Abstract:
The purpose of this study is to examine the birth of a translation industry in Italy during the fascist regime, and describe how, despite the fact that translations became the focal point for questions of cultural and political prestige, the regime took very little action to hinder their influx until the last few years before its collapse. Chapter One sets the historical background of this study with a brief examination of how the regime was put in place, the system of censorship that was applied, the regime's attempts to cultivate a fascist culture, and the developments that took place within the publishing industry. Chapter Two presents a detailed statistical view of the translation industry in Italy and compares it to other countries, particularly France and Germany. It is important when considering the debate surrounding translation and the political value that translations were to acquire to be able to have a sense of the empirical reality that the rhetoric and bluster often disguised. Chapter Three describes the birth of translation as industry and the campaign against translations that this sudden flourish in translation provoked. This chapter also looks at the relatively flexible censorship policies that were adopted towards translations. Chapter Four describes the second campaign against translations which took place after the Ethiopian war and in a political climate that was increasingly xenophobic. It also looks at how the regime made its first moves to hinder the publication of translation and the ways in which publishers attempted to resist these measures. Chapter Five looks at the final years of the regime, when anti-Semitic legislation was put in force and as a consequence books underwent a thorough "revision". It looks at how the translation question became a matter of national prestige and how the publishers were obliged to collaborate in applying a quota that would limit their number.

Abstract:
This thesis examines labour migration as an outcome of the interaction between the state and the informal economy, by considering the trends of contemporary labour migration from Ukraine to Southern Europe. It contends that in both the sending and receiving countries, migration policies either disregard or severely limit labour migration, while their informal economies facilitate the development of migration. This basic contradiction sustains migration flows over time. The main argument of the thesis is that migration develops within the system of interacting informal economies. I demonstrate the embeddedness of migration in the informal economy by using the case of Ukrainian migration to Italy.
The role of the informal economy in the development of migration is examined across several dimensions. First, I argue that the recent labour migration from Ukraine emerged as a strategy of the informal economy, continuing the previous strategies of cross-border trading and short-term migration to Central Europe. These economic practices were the innovative responses of the population to the decline of the state economy and to the absence of economic reforms. Migration developed in the space between the state and the market economy.
Second, the flows of labour migration were 'invisible' to states, and developed outside state control and regulation. This thesis demonstrates that the migration policies of the Ukrainian state disregarded the process of out-migration of Ukrainian citizens. Similarly, Italian immigration policies did not recognise the existing flows of labour migration. The informal economy of the receiving state resolved the contradiction between the economic demand for migrant workers and restrictive migration policies and enabled access to the receiving economy.
However, access to the receiving labour market through the informal economy contributed to the disadvantaged incorporation of migrants and prevented their integration into the receiving society. The analysis of economic incorporation demonstrates that the informal economy channelled Ukrainian migrants to the secondary labour market with low earnings, a lack of benefits, and no possibility of professional advancement. The mode of access to the receiving economy and the resulting illegality heavily influenced the position of Ukrainian migrants in the labour market.
Finally, the analysis of Ukrainian labour migration to Italy demonstrates that alternative migration-facilitating institutions were developed in the absence of the state recognition of labour migration. These institutions paralleled the institutions of the official labour markets and allowed migrants to implement income-generating projects. In addition, migration was facilitated by the supporting institutions of the receiving society, which counteracted the restrictive immigration laws and political controls on migration. The migration-supporting institutions were predicated on the strategies of circumventing state control which developed from participation in the informal economy of the sending country. Labour migration from the former Soviet Union would not be possible without these informal practices and the culture of avoiding state control in economic activities.
The proposed analysis answers the challenge posed by the recent Ukrainian labour migration to conventional theories on migration, whose approaches usually omit references to the meso-level of migration processes, and consider either the structural-economic or the micro- determinants of migration. This thesis presents the informal economy both as a structural factor which enables migration and as a characteristic of the migrant agency that facilitates it.
By doing that, the thesis also complements the literature on migration to Southern Europe and argues that migrations are not simply encouraged by the informal economies of the receiving countries, but they emerge from, and are facilitated by, the informal economies of the sending countries. To perpetuate migration migrants creatively use the resources of the informal economy in conjunction with strategies of circumventing the state. This argument holds for a number of ex-Soviet countries, which suffered severe economic crises during the disintegration of the state-controlled socialist economies, and consequently produced significant labour migrations to Western Europe.

