Abstract:
Study of indigenous knowledge has been a challenge, as it demands cross-cultural and inter-disciplinary understanding. Of late, contribution of IK to conservation of resources and solution science has been realised by academia and policy-makers, which is expanding the frontiers of knowledge use for innovation. Interface between science and indigenous knowledge system (IKS) is increasingly observed in the field of agriculture, simultaneously putting emphasis on knowledge transformation at institutional level. With this central argument, the paper discusses essentialities of IK as socio-cultural base of agricultural innovation. Indigenous knowledge’s engagement with innovation reflects the nature of preservation of IK within the discourse of technology transfer. Findings of the study suggest that empowerment of agricultural extension units is essential for preservation of knowledge and to facilitate reproduction of appropriate knowledge.

Abstract:
The transmission of agricultural messages such as innovation in agricultural settings requires good planning from a strategic communication viewpoint. Moreover, there has been a call from various quarters that demand a holistic approach to solve this miscommunication issue. Thus, this study aims to understand the experiences of senior officers who are in charge of managing transmission of agricultural knowledge and training in various agriculturally based organisations. In-depth interviews were conducted with experts representing local and federal research-based and execution agencies. The data were analysed thematically. The interview protocol was developed from a literature review and tested on an expert who was also in the field of agriculture. The findings indicate that the bureaucracy system negates transfer of technology to the recipients, while communal culture presents as stimuli for successful diffusion of innovation. Thus, balancing bureaucracy and communal values offers a positive impact on the transfer of new technology to the recipients. The results offer a new understanding on the complexity of transfer of innovation knowledge and practices in terms of planning and implementing phases faced by the officers. To add, within the context of the study, top-down and bottom-up communication strategies need to be realigned to ensure the sustainability of effective innovation transfer in Malaysia. Future research could address the different scope of communication aspects in these organisations and extend our in-depth interview approach to various officers at national and regional levels. Abstract:
The task of creating a single supranational payment market is to ensure its maximum independence, which correlates with the tasks of the competitive leading economic development of countries - the transition to a digital technological structure. To increase the efficiency of the generation of payment innovations with their subsequent diffusion into the agricultural sector, to strengthen the economy’s resistance to risks, a transfer of innovative institutional, organizational and informational forms of activity is necessary. The strategy of integration of payment markets of interstate economic associations in time and space should be based on the consolidation and symbiosis of innovative technology platforms of sovereign payment systems of the participating countries. For this, a conceptual model of a supranational transfer of digital innovations to the agricultural sector through the transmission mechanisms of payment systems is proposed. The model characterizes the mega-economic system, which provides for the heterarchical and hierarchical interaction of payment systems of donor countries and recipient countries in the framework of economic associations, in which the transfer of forms of innovative development to the agricultural sector is carried out. Digital innovations are transferred to the subjects of the agricultural market horizontally and vertically. The transfer of digital innovation occurs through institutional, organizational and informational communications with the parallel creation of structures for the subsequent evolution of the model.

Israel has established itself as a global leader in smart agriculture, leveraging technological innovation to enhance agricultural efficiency and sustainability. This study examines Israel’s contributions to smart agriculture and its mechanisms for technology transfer, with a particular focus on its cooperation with China. The topicality of this research lies in the growing global demand for sustainable agricultural solutions, driven by climate change, resource scarcity, and food security challenges. Israel’s expertise in precision farming, drip irrigation, agri-biotechnology, and water resource management has made it a key partner in international agricultural development, with China serving as a prominent recipient of its technological innovations. The purpose of this study is to analyse the mechanisms and effectiveness of Israel’s agro-technology transfer, assessing its impact on China’s agricultural sector and its replicability in other national contexts. The research explores the role of public-private partnerships, government policies, innovation hubs, and financial protocols in facilitating international technology transfer. This study employs a mixed-methods approach, combining case study analysis, policy reviews, expert interviews, and on-site observations. Primary data was gathered through fieldwork at China-Israel Technology Transfer Centres, interviews with local agricultural stakeholders, and reviews of bilateral agreements. Secondary data includes government reports, legislative documents, and academic literature on technology transfer and smart agriculture. The findings indicate that Israel’s structured, government-backed approach to technology transfer has led to successful adaptation and implementation of its agro-technologies in China. The China-Israel cooperation serves as a model for other nations, demonstrating the importance of strategic frameworks, knowledge-sharing platforms, and capacity-building programs in agricultural modernisation. However, challenges remain, including bureaucratic barriers, differences in regulatory frameworks, and the need for localised adaptations. This study concludes that Israel’s technology transfer model represents a scalable and effective strategy for addressing global agricultural challenges. Strengthening international cooperation, fostering innovation-driven policies, and enhancing financial support for technology adoption are key recommendations for advancing global sustainable agriculture.

The adoption and innovation of agricultural processing technology play a vital role in ensuring food security, sustainability, and competitiveness in the agricultural sector. This research presents a comprehensive bibliometric analysis of academic literature on agricultural processing technology adoption and innovation from a global perspective. The study aims to identify key research trends, influential authors, major research themes, and emerging areas of interest in this domain. The dataset was collected from reputable scholarly databases, and VOSviewer analysis was used to visualize co-authorship networks, keyword clusters, and citation impact maps. The results revealed seven distinct clusters of research themes, including agricultural enterprise and innovation policy, market competitiveness, quality of food processing technology, technology innovation for rural development, sustainable development, technology transfer, big data in agriculture, and agribusiness and innovation technology. Moreover, ten highly cited research papers were identified, signifying their significant impact on the field. The findings offer valuable insights for policymakers, researchers, and industry stakeholders to enhance agricultural productivity, promote sustainable practices, and foster technology-driven innovations for a resilient global food system.

