Abstract:
This study aims to determine the effect of training on Agricultural Extension competencies; know the effect of the organization's environment on Agricultural Extension competencies; know the effect of training on the performance of Agricultural Extension Workers; know the effect of the organizational environment on the performance of Agricultural Extension Workers; know the training factors and organizational environment on the performance of Agricultural Extension Workers through work competence as an intervening variable. This research was carried out using the exploratory method with a quantitative approach with the research location at the North Sulawesi Provincial Agriculture and Animal Husbandry Department. The number of samples is equal to the total population of 18 people given the small population. Data collection methods used are descriptive statistical analysis and inferential statistical analysis using path analysis with t-test as hypothesis testing. The results showed that training for Agricultural Extension Workers had a significant effect on work competence; the organizational environment also significantly influences the work competency of Agricultural Extension Workers; work Competence has a significant effect on the performance of Agricultural Extension Workers; Training also has a significant effect on the performance of Agricultural Extension Workers; the organizational environment has a positive and significant effect on the performance of agricultural instructors; training and Organizational Environment have a significant effect on the performance of Agricultural Extension Workers through their Work Competencies. There is an increase in the direct influence and indirect effect of each variable. *eprm*

Abstract:
North Sinai governorate is one of the largest desert areas in terms of intensity of agricultural extension work, In spite of efforts by state agencies to bring about agricultural development in the governorate, agriculture is still somewhat characterized by primitive traditional methods, making agricultural development rates almost indistinguishable, And with the scarcity of extension research carried out in North Sinai in the field of environmental SWOT analysis, It was necessary to conduct the study that is trying to analyze the current situation of agricultural extension in North Sinai governorate through identifying the strengths; weaknesses, opportunities, and threats (SWOT). A participatory SWOT analysis study using open-ended qualitative-type instrument was conducted; Research data were collected through personal interviewing questionnaire with 90 respondents representing 75% of the total extension workers in North Sinai Governorate, during the period from May till October 2018. The results showed that the most important strengths of these were that a large proportion of the extension workers are specialized in agricultural extension, more than half of the guides were from rural areas and the high job satisfaction degree among of the majority of the extension workers while the most important weaknesses were Weak budget and inadequate funding for extension work, Absence of job description for the extension workers, and Lack of financial and material resources. On the other hand the most important opportunities were Availability of research institutes in the governorate, NGO-Public Sector Collaboration. While the most important threats were Decreased investments targeting the agricultural sector in general and the extension system in particular, Poor Farmer Organization, Security instability in the governorate. Depending upon SWOT outputs, some relevant strategies were discussed to develop agricultural extension system in the governorate through some dimensions that uses strengths and opportunities to overcome weaknesses and to avoid threats or minimize their effects.

In addition, agricultural extension programs should be based on analysis of farmers' needs and reflect current target audience conditions. Applying Simple Additive Wighted and Exponential Comparison Method in appraisal of farmer extension performance at UPT BPP Sukaraja aims to know the performance of agricultural extension in conducting counseling at UPT BPP Sukaraja. This is due to the lack of extension workers in BP3K Sukaraja. The results of the resulting assessment in the form of work performance ranking of each extension worker. Based on the results of the calculation both methods show the same performance rankings. With this is expected to make it easy for UPT BPP sukaraja in carrying out routine performance appraisal performance of extension workers who had been a constraint in conducting appraisal performance extension. Abstract:
The success of extension activities is influenced by the participation of target farmers. In addition to participation, farmer satisfaction with extension performance will be related to extension of sustainability in the future. This study aims to analyze the participation and satisfaction of farmers on the performance of agricultural extension workers in Palas District, South Lampung Regency. The study was conducted in the extension work area of Palas Tang District which is an agricultural center, especially lowland rice in South Lampung Regency. The study was conducted from May to June 2019. Data collected in this study consisted of primary data and secondary data. Data analysis uses a Likert scale. The results of the study provide a picture that the participation of farmers in agricultural extension activities in the District of Palas is at a fairly high level. Make farmers active in farmer groups and propose extension activities by 56 percent, and farmer involvement in giving advice on the development of farmer groups with a percentage of 78 percent. All farmers join to become members of farmer groups without coercion from extension workers or other parties. In general, farmers' satisfaction with extension performance is quite satisfied. Of the nine indicators, farmers' satisfaction with mass movements in their work areas is the lowest. Farmers are satisfied with the way the agriculture instructor communicates. Farmers are satisfied with the way the instructor communicates and assesses extension activities as having a good impact on agricultural extension activities.

