing that except for the two colonial genocides, African political actors bear core responsibility. Nevertheless, the West is responsible for protecting the human rights of all Africans, regardless of which political actors caused their suffering. The article concludes by discussing empathy and interest as means to persuade Western actors to devote more attention to Africa.

The overthrow of Haile Selassie in Ethiopia in 1974, and the independence of Angola and Mozambique in 1975, as well as Zimbabwe in 1980, seem to have strengthened the case for classifying African régimes on the basis of their ideology.In a collection of mainly country-studies of socialism in sub-Saharan Africa edited by Carl Rosberg and Thomas Callaghy in 1978, various explanations were advanced about why the so-called ‘first wave’ of radicals failed to transform African societies successfully, and a common theme was the major rô played by ideology in differentiating ‘African’ from ‘scientific’ socialist régimes.1 In 1981 David and Marina Ottaway contrasted the ‘African socialism’ of Guinea, Zambia, and Tanzania with the ‘Afrocommunism’ of Angola, Mozambique, and Ethiopia, and contended that ideology was the best indicator of the clear differences that existed in both their institutions and policy choices.2 In 1982 Crawford Young placed African régimes in three ideological categories: ‘Populist socialist’, and ‘African capitalist’.3

Abstract The association between convection and African easterly wave (AEW) activity over tropical Africa and the tropical Atlantic during the boreal summer is examined using satellite brightness temperature (TB) and ECMWF reanalysis datasets. Spectral analysis using 18 yr of TB data shows significant variance in the 2–6-day range across most of the region. Within the regions of deep convection, this time scale accounts for about 25%–35% of the total variance. The 2–6-day convective variance has similar amplitudes over western and eastern Africa, while dynamic measures of AEW activity show stronger amplitudes in the west. This study suggests that weak AEW activity in the east is consistent with initial wave development there and indicates that convection triggered on the western side of the mountains over central and eastern Africa, near Darfur (western Sudan) and Ethiopia, has a role in initiating AEWs westward. The subsequent development and growth of AEWs in West Africa is associated with stronger coherence with convection there. Results show large year-to-year variability in convection at the 2–6-day time scale, which tends to vary consistently with the mean convection and dynamical measures of AEW activity over West Africa and the Atlantic, but not over central and eastern Africa. The Darfur region is particularly important for providing convective precursors that propagate westward and trigger AEWs downstream. During wet years, convection over eastern Africa (western Ethiopian highlands) can be a significant source of AEW initiation. In addition to being important for precursors of AEWs, the Darfur region is also a source of convection that propagates eastward toward Ethiopia.

AbstractHitherto, the ‘African part’ of the history of international law has often been limited to the (critical engagement with) ‘the acquisition of Africa’ since the 1880s and questions of ‘state succession’ and international borders following independence starting in the 1950s. In this historical narrative, the dominance of colonialism is evident. It seems that ‘Africa’ as a narrative concept in international legal history remains tied to abstract contrasts such as ‘foreign domination’ versus ‘independence’, or ‘exploitation’ versus ‘development’. However, if twenty-first century writings about ‘international law in Africa’ and its histories remain shaped by this perspective, historians may lose sight of issues, questions, or ideas formed in historical Africa that do not fit into this preconceived dichotomous matrix. After discussing methodological challenges, this article asks for other ‘contacts’, other arenas of ‘internationality’ and international law in Africa’s pre-colonial past. These contacts reach back very far in history. Three arenas are mentioned: the Red Sea area and Ethiopian-Arab relations; the Indian Ocean rim; and finally, the case of nineteenth-century Ethiopia.