Abstract:
The thesis examines the role of the state in the agriculture sector with particular emphasis on policy formation and it's effects on rural Wales. Sociological theories of the state are examined and an 'institutional' approach is adopted which focusses attention on the institutional actors in the policy process. Policy is made by these actors albeit under certain external constraints. A brief analysis of state intervention in the UK is provided. This is treated historically and traces the-changing pattern of state involvement in the industry. Likewise, the UK policy process is briefly examined and the main institutional actors are identified. At the Welsh level, the effects of state intervention on the structure of Welsh agriculture are documented. This is also treated historically. Attention is then directed to the Welsh institutional actors and their role in the agricultural policy process. In particular, the role of the Farmers' Unions is examined, looking closely at their relationships with state agencies. The activities of non-agricultural state agencies operating in rural Wales are also examined. The question is asked whether the traditional dominance of agricultural policy in the Welsh rural areas is about to come to an end. While some evidence is put forward to support this, the situation is by no means clear and no definitive answer can be provided. In conclusion, it is argued that the effects of past agricultural policies on the communities of rural Wales have been extremely damaging, and some reorientation of policy is clearly needed. However, the institutional. analysis indicates that such a reorientation will be extremely difficult to achieve.

To defend American agriculture against foreign or domestic terrorism, it is essential that states build multi-state partnerships to provide for the collaborative plans, programs and operations needed to protect the nations food security. The National Homeland Security Strategy puts states on the front lines in the war against terrorism---including the struggle to secure the agriculture industry from potentially devastating attack. The issues surrounding agro-terrorism are vast and complex and the resources of the Federal government to address these issues are limited and overextended. If states attempt to address this threat independently, important opportunities to reduce vulnerability and enhance capability will be lost. To achieve the capabilities needed for agro terrorism detection, mitigation, preparedness and response, states must collaborate to build the partnerships and programs their citizens require. This thesis argues multi-state partnerships are critical to defeating this threat as well as providing a robust response to an attack. Whether intentionally introduced or naturally occurring , infectious diseases can easily cross state borders before an outbreak is even detected. States must be prepared to act quickly to mitigate the effects of any crisis. There is a significant opportunity for states to strengthen their abilities to provide for a stronger agriculture counter terrorism preparedness system. The states can further their ability to combat attacks on agriculture actively by demonstrating leadership in implementing administrative agreements and ultimately adopting compact(s) between states as well as with the private sector.

The research aims to reconstruct why, how, and with what effects the Italian state promotes its film industry, in a comparative perspective with France. Chapter I reconstructs the Italian and French States’ history as promoters of cinema and how progressively other government levels became relevant in the matter. Chapter II focuses on the film industry organization today; it considers how the industry has been 'shaken' by the disruptive market entrance of the global digital providers and the outbreak of the Covid-19 pandemic, and how it is affected by State's regulation. Chapter III reconstructs the action of the two states aimed at promoting the industry through economic aid. Chapter IV analyses how they promote cinema through regulating the behaviour of audio-visual media service (AVMS) providers—both the linear (traditional broadcasters) and the non-linear ones (digital platforms).

