AbstractThe Aid for Trade Initiative needs to be revamped. This article describes the challenges the Initiative faces and describes the pros and cons of possible reforms. The Aid for Trade Initiative succeeded in mobilizing quickly a large amount of financial resources. However, because the Doha Round talks stalled, the aid mobilized could not support the implementation of a multilateral agreement. Instead, it was spent on various projects, some of them not clearly related to trade. This affected developing countries confidence in the Initiative. To make matters worse, in the midst of a fiscal crisis that threatens development budgets, the Initiative had difficulties showing convincing results. In order to preserve resource mobilization, the WTO is expanding the scope of the Initiative to new areas only remotely related to trade and the trade and development nexus. This is unlikely to build confidence. The WTO should rather narrow the scope of the Initiative in order to make it more focused and efficient.

The Aid for Trade (AfT) initiative has gained much popularity since its launch at the World Trade Organization (WTO)'s Ministerial Conference in 2005, and there are ongoing discussions on its effectiveness and potential to improve the integration of developing countries (DCs) into the world economy. This article contributes to the debate by analysing AfT in a political economy context. We find that the delivery of AfT is a precondition for trade reform and trade-enhancing rule-making in DCs and may cushion adjustment problems to trade liberalization. Accordingly, AfT can be a catalyst of trade reforms domestically and internationally.

Since the "Belt and Road" initiative was put forward, the scale of China's foreign aid has grown rapidly and the scope of radiation has been expanding. Foreign aid has become one of the tools of China's foreign relations that cannot be ignored, and it is especially important to study the bilateral trade effects brought by foreign aid. This paper mainly selects the impact of China's aid to Cambodia on bilateral trade for research. This study adopts the trade gravity model, introduces GDP and population size as control variables, and conducts regression analysis on the amount of China's aid to Cambodia and bilateral trade over the years, and concludes that China's aid to Cambodia helps to promote bilateral trade.

AbstractThe emerging Global Administrative Law (GAL) study has brought into the legal frontlines the need to hold global governance bodies more accountable for their rulings and activities, and how these institutions are adapting their actions to better respond to new global challenges as their legitimacy depends on their effectiveness in coping with them. The legitimacy challenge has become a pressing issue, forcing international organizations to open up their decision-making processes and to set up review mechanisms to oversee their actions. The recent WTO Aid for Trade (AFT) Initiative belongs to this new category of global action/forums that want to respond to legitimacy and accountability challenges. This innovative movement has provided the WTO Director General with the responsibility to launch and institutionalize an initiative to allow poorer countries to derive more benefit from the Multilateral Trading System. It has brought together a wide range of stakeholders including international aid-donor states, beneficiary states, international financial and development institutions, regional banks and regional institutions, private sector, NGOs etc. to discuss and shape the best way to achieve this aim. This article tries to assess the AFT Initiative against the principles advocated by GAL, in particular those related to participation, transparency, accountability and review.

Endemic supply side constraints including fluctuating output levels, deficient trade infrastructure, rampant non-tariff barriers and incapacity to ensure international quality standards continue to thwart the gainful participation of many Least Developed Countries (LDCs) in an increasingly liberal global trade environment. At its 2005 Hong Kong Ministerial Conference, the World Trade Organization launched its Aid for Trade (AFT) initiative aimed at coordinating global financial support for strengthening trade capacity in Least Developed Countries (LDCs). This paper examined the effect of foreign aid, particularly Official Development Assistance, on Uganda’s external trade and its AFT component in strengthening the country’s trade capacity. Using time series Error Correction Modelling and the World Bank’s World Development Indicators and official national statistics, the paper finds small but positive aid influence on Uganda’s exports and imports and generally close alignment between aid and national priorities. However, given general aid volatility but more especially following the anti-homosexuality legislation and gross corruption allegations in the case of Uganda, the paper advises that external aid be treated as a supplement rather than a substitute for domestic financial resource mobilization in trade capacity development.