Abstract:
A survey of a small sample of 123 extension workers in Ghana and Ethiopia may have revealed the key issue facing extension ineffectiveness in Africa—the paucity of extension training. Questions on job satisfaction showed that respondents were highly satisfied with: a) an opportunity to work in an area they are trained (N=88, 57%), b) level of education (N=75 (61%), c) enthusiasm towards their work (N=72 (58.5%), and d) opportunity to work with local farmers. However, they were highly dissatisfied with: a) their salaries (N=108 (87.8%), b) the process of decentralization (N=83 (75.6%), c) cooperation from non-governmental agencies (N=87 (70.7%), d) respect from peers in other sectors of government (N=83 (68.0%), e) training in development (N=79 (65.3%), and f) training in communication (N=65 (54.2%). We find their complaints on lack of or limited training in development and communication worthy to note because in the last 40 years extension performance has stressed facilitation among development partners. It can be argued, therefore, that the slow process of decentralization, the friction between extension workers and their NGO counterparts, and their inability to get along with their compatriots in other ministries can be traced to their limited or lack of training in development and communication, otherwise called “Communication for Development” (C4D). We conclude, therefore, that if extension workers are to be effective in their new role as development facilitators not only must their training in agriculture expand to include C4D but, equally significant, extension systems throughout the continent must operate as a profession. Therefore, the authors recommend the establishment of a professional association throughout Africa, under the rubric of “ExtensionAfrica,” which will address the need for extension effectiveness on the continent. We particularly recommend a collaborative relationship with the African Forum for Agricultural Services (AFAAS), which has a mandate for advising on extension services, to make this happen.

One way to improve the quality of agricultural extension resource through education and training is implemented out in a planned and systematic. In other words, the importance of education and training within the organization is to improve the performance of agricultural extension that include the knowledge and skill that support, as well as the building of the attitude of each of the extension as desired by organization. This study aims to analyze the influence of training and education on the performance of agricultural extension workers in the Food Security and Managing Extension Agriculture, Fisheries and Forestry (BKP5K) Bogor and analyze the indicators that reflect the dominant success of the training and education provided to the agricultural extension. Sampling is based on non-probability sampling technique using purposive sampling method of 79 samples from 99 populations of agricultural extension agricultural extension PNS. These results indicate that 1) the influence of training and education on the performance of agricultural extension, the training negatively affect the performance of agricultural extension and education have positive influence on the performance of agricultural extension; and 2) the dominant indicator of the training variables contained in the first indicator, namely the training suitability of the materials needed with this type of training with the results of 3.28. Dominant indicator of educational variables contained in the second indicator, namely the educational suitability of the current work with the results of 3.28. Dominant indicator of performancel variables contained in the first indicator, namely understand the program with the results of 3.23.

Abstract:
This study examined the perception of rural women farmers on information dissemination skills of agricultural extension workers. Using multistage sampling procedure 378 respondents were randomly selected from the population of 6758 women farmers. Questionnaire was administered to the sampled farmers. Data were analysed using mean, and standard deviation. Findings reveals that women farmers participated moderately in agricultural practices with overall mean value of 2.65. Also, agricultural extension workers had a lower level of information dissemination skill in dealing with women farmers with overall mean value of 2.25. There is the need for training and retraining of extension workers to boost their skills for information delivery to women farmers. Extension programme for rural women should be designed to ensure extension workers are well informed and knowledgeable enough to work with them.

This study aims to determine the level of role of agricultural extension workers on adopting integrated crop management, determine the level of adoption of integrated crop management of paddy rice in increasing productivity, analyze the relationship between the role of agricultural extension workers and adoption of integrated crop management, and analyze the relationship between adoption of integrated crop management and the productivity of lowland rice. Determination of sampling conducted by proporsional random sampling and obtained 99 people divided into eight agricultural extension work areas. The research data is analyzed by descriptive and inferential statistics of Rank Spearman correlation test. The results of the study showed that the role of field agricultural extension workers in the management of integrated crops of paddy fields was in the medium classification; these roles included activities in education, dissemination, facilitation, consultation, supervision, monitoring, and evaluation. Adoption of integrated plant management based on the use of quality seeds and planting systems, irrigation, fertilization, control of plant pests, handling of harvests to post-harvest were in the medium classification. The role of field agricultural extension workers was significantly correlated with the adoption of integrated crop management, while adoption of integrated crop management was related to the productivity of lowland rice.Key words : adoption, agricultural extension workers, integrated crop management, paddy, roles

ICT integration in agriculture is changing the tempo of the sector globally. Successful application of ICT for agricultural development however depends on the agricultural workers’ knowledge of the information-driven technologies applications. Assessment of the Nigerian agricultural researchers and extension agents’ knowledge of the ICT applications showed that 92.9% of the researchers and 51.6% of the extension agents had knowledge of the ICT applications. The chi-square analytical test showed that the agricultural researchers’ knowledge of ICT applications was significantly related to their level of education (x<sup>2</sup> = 52.33, p = 0.017), work experience (x<sup>2</sup> = 26.37, p = 0.04), IT training (x<sup>2</sup>= 26.19, p = 0.036) at p &lt; 0.05 level. The extension agents’ knowledge of ICT utilities was significantly related to their education (x<sup>2</sup> = 47.39, p = 0.047) at p &lt; 0.05 levels. T-test of difference between the researchers and extension agents’ knowledge of ICT applications was found significant. It was concluded that the respondents’ knowledge of the ICT applications was influenced by their level of education; and was recommended that the agricultural researchers and extension agents should train anytime the organisational ICT devices are scaled up for new applications in agriculture.

