Abstract:
The agricultural land market in Slovakia has noted an increased dynamics recently. Such situation was a result of entering big foreign investors, particularly car factories, which had bought agricultural land for construction purposes. It resulted in the raised prices of plots. Agricultural land prices sold for the further agricultural use are markedly lower from the national point of view than in the EU-15. Such prices are also the third lowest ones within the new member countries of the EU.

Abstract:
The purpose of the article is to reveal the experience of the functioning of the market circulation of agricultural land in Denmark, in order to further implement in Ukrainian practice, the positive and avoid negative aspects of this experience. Research methods. The study used an empirical method (comprehensive assessment of the modern model of market turnover of agricultural land in Denmark); generalization and systematization (construction of the concept and logical-structural model of economic turnover of lands); abstract-logical method (theoretical generalizations and formulation of conclusions). Research results. It was found that the tightly regulated market turnover of agricultural land in Denmark was changed to a more liberal one, with permission to buy land for foreigners, but this not only did not attract investment as expected, but on the contrary, led to even more negative and crisis phenomena in country. The main tools, mechanisms and conditions of land turnover in agriculture of this country are determined. Scientific novelty. The main purpose of regulating the market turnover of land in Danish agriculture has been established. The legal framework of Denmark for regulating the market circulation of agricultural land has been studied. The structural and logical scheme of market circulation of agricultural lands is formed. The provisions on the Ukrainian model of regulating the market turnover of agricultural lands were further developed, taking into account the experience of the studied country. Practical significance. The results of the study of the experience of the Kingdom of Denmark on the market turnover of land, in terms of granting non-residents access to the right to purchase agricultural land, is a clear practical answer and a caveat that should undoubtedly be taken into account in Ukraine. The application of the Danish experience should help to build an effective model of market turnover of agricultural land in our country. Tabl.: 1. Figs.: 1. Refs.: 18.

Abstract:
Theoretical and practical approaches to the formation of land market in Ukraine are considered in the article. The views of scientists and practitioners on the problem of creating land market are summarized. It has been proven that land market is vital for agriculture and rural residents. It allows using land as collateral for agricultural enterprises. It is a source of income for farmers and allows land to move to a more efficient owner. It is investigated that during the transformations in the agricultural sector of Ukraine, the state monopoly on land was abolished, agricultural enterprises were privatized, new market structures were created, that is preconditions were created for the introduction of market land turnover and formation of the secondary market of agricultural land. Today it is obvious that further regulation of land relations is needed to ensure effective development of newly created economic agricultural formations. The lack of a real market for agricultural land hinders their efficient distribution and restrains long-term investment in land and agriculture in general. The history of reforming land relations of foreign countries is analyzed and systematized. Peculiarities of land markets formation and organization of lease land relations in the countries of the world are shown. It is studied that the state regulation of the agricultural land market of the EU member states is aimed at preserving land, preventing excessive concentration or fragmentation of land, sale of land primarily to farmers who have experience in agricultural production and live in the area. The issue of the land market is especially acute for countries with economies in transition, including Ukraine. Of particular note is the lease of agricultural land, which is the main form of land relations in many countries. The need to apply positive foreign experience in creating a market for agricultural land in Ukraine is indicated.

Abstract:
Introduction. The functioning of the agricultural land market under the existing institutional restrictions hinders the development of one of the most common mechanisms for investment support of the agricultural sector of the economy, namely land mortgage lending. However, the lifting of the moratorium on the sale of agricultural land should serve as an impetus for the development of land mortgage lending, as a tool for transforming land resources into financial assets. Methods. The study is formed based on the use of calculation and constructive, experimental, abstract and logical methods, data from the legislative and statistical base, as well as the study of scientific approaches to the development of land mortgage lending in agriculture. Results. The world experience in land mortgage lending is analyzed, which is based on two main models of its functioning system: single-level (mortgage provider ↔ land mortgage bank) and two-level (mortgage provider ↔ bank ↔ land mortgage agency). The role of land mortgage lending in infrastructure support of the agricultural land market is substantiated. The mechanism of interaction of land, financial and credit and stock markets in the system of land mortgage lending for agriculture. The toolkit for refinancing and securitization of mortgage assets in the land-mortgage lending system of agriculture is substantiated. Discussion. Implementation of recommendations on refinancing and securitization of mortgage pools in the securities markets, as components of the financial subsystem of the agricultural land market infrastructure, will ensure the accelerated development of land mortgage lending in Ukraine’s agriculture. Abstract:
This paper provides review about challenges and opportunities to assess and quantify market power in agricultural land markets. Measuring land market power is challenging because the characteristics of this production factor hinder the direct application of familiar concepts from commodity markets. Immobility, fixed availability, and large heterogeneity of land and potential users contradict assumptions of fictitious point market for homogeneous goods. Moreover, the use of concentration indicators for policy assessments is hampered by two problems. First, defining the relevant regional size of the market is challenging and concentration indicators are not robust with regard to market size and number of actors. Second, high concentration of land ownership or land operation may point at potential market power, but it may also be the result of an efficient allocation of land due to structural change in agriculture. The aforementioned challenges are illustrated with a case study for the Federal State of Brandenburg in Germany. Using available data for land sales, a regression analysis reveals a negative relationship between land use concentration and farmland prices. This result can be interpreted as an indication of market power on the buyer side in agricultural land markets. However, it is hardly possible to translate this finding into recommendations for land market regulations because the evaluation of the potential misuse of dominant positions in land markets requires a case-specific analysis. Providing evidence for the exertion of market power in land markets is extremely complex and deserves further attention from researchers and politicians.

