The application of multicriteria methods largely depends on the calculation of the criteria weights based on expert evaluation. The results obtained can be used for practical purposes if expert judgments are in good agreement. This may be determined by the concordance of a coefficient obtained by ranking the available alternatives. The paper considers a possibility to apply the concordance coefficient in cases when expert evaluation is not based on ranking. The calculations reveal the dependence of the agreement of expert estimates on a particular method used. The highest degree of agreement h

Parameter estimates from the estimated currency demand equation are used in quantifying the ratio of “underground” to “measured” output/income for the Ghanaian economy. Abstract:
We estimate import processing costs based on the time it takes to import. Our theory extends existing time-cost measures to account for uncertainty in import processing. We use detailed, highly disaggregated data on import processing dates and import values to provide evidence for our theory and estimate processing costs consistent with the theory. The evidence shows that our extensions to time-cost estimates are economically relevant to determine processing costs. We estimate that the tariff equivalent import processing costs is as high as 18 percent. WTO estimates suggest that the full imple

Abstract:
This white paper demonstrates that AERMOD contains formulation errors and does not currently provide accurate NOx estimates for sources (e.g., natural gas compressor stations) with shorter stacks. The white paper also demonstrates that a new building downwash theory (PRIME2) does provide better agreement with NOx observations than AERMOD's PRIME algorithms. In addition, the white paper shows that PVMRM does not provide accurate estimates of the NO2/NOx ratio as confirmed by Panek et al. (2020) who showed poor agreement between predicted and observed NO2/NOx ratios. The paper concludes that the

Abstract:
With the proliferation of Free Trade Agreements (FTAs) over the past decade, demand for quantitative analysis of their likely impacts has surged. The main quantitative tool for performing such analysis is Computable General Equilibrium (CGE) modeling. Yet these models have been widely criticized for performing poorly (Kehoe, 2002) and having weak econometric foundations (McKitrick, 1998; Jorgenson, 1984). FTA results have been shown to be particularly sensitive to the trade elasticities, with small trade elasticities generating large terms of trade effects and relatively modest efficiency gain

Abstract:
This paper estimates the trade, revenue, and welfare effects of the proposedCaribbean Community (CARICOM)-Canada free trade agreement (FTA) on CARICOM countries using a partial equilibrium model. The welfare analysis also takes into account the Economic Partnership Agreement, which was signed in 2008 by the CARIFORUM (CARICOM and the Dominican Republic) countries and the European Union. The revealed comparative advantage index, trade complementarity index, and transition probability matrices are used to examine the dynamics of comparative advantage for CARICOM countries' exports to Canada. Abstract:
The World Trade Organization (WTO) and its predecessor, the General Agreement on Tariffs and Trade (GATT), are key institutions of the multilateral trading system. While the WTO is generally assumed to promote trade by reducing tariffs and non-tariff barriers, existing estimates of its effect on trade vary widely in magnitude, sign, and significance. We collected 2,547 estimates from 71 papers and applied meta-analysis techniques to conduct a systematic quantitative review of the literature, complementing it with established advances in gravity models to obtain estimates of the WTO’s impact on

Abstract:
The ability of countries in Latin America to achieve net zero greenhouse gas (GHG) emissions by mid-century, the target set by the Paris Agreement, will depend critically on citizen support. To gauge this support, we administered a contingent valuation survey to representative samples in seven of the regions leading GHG emitting countries and in the United States, which is used as a comparator. The survey elicits respondents willingness to pay (WTP) for achieving net zero by 2050 and uses a split sample design to test whether WTP is affected by the distribution of decarbonization costs across

Abstract:
Since the turn of the century, Japan has relied on domestic pork production to supply around half of its pork consumption. In part, this production has been aided by import barriers that have helped shield domestic pork producers from foreign competition. Between 2018 and 2021, Japan ratified trade agreements with the United States, European Union, United Kingdom, and Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) countries that will virtually eliminate these import barriers by 2028. Worldwide, the Mercosur countries are probably the ones that face the most hostile trading system. Their strong comparative advantage in temperate agricultural and agro-industrial products make them particularly vulnerable to the irrationally high and variable agricultural protectionism cum subsidies that continues to distort this trade. In retrospect the paper argues that signing the Uruguay Round Agreement on Agriculture was a kiss of death for the development prospects of these countries. Abstract:
There is a growing interest related to the theoretical analysis of Free Trade Agreements (FTAs). Nevertheless, there has been as yet very little empirical research on the topic, in particular, on the negotiating dynamics of these types of agreements. This paper attempts to make a contribution in this direction examining the relationship between the two most important market access instruments in the case of NAFTA negotiations: the preferential tariff phase-outs and the accompanying rules of origin (RoO). The traditional literature has viewed market access negotiations solely in terms of tariff
