Abstract:
This paper analyzes internet banking fraud alertness to the general public by the South African banking institutions. The study is centered on routine activity theory, which is a criminology theory. A qualitative content analysis was used as the research technique for the interpretation of the text data from each bank’s website through the systematic classification process of coding and identifying themes or patterns to provide an in-depth understanding of internet banking fraud alertness in the banking sector. A sample size of 13 out of 16 locally and foreign controlled retail banks in South Africa was used. The findings report that banks are not adequately providing internet fraud alertness information to the general public on their websites notwithstanding that most banks they do provide such information to log-in users and the use of that information is doubtful. This study suggests a need to augment internet banking fraud alertness information and passably inform internet banking users of the types of internet banking fraud perpetrated by internet fraudsters before they log-in for transacting. Considering the current and widespread quandary of internet banking fraud, the information of this paper is important for internet banking users to improve their aptitude in identifying fraudulent schemes and circumvent them, and for the banking institutions to invest more in the provision of internet banking fraud information to the general public.

This article assesses the evaluation of John G. Lake, one of the founders of South African Pentecostalism, by some historians regarded as a fraud, con man and false prophet in terms of several elements of his life: his business concerns; his mission to Africa; ministry of Spirit baptism and divine healing; and some accusations made by Lake’s co-workers. The conclusion is reached that there are valid points of criticism against Lake’s ministry and concerns about his integrity, although it is also true that the specific historical evaluation is hampered by presuppositions that preclude any miracles and a seemingly preconceived notion of Lake as a fraud and scam, supported by an unbalanced utilisation and unfair treatment of resources.

Abstract:
In South Africa, persons or companies convicted of fraud or corruption or companies whose directors have been convicted are debarred from participating in bidding for government tenders. Although it is easy to establish whether or not a natural person has been convicted of an offence, because a certificate can be obtained from the South African Police Service to that effect, it is the opposite with juristic persons. This issue came up in the case of Namasthethu Electrical (Pty) Ltd v City of Cape Town and Another in which the appellant company was awarded a government tender although the company and its former director had been convicted of fraud and corruption. The purpose of this article is to analyse this judgment and show the challenges that the government is faced with when dealing with companies that have been convicted of offences that bid for government tenders. Because South Africa is in the process of enacting public procurement legislation, the Public Procurement Bill was published for comment in early 2020. One of the issues addressed in the Bill relates to debarring bidders who have been convicted of some offences from bidding for government tenders. Based on the facts of this case and legislation from other African countries, the author suggests ways in which the provisions of the Bill could be strengthened to address this issue.

Worldwide, the healthcare industry aims to provide better health for all. However, fraud risk has become a threat to industries and organisations, including the healthcare industry. In the South African healthcare industry, it has been found that losses due to fraud risk amounted up to R8 billion per year. The purpose of this article was to explore the management of fraud risk within the South African private hospital industry and how this is managed. Primary data was collected by means of a survey, which involved management staff at head office level and at hospital level. The findings suggest that South African private hospitals could improve their current fraud risk management practices. By implementing the recommendations provided by the study, private hospitals will be able to manage fraud risk more effectively.

This paper examines internet banking fraud awareness by the banking sector in Southern Africa as financial consumers’ protection. The study is grounded on routine activity theory and criminology theory. A qualitative content analysis research technique was used for examination of the text content data through the consistent nomenclature process of coding and classifying themes or patterns to proffer a meticulous considerate of internet banking fraud awareness in the banking sector. The findings suggest that internet fraud awareness to the general public through website is very low by many Southern Africa banks. Most of the banks disclose less than half of the identified internet banking fraud awareness to the general public on their websites. Although some banks have internet fraud information on internet banking applications, however, the authentic efficacy of this information is tentative. This proposes that most of the financial customers engage internet banking transactions without sufficient awareness on potential internet threats and attacks. There is, consequently, high likelihood of financial consumers being internet banking fraud victims. Keywords: internet fraud, internet banking, fraud awareness, financial consumer. On Sunday, January 20, 2007, Tony Yengeni, former Chief Whip of South Africa's governing party, the African National Congress (ANC), celebrated his early release from a four-year prison sentence by slaughtering a bull at his father's house in the Cape Town township of Gugulethu. This time-honored African ritual was performed in order to appease the Yengeni family ancestors. Animal rights activists, however, decried the sacrifice as an act of unnecessary cruelty to the bull, and a public outcry ensued. Leading figures in government circles, including the Minister of Arts and Culture, Pallo Jordan, entered the fray, calling for a proper understanding of African cultural practices. Jody Kollapen, the Chair of the Human Rights Commission, said: “the slaughter of animals by cultures in South Africa was an issue that needed to be dealt with in context. Cultural liberty is an important right. …”That the sacrifice was defended on the ground of African culture was to be expected. More surprising was the way in which everyone involved in the affair ignored what could have been regarded as an event of religious significance. Admittedly, it is far from easy to separate the concepts of religion and culture, and, in certain societies, notably those of pre-colonial Africa, this distinction was unknown. Today in South Africa, however, it is clearly necessary to make such a distinction for human rights litigation, partly because the Constitution specifies religion and culture as two separate rights and partly because it seems that those working under the influence of modern human rights seem to take religion more seriously than culture.

