Full textThe Anglo-Saxon social model has frequently been referred to in the French debate on the future of its own social model. The context in which the expression is used raises the question of its relevance outside the realm of partisan politics. Australia and the United-Kingdom are most likely to be considered as pillars for such a system considering their ties. Over the 1997-2007 decade, welfare reform has been a key component of the two countries’ agendas. The Anglo-Saxon model being mainly referred to for succeeding in maintaining low levels of unemployment, this research will focus on labour market policies. In order to assess the closeness of their relations, a historical appraisal seems necessary. Transfer theories will be required to deepen that understanding. To confirm that the similarities between the two countries are specific to the English-speaking world- thus ensuring the relevance of the “Anglo-Saxon” label- it is essential to compare them to other western countries. This will raise the issue of the propagation of liberal ideas possibly invalidating the term. Within the English-speaking world the relations are intricate enough for us to ponder over them. Geopolitics are also to be accounted for, the European Union and Asia respectively drawing the United-Kingdom and Australia into diverging tracks. All those elements will be instrumental in the possible validation of the expression “Anglo-Saxon social model”

Full textThis thesis begins by a socio-historical study of employment and insertion policies from 1945 to 2008, which explain the forerunning context, and focuses on highlighting how these policies have converged to become a unique one. The source of analysis is here composed of various laws, texts, reports, books, statistics, and newspaper articles, regarding the research ground being the aforementioned policies and its resulting organizations, practices and operations. The methodological approach consisted in outlining in the source of analysis the themes tackled, the keywords and the sentences showing the shift of the social representations of the outcasts. The thesis claims that the employment and insertion policies are the outcome of the social representations that the decision-makers of these policies and the public opinion are building about these policies for unemployed assisted ones. The outcast, supported during the 80s and 90s by the society, bearing the responsibility of his exclusion, became the unemployed assisted suspected of abusing of solidarity and individually responsible since 2002-2003. Finally, this thesis highlights the disappearance of the concept of Insertion/social and professional Exclusion based on the multidimensionality of the variables as the inspirational element of insertion policies since durable insertion was replaced by an employment at all price, even under its most precarious forms, in a one-dimensional approach

Full textThe thesis is dealing with the person in the french law of social protection. The french law of social protection is built on collective mechanisms, witch are the institutions of social protection : in the social security, these institutions are named “régimes”, and in the second level of social protection (in the firm), they are named “garanties collectives”. The law, the collective bargaining, and sometimes the decision of the employer, set all the conditions to have the access at the social protection. In this context, the person have no choice: his freedom and his will, that are the majors notions of the civil law, are not used in french law of social protection. In other terms, the situation of the person do not come from a contract, but a status. However, the recent laws and the judgements of french and european courts show an interest for the protection of the person in the social protection: the right to obtain and keep the social benefits begins to be protected against the choice of the public powers, the trades unions, or the employer that set the rules of the institutions. This study do not concern the social assistance but the social security and the second level of social protection: in these last two, the person seems to have something to say, although he is part of collective mechanisms which require that the personal interests come after the satisfaction of the interest of the major part of the collectivity; in other words, which require a solidarity

Full textThis research deals with the parenthood of women in unstable situation, housed in Centre d’Hébergement et de Réinsertion Sociale (CHRS), from their point of view. The aim is to understand which is the dynamic of the parental identity of these women, during the transition towards the autonomy that happens during the stay at CHRS. It is also a matter of understanding which bond exists between the parental identity and the process of integration, in terms of socialization and self representations. Through the analysis of the women's speech about their experience, this work distinguished the dimensions that have an influence on parental identity, in one particular moment of their personal trajectory. The results indicate that the dynamics of integration impelled by the stay at CHRS is a data constantly present during this transition and that it influences the parental identity, in multiple ways. But the fact of being a parent and the presence of the child are also an motive of integration

Full textThe "allocation de parent isolé" (api) program (French lone parent benefit) has one specific aspect : this social transfer is time-limited. The api benefit is only paid during twelve months or, if the youngest child is less than three years, until the third birthday of this child. The focus of this ph. D. Thesis is on the effects of this time-limit on microeconomic behaviors of recipients. In the theoretical part of this thesis, three economic behaviors are particularly studied: living arrangements, labor supply and fertility. For each behavior, a critical analysis, based on existing research is made and an original model, where the time limit of api is included, is developed. In the second part, theoretical assumptions are tested. We used longitudinal data on those 8 900 women who received api in the local administrative area of Meurthe-et-Moselle between July 1991 and June 1996. Duration models and logit models are employed. The main conclusion is that the recipients are incentive to leave the system before the end of their entitlement: recipients exit by working or by cohabiting or because their incomes increase

Full textOur purpose is to describe, to interpret and to explain the proper logic of the ways of using the dispositions of the welfare state. The description is made through an original way which consists in the study of eighteen particular cases. They have led us to define, under the "idealtypus" patterns, three strategies of utilization : the strategy of dependance, the strategy of subjection and the waiting strategy. The interpretation is led in terms of acquisition of a social status, the status of a person who receives state relief. We will admit that a form of social identity is elaborated around to poles which represent the singular presence of misfortune and the right of not working. Finally the explanation needs the constuction of a pattern of a social situation which specifies the families supported by the welfare state. But it is by giving all its importance to their system of preferences that the rationality of the strategies of utilization will be taken. .