Abstract Conflicts globally have reportedly declined even though the number of African countries plagued by internal cross border strife has increased. Given this trend, the African peace and security architecture has evolved considerably over the past decade, culminating in the award of the Nobel Peace Prize – to one of the key actors in peace-making process, Ahmed Abiy Ali. Hence, this paper explores how the inter-state conflicts in Africa, such as the Ethiopia-Eritrea conflict, reflect some colonial continuities of violence. We, therefore, stipulate the justification for the Nobel Peace Prize to illustrate how norms evolve, and further, how identities are constituted in peace-making. This, we argue, is parallel to other situations in African countries as manifested through identity, legitimacy, and authority in shaping political decisions, within the mutually constitutive relationships between agents and political structures. The paper, therefore, situates the conflict between Ethiopia and Eritrea into the African context using a model of the decisive action by Abiy, with limited Western influence towards peace, hence providing rationale for subaltern voices and indigenous peace processes in Africa.

“The Church of Alexandria,” the Coptic Church of Egypt, is the ancient African church established in apostolic times around A.D. 42 by Saint Mark, the Gospel writer. In the ensuing two thousand years Coptic Christians practiced their faith fervently. The Coptic Church, a missionary church since its earliest times, was known to be the first carrier of Christian faith to Ireland, Switzerland, Ethiopia, Nubia, and North Africa. Since geographically and ethnically the Egyptians belong to Africa, the Coptic Church found fellowship with Christian movements in Africa. Two historical meetings of leaders of such churches led to the formation of the Organization of African Independent Churches.

Abstract:
Namibia finally achieved independence on 21 March, 1990, after a long struggle and many false hopes and setbacks. In a nutshell: the territory was colonized by Germany. It was seized by South African forces during the First World War, and then made the subject of a League of Nations Mandate, administered by South Africa, after the war. Following the Second World War, South Africa tried to incorporate the territory, a move resisted by the United Nations. In 1966 the International Court of Justice denied standing to Ethiopia and Liberia to allege breaches of the mandate. However, shortly thereafter the UN voted to terminate the mandate. At about the same time the South West African People's Organization (SWAPO) launched its armed struggle. South Africa's response to these developments was to implement plans for the closer integration of the territory into the South African state, and into the system of apartheid. As a result, a system of native authorities, based on ethnicity, was introduced.In 1975 the “Turnhalle” talks were started which, although rejected by most of the black groups, led to the establishment of a constituent Assembly. During the same period, a “Contract Group” of Western Nations began to negotiate with South Africa over a settlement for Namibia. The ultimate proposals were accepted by the UN, SWAPO and South Africa, and the plans were recognized by UN Resolution 435. But immediately thereafter problems began to arise, and talks about implementation stopped and started for a number of years.

After the conquest of Egypt in 1517M, the relationship between the Ottoman and the northeast African Muslim community was served. On 1555M, the eyalet of Habesha was established in order to protect the Two Holy Cities of Muslims and the Muslim community in Red Sea shores particulary the northeast Africa. Apart from that, the establishment of the Habesha eyalet was to secure the political and trade route for the Ottoman on that region. Unfortunately, the Ottoman’s initiative were seen as provocations to the Bani Funj, ruler of the Sinnar Sultanate in Nubia which eventually led to centuries of feud between them.The objective of this article is to identify the relationship dynamics between the Ottoman and the Muslim community in northeast Africa, mainly in the regions of Nubia and Ethiopia. This qualitative study is carried out through literature and historical analysis to observe similarities, make comparisons and deduce interpretations of related historical events in that relationship. This study found that, the Ottoman’s relationship throughout the 16th and the 18th centuries, changes allies and foes constantly between the Sinnar Sultanate as well as the Ethiopian kingdoms. Meanwhile, even after the collapse of the Adal Sultanate’s holy war, the Ottoman’s commitment on the destiny of Ethiopian Muslim remained unchanged.