The initiative on Trade and Environmental Sustainability Structured Discussions (TESSD) was launched in 2020, as part of an ambitious WTO package to gain worldwide relevance on the conversation on trade and environment. It has been portrayed as a non-negotiating initiative, conceived to encourage discussion and transparency over a wide number of topics. In its three years of existence, it has gained popularity and its discussions became more technical and focused; it is expected to deliver a Ministerial Declaration in the forthcoming thirteenth WTO Ministerial Conference. This paper questions whether the WTO acquis is suitable to deal with what we consider the two main aspects of sustainable trade: trade facilitation of sustainable goods and services (a ‘trade greener’ standpoint), and trade that remedies the externalities caused by trade and production (the ‘green trade’ approach). We also argue that the current WTO initiatives on sustainable trade are not mature enough to support the green transition at an organization that needs to balance trade liberalization with environment protection. In the current context of budgetary adjustments on the part of numerous donors, there is an increasing public pressure in favour of the accountability for the use of the resources devoted to official development assistance. That is why it is necessary to measure and evaluate the results of the projects and programmes financed by that assistance. The goal of this article is to offer a first assessment of the results of the Initiative of Aid for Trade for the case of Latin America. To achieve this goal, a double quantitative and qualitative approach is applied, involving the use of the Enabling Trade Index and the case stories of aid for trade projects and programmes.

Abstract:
Purpose The purpose of this paper is to present a review of empirical evidence on the effectiveness of Aid for Trade (AfT) inflows and recommend new areas of interest concerning the initiative other than its effect on trade performance. Design/methodology/approach This paper reviews a sample of 55 studies over the past 11 years. Besides, this paper categorised the reviewed empirical studies into three groups: the works concentrating on the trade performance effect; the works focusing on other economic factors effect; and the works concerning the allocation effect of these inflows. This paper also offers a detailed analysis of the multiple empirical methods, sources of data, coverage of the countries and forms of AfT inflows used in the reviewed literature. Findings Key findings indicated that AfT has overall produced a successful impact as reported by most studies. Moreover, it has been highlighted that the effectiveness of AfT may differ relying on multiple indicators: the category of AfT disbursements; income of the recipient country; the recipient country's geographical region; the amount of aggregate AfT as well as its main categories; the policy regulation and institutional quality of the recipient country; and the degree of liberalisation in the recipient country. Originality/value This paper is special in that it is the first to publish a comprehensive narrative analysis of 55 empirical pieces of evidence on the effectiveness of AfT over the past 11 years. It is also the first paper to review the previous literature regarding the effectiveness of AfT inflows on other non-trade outcomes, as well as trade outcomes in one single study. The outcome of the survey reveals new areas of interest in the effectiveness of AfT aside from trade performance.

The development of international trade was very impressive in the second half of 20th century. But even with these great development opportunities that growth of international trade can bring the small number of developed economies had succeeded to ripe benefits from it in order to develop their economies and reduce poverty. Even with the establishment of the World Trade Organization it was apparent that developing countries need assistance in order to integrate fully in international trade system. The Aid for Trade, which is a part of Official Development Assistance focusing on trade, has an aim to help developing countries build their trade capacity and the transport infrastructure so they can use trade as a powerful engine for economic growth. This paper set out to describe this new programme of trade aid developed under the auspices of WTO, as a multilateral project, to point out the readiness of donor countries and aims of beneficiary countries. But we will explore the linkages of Aid for Trade programme with bilateral and regional aid initiatives in the area of trade.

