This choice has been justified on the basis of a pluridimensional methodology based on cultural studies. We aim at explaining the processes of reception, interpretation, negotiation and the discourse of individuals. The behavior of the receivers of social and humanitarian advertisements and the rôle of the later are the focal points of our interest. This study has been undertaken on two levels : a monographic study of Unicef France's posters and a more global study on the reception of social and humanitarian advertisements in the broad sense of the term

The history of capitalism is composed by a sequence of convention of justice and convention of exclusion. In the events, the capitalism is characterized by precarity and exclusion. The new social policy must be based on a rawlsian convention. Before analyze the new strategy of social policy it's necessary to give an exact definition of social categories and criterion of justice. Poverty is a monetary concept but precarity and exclusion are sociological and psychological concepts, but many connexions between these concepts exist. These definitions implicate to differenciate the social policies. The necessity to conceive a growth of inequality in a stage of economic growth gives a justification to the choice of a rawlsian problematic. The controversy on minimum allocation in a theory view (negative income tax versus universal allocation) or in a practicle view (RMI in France) is the modern expression of the debate on the compatibility between fairness and efficiency

Full textFrom its origin the former structure of a social background was basically constitued on a solidarity of neighbourhood. The communal center of social action comes from this human event and it appears as an up-to-date sign of something that exist no more. The communal center of social action presents itself since both the decentralization and the pertaining l aw taken in 1986 as an organisation which comes up-to-date in term of juridical settlement through a wide heteregenous legislation. The own effects of this legislation taken altogether make a reform as important as the one which, in 1953, had given birth to its predecessor, le "bureau d'aide sociale" (social welfare office). Therefore the communal center of social action is the result of a process giving rise to a deep mutation of its institutional conditioning. In add, a re novation of its juridical system and the widening of its field of intervention make it open from now to the "local socia l development". From this topic, the reform has given to the communal center of social action the juridical context with out efficient means (financials and dimensionals). Therefore the reform leaves the communal center of social action a li ttle poorer than before it took place. So that on the institutional survey, this public establishment status confers it an autonomy, that is more than ever a juridical front having for only function to allow the individualization and the di versification of some aspects of the social communal politic

Full textThe aim of this thesis is to study the helping relationships between social workers and poor people with attributions' and social representations' theories. In a first part, we set out these two theories, how they could be articulated and their relevance to study helping relationships. Also, we show that attributions are to be understood as part of a social representation. In a second part, with 95 interviews of social workers, we study the dimensionality of the causal structure social workers use to think about their clients. An experiment reveals how social categorisation is part of the diagnostic process. In a third part, a content analysis of the interviews reveals the representation and the different stages of the helping process. We also conduct interview with 26 clients. Their analysis explain the divergent @erceptions and the conflict between social workers and thier clients

Full textThis thesis begins by a socio-historical study of employment and insertion policies from 1945 to 2008, which explain the forerunning context, and focuses on highlighting how these policies have converged to become a unique one. The source of analysis is here composed of various laws, texts, reports, books, statistics, and newspaper articles, regarding the research ground being the aforementioned policies and its resulting organizations, practices and operations. The methodological approach consisted in outlining in the source of analysis the themes tackled, the keywords and the sentences showing the shift of the social representations of the outcasts. The thesis claims that the employment and insertion policies are the outcome of the social representations that the decision-makers of these policies and the public opinion are building about these policies for unemployed assisted ones. The outcast, supported during the 80s and 90s by the society, bearing the responsibility of his exclusion, became the unemployed assisted suspected of abusing of solidarity and individually responsible since 2002-2003. Finally, this thesis highlights the disappearance of the concept of Insertion/social and professional Exclusion based on the multidimensionality of the variables as the inspirational element of insertion policies since durable insertion was replaced by an employment at all price, even under its most precarious forms, in a one-dimensional approach