Abstract:
Technology transfer requires cooperation between stakeholders, intellectual property issues, and risk management to implement innovations in production successfully. This necessitates the improvement of the technology transfer model. The introduction of innovations is a critical factor in the post-war recovery and development of the agricultural sector, a strategic branch of Ukraine's economy. The article aims to determine the main components of the technology transfer model, considering the requirements of EU directives on innovation and technology transfer. The level of Ukraine's involvement in European initiatives and programs regarding the creation and implementation of innovations and the protection of intellectual property was assessed. Based on EU legislation and directives analysis, measures to improve the technology transfer model have been identified. These measures aim to create an effective infrastructure and a favourable environment for the transfer of technologies that consider European integration requirements and contribute to increasing the competitiveness and sustainable development of Ukraine as a European state. The steps that must be taken to ensure compliance of Ukrainian national standards and technical regulations with EU standards have been determined. The main principles and directives that regulate the transfer of technologies in the EU were disclosed. To the requirements of the EU's Common Agricultural Policy and the F2F strategy, the technology transfer model in the agricultural sector should cover several features of agricultural production. The article presents three main components of effectively constructing a technology transfer model in the Ukrainian agricultural sector. The study results indicate that technology transfer requires the cooperation of various stakeholders, the resolution of intellectual property issues, and risk management to implement innovations in production successfully.

The article considers the concept of “transfer of innovations”, taking into account the specifics of the Russian agricultural sector and its basic structural elements. Its stages are highlighted, starting from the technology audit and ending with signing a contract and selling the technology to an interested partner. The reasons for the slow pace of transfer of innovative agricultural technologies and their impact on the effectiveness of the agricultural sector are explored. Promising technology transfer mechanisms in the agriculture are examined, considering their importance for this sector of the Russian economy. The author’s approach to systematization of the main areas for improving the transfer of innovative technologies in the agricultural sector in the country’s regions is offered and their importance to the regional economy is emphasized. The sources of the synergies occurring during the transfer of innovative technologies are identified and further promising research trends in this field are determined.

This paper aims to describe how the conception of innovation develops in the realm of science, as well as how the concept is implementing in IAARD, especiallyin relation to the down streaming of innovation inAgricultural Technology Assessment and Development (AIATs). The study investigated that agricultural technology transfer methods and adaptability of rural farmers in Ikwerre Local Government Area of Rivers State. The sample size used for the study was 120 rural farmers. Cluster random sampling was used to select ten (10) rural women farmers from 12communities of Ikwerre Local Government Area. Two instruments for data collection were used in the study. One was “Agricultural technology transfer methods questionnaire”. The second research instrument was “Farmers Adaptability to Agricultural Technology Questionnaire”. The study found that farmer-to-farmer method and household method of transferring agricultural technologies have strongest and significant relationship with farmers’ adaptability to new technological innovations than other methods. It was recommended that government should provide adequate fund for extension workers basically for encouraging household, farmer-to-farmer method in transferring agricultural innovation.

This study focuses on the evaluation of the transfer of innovation by taking the example of the ‘Innovation Platform’ (IP) called “Champs d’innovation”, a project initiated by the Normandy region, France. The study focuses mainly on the modalities of innovation transfer and the complementarities between the different interfaces for the transfer of innovative solutions in the agricultural world. The first results of the study highlight the determinants of the transfer of innovative solutions. Furthermore, from an empirical point of view, the study provides a better understanding of innovation systems in general and in agriculture in particular, and more specifically of the different facets of innovation transfer and the measurement of the transferability of innovative solutions between different stakeholders.

<p><strong>English<br /></strong>The slow process of technology transfer, which is suitable to the bio-physic and social economic of its intended users, has been realized as a serious impediment in the acceleration of agricultural development. In this decentralization era, the agricultural innovation transfer system becomes more complex that needs an adjustment to the changing strategic environment, which is specific to each respective regional area. The initiation of the Agency for Agricultural Research and Development in the establishment of the Assessment Institute for Agricultural Technology (AIAT) at the provincial level in 1994 intended to decentralize agricultural research and development. However after seven years of the AIAT establishment, the availability of specific agro-ecosystem technologies at the field level is still limited. The centralistic approach in the implementation of agricultural development in the last three decades and the weak linkage among institutions dealing with agricultural innovation transfer are considered to be the main impediments for an effective agricultural innovation transfer system. The implementation of decentralization policy in early 2001 has resulted in several fundamental changes in the organizational structure and management of government institutions dealing with agricultural innovation transfer. These changes have increased the ineffectiveness of extension organization and personnel. For this reason, deliberate efforts to strengthen the linkage among institutions that have extension function and the revitalization of extension organization and personnel, are badly needed, especially at the district level. The implementation of decentralization in agricultural development, including in agricultural innovation transfer, needs appropriate preparation and deliberate efforts from regional (provincial and district) administrators and central bureaucracies, whereas mutual support and reinforcement toward each other are the prerequisite to decentralization success. The purpose of this study was to identify the performance of agricultural innovation transfer system in the early implementation stage of the decentralization policy.</p><p> </p><p><strong>Indonesian<br /></strong>Proses alih inovasi pertanian yang sesuai dengan kondisi bio-fisik, sosial ekonomi petani dan budaya setempat yang masih berjalan lambat telah lama di sadari sebagai hambatan dalam upaya akselerasi pembangunan pertanian. Pada era desentralisasi, sistem alih inovasi pertanian menjadi lebih komplek dan perlu pendekatan yang disesuaikan dengan lingkungan strategis yang ada dan sangat bervariasi antar provinsi dan kabupaten. Pembentukan Balai Pengkajian Teknologi Pertanian di tingkat regional/ provinsi pada tahun 1994 merupakan realisasi kebijaksanaan desentralisasi/regionalisasi dan penelitian pengembangan pertanian yang diinisiasi oleh Badan Penelitian dan Pengembangan Pertanian. Walaupun demikian, setelah lebih dari tujuh tahun didirikannya BPTP, ternyata ketersediaan teknologi tepat guna spesifik agroekosistem yang sesuai dengan kebutuhan petani masih terbatas. Lemahnya keterkaitan antarv berbagai lembaga yang mengemban fungsi alih inovasi pertanian, termasuk kelembagaan tani, serta pendekatan sentralistik di dalam pembangunan pertanian selama lebih dari tiga dekade dianggap sebagai faktor penghambat utama dari efektifitas sistem alih inovasi pertanian. Implementasi kebijaksanaan desentralisasi pada awal tahun 2001 telah mengakibatkan perubahan mendasar dari struktur organisasi dan manajemen institusi pemerintah yang mengemban fungsi penyuluhan pertanian. Perubahan dasar ini telah ,mengakibatkan kinerja dari sebagian besar organisasi dan personal penyuluh pertanian di tingkat provinsi dan kabupaten sangat menurun. Koordinasi yang efektif antar institusi yang mengemban fungsi penyuluhan, dan revitalisasi organisasi dan personal penyuluhan perlu memperoleh perhatian yang serius, terutama dari para penentu kebijaksanaan Pemerintah Daerah Tingkat II. Pada penerapan kebijaksanaan otonomi daera(OTDA) di dalam pembangunan pertanian, termasuk di dalam penyelenggaraan alih inovasi pertanian, diperlukan persiapan yang matang dan komitmen dari para penentu kebijaksanaan serta administrator di tingkat Daerah maupun Pusat. Penerapan kebijaksanaan desentralisasi, termasuk di dalam alih inovasi dan teknologi pertanian, akan berhasil bila ada upaya khusus untuk saling mendukung antar institusi terkait. Tujuan dari pengkajian ini adalah untuk mengidentifikasi kinerja dari sistem alih iovasi pertanian pada awal penerapan kebijaksanaan desentralisasi.</p>

