Full textThis work leads to a new mode of farming, social, from the long evolution of the Common Agricultural Policy originally designed to increase the agricultural sector and supplies, and the income of operators and consumers, which has its main instrument the is price intervention, which will be overcome by modulation towards rural development policies. They will primarily focus on: decoupling, cross compliance and multi-functionality, thanks to a renewed focus on health, quality, environment, ethics and culture, leading to a social agriculture which is still largely developed. From there the guidelines were developed along conceptual, executive-converted, autonomous chapters implicitly linked and articulated sequentially. Initially, it explores the evolution of the Common Agricultural Policy observing instruments and mechanisms through an historical overview. Consequently it looks at multifunctional agriculture, especially as agricultural society, but also independently. Following this analysis and observation of the phenomenon of social agriculture is performed, from different angles. In conclusion, it deepens the experimental observation of local social agriculture and takes into account in terms of economics and statistics, case studies, methodologically collected through questionnaires.

Full textThe thesis explores the theme of multifunctionality applied to agriculture as a means to reactivate the abandoned territory, degraded, at the risk of misuse or new construction. Agriculture has always had a fundamental relationship with the man and with the settlements. The relationship between urban and agricultural areas has been a relationship of union and opposition. In the transition from subsistence farming to intensive and specialized agriculture, have been involved spaces, techniques, tools, architectures related to agricultural activity and, finally, the relationship with the land. Agriculture, although produce essential goods, in the past decades has been considered a secondary element for economic reasons. There are clear cultural, scenic, ecological, social and economic values of agriculture but this is becoming less profitable and today agriculture is in serious difficulties involving the production, the sustainability , the role of the landscape and the social issues. The difficulties of agriculture also cause the inability of the areas to "defend" itself from the logic of land rent and use linked to immediate profit, as occurs in case of energy plants from renewable sources. All these issues should make territory planner to be careful so that he can find tools to enhance the potential of the agricultural areas. Clearly, the causes are not only economic but also linked to cultural patterns and lifestyles. Addressing the issues of rural areas, their productivity, land use and misuse, it is necessary to carry out a proper planning and sustainable points of view: not only the economic, ecological, historical and social but all of these together. The thesis explores the different European policies adopted to curb the crisis of agriculture. Studies and European documents identify the principle of multifunctionality in agriculture the tool to make the strongest agricultural land. Is useful to investigate, therefore, on the relationship between multifunctional agriculture and regional planning. In particular, we wanted to focus attention on the social aspects as a form of revitalization of the territory and, therefore, on agriculture as a service and social activity that creates cohesion. The questions that the research has set are two: multifunctional agricultural activities and their declination in particular social ones, can be a tool for economic revitalization, cultural and social development of rural areas, periurban and urban areas in a state of abandonment, deterioration, at the risk of misuse or new construction? Through what instrument or instruments such as the regional planning can use and exploit the potential of multifunctional agriculture? To answer these two questions we can't overlook the fact that, from the point of view of spatial and economic, agriculture is measurable in a relatively simple way. It is more difficult to measure the social aspects of the landscape and, therefore, need to refer to the qualitative analysis systems. In addition, the social farming purposes have rehabilitative, educational and business purposes but also related to spatial planning (environmental, economic, historical, cultural and social) and this has greatly been taken into consideration. Another aspect analyzed is the different European approaches to the forms of multifunctional and social agriculture, in the Italian context, and it investigates national and regional instruments that enhance agricultural activities multifunctional. It also explores the relationship between particular forms of social agriculture and areas confiscated from organized crime. The review of examples of multifunctional activities and the deepening of the case studies selected, showing how forms of multifunctional agriculture can revitalize the rural areas, periurban and urban areas. Finally, we arrive at the proposal of actions related to the integration of tools of territorial government, the integration of policies with traditional instruments, the spatial logic necessary to enable the potential of multifunctional agriculture can be considered service to the area and inhabitant.