By having this goal Sweden’s fund giving has changed over the last 50 years during four different eras; Trickle Down, Social Satisfier, Economical Reforms and Governance. Lately, however, criticism regarding whether aid is contributing or not to a less developed country has arisen with questions such as that aid are designed by the fund givers and lack of fieldworkers. Gambia is a development country situated in the poorest area of the poorest continent. The Gambia’s general annual salary is 12,000 Dalasi (3,000 SEC) and poverty is widespread. Entrepreneurship has, however, been noticed as a key-factor for the people and the country’s development. Research question: How should aid for entrepreneurship be designed to promote development in the Gambia? Purpose: To retell the Gambian point of view regarding aid and what type of aid for entrepreneurship that is promoting domestic development in the Gambia. Delimitations: We have chosen to sort out fund organizations of social nature, such as schools and healthcare organizations. We have also delimitated out study to micro-level. Method: We have implemented a qualitative abductive micro-ethnographical field study in which we took the open role as participants as observers. The thesis’ selections are based upon snowball effect and convenience sampling. Conclusions: Aid should be given to women up-country, privately and openly, in the form of material and within a cooperation between fund giver and fund taker. Abstract:

This dissertation examines the influence of donor-driven and recipient-driven interests on foreign aid allocation.

Chapter 1 examines how the donor's trade interests together with elections and the political competitiveness of electoral processes in recipient countries are associated with bilateral foreign aid flows. US gives more aid to its non-competitive larger trade partners, but cuts their aid ahead of elections. It substitutes aid with market access for non-competitive countries for which it is an important export market, but not during election years. Germany, Japan and UK give more aid to countries with competitive electoral systems, but for these countries Japan and UK substitute aid with trade. The substitution disappears for UK during election years. Japan and UK also reward countries for which they are important export markets with more aid, but only during non-election years for Japan. During election years, Germany cuts aid to non-competitive countries, but gives more aid to non-competitive countries for which it is an export destination. There is weak evidence that France substitutes aid with market access for politically competitive countries.

Chapter 2 focuses on recipient incentives. I extend the Grossman and Helpman (1996) model of elections and special interests by adding foreign aid. I show that with conditional aid when the preferred policy of the donor and that of the special interest group are not aligned, the latter has an incentive to alter election probabilities so that the opposition party wins and implements the lobby's preferred policy. Under these circumstances, the government has an incentive to substitute away from conditional foreign aid. Furthermore, if the government has a higher probability of winning under unconditional aid, the lobby succeeds in asking the government to deviate the most in its policy stance.

In Chapter 3 I examine how China's growing importance as an export destination is related to countries' UN voting alignment with the US, and whether this relationship is different if the countries export oil and mineral resources that China. I find regional differences in UN voting alignment response. Latin American countries and Sub-Saharan African countries not heavily reliant on exports of oil and minerals show decreased political alignment with increased export dependence on China. UN voting alignment for the resource exporters from Sub-Saharan Africa do not vary with export dependence on China. Instead, they have a lower level of UN alignment with the US.

Abstract:
The Canadian foreign aid program increasingly has been linked to trade and other commercial objectives- How and why has this happened? Has this been a successful linkage? What are the implications for Canada and its foreign aid program of this pursuit of the aid-trade linkage? This thesis attempts to answer these questions by exploring the origins and evolution of Canada's aid program, the political and bureaucratic status of Canada's aid agency, the Canadian International Development Agency (CIDA), and the various policies and policy instruments employed in this recent orientation of aid. It is here argued that in the pragmatic origins of Canada's aid efforts, beginning with the Colombo Plan of the 1950s, lay the seeds for today's aid-trade policy linkage. These origins enabled the interests and objectives of other federal government departments to intrude on and often supersede developmental considerations in Canadian development assistance. As a result, the creation of a strong central aid agency has consistently been impeded, and the needs of Third World nations consistently overshadowed by domestic concerns. Exacerbating this situation was the fiscal restraint and domestic recession of the late 1970s and early 1980s. The pressures stemming from these twin problems gave the final impetus for the increasing integration of aid and commerce. While it is questionable whether linking aid with commerce serves Canada's political and economic interests, in either the short term or the long term, the federal government seems intent on continuing this policy trend. Indeed, the aid-trade linkage superficially resolves a number of administrative problems for CIDA, and enthusiastically is promoted as a bright new opportunity for Canada and its development partners. Conversely, efforts to reverse this policy trend face many obstacles in the Canadian polity and society. In the absence of decisive political leadership on this issue, then, aid-trade linkage is likely to continue.