 Setelah menguasai Mesir pada 1517M, hubungan antara ‘Uthmaniyyah dan komuniti Muslim timur laut Afrika mula terjalin. Pada 1555M, eyalet Habesha telah diasaskan untuk melindungi Dua Kota Suci umat Islam serta komuniti Muslim di persisiran pantai Laut Merah terutamanya di timur laut Afrika. Selain itu, penubuhan eyalet Habesha juga bertujuan mengukuhkan kedudukan politik dan penguasaan perdagangan ‘Uthmaniyyah ke atas rantau tersebut. Walau bagaimanapun, tindakan ‘Uthmaniyyah itu dilihat sebagai sebuah provokasi kepada Bani Funj yang menguasai kesultanan Sinnar di Nubia. Keadaan ini telah membawa kepada perseteruan lebih daripada dua abad. Objektif artikel ini adalah untuk mengenal pasti hubungan dinamik ‘Uthmaniyyah dengan komuniti Muslim di timur laut Afrika terutama di dua wilayah utama iaitu Nubia dan Ethiopia. Kajian kualitatif ini dijalankan melalui kaedah kepustakaan dan analisa sejarah bagi melihat persamaan, membuat perbandingan serta menghasilkan interpretasi terhadap peristiwa-peristiwa sejarah yang terkait dalam hubungan tersebut. Kajian ini mendapati bahawa sepanjang abad ke-16M hingga ke-18M, hubungan antara ‘Uthmaniyyah dan kesultanan Sinnar serta kerajaan Ethiopia menjadikan status lawan dan kawan sering kali berubah. Manakala, komitmen ‘Uthmaniyyah terhadap nasib Muslim Ethiopia tidak berubah walaupun setelah kekalahan gerakan jihad kesultanan ‘Adal.

In 1961 Tony Allott, then a rather young elder statesman of African law, helped to foster my interest in that subject, and my subsequent work in Ethiopia. He and several other distinguished colleagues in London also encouraged other American initiatives to assist the development of legal education and research in Africa, efforts which began in 1962, burgeoned during the ensuing decade, and then withered rapidly.The activities of the early 60s helped to generate an extraordinary number of different kinds of projects: the temporary placement of over 150 Americans in law teaching positions in African institutions; a large and wide variety of research and writing; the founding of law reporters, law journals and university institutes of African law, both within Africa and elsewhere; the flow of a substantial number of Africans to graduate legal studies in U.S. and U.K. universities; new kinds of interactions between African, British and American scholars. These activities also contributed to the emergence (notably in North America) of that amorphous, contentious field of scholarship which came to be called “law and development”, and, then, in the latter 70s, to acrimonious critiques and agonising reappraisals of much of all this effort.Tony Allott participated in, or observed, much of this history, as anyone familiar with his career and bibliography will know. I hope that this brief account of some of these past activities may be of some interest to him, and to others interested in law and social change in Africa.

There are, for purposes of this paper, two remarkable facts about Christianity on the African Continent. The first is its antiquity. There seems to be every likelihood that it was as early as its very inception that Christianity, as part of its rapid sweep across the first century Graeco-Roman world, reached Africa as well. The New Testament contains a number of hints that suggest that places such as Ethiopia, Egypt (particularly Alexandria) and Cyrene could vie with each other for first position. In any case, by the second and third centuries, the African Church could boast of such great leaders and thinkers as Clement of Alexandria, Origen, Tertullian and Cyprian; and a century later of the highly influential Augustine of Hippo. The significance and influence of these men extended well beyond Africa. After that, with the exception of Egypt and Ethiopia, there is a lacuna in our knowledge of Christianity in Africa. The next significant centuries are the fifteenth and sixteenth centuries in respect of North, West and Central Africa, and the nineteenth century in respect of virtually the entire Continent. In short, Christianity is not a newcomer to the African Continent. Ups and downs of various kinds it has experienced here as it has done elsewhere; so also, in respect of a number of areas, major gaps affecting its continuous and unbroken existence down the centuries. Nevertheless, a newcomer to the Continent it is not.

To the casual observer and the experienced scholar alike, the complexity of the African continent defies imagination. Two of the complicated-and troubled-areas are Southern Africa and the Horn. These two regions with their extraordinary mix of ethnic groups, races, political loyalties, new states, varying colonial experiences, economic concerns and environmental problems challenge the most astute analyst of African affairs. Recently, I had an opportunity to return to Zimbabwe and Ethiopia for a brief visit after a three-year absence. I was intrigued with the possibiltiy of looking more closely at some of the pieces of the Southern Africa and Horn puzzles. I wondered what changes there would be in these two countries since I had last visited them in the summer of 1982.

