ABSTRACT This paper examines Mihail Manoilescu’s Theory of Protectionism. Its main point was the defense of a permanent or general protection of high productivity sectors, contrasting with List’s temporary protection of infant industries. Manoilescu’s reasoning goes into a contradiction. He argued that the productivity of agriculture and the productivity of industry would equalize in the long-term. The article presents the study results of the world trade stagnation issues associated with the WTO systemic crisis. The aim of the article is to summarize the main reasons for the world trade system disintegration and to identify feasible directions for the world economic order transformation. The G20 trade-restricting measures were analyzed based on the statistical databases of the WTO and the non-governmental organization Global Trade Alert (GTA). Protectionism is found to be the most significant cause of distortion in the international wheat market. In some cases, however, in particular the US Export Enhancement Program, it appears to be counter-distortionary i.e. redressing distortions on trade patterns caused by other protectionist policies. Also, the effects of including in the model countries additional to those in the basic model are analysed, and a comparison with the international soya market is made.

‘Agricultural products and trade’ considers what the agricultural industry as a whole produces, and the working of the local and international markets into which its output is sold, including the effects of demand and supply. The two biggest categories of farm product are food and livestock feed for farm and companion animals, but other important products include plant and animal fibres, fuels, and pharmaceuticals. Farmers are also responsible for providing a range of ‘ecosystem services’. Some food products can be grown and processed on site, but the bulk of the world’s agricultural output needs further processing with entire industries having developed to process cereals, milk, and meat.

Abstract:
The chapter examines the practices of state support of agricultural production in various emerging economies in comparison with selected OECD countries. The aim of the research is to discover how agricultural protectionism and support of domestic farmers affect the level of food security on the emerging markets in the conditions of expanding globalization and liberalization of trade in food. The authors focus on the evaluation of the best practices of state support and discovery of opportunities of their utilization on the emerging markets. Content and mechanisms of state regulation are examined based on the data and evaluation methods obtained from the Organization for Economic Cooperation and Development (OECD). The authors find out that the system of state regulation is one of the key determinants of achieving food security in the conditions of turbulent emerging markets. Both the volume and priority directions of state support of agriculture are determined by financial capacities of emerging economies and current goals of their agrarian policies.

The purpose of the present chapter is to analyse general equilibrium effects of different trade liberalization policies for India under imperfectly competitive market structure. Since present day world trade is much akin towards the increasing returns to scale and market structure oriented industry behaviour, we have considered monopolistically competitive market structure for our analysis. Computable General Equilibrium (CGE) modelling has been applied as it seems to be relevant methodology for policy simulation. Consumer's love for variety and increasing returns to scale present in the sectors involving large fixed costs, are strong determinants of consumer's as well as producer's business confidence. Our study reveals that increased welfare gain due to trade and openness is not much larger as compared to standard perfect competition scenario as the scale economy benefit is predominant only in few sectors like capital goods industries and not prominently visible in large agricultural and informal manufacturing sectors.

This chapter looks specifically at the impact of the ACP agriculture trade agreements on issues of food production, food security and poverty and how they relate in some ways to each other. It is divided into four distinct but inter-related sections. First, poverty in the ACP regions is briefly described. Secondly, the importance of agriculture, particularly the role of small farming systems to economic growth, employment, food production, food security and poverty reduction in the ACP countries is examined. Thirdly, the impact of the acceleration of trade liberalization and agriculture protectionism on ACP countries is reviewed and analyzed. Here, the trade arrangements and networks in the three ACP regions are described and include international, regional and local agricultural trade and market agreements. Further, the paradoxes and dilemmas that emerge are interrogated and their outcomes discussed. Particular attention is paid to small producers and women. The fourth and final section of the chapter concludes that while the impact of agriculture trade liberalization remains a mixed bag of positive and negative possibilities, one thing that is clear is that while trade liberalization is promoted as a cure for food security and world poverty, the jury is still out on whether it has helped or hindered this endeavour. Trade policies and arrangements do substantially change the lives of people in developing countries, but in very complex ways. Recommendations are made to support the South-South initiatives of the ACP and others as well as enhance regional and domestic agriculture production and trade policies. The author, however, warns that agriculture and trade policies must be linked closer to food security and the healthy diets of local populations.
