Full textThe Anglo-Saxon social model has frequently been referred to in the French debate on the future of its own social model. The context in which the expression is used raises the question of its relevance outside the realm of partisan politics. Australia and the United-Kingdom are most likely to be considered as pillars for such a system considering their ties. Over the 1997-2007 decade, welfare reform has been a key component of the two countries’ agendas. The Anglo-Saxon model being mainly referred to for succeeding in maintaining low levels of unemployment, this research will focus on labour market policies. In order to assess the closeness of their relations, a historical appraisal seems necessary. Transfer theories will be required to deepen that understanding. To confirm that the similarities between the two countries are specific to the English-speaking world- thus ensuring the relevance of the “Anglo-Saxon” label- it is essential to compare them to other western countries. This will raise the issue of the propagation of liberal ideas possibly invalidating the term. Within the English-speaking world the relations are intricate enough for us to ponder over them. Geopolitics are also to be accounted for, the European Union and Asia respectively drawing the United-Kingdom and Australia into diverging tracks. All those elements will be instrumental in the possible validation of the expression “Anglo-Saxon social model”

Full textIn 1890 in Liverpool the City Council ordered the shutting of brothels and “immoral” houses, which led hundreds of women to become homeless. Some new organisations were set up in addition to the existent charities managing reform institutions for women in order to find solutions to this critical situation. All of them maintained that they could “rescue” these women by locking them up in their women-only homes or refuges. Founded in 1809, the Female Penitentiary aimed to transform its inmates into “respectable” maid-servants through penitence for two years. The House of Help, a women’s organisation created in 1890, accommodated women for a week. In the Saint Saviour’s Refuge and Night Shelter, established in 1891 and run by the Catholic congregation of the Poor Servants of the Mother of God, Catholic women were either fed and lodged for the night in the Night Shelter or trained to become laundresses for a year in the Refuge. The present work examines the various facets of the work performed by these three charities and compares their capacity to understand the stakes with which they were confronted from 1890 to 1914. Set in the political, social, cultural and religious context of Liverpool, this study reveals the essential contribution of women to the definition of the mission of organisations for women. It shows how female organisers, facing the forms of discrimination which characterised the society in which they lived, adapted the work of charities and initiated the transition from philanthropy to social work in the city at the beginning of the twentieth century

Full textEnergy poverty is at the confluence of housing, welfare and the environment; it is a question of public interest that has been on the political agenda in France for several years. If, at the outset of this research, the term 'energy poverty' had already permeated public policies, applied research and associations, very little was known about the concrete day to day situations this term refers to. Thus, the aim of this thesis has been to redefine the notion of energy poverty through the experience of the people affected by it and, thence, to analyse the mechanisms of state intervention in this field. The thesis is divided into three sections. The first studies the question's emergence into the public spheres in France and the United Kingdom, in today's context; it is based upon the study of documents and interviews with local actors. The second section proposes an ethnographic survey and aims to understand, from the families' point of view, what 'inhabiting' means in an energy poverty situation and, beyond this, the significance of 'being inhabited' by energy poverty. Finally a third section, also based on ethnographic study, deals with the relationships between the interviewees, utility companies, co-owner associations and landlords. It also deals with their relations with the State as beneficiaries of various public programmes destined to combat energy poverty. This section thus aims to establish an anthropology of the relations that those in extreme poverty develop with the State, relations that are described and analysed 'bottom up'