Full textThis research explores the transformations of the peasantry and the evolutions of agriculture through a comparative study of agricultural co-operatives in Italy and France during the first half of the twentieth century. The origins and development of co-operatives at the national level are analyzed on the basis of multiple spaces and temporalities, but always in connection with transformations in the primary sector. Used by poor peasants as a means of self-organization, and by governments as an instrument of social control, the evolutions of co-operatives highlight an unquestionable capacity to adapt to shifting opportunities and constraints. I start by analysing the diffusion of co-operatives using collective tenant farming in the latifundia-dominated grain-producing regions of central Sicily. This specific case helps us to illustrate a broader set of relationships between peasants and collective organisations. A comparative approach is included through a comparative analysis of labour and production co-operatives in agriculture. The analytical framework that comes out of this research is then applied to Italy and to France. Finally, more systematic comparisons are made through an analysis of long term quantitative, geographical and institutional evolutions of agricultural co-operation in both countries. I am subsequently able to create the basis for a general model whose purpose is to understand the complex relations between peasants, co-operatives and the broader transformations of agriculture.
L’objectif de cette étude est d’explorer les transformations du monde paysan et les évolutions du secteur agricole à travers les itinéraires comparés des coopératives agricoles en Italie et en France, dans la première moitié du XXe siècle. Les origines et la progressive diffusion du phénomène à l’échelle nationale sont analysées à partir d’espaces et de temporalités différentes, mais toujours en rapport avec les transformations du secteur primaire. À la fois moyen d’organisation autonome des paysans pauvres et instrument au service de leur encadrement par les pouvoirs publics, les coopératives montrent au cours de leur histoire une indiscutable capacité d’adaptation en fonction des opportunités et des contraintes posées par le contexte. L’attention se concentre d’abord sur la diffusion des coopératives qui pratiquent les fermages collectifs dans les latifundia de la Sicile céréalière. C’est un cas spécifique, mais qui devient néanmoins exemplaire du rapport des paysans aux organismes collectifs. La dimension comparative est progressivement introduite, par l’observation des coopératives de travail et de culture en commun, dont l’expérience italienne et l’« absence » française sont explorées à partir de la même grille d’observation. Les croisements deviennent finalement systématiques dans le cadre d’une analyse de longue durée des évolutions quantitatives, géographiques et institutionnelles de la coopération agricole des deux pays. Cette mise en perspective constitue finalement la base d’un essai de généralisation et de modélisation des interactions complexes entre paysans, coopératives et évolutions de l’agriculture.

Full textLabour trafficking in Europe is a serious crime against persons, violating their fundamental human rights. Existing research primarily focuses on the victims, while data on offenders and the manner in which they exploit vulnerabilities is less developed. Recent trends in criminological literature are highlighting how the past lack of research is related to the lack of robust data, but also to traditional rigid approaches with exception to few extreme cases. On the contrary, they call for more flexible concepts recognising that labour trafficking is not only the product of offenders’ will, but has deep roots embedded in the socioeconomic system. Elaborating on these indications, this research focuses on the Italian agriculture sector, which has not yet been examined in literature from a criminological perspective, with the aim to understand the mechanisms through which labour trafficking originates and develops. This choice has been made because the characteristics particular to Italy make labour trafficking in agriculture central to the debate within the country; and because Italy shares some characteristics with other European countries, so some lessons learnt from this case can be discussed in light of the international debate on labour trafficking. First, a macro-analysis examines how the structural factors associated in the international literature with labour trafficking take shape in the Italian context. The results show that the system itself seems to create a fertile ground for labour trafficking to develop and maintain: migrant workers’ vulnerability is inherent in the current migration regulatory framework; the agrifood supply chain makes it necessary for producers to lower the cost of workforce; and the current legal system based on the repression of abusive conducts seen as exceptional events proves ineffective. Second, a meso-analysis at organisation/network level describes the general characteristics of labour trafficking networks in Italy, and then zooms in four case studies selected through a rational systematic method to identify the main features, modalities, and relational organisation of the crime commission, and how the exploitative condition of the victims is developed and maintained. The results show that in the four case studies the trafficking networks develop and adapt to the opportunities offered by the legal system. The results are finally discussed in light of the international debate on labour trafficking, and the lessons learned from the case of Italy.