Full textThis thesis aims at studying "poverty" as a socially recognized condition and the "poors" as a group of people whose social status is partly defined by specialized social institutions which define them as such. The theme of social disqualification, such as it is dealt with here, is linked to the logic of designation and labelling and to the effects of this logic on the identity of people. This research was meant to show that : 1) the social actors dealt with play a role, at least a partial one, in the constitution and redefinition of their social identity by more or less accepting the social roles which fit their objective social condition and their status; 2) a certain autonomy enables them to individually negociate their inferiority or their social failure (but the "poors" hold always a degraded social position); 3) they establish, sometimes with the help of social workers, sub-hierarchies within the places they live in or within the groups they belong to

Full textThe social welfare law in Japan, the Public Assistance Act, guarantees a minimum standard of living for « ail citizens who are in living in poverty ». But only of few do receive it. We consider, on one hand, how the recipients experience welfare, and on the other, how legal rules are redefined by social workers. Field work was conducted with welfare recipients in different areas of Tokyo, and among a team of social workers in a welfare office. For the first part, the analysis shows how the social position influences the experience of welfare and stigma. For the second one, it reveals the « dirty work » of social workers, and the mechanism leading them to change the rules to access welfare

Full textSince fifty years the social action for the elderly and disabled persons has been built by successive stacks of legislation and regulations without desire for harmonization and consistency.Home services created in the last twenty years are no exception to this trend, whether towards children and adults with disabilities and the elderly, health or medico-social.This thesis is the state that exists by searching how recipient users have access to services through their own financial resources, through public funding or through national solidarity. Proposals for simplification of the devices, to ensure consistency between them are made to allow wider access.The search for the protection of beneficiaries is present, especially in the study of processes of professionalization, through training or professional organization of the sector. Proposals are made there. The protection of beneficiaries is also studied in terms of existing legal frameworks, where it seems necessary to make it stronger. Finally to expand the support for family caregivers, an essential pillar of taking into account the dependence of the elderly and disabled persons, we have to change the current law

Full textState surveillance of the poor has a long history. It begins several centuries ago, more precisely with the creation of modern nation-states. According to social theorists, the strengthening of the state’s surveillance capabilities results from both mass bureaucracy and democracy. It also stems from people’s desire to assert their civil rights. This thesis examines state supervision from a welfare recipient point of view. It aims to identify recipients’ rationales and practices of resistance. We interviewed 19 participants from both cities of Montreal and Quebec City. Results suggest the extent of resistance at work: two different resistance rationales, as well as six tactical moves emerged from our analysis.

Full textThis thesis consists of three empirical studies on the analysis of non-take-up to means-tested social assistance benefits in France. Different econometric methods were used on recent survey and experimental data. International literature on this topic is now substantial but few quantitative studies have been conducted in France. We propose, in this thesis, to provide insights on some points which have been too few studied in the French or international literature until now. The first chapter studies the non-take-up to the French basic income support program which has been hidden by the particularly high level of non-take-up to the supplemental income support. The analysis shows the presence of a substantial level of non-take-up for a poor population entitled to important level of benefits. This phenomenon appears to be explained mainly by the lack of contact of some households with the administration in charge of providing the benefits. The second chapter extends the analysis to the population of homeless as this population was not studied by former french and international works. This population has a lower non-take-up rate than the general population because homeless are generally more in need of benefits. It appears however that this population is very heterogeneous. Poorer homeless and homeless suffering worst housing conditions have a particularly high level of non-take-up. The third chapter documents the presence of spatial effects in the non-take-up of a program that provides free public transportation. The chapter shows that the farer households are from public transportation the less they claim for the program because they are less in need of such transports. The analysis shows also that the probability to know the program is affected by the propensity of households who know the program in the neighborhood. The fourth chapter tests the effect of different mailing in the propensity, for an income support beneficiary, to follow the steps required to stay in the program. The results show that the simplified mailing has no substantial effect on the attendance. However, providing information on the advantages and helps that are linked to the receipt of the income support program increases significantly the attendance of young men

Full textRooted in an ethnosociological tradition and from a comprehensive perspective, this thesis is based on the analysis of the conditions of existence of ten men 'homeless' living on the Street outside the channels of assistance for at least a decade.The aim of this thesis was to collect on their place of life, the testimony of these men who feed this paradigm on the great 'exclusion '; same one making them, these " useless to the world " frequently present as human beings «desocialized», reluctant to all social action, under the influence of a psychic pathology explaining their situation of (auto) "exclusion". It was done to try to break these representations to the principle of this " negative individuality ' to understand proponents but especially outs of such lives, and to better show all logic in action in order to survive to their condition of existence subhuman and the effects of decommissioning by the phenomenon of social regression.To do that, and from a methodological point of view, the biographical approach was privileged by adopting the technique of the narrative of repeated life with observations in situ. The peculiarity of the method chosen was to be engaged over time, often over several months, in order to analyze in detail their social trajectories to ultimately discover, despite the uniqueness of people and their life stories, this common form of resistance in the interstices of the social space. Resistance based on identity renegotiation using reminiscences of a past of prior to the drop, well presented in the speech and acts, to let this continuity to be despite the circumstances and this saving constance in itself
