Based on a general equilibrium model, we estimates the potential economic benefit of water rights transfer from agriculture to industries. We use the input-output table of China 2010 to build the general equilibrium base solution, and simulate the improvement of the technical efficiency of agricultural water use and the transfer of the saved water to industries. Results show that the transfer of water right from agriculture to industries can contribute to real GDP growth, price level decrease, and industries’ output growth.

Abstract The 2 °C target of the Paris Agreement has stimulated the implementation of carbon reducing policies such as carbon taxes and emission trading schemes, which explicitly applies a price on carbon emitting fuels. However, OECD (2016) reports that the effective carbon rate must be at least 30 Euros per ton of CO2. The effective carbon rate includes the implicit carbon price, e.g. energy taxes, along with the explicit carbon price. Previous studies have focused on the effects of explicit carbon prices. In this chapter, we will focus on the effective carbon rate and estimate the effects of carbon policies that increase the effective carbon rate to the 30 Euro threshold. We find that the short-term effect of a carbon tax that raises the effective carbon rate for all industries above 30 Euros will not only effect energy intensive industries, but also downstream industries that already have high effective carbon rates. Furthermore, we find that the carbon tax implemented in 2012 increase the average effective carbon rate, but increases the difference between taxed emitters and non-taxed emitters. Thus, tax exemption for energy intensive industries sacrifices economic efficiency.

Abstract To analyze the ripple effects of CO2 emissions from the introduction of renewable energy power plants, this study developed input–output tables for analysis of next-generation energy systems (IONGES). The results revealed that the environmental benefits obtained from investing in power plants of the same capacity vary significantly depending on the type of renewable energy. Using the IONGES, under assumptions of three carbon taxation methods (upstream, midstream, and downstream), we calculated the taxable CO2 emissions induced when producing each good or service and estimated the carbon tax burden associated with the final demand. We found that, in the upstream method, the taxation effects of one unit of carbon tax is concentrated in energy goods such as coal products and petroleum basic, while the effects are relatively dispersed in the downstream taxation method. If renewable energy is added to the government target level in 2030, taxable CO2 emissions will decrease by 12–13.3%. Compared with the upstream taxation method, in the midstream and downstream methods, the CO2 emissions induced by each final demand are distributed more evenly across various goods and services. Compared to the downstream taxation method, upstream taxation leads to higher CO2 emissions from exports, but lower CO2 emissions from household consumption. This is because energy-intensive industries such as machinery have high export ratios. We analyzed which expenditure categories contribute to the carbon tax burden associated with household consumption. In the case of upstream taxation, households mainly focus on reducing electricity consumption; in the case of downstream taxation, households reduce consumption of various energy-intensive goods and services.

There are many different methods to do defuzzification, but the most common technique is centroid method. A self-defined sustainability movement crystallized between the late 1970s and the 1990s. No longer was sustainability merely a concept or set of ideas. There was now a set of organizations—the Worldwatch Institute, the Rocky Mountain Institute, the United Nations (UN ), and so on—that promoted something called “sustainability” and a growing number of individuals who sought to “live sustainably.” Scholars began to describe in vivid detail what a sustainable society might look like and discussed in no uncertain terms the unsustainability of modern industrial society. In 1975, a conference was held near Houston, Texas, on “how a modern society might be organized to provide a good life for its citizens without requiring ever-increasing population growth, energy resource use, and physical output.” A stream of books between 1976 and 1981 drew on cutting-edge science and ecological economics to sketch out the “qualitative components of a sustainable society.” In the 1980s, sustainability became the centerpiece of international agreements; a strategy objective for at least some nongovernmental organizations (NGOs), businesses, and governments and a philosophy of balance and durability with a wide range of applications. It found its greatest champion in the United Nations though, which recast sustainability as “sustainable development” and integrated its principles into international accords. Sustainability had thus become part of a political agenda and a clearly articulated ecological philosophy, and a plethora of frameworks, systems, and models were developed as a means of studying, measuring, and advancing its central tenets. This is the period, for instance, in which the three Es appeared as the basic model for sustainability. By the 1990s, sustainists had begun implementing principles of sustainability into economic analyses, planning commissions (on all governmental levels), the energy sector, education, agriculture, housing, transportation, business operations, and many other domains. The media picked up on the term, too, and sustainability became, by the end of the century, a buzzword meant to signify anything associated with green values. This chapter offers a brief overview of the formation, triumphs, and challenges of the sustainability movement at the end of the twentieth century.

Finally, our analysis based on n and y runs in terms of national aggregates, although clearly the model underlying it is one involving inter-sectoral transfers of marketed surplus from agriculture to non-agriculture. This aggregation conceals some important aspects of the process. First, it ignores the possibility of non-inflationary productive investments based on rural labour accumu-lation, and thereby exaggerates the strategic necessity of extracting and transferring rural surplus product. Second, it ignores the fact that the rural sector is largely insulated from the urban food market, since it has the first claim to foodgrain consumption. The implication follows that the urban areas are thus rendered even more vulnerable to variations in agricultural output and marketed product.