Food security in South Africa ranks as one of the top ten priorities in the country. Potato is a fundamental staple food crop in South Africa, providing essential nutrition. While there are several cultivars currently in production for the potato market, there is a need to explore cultivars that are available, but not utilised within the country. Pigmented potatoes are not regarded as high value on the South African market;however,yield prospects as well as health-promoting benefits could have a positive contribution on the South African Gross Domestic Product (GDP) and on the population’s health. Potato cultivar (cv.) Salad blue(SB)seems to be a drought-tolerant crop with the ability to produce reasonable yields under severe environmental conditions. In order to promote cv. SB as a possible food security option for South Africa, there is a critical need for empirical information, describing some basic horticultural as well as biochemical information and vitamin C presence. This study investigated the potential of pigmented potato SB tubers as an alternative to high yielding white potato for the South African market.Tubers of Solanum tuberosum cv. BP1 and SB, were used for this research.The high amounts in phenolic compounds in SB can be considered to be health-promoting phytochemicals. Anticarcinogenic, antibacterial, antiviral properties have been reported. A greenhouse, bag trial with virus-free plantlets of BP1 and SB cultivars was conducted using three water and nutrient levels and favourable root zone temperature(100% without heat, 100% heated, 50% heated, 25% heated) all grown in coco peat. Cultivar SB showed nearly two-fold yield compared to the control BP1. Methanol extracts of the tubers were assessed for their total polyphenolic, flavanol, and flavonol contents as well as 1-diphenyl-2-picrylhydrazyl (DPPH) scavenging ability, ferric reducing antioxidant power (FRAP), Trolox equivalence antioxidant capacity (TEAC),anthocyanin and L-ascorbic acid assays.The aqueous extract of the SB tubers was found to contain higher level of total polyphenols (320 mg GAE/g), and flavonol (85 mg QE/g) than the extract of the BP1 tubers with values of173 mg GAE/g (total polyphenol), and67 mg QE/g (flavonol). Similarly, the methanol extract of the tuber skins also exhibited higher DPPH (818,86 IC50mg/mL), FRAP (18,19μmol AAE/g), and TEAC (911,12μmol TE/g)than the extract of the BP1with DPPH (595,99 IC50mg/mL), FRAP (10,86 μmol AAE/g) and TEAC (435,44 μmol TE/g). The present study provides useful information for farmers and health professionals in respect to increased yield and health-promoting benefits of an underutilized potato variety.

This study was conducted to determine the perception of the chief audit executive as head of the internal audit function, on the internal audit activities that should be performed (current and future) within South African companies after which the findings were compared with the international perception in this regard. Data was also obtained on whether internal audit activities were performed inhouse or were outsourced; the importance of the internal audit activities, senior management’s rating of the value added, the internal audit approach followed, and whether the internal audit standards were being complied with. A statistical analysis was performed on data that was obtained from questionnaires and interviews. This study targeted 30 chief audit executives, and to a lesser extent 30 Chief Executive Officers/Chief Financial Officers/Chief Operating Officers, of large South African listed companies. The results prove that chief audit executives perceive themselves as performing their internal audit activities according to the internal audit Standards and that they satisfy the needs and expectations of their companies. The internal audit profession, its clients and internal audit educators may benefit from the study in the planning of future internal audit activities and educational programmes respectively.

The role of internal auditors is evolving to enable them to provide stakeholders with assurance and to assist organisations to achieve objectives and remain competitive to ensure the future existence of their organisations. The research for this study was guided by the question of whether the Institute of Internal Auditors guidance pronouncements provide sufficient guidance in the light of expectations of both the institute and management (stakeholders) relating to the role of internal auditors in respect of fraud investigation. Literature reviewed on the role of internal auditors showed that there is limited guidance provided with regards to fraud investigation, knowledge and skills required by an internal auditor to perform fraud investigations. The research methodology used for this study consisted of a qualitative case study of the Nelson Mandela Metropolitan University committees, namely, Council, Senate and MANCO as well as a combination of deductive and inductive interpretative analysis methods. Semi-structured interviews were used to obtain data from participants who were randomly selected from Nelson Mandela Metropolitan University Council, Senate and MANCO committees. The interviews revolved around three themes, namely, the role of internal audit, the information expected from internal audits and the role that the internal audit plays with regard to fraud. The interviews were recorded by means of a digital voice recorder which were transcribed by a qualified transcriber. The collected data was then manually coded by making use of standardised coding methods to assist with the analyses of the data. After considering the participant responses in relation to the themes, it could be deduced that a greater awareness needed to be created regarding the role of the internal audit and the services which internal audits could provide to organisations and management structures. The results of the analyses revealed that an expectation gap existed with regard to the Institute of Internal Auditors, guidance pronouncements and stakeholder expectations of internal auditor roles with specific reference to fraud investigations. This study showed that the IIA’s guidance pronouncements do not provide sufficient and adequate guidance in respect of the knowledge, skills and competency capabilities in relation to fraud investigations.The results of the study further showed that the expected role of internal auditors in an organisation should include fraud investigations.