Abstract:
The land market in Ukraine is currently being formed. Therefore, it is now especially important to master the experience of using the mechanisms of regulation of this important market, which have undergone a long and successful testing in foreign countries. The article reveals the main directions of international experience in regulating the market of agricultural land.To ensure the optimal distribution of land among users and for the efficient functioning of the land market in most countries of the world, land policy is structured in such a way that agricultural land is cultivated by those who are able to ensure its most productive use. The article analyzes the possibility of applying this experience in Ukraine on the basis of generalization of modern foreign practice. The agricultural land, in contrast to the land for industry, transport and other industries, is the main means of production. The article notes that the current model of state regulation of the land market can lead to the monopolization of such markets and the acquisition of agricultural land by large corporations. There are considered the opinions of various authors on this issue, and has defined the need to form the main aspects necessary for the efficient use of land resources.The example of individual countries shows that the lack of active state intervention in market turnover has led to the monopolization of agricultural land by large corporations. It is concluded that at the present stage of implementation of the policy that ensures the efficiency of land use in agriculture, the state should strengthen the functions of regulating land use processes. There were some specific proposals for improving the system of regulation of land relations in agriculture, which should play a progressive role in the further development of the state. Most countries in Eastern Europe and Central Asia have farm structures characterized by excessive land fragmentation and small average farm sizes. Well-functioning agricultural land markets are a precondition for agricultural and rural development in general. However, agricultural land markets remain weak and still face many constraints in the region. Land management instruments such as land consolidation and land banking in addition to facilitating agricultural development also contribute to land market development. The Food and Agriculture Organization (FAO) of the United Nations is providing technical assistance to the member countries in Eastern Europe and Central Asia related to development of agricultural land markets and introduction of land management instruments such as land consolidation and land banking.

Abstract:
A theoretical model of coffee consumption in the U.K. is proposed, which is estimated and used to examine the influence of habit formation and advertising in the period 1957-80. This work challenges both the assumption of symmetrical consumer response and the statistical source for measuring coffee consumption. The model allows for asymmetrical consumer reactions. Explanatory variables are: price of coffee and of tea, income, advertising and the strength of the coffee drinking habit. This work is original in terms of interpreting and quantifying product field advertising and habit formation; and for allowing a minimal threshold level of predictors. Mistakes, repeated printing errors and unpublished changes in definitions were found in the statistics of domestic coffee supplies 0 Household coffee purchases estimated by the National Food Survey (N.F.S.) are consistently over-reported. Causes investigated provide grounds for correcting estimates by pooling N.F.S. with Family Expenditure Survey; the result is consistent with adjusted supplies. Advertising effect on demand is separated into two aspects. The first action increases sales by attracting new buyers, while protecting consumers from competitors' propaganda. The second action increases sales to habitual customers, while manufacturers are competing through advertising for a larger brand share. The transmission medium is a factor in both effects. The strength of the habit shifts market demand function. A routine way of thinking prevails under stationary conditions; yet shifts in the function occur in a non-stationary situation which initiates the problem-solving way of thinking. In the model, addiction can be either absolute or relative to changes in other factors. All the evidence supports the general model proposed, which shows that a non-symmetrical functional effect prevails and demonstrates the existence of an adjustment period. Irrefutably, coffee consumption depends on former consumption levels, coffee price, price-ratio tea to coffee, income and advertising.