The most stunning example of two historical figures working both together and against one another to fashion a shared goal is the demonstration of power and compromise displayed by Count Camillo Benso di Cavour and Giuseppe Garibaldi during the Sicilian Revolution of 1860 and additional events during the greater Italian Risorgimento. This thesis is an attempt to uncover the bargaining strategies utilized by Cavour and Garibaldi throughout their political interactions as well as reach important conclusions concerning the use of interpersonal relationships to aid, not hinder, the outcome of a common political aim. This case study focuses on the years from 1852 to 1870, but specifically looks at 1859 to 1861, largely considering the theoretical framework of political game theory as outlined by Thomas Schelling. After forming two distinct hypotheses regarding both the competitive and cooperative nature of the two men's relationship, this thesis finds a greater cooperative characteristic to their historic interactions, although both hypotheses contribute to a relationship that formed the state of Italy

Abstract:
This paper looks at the agrarian economy of Italy in the middle Republican period, specifically between 202 and 103 BC. I am concerned primarily with how land was utilized and by whom it was exploited during this pivotal time, and with the interaction between rural and urbans pace in the Italian economy. Scholarship on Roman agriculture has largely been, unfortunately, polarized between 'historians' and 'archaeologists,' between a slave-production, latifundia model on the one hand and a focus on micro-regional variation on the other. This staunch division is quite frustrating, as there has been far too little dialogue between the two sides and since the schism works to the detriment of both, for each discipline can, I believe, inform the other to give a more complete picture of ancient life than either one in isolation. It is my intention with this paper, then, to bring an interdisciplinary approach to the study of Roman agriculture, to discover whether any union can be made between these two conflicting models of land use in the second century BC. My research is concentrated on a few areas of south-central Italy, namely south Etruria, especially the ager Cosanus, Pompeii, and parts of the Biferno Valley, as these areas are the richest in terms of available evidence, including the literary, epigraphic, and archaeological sources, and I believe offer the most intriguing possibilities for analysis. Using all of these tools I explore the labour used in agricultural production in these areas, the function of urban space and the preponderance of trade and exchange, and, lastly, look at the inter-regional situation trying to discern whether any 'global' agricultural program for Roman Italy emerges.

Abstract:
This thesis, presented as a theoretical contribution to the discipline of International Relations, describes the intellectual origins of the idea of the territorial state. The idea of the territorial state has a privileged place in International Relations for it is an integral element of Realism, the discipline's dominant intellectual tradition. Realism assumes that the primary actors in the modern international system are states, as identified by their exercise of sovereignty over a delimited space or territory. In Realist history, the territorial state and the modern territorial international order emerged together, twin products of seventeenth century political theory and practice, as signified by political settlement of the Peace of Westphalia in 1648. This thesis challenges the Realist narrative of the idea of the territorial state on two counts: methodologically and historically. First, it rejects the view that it is possible to account for the idea of the territorial state exclusively in terms of political practice and knowledge. It argues that the Realist idea of the territorial state needs to be understood as one expression of a much broader and more complex matrix of narratives - social, political, philosophical and cultural - about man's capacity to know, represent and order the spaces of modernity. Second, the thesis rejects the Realist history that dates the emergence of the territorial state to the seventeenth century. An alternative chronology is put forward that dates the origins of the idea of the territorial state to fifteenth and sixteenth century Renaissance Italy. The thesis argues that the first signs of the idea of the territorial state can be identified in various Renaissance spatial discourses: political, cosmological, artistic and cartographic. These spatial discourses and the practices they led to established the templates for thinking about and representing space in modernity, including those underlying the articulation of the idea of the modern territorial state.

This paper is intended as a survey of the major points in the debate over land use in Roman Italy in the Late Republic and Early Empire. The transition from Rome the agricultural backwater to Rome the international power created a series of social, political, economic, and demographic changes in Italy, further sparking a series of struggles over land use that brought down the Republic and defined the policies and problems of the Empire. Was the Italian peasant displaced from the land for the benefit of the latifundia and the wealthy, or did he prosper in the countryside along-side the large estates? What is the nature of the evidence? Recent archaeological evidence has suggested new answers to these questions, and new processual models have been proposed based on that evidence. This study will address and evaluate both the literary-historical and archaeological arguments.

