Abstract:
The article describes the legal foundations behind the development of agglomerations in Kuzbass based on the local law and the best practices in other regions. A balanced socio-economic and ecological development of agglomerations depends on the legal status of agglomeration and the legal actions necessary to obtain this status. An effective management of agglomeration processes requires special management bodies. The Kemerovo Region is relatively new to agglomeration development. The success of agglomeration processes largely depends on the quality of the regional regulatory laws since no pro

The settlement system in the Russian Federation is that of urban agglomerations. This process legally manifests itself as management bodies that control urban agglomerations on the basis of inter-municipal cooperation and / or redistribution of powers between local and regional governments. Although this process is countrywide, it remains underrepresented in the legal science. The article introduces an analysis of urban agglomeration management. It yielded four current models of agglomeration management in Russia: horizontal, vertical, mixed, and that of a city of federal significance. The hor

The economic agglomeration effects of the industrial and business sectors refer to the positive externalities that result from the concentration of firms in a specific geographic area. These effects can take different forms, including increased productivity, better innovation, and lower firm costs. Additionally, the concentration of businesses and industries in one area can result in knowledge spillovers, where firms can benefit from the expertise and knowledge of other firms in the same field. The current health and economic crisis resulting from the COVID-19 pandemic has accentuated some of the trends that began with the counter-reform of capitalism in 1970. This paper deals with one of those trends—the retail apocalypse. The starting hypothesis is that this phenomenon takes part in an implosion (the massive and permanent closing of retail premises in agglomeration) and an explosion (a change of land uses in an urban agglomeration and beyond). In order to determine the reach of those trends, the last two commercial censuses of the City Council (2016 and 2019) are analysed using a o