The french law of social protection is built on collective mechanisms, witch are the institutions of social protection : in the social security, these institutions are named “régimes”, and in the second level of social protection (in the firm), they are named “garanties collectives”. The law, the collective bargaining, and sometimes the decision of the employer, set all the conditions to have the access at the social protection. In this context, the person have no choice: his freedom and his will, that are the majors notions of the civil law, are not used in french law of social protection. In other terms, the situation of the person do not come from a contract, but a status. However, the recent laws and the judgements of french and european courts show an interest for the protection of the person in the social protection: the right to obtain and keep the social benefits begins to be protected against the choice of the public powers, the trades unions, or the employer that set the rules of the institutions. This study do not concern the social assistance but the social security and the second level of social protection: in these last two, the person seems to have something to say, although he is part of collective mechanisms which require that the personal interests come after the satisfaction of the interest of the major part of the collectivity; in other words, which require a solidarity

Full textWhat is a Settlement? If the question can appear ambitious, it is to try to enlight this social reality so unknown. In fact this history of the settlement didn’t permit a full of favourable studies to its knowledge and its recognition. This social history can be written in a systemic sociological perspective referring to Pierre Bourdieu’s works concerning the social space concept. Trying to write the history of the appearance and development of the first settlement is to put down this study in a main relationshipto the circumstances of civil, religious and political phenomenons in a assistance obligation. Therefore the way the social question and the poverty of the XIXe’s century workers characterize a kind of re-invention of the assistance social practises that participate the settlement space. The social question represent the main political fact around which the civil, religious and political fact are focused in a precise moment. So the settlement space appear to be the fact of their confrontation around this assistance obligation. We are working on the social phenomenon strategies which contact in a homologically report with their space of reference and which govern this territorialisation of the settlement around the assistance obligation, to try to understand its politic specificity and its social signification. The settlement becam the space of the circumstances social phenomenons which determine its politic nature registering in a new society, the way the religious society become a civil society, where the private religious phenomenon weart off for the civil society and the government impose thereselves. The political speciality of settlement register itself in this territorialisation around the assistance obligation. The political specificity join to circumstances of social phenomenon, like structurant facts, of witch we try here a first approach throught the socio-historic way

Full textAs a result of the growing conflicts and natural catastrophes, humanitarian relief work serves a significant role and activity with several implications. The setting of humanitarian action, along side with the activity by the media has fostered an important debate in the international community. The objective of this particular research is to analyze the relationship between the media and humanitarian questions. It focuses in particular, on the issues surrounding the mobilization of the media and repercussions of media press release of humanitarian crisis. It argues from the hypotheses that the media speeches on humanity are partial and strewn with disequilibrium, as it does not reflect the diverse views and all the realities of the humanitarian crisis. Critics have been said not only from international solidarities but also from volunteer groups, academic scholars, pragmatic specialists of information and communication sciences field, political sciences and sociologist. All the humanitarian situations are not handled at the same level by the media. For instance, there were a lot of questions surrounding the tsunami, hurricane Katrina, in the United States of America. But in this same year, there were other serious humanitarian crisis which captured little interest of the media, which were ignored. This work aims to reflect the exploratory factors of this disequilibrium, of this partial press release of humanitarian questions. Four humanitarian crisis which occurred between december 2004 and october 2005 are used as examples. The tsunami in the Asia at the Indian ocean, the hurricane Katrina in the United States of America, the famine in Niger and the earthquake in Cachemire region in Pakistan

Need to be considered. If the application of the equivalence hours is deeply questionable, the legislation upon the responsibilities seems to be of an appropriate application, in spite of the fact that legal protection of the social workers remains hypothetical. Full textThe first goal of this research is to verify, thanks to a socio-historical approach comparing organizational principles and work patterns before and after the introduction of "RMI" (supplementary benefit for people in severe distress) and local decentralization, whether there has been a dramatic change in multi-purpose social relief. With this perspective, the new occupational model currently developing in this sector can be delineated, showing its breaking points and boundaries. The ensuing study of the way this model is actually implemented gives evidence to an uneven propagation according to location. It has been envisaged to explain the phenomenon thanks to the theory of two-step flow. But this theory has shown its limits in a semi-professional context. The combined effect of such parameters as organization, command, skills, group dynamics and environment has been brought to light, so that the resulting interactions and tensions make room for varying degrees of convergence of the factors, the structuring thereof being implemented by mediating cadres. As a conclusion, it may be said that fild effects and the rules which govern the organization of each space have to be taken into account in a sociology of dissemination