Finding a balance between diversity and social cohesion is a common concern in constitutional design: in divided societies, such a balance has often been sought through federalism. But the need to reconcile diversity and social cohesion can also be addressed through aspirational values embedded in a constitution. In fact, constitutions may entrench fundamental principles directing policies to foster equality, eliminate obstacles or require the different tiers of government to collaborate harmoniously in the performance of their functions. In exploring solidarity between different communities and cooperative government in South Africa, ethnicity as foundational value in Ethiopia, and the federal character in Nigeria, this article offers a comparative account of the three most important federations in Africa to assess how their constitutions reconcile diversity and social cohesion through aspirational principles related to federalism.

Microfinance institutions render essential services to start-up small, micro, medium-sized enterprises (SMMEs) by way of extending loans to entrepreneurs. SMMEs operating in South Africa have relatively better access to microfinance loans in comparison with those operating in Nigeria, Kenya and Ethiopia. A survey was conducted in order to compare the relative ease of access to microfinance loans in South Africa, Nigeria, Kenya and Ethiopia based on a survey conducted in the four Sub-Saharan African countries. The ease of access to microfinance loans was assessed based on criteria defined by Barry and Tacneng (2014). A total of 401 SMMEs participated in the study. Loan applicants were asked to provide answers to questions that indicated the ease of securing loans and meeting loan repayment conditions. Emphasis was placed on the demand for collateral as a requirement for extending loans to applicants, the assessment of entrepreneurial and auditing skills of loan applicants, the difficulty of meeting loan repayment conditions, and adherence to regulations and guidelines recommended by governments. Descriptive, bivariate and multivariate methods of data analyses were used for data analyses. The study found that about 21% of SMMEs were satisfied with the ease of securing loans, whereas the remaining 79% of SMMEs did not. The ease of access to microfinance loans varied by country in which South African loan applicants were the most satisfied in comparison with the remaining three countries. Securing microfinance loans, as well as fulfilling loan repayment conditions were easiest in South Africa, and most difficult in Ethiopia. In terms of ease of securing loans and meeting loan repayment conditions, the order of nations was ranked as South Africa, Nigeria, Kenya and Ethiopia. In all four countries, the ease of access to microfinance loans was influenced by country of business operation, extent of benefits realized by SMMEs, and highest level of formal education.

The African experience in works dealing with Sufi women shows a concentration of classical and more recent works in the Maghreb and in West Africa. There is an observable gap in academic writings on the Horn of Africa where only scarce and fragmentary studies are available on women’s involvement and leadership in Sufism. Works focusing on Somalia address such themes as women’s oral literature, religious practices, and everyday religion. The challenges Sufi women face in legitimizing their power, their experiences in a strong patriarchal society, the dominant discursive gendering strategy in defining religious orthodoxy, and the different mechanisms used by these women to establish and protect their religious power are marginalized themes in the region. Furthermore, by clearly showing the different coping mechanisms adopted by two religious figures and the different activities they lead as custodians of Sufi shrines, this paper stresses the need to go beyond the dominant academic discourse that overshadows the agency of women and instead magnify the passive status women have in the African sociopolitical landscape. This paper focuses on these themes and contributes to this gap through a comparative case study of two prominent Sufi figures from two different parts of the Horn of Africa, Ethiopia and Eritrea.

The article develops some reflections on present-day Eritrea in the light of the colonial past and in the context of modern Ethiopia. If we consider Eritrea and its path towards independence, some differences and analogies emerge in comparison with other African colonies. The Eritrean independence is taking place today in a very specific context in post-colonial Africa. It is not a simple case of delayed decolonization, postponed by 30 years with respect to other former African colonies. The history of Eritrea must be studied within the colonial context: colonialism created a national identity, but Eritrea is a colony that did not become an independent state. This phenomenon can be attributed to various causes which I will try to underline. The process of state formation in Eritrea raises some problems for historians. The construction of a new political legitimacy is strictly connected to the birth of a national historiography in the country. I would like to examine in a critical way the process of writing history in contemporary Eritrea. Reconstructing the history of the past goes beyond the reconstruction of the history of the Eritrean state today. We have to consider the entire area – the Horn of Africa – in the pre-colonial period. The paper discusses the interrelation between the creation of the state and the national historiography.