Abstract:
This thesis examines the description of Sicily found in the large-scale twelfth-century Arabic geographical work, the Book of Roger, and enquires into the role this description played in the construction of the new Norman state under King Roger II (r. 1130-1154 CE). While Roger’s decision to commission the Book of Roger has traditionally been attributed to his intellectual curiosity and wish to appear as a philosopher king, this thesis will argue that the decision to commission the Book of Roger was part of a deliberate strategic and political program undertaken by Roger and his advisors to create a Norman state in the Mediterranean, drawing heavily on the multicultural traditions of twelfth-century Sicily. Although the Book of Roger is a geography of the entire oikumene (known world), Sicily is given a central position and is represented as an abundant paradise, both secure and prosperous. The description provides an unprecedented level of strategic and economic detail on the island regarding toponomy, settlement and agricultural and commercial output. The description is not without its limitations and is largely ‘people-less’; there is a dearth of information on population, religion and culture despite the multicultural nature of twelfth-century Sicily. I will argue that rather than oversights, these omissions were entirely deliberate, designed to present the centre of Roger’s kingdom as a homogeneous territory, a fact which was belied by circumstances on the ground. Despite the limitations of the text, this thesis will argue that the Book of Roger provides the most comprehensive geographical text on Sicily produced up to the twelfth century and well beyond. With this in mind, based on the modern critical edition of the book, I have completed an English translation of the description in the hopes this detailed text will be more greatly utilised by scholars working on Sicily in the Middle Ages. My English translation appears in Appendix I and there are excerpts taken from the translation throughout the body of the thesis. Finally, although Idrīsi’s original maps are beautifully drawn, they present a greatly simplified version of what is found in the text of the Book of Roger and therefore do not do justice to the work undertaken by the author. Using Geographic Information System (GIS) software, this thesis will for the first time provide a series of maps which reflect the rich data in Idrīsi’s description of Sicily in the twelfth century. It is my hope that these maps will prove useful to scholars working on the history and archeology of Sicily in both the Muslim and Norman periods.

Abstract:
In the early fourth century AD, the Roman Empire underwent at least two significant transformations in the ways it was governed. Firstly, Rome ceased to be the residence of emperors. From the last visit of the emperor Constantine in 326 until the end of the century, there were only two imperial visits to Rome. Secondly, a series of ceremonial, institutional and fiscal recalibrations magnified the visibility and extractive capacity of the imperial state. This doctoral thesis explores the impact of these developments on senators in Rome. Late Roman aristocrats were an imperial aristocracy, whose social life, cultural identity and economic survival were inextricably intertwined with the institutions of the Roman state. Imperial withdrawal and the late-antique strenghthening of imperial institutions did not lead to the outbreak of a fierce ideological conflict between resident senators and court, but rather intensified divisions within aristocratic society. New fiscal pressures, a rise in competitive expenditure and a narrowing of access to senior government posts had the consequence that many aristocrats could no longer participate in the competition for honour, wealth and offices. But not all suffered from the new configuration of power. After imperial . withdrawal, resident aristocrats were no longer the the proclaimed peers and potential rivals of the emperor. As a result, the most successful and imperiallyfavoured amongst them enjoyed chances for enrichment, patronage and self-display which far exceeded those of early imperial senators. A gap opened between few successful aristocrats, deeply involved in imperial government and ready to spend vast sums in the pursuit of their ambitions, and others who could no longer participate in the harsh competition for imperial and popular favour.

Rural tourism has been widely promoted in the European Union as an effective measure counteracting economic and social challenges facing rural areas especially those with declining agriculture economies. Particularly its role is seen in provision and maintenance of public goods which are more and more demanded by the public and considered in the policymaking. In Kosovo, rural tourism has been developed through the support of the international organizations and private sector initiatives, with primary aim to generate additional income for rural households and sustainable management of natural and cultural resources. Anyhow, it could be stated that the use of territorial capital to enhance the quality of the tourist offer and undertake promotion at wider circles of people has not been well explored so far, particularly possible links with agriculture that would satisfy visitors demand. In this regard this research study analyzes involvement of local stakeholders and use of territorial capital to develop tourist offer in rural areas of Kosovo. Beside, study applies comparative approach with other two areas of the European Union, Appennino Bolognese in Italy and Alpujara in Spain, to understand and compare the process of rural tourism development and demand characteristics between Kosovo and these areas. A survey has been conducted in all three study areas with rural tourism visitors to understand their preferences for public and private goods and services when visiting rural areas and the role of agriculture in sustaining rural tourism. Results show that there is a potential to link rural tourism with agriculture in Kosovo, which would help in sustaining agriculture and add additional value to local food products, which in return would enhance the tourist offer and make it more attractive for the visitors but also for the farmers as an additional revenue generating sector.

