Abstract:

AbstractMadhya Pradesh emerged as the state with the highest growth rate in agriculture. Long clubbed with the so-called BIMARU group of poor northern, central and eastern states, MP successfully broke ranks to set a scorching pace of growth, which has been unparalleled in the past quarter-century. Understanding the factors that helped to drive this growth and drawing lessons for other states at similar levels of development is the main objective of this chapter. Madhya Pradesh’s agricultural GDP increased at 8.1% per annum during 2005–06 to 2016–17, surpassing even record holder Gujarat’s 6% agricultural growth in the same period. The last three years have been even more spectacular: agricultural GDP increased at 11.8% per annum. Keeping this background in mind, this chapter has used secondary data published by the government to study the composition, sources and drivers of agriculture growth in Madhya Pradesh and the lessons that can be drawn for developing states. Although MP has recorded a significant decline in poverty rates from 53.6% in 2004–05 to 35.7% in 2011–12, there is still much to be done to improve the livelihood of the rural population. Moreover, MP’s per capita income is low, standing at Rs. 51,798 per annum (FY14 at current prices) as compared to the national annual average income of Rs. 74,380. Although it is much better than that of Bihar (Rs. 31,199) and Uttar Pradesh (Rs. 36,250), it remains way below top-performing states like Sikkim (Rs. 176,491), Maharashtra (Rs. 114,392), Haryana (Rs. 133,427) and Gujarat (Rs. 106,831). Therefore, the study also makes policy suggestions to bolster agricultural growth in MP.

Usher went on to note that the Common Agricultural Policy (CAP) lay behind many institutional developments, that agriculture was the first single market, and it was in the context of agricultural disputes that the Court of Justice of the European Union developed many of the general principles of Community (now European Union) law. So, whilst many will be familiar with the broad contribution that the CAP has made over the last sixty years, there are few who are more familiar with the legal intricacies of the policy. Part of the reason for this may be that close engagement with the administration of the CAP is not an easy exercise. Abstract:

It should be noted that in the Republic of Poland in the years 1918–1939 the main state institutions in the field of provisioning were: in the period of 1918–1921 the Ministry of Provisioning, in the years 1921–1938 the Ministry of the Interior, and in the years 1938–1939 the Ministry of Agriculture and Agricultural Reforms. Of course, in the entire interwar period for the provision of state supplies, and especially its main supply subsystems, such as urban population (various categories of cities and settlements), rural population (individual regions of the country), Polish army, public administration, state enterprises, industrial plants, etc. many specialized state (administrative) institutions, self-government structures, business entities and social organizations worked. However, it should be emphasized with all force that the concepts of the provisioning policy, and then the forms and methods of its implementation arose in the central and supreme institutions of the state, which, by virtue of government laws and ordinances, received competences in this respect. It should be recalled that for a great part of the interwar period the supreme state institution in the field of food supply policy was the Ministry of the Interior. Therefore, without knowing the twists and turns of the administrative policy of the Interior Ministers in the field of food supply, it is impossible to understand the ways of provisioning the society during the Second Polish Republic, and especially the forms, methods and problems related to the provisioning of the Polish Army. Finally, it should be noted that the provisioning system of the Polish State – starting from its very beginning – has although sometimes with difficulty, coped with not only the burden of provisioning the Polish society with food and necessities, but also the provisioning of the Polish army during the wars (1918–1921), during peace (1921–1939) as well as during the German-Polish war of 1939.

Abstract:

This chapter examines the role and importance of the non-agricultural activities that were practised in first-century Tebtunis, including crafts and trades of various kind and state concessions. In particular, it investigates the internal functioning and administrative practices of the best-documented of these economic activities, which include textile production and the sale of salt, and the social status of the people involved. This chapter explores the importance of the village state concessions, their relationship with the local associations, and their contribution to the local economy. A discussion follows on the socio-economic implications of the presence of non-agricultural activities in the village, which includes the nature and size of regional and inter-regional links, and monetization.

Abstract:

This chapter discusses the foundations and inner structure of the kingdom of Akkad. Based mainly on royal inscriptions and archival records, it argues that this state constitutes a decisive phase in Mesopotamian history and discusses a series of political, ideological, socioeconomic, and administrative transformations that it brought about: the implementation of the concept of the territorial state, borne by an autocratic and conquering kingship with absolute claim to power; an administrative centralization directed toward the capital; the introduction of Akkadian as an official language of administration; and the spread of private landownership, concentrated in the hands of the king and administered through large agricultural estates established throughout the state through purchase and confiscation. These transformations were implemented by means of the standing army, whose upkeep was supported by the agricultural land in the hands of the king. Allocations of royally owned land to other parties established a far-flung network of patronage, which included not only members of the royal family, court, administration, and army but also members of the local elites, thus strengthening the king’s power base. The chapter also discusses how the transformations brought about by the kingdom of Akkad were ambiguously reflected in later tradition, which also made this state a model to be emulated by later rulers.