Traditionally, agricultural land was regarded mainly as a production factor. Accordingly, in their application of the market sales comparison approach to agricultural land, valuers relied on a set of attributes related to agricultural production as the primary determinants of an agricultural property’s highest and best use (HBU) and market value. These characteristics were measurable and related to the property’s income-generating capacity. The emergence of a multi-functional rural land market with alternative uses of agricultural land, such as for lifestyle purposes, has transformed this concept. Lifestyle inspired buyers often focus on a wider range of attributes not necessarily related to income, but associated more with satisfaction derived from the property. This creates a measurement problem for agricultural land valuers, as the characteristics valued by lifestyle buyers are more intangible and subjective, which leave valuers without a base from which to value such properties. The presence of lifestyle inspired buyers makes agricultural land valuations more demanding as it implies different interpretations of the same farm and complicates the choice of a single HBU. The continued use of familiar conventional farming attributes by valuers when valuing farms where lifestyle motivations are present, and the omission of less measurable characteristics, implies that the market sales comparison method cannot be executed accurately. The objectives of the study were twofold: to reveal the dominance of value attributes applicable to farming as HBU when valuing farms bought primarily for lifestyle purposes and to identify the characteristics of land important to lifestyle inspired farm buyers.

Ukmergės rajonas yra vienas didžiausių Vilniaus apskrities rajonų. 62,23 % rajono užima žemės ūkio paskirties žemė. Rajone įregistruoti 1628 ūkininkų ūkiai, jie potencialiausi žemės ūkio paskirties žemės pirkėjai. Tyrimų tikslas - išanalizuoti žemės ūkio paskirties žemės rinką Ukmergės rajone. Analizės objektas – žemės ūkio paskirties žemės rinka Ukmergės rajone. Remiantis Registrų centro informacija, 2006 m. Ukmergės rajone buvo sudaryti 1103 žemės ūkio paskirties žemės perleidimų sandoriai, bendras perleistas per metus plotas 3,5 tūkst. ha. Žemės ūkio paskirties žemės sklypų įregistruojama vis daugiau: daugiausiai įregistruota perleidimų 2005 II ketvirtį, mažiausiai 2003 m. II ketvirtį, atitinkamai 360 ir 21 sandoris. Atlikus rinkos analizę buvo išbraižytos žemės verčių zonos. Atlikus daugianarę regresinę analizę nustatyta, kad sklypo kainai didžiausią įtaka turi kiti veiksniai ir atstumas iki rajono centro. Prie kitų veiksnių priskiriami visi veiksniai susiję su galimu pagrindinės tikslinės sklypo naudojimo paskirties pakeitimu. Kadangi Ukmergės rajone vyrauja nenašios žemės, didžiausią įtaką rinkos aktyvumui turi sklypo vieta ir susisiekimas su rajono centru. Kainų diferenciacija leidžia daryti prielaidą, kad žemė perkama ne tik žemės ūkio gamybai plėsti, o yra dar ir tiesiog patikima investicija, viliantis, kad ateityje ji dar brangs. 2006 m. daugiausia parduodamų sklypų susikaupę aplink miestelius ar tam tikras gyvenamąsias vietoves, tačiau nedaug žemės ūkio paskirties... Ukmergė district is one of the biggest areas of Vilnius region. 62, 23 % of the district takes agricultural land. There are 1628 farms of farmers registered, are the most potential buyers of agricultural land. Work’s intention – analyze the market of agricultural land in Ukmergė district. Object of analysis – land market of agricultural land in Ukmergė district. With reference to the information of Registry centre, in year of 2006 there were drawn up 1103 transfer transactions of agricultural land in Ukmergė district, overall transferred area during the year is 3, 5 thousand hectares. Increasingly are registered agricultural land plots: mostly registered transfers are in II quarter of year 2005, least in II quarter of year 2003, accordingly 360 and 21 transactions. There were drafted maps of land values, after the market analyze was accomplished. There was collected information about buyable agricultural land plots in a period of 2003-2006 year. There was applied information about 252 plots for analysis. After the accomplished multinomial regression analyze, there were defined, that the biggest impact to the price of the plot has other factors and distance till the centre of district. All factors connected with the possible modification of main objective plot, use purpose are referred to other factors. Abstract:
This is exploratory research that has examined the efficacy of agricultural marketing cooperatives in the UK as a mechanism to redress power imbalances when faced with highly consolidated downstream markets. This issue would appear to be of particular significance in the light of the continued UK government emphasis on the cooperative action as a means of supporting farm gate prices following the deregulation of European Markets. This research draws upon, and examines the possible linkages between two key bodies of literature, Power Dependency Theory and literature based on the issue of common property and the free-rider problem and presents, through the exploratory framework, the idea that cooperative success is contingent upon an iterative relationship between leverage and cohesion (Emerson, 1962: Olson, 1965). This understanding is used to examine the three diverse marketing cooperatives, and findings from which suggest that cooperatives in current market structures are unable to improve their leverage position over the longer term. The research also suggests that there is not necessarily an iterative relationship between cohesiveness and improved leverage. What is apparent is that Cooperatives endure because they offer other types of benefits to farmers and currently play an important role is sustaining a failing farming sector.