Full textFrom 1929 to 1934, New York appears to have been the laboratory where, in the move from private charity to public welfare, the prolegomena to the New Deal, and beyond, to the Welfare State, were set. At the epicenter of the financial crisis, New York's unemployed were growing fast to a million or more, and working or living in Manhattan, specifically, was getting difficult. Denied social protection and private resources, needy families sought help from the numerous service agencies and "scientific" charities which were supported by rich philanthropists and run by social reformers who employed professional social workers. From 1931 on, their power to act reached its limit, and they appealed to the political authorities for help. The City of New York had limited powers in the field of caring for the destitute; its role was mainly to provide advice and help to private programs, and contribute to setting up fund raising appeals. In 1931, Governor Franklin D. Roosevelt moved New York State into action with the TERA. Its aim was a massive program of job creation; material help was made possible too. The State let the City of New York build its own relief and employment programs and injected public funds as an incentive to act. During the "Hundred Days" (March 4 — June 16, 1933), President Franklin D. Roosevelt created the FERA which applied at a federal level reenacted the rules of the TERA and the New York experiment. The top New York social work leaders were involved in building a public welfare System and a labor legislation which put the common man under the protection of the Federal State

Full textThe purpose of my thesis is to assess the consequences of the rapidly expanding use of private companies, e.g. temporary employment agencies, in an area – child welfare – that hitherto had always been not-for-profit. Confronted with the externalisation and outsourcing of public services, the thesis proposes a joint analysis of the transformations of social work and the new forms of employment. In child welfare centres, the hiring of less-well-trained personnel on lower pay, or the recruitment of temp workers, freelancers or staff on short-term contracts, reveals a number of contradictions about the true nature of social work consisting, for one thing, in limiting the precarious situation of beneficiaries. Based on a four-year ethnographic survey comprising interviews with persons ranging from child welfare staff to managers and heads of social structures, combined with the observations made as a specialised child educator in two child welfare centres, this research examines the phenomenon of the casualization of employment affecting in tandem, but not symmetrically, both the children in need of support and social workers. At the crossroads of the sociology of social work, employment and social relations, the thesis presents, 1) the new ways of managing employment that are taking root as part of a general reconfiguration of social policies and 2), an analysis of the work of social services seen through the prism of the new forms of employment referred to above

International aid institutions are subjected to exogenous as well as endogenous changes which are increasingly placing pressure on them to define a particular space for their actions. In these organisations, where the communication is still seen as a necessary ‘evil’, there is apparent difficulty in facing this new challenge. Full textWhat we call daily media (mobile phone, television and internet in this case) in African urban ghettos is a wonderful research subject for those who are interested in mutations of media communication. It also allows us to explain in new ways the dialectic imbrication of technology and society. Using an approach based on ethnographie immersion in the life of people, and comparing two sites located in the slums of Kibera (Nairobi) and Pikine (Dakar), our research generally focuses on the integration of those marginalized actors into the technological modernity. More than half of urban Africa nowadays lives in slums; and if it is often argued that the urban poor are those who are the most affected by the "digital divide", or conversely, that they are some inventive"bricoleurs"(digital do-it-yourselfers), there are few empirical works that explore the "arts of doing" and the modes of presence of those technologies in the environments of live. How technocommunicationals objects, whose properties and circulation patterns significantly have changed over the last years, do fit in the "moral economy" of survival context? Is there or not an emergence of a "milieu (médiatique) associé" presented as a space of participation and sharing, unlike previous generations of technologies? This work recalls the urgent need to relocate the marginalized players in the center of the analysis of contemporary culture. It also invites us to overcome the "Great Divide" in our ways of thinking about the relation between local and global, production and reception, individual and collective, private and public, etc

Full textThe pervasive availability of social media is changing how organizations interact with the user in service innovation. However, the explanation how to leverage the co-production and co-creation relationship in interactional service innovation with the social media user is missing. The integration of such interactions reveals a system of knowledge production and dissemination. The system unfolds a configuration of hypothetical interactions, namely the gap between the social media and service innovation networks across different sectors is narrowed with the interactional model and social media user in co-production and co-creation. The emphasis is on how organizations leverage the non-technological innovation and complex meta-change with social media in different environments. The research involves the exploratory sequential research; qualitative leading to the quantitative methodology. In qualitative research five companies were investigated during a long-term span. A particular qualitative methodology was used for the validation of the interactional model. However, the results lead to the quantitative validation and testing of hypotheses as theorized in the qualitative step. Companies leverage social media user for interactional service innovation with different specifics and co-produce or co-create value. The findings are hypothesized on a larger sample to confirm/refute different hypotheses. Although social media seem significant for co-creation, the findings do not follow suit. Companies do not employ the possibilities of co-creation with social media; they rather co-produce value with scarce unique interactions with social media users across different sectors