The ability to build and manage a knowledge transfer partnership is one of the most highly demanded skills. Knowledge is widely dispersed, so it should be acquired from the environment. For this purpose, partnerships should be established with different entities. Presumably, the most mature type of partnership is the innovation ecosystem. Hence empirical research was conducted among Poland’s Grupa Azoty (GA) Puławy's consortium members based on an in-depth, partially structured interview, supported by an analysis of several innovation ecosystems of chemical companies. The aim of the research was to assess the phenomenon of open innovations in the GA along with the characteristics of the selection of partners, cooperation strategies and declared resources for jointly implemented projects.

Research on the plant growth promoting microorganisms (PGPM) is increasing strongly due to the biotechnological potential for the agricultural, forestry, and food industry. The benefits of using PGPM in crop production are well proven; however, their incorporation in agricultural management is still limited. Therefore, we wanted to explore the gaps and challenges for the transfer of biotechnological innovations based on PGPM to the agricultural sector. Our systematic review of the state of the art of PGPM research and knowledge transfer takes Chile as an example. Several transfer limiting aspects are identified and discussed. Our two main conclusions are: neither academia nor industry can meet unfounded expectations during technology transfer, but mutually clarifying their needs, capabilities, and limitations is the starting point for successful collaborations; the generation of a collaborative innovation environment, where academia as well as public and private stakeholders (including the local community) take part, is crucial to enhance the acceptance and integration of PGPM on the way to sustainable agriculture.

Abstract The impact of the Covid-19 pandemic is still widespread and needs to be watched out for. In government policies that implement the new normal in several places, agricultural extension workers play a very important strategic role in responding to the pandemic, especially in rural areas. This study aims to analyze the performance strategy of extension workers in assisting farmers during the pandemic in disseminating information on livestock technology innovations. The research was conducted in Barru Regency, with the sub-district location being the sample. Sources of data in this study were collected using surveys/interviews with extension workers, farmers, stakeholders, and in-depth interviews with informants. The results show that the performance strategy that can be taken in improving the performance of the extension worker in the transfer of livestock technology innovation is by increasing the competence of the instructor in the guidance carried out to overcome various problems during the implementation of the extension program and improve innovation, communication and extension methods according to the needs of farmers and support from government agencies. Therefore, it is expected to improve the performance of agricultural extension workers by increasing the extension budget and improving extension facilities and infrastructure so that farmers can adopt agricultural/livestock technology innovations provided by extension workers to increase livestock productivity, increase farmer income and welfare.

At the same time, rapid advances in agricultural research and innovation at the global, regional and national levels, offer unprecedented opportunities, improving performance across the entire agriculture product value chain.Objective:This paper highlights a multi-case study on six emerging economies in Asia and Africa and representative institutions, where opportunities for agricultural-led development are being explored to address pressing global challenges and transform agriculture into a vibrant and competitive sector.Methods:Drawing from secondary data and using a case study approach, this paper provides an overview and benchmarking of agricultural R&D indicators and policies at the country and institutional levels.Results:Findings reveal varying levels of agricultural development and successes of the six countries: Philippines, India, Sri Lanka, Egypt, Uganda, Kenya, in terms of agricultural performance, R&D investments and implementation of policies in managing modern agricultural innovations, intellectual property, technology transfer and public-private sector partnership in research and economic development. The paper presents some best practices and suggested measures that may be useful references for emerging economies and institutions with similar interests and initiatives to integrate agricultural research and technology transfer.Conclusion:Current successes and learning reveal changing and improving capacities in research and technology transfer in selected countries. However, sustaining success will require active policies to govern and promote investment in agricultural research and innovation, strategic partnerships for translating research to practice, and continuous capacity building and human resource development remain to be key ingredients for sustaining such success in addressing local and global problems in agriculture.

Agricultural chambers together with agricultural advisory centers and other entities are part of the European Union Agricultural Knowledge and Innovation System (AKIS). The system consists of a network of entities whose activities are focused on the introduction of new products, technologies, and organizational forms for use in agriculture. The AKIS is also defined as a network of research institutes, advisory centers, agricultural chambers, agricultural schools, and other non-governmental organizations that help farmers to upgrade the innovativeness and competitiveness of their farms and solve agriculture-related problems. In Poland, the activities of self-government in the agricultural sector are specified by the Act on Agricultural Chambers of 14 December 1995. An important research problem is the assessment of the activities of agricultural chambers in terms of the transfer of knowledge and innovations in agriculture in Poland and the determination of their place in the AKIS. This study of the impact of agricultural self-government on the transfer of knowledge and innovations in agriculture was carried out through the analysis of selected agricultural chambers in various regions of Poland taking into account the differences in the average surface area of agricultural land belonging to one farm. The research shows that agricultural chambers’ activities had a substantial impact on the rate of absorption of EU funds under the Rural Development Program in the analyzed regions. The comparison of the effectiveness of the agricultural chambers in Poland with the activities of chambers in the other EU Member States indicates a weak influence of the former on developmental processes in agriculture. Agricultural chambers should actively participate in the formulation of the national agricultural policy, take greater measures to ensure the stability of agricultural income and the flow of information, and be an important partner for farmers in representing their interests.

