AbstractThroughout Asia, the relationship between the state and the rural sector has shifted from taxation to subsidy. The political tussles over subsistence between resistant peasants and taxing states, eloquently described by James Scott, have been replaced by a more affluent political dynamic focussed on subsidy and productivity. This article explores this transformation by means of a comparative study of Thailand and South Korea. Like many other countries, Thailand and South Korea have followed the path from taxation to subsidy but Thailand has never successfully addressed its legacy of low agricultural productivity. Contemporary South Korean agriculture, by contrast, is a result of a century-long investment in productivity improvement, in both its taxation and subsidy phases. The interaction between government policy and agricultural productivity has important political implications. Whereas South Korea has made a successful democratic transition and achieved a broad consensus on support for the agricultural sector, Thailand has failed to effectively manage the contemporary dilemmas of exchange between rural people and the state.

Abstract:
Agriculture plays a key role in economic development, alleviating poverty and malnutrition, especially in the early stages of agricultural development. Several studies have demonstrated that neglecting agriculture, especially at the early stages of industrialization, can disrupt the process of economic transformation. This paper reviews the process of agricultural transformation in Asia through the framework proposed by Timmer (1988). It finds that agricultural transformation in Asia has followed a uniform pattern with unique characteristics in each stage. Moreover, the public sector has been instrumental in facilitating and guiding agricultural transformation. Emerging challenges in the agri-food sector in Asia have prompted some countries to promote a more inclusive and integrated approach to rural and agri-food system development. The next phase of agricultural transformation—pioneered in Japan, Republic of Korea (South Korea), and China—seems relevant to most countries in Asia and elsewhere. In all three countries, the role of the state in facilitating the next phase of agricultural transformation is highly instrumental in terms of policy, strategy, incentives, and resources. However, there is insufficient evidence to assess the efficacy of the transformative initiatives dubbed as the “6th industrialization in agriculture.”

According to the Foreign Agricultural Service of the United States Department of Agriculture, worldwide consumption of fresh grapefruit in 2014/15 increased from 4.2 million to 5.2 million metric tons. China, which is the largest producer of grapefruit, was largely responsible for the increase. In South Korea, however, the state of Florida in the United States has traditionally dominated the grapefruit market. The South Korean grapefruit market has been increasing in recent years and is expected to keep growing. The industry in Florida now faces fierce competition from other suppliers with lower import prices and different harvest seasons. Abstract:
The article is devoted to the study of general and special characteristics of the condition and state regulation of agriculture in three East Asian countries: China, Japan, and South Korea. It is determined that there are several historical similarities associated with the Asian way of production, low land use, high dependence on food imports, rapid urbanization and high population density. The topic of food security is relevant for all three countries. The comparative analysis made it possible to identify and specify important differences in the process and results of the modernization of agriculture in the three countries. Especially in terms of the level and speed of technical and technological development, domestic state support for agriculture, foreign trade policy, changes in the trade balance for agricultural goods, the inclusion of countries in the import of GM seeds and the production of organic food, positions in the ratings of the global food security index. The article focuses on the issues of commercialization of biotechnological crops and China's strategy aimed at future global dominance in the field of agricultural science and technology. Using the mechanism of international corporate mergers and acquisitions, the Chinese company with state participation entered the top five world leaders in the production of GM seeds and IT platforms for precision farming.

The history of successful industrializers, such as South Korea and Taiwan, shows a systematic shift in the production structure from low- to high- value added activities in manufacturing and its resulting impact on agriculture, mining and services. Within manufacturing, the transformation is seen in both a movement from low-value added sectors, such as apparel making, to high-tech activities, such as automotive and electronics products, and, within particular industries, vertical integration into knowledge-intensive activities. Pakistan’s failure to engender the conditions to stimulate technological upgrading within its leading manufacturing industry of clothing, and a shift away to higher-value added industries is the prime reason why the country has not achieved rapid growth in GDP per capital over the long-term. This paper discusses Pakistan’s stagnation in manufacturing over the period 1960-2013 against the experience of the rapid industrializers of South Korea, Taiwan and Malaysia. Drawing on empirical evidence it argues that Pakistan requires a dynamic industrial policy that focuses on technological upgrading in its existing manufacturing sectors and the creation of competitive advantage in high value-added sectors if the country is to experience sustained long-term economic growth.