Our hypothesis is that evaluative conditioning through affect misattribution mediatizes the effect of exposure to alcohol stimuli on implicit attitudes toward alcohol. The effect of two other automatic processes (i.e. mere exposure effect, association with the self) are also studied. Two studies (1 and 2) were led to test an induction that (i) impairs controlled processes and (ii) maximizes affect misattribution by inhibiting attentional control in an evaluative condition paradigm. Three studies on alcohol sponsorship were then led in which we found a main effect of on implicit attitudes (studies 3 and 5). A mere exposure effect was observed in the study 5, but we found no convincing evidence for evaluative conditioning (study 4). However, we found an evaluative conditioning effect in two studies on alcohol consumption in movies and TV shows which was shown to be independent from association with the self (study 6), as well as relying on controlled processes (study 7). Overall, sponsorship effects on implicit attitudes seems to occur via a mere exposure effect, while alcohol portrayals in movies seems to impact implicit attitudes toward alcohol through evaluative conditioning and association of alcohol with the self

Since the begining of 1990, this countryhas chosen a development plan, aiming at the diversification of its economic sectors. It is in thisperspective that the country pays a particular attention to ICT (Information and CommunicationTechnology) and to its intergration in the process of development. However, ICT poses a triplechallenge: that of know-how; social skills; and that of the preservation of the general interest. Asin the other french-speaking countries, Gabonese leaders have understood the strategic importanceof ICT in the future of Gabon. The fact remains that the use and appropriation of ICT can bebeneficial, if they are mastered and guided by a farsighted public policy,which is a greatopportunity for social cohesion and intergration. On the other hand, when this fails, it can bringabout additional inequalities. As a matter of fact, if the environment defined by ICT is that ofaccelerating change and structural performance, the difficulties are significant when it comes tothe adaptation and the appropriation of these tools by many people. This research is interested inthe conditions of a real social cohesion which would be fostered by ICT. Full textThis research concerns health care for “Romani” children and adolescents living in shanty towns in Pas-de-Calais (France). It aims at understanding their healthcare pathways and the specific role taken by their mothers and volunteers of a humanitarian aid organization, Médecins du Monde. In this light, we consider the care given to these children with a social exclusion perspective. Despite the plans meant to facilitate access to healthcare by “excluded” patients, our fieldwork showed the difficulties for “Romani” families to reach those. Health mediation set in place by Médecins du Monde then comes to alleviate these shortcomings. Based on 22 months of ethnographic study, we followed the path taken by “Romani” children and adolescents, trying to understand what they tell us about the french healthcare system, and about humanitarian aid interventions in France. Our thesis sheds light on the institutionalized stages of three healthcare pathways in the shanty town, with city doctors and hospitals. The complexity of some procedures, like the PASS plan in hospital, does not guarantee equal treatment in healthcare. The interstices within these trajectories, including commuting and waiting rooms, give us material on the socialization of these children and their mothers. Accessing a healthcare facility represents a form of meeting, which leads us to consider care as an activity restoring social ties.Healthcare pathways also show the role of volunteers from Médecins du Monde. The latter elaborate mediation activities varying according to their socialization and representations of volunteer aid work. Mothers, on the other hand, engage in tactics to choose among mediators and their methods, which documents a pragmatic use of activity. Finally, the care given to children by mothers and Médecins du Monde workers show a specific handling with a diminishing care with age progression. Although actors pay crucial attention to the well-being of babies and small children, care fades away during childhood, particularly for boys. The progressive coming to adolescence demonstrates unequal care along the lines of sex, which polarizes around gynecological and obstetric care for girls, while boys, deemed manly and autonomous, do not use the care plans offered by Médecins du Monde.On a final note, healthcare pathways question access to care by poor and foreign patients, as well as humanitarian aid work. They also put forth the role of two central actors in the thesis: the mothers and their implication in healthcare pathways; the children and what their paths bring along in a context of social exclusion