Abstract:
Traditional agricultural extension services rely on extension workers, especially in countries with large agricultural areas. In order to increase adoption of sustainable agriculture, the recommendations given by such services must be adapted to local conditions and be provided in a timely manner. The AgroTutor mobile application was built to provide highly specific and timely agricultural recommendations to farmers across Mexico and complement the work of extension agents. At the same time, AgroTutor provides direct contributions to the United Nations Sustainable Development Goals, either by advancing their implementation or providing local data systems to measure and monitor specific indicators such as the proportion of agricultural area under productive and sustainable agriculture. The application is freely available and allows farmers to geo-locate and register plots and the crops grown there, using the phone’s built-in GPS, or alternatively, on top of very high-resolution imagery. Once a crop and some basic data such as planting date and cultivar type have been registered, the application provides targeted information such as weather, potential and historical yield, financial benchmarking information, data-driven recommendations, and commodity price forecasts. Farmers are also encouraged to contribute in-situ information, e.g., soils, management, and yield data. The information can then be used by crop models, which, in turn, send tailored results back to the farmers. Initial feedback from farmers and extension agents has already improved some of the application’s characteristics. More enhancements are planned for inclusion in the future to increase the application’s function as a decision support tool.

Abstract:
The primary purpose of the study was to assess the extent of knowledge and perception of extension workers towards ICT utilization and to determine the relationship between the selected characteristics of the respondents and knowledge and perception of extension workers towards ICT utilization in extension service delivery. The study was conducted in Gazipur district and comprised proportionate random sample of 90 extension workers from five upazila of Gazipur district. A pre-tested interview schedule was used to collect data from the respondents. To measure the knowledge on ICT utilization 35 statements were selected regarding 7 ICT with five possible answer of each tools and a score of one was given to the right answer and zero to the wrong answer alternatively to measure the perception of the respondents rated each of 10 statements ICT utilization in agriculture on a 5-point Likert type scale and the total of these ratings formed perception index. The result of the study showed that out of seven ICT tools the knowledge of extension workers was highest in case of MS Word this was followed by internet/ web service and the lowest knowledge was found in case of Geographical Information System. It is observed that an overwhelming majority (88.9%) of agricultural extension workers in the study area had low to medium knowledge towards ICT utilization. Findings reveal that the respondents had top most perception on the ICT utilization in respect of ‘Extension work can be greatly enhanced by ICT’ followed by on ‘The benefits of ICT use outweigh the financial burden involved’. The result also indicated that more than fourth-fifth (84.4%) of the respondents had medium to high perception towards ICT utilization. There were significant relationship between service experience and use of the information sources of the respondents with their knowledge towards ICT utilization conversely innovativeness, cosmopoliteness and job satisfaction of the respondents showed positive significant relationship with their perception towards ICT utilization. Abstract:
This paper examines agricultural extension education during the colonial period in Indonesia and used historical research to investigate it. The agricultural extension was formed in 1911. Agricultural experts in Indonesia at that time were agricultural engineers who graduated from Agricultural College in Wageningen, the Netherlands. They did not understand much about indigenous cultures, languages, and agrarian systems. The task of the agricultural extension was to improve the economy of rural peasant communities. Agricultural education in Indonesia began with the Middlebare Landbouw School for higher education. For lower-level education or the first secondary school, Cultuur School was established. This school prepared graduates to work as forestry officials, agricultural supervisors, and agricultural extension workers. The number of graduates was minimal, so it can not reach the vast territory of Indonesia. For this reason, graduates of agricultural schools who worked in extension offices (Landbouwvoorlichtingsdienst) gave agricultural courses to village school teachers (Vervolksschool). The teachers then taught agriculture to grade five elementary school students, and peasant groups formed in the villages. These peasant groups were led by peasants who have succeeded in the village, which were then used as movers in village economic growth.Tulisan ini membahas pendidikan penyuluhan pertanian selama periode kolonial di Indonesia dan menggunakan menggunakan metode sejarah untuk menelitinya. Penyuluhan pertanian dibentuk pada tahun 1911. Ahli pertanian di Indonesia pada waktu itu adalah insinyur pertanian yang lulus dari Sekolah Tinggi Pertanian di Wageningen, Belanda. Mereka tidak mengerti banyak tentang budaya, bahasa, dan sistem agraria lokal. Tugas penyuluhan pertanian adalah untuk meningkatkan ekonomi masyarakat petani pedesaan. Pendidikan pertanian di Indonesia dimulai dengan Middlebare Landbouw School untuk pendidikan tinggi. Untuk pendidikan tingkat rendah atau sekolah menengah pertama, Cultuur School didirikan. Sekolah ini mempersiapkan lulusan untuk bekerja sebagai pejabat kehutanan, pengawas pertanian, dan penyuluh pertanian. Jumlah lulusannya sangat minim, sehingga tidak bisa menjangkau wilayah Indonesia yang luas. Untuk alasan ini, lulusan sekolah pertanian yang bekerja di kantor penyuluhan (Landbouw voorlichtings dienst) memberikan kursus pertanian kepada guru sekolah desa (Vervolksschool). Para guru kemudian mengajar pertanian ke kelas lima siswa sekolah dasar, dan kelompok tani terbentuk di desa-desa. Kelompok tani ini dipimpin oleh petani yang telah berhasil di desa, yang kemudian digunakan sebagai penggerak dalam pertumbuhan ekonomi desa.

