Full textThe projet became the best way for aid in favour of the development of the third world countries. Evaluation plays a deciding factor in the execution of projects. The analysis of its general principles (justification, methodology) shows its implementation is difficult. In burkina faso, as in most developing countries, the projects are financed to a large part, by technical cooperation (undp). In 1989, the government introduced the national technical cooperation assessment and programmes (natcap). With the assistance of undp to evaluate and increase the impact of technical cooperation. We practiced the evaluation in the concrete case of projet which had been realized in burkina faso with the participation of undp unesco from 1967 to 1981. "project women", "equal access for women and girls to education". The project finished in 1981 and our evaluation was held ten years afterwards. This has shown long-time viability of this project. On account of the importance of evaluation practice for the projects, burkina faso would have to elaborate a political evaluation. This would permit the obtaining of a stronger impact for projects. This country would confirm its credibility towards the backer's community

Full textNew policies against poverty bring about, in Burkina Faso, the implementation of national and international development programs aiming at increasing the value of a local product derived from a specifically female work, shea butter. Based on socio-anthropogical research in the provinces of Kadiogo and Gournla, a complex social , dynamics in which Burkinabe women producers are, is questioned. In this local arena, various processes and ( systems which have contributed to the emergence of female organizations manufacturing shea butter in accordance with international markets requirements and constraints, are contextualized. Then, various organization levels (groups, unions, associations) that allow women access to a new socio-professional status and the improvement of their economic living conditions are identified. Hence, the research shows that the women' s commitment and participation in those co-operatives do not at the end produce the desired results. Their best skills or quality production in shea butter is denied. Hence, their improvement in terms of poverty eradication and socio-economic equity become unattainable

Full textFor many African nations, up to 50% of the investment budget is essentially provided by foreign aid, and mainly concerns bilateral and multilateral cooperation. In that type of situation, it appears that the diplomatic action is considered as the main axis for the mobilization of resources for African countries. The concept of “diplomacy of development” which is increasingly used as a vital thread for the materialization of foreign policy from most African countries illustrates this observation. For the poor countries choosing that development diplomacy, the issue here is to gather all the existing opportunities on the international scene to meet the challenges to fight poverty. In this new diplomatic scheme, communication now becomes a key stake. In a framework where the “diplomatic battle” has become a “trademark” battle and messages to reach and mobilize the required external resources to fight against poverty and increase development, communication, through its role of promotion, advocacy, negotiation and lobbying, is one of these essential components and one of the major organizational and operational poles of diplomacy. But, how to find out the way to build efficient linkages between diplomacy and communication? That question is the core problem this thesis tries to solve through a comparative approach between Burkina Faso and Senegal

Full textAmong the various phases of the development aid since its creation after the second world war, the last approach promoted by the World bank takes the shape of the struggle against poverty, proposing new concepts, such as the participative process, the governance and the efficiency of aid, involving new partnerships and a reorganization of the decision’s process. In a country strongly depending on the international aide such as Burkina Faso, various categories of local actors interact within the framework of the implementation of the international strategies. We met donators, actors of the state, NGOs (the non-governmental organization), militant, organizations, academics and animators to compare their speech on the implementation of aid with that of the World bank through the study of the main abstract sets extracted from the speech of the international organization. The analysis of their speech has objective to put in perspective their perception with the location of the categories of actors within the social area organized around relations of power. By this way, we demonstrate the constraints imposed by the system of the aid on the speech and the actions of the social actors positioned at various levels of the hierarchy of the field of development

Full textTo face up to a short availability of agricultural land, because of the high increase in population, the cereal improved varieties have been introduced to increase food producing. Some varieties of millet, sorghum and maize (75% of the total agricultural surface) have been proposed to the farmers in Burkina Faso. The rate of adoption of these innovations is very low and their diffusion is impeded by both constraints dependent on institutional environment, and others, sprung from the characteristics of the farms. The agricultural policy, in the context of the structural adjustment involves a progressive disengagement of the state from rural support services (research and extension, farmers training and organization, inputs supply, system of credit. . . ). And does not create a safe and incitative environment, essential for the choice of high productive systems. Moreover, the characteristics of the farms, particularly their different ressources endowment (labor, materials, land) represent also some obstacles to the use of technical innovations by farmers. These two levels of constraints tend to be added and contribute to explain the refusal of some of the technical offers. The diversified responses of the producers to the innovations, show that they can adopt durably and deal with a technique if it is adapted, consistent with the means of production, and particularly benefit by a favourable institutional environment

Full textWith a surface area of about more than 12,781 square miles, occupied by nearly some ten ethnic groups, and located in the sudano-sahelian zone, the regional organization for development () of the black volta river has got diversified soils. The thicket, formerly compact, is deteriorating as years go by. The agricultural soil is devided into three crown which cereals, leguminous plants, tuber plants as well as cotton grow. Agriculture and stock-breeding suffer from the in the climate. Oxen (more than 345,000 in number) are often the victims of epizoty which is not yet quite under control. H fishing and craftsmanship are complementary activities which are carried out everywhere in the dry season. After their settlement in 1898, the french brought in taxes and conducted not only a well appreciated socio-sanitary pol (with the bulding, among others, of schools and dispensaries), but also an economic policy centred on cotton production. Important communication network was created. Since 1953 the in charge of the so-called operation cotton firmly took root in the region as it endeavoured to ma people forget the errors of the past. Having recourse to new technics, strict guiding and development projects supported friendly countries and organizations brought about very satisfactory results. The output rose from 150 kilogrammes for e 2. 47 acres in 1960 to 1,089 kilogrammes in 1983 with respect to cotton from 600 kilos to 813 kilos with respect to sorgh and so on in so forth. In 1986 and 1987, the provided 49,647 and 77,983 tons of cotton respectively, which corresp to 43 and 46 per cent of the burkinabe production respectively. In 1986, it had 36,067 traction oxen, 9,460 donkeys, 670 ses, 28,700 ploughs, 13,600 carts, 106 seeding ploughs, and 80 tractors (out of the total number of 218 in the country w means 38 per cent) ; 50 per cent of peasants received guiding in 1984. As far as cotton is concerned, the average income perfarm amounted to 298, 000 francs at solenzo, 163,000 francs at boro