In this regard this research study analyzes involvement of local stakeholders and use of territorial capital to develop tourist offer in rural areas of Kosovo. Beside, study applies comparative approach with other two areas of the European Union, Appennino Bolognese in Italy and Alpujara in Spain, to understand and compare the process of rural tourism development and demand characteristics between Kosovo and these areas. A survey has been conducted in all three study areas with rural tourism visitors to understand their preferences for public and private goods and services when visiting rural areas and the role of agriculture in sustaining rural tourism. Results show that there is a potential to link rural tourism with agriculture in Kosovo, which would help in sustaining agriculture and add additional value to local food products, which in return would enhance the tourist offer and make it more attractive for the visitors but also for the farmers as an additional revenue generating sector.

Abstract:
The industrial restructuring of the 1970s, the sluggish economic growth of the 1980s and the difficult macroeconomic scenario of the early 1990s which preceded the Italy's joining of the EMU, gradually reduced the space for Keynesian economic policies in the country. In certain geographical areas, unemployment remained high over a long period of time and the Italian state had to confront this situation which was becoming socially and politically unsustainable. The solution found involved the long-term unemployed in a wide range of activities provided by public bodies, called socially and publicly useful jobs. At the end of the 1990s, under pressure from neoliberalism, many public bodies outsourced their public services, labour market deregulation was pursued, while supply-side labour polices gained ground. This thesis examines the policy process during the paradigm shift, evaluates its impact on unemployment reduction, discusses the ways in which the policy's outcomes were achieved, and highlights the role played by institutions during this long-term process. The approach chosen to evaluate the policy of socially and useful jobs distinguishes between three intrinsically linked stages of the policy process: policy-making, implementation and take-up. Recognising the central role of institutions in providing the context in which the policy process develops, the approach chosen for this analysis is historical-institutionalism. It is applied within the broader framework of the political economy which impacted on the transformation of the Italian welfare state and the rise of workfare practices. The policy process evaluation led to some interesting findings. Firstly, many unemployed were re-inserted into the labour market due to their participation in socially and publicly useful jobs. Secondly, the activities they delivered allowed the communities to avoid disruption to important services and helped the state to save funds through the use of an inexpensive and productive workforce. Thirdly, the public administrations considered the outsourcing of services successful when they received high quality services from workers who were already known to them and were easily managed. Fourthly, the participation of the private companies in the last stage of the policy did not guarantee efficiency gains and, in several cases, the public administrations preferred to employ the socially and publicly useful workers directly.

This thesis focuses on the past, present, and future of food sustainability on Maui. It begins by explaining ancient Hawaiian agriculture and how this complex system of agriculture was deeply rooted in the customs and traditions of the Hawaiian people. The second section explores how this sustainable agricultural system changed after the arrival of Captain Cook in 1778. After western settlement, land that was once a communal resource became privatized. As land ownership shifted, the traditional subsistence agricultural system of Hawai’i began to change. Export crops such as sugar cane and pineapple became more widespread. As these crops shifted the way land was utilized in Hawai’i, the islands reduced the amount of crops grown for local consumption and became increasingly reliant on imported foods. The last section stresses the necessity of increasing the production of locally grown food on Maui. It discusses the locally grown food movement that has developed on Maui, and addresses the obstacles that prevent more food from being grown locally. Lastly, it suggests strategies to increase the amount of food produced for local consumption so that Maui can secure a more sustainable agricultural future.