AbstractPrivate wealth is comprised in part of capitalized future land rents. The Golden Rule of Accumulation is preserved even if we introduce land into our meta-model. Urban land is far more valuable than agricultural land. The risk tied to land leads to a reduction in its value in the form of a “risk premium” α > 0. Land rents can be taxed without any possibility of the tax being passed on to tenants and without loss of efficiency. If the tax is offset by a reduction in income tax, their taxation can even give rise to efficiency gains and positive distributive effects. The possibility of government intervention in the residential rental market represents a further risk for landowners. The sensitivity of the value of land to changes in the interest rate and hence the risk premium α rise with falling interest rates. In light of these many different risks, land as investment can only to a limited extent be a substitute for government bonds and hence for increasing private wealth by way of public debt. We calculate the value of land as asset category in the OECD plus China region. To this end, we primarily rely on data from statistical offices that provide figures for land in their national balance sheets. Our calculations show that the value of land in the countries of the OECD plus China region is about twice annual consumption in the region.

The report analyses the impact of the main factors influencing the market price of land in Bulgaria for the period 2000-2018. As a result of the analysis, it is summarized that the change in the price of land is mainly associated with the change in the land rent paid in the country. The price of agricultural land in the country is significantly lower than in a number of European countries, but this is not the case for the land rent paid, which is close to the European average.

Abstract:
The present study aimed at identification and evaluation the issue of agricultural land acquisition by foreigners in Poland in the years 2000–2013. The authors have used secondary data from: the Ministry of Interior, the Agricultural Property Agency (APA) and the Institute of Agricultural Economics and Food Economy. The issue of farmland acquisition regulation in UE countries was also mentioned. The area of agriculture land acquired in the analyzed time is 5 0833, 98 hectare. The phenomenon most intensively affects legal persons (with permission of Minister of Interior) who purchase 68.7 % of it. Having considered the analyzed issue from the perspective of the country of origin, Germany and Austria dominate in natural persons (49.04 %) and in the case of legal entities leaders are: Germany and the Netherlands (58.27 %).Significant for interest of polish agricultural land by foreigners was Poland’s accession to the European Community, when in the real estate market a recovery from the foreigners side happened. The future situation in the agricultural land market in Poland is determined by the political decisions and public opinion pressure, especially before 1 May 2016. Present prepositions of changes in the regulation will rather do not limit requirements in land acquisition by foreigners like in Hungary, Slovakia, Lithuania or Bulgaria.

The continuous population growth and built-up areas expansion requires an increasing urban demand for goods and services and a high pressure on land resources. As a result, farming adaptation around cities in a multifunctional way is a must in their effort to reach resilience, sustainability and food security. In Romania, agriculture in metropolitan areas is still dominated by small family households owned by undertrained aged people, practicing subsistence agriculture, most of them with little financial resources. Thus, the paper aims to identify and analyze the ways multi-functionality can contribute to sustainable farming by addressing some of the key sustainability solutions in southern Romania (i.e. Bucharest Metropolitan Area) – a region characterized by extended and fertile agricultural land resources, significantly transformed during the post-communist period through land abandonment and fragmentation, but also by land concentration and grabbing to the detriment of traditional farming. By combining quantitative (spatial and statistical analyses) and qualitative (questionnaires & interviews to key actors) approaches, the authors pinpointed critical issues of metropolitan farming (e.g. type of agricultural activities, agro-support services, urban pressures, market access, networking, survival strategies) to support sustainability.

Since April 2016, The European Union and the Oxfam Pro-Resilience Action Project in Kebbi and Adamawa States, Nigeria, have supported poor smallholder rural farmers to improve their agricultural productivity. The project has a specific focus on increasing crop yields per hectare for better land usage, as well as ensuring farmers possess the skills they need to maintain good agricultural practices, such as inputs utilization and climate mitigation strategies, as well as an information-sharing system on weather and market prices. The project uses a Farmer Field School model that continues to serve as a viable platform for rural farmers to access hands-on skills and basic modern farming knowledge and techniques. The case studies presented here demonstrate a significant increase in farmers’ productivity, income and resilience. This approach should be emulated by governments and private sector players to achieve impact at scale in Nigeria’s agricultural sector, which is the country’s top non-oil revenue stream.