Context.—Within the continent of Africa few countries have been able to practice pathology at the levels present in Europe and the Americas, and pediatric pathology does not exist as a stand-alone specialty. The author was invited by a colleague from Harvard Medical School, Boston, Massachusetts, to join a group of North American pathologists in presenting a course on the Contribution of Anatomic Pathology for advancing the health of women and children in Africa. The course was held in Ethiopia in June 2011, to review the current state of pediatric pathology in Africa and to provide resources/teaching for improving pediatric pathology services in low-resource settings. Objective.—To provide a succinct description of applicable autopsy techniques and the interpretation of gross, microscopic, and ancillary findings with respect to Africa's need to enhance the health of women and children. The author makes suggestions for obviating possible problems in anticipation of increased demands by national authorities and of public expectations of pathologists who usually have had only general training. Data Sources.—This article is based upon the author's personal experience of practicing pathology in Africa for the past 51 years, which has included visiting pathology laboratories in 9 African countries and interacting with colleagues in 18 additional African countries. The contents of this article are derived from personal observations, recent publications, and information gleaned from Internet sources. Conclusions.—Even without specific training in pediatric pathology, it is possible for pediatric autopsies to be undertaken in Africa and other resource-poor settings, in a manner that facilitates sound decision making for improving the health of women and children.

AbstractA widely reported story in the historiography on medieval Ethiopia relates how, in the year 1306, an “Ethiopian” embassy visited the court of Pope Clement V in Avignon and offered military aid in the fight against Islam to Latin Christianity. This article re-examines the source – Jacopo Filippo Foresti's Supplementum Chronicarum – thought to document an episode of one of the earliest European–African Christian contacts. It investigates Foresti's own sources, their historiographical transmission history, and the feasibility of relating it to the socio-political entity of Solomonic Ethiopia in the Horn of Africa in the early fourteenth century, concluding that Foresti's information was based on Latin Christian texts, such as the Legenda Aurea and the myth of Prester John, only. The ‘Ethiopian’ embassy of 1306 is thus not borne out by sources and should be dismissed in scholarship, resetting the timeline of official Ethiopian–Latin Christian contacts in the late medieval period.

This article deals with the Sudanese–Ethiopian conflict (1885–89) from a Mahdist perspective, in the wider context of the European scramble for Africa. Focusing on Sudanese representations of Ethiopia as well as on the causes underlying the conflict, I confront a Mahdist chronicle of particular historiographical significance with a range of historical sources. Departing from a purely jihadist framework of analysis, I highlight various Mahdist conceptualizations of Christian Ethiopia as well as historical, political, military, and economic processes conducive to the outbreak of an armed confrontation between the two independent African states. I argue that the Sudanese ruling elite resorted to jihadist discourse as a legitimizing device rather than as an inflexible policy and examine more specific rhetoric instruments meant to justify Mahdist attitudes toward the Christian kingdom. Whereas prophetic visions were used to make the khalifa's Ethiopian policy acceptable to Mahdist eyes, the ambivalent legacy of early Muslim–Aksumite contacts was reactivated in the framework of a dialogue with the Ethiopian enemy.

The paper aims to bring attention to the vital phenomenon of China’s factory relocation to Africa, with a special focus on Ethiopia and Rwanda. As such, the paper asks: can the surge in wages in China decisively lead to the relocation of labor-intensive manufacturing firms from China to Ethiopia and Rwanda on a scale substantially sufficient to kick-start their industrialization? In attempting to answer the question, the paper also attempts to find out if there can be any possible shift from Asian to African Geese formation within the context of flying geese (FG) theory of comparative advantage, a framework that is useful in understanding the concept of “catching-up economy”, relaying as the paper general analytical framework. The paper finds out that China’s factory relocation are still limited and constrained, owing to both African nations and China’s side factors.