Locally, this process has been conceived as a way to overcome the neoliberal wave of the 1980s and 1990s and the building of a new welfare State. Under the rhetoric of social welfare, since then, the notion of vulnerability finds a place as the hegemonic understanding and the context of legitimate action of inequality. In this context, the state grows, developing new institutional processes and bureaucracy mechanisms of high complexity to take care of the vulnerable. Using a social-historical analysis of the development and consolidation of the politics of vulnerability and an ethnography study of the relationship between implementers and beneficiaries, this dissertation describes the process and configuration approach of a model of Social Neoliberal State in Chile. Full textThe increasing, close and regular cooperation between humanitarian NGO and photojournalists raises diverse reactions. As some people will extol the virtues of photojournalistic testimony to promote humanitarian causes, other will make claims of photographs having relative little independence or making a negative impact on their own professional group's economy. The purpose of our research is to understand the conditions that make possible this cooperation in a context of criticism and uncertainty. The hypothesis is that in order to build on and move forward, actors involved in the cooperation have to agree on the basis of common values. Their purpose is to protect the coherence of their world and to support their choices with arguments that can be considered as acceptable. We base our analysis on the content of 17 interviews to both photographers and humanitarian workers, as well as of documents related to photo-humanitarian exhibitions. Our approach, comprehensive and axiological, allows us to highlight the material and discursive constraints that these professionals face when they create together. Our study shows that photographers are recognized for their engagement to social causes, for their long-term commitment and for the risks they undertake, becoming eventually characters of the humanitarian narrative. Indeed, NGO workers make considerable efforts to create spaces that contribute to the legitimization of photojournalism as a specialized profession. The paradox is that, by legitimizing this kind of photojournalism, this regular cooperation to make unclear the outlines of the profession, redefining this practice in a way that doesn’t include the press

It discusses in particular the ethnoracialisation processes of social groups (the “white” and the “non-white”) represented in the mainstream media and the manifestation of whiteness as a relation of power.It is based on the study, in a constructivist approach to discourse analysis, of the media coverage of two protest groups, Ni putes ni soumises (Neither whores nor submissive, a movement created in 2002 to fight against gender violence in the French working-class suburbs) and the Mouvement des Indigènes de la République (Movement of the Indigenous of the Republic born in 2005 to denounce the systemic discriminations against people of postcolonial immigrant origin), in the national daily press of “reference” (le Figaro, le Monde and Libération) and within the television news of TF1, France 2 and France 3.This thesis is mainly based on the theorists of social recognition, the foucauldian notion of “subject”, and the results of quantitative and qualitative methods conducted on the corpus. The analysis, for each protest group, of its process of becoming-event in relation with its socio-discursive identity represented in the media, showed that within the media coverage of Ni putes ni soumises and the Mouvement des Indigènes de la République, the Subject of the French nation is implicitly built. Full textThe Act Respecting End-of-Life Care came into force in Quebec in December 2015. Since that day, a person may, in certain circumstances, apply for medical assistance in dying (MAID). As such, anyone requesting this service has to go through a multistep process. However, as explained in this Act, the main health professionals involved in this process are doctors and the place of social workers is very little discussed and often absent. Therefore, our study aims to answer the following question: What is the role of psychosocial support in the practice of medical aid in dying in Quebec (MAID)? Currently in Quebec, there isn’t any study to our knowledge that is focused on the needs in terms of psychosocial support of a person requesting medical aid in dying. A literature review allowed the study of 273 essays that were filled to the National Assembly of Quebec during the Consultation from the Select Committee on Dying with Dignity. The analytic questioning approach (Paille & Mucchielli, 2012) as allowed the analysis of 20 essays that were selected for our sample because they made recommendations regarding psychosocial support in the MAID. Nonetheless, several observations and recommendations to that effect were not considered during the development of this Act. Based on Kübler-Ross (1969) model known as the five stages of of grief, the results of this study demonstrate the importance of psychosocial support during the medical aid in dying along the continuum care at the end of life, until death. These conclusions highlight the importance of multidisciplinary work in the MAID process, in order to allow optimal support when it comes to the needs of those persons at the end of life, more specifically when assessing the restrictive conditions and decisionmaking. Moreover, the psychosocial support of families during the process is just as important, even after death.