Linguistic minorities are playing a crucial role in determining how states are reimagining themselves in more plural and inclusive ways. Pressure from both supranational and sub-state levels of government has meant that the repression of linguistic minorities by state institutions is no longer acceptable and even attitudes of neglect are widely condemned. However, while there has been a noticeable change in attitudes towards linguistic minorities in many European states, the specific role of the central state in relation to these groups remains ambiguous and merits further study. This thesis thus compares the language policies of the central states of Spain and Italy between 1992 and 2010, concerning two specific linguistic minorities in each country. These include Catalan-speakers in Catalonia and the German-speaking minority in Alto Adige/Südtirol, which have received considerable recognition and find themselves in a comparable situation within their respective states. In contrast, the Asturian- and Sardinian-speaking minorities have received the most minimal recognition at both the regional and state levels. Three sources of primary data were identified for the purposes of this study: official state documentation and legislation, elite interviews with political and institutional representatives, and state-wide newspapers. The research reveals the rationales, ideologies and motivations behind the actions of the central states of Spain and Italy in their approaches towards these distinct groups. New insight is provided by considering cases which have not previously been compared, as well as focusing on the typically hidden language policies of the state in contrast to the visible and widely studied policies implemented at the regional or provincial levels. This approach allows conclusions to be drawn on the extent to which both states may be moving away from the traditional monolingual nation-state model and provides recommendations for future approaches to linguistic minorities at the state and European levels.

Five methods to measure the saturated hydraulic conductivity of Arizona irrigated soils were evaluated using the in-situ single ring, double ring, compact constant head permeameter methods, and with tempe cells (soil cores) in the laboratory. Ten Arizona irrigated soils were studied, and the textures of these soils ranged from sand to silty clay. Three water qualities were evaluated, namely the local water, gypsum in local water, and gypsum water (0.005M CaSO₄ · 2H₂O solution). Sites were selected to provide soils having a wide range of soil characteristics and detailed laboratory and field morphology data were measured including soil texture, bulk density, soil aggregation, stickiness, plasticity, moisture retention at various tensions, ECₑ, and pHₑ. The results showed that the double ring method was the better in-situ method. The relationships between soil properties and K(sat) were evaluated, and soil properties were examined as predictor variables for K(sat) in stepwise multiple-regression. Stepwise multiple-regression criteria were set at a probability of F to enter ≤ 0.5 and probability of F to remove ≥ 0.1. Six models are presented that can be used in predicting K(sat). Each model has a subset of field and laboratory predictor variables selected based on stepwise multiple-regression criteria, and with some personal judgment. Casewise diagnostics were used to test model performances.

Kansas State University uses a variety of animals to fulfill the University’s research and teaching mission. K-State maintains a single Institutional Animal Care and Use Committee (IACUC) to oversee the use of all vertebrate animals used in research and teaching at K-State. K-State’s program is AAALAC accredited. The Association for the Assessment and Accreditation of Laboratory Animal Care, International (AAALAC) is a non-profit organization with the mission to promote the humane care of animals used in research and teaching. AAALAC is a private member association that evaluates and accredits member organizations by utilizing a peer review process. Accreditation signifies that an animal care and use program goes beyond meeting minimum standards required by law and strives for excellence to better meet the needs of the animals in their care. However, K-State’s accreditation is university-limited, meaning not all colleges that use animals for research and teaching are accredited. The College of Agriculture is not included in the accreditation even though it supports 15 animal facilities within the Department of Animal Science & Industry (AS&I) and 2 facilities located at Agricultural Experiment Stations (AES). Species housed in these facilities include; cattle, horses, swine, sheep, goats, and poultry. AAALAC reports that accreditation of agricultural animal programs lags behind other animal research and teaching programs. This may be due to multiple factors such as; minimal research funding sources require institutions to be accredited, minimal funding to make necessary facility upgrades, and a lack of conviction of how accreditation may benefit an agricultural animal program. This paper begins to discuss the scope of the program, identify common deficiencies, and provide suggestions for program improvement. As public pressure increases to improve care of animals in research and agricultural settings, it would benefit K-State to accredit all the institution’s animal facilities. The IACUC is a key player in this effort but support from K-State institutional leadership and the College of Agriculture is paramount. Those at K-State know the importance of the care we provide the animals in our facilities, but obtaining AAALAC accreditation will show our peers, supporting institutions, and our students that we strive for excellence in care of all our animals.

