Full textThe function of supervisor is evolving based on a series of interviews with supervisors and upper-level management in in dustrial plants, we explain the new contents of the function, the part supervisors now play. We show that the current tr end is to endow supervisors with managerial competency. In the past, the supervisor was asked to be the person who relayed instructions in a stabilized organization. Today, he or she is a full-fledged actor in a perpetually evolving system, in which organizational learning becomes all-important. In this new context, the motto of the supervisor ceases to be "get out the product". Instead, it has become : "how can i improve operations in my sector?" as a result, top management tends to implement ambitious training schemes whose conte nt we analyze, these result in a job profile defined as "manager of human and technical potential" in this new definitio n of their function, supervisors see their role more as leaders of men, less as technicians

This type of analysis helps to understand the nature of the transition taking place in industrial firms. Through a case study of Renault and Volkswagen, the following conclusion has been reached. Although new methods of organization and management have been developed, the structure and the distribution of power remains essentially the same. The study proposes the term "neo-fordism" to define the production model that is currently developing in relatively similar ways at Renault and Volkswagen

Full textThe literature is overflowing with research on leadership and workplace communication, but relatively few studies deal specifically with the superior-subordinate relationship (SSR). The topic of our research is thus the SSR and its individual and organizational impacts. The goal of this thesis was to identify the characteristics of the SSR and its implications, using a relationship or bond typology inspired from Bauman (1995). This new typology, informed by sociological and philosophical theory, proposes four kinds of SSRs along a continuum of relationship intensity: being-aside, being-with, being-aligned, and being-for. The exploratory and qualitative research, which was conducted in a hospital setting with 26 superior-subordinate dyads (semi-structured interviews with 9 managers and 26 employees), yielded 11 elements that could be grouped under 4 descriptive relationship characteristics: social and organizational regulation, relationship closeness-distance, commonality of interests, and concern for the other. The content analysis revealed eight being-with dyads and 14 being-aligned dyads. It further demonstrated a significant reciprocity in actors' perceptions about their SSR: we found 22 balanced dyads, wherein superiors and subordinates perceived their relationship the same way (85%) and four unbalanced dyads (15%). With respect to the balanced dyads, our data yielded a description of these SSR types and their impacts. The latter relate mostly to workplace climate, motivation, sense of trust, communication, and authenticity of interactions. The links between the SSR types and the relationship characteristics are also discussed. The unbalanced dyads were essentially associated with negative work-engendered consequences, specifically with respect to emotional and psychological well-being. The organizational context factors that foster or limit the development of SSRs were also investigated, along with the notions of leadership, subordination, power, and communication. Finally, this research presents the potential implications of this SSR model as well as its limitations. More empirical studies are needed to investigate this SSR model further. Full textIn the second half of the 20th century, hunting has changed. From a free random sampling of game, it has been orientated towards concepts of mildly intrusive wildlife harvest and management. Characterizing French hunting, in particular when practiced traditionally, with hounds, is that the dueling-play with the wild game has persisted, though with some difficulty. Having been scarce for a long period, wild boar, just as other lowland ungulates, experienced a strong demographic increase over the last three decades. The species nowadays causes harm to human activities which can be rather serious. And while only the hunters regulate wild boar population, contributing at the same time to the financing of the Hunting Administration and of the compensation of agricultural damages, their own numbers are in a clear and ongoing decline. Public authorities are confronted with the necessity to control wild boar populations. In order to optimize the efficacy of hunting activities, the rules submitted and imposed to the hunter are progressively put into question to the benefit of the return of techniques which had been barred much earlier. Moved by an extraordinary passion, hunters, through the practice of their leisure activity, make a contribution to the public interest. However, they do not eagerly accept the objectives which are set for them, nor the second conceptual revolution which is imposed on them. Representations, symbolism, the relationship with game, wildlife and nature are equally underlying in the hunters’ culture and way of thinking, and at the same time they do guide his actions and choices. With the risk to jeopardize the chances of success of the new public policies, it appears that these founding and essential dimensions of the hunting act need to be taken into consideration when promoting measures such as in the normative actions undertaken by the three-party Administration “sui generis” characterizing hunting in France, involving the State, a specific public establishment and the hunters’ federations

Full textLe modèle CAS de supervision propose une taxonomie permettant au tuteur d'avoir une perception de l'activité d'apprentissage. Une enquête auprès de tuteurs en ligne a montré que les indicateurs Cognitifs permettent de jouer des rôles pédagogique et cognitif, les indicateurs Sociaux le rôle social. L'utilité des indicateurs d'Activité (Parcours et Technique) n'en est pas clairement ressortie. L'enquête révèle également un besoin de personnalisation de la supervision.
A la problématique d'instrumentation de la réutilisation, nous répondons en proposant un formalisme de Patron d'Indicateur Réutilisable qui permet de capitaliser les savoir-faire en terme de définition d'indicateur, ainsi qu'une Architecture Multi-Agent Ouverte permettant de les réutiliser dans de nouveaux contextes de supervision. Ces savoir-faire, modélisés en termes de fonction, peuvent dans l'architecture proposée se déployer et se combiner pour informer le tuteur sur l'activité d'apprentissage. Les opérations d'Agrégation et de Composition sont définies sur les fonctions «indicateur». L'environnement EM-AGIIR, implémentant l'architecture proposée est ouvert, évolutif et permet au tuteur de personnaliser son activité de supervision. Un ensemble d'indicateurs sur les traces du projet MATES du réseau européen Kaleidoscope y ont été réutilisés.