The purpose of the article is to analyze the factors that determine the need for transformation of agriculture, and the technical and technological opportunities that Agriculture 4.0 opens up to the subjects of agricultural entrepreneurship in terms of increasing production efficiency, ensuring fair distribution of added value along the commodity chain, and optimizing supplies. It is stressed that the transition to Agriculture 4.0 is associated with the problem of financial and physical access of agricultural producers to high-tech equipment, digital economy tools, and knowledge. The need to move from an extractive model of the innovation system to an inclusive one.is revealed. The principle of inclusion can be extrapolated to an economic agent of any level is clarified. The authors draw attention to the fact that the system of state support for agricultural producers in Russia does not meet the needs of accelerated technical and technological development of domestic agriculture. The role of large Russian agricultural structures of the holding type in the development of innovation and innovation transfer is presented. Some alternative schemes of innovation transfer that meet the signs of inclusion and increase the availability of innovative developments for financially vulnerable business entities are described. As a result, the authors develop a matrix of promising sources of investment financing for the enlarged stages of innovative product as well as some recommendations to improve state participation in the development of innovative infrastructure.

The roles of academic institution in technology generation and transfer on cowpea have become a salient aspect of technology transfer process in Nigeria. The study therefore assessed cowpea innovations generated by academic institutions in the University of Ilorin, Nigeria. The study randomly selected 112 respondents from academic staff members in Agricultural Sciences and Engineering Faculties with few students inclusive. Descriptive statistics include: frequency counts and percentages while the inferential statistic was Pearson Product Moment Correlation. The mean annual income of the respondents’ was N2, 578,125. The mean age of respondents was 47.43years. Specilized bagging and improved cowpea varieties (optimal plant population) were the most available cowpea innovations. High cost of innovation was the major constraint limiting generation of innovation. The result of Pearson Product Moment Correlation analysis revealed a significant relationship between selected socio-economic characteristics; age(r= 0.407, p=0.001), years of experience (r=0.352, p=0.006), income (r= 0.443, p=0.000) and level of generation of cowpea innovations. Funding of research by university stakeholders was the greatest challenge militating against technology generation and therefore recommended that the Government should adequately fund academic institution in Nigeria for the uninterrupted generation and subsequently transfer of cowpea technologies to the farmers in order to combat the prevailing treats of food insecurity.

The progress of agricultural technological transfer in accordance with socio-economic conditions has long been recognized as an obstacle in accelerating agricultural development. After two decades of implementing decentralization, Indonesian agricultural technological transfer has become more complex. The purpose of this study is to identify the performance of the agricultural technological transfer after two decades of implementation of the decentralization in Indonesia. The lack of collaboration between the various agriculture institutions, as well as a centralistic approach in agricultural development for more than three decades considered to be the main inhibiting factor of the effectiveness of technological transfer. The implementation of the decentralization policy in early 2001 has affected in changes fundamental of the organizational structure and management of government institutions that carry out extension functions in agriculture. This fundamental change has implications in the performance of most agricultural sector’s organizations and personnel. Developing agricultural sustainable development requires collaboration between local, regional and central levels. In creating decentralized agricultural policy, including the technology transfer and innovation, it will be effective when they have commitment to a mutually support between related institutions. Pentahelix sinergy among stakeholders in local level will be substantial for maintaining long term agricultural sustainable development goals.

Innovation is an important aspect in the nation's competitiveness. Technology transfer is required to bring invention into innovation. However, the implementation technology transfer, especially commercialization technology is still considerably low. This challenge is faced by Indonesian Agency for Agricultural Research and Development (IAARD) to commercialize Indonesian rice varieties. Adoption and interest of Industry in the commercialization of varieties invented by IAARD in 2019 was only 11%. This study aims to build roadmap business strategy for commercialization rice varieties invented by IAARD. The method used in this research was a business model canvas approach, SWOT analysis, and a strategic roadmap. The results showed that there were 11 strategies that can be applied in four approaches , namely a) intensive strategy: expanding and mapping new customer segmentation, optimizing promotion mechanisms and attracting new partners, and strengthening the organizational structure of implementing technology transfer, b) turn-around strategy: adding and increasing HR competence, planning R&D activities by measuring Technology Readiness Level (TRL or TKT), and increasing the capacity of facilities and infrastructure, c) diversification strategy: improving the quality of rice varieties and commercial technology transfer services, pre-licensing, and d) consolidation strategy: building information systems, collaborative alliances with stakeholders, and valuation of intangible assets. The strategies were described in 19 programs mapped on a strategy roadmap of transfer of technology on commercialization rice variety invented by IAARD.