Instances of fraudulent acts are often headline news in the popular press in South Africa. Increasingly, these press reports point to the government tender process as being the main enabler used by the perpetrators committing the fraud. The cause of the tender fraud problem is confidentiality breach of information. This is accomplished, in part, by compromising the tender information contained in the government information system. This results in the biased award of a tender. Typically, the information in the tender process should be used to make decisions about a tender’s specifications, solicitation, evaluation and adjudication. The sharing of said information to unauthorised persons can be used to manipulate and corrupt the process. This in turn corrupts the tender process by awarding a tender to an unworthy recipient. This research studies the generic steps in the tender process to understand how information is used to corrupt the tender process. It proposes that conflict of interest, together with a lack of information confidentiality in the information system, paves the way for possible tender fraud. Thereafter, a system of internal controls is examined within the South African government as well as in foreign countries to investigate measures taken to reduce the breach of confidential information in the tender process. By referring to the Common Criteria Security Model, various critical security areas within the tender process are identified. This measure is assisted with the ISO/IEC 27002 (2005) standard which has guiding principles for the management of confidential information. Thereafter, an information security policy,the Chinese Wall Model will be discussed as a means of reducing instances where conflict of interest may occur. Finally, an adapted Chinese Wall Model, which includes elements of the tender process, is presented as a way of reducing fraud in the government tender process. Finally, the research objective of this study is presented in the form of Critical Success Factors that aid in reducing the breach of confidential information in the tender process. As a consequence, tender fraud is reduced. These success factors have a direct and serious impact on the effectiveness of the Chinese Wall Model to secure the confidentiality of tender information. The proposed Critical Success Factors include: the Sanitisation Policy Document, an Electronic Document Management System, the Tender Evaluation Ethics Document, the Audit Trail Log and the Chinese Wall Model Prosecution Register.

Fraud and corruption cost South Africa billions of rand yearly. Institutions of higher learning are no less vulnerable to fraud and corruption than other organisations, but are also subject to risks that are unique to academia. The Public Finance Management Act. No.1 of 1999 requires Public entities including the councils (university or college controlling body) of public institutions of higher learning to adopt enterprise risk management, which includes a fraud and corruption risk management policy and procedures. The function of the fraud and corruption policy is to provide an objective strategy to prevent, detect and investigate any possible irregularity in order to prevent further loss in line with Corporate Governance requirements. The anti-fraud and corruption strategy measures include setting the appropriate tone by management of the institution, being proactive (fraud risk assessments), and being reactive (reporting process, investigation and taking appropriate action). The actions include disciplinary action and criminal or civil proceedings in order to recover assets lost. The procedures address the implementation of the policy. This research focused on identifying the relevant issues that could be included in the formulation of fraud and corruption risk management policies and procedures for institutions of higher learning. The research was conducted using a qualitative methodology consisting of a document analysis and interviews. It was found that, out of eleven institutions of higher learning investigated only one institution meets the criteria set out in the framework developed in the research as an assessment tool. The other institutions involved in the research did not have fraud and corruption risk management policies or procedures and therefore did not comply with the Public Finance Management Act.

This chapter focuses on West Africa during 1989–2019. West Africa's transnational smuggling enterprises are hardly a novelty — or as menacing as they sound. Troc, or barter trade, is a way of life that preceded and survived colonialism. Commerce is known as al-frud, from the French fraude (fraud), reflecting the World War II-era tradition of regional smuggling. What is new in the globalized period is that mafias in five nations — and just as many budding ones — have played formative roles in regional politics. Three of the host states (Mali, Senegal, and Nigeria) were significantly torn by ethnocentric, separatist-controlled rackets in drugs and migrants (Azawad), marijuana (Casamance), and extortion (Boko Haram). Nigeria employed ethnocentric Niger Delta mafias to fight its northern separatists. In Niger's Agadez and Cameroon's Ambazonia, however, organized crime promoted cohesion.