In addition, data-based precision agriculture is being commercialized by convergence various advanced technology such as autonomous driving, satellites, and big data. In Korea, the number of commercialization cases of facility agriculture among smart agriculture is increasing. However, research and investment are being biased in the field of facility agriculture. The gap between research and investment in facility agriculture and open-air agriculture continues to increase. The fields of fruit trees and plant factories have low research and investment. There is a problem that the big data collection and utilization system is insufficient. In this paper, we are proposed the system for determining the fruit tree growth stage using a deep learning-based object detection model. The system was proposed as a hybrid app for use in agricultural sites. In addition, we are implemented an object detection function for the fruit tree growth stage determine.

The application of sensors and information and communication technology (ICT) in agriculture has played a vital role in improving agricultural production and the value chain. Recently, the use of data analytics has shifted agriculture from input-intensive to knowledge-intensive as a large amount of agricultural data can be stored, shared, and analyzed to create information. In this paper, we have reviewed existing sensors and data analytics techniques used in different areas of agriculture. We have classified agriculture into five categories and reviewed the state-of-the-art technology in practice and ongoing research in each of these areas. Also, we have presented a case study of Korean scenario compared with other developed nations and addressed some of the issues associated with it. Finally, we have discussed current and future challenges and provided our views on how such issues can be addressed.

This paper attempts to explain the diverging patterns of structural reform in Japan and Korea's agricultural sectors from 1985 to 2009. Why has structural reform proceeded more extensively in Japan than in Korea? The nature of Japan and Korea's agricultural policy communities, specifically the extent to which farm interests are meaningfully represented in the agricultural policy community, is an important factor shaping the structural reform experiences of Japan and Korea's agricultural sectors. In Japan, the inclusion of farm interests in the agriculcural policy communities strengthens government capacity to implement difficult reforms. In contrast, the exclusion of Korean farmers from its agricultural policy community weakens the Korean government's ability to restructure the agricultural sector against the wishes of farmers.

Abstract:
According to Millar (1996), the gulf between science and society is growing. Technologies are tools cultures develop to solve society's problems. The rapid dispersion of science and technology across cultural borders through trade, technology transfer and exchange, increasingly requires people in different cultures to make choices about accepting or rejecting artifacts of science and technology such as genetically modified (GM) foods, which originate primarily from the United States. These issues challenge policy makers and scientists to account for the affects of different cultural perspectives on controversial scientific issues. Given the controversy across cultures over acceptance or rejection of genetically modified (GM) foods, GM foods are an excellent example with which to begin to reveal how culture impacts public perceptions of the risk and benefits of science and technology in different societies. This research will: 1. Define public awareness and understanding of science, specifically GM foods; 2. Examine culture's impact on knowledge, including different cultural approaches to research; and 3. Compare recent findings of a bi-national public opinion survey on GM comparing in South Korea and the United States. The proposed research outlines two research questions: 1) How and in what ways do South Koreans and Americans differ in their opinions about GMOs? This question is important for gathering current points of contrast about how the two cultures may differ; and 2) What role does culture play on opinion formation about GM foods? Through grounded theory, the researcher will investigate how cultural differences help explain opinion on public perceptions of GM foods. Is it possible to identify common cultural factors that impact public perceptions of GM foods between South Koreans and Americans? The study will utilize both qualitative and quantitative methodologies. Higher education is a major producer of new science and technology. The study is significant for higher education administrators who must understand cultural factors impacting science internationally and globalization of the academic enterprise.