The purpose of the paper is to study the innovative development of the agricultural sector of Ukraine and to develop a mechanism for implementing investment and innovation technologies. Results. The implementation of the mechanism of introduction of investment and innovation technologies in the agricultural sector should become an effective means of ensuring innovative development in all parts of the technological chain of agricultural production. The main task of the mechanism is primarily to ensure the coherent development of all its components – agricultural enterprises on the basis of deepening agro-industrial integration and involvement in the production of the latest advances in science and technology. Thus, the mechanism of introduction of investment and innovation technologies in the agricultural sector should ensure the implementation of a number of tasks: – stimulating scientific developments aimed at creating new technologies and agricultural products; – effective transfer of scientific achievements, knowledge and results of scientific developments into production; – financing of investment and innovation projects on acceptable terms for agricultural enterprises; – fair distribution of results of investment and innovation projects; – deepening agro-industrial integration; – development, examination and support of investment and innovation programs and projects; – education, training and retraining; – formation of investment and innovative way of thinking; – participation of the state and regional authorities in investment and innovation activities of agro-industrial enterprises. Shows the innovative position of Ukraine in international ratings. The state regulation of innovations through the analysis of the dynamics and efficiency of expenditures on agricultural science is investigated. Scientific novelty. The definition of state regulation of agricultural innovations was further developed as the choice of a certain model of organizational, regulatory, management measures for the creation and transfer of new technologies aimed at the formation of interrelated mechanisms of institutional, resource support for the support and development of innovative activities in agriculture for the purpose of socio-economic development. The article is devoted to the role and place of higher education institutions in the implementation of innovations in the agricultural sector of Ukraine. Traditional farming practices have been proven to be improved and modified through automation and the introduction of modern, large-scale technological solutions that reduce risk, increase resilience and provide producers with predictive solutions to make agriculture more productive. The positive side of the transfer of knowledge is the opportunity for ZVO to get an additional way to diversify sources of income, thereby turning it into a subject of entrepreneurship in the regional economy. Implementation of innovative activity requires the presence of a system of its organization. It was called the knowledge transfer system. The most important factor in the effectiveness of knowledge transfer processes is the presence of an appropriate organizational infrastructure, which acts as an “exchange buffer” between external customers and university units, its teachers and scientists. The expansion of cooperation between subjects of the Regional Innovation System is crucial for encouraging the wide use of academic knowledge as innovations in the regional economy. Based on the concept of reviewing the role of higher education institutions as a generator of knowledge development in society, we considered the possibilities of organizing the interaction of interested parties, including business representatives and government bodies. We believe that an institute that would consolidate the scientific and technical structures of large companies, research stations and laboratories, institutions of higher education, venture investment firms, investment funds and companies, insurance companies, credit cooperatives, consulting and other specialized services, i.e. about objects that carry out various stages of the investment cycle can become an agroinvestpark. We believe that its creation will contribute to the unification of efforts in the organization of educational, research, investment and innovation activities, the improvement of the educational process of training specialists for the needs of the agricultural sector of Ukraine, the development and offering of science-intensive technologies and innovative developments on the market. Therefore, in order to promote the innovative activity of agricultural enterprises, it is necessary to develop a comprehensive and systematic personnel policy as a consistent activity of state authorities and local self-government bodies for the purpose of rational use and reproduction of the personnel potential of agriculture. We believe that for this purpose it is necessary to improve the quality of training of specialists in educational institutions of agricultural education, to reform the system of retraining and advanced training of personnel at all levels of professional education, to ensure the adjustment of training programs based on shifting the emphasis to practical training for the introduction of progressive technologies and equipment.

It was determined the current state and prospects of innovative development of agro-enterprises. It was provided proposals for filling the agro-food market with innovative products. It was shown that increasing the activity of innovative activities of agricultural enterprises will ensure increased competitiveness and economic efficiency of production. It was noted that in order to intensify innovation processes in agro-industrial production, an important condition is to overcome obstacles, namely, limited financial capabilities, weak support from the state and low demand for innovative developments by consumers. It was emphasized the necessity to solve the problem of practical application of the results of scientific research and development. It was identified ways of their effective commercialization that will facilitate the dissemination of developments and increase the competitiveness of national agricultural products in the domestic and global markets and will assist to bridge the gap between science and industry by strengthening cooperation and ensuring that innovations reach their potential market application. Klasifikasi jenis tanaman merupakan teknik penting untuk menyediakan informasi tersebut. Berdasarkan latar belakang diatas, penelitian ini akan melakukan agricultural crop type classification from digital images. Dataset crop images terdiri dari 40 lebih gambar untuk setiap kelas yang ada yaitu kelas maize, wheat, jute, rice dan sugarcane. Dataset kemudian dilakukan augmentasi sehingga menghasilkan 159+ gambar untuk setiap kelas. Proses augmentasi dilakukan dengan proses horizontal flip, rotation, horizontal shift dan vertical shift. Data pengujian dipersiapkan dengan jumlah terdiri dari 51 gambar dengan masing-masing 10 gambar setiap kelasnya. Berdasarkan dari hasil eksperimen, hasil akurasi validasi terbesar didapatkan dengan implementasi metode VGG16 sebesar 96.52%, sedangkan VGG19 mendapatkan akurasi sebesar 94.03%, Resnet50 mendapatkan akurasi sebesar 41.79%, Inceptionv3 mendapatkan akurasi sebesar 94.53% dan EfficientNetB0 mendapatkan akurasi sebesar 20.40%.

The diffusion of innovations is described as a process in a number of scientific papers. At the same time, the causes of this process have not been sufficiently studied. The author’s goal is to consider the main regularities, under which the life cycle of innovations begins, and propose measures to enhance diffusion in modern conditions. As a scientific hypothesis, the author accepts the postulate about the primary role of the obolescence of attracted innovations in this process. The analysis revealed not only the economic proportions that initiate the start of innovation promotion, but also the influence on the diffusion rate of the obsolescence degree of innovations and the market share occupied by the new product. Methodological approaches have been developed to determine economic efficiency depending on the moment of technological change-over, as well as to determine the absolute and relative speed of innovation diffusion. Sociological studies were conducted to determine the state of innovation development and the time lag between obtaining information about an innovation and its practical implementation. Economic growth in rural areas can be achieved by increasing the productivity of agricultural businesses. Beef cattle breeding farm is managed by small holder farmers with limited ownership integrated with other agricultural activities. This paper aims to provide information on developing beef cattle innovation at farm level through field laboratory (FL) approach or demonstration plot and direct participation with farmers. The development of cattle farming innovation at farm level is limited, hence it is needed to improve the competitiveness of agricultural businesses. Field laboratory is a model for accelerating technology transfer to farmers. The introduction of innovation in beef cattle through LL can be adopted by farmers resulted in increasing the productivity of beef cattle and added value of livestock businesses. For sustainability of technological application it is required supporting facilities and infrastructure such as institutional that provide production and marketing facilities.