Full textThe instrumentation of the supervision needs the understanding of its utility and its feasibility. Indicators supply to the tutor of the information allowing him to regulate learning activities at the Cognitive, Pedagogical, Social and Technical level. This thesis try to answer the questions concerning the identification of the types of indicators useful for every role of regulation of the tutor, and at the suggestion of a methodology allowing to reuse a set of indicators, of these types, in an supervision environment. The model CAS of supervision proposes a taxonomy allowing the tutor to have a perception of the learning activity. A survey with on-line tutors showed that the Cognitive indicators allow playing pedagogical and cognitive roles, the Social indicators, the social role. The utility of the Activity indicators (Navigation and Technique) did not clearly stand out from it. For the problem of re-use instrumentation, we answer by proposing a Pattern of Reusable Indicator formalism which allows capitalizing the know-how in term of indicator definition, as well as an Opened Multi-agent Architecture allowing to reuse them in new supervision contexts. These know-how, modelled in terms of function, can in the architecture suggested display and combine themselves to inform the tutor about the learning activity. The Aggregation and Composition operations are defined on the "indicator" functions. The EM-AGIIR environment, implementing the proposed architecture, reused a set of indicators on the tracks of the MATES project of a the european network Kaleidoscope

Full textFloods are the most common natural disasters worldwide, which can cause serious damage to property and fatality, especially in urban areas. Hence, flood risk management is essential to avoid new flood risk, to prevent and to reduce existing impact of floods and to manage residual flood risk.This study first brief reviewed several historical flood events worldwide, and especially the applications of flood risk treatment of the study areas in France and in Taiwan. The effectiveness and problems of the applications were also analysed and summarised.Then, since Agent-Based Models (ABMs) are ideal tools for simulating the actions, reactions and interactions of autonomous individuals and the environment in a complex system, in order to evaluate the effectiveness and outcomes of flood risk reduction strategies, this study employed an ABM, Netlogo, to analyse the possible interactions of human behaviour and the environment with different strategies. A coupled ABM was developed, combining (i) an evacuation model, for the agent simulations to investigate possible evacuation process during flood, and (ii) a cellular automata (CA) 2D overland flow model, for inundation simulations. Several case studies and benchmark tests were selected for verifying the models and evaluating the model performances. The evacuation model could generate plausible outcomes of the evacuation process, and the results showed the importance of the risk/flood maps and the warning alarm timing. The CA 2D overland flow model could produce promising model outputs, and the results showed great agreement between model predictions and observations in terms of inundation extent, water levels, and flow velocities.Next, the coupled ABM was applied to analyse the community-based flood risk management of the study area. The results of the coupled ABM revealed its capability of conducting inundation simulation and the potential for generating plausible outcomes of the interaction between flood water, response strategies and human behaviour during a flood event.Finally, the study proposed possible applications of the coupled ABM and feasibility of integration of the coupled ABM and a Decision Support System (DSS). Despite the possible advantages in various fields, there were still many gaps inside the structure to be filled. The most important issue about the operation of the DSS was the way of format standardisation, communication and interoperability between the various existing components.The study aims to investigate and to improve existing flood risk management, to raise public crisis awareness and to enhance community-based flood risk management

Full textThe concept of real estate developer is functional, in that it serves the application of a specific scheme. In the contractual phase, protected sector regulations and consumer legislation oblige the developer to comply with a large number of obligations with regard to the purchaser of the accommodation. Following the reception of the work, the promoter supports in all circumstances the same legal guarantees as the builders of trade, while the material disorders of technical origin are not to be attributed to him. In addition, case law places a residual performance obligation on him, aimed at covering any damage arising from non-compliance with his obligation to deliver a work that conforms to the order and to the rules of the art. The concept of property developer is also multi-faceted. It designates both the agent referred to in articles 1831-1 et seq. of the Civil Code, who supervises the operation in the name and on behalf of the owner of the land to be built, and one who, according to the criteria set updated by case law, has "the initiative and the main care of the case". Thus several definitions coexist at present: that of a promoter who is an “initiator” at the origin of the operation which he markets (by resorting to the sale of buildings to be built, even to the sale of buildings to be renovated or the sale of completed buildings) and that of a "performing" promoter or a service provider who represents the building owner client in the exercise of his powers (by means of a contract of real estate development or of delegated project management). The question of the promoter's participation in the construction of the work and that of his possible identification with the builder of individual houses is also worth dealing with. Apart from the jurisprudential and legal definitions of the property developer, many uncertainties surround this notion. It is therefore necessary to provide the property developer with a clear and exhaustive definition, making it possible to link the judge's qualification work. According to a ratione materiae approach, it is necessary to determine the scope of his intervention precisely, by delineating the object of his construction and renovation activity, and by detailing the assembly and follow-up missions that he is likely to assume. Such an analysis must be supplemented by a ratione personae approach, focusing on the professional quality of the promoter and describing the statutory forms taken by the latter. More generally, the work of redefining the concept would only be of theoretical interest if the legal status which goes hand in hand was not reassessed. In that sense, since the concept of promoter was built on the basis of a special liability regime, it is necessary to question its merits. In addition, despite several failed attempts, the establishment of a professional status specific to the promoter remains a topical question, which involves assessing the advisability of controlling the conditions of access and exercise of the profession

The implementation of a participatory urban project requires a paradigm shift in the political and professional cultures they have inherited. It clearly makes it necessary to rethink their roles and modalities of intervention.Based on the experience of an architectural and urban planning agency, this thesis analyses the place and the modalities of action of the elected representative as "Occasional Contracting Authority", for urban projects organized with significant and unusual participatory ambitions for the community. On the basis of three case studies, it describes and interprets the difficulties encountered by the small city and its accompanying structure. Relying on an approach of "observant participation" and on the Theory of Social Regulation, this research examines the conflicts and negotiations within the system of actors implied in the urban project in which the local elected is involved