Abstract:
The purpose of this thesis is to investigate whether State intervention in the market can be a catalyst for economic growth by examining the cases of South Korea. Since Stale intervention in the market typically takes two form; namely, implementing industrial policy and controlling State-owned enterprises (SOEs). I investigate industrial policy as an overall strategy of state intervention. and performance contract and board of directors as governance mechanisms of SOEs. In doing so the thesis contributes to the existing knowledge in the following ways. First, this thesis extends the existing literature on industrial policy by shedding new light on the dynamic nature of industrial policy. That is, industrial policy necessarily changes the market conditions where it ha: been shaped and, therefore, it becomes outdated. which necessitate new policies. Given this, I propose a dynamic framework for successful industrial policy over time and find that South Korean industrial policy over the period 1960-1996 an be explained within the framework. confirming that successful industrial policy. hould be a dynamic and evolutionary process which is responsive to changes in institutional environment. Second. the thesis extends the existing literature on performance contracts (PCs) by examining whether PCs an actually improve the performance or SOEs. From relevant theories, the thesis draws out conditions that 'sensible' PCs measures should meet so as to effectively motivate SOEs to perform better and the use of Total Quality Management (TQM) as a basis for generating specific PC measures. The arguments are then empirically tested using data from the South Korean PC which are built on TQM. The results show that the South Korean PC meets the condition. for 'sensible' measure, and actually improve the performance of the South Korean SOEs. indicating that PC: can improve the performance of OE: where PCs incorporate sensible measures. Finally, this thesis. extends the existing literature on corporate governance by empirically investigating how corporate boards add value to firms in the context of SOEs. and how SOE boards interact with PCs. sing a novel framework that incorporate board process, the thesis. derives empirical evidence that PCs act as substitute for board monitoring. The results indicate that SOEs do adjust their internal governance in response to internal imperatives (the reduced need for monitoring due to the presence of PCs) rather than institutional pressure of PCs for effective monitoring. This implies that regulators should consider this subtitutive effect when they design the governance structure of SOEs.

Abstract:
This thesis analyses the development of the Korean welfare system since the 1960s within the institutional dynamics of Korean politics. Its aim is to contribute to the understanding of Korean politics through the analysis of the Korean welfare state. The thesis argues that the making of social policy has been determined primarily by the politics of legitimation, in particular before democratisation. This thesis identifies the confined institutional circle responsible for crucial social policy decisions. In this institutional terrain, the President and his ministers and policy experts have played the dominant roles. The democratisation since 1987 brought about institutional changes and enabled institutions such as the National Assembly to exercise effective power in social policy-making. The political rationale of social policy is deeply embedded in the structure of social policy institutions, especially the way in which the state intervenes in the financing of welfare programmes. In the mix of welfare financing, the regulator type of state intervention emerges as the dominant feature in Korea. This thesis assesses the outcomes of social policy from two perspectives: the perspectives of redistribution and of social rights. Social policy intervention has so far had little redistributive effect mainly due to the immaturity of the welfare system. In terms of social rights, the universality of rights to health care was achieved in a relatively short period of time. Rights to protection against industrial accidents have made good progress in terms of compensation and protection for the last three decades, despite the limited coverage. However, the quality of social rights that have so far been implemented is low. In two important respects, the approach of the thesis is characterised by methodological broadness. In the policy analysis, the thesis moves beyond an institutional approach to including also the substantive outcomes of institutional changes. In the analysis of outcomes, the thesis covers both the perspective of redistribution and the perspective of social rights.

AbstractDue to the continuous need to attain food security for the growing population, resource exploitation in the agriculture sector is evident. Hence, both production growth and sustainability have become key policy dilemmas. This paper examines the prospective roles of regional cooperation in attaining sustainable green growth in the agricultural production process. To formulate the Green Growth Index for Agriculture (GGIA), 16 South-through-East Asian countries were considered. The result implies that if the countries could work under a regional cooperation bloc, on average, they can exploit the untapped potential production of 33.8% without deploying any additional resources. Analysis for emission-management reveals that if the countries could work under a regional cooperation bloc, on average, its agriculture emission-management efficiency would be 45%. According to the GGIA, China, Japan, and South Korea have the highest overall efficiency, while Cambodia, Lao PDR, and Thailand have the lowest in this region.