Several say that this “productivist” strategy is much less determined by the concepts of citizenship, legal, social rights, and much more regarding building functions. The purpose of this study is to examine whether the welfare and social policy ideas that characterize Chinese aid in Africa are influencing traditional donors and becoming global. The article utilised a qualitative study that has two main components. First, a comprehensive content analysis of over 50 key Sino-African, Chinese and Western policy documents from 2000 (since cooperation between Beijing and African countries first became institutionalised). Second, there were semi-structured interviews with Chinese, African and Western stakeholders in Addis Ababa, (Ethiopia), who was directly involved in the relationship between China and Africa and related development issues. The result of documentation and interview analyses show that there are currently significant differences between Chinese and Western approaches. China has made much stronger and more explicit links between development aid and economic activity than most Western donors. The aid is usually implemented through specific projects rather than broader programs or policies.

A strong indigenous capacity for credible, salient and legitimate knowledge production is crucial to support African countries in developing their economies and societies inclusively and sustainably. In this article, we aim to quantify the current and historic capacity for African knowledge production to support the green economy in Africa, and identify important topical gaps. With a focus on topics relating to Governing Inclusive Green Growth in Africa (GIGGA), our research mapped how much Africa-focused research is being produced, from where and which African countries have higher or lower supply; and the topical focus of the research, mapping it against the African GIGGA policy discourses visible in government strategies. To do this we undertook a systematic review using a two-stage process, mapping the literature for GIGGA. This resulted in 960 verified citations. Content analysis of core metadata and article abstracts enabled mapping of the research focus. The analysis revealed a significant role for South Africa as both the pre-eminent producer of GIGGA literature as well as the geographic focus of GIGGA research, with Nigeria, Ethiopia and Kenya representing emerging loci of credible, African-relevant knowledge production. Topically, there was a strong emphasis on development, policy and environment while topics important for growth that is inclusive in character were infrequent or absent. Overall the results reinforced the view that investment is needed in research on inclusive green growth, linked to capacity building for knowledge production systems in Africa. Furthermore, from a policy perspective, policy makers and academics need to actively explore best to collaborate to ensure that academic research informs government policy.

A recent molecular phylogenetic revision of the snake-eyed skinks (genus Panaspis Cope, 1868) uncovered extensive cryptic diversity, including several new species from throughout sub-Saharan Africa. Here, we describe one of these from Ethiopia as Panaspis annettesabinae sp. nov. This description is based on a previous molecular phylogeny and morphological, scalation, and coloration data collected from the type specimen. Phylogenetic analyses place the species alone in what we term the P. annettesabinae species group from Ethiopia. This group forms the sister lineage to a large southern African radiation and suggests a potential northern origin for much of the extant diversity of Panaspis. Many new taxa have recently been discovered in the genus and region, and there are several historical records of Panaspis from elsewhere in Ethiopia. Thus, we suggest that the range of this new species (known only from a single specimen at present) may be much larger, and that additional undescribed species may exist in northern sub-Saharan Africa.

Background: This research aimed to describe the characteristics of African-born Victorians living with HIV, identify associations with delayed HIV diagnosis and describe their response to combination antiretroviral therapy (cART). Methods: A case series of African-born adults living with HIV in Victoria was conducted. Data was collected in interviews and reviews of case notes. Associations with delayed HIV diagnosis (CD4 below 200 cells µL–1 at diagnosis and/or AIDS within 3 months of HIV diagnosis) were explored using univariate regression. AIDS-defining illnesses and response to cART were described. Results: Fourteen males and six females were included. Ten were born in the Horn of Africa (nine in Ethiopia). Sixteen had sexual exposure (12 heterosexual; four male-to-male sex). Seven reported acquiring HIV in Australia. Median CD4 count at diagnosis was 145 cells µL–1. Ten had delayed HIV diagnosis, of whom eight were born in the Horn of Africa. Delayed HIV diagnosis was associated with birth in the Horn of Africa (odds ratio: 11.56). Nine had a diagnosis of AIDS, including three cases of tuberculosis, three of Pneumocystis jiroveci pneumonia and two of cerebral toxoplasmosis. Eighteen had received cART, of which 16 achieved virological suppression and 15 achieved a CD4 count above 200 cells µL–1. Clinical failure and virological failure occurred in seven and five cases, respectively. Conclusions: HIV prevention strategies for Victoria’s African communities should address HIV exposure in Australia. Ethiopian-born Victorians with HIV appear to be at particular risk of delayed diagnosis. Response to cART in this series was comparable to that observed in other industrialised countries.