This study aims to describe the performance of agricultural extension workers in Torout Village, Tompaso Baru Subdistrict. This research was conducted in the village of Torout District of Tompaso Baru for 3 months from May to July 2017 of preparation, data collection through the preparation of research reports. Sampling method is done purposively (purposive), on paddy farmer and corn farmer. The method used in this study using primary and secondary. The method of analysis used in this research is descriptive analysis method. The results showed that the performance of agricultural extension in the Village Torout District of Tompaso Baru with 9 indicators which 6 indicators 3 indicators categorized as high and very high. The success of agricultural extension is a requirement of farmers. Agricultural extension that can be realized if supported by the presence of competent trainers. Agricultural extension are expected to have the ability to carry out complex work, on the basis of professional ability specified, including skills to plan, implement activities, solve problems with responsibilities independently at a certain level, managerial skills and be able to follow the development, knowledge and technologies in the field of expertise .

This study aimed to determine the internal and external factors that affect the performance of agricultural extension worker in the Tenggarong Subdistrict of Kutai Kartanegara District. To achieve the objectives, the method used PRA, FGD, RRA, indepth interview and surveys. This study was held for 3 months (May to July 2017). Abstract Objectives The Ethiopian government designed the SURE program which aims to reduce the prevalence of stunting by improving complementary feeding and dietary diversity as part of its national nutrition program. This study was conducted to test the feasibility of the SURE program before its implementation. Methods A qualitative research design with purposive sampling was employed for this study. A five-day overall SURE program training was provided for 6 health extension workers (HEWs) and 10 agriculture extension workers (AEWs). Trainees completed pre-post knowledge tests. Following their training, two pairs of health and agriculture extension workers jointly conducted household visits in each of three selected kebeles (sub-unit of district) to assess needs and counsel mother-father pairs. They also facilitated women's and men's group dialogues to reinforce messages in gender-specific peer groups. Research assistants and investigators observed 12 joint household visits. To further assess the program, 24 semi-structured interviews with extension workers and mother-father pairs and 6 focus group discussions with men's and women's groups were conducted. Data were analyzed using Nvivo version 11. Results Health and agriculture extension workers gained demonstrable knowledge about infant and young child feeding and nutrition-sensitive agricultural practices following their training, but they largely failed to apply the 3A's counselling process (assess, analyze and act) and delivered inconsistent messages during the counselling visits based on observation. However, they felt that they can realistically continue to work together. Pairs of mothers and fathers visited were supportive of the joint HEWs and AEWs visits. Focus group discussants from women's groups reported that segregating the group discussions by gender was helpful to ensure their participation and expression of ideas. Conclusions The SURE training provided to HEWs and AEWs resulted in knowledge retention. The integrated service delivery model of the SURE program is well-accepted by both extension workers and mother-father pairs. Further support to build counselling skills will be needed to improve program processes and the quality of services. Funding Sources Childrens' Investment Fund Foundation (UK) funded this research. The final product of an experimental farm includes not only research results and generated knowledge, but also the development of operational activities. Purpose The purpose of this study is to uncover ground truth insights underlying the agriculture crisis from the perspectives of rural farmers in North-East Nigeria. The needs of individual farmers are otherwise not adequately reflected in national or regional economic development strategies. Design/methodology/approach A unique sequential mixed-methods research design was adopted for this study. A grounded theory approach was used for the literature review followed by a consensual qualitative research (CQR) technique. Data were collected through a semi-structured sense-making focus group (FG) held at a field site with agricultural extension workers. The CQR technique included brainstorming, the nominal group technique, open discussions, sense-making and consensual agreement on the most important ideas. The FG sense-making was recorded, and discourse analysis was conducted to develop thematic concept maps using NVivo software. Findings Agriculture crisis ground truth insight themes were consistent with the extant literature but several different issues were also found. Rural farmers in North-East Nigeria have significant challenges with government support in six core areas, namely, farm input quality and dissemination, fair input subsidization, training, market facilitation, corruption and insecurity. Research limitations/implications The target population of this study was rural farmers in Adamawa State, North-East Nigeria. A relatively small sample of 16 agricultural extension workers – very experienced farmers who also act as mentors and are paid incentives by the government for doing so – was used. Practical implications In tackling the agriculture crisis in Nigeria, policymakers will do well to recognize the realities that the rural farmers face and their needs, the government must address the areas highlighted in this study where support for farmers lacks and urgently review the current process of farm inputs dissemination. Originality/value Agriculture crisis problems were explored from the perspectives of rural North-East Nigerian farmers, who have not been previously sampled due to cultural, language, literacy and schedule constraints. The extension workers were better able to communicate agriculture crisis insights in modern economic planning terminology because they are well-educated farmers, knowledgeable about the problems due to their field experience and because they have more flexible work schedules. A unique sequential mixed-methods constructivist research design was used with an embedded CQR technique, which would be of interest to scholars and research institutions.

The Babinsa-TNI assistance in implementing the UPSUS program has a significant effect on increasing production and technical efficiency of rice production. The assistance of agricultural extension worker also has a positive effect on increasing production and technical efficiency of rice production.