The rural population aging poses a great challenge to China’s agricultural production, which is dominated by small farmers. Based on the panel data of 30 provinces or cities (except Tibet) in China from 2005 to 2020, the DEA-Malmquist index is employed to measure the agricultural total factor productivity (ATFP) in each province (city), and then the mediation effect model is used to reveal the mechanism by which the rural population aging affects the ATFP through farmland transfer, agricultural social services, and agricultural machinery. The results show that the rural population aging has made a significant contribution to the ATFP, and farmland transfer, agricultural socialized services and agricultural machinery have a intermediary effect on the increase of the ATFP. Further decomposition of ATFP reveals that the rural population aging can significantly contribute to the scale efficiency and technical progress rate through farmland transfer, agricultural socialization services and agricultural machinery, but does not have a significant effect on pure technical efficiency. In order to promote the high-quality and high-efficiency development of agriculture in the context of population aging, it is necessary to optimize the market environment for farmland transfer, improve the agricultural socialized service system, and continue to strengthen agricultural science and technology innovation.

The article discusses the specifics of the mechanism of state support for technology transfer in the agro-industrial complex of the Novosibirsk region. The development of the region’s economy is closely linked with the agricultural sector. The current state of innovation activity in the agro-industrial sector is characterized by the lack of an effective mechanism for implementing innovations, high risks and insufficient level of investment. The purpose of the article is to identify areas for improving the existing mechanism of state support for technology transfer to enhance innovation in the agro-industrial complex of the Novosibirsk region. The analysis of the existing definitions of “technology transfer” made it possible to clarify the meaning of state support, taking into account the current state of affairs in this area. To activate innovative activities in the field of agriculture in the region, there is an appropriate human resource potential, technical equipment is being improved. The world-class scientific and educational center “Siberian Biotechnological Scientific and Educational Center”, created as a pilot project in 2021 with the support of the regional government, plays an important role in the system of regional support for technology transfer in the agro-industrial complex of the Novosibirsk region. Currently, the center supports innovation activities in the field of agriculture in two main areas: subsidies for technology transfer and a grant for the creation of youth laboratories. According to the authors, the development of a system of regional support for technology transfer in the agro-industrial complex will contribute not only to the socio-economic development of the industry, but also to the region as a whole.

This study aims to provide a systematic overview by analyzing the research trend and main topic of entrepreneurship and innovation studies related to agricultural competitiveness. Next, this study also analyzes the potential topic for future research. Data collected from the Scopus database and bibliometric analysis using the Biblioshiny (R package) and VOSviewer software. The results showed that the number of publications on research interest in this area increases over time. The increasing research on this topic can be seen in the trends of documents produced. This study focused on four main topics: agricultural development, agricultural sustainability, agricultural economy, and agricultural technology. The hot topic mainly discusses in the last three years related to agricultural robots, investment, agro-industrial complex, biotechnology, technology transfer, crops, international trade, alternative agriculture, agricultural trade, and supply chain management. Introduction. Granting Ukraine the status of a candidate for membership in the European Union requires the formation of a national agricultural policy in accordance with the principles of the Common Agricultural Policy of the European Union (CAP). One of the priorities of the CAP for 2023-2027 is the promotion of knowledge and innovations, the use of which should ensure the sustainable development of agricultural production and rural areas. Scientific and educational materials for training agricultural advisory service workers should take into account the specifics of the agricultural sector of Ukraine and the requests of Ukrainian consumers of advisory services. Methods. General scientific research methods, methods of analysis and synthesis, descriptive and analytical method, comparison method and other scientific methods were used to solve the tasks set. The online survey method was used to conduct a study of the activities of agricultural advisory services. Results. It has been proven that only the system of the National Academy of Agrarian Sciences of Ukraine is capable of ensuring the transfer of innovations in the most demanded areas of advisory services, in particular in the field of economic, legal and financial support – the National Scientific Centre “Institute of Agrarian Economics” and the Institute of Accounting and Finance of the National Academy of Agrarian Sciences of Ukraine, which have already achieved significant results both in improving the qualifications of advisors and in their information, advisory and organizational and methodological support. The introduction of the agricultural knowledge and innovation transfer system (AKIS) in Ukraine, which operates in the EU countries, requires comprehensive support from the National Academy of Agrarian Sciences of Ukraine. Agri-startups are emerging as transformative agents in the agricultural sector, particularly in developing regions. This study explores the critical role of Agri-Startups in facilitating technology transfer to farmers in the Madurai and Dindigul districts of Tamil Nadu, India. Through a survey of 150 farmers associated with five prominent Agri-Startups, the research delves into the financial, technological, and marketing contributions of these startups, as well as farmers' perspectives on their impact. The findings reveal that Agri-Startups significantly attract investment for agricultural innovation (72.7% agreement), promote the adoption of new technologies (81.3% agreement), and identify market opportunities (72% agreement). Despite these advancements, farmers' overall agreement on the role of Agri-Startups in technology transfer is varied, with 44% expressing low agreement, 43.33% medium agreement, and only 12.7% showing high agreement. This disparity underscores the need for Agri-Startups to strengthen their engagement with farmers, particularly in areas of education, after-sales support, and demonstrating the practical benefits of their innovations. The study offers valuable insights into the Agri-Startup ecosystem in rural India, highlighting both its potential and the challenges that must be addressed to enhance the effectiveness of technology transfer in agriculture.

Science and technology innovation are crucial components underpinning agriculture. We constructed an evaluation framework including 4 pillars and 21 indicators, taking 31 provinces in China as examples to examine the level of agriculture science and technology development from a regional perspective. We found that there is an obvious gap between east and west nationwide, and that only about half of the provinces have reached the high and medium levels. It was worth noting that the innovation conditions in Shanghai and Beijing presented huge advantages, of vital importance to a first-class talent team, a complete innovation system, a stable and prosperous market, and active exchanges and cooperation. In addition, to maximize the transformation of agricultural science and technology achievements into real productivity, local government should also strengthen the construction of agricultural research and innovation platforms, technology transfer, and transformation of results. The findings advance understanding of the strengths and weaknesses of the evaluation subjects’ agricultural science and technology development from a regional perspective and are expected to provide some basis for the government and stakeholders to make relevant decisions.