Although many African governments introduced provisions for subnational elections in the early 1990s, there is variation in the extent to which these reforms were implemented and sustained. Our inductive analysis of three post-conflict cases – Angola, Ethiopia and South Africa – suggests that one factor explaining this variation is elite discontinuity when an insurgent group wins power in the aftermath of conflict. Systems of subnational elections adopted by new governments with an extensive social base derived from an insurgency, as in South Africa and Ethiopia, have proved relatively robust. By contrast, in Angola, where there was no change of executive power after the conflict ended, routinised subnational elections have not been implemented. The identified causal mechanism is that, for the new governments in the first two cases, subnational elections served as opportunities to mobilise party support and to consolidate control by sidelining local elites aligned with the previous regime.

Two pillars underpin Africa’s approach to climate change negotiations: One is the “African Common Position,” and the other is the development of a negotiating coalition for presenting that position. This report explores the roles that Africa’s regional powers—Egypt, Ethiopia, Nigeria, and South Africa—play in supporting this African approach. These regional powers do not share the same interests as the rest of the continent. Not only do they differ based on energy production (Nigeria) and consumption (South Africa), but also in terms of their general vulnerabilities and readiness to face climate change. Even where they share interests, they often view these negotiation processes as serving goals other than solving the problems of climate change. Despite such issues, Africa still needs its regional powers to play a role in ongoing global negotiations, and the world will likely continue to focus on at least some of them as continental representatives.

Academician Apollon B. Davidson is an outstanding Soviet and Russian expert in African history, British Studies, also known as a specialist in Russian Silver Age literature. He is an author of more than 500 scientific papers, including 11 monographs, most of which are devoted to the new and recent history of the countries of Tropical and South Africa. Graduate of Leningrad State University (1953), Professor (1973), Doctor of Historical Sciences (1971), Academician of the Russian Academy of Sciences (2011). Under his leadership, at the Institute of World History of the Russian Academy of Sciences a scientific school of African history based on archival documents was created. He prepared more than 30 candidates and doctors of sciences, among famous students - A. Balezin, S. Mazov, I. Filatova, G. Derlugyan. In 2001-2002 two volumes of documents “Russia and Africa” [Davidson 1999] were published under his editorship; the book “USSR and Africa” [Davidson, Mazov, Tsypkin 2002], in 2003 - the volume of documents “Comintern and Africa” [Davidson 2003]. In 2003, a two-volume edition of the documents “South Africa and the Communist International” [Davidson, Filatova, Gorodnov, Johns 2003] was published in London in English, and in 2005-2006 - the fundamental three-volume “History of Africa in Documents” [Davidson 2005-2006]. In 1988, he participated in the South African program at Yale University. In 1991, he lectured for several months at universities in South Africa and worked in the archives of this country. In 1992-1993 he worked at the Rhodes University, in 1994-1998 organized and chaired the Center for Russian Studies at the University of Cape Town. In 1981-1991 he visited Ethiopia, Angola, Lesotho, Botswana and several times - Mozambique, Zambia, Zimbabwe and South Africa. From 1977 to 1991 he participated in the Soviet-American Dartmouth conferences as an expert on Africa. In his interview he talks about the outcome of decolonization for southern Africa, the actual problems of the modern development of the continent, the role of China in Africa, and the Afro-Asianization of the world. Special attention is paid to the problems and prospects of the development of Soviet and Russian African studies and Russian-African relations.