This research aim to know 1) the implementation of UPSUS PAJALE program in Yogyakarta Special District; 2) the perception rate of program adviser to implementation of UPSUS PAJALE program; and 3) the factors which affect to the perception of program adviser. The research used descriptive method. The sampling of location was chosen purposively, while the sampling of program adviser was taken by simple random sampling and total sample is 40 respondents. The data were analyzed with proportion test and multiple linier regression. The research results showed that the rate of program adviser perception to implementation UPSUS PAJALE program was in good category. Knowledge of program adviser positively affect to the perception. Factors that did not significantly influence to perception of program adviser were experience, motivation to work in agriculture, interaction with farmers, interaction with agricultural extention worker, and interaction with BABINSA (TNI).

SummaryThis review gives a historical perspective of the development of Farming Systems Research (FSR) in India over the past 60 years, as India changed from a traditional, subsistence oriented agriculture to one based on science and technology. The first period relates to the years 1930–50, when the Government of India created the Indian Council of Agricultural Research (ICAR) and initiated research on dryland agriculture.The second period relates to the development of coordinated agronomic trials and simple fertilizer experiments on farmers' fields during the years 1950–65. This development was a forerunner of networks of coordinated applied agronomic research relevant to farmers' cropping systems and adaptive research with farmers' participation. The development of a soil conservation research network in the same period strengthened research on the natural resource base countrywide. The third period started with the reorganization of ICAR, the establishment of State Agricultural Universities and the introduction of coordinated research programmes on high-yielding varieties (HYVs). At the same time the coordinated dryland agricultural research programmes, and subsequently the Central Research Institute for Dryland Agriculture (CRIDA), were established, leading to the development of a national system of FSR for rainfed agriculture.The fourth period of FSR started with the establishment in 1972 of ICRISAT, an international agricultural research centre that accepted FSR as its mandate and developed the concept of integrating the management technologies for various components of climate, soil, water and crops with a farmers' perspective. ICRISAT's work was complementary to that of CRIDA and helped to bring about conceptual changes in Indian FSR through research aimed at understanding principles and processes of semi-arid tropical (SAT) farming systems. Following this, mechanisms for strengthening on-farm research were emphasized so as to provide stronger linkages between researchers, extension workers and farmers.Today, FSR with a farmers' perspective occupies pride of place in India's agricultural research agenda. The Southeastern Fresh Produce Food Safety Training Program has been training extension agents across the southeastern U.S. since 2000. This program has utilized a variety of methods including group case study to enhance learning and promote team work. Multistate trainings have fostered collaboration between states and institutions. One goal of the program was to produce a method for agents to provide training that was repeatable and easy to implement. As a result, two videos were produced for use in training field and packinghouse workers. These videos were an English language good agricultural practices (GAPs) video entitled Bridging the GAPs: From the Farm to the Table and a Spanish language hand-washing video entitled ¡Lave sus Manos: Por Los Niños! This program has been very effective, but has faced challenges due to language barriers. Many field and packinghouse crews were mixed in terms of language with some crew members speaking only English while others spoke only Spanish. As a result, Spanish speakers were unable to access the information in the good agricultural practices video while English speakers were unable to access information in the hand-washing video. The solution was to produce a bilingual training aid that included both sets of information and has been compiled into a DVD containing the footage of both of the original videos in both languages. For the Spanish version of the GAPs video and the English of the hand-washing video, the audio of the video's original language was left at a low sound level and the audio of the alternate language was added. These DVDs are currently being distributed to extension programs in all of the cooperating states with the aim of reaching growers who want to start a food safety plan.

Since 1998, the central government has focused its attention on social security. Among other things, it has created a ministry for social security, pressed for the extension of health and unemployment insurance to larger numbers of the urban working population, and increased spending. Does this mean that the party-state is rebuilding the eroded urban social security system and re-asserting its role in ensuring collective provision? Do recent initiatives repair or damage the interests of urban workers? This article examines these questions through a study of urban health insurance reform. It argues the state has taken over from work units the responsibility for health insurance, that collectivism has been partially preserved through redistributory “risk-pooling” systems, and that the party-state is moving away from its traditional state enterprise-centred working-class base and widening participation to include workers in the private and rural industrial sectors. However, continued prioritization of economic growth means that the party-state's role is limited, while collectivist provision is restricted to the non-agricultural working population. In practice, government officials and workers in successful state enterprises are still the most likely to be insured.

Fruit production in the Southern region has declined in the last several decades. Further, although certified organic fruit production has increased significantly in other regions of the US in the past decade, there has been very little growth of that industry in this region. It is presumed that the lack of production is based upon the lack of research, out-reach, and science-based information available to growers which make organic production possible. Based on planning grant funding from the Southern IPM Center program and the Sustainable Agriculture Research and Education program a Southern Organic Fruit Working Group is being formed. The projects are collaborative efforts of horticulturists, entomologists, plant pathologists, soil scientists, and agricultural economists in Arkansas, Georgia, Kentucky, North Carolina, South Carolina, and Tennessee. In each state, a coordinator is hosting stake-holder focus groups of producers, marketers, processors, extension workers, consultants, organic certifiers, etc. The purpose of focus group meetings is to identify challenges and opportunities in production and marketing organic fruit, especially apples, blackberries, blueberries, and peaches, in the Southern Region. Coordinators are combining findings from state focus group meetings to establish priorities for research and outreach to support organic production, and will work collaborative to addresses those priorities. Because of the similarity in climate, geography and demographics of growers and markets among the states of the region, this is a project best addressed as a regionally collaborative effort.

