Full textThis PhD-thesis is an ethnographic study of the actors of the aid system and of their interactions within the humanitarian system in Haïti between 2010 and 2016. It is also a work based on the documentary review of the more global humanitarian reform dynamics, Haïti being a test zone for these dynamics. The objective of this dissertation is to make a political sociology of crisis management in this country. My study especially shows that the emergence of many juxtaposed sectors of specialization among these actors has led to the creation of a “bureaucracy of emergency management”, which works as a parallel governing force, away from the Haitian state, and thus leads to inconsistencies in crisis management and prevention. I analyze the work done by this bureaucracy to govern the humanitarian world as an art of government. My major argument here is to show that this art of government weighs on humanitarian actors as much as on aid beneficiaries, although in differing ways

Full textThis doctoral dissertation is dedicated to the transnational management of the 2010 Haitian earthquake. Since the beginning of the 2000s, Haiti has often been categorized as a complex emergency. The 12 January 2010 earthquake triggered again a massive deployment of external humanitarian operators and streamlined assistance in the island. This particular example of crisis management illustrates the contradictory effects of humanitarian assistance and underlines the ambivalent role of a disaster-affected State. Whereas donors may consider the Haitian State failed or fragile, it remains de jure the main responsible entity under the principle of national sovereignty. Yet, since the political transition following the fall of the Duvalier regime in 1986, the Haitian State has been continuously weakened, leaving the country in the hands of a complex network of multiple actors in charge. As such, the earthquake, and the unprecedented international mobilisation it triggered, also destabilized this particular configuration of power. From a socio-historical perspective, this doctoral research explores the interaction between disaster management mechanisms, the specific trajectory of the Haitian statebuilding process, and the contemporary modes of government of a dependent and weakened political space. Furthermore, the reconstruction process will be analyzed throughout those reconfigurations

Full textWhat can the emancipatory gesture of another be by means of a policy that reflects the sense of sentiment (feelings) and that of humanitarian logic? This research attempts to address the tension originated within this question in two complementary and interdependent parts (including three chapters each) of this thesis. It defends the idea: the act of emancipation of the other may feel secure in what is taken by the emancipated emancipation even in the instance that it will move its emancipation. From this point of view results the following philosophical propositions: a policy that is based on sentiment (be that of pity or compassion) hinders political emancipation itself. Then, when sentiments (feelings) take reins in policy implementation, relational virtues such as compassion and pity, permeate citizen reports/ state and notions of solidarity As such, through its humanitarian institutions and practices, these actions act as a barrier to citizenship skills and to the development of fulfillment through policy because it replaces the state and its citizens. In an untimely gesture, this work examines some possible implications (practical and theoretical) arising from the humanitarian experience in Haiti after the earthquake of January 12th, 2010 and which, examines the installation of rescue institutions in this country commonly referred to today as the " Republic of NGOs". Full textThis research project aims at measuring the effects of the cluster approach, as a mode of managing humanitarian interventions, on the coordination between different actors involved in the international response. When analysing the camp management cluster case that took place in response to the 2010 earthquake in Haiti, we focused on the evolution of the coordination mechanisms and the relations between the different actors who took part in the cluster. Our analysis encompasses the general management of this cluster as well as the management of actors on the field at the camp level. We evaluated the state of different principals inherent to the cluster approach to determine their effect on the resolution of coordination problems and, by extension, on the effectiveness of relief efforts. In hindsight, the track record shows mixed results in terms of resolution of these coordination problems. This is especially true when it comes to principals such as partnerships with the government and local actors, as well as accountability towards relief beneficiaries.

Full textWell before the fall of the Berlin wall, NGO's "sans frontières" had posed the bases of a solidarity toward the populationsof Eastern Europe. From 1989, the strong mediatic impact of the fall of the communist regimes and wars in former Yougoslavia maintained a wave of sympathy in the French public opinion. In the same time, the hesitations of the Western states left NGO's completly free to intervene. This combination of factors allowed the extremely fast arrival of hundred of French NGO's in South Eastern Europe. Between 1993 and 1996, French NGO's realized that humanitarian actions were unsuited to the crisis which passed through the local societies. Whereas the majority left the area, those which remained engaged themselves in development aid. In parallel, French NGO's took part in the militaro-humanitarian operation ran by UNO in Bosnia, perceiving huge public funfdings in the process. This rise of governmental humanitarian aid posed problem to NGO's which wished to avoid any political use of humanitarian aid. From 1997 to 2000, French NGO's in South Eastern Europe were confronted with the locking of their sphere of activity by their public backers. If they showed a better capacity to take intro account the needs for the local populations, they were increasingly dependent on the public funds. In the end, the war in Kosovo saw an integration of NGO's actions by NATO, strongly undermining their image of independence

Full textGlobally, millions of people experience significant upheaval in their lives due to natural disasters. Literature related to humanitarian relief efforts has primarily focused on the work of medical personnel without any differentiation with regards to their profession or sending organization. Knowledge related to the vital role that nurses play during these devastating and tumultuous times is scarce. The purpose of this focused ethnography is, therefore, to determine how nurses describe their practice while working with Doctors Without Borders during relief efforts resulting from the aftermath of the Haitian earthquake in 2010 within the legal, political, economical, educational, sociocultural, physical and technological contexts of their experience. Four nurses participated in semi-structured, individual, in-depth 90-minute interviews. During the interviews the nurses also discussed photographs they had taken that best represented their practice during their mission. Ray’s theory of bureaucratic caring (1989) was used as a theoretical framework for this study. Participants provided rich examples of their mission’s training, objectives, and roles. They also addressed the challenges that needed to be overcome when they returned. Some of their inherent personal assets, and characteristics of MSF itself, that emerged as important factors which defined their practice, were also described by participants. Contextual factors such as the team, time, physical environment, media coverage, security, working conditions, and the sociocultural and political context, had to constantly be taken into account by the participants so they could adjust their practice accordingly. This study leads to a better understanding of nursing practice in the humanitarian context. It has several implications for practice, future research, and curriculum improvement in the area of disaster nursing preparedness.
