Abstract:
Water was a source of wealth which facilitated, fostered or brutally halted economic development in the Ancien Regime. Lack of hygiene meant that water was used less for drinking than other drinks, but as a raw material, source of energy, cooling, rinsing and cleansing agent, water was unequalled. It played a role in public and private relaxation and in health. Water also proved to be an ideal, safe and cheap means of transporting goods and ideas. Urban historians have long pointed to the enormous comparative advantage enjoyed by towns and regions whose favourable maritime or riverine location gave them access to cheap water-borne transport. But water just as often posed a threat to economic development and prosperity, whether due to its absence or its specific composition or level of pollution or to uncontrollable abundance. This duality is still present today in our modern, globalised society. While huge quantities of fresh, potable water are wasted in the West, free or cheap access to fresh and abundant water supplies remains a major challenge for millions of individuals on the planet. Major floods in different parts of the world regularly cause economic damage and endless human suffering. With a Settimana devoted to the management of the water supply, excluding related topics as water consumption, water transport and the use of water in agriculture and industry, the Istituto Datini is seeking to draw attention.

Abstract:
By 1954, U.S. government-owned food stocks were expanding rapidly, the result of a broad failure in domestic agricultural policy. Not only had it been extremely costly for taxpayers to pay farmers for these unneeded commodities, but the surpluses threatened to destabilize agricultural markets. Congress determined that the subsidized sales of these commodities to overseas customers was a good way to reduce the size of domestic surpluses and passed legislation to sell them for local currencies, which would be reinvested in the recipient countries to spur growth, or to barter them for raw materials the United States needed. At the last minute, a grant program was added to the legislation providing food relief to undernourished people in the world’s poorer countries. President Eisenhower signed the bill in July 1954. This was the beginning of America’s modern international food aid programs.

The local ethnohistoric sources and the archaeological evidence, as well as the radiocarbon dates, indicate that the Inca Empire conquered the mighty polities of Central Bolivia around the mid-fifteenth century, and then created a well-structured imperial infrastructure. The rationale behind the creation of this infrastructure can be sought in the region’s agricultural potential and raw material deposits. In order to fully exploit these resources, the Inca performed a large-scale population resettlement, principally of groups from the altiplano and the mountain regions to the eastern valleys. The goods produced in these agricultural and craft centers ensured the defense of the empire’s eastern frontiers, and contributed to the provisioning of its heartland.

In 1947, urban European populations were having difficulty finding enough to eat in local markets. Farmers were not selling their food to the cities because there were too few manufactured goods available to entice farmers to grow more than their families required. Manufacturing needed to be expanded and jobs created throughout the continent to revive urban demand for rural production. The American Marshall Plan was designed to provide the financing, raw materials, and food needed to kick-start Europe’s economic recovery and revive agriculture. This chapter describes that program and the role of food aid in the ensuing European recovery. It traces the shifting emphasis, in the later years of the Marshall Plan, to supporting governments in Asia facing increased threat of communist subversion. The chapter also charts the failure of the Truman administration to deal successfully with domestic agriculture, particularly the buildup in government-owned food stocks.

Since it became a united country, Italy has been looked at with keen eyes by foreign economists, economic historians, and policy makers. They wanted to see whether it would be possible for the economy of a country, that had in the seventeenth and eighteenth century regressed to the role of agricultural raw material exporter after having been the premier site of European industry, trade and especially, finance, in the middle ages and the Renaissance, to redress itself and join the industrial revolution, making good use of its population and territory, which gave it the potential to be among the great powers of Europe. In this paper, several instances of this scrutiny are considered, focusing on foreign observers who concerned themselves with the Italian economy at different stages of its development. An attempt is made to see what influence their opinions had on Italian economic debate and Italian policy making.