Abstract Common Agricultural Policy represents the main instrument of the European Union for the development of agriculture and rural areas. European funds are vital for the productivity and competitiveness of agricultural holdings, as well as for the transfer of agricultural knowledge and innovation. Supporting small and young farms is essential for the vitality of rural areas and for the renewal of generations of farmers. The aim of this work is to transfer agricultural knowledge in order to improve the productivity of agricultural holdings, especially among young farmers and small farms. We implemented training program through European funds related to Measure 1. “Actions for knowledge transfer and information actions” from Rural Development Programme of Romania. The characteristic of 100 participants and their responses were analyzed. Most of the participants were young people up to 40 years old (59%). The vast majority of the participants were from the rural area and only 17% were from the urban area. 53% from participants were strongly agree with the fact that level of knowlegde influence farm productivity. Actions for knowledge transfer improve the adaptation of farmers to the new challenges of agriculture, as well as productivity.

The work is aimed at improving the mechanisms for managing the investment and innovation development of agricultural production on the basis of the creation of regional clusters, using public-private partnerships to ensure the transfer of innovations to agricultural development and increase the level of competitiveness of national producers in the free trade area with EU countries. The purpose of the study is to consider the institutional principles of managing the investment and innovation development of agricultural production on the basis of the creation of regional clusters. On the basis of this, the structure of the investment-innovation cluster with the inclusion of the infrastructure of the money capital market was developed. Results. The necessity to introduce into the structure of investment-innovative cluster of monetary capital infrastructure is established. The essential functions of which are: the organization and maintenance of cash flow, the integration of the necessary cash resources in specific areas and areas of activity. It is determined that the difference between the investment and innovation cluster from other forms of economic formations is that the cluster members do not go for full merger, but form a mechanism of interaction, which allows them not to lose the status of a legal entity and thus to cooperate with other cluster members and for beyond. The basic approaches to the estimation of the efficiency of activity of cluster formations as a result of increase of the level of utilization of available capacities, increase of opportunities of attraction of investments, emergence of synergistic effect are defined. Conclusions. It is determined that the investment-innovation cluster is a purposefully created group of organizations, which operate on the basis of centers of enhancement of scientific knowledge and business ideas and training of highly qualified specialists. The paper presents results from three transdisciplinary research projects that were part of a wider initiative that aimed at establishing a farmer-university network in the north-east of Germany where economic and farming conditions are unfavourable. A team from Eberswalde University facilitates the network (Innoforum for organic farming Berlin-Brandenburg). The partners in the network are agricultural farms, agricultural organisations of Berlin-Brandenburg and federal research institutes. The results obtained indicated that lifelong learning approaches were promising tools to foster agricultural innovations and thus contributed to the resilience of the agricultural sector. Lifelong learning helped to engage with farmers who are - under 'normal circumstances' not reached.

To achieve agricultural modernization, agricultural land must be operated on a large scale. The primary means of encouraging massive operations is through the conveyance of farmland. This is crucial for advancing China’s digital farming. In this article, the degree of digital farming growth is evaluated via the entropy value approach, the impact of farmland transfer on digital agricultural development is analyzed via fixed effects and mediating effects, and the mediating role of resource allocation in farming land transfer to advance digital agriculture growth is investigated. It has been found that agrarian land transfer can effectively stimulate the growth of digital farming. From the mediating effect, farmland transfer fosters the advancement of digital agriculture by transferring farm labor and increasing the input of digital capital. According to heterogeneity analysis, the impact of agricultural land transfer on advancing digital agriculture is more pronounced in eastern and central China. Relevant countermeasures are proposed to enhance the farmland transfer system to promote the large-scale operation of digital agriculture, to increase the input of digital capital to support the growth and construction of digital agriculture, and to improve the regional talent flow mechanism and technological innovation environment to attract from and retain technical talent in digital agriculture.

In the face of increasingly severe resource and environmental constraints, accelerating the transformation of agricultural green development through agricultural science and technology innovation is an effective measure to reduce agricultural pollution and improve agricultural production efficiency. From the perspective of multidimensional proximity, this paper expounds the mechanism of agricultural science and technology innovation on agricultural green development through spatial spillover from two perspectives: factor spillover path and product spillover path. Based on panel data of 30 provinces in China from 2006 to 2019, using the gray correlation analysis method, the level of agricultural green development in China was measured, and its spatial–temporal evolution trend was analyzed. The spatial economic matrix was selected as the spatial weight matrix, and the spatial econometric model was used to analyze the spatial spillover effect of agricultural science and technology innovation on agricultural green development. The results showed the following: (1) Agricultural green development had distinct spatial characteristics. The development level of green agriculture in eastern and northwestern China showed a trend of fluctuation decline, while that in southwest China showed a trend of fluctuation increase. The overall spatial distribution of green agriculture was high in the east and low in the west. (2) The spatial distribution of agricultural science, technological innovation and the agricultural green development level showed a significant positive global spatial autocorrelation, and the local spatial pattern characteristics of a number of provinces showed high-value agglomeration (HH), low-value agglomeration (LL), low-value collapse (LH) and high-value bulge (HL) as the auxiliary local spatial distribution. (3) Under the economic matrix, the improvement of the agricultural science and technology innovation level not only had a significant promoting effect on agricultural green development within each province but also promoted agricultural green development in neighboring provinces through positive spillover effects. This study provides insights that can help make up for the lack of regional agricultural science and technology investment, formulate scientific regional agricultural science and technology innovation policies and promote agricultural green development.