The motivation of agricultural instructors can be influenced by driving factors, inhibiting factors, external factors, and instructor competency factors. This study aims to analyze the factors of work motivation in the industrial revolution 4.0 era. The research chose Batu City, Malang City, and Malang Regency as study areas. The population is all extension workers who have civil servant status, whether the skilled or expert level in the study area, as many as 149 instructors. Determination of the sample using the Slovin formula with a confidence level of 10% which resulted in 98 respondents and was selected by purposive sampling. Primary data collection in the form of a survey for respondents who produced interval data on a Likert scale. Achievement analysis supports the path analysis supported by the SPSS Version 21 application in completing its statistical calculations. The study found that the driving factors and inhibiting factors did not directly influence the motivation of the instructor. While external factors and competency factors have a direct influence on instructor motivation.

Abstract Most countries lack effective policies to manage climate risks, despite growing concerns with climate change. The authors analyzed the policy evolution from a disaster management to a risk management approach, using as a case study four agricultural droughts that impacted Uruguay’s livestock sector in the last three decades. A transdisciplinary team of researchers, extension workers, and policy makers agreed on a common conceptual framework for the interpretation of past droughts and policies. The evidence presented shows that the set of actions implemented at different levels when facing droughts were mainly reactive in the past but later evolved to a more integral risk management approach. A greater interinstitutional integration and a decreasing gap between science and policy were identified during the period of study. Social and political learning enabled a vision of proactive management and promoted effective adaptive measures. While the government of Uruguay explicitly incorporated the issue of adaptation to climate change into its agenda, research institutions also fostered the creation of interdisciplinary study groups on this topic, resulting in new stages of learning. The recent changes in public policies, institutional governance, and academic research have contributed to enhance the adaptive capacity of the agricultural sector to climate variability, and in particular to drought. This study confirms the relevance of and need to work within a transdisciplinary framework to effectively address the different social learning dimensions, particularly those concerning the adaptation to global change.

This paper examines Mexico City’s meat supply system from the 1850s to 1967. During this period, whereas some urban centers in the Americas replaced traditional provisioning methods – abattoir system – with meatpacking companies, Mexico City continued to rely on the municipal monopoly to provide meat for the masses. This study focuses on the role that ranchers, cattle purveyors (introductores), and slaughterhouse (rastro) workers, alongside city officials, played in this process. It shows how these actors evolved accommodating to any authority in power, regardless of ideology. As interest groups, introductores, workers, and ranchers not only delivered a service to city dwellers but with varying degrees of influence, they also provided essential political support to governments. For their part, city officials protected these associations as a means of managing supplies and in the name of public order. Such a mutually beneficial relationship allowed both (interest groups and the municipality) to resist meatpacking conglomerates well into the twentieth century. The work underscores that although at occasions these arrangements facilitated meat provision, in others, they hindered the extension of animal proteins to the working poor – one of the main goals of post-revolutionary Mexico.

Research, largely from an Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) project to demonstrate the value of such increased understanding, is presented in this issue of the journal. Key lessons from this research are as follows: 1.Statistical methods of analysis of historical climate data that are relevant to agriculture need not be complex. The most critical point is to describe the climate in terms of events of direct relevance to farming (such as the date of the start of a rainy season) rather than simple standard measures (such as annual total rainfall).2.Analysis requires access to relevant data, tools and expertise. Daily climate data, both current and historical, are primarily the responsibility of national meteorological services (NMS). Accessing such data, particularly daily data, is not always easy. Including staff from the NMS as research partners, not just data providers, can reduce this problem.3.Farmers’ perceptions of climate variation, risk and change are complex. They are keenly aware of variability, but there is evidence that they over-estimate risks of negative impacts and thereby fail to make use of good conditions when they occur. There is also evidence that multiple causes of changes are confounded, so farmers who observe decreasing crop production may not be distinguishing between rainfall change and declining soil fertility or other conditions. Hence any project working with farmers’ coping and adaptation to climate must also have access to analyses of observed climate data from nearby recording stations.4.Mechanisms for reducing and coping with risks are exemplified in pastoral systems that exist in the most variable environments. New approaches to risk transfer, such as index-based insurance, show potential for positive impact.5.Skilful seasonal forecasts, which give a better indication of the coming season than a simple average, would help farmers take decisions for the coming cropping season. Increasing meteorological knowledge shows that such forecasting is possible for parts of Africa. There are institutional barriers to farmers accessing and using the forecast information. Furthermore, the skill of the forecasts is currently limited so that there are maybe still only a few rational choices for a farmer to make on the basis of a forecast.With the justified current interest in climate and agriculture, all stakeholders including researchers, data providers, policy developers and extension workers will need to work together to ensure that interventions are based on a correct interpretation of a valid analysis of relevant data.