Chapter 17 reviews various related but separable core administrative functions associated with the VAT: registration, filing, payment/collection, enforcement, and audit. It concludes with a brief note on fraud. How well these functions are performed will determine the VAT’s economic effects, its burden distribution, and its administrative efficacy (in terms of collection and compliance costs per unit of revenue). The discussion highlights the key issues and outlines some best practices. Last but not least, measures aimed at uncovering and prosecuting VAT fraud should be balanced by measures aimed at assisting honest taxpayers to meet their tax obligations and fast-tracking refunds to taxpayers with a good compliance record. Importantly, interest at commercial rates should be paid on late refunds.

Kvart år reiser norske pedagogar til land i Afrika og Asia for erfaringsutveksling og samarbeid. Dette er utgangspunktet for denne studien av møte mellom norske og nepalske lærarutdannarar, og refleksjonen over kva som skal til for å kunne forstå og anerkjenne kvarandre som samarbeidspartnarar og medarbeidarar. Studien byggjer på 12 år med erfaring, eigne notat og utvalt litteratur som omhandlar anerkjenning og forståing. Artikkelen skildrar utfordringane samarbeid med ein annan kultur kan føre med seg, og opplevinga av å vere ein gjest som ikkje høyrer til. Men det er rettleiing, kulturmøte, anerkjenning og forståing som står sentralt i artikkelen. På fleire vis har dette vore eit feltarbeid i eigen kultur i eit framand land.

Abstract The injection of seawater into oil-bearing reservoirs in order to maintain reservoir pressure and improve secondary recovery is a well-established, mature operation. Moreover, the degree of risk posed by deposition of mineral scales (carbonate/sulphate) to the injection and production wells during such operations has been much studied. The current deep-water subsea developments offshore West Africa and Brazil have brought into sharp focus the need to manage scale in an effective way. In a deepwater West African field the relatively small number of high-cost, highly productive wells, coupled with a high barium sulphate scaling tendency upon breakthrough of injection seawater meant not only was effective scale management critical to achieve high hydrocarbon recovery, but even wells at low water cuts have proven to be at sufficient risk to require early squeeze application. To provide effective scale control in these wells at low water cuts, phosphonate-based inhibitors were applied as part of the acid perforation wash and overflush stages prior to frac packing operations. The deployment of this inhibitor proved effective in controlling barium sulphate scale formation during initial water production eliminating the need to scale squeeze the wells at low water cuts (&amp;lt;10% BS&amp;W). To increase the volumes of scale inhibitor being deployed in the pre-production treatments and so extend the treatment lifetimes scale inhibitor was also added to the frac gel used to carry the frac sand. This paper outlines the selection methods for the inhibitor chemical for application in frac fluids in terms of rheology, retention/release, formation damage and presents the chemical returns profile from the 5 wells treated (some treatments lasting &amp;gt; 300 days) along with monitoring methods utilized to confirm scale control in the wells treated. Many similar fields are currently being developed in the Campos basin, Gulf of Mexico, and West Africa, and this paper is a good example of best-practice sharing from another oil basin.

ABSTRACT This paper presents the development, qualification and field trial of a novel well flow valve that delivers unlimited zonal selectivity in single skin lower completion without the use of control lines. Control lines have limitations and risks due to complexity during deployment, restrictions on the number of zones, complications with liner hanger feed thru and associated wet connects. It is desirable to remove the control lines whilst maintaining the functionality of multi zone, variable choke flow control. The well flow valve is a full-bore, reliable and robust mechanically operated sleeve, qualified in accordance with ISO14998 including multiple open/close cycles, at a sustained unloading pressure of 1,500 psi, with highly customizable flow ports. The need for such a solution was identified by an operator in West Africa. The well objective was elevated from a gas producer to a well that required the flexibility to produce gas or oil with gas lift capability. The well flow valve was selected and required on site variable choke capability for both oil and gas production, with choke position verification, ability to handle dirty gas production without risk of plugging, compliant with a high rate and high pressure proppant frac along with ease of operation and long term reliability. The field trial included a high pressure proppant frac in the oil zone. In the shallower gas zone, three well flow valves were used to deliver variable choking capability from maximum gas flow rate with minimal delta P adjusting down to a choke size suitable for gas lift. The well flow valves were operated using a high expansion shifting key conveyed on eline through the 3 ½" production tubing. The shifting key expanded in the 4 ½" lower completion to open/close individually all the well flow valves in a single trip. Incorporating this new product overcame the challenges presented and met the objective of commingled production of oil and gas. The well flow control valve demonstrated flexibility through design, supply chain, manufacturing, and operations. This paper will also outline the future road map covering further developments of the well flow valve and its incorporation into an enhanced flexible lower liner solution aimed at lowering well completion costs and risks.