The essence of the category “system of innovative provision and transfer of innovations” (SiPiTi) has been determined. The main areas of improvement of the SiPiTi system have been identified: improving the provision of all types (stages) of innovative activity, adjusting the directions of innovative development of the institution, creating a portfolio of new science-intensive developments, improving the stimulation of the intellectual work of scientists, strengthening the competitiveness of innovations as a market product, concentrating own resources for the commercialization of existing innovations and creating new ones, strengthening the protection of intellectual property rights, holding regular online and offline exhibitions and fairs, improving consulting activities, etc. Conclusions. Windows of opportunity that create fundamentally new prospects for increasing competitiveness are opened mainly during the period of changing technological patterns, such as the current transition of the world's agriculture towards Agriculture 4.0 paradigm. This is crucial for further economic growth. Information for this article was prepared based on "desk research" methods and then all data and hypotheses obtained were tested by conducting detailed in-depth interviews with key industry decision makers. According to the results of research there has been a huge interest on the part of business to implement innovative solutions in agriculture. Yet significant institutional constraints, problems in the legislative and regulatory sectors, the absence of a system of transfer or commercialization of technology from research center to the final manufacturer are still present. At the same time, all the instruments of state support are currently configured only for conventional, as opposed to innovative agriculture.

This article presents an innovative approach to K-modes cluster analysis applied to public agreements signed by the Secretariat of Innovation, Rural Development, and Irrigation (SDI) of the Ministry of Agriculture, Livestock, and Supply (MAPA) of Brazil. The agreements were signed between 2019 and early 2023. The main goal is to identify patterns and trends in resource transfers for innovation and sustainable rural development in Brazil. This study analyzed 10,098 agreements using the Design Science Research Methodology, refined over three cycles. The K-modes method is particularly suitable for handling categorical data. It enables the clustering of agreements based on similar characteristics, such as geographic region served, purpose, the year the agreement was signed, the total value of expense items, and the status of the agreement. The results demonstrate that the K-modes approach overcomes typical limitations of traditional clustering methods, including sensitivity to outliers, restriction to numerical data, and difficulty handling clusters of varying sizes and densities. Additionally, it addresses issues related to the lack of interpretability of the generated clusters. This study advances the application of the K-modes method in analyzing direct resource transfer mechanisms for innovation and rural development, a still unexplored area. The proposed approach can be generalized to examine direct resource transfer mechanisms in different countries, contributing to enhancing public policies on a global scale. Despite structural differences, resource transfers aimed at innovation and rural development aim to direct public funds to initiatives that improve living conditions and the agricultural sector’s competitiveness.

 Results. Created investment and innovation database for the protection of grain crops in Ukraine consists of 155 scientific developments, which are grouped in the following areas: forecasting of phytosanitary condition of crops; providing scientific breeding of crops for resistance to pests and diseases; biological method of plant protection; advanced environmentally friendly technologies to protect crops against harmful organisms; chemical method of plant protection; plant quarantine. The effect of the transfer of innovation may be as follows: net profit from 3367—7950 till 12644,5 UAH per 1 ha (under irrigation), profitabi­lity — from 84.1 to 131—152%.
 Conclusions. The result of the transfer of the created innovation is the effective protection of major crops (wheat, rye, barley, peas, buckwheat, millet, corn, soybeans) from pests in different soil-climatic zones of Ukraine and with all this obtaining a significant part of additional production of improved quality and increased profitability. This will be the basis for the successful solution of a number of problems of strengthening of grain farming and agricultural sector and the economy as a whole.

Promoting the role of green finance (GF) in agricultural green transformation is essential for easing resource constraints and achieving sustainable agricultural development. Based on provincial-level data from 2006 to 2022, this study considers the China GF reform and innovation pilot zone as a quasi-natural experiment. It empirically examines the impact and mechanism of GF on agricultural green total factor productivity (AGTFP). The following results are obtained: (1) GF exerts a significant enhancement effect on AGTFP. (2) GF can improve AGTFP by increasing the degree of land transfer (LT). (3) The effect of GF on AGTFP is heterogeneous, and GF has a significant enhancement effect on high-environmental-regulation provinces, the eastern region, and nonmajor grain-producing regions. From these findings, this study suggests accelerating the development level of GF, improving LT policies, continuously stimulating rural entrepreneurial vitality, and further leveraging the role of GF in promoting agricultural green transformation through coordinating regional economic development.

Learning outcomes: The paper aims to understand the process of transfer of agricultural technology, which comprises incubation of the technology business, valuation, evaluation, licensing and commercialization, to examine various dimensions of the process of technology transfer and the effectiveness of transfer object use criteria, to explore ways of sustaining incubation and commercialization through an autonomous unit responsible for technology transfer, to peruse the role of agribusiness incubators in creating an effective agri-entrepreneurship eco-system and to study the factors that promote or inhibit the sustainability of business incubators in an academic or research institution setting. Case overview/synopsis: An innovative technology for production of liquid bio-fertilizers was developed and nurtured to market levels by Anand Agricultural University (AAU), a State Agricultural University in Gujarat. The technology for production of liquid bio-fertilizers, developed during 2009-2010 to 2013-2014 was licensed to some of the state public and private sector undertakings under the World Bank-financed National Agricultural Innovation Project (NAIP) implemented through Indian Council of Agricultural Research (ICAR). For commercializing the technologies from the University, a Business Planning and Development (BPD) Unit was set up at AAU along the lines of a technology transfer office, under the aegis of NAIP during later part of 2009. The NAIP funding from World Bank for BPD Units ceased in June 2014 with closure of the project. With funding no more available, Rajababu V. Vyas, a research scientist at the Microbiology and Bio-fertilizer Department of the University and Head of the BPD Unit, had serious concerns about the BPD unit’s sustainability, as well as sustaining the process of technology transfer from the University. Complexity academic level: Anand Agricultural University (AAU), a state-run university in Gujarat, developed and incubated a technology to produce liquid biofertilizer, licensed the technology and marketed its product through a few state-run and private fertilizer firms. The technology was developed between 2009/2010 and 2013/2014 as part of the National Agricultural Innovation Project of the Indian Council of Agricultural Research with funds from the World Bank. A unit to incubate agri-businesses, referred to as Business Planning and Development Unit (BPDU), was set up in late 2009 to expedite the process of technology transfer from AAU to agribusiness firms. Rajababu V. Vyas, a research scientist at the Microbiology and Bio-fertilizer Department of the university, was concerned about the unit’s sustainability, because funding from the World Bank had ceased from June 2014, and wondered how to sustain the transfer of technology from the laboratory to the field in the light of the data available to him.