Abstract Using three major initiatives in support of gender sensitivity in land management in Korea, the article suggests that gender mainstreaming in land management can be achieved in the following ways: (i) governance rearrangements in spatial decision making;(ii) smart infrastructure concepts aligned with female elements and preferences; (iii) private public partnership (PPP) on women empowerment; and (iv) openness and transparency of gender disaggregated data. However, several important limitations also need to be considered when trying to adopt (or adapt) the Korean experience elsewhere. First, on the surface, all the projects and programs for gender sensitivity in land management demand bottom up and community driven decision making, but there still exists some top down culture and state directed approach in practice for aligning implementation to legal procedures. Second, the central and local governments consider to make project performance a priority rather than making the programmes (quality) better. Lastly, the government brought gender awareness into the policies and budgets of all agencies (gender responsive budgeting), allocation and implementation pathways can be problematic. Korea is yet to reach full awareness on these gender matters because there is still a lack of gender awareness in many government departments.

The State Meadow Institute creation was event of the most important state significance. This event is extremely important for rational nature management, increasing soil fertility, obtaining high and sustainable crop yields, and preserving the productive longevity of our lands. In 1922 the Station for the study of forage plants and forage area was transformed into the State Meadow Institute (SMI). 1930 – SMI was transformed into the All-Union Williams Fodder Research Institute. 1992 – transformation into the All-Russian Williams Fodder Research Institute. 2018 transformation into the Federal Williams Research Center of Forage Production & Agroecology. Throughout its history, the Institute has proudly borne the name of its founder – W. R. Williams. Such famous scientists as V. R. Williams, A. M. Dmitriev, L. G. Ramensky, I. V. Larin, S. P. Smelov, T. A. Rabotnov, A. A. Zubrilin and many others worked at the Institute. The Institute's works (books, articles) have been published in England, Belarus, Bulgaria, China, Czech Republic, Finland, France, Germany, Hungary, Israel, Kazakhstan, Korea, Mongolia, New Zealand, Poland, Romania, Slovakia, USA, Uzbekistan, Ukraine, Switzerland, Sweden, and Japan. More and more countries are seeking to liberalize their economies to attract foreign direct investment (FDI) flows. In this regard, the most important question for these countries is not only to reform, but also how to carry out reforms. In this regard, the Korean experience is a particularly interesting example. Because its reforms, which began in the 1990s, were rapid and farreaching. The purpose of this study is to study deeply the experience of the Republic of Korea in attracting foreign direct investment. By studying the Korean experience, we will try to find answers to the questions: What were the main obstacles and what were the main driving forces? How did FDI liberalization compare with other reforms (trade and regulatory reform, foreign investment policy)? Understanding the Korean experience is useful for other countries, especially for Uzbekistan, which still has high levels of regulatory constraints, as measured by the FDI Index. In recent years, Uzbekistan has been striving to attract more investment and realizes that it is necessary to reform its investment regime, but does not know how best to proceed.

Suriname is highly vulnerable to the effects of climate change. Among the factors that exacerbate its vulnerability are its dependency on fossil fuels, the degradation of important ecosystems (e.g., mangroves), and the fact that 87% of the population, and most of the countrys economic activity is located within the low-lying coastal area. Many sectors are at risk of suffering losses and damage caused by gradual changes and extreme events related to climate change. For Suriname to develop sustainably, it should incorporate climate change and its effects into its decision-making process based on scientific- evidence. The State of the Climate Report analyzes Surinames historical climate (1990-2014) and provides climate projections for three time horizons (2020-2044, 2045-2069, 2070-2094) through two emissions scenarios (intermediate/ SSP2-4.5 and severe/ SSP5-8.5). The analysis focuses on changes in sea level, temperature, precipitation, relative humidity, and winds for the seven subnational locations of Paramaribo, Albina, Bigi Pan MUMA, Brokopondo, Kwamalasamutu, Tafelberg Natural Reserve, and Upper Tapanahony. The Report also analyzes climate risk for the countrys ten districts by examining the factors which increase their exposure and vulnerability on the four most important sectors affected by climate change: infrastructure, agriculture, water, and forestry, as well as examining the effects across the sectors. The State of the Climate Report provides essential inputs for Suriname to develop and update its climate change policies and targets. These policies and targets should enable an adequate mainstreaming of climate change adaptation and resilience enhancementinto day-to-day government operations. It is expected that the Report will catalyze similar efforts in the future to improve decision-making by providing science-based evidence.