An institutional pattern of administrative inertia and resistance has traditionally characterised the reform of the Italian State. It is widely held that the historical development of the state has contributed to this immobilisme. The effect of the Italian system of party government on bureaucratic autonomy is also blamed for the failure (until recently) of attempts to reform the Italian state. However, definite changes affecting welfare administration in Italy reveal a radical departure from the status quo, as a result of particular reform mechanisms and the strategies of elites in handling blockages during the process of legislative implementation of delegating laws designed to introduce ambitious reform programmes. 'Dynamic conservatism' is the novel theoretical approach elaborated here to study policy change in such stalled administrative systems, and it offers an explanation of how it becomes possible to break historically determined immobilisme. The case of healthcare reforms in Italy in the 1990s has marked an impressive departure from traditional administrative practice. The thesis argues that two key innovations have been accomplished: first, the emergence of public managers charged with extensive policy leadership at the top of regional welfare administration, increasingly legitimised by expertise and technical knowledge rather than political entrepreneurialism; secondly, the reconfiguration of traditional centre- periphery relations, triggered by the territorial disturbance caused by regionalisation. The consolidation of policy change, underpinned by the paradigm of the entrepreneurial state, was most noticeable at regional level. Such change was achieved, however, only by handling beforehand two major blockages: first, the opposition of political parties during the parliamentary process to the reconfiguration of the relationship between politics and administration; secondly, the adversarial response of interest groups to policy change.

Protests represent an extremely delicate issue for governments and authorities in terms of security and democracy. Most recently in the last decade, demonstrations have acquired a global and international characterisation, rendering these trans-national phenomena. This research is a case study which aims to contribute to the political development of Italy by analysing the policies in relation to the management of protests by using theoretical frameworks drawn from fields of social and political sciences such as Public Policy and Peace and Conflict studies. The goal of this research is to analyse events in a broader picture, investigating democratic values and state response to social movements such as protests. In other words, it seeks to answer the following questions: How was the government response conceived and what impact did this have on state values of security, democracy and justice? Considering comparable cases, what was the impact in terms of policy and practice of these strategies? How can public policy theories of social construction help to explain the government response and thus contribute to prevention of such violence in future?

Abstract:
This thesis examines warfare, social power, and the state in central Italy for the period between 900 and 343 BC.1 The goal of this research is to better understand how warfare fit into the dialogue of social power in Etruria and Rome. This is achieved through the fulfilment of a number of aims. The first is to understand the patterns of warfare present in central Italy, as these can help us better understand the social aspects of conflict in the region. The project assumes that the practice of warfare is important for understanding its role in this dialogue, and thus an analysis of arms, armour, and tactics is also necessary. The second aim is to understand how warfare and politics affected one another. The condottieri paradigm is challenged and the strength of central Italian states asserted. The third aim is to explain the interaction between warfare and economic power, and the interaction between these two aspects of social power. The fourth aim is similar, and analyzes the connections that are visible between warfare and religion. Through these aims, this project creates a clearer picture of warfare in Etruria and Rome from the Iron Age to the Archaic Period. It argues that the exchange and dialogue of social power was not alienated from the state, and that independent warfare would have been of less value than it was probably worth. To this end, the Servian Constitution is re-examined and the idea of an early Roman hoplite phalanx, and single class army, is rejected. The original contribution of this work is in reasserting the position of the state in Tyrrhenian warfare and rejecting the idea that private interest was more powerful.