The purpose of the Community Partnership Program (PKM) program this time were to provided skills to the Tanah Adat and Ngangang Baku livestock groups in Manuju District, Gowa Regency, South Sulawesi Province. The disseminated technology, among others, utilizes bran ammonia as a high protein feed source for poultry, and the manufacture of silage technique feed by utilizing agricultural waste. The Tanah Adat and Ngangang Baku farmer groups are farmers' farmer groups which each member of the farmer group maintains poultry in addition to having large livestock. The problem faced by partners is that the maintenance system is still extensive, the low production is due to the problem of availability of feed with quality that is in line with the needs of livestock, the partners have not been able to utilize local natural resources as feed ingredients. The solutions offered include fulfilling the nutritional needs of livestock by utilizing local resources through the introduction of simple feed processing technology so that farmers can make their own feed and are not dependent on concentrate feed or only use feed without processing. Through this activity, it is expected that farmers and agricultural extension workers will work together to learn to utilize the available local resources into high-yield food. Methods of conducting socialization, training and demonstrations for members of farmer groups as well as mentoring to monitor the development and productivity of post-activity livestock. The results obtained by tabulating the questionnaire given showed that almost all members of the breeders group did not recognize alternative high protein sources and silage techniques. Farmer groups want guidance on an ongoing basis, given the lack of knowledge of breeders and the introduction of technology. Overall the results obtained were very positive responses and active participation from members of the livestock group.

O referencial teórico marxista é usado neste artigo para demonstrar o potencial das vilas e dos povoados da Amazônia em reverter a ordem atual da relação sociedade e natureza em favor de uma nova ordem que não perpetue a ‘falha metabólica’ devida ao irracionalismo do mercado, em detrimento da natureza. Um olhar diferenciado da extensão universitária para as comunidades tradicionais, agrárias e extrativas, é necessário, porque, periféricas ao fetiche do mercado, potencializam o estabelecimento de um novo marco de mediação com a natureza e os seus recursos. Colares, no estado do Pará, é um município que teve os seus recursos naturais quase todos exauridos, mas que ainda apresenta um forte contingente populacional vivendo no agrário-extrativista. Práxis de ruptura são exercidas pelos trabalhadores e moradores das vilas e povoados ribeirinhos de Colares com a finalidade de, segundo a teoria de Marx, corrigir a ‘falha metabólica’ resultante das relações entre trabalho e natureza, sob o controle do capital e do mercado. A experiência de extensão universitária aqui relatada levou à constatação da criação do frango ‘caipira’ como uma ação coletiva catalisadora dos meios necessários à transformação na ordem sociometabólica do capital. Essa nova ordem exige transferência do poder decisório dos intermediários da produção para as mãos dos trabalhadores, diretamente. Transformation of capital's social metabolic order: theory and extensionist praxis in agricultural communities in the municipality of Colares, Pará, Eastern Amazon Abstract: The Marxist theory is used in this article as a means to demonstrate the existing potential within Amazonian villages and settlements to revert the current relationship between society and nature in favor of a new order that does not perpetuate the ‘metabolic failure’ as a result of the irrationalism of market to the detriment of nature. A different perspective from university extension regarding traditional agrarian and extractive communities is necessary once, on the periphery of market fetishes, these communities can establish a new framework of mediation with nature and its available resources. Colares, State of Pará, is a municipality in which the natural resources are nearly completely exhausted, however, its population still presents a great contingent living in agrarian and extractive activities. According to Marx's theory, the praxis of rupture is exercised by the riverine workers and villagers of Colares aiming at correct the ‘metabolic failure’ resulting from the relationship between work and nature, which is under the control of capital and market. The university extension experience reported in this article describes the cage free chicken farming (‘caipira’ chicken) as a new direction for a collective action able to catalyze the necessary means for the transformation of the capital’s social-metabolic order. This new order demands transferring the decision-making power from the intermediaries of production directly to the hands of the workers. Transformación en la orden metabólica social del capital: la teoría y la praxis de extensión en comunidades agrarias en el municipio de Colares, Pará, Amazonía Oriental Resumen: Se utiliza el marco teórico marxista en este artículo para demonstrar el potencial de las villas y pueblos en Amazonia para invertir el orden actual de la relación entre la sociedad y la naturaleza a favor de un nuevo orden que no perpetúe la ‘brecha metabólica’ debida a la irracionalidad del mercado en perjuicio de la naturaleza. Un inquirir diferenciado de la extensión universitaria hacia las comunidades tradicionales agrarias y extractivas es necesario porque, periféricas a los mercados, potencian el establecimiento de un nuevo marco de la mediación con la naturaleza y sus recursos. Colares, estado de Pará, Brasil, es un municipio que tuvo sus recursos naturales casi agotados, pero todavía tiene un fuerte contingente de población que vive del trabajo agrario-extractivo. Praxis de ruptura son ejercidas por los trabajadores y habitantes de las villas y pueblos ribereños de Colares, con el fin de, según la teoría de Marx, corregir la ‘brecha metabólica’ resultante de las relaciones entre el trabajo y la naturaleza, bajo el control del capital y del mercado. La experiencia de la extensión universitaria relatada en este artículo llevó a la constatación de la crianza de pollo orgánico, o criado al estilo rústico, como una acción colectiva catalizadora de los medios necesarios a la transformación en el orden social metabólico del capital. Initial surveys at the research site showed only 15% of Agricultural Extension Centers (BPP) adopted Cyber Extension. Information regarding the overall adoption of PPL is not yet clearly known. The study of adoption and the factors that influence the adoption of PPL is very important known. Therefore, the purpose of this study is to analyze the influence among cyber extension adoption variables within the framework of the Technology Acceptance Model (TAM) model. This research is classified as explanatory research with quantitative approach. Sampling technique using simple random sampling that was number of 140 people PPL Civil Servants and THL. The influence test between variables (hypothetical test) is conducted with t-test with a confidence level of 95% (α = 0.05). The results showed there were 8 accepted hypotheses (significant effect) and 2 rejected hypotheses (insignificant effect).