Abstract:
The goal of this dissertation is to investigate how foreign aid can be used as means to induce a recipient country to engage in trade policy reforms. For this purpose, we develop a two-good and two-country model where the donor commits to give foreign aid in the first period and disburses in the second period. The donor`s commitment for foreign aid is based on an equation where the volume of foreign aid is a function of the recipient tariff rate. We analyze the donor and the recipient actions in two types of game: a passive donor game and an active donor game. The active donor game has two sub-games: a simultaneous game and a sequential game. This dissertation is composed of two theoretical chapters and one empirical chapter. The two theoretical chapters use a similar theoretical model but they differ on the assumptions we make the recipient country economy. In the first chapter, we assume that the recipient country government is lobbied by interest groups that own its stock of capital. We find evidence that the donor can, under certain conditions, influence the recipient`s trade policy even when interest groups lobby the government. In the second chapter, we assume that the recipient country has borrowing constraints because it faces a quantitative restriction on its borrowing set by the international credit markets. Our results suggest that the recipient engages in trade liberalization depending on the type of games that the recipient and the donor participate. In the third chapter, we ask two questions: First, is the allocation of aid based on trade policy reforms; particularly, trade liberalization? Second, does foreign aid spur economic growth when we take into account the allocation of foreign aid based on trade liberalization? For this purpose, we use a panel data set of 137 countries from 1995 to 2009 which we estimate using the system GMM estimator. We find evidence of a negative relationship between trade liberalization and foreign aid. Our results suggest that foreign aid spurs economic growth.

Abstract:
An increased openness and rapidity of the media has resulted in more comprehensive coverage of organizations and their behavior. Additionally increased customer awareness of corporate ethical behavior has led to higher customer demands and expectations resulting in added pressure on companies. Corporate social responsibility has by researchers been identified as the solution to these increased expectations. There are various types of CSR activities and this study focuses on the concept of Fair Trade. A literature review examining the existing research within the field was performed to identify a research gap that assisted in establishing the purpose of the study. The purpose of this study is to assess how practicing CSR strategies at Coop influence subjective performance, and if these are deliberate or emergent. Three research questions were formulated to answer the purpose. The study tests a research model that has not yet been tested in practice, namely the 3C-SR model. The study has been conducted through a case study in the form of in-depth interviews and content analysis. The study was carried out through five interviews with employees from the Swedish grocery chain Coop. Organization-wide needs for well-developed communication, consistency and clear goals regarding CSR and Fair Trade were recognized. Practical managerial implications have been concluded based on these findings. Additionally, a suggestion for developing the existing research model is presented. The study reveals that Fair Trade is not practiced entirely in accordance with the 3C-SR model. Potentiality was identified concerning the subjective assessment, hence the subjective performance was not ultimate. The study further concluded that despite deliberate features, the corporate strategy was highly emergent.

The failure to eradicate poverty through trade-induced economic growth over a number of decades raises questions about the latest initiative: Aid-for-trade. After examining whether the initiative signifies a new paradigm for achieving development, this thesis employs an empirical analysis of the East Asian region with a particular focus on Malaysia, the Philippines, Thailand and Vietnam to find no clear relationship between Aid-for-trade flows and measures of development even for individual sectors in these countries. It is concluded that this is due to Aid-for-trade flows being designed to maximise the donor’s economic and political position rather than the recipient’s development.

Abstract:
“One Road-One Belt”, (Belt and Road Initiative, BRI) reminiscent of the Silk Road, is a massive infrastructure and trade project, initiated by China; that would stretch from East Asia to Europe, somehow recognized by the international community. Despite of criticism of this project, it is considered as an effective tool for promoting regional and bilateral trade deals. In this paper we have pointed out the problems that hindered the bilateral trades among countries along the route. Based on Trade gravity Model; bilateral trade model between China and the countries along the “Belt and Road” was empirically tested in the article, followed by some suggestions.

