In 1968, Napa County, California, created an agricultural preserve of 23,000 acres zoned for agriculture, wineries, and houses with a large minimum lot size of twenty acres. Over time, the agricultural preserve was expanded to 32,000 acres and the zoning tightened to a forty-acre minimum lot size. Concerns about nonfarm development and marketing activities at wineries compelled county voters to pass three referenda that limited population growth in the countryside and required a countywide vote for any zoning changes in the agricultural preserve. A conceptual model links agricultural profits, capital gains, interest rates, and property taxes to the sale of agricultural land by profit-maximizing owners. The model motivates an empirical analysis of New Jersey data from 1949 to 1990. Results suggest that nonagricultural considerations may overpower the economic incentives provided by such policies as farmland assessment. Consequently, alternative policies (e.g., purchase of development rights and land use zoning) may be needed to sustain agriculture in rapidly urbanizing areas.

Zoning based on climate and soil characteristics does not represent a full ecological-economic zoning procedure, as the Brazilian law establishes, but it is a positive step forward toward a sustainable use of natural resources. The Embrapa Temperate Climate Research Center has developed, with the collaboration of several entities from Brazil and Uruguay, a zoning procedure based on climate and soil for planting eucalyptus in southern region of Rio Grande do Sul State covering a total area greater than 3,5 million hectares. Three eucalyptus species were considered: Eucalyptus grandis W. Hill ex Maiden, Eucalyptus dunnii Maiden and Eucalyptus globulus Labill. Data were processed and integrated through statistical procedures and by using a GIS. The potential surface area for forestry surpasses 900,000 hectares, but a homogeneous exploitation of that territory is limited by legal restrictions.

Vrancea County is a predominantly rural area in which natural components are harmoniously combined in three major relief steps, which require a specific functional zoning from the economy point of view. Given the fact that mineral resources are found in limited quantities, the solution to the economic development of local communities in rural areas is the rational use of land resources and agriculture and zootechnic sector development, to which it can be also added the tourist resources, so as to exceed the subsistence level and to add extra value to the local area. This chapter focuses on the analysis of qualitative and quantitative indicators that reflect the current state of the resources of the land and agricultural background, their evolution over time, but also try to explain as more realistic the current status of the Vrancea motherland in a county and regional context.
