Elected on the premise that government was the problem, not the solution, Ronald Reagan marked a major challenge to the postwar consensus that a liberal state could and should intervene broadly to improve public welfare. But popular support for environmental protection remained sufficient to stop Reagan from pursuing his deregulatory agenda outright. Instead, at the Environmental Protection Agency (EPA), Reagan sought to hamstring the agency’s ability to operate, disrupting its enforcement program and bleeding it of the resources it needed to fulfill expansive congressional mandates. Illustrating the investment of the agency’s former officials and career staff in EPA’s original mission, a group of current and former employees banded together to resist Reagan’s assault, eventually attracting enough attention that Reagan abandoned his deregulatory agenda as a political liability.

This chapter details the author's experience during a birding tour in Panama, when their group was mistakenly attacked by heavily armed U.S. soldiers. On December 31, 1999, forty-five years of jungle warfare training ended when the Panama Canal and the U.S. military bases in the Canal Zone, including popular birding sites such as Ft. Sherman, Ft. Clayton, and Albrook Air Force Base, were transferred to the Panamanian government. Until then, birding tours in the Canal Zone often encountered U.S. forces on jungle maneuvers. Walking through the woods along Achiote or Black Tank Road, the author's group encountered soldiers crouched in the undergrowth. Occasionally, the solder would ask if they had seen “the aggressor.” Communicating with outsiders, birders in this case, seemed to be part of their strategy.

It ended the U.S. monopoly of atomic weapons—a development that some had foreseen and others had discounted as a possibility. An atomic Russia triggered fears of a “bolt from the blue” assault on U.S. cities. One reaction was to seek to prioritize U.S. air defenses. Another was to confirm the program agreed to that summer to accelerate the production of fissionable material for atomic bombs. The surge of anxiety also brought hitherto obscure speculations about thermonuclear physics into the public domain. It seemed apparent to some that the Soviet nuclear threat should be countered not by a multiplication of atomic bombs but by an American “superbomb.”

This chapter discusses the general structure of a moral right, as well as basic rights. It considers why people have a basic right to physical security—a right that is basic not to be subjected to murder, torture, mayhem, rape, or assault. The main reason for discussing security rights was to make explicit the basic assumptions that support the usual judgment that security rights are basic rights. The chapter then assesses whether matters other than physical security should also be basic rights. It will emerge that subsistence, or minimal economic security, can also be shown to be as well justified for treatment as a basic right as physical security is. Minimal economic security, or subsistence, refer to unpolluted air, unpolluted water, adequate food, adequate clothing, adequate shelter, and minimal preventive public health care.

Between December 2008 to January 2009, the Israel militaries assaulted the Gaza Strip displacing over 50,000 people. This assault accentuated the already long history of Palestinian forced migration. It created ‘internally stuck persons’ (ISPs) who were no longer able to flee conflict areas to safer grounds. For the ISPs, the Gaza Strip has become a prison which is controlled by outside force. Within the context of open-air prison, the ISPs have become ‘internally displaced persons’ because they are compelled to remain within this circumscribed boundary. IDPs receive less assistance and protection than refugees. This chapter discusses the scope, extent and repercussions of the involuntary migratory movements within the occupied Palestinian territories (oPt) of the West Bank and East Jerusalem. It focuses on the physical barrier created by the Government of Israel (GoI) within the oPt. Although the displacement in Gaza, the East Jerusalem, and the West Bank is often triggered by similar and indirect factors, the latter two areas face a distinct set of triggers. A review of the preliminary displacement patterns have shown that forced displacement is both a result of and a means by which the GoI has expanded its hold of East Jerusalem and the prime areas of the West Bank. This review thus asserts that displacement cannot be simply viewed as a humanitarian crisis or a consequence of conflict or Israel’s security needs.

Abstract:
This chapter discusses wargaming, combat modeling, and simulation, as well as force sizing and other issues related to military operations and warfighting scenarios. It argues that the ultimate purpose of wargaming and modeling is to help a country like the United States decide what kind of military, and military budget, it needs — as well as when and how to decide to use force. The chapter examines simple models of combat, starting with Lanchester equations, derived by a British engineer early in the twentieth century. However, they do not account well for most types of modern warfare, so the chapter shifts to other models and emphasizes an approach modified from that of the late Trevor Dupuy, focused on air-ground combat. The chapter also studies naval combat, including amphibious assault, blockade operations, and nuclear exchange calculations. Ultimately, it concludes with a framework for analyzing progress, or the lack thereof, in counterinsurgency operations like those in Iraq and Afghanistan.