Abstract Since the 21st Century Maritime Silk Road (MSR) initiative was launched in 2013, sixty-five countries and regions have already joined the construction of the MSR, and the development of blue economy has gradually become an international consensus. In order to investigate the impact of the MSR initiative on port developments and regional economy, this paper focuses on analyzing the spatial-temporal dynamics and evolution of shipping network among and within port clusters along the MSR. Specifically, a shipping network consisting of ports along the MSR and shipping routes is firstly built based on the complex network theory. Then a variety of data related to port infrastructure and operation as well as regional economy are collected and processed. With the aid of Herfindahl-Hirschman index (HHI) and Zipf’s law, the shipping network will be analyzed from the perspectives of network structure and market shares and size distribution of the involved ports. The results can be used to understand the changes in the pattern of seaborne trade along the MSR, and provide decision support for the sustainable development of economic globalization and regional economic integration.

This paper formed part of a Conference "Mercosur: In Search of a New Agenda" held in the Getulio Vargas Foundation in Rio de Janeiro in June 2003. The purpose of the Conference was to was to examine future directions for Mercosur in light of emerging political dynamics pointing to renewed interest in deepening the initiative after a turbulent 1999-2002. The papers and the conference were supported by the Integration and Regional Programs Department of the Inter-American Development Bank through its Special Initiative on Trade and Integration. The Department is grateful for the collaboration of the Foundation and in particular to Professor Renato Flores. The recent deterioration of MERCOSUR internal and external credibility stems from decisions taken by its member countries to face domestic and international conflicting issues arising in the last years. Excess of flexibility to lessen differences, a lack of enthusiasm about the bloc¿s deepening agenda, and of a common vision on the role of the integration project in development strategies for the four member countries, have caused distortion to the original project. The root of these divergences can be traced in macroeconomic policies of larger member countries and in the lack of instruments to cope with different economy sizes and to integrate the asymmetric productive structures of the four countries. The purpose of this work is to evaluate issues within the trade agenda of MERCOSUR, assessing its progress and difficulties, identifying the roots of the problems in the integration process and studying main current dilemmas. On the basis of the diagnoses some proposals are presented to be included in the bloc¿s integration agenda for the next years.

In October 2000, the twelve countries of South America launched, a multinational, multisectoral and multidisciplinary initiative, whose main objective is to develop the region's infrastructure within a context of environmental sustainability. Supported by the Inter-American Development Bank (IDB), the Andean Development Corporation, and the Financial Fund for the Development of the River Plate Basin, the Initiative is based on a hub strategy and its action plan calls for (1) strengthening national investment planning and coordination among countries, (2) standardizing and harmonizing regulatory and institutional aspects and (3) developing a portfolio of projects that encourage private sector participation and innovative financing schemes. This paper revisits IIRSA's economic fundamentals, looking at: the motivation behind regional integration; the importance of transport versus policy related trade costs; and the likely impact of the initiative on regional disparities and growth.

This study offers a solution that facilitates direct trading of carbon credits with no intermediaries by using blockchain technology aligned with the cap-and-trade system. With this solution, along with other major transformations in the industry, the transportation sector can take more ownership of emissions and mitigate the impact of its role as the largest contributor of greenhouse gasses. The solution sits at the confluence of the Cap-and-Trade initiative, carbon credit trading, and blockchain technology. Although the concept of blockchains has been the subject of significant curiosity, scrutiny, boosterism, investment, criticism, it most importantly is at the core of useful, rapidly growing innovations. The technology is critical because it removes the need for costly intermediaries for the successful functioning of complex systems. More specifically, the technology has demonstrated that value and asset trading can take place securely and meticulously in the absence of middlemen such as financial intermediaries and other brokers. This study shows how a democratized trading system for carbon credit trade can be constructed in which the parties conduct trades directly, with no third-party involvement, speeding up the process and potentially making it more secure and efficient. This intersection of cap-and-trade and blockchain may increase global participation in peer-to-peer exchange, which will help increase universal participation in carbon offset credits trading and allow the transportation sector to contribute actively to both short- and long-term climate change solutions.