Women with African ancestry in western, sub-Saharan Africa and in the United States represent a population subset facing an increased risk of being diagnosed with biologically aggressive phenotypes of breast cancer that are negative for the estrogen receptor, the progesterone receptor, and the HER2/neu marker. These tumors are commonly referred to as triple-negative breast cancer. Disparities in breast cancer incidence and outcome related to racial or ethnic identity motivated the establishment of the International Breast Registry, on the basis of partnerships between the Komfo Anokye Teaching Hospital in Kumasi, Ghana, the University of Michigan Comprehensive Cancer Center in Ann Arbor, Michigan, and the Henry Ford Health System in Detroit, Michigan. This research collaborative has featured educational training programs as well as scientific investigations related to the comparative biology of breast cancer in Ghanaian African, African American, and white/European American patients. Currently, the International Breast Registry has expanded to include African American patients throughout the United States by partnering with the Sisters Network (a national African American breast cancer survivors’ organization) and additional sites in Ghana (representing West Africa) as well as Ethiopia (representing East Africa). Its activities are now coordinated through the Henry Ford Health System International Center for the Study of Breast Cancer Subtypes. Herein, we review the history and results of this international program at its 10-year anniversary.

Lately it seems as if students at the liberal arts college where I teach are always about to head off to build a library in Ghana, have just returned from volunteering at an orphanage in South Africa, or are busy raising money for a water project in Ethiopia. As an anthropologist specializing in African environment and development issues, I have been delighted to see young people interested in a part of the world that means so much to me, but I am also increasingly troubled by the sense that working first-hand on African poverty has become a kind of credential for these (mostly American, mostly privileged) students, a box to be checked off in their preparation for success within the global economy. My lack of generosity toward them perhaps derives from the fact that so few students involved with Africa turn up in my courses on African culture and history. Sometimes volunteering in Africa inspires students to go on to take courses in African studies, but often it does not; and few seem to regard the kind of broad-based, contextual knowledge that I consider crucial to my own understanding of poverty (and everything else) on the continent to be a prerequisite before undertaking work there.

Prior to the start of the colonial era in Africa in the late 19th century, European states conducted relations with African rulers through a variety of means. Formal diplomatic exchanges characterized relations with polities that Europeans recognized as states, between European diplomats and officials of the Congo Kingdom of present-day Angola, Ethiopia, and Liberia, for example. Other African authorities occupied intermediate positions in Europeans’ views of international relations, either because these authorities ruled very small territories, defended no fixed borders, or appeared to outside eyes to be more akin to commercial entrepreneurs than rulers of states. Relations between Europe and these authorities left much more room for proxies and ancillary groups. Missionaries, explorers, and chartered companies commonly became proxies through which strong states in Europe pursued their relations with these African authorities. So too now, stronger states in global society increasingly contract out to private actors their relations toward Africa’s weakest states. Especially in the United States, but also in Great Britain and South Africa, officials show a growing propensity to use foreign firms, including military service companies, as proxies to exercise influence in small, very poor countries where strategic and economic interests are limited. This privatized foreign policy affects the worst-off parts of Africa—states like Angola, the Central African Republic, Liberia, Mozambique, and Sierra Leone—where formal state institutions have collapsed, often amidst long-term warfare and disorder.

AbstractBovine mastitis is an important animal production disease that affects the dairy industry globally. Studies have estimated the prevalence of this disease in approximately 30% of African countries, with the highest prevalence found in Ethiopia. This is despite the wide cattle distribution in Africa, and the largest number of dairy farms and herds in countries such as South Africa, Kenya and Uganda. Furthermore, the estimated financial losses due to direct and indirect impacts of bovine mastitis are lacking in this continent. Therefore, intensive research efforts will help determine the continent-wide economic impacts and advance careful monitoring of disease prevalence and epidemiology. Here, published cases supporting the occurrence and importance of bovine mastitis in certain regions of Africa are outlined.