This study aims to analyze the relationship of knowledge, attitudes, skills, and characteristics with the motivation and performance of agricultural extension workers after implementing Law No. 16 of 2006. The research location was determined purposively. Sampling uses the stratified quota method. The data collection method is direct and in-depth interviews, observation and documentation. The results of the study showed that the average motivation and performance of agricultural extension workers were in the medium category. Knowledge, attitudes, characteristics, and skills of agricultural extension workers in Tabanan Regency proved to have a significant positive effect on instructor motivation and performance. Knowledge, attitudes, and skills of agricultural extension workers in Gianyar Regency proved to have a real positive effect on motivation and performance. The motivation and performance of extension agents in Gianyar and Tabanan Districts are mostly in the moderate category. The motivation of agricultural instructors in Tabanan has a very significant positive effect on the performance of extension agents, while the motivation of agricultural extension agents in Gianyar Regency has a significantly positive relationship to performance.

Since from the first effort of extension service, Training and visit, Integrated Rural Development Approach, Tuki Approach, Farming System Research and Extension Approach, Block Production Program were the approaches used in the past. Conventional Educational Approach, Pocket Package Approach, Projectization Approach, Farmers Group Approach, Farmers Field School Approach, Partnership Approach are the approaches being followed presently in agricultural extension in Nepal. The extension efforts in the country are guided by the National Agricultural Extension Strategy. Department of agriculture under ministry of agricultural development is responsible for providing public extension service via District Agriculture Development Office (DADO), Agriculture Service Centre, Contact Centre, Model Agriculture Service Centre and Community Agriculture Service Centre at the farmers level. Farmers Group and cooperatives, International and National Nongovernmental organizations, Community Based Organizations and few private entities are providing the private extension services. major issues found in public extension systems are lack of motivation among the rural youths, farmers; natural resource degradation and climate change and sustainability issues; inadequate number of the extension workers and their qualification and skills; inadequate infrastructure and capacity for use of ICTs among the ground level extension workers; lack of monitoring and assessment of impact of extension activities in rural farmers; low level of need based extension coverage particularly for small farmers; ineffective and weak linkages between stakeholders at different levels; low level of education of farmers; insufficient budget and investment for extension activities; domination of supply driven approaches rather than demand driven; inadequate extension services in parts of value addition and market exposure.

The performance of THL-BPP extension workers from the counselling preparation, implementation, counselling to the evaluation and reporting was very high in which the extension workers of THL-BPP carried out all the duty very well. The training had a significant level of 0.000 < 0.05 so that it fulfilled the condition to be the supporting variable of extension workers performance. It means that if the performance of THL-TBPP extension workers in West Sumatera increases, then it is caused by one of the training done. The agricultural extension management training has given a positive impact on the improvement of THL-TBPP extension workers performance in West Sumatera. The motivation had a significance level of 0.004 < 0.05 so that it has fulfilled the condition to be the supporting variable of extension workers performance as well. The high motivation for extension workers will increase the performance of THL-TBPP extension workers in West Sumatera.

The extension workers’ motivation of THL-TBPP regarding the needs of achievement and affiliation was very high, whilst the motivation over the authority was medium-worth. The performance of THL-BPP extension workers from the counselling preparation, implementation, counselling to the evaluation and reporting was very high in which the extension workers of THL-BPP carried out all the duty very well. The training had a significant level of 0.000 < 0.05 so that it fulfilled the condition to be the supporting variable of extension workers performance. It means that if the performance of THL-TBPP extension workers in West Sumatera increases, then it is caused by one of the training done. The agricultural extension management training has given a positive impact on the improvement of THL-TBPP extension workers performance in West Sumatera. The motivation had a significance level of 0.004 < 0.05 so that it has fulfilled the condition to be the supporting variable of extension workers performance as well. The high motivation for extension workers will increase the performance of THL-TBPP extension workers in West Sumatera

Abstract:
Cyber extension is a system of agricultural extension information through the internet media to support the provision of extension materials and agricultural information for extension workers. The existence of cyber extension is expected to support the performance of agricultural extension workers. This study aims to describe the implementation of cyber extension, describe the extension worker in the utilization of cyber extension and formulate the improvement efforts of extension worker in cyber extension in Malang Raya area. The research method used a combination of quantitative and qualitative (concurrent mixed method). This study revealed that three regions did not have administrator or manager of cyber extension. In addition, the results of descriptive analysis showed that the performance of agricultural extension-based cyber extension in Malang Raya region is still very low. Several efforts that can be taken by the government are to facilitate the technical implementation unit of extension with cyber extension equipment, the provision of financing budget and the socialization of cyber extension utilization to the extension worker.JEL Classification: D80, Q16, Q18
