Abstract:
In the inter-war period Great Britain lost its pre-eminence in aviation. The new industries centered on civil aviation were not appropriately nurtured. The roots of this decline were in policies struck for military considerations in the pre 1914 period. The emergent institution of the war, the Air Ministry, continued the military priority. Civil Aviation was controlled by an essentially military institution. In the immediate post-war period airline development was inadequately subsidized. The government's chosen instrument, Imperial Airways, failed to nurture civil aviation development. Emergent national aspirations within the Empire and hostile and indifferent governments without frustrated airline route growth. Equally hampered by poor government stewardship was the manufacturing aspect of aviation.

Abstract:
During the 1930s the massive expansion of London and fears over the uncontrolled, unplanned modernity of the city coincided with fears over the ability of the new technology of the bomber and aerial warfare to decimate cities. This thesis explores the relationship between London as a governed, practiced and represented site, and aerial bombardment. It considers the impact of the new technology of aerial bombing on city space, by looking at the policies that emerged to deal with the consequences of bombardment, specifically through analysis of Air Raid Precautions. It follows these policies on a trajectory through to the actual bombing of the city and the public commemoration of that bombing in 1943. The thesis explores the competing visions of city life opened up by the lens of aerial warfare, providing a cultural history of the defence of London. It considers how fears about how to protect the city from bombs offered the opportunity for political commentators, local authorities, architects, engineers and planners to voice their concerns about how to protect the urban population at war. Contained within these debates are particular visualisations of the population of London. The thesis thus considers social imaginations of London between 1932 and 1943. It sugests that ARP offered a means to present and articulate different ideas about how to govern and manage an urban population. It also reflects on how these ideas changed over time. Ultimately it seeks to move between the universal and the particular, exploring how and why blitzed London came to stand for the nation during the war, and in so doing provided a collective consciousness for the nation at war. At the same time by interrogating the representations that made up that collective consciousness, I move to the particular, considering how representations of London under fire were mediated by local experiences and urban practices. The thesis seeks to offer a nuanced account of London's modernity through showing the compexity of responses to the problem of managing and imagining a city under fire.

Abstract:
This thesis examines the strategic leadership, and the high level direction, of the Royal Air Force’s contribution to the strategic air offensive against Germany. It takes the conceptual thinking, the organisational aspects and the leadership required to bring it into being, from its inception in the First World War through to 1945. The thesis uses modern understanding of strategic (or senior) leadership as an analytical tool. The realm of strategic leadership is complex, and ambiguous, and the senior leaders required high levels of intellectual capacity to cope with the survival of the force and its subsequent rapid to meet the rising threat from Germany. The senior leaders, political and military, acknowledged that their methods of warfare must be just, and the thesis examines the legality and morality of the planning and conduct of the offensive. A key facet of strategic leadership is the setting of the vision and purpose of the enterprise and the thesis examines the challenges that arose from the competing views on how the offensive should be waged. Genuine strategic leadership requires dexterity in working at the interfaces with other organisations, or Allies, and the thesis examines the complexities of the Combined Bomber Offensive and Overlord.

Abstract:
The first independent air force, the Royal Air Force, was formed on 1 April 1918 during the First World War. It was a merger of the Royal Flying Corps and the Royal Naval Air Service. Its leaders and personnel brought cultural predispositions with them from their former services. Unsurprisingly, many aspects of the new independent Service that they created were similar to those in the Royal Navy and British Army. Despite that, a distinctive RAF culture emerged within a short time frame. Many elements of that culture have subsequently been emulated by other nations as they formed their own independent air forces. Those who serve or have served in the RAF intuitively know the power of its culture. RAF life is an immersive experience that evokes a range of assumptions, beliefs and emotions that can deeply affect combat performance. Despite this, little academic study of RAF culture has been conducted. This thesis will examine the history of the RAF from a new social angle. It will establish why its culture is so important and why RAF culture became so distinctive given its very traditional foundations.

This thesis examines the development of RAF high command of the Metropolitan Air Force (MAF) during the Second World War (SWW). It sheds new light on the re-organisations of the Air Ministry in 1934, the RAF Command structure in 1936, and the tri-service debate in 1937 concerning the RAF proposal to establish a Supreme Air Commander (SAC). It reveals that while frontline expansion created an impetus for re-organisation, it was operational readiness that was the dominant factor in the re-structuring of the RAF. It examines the transition in RAF frontline organization from the mono-functional command system of 1936 to the multi-functional organisation that emerged after 1943 by looking at command structure and practice, personalities, and operational thinking. This study builds on the established historiography but challenges the accepted explanation of RAF reforms in the 1930s. It addresses a significant gap in the literature concerning the way the frontline was directed by the War Cabinet and the Air Ministry. In doing so it seeks to establish a new starting point for the analysis of RAF high command by providing an assessment of how effective were the RAF reforms of the 1930s to the higher command of MAF operations during the SWW.

Abstract:
This thesis examines how air power has affected navies using the case of the United Kingdom between 1945 and 1957. Air power has given rise to numerous theories about its effect on the use of force, in which its impact on navies has been a particular theme. Many thinkers have interpreted air power as a strategic, operational and tactical challenge to navies, which would render them redundant and obsolete. Such ideas originated between the two World Wars but have continually reappeared since 1945 and were often influential in the British debate. During the period under consideration, the Royal Navy was challenged in a series of defence reviews. Although these serious and repeated attacks were generally motivated by financial considerations, they were justified primarily by claims relating to air power. It was argued that nuclear-armed air power would be sufficient to win wars, while any nuclear war would leave little role for navies. Later, this argument shifted to an emphasis on deterrence of war and it was suggested that naval forces were not vital to this deterrent. Although the Admiralty continued to justify a capability to defend sea communications as both a deterrent to war and vital in it, this case did not find favour with the government. During the mid-1950s, however, an alternative focus for the Navy emerged in the form of policing and limited wars, east of Suez. Conflicts in Korea and the Suez demonstrated that such conflicts could occur and that mobile naval forces, particularly carrier aviation, were well suited to intervention in them. It was also argued that land-based aircraft could take over some of the roles traditionally performed by naval forces, notably that of strike (against warships and shore targets) but also that of protecting shipping. These arguments were successfully defeated by the Admiralty. Land-based aircraft proved a useful complement to warships and naval aviation in protecting shipping but could only replace them in very limited areas. The Royal Navy differed from the US Navy in its conception of power projection against the land. Its capability for this task was thrown increasingly into doubt by growing Soviet submarine and air power and came to be justified by east of Suez commitments.

Abstract:
This thesis charts the development of area bombing in British theory and practice before its formal adoption in the Second World War, and seeks to discover where its earliest origins can be located. Area bombing was the official policy of Royal Air Force Bomber Command between 1942 and 1945 in its strategic air offensive against Germany, and involved the bombing of industrial cities with the purpose of breaking down civilian morale and disrupting the German war economy. Most historical accounts present area bombing as a gradual development in bombing policy during 1940 and 1941, forced by a lack of success in destroying precise industrial targets from the air. This was the Air Force’s stated policy during the previous two decades, but it proved impossible to implement under wartime conditions. Area bombing was thus gradually adopted by progressively broadening the definition of targets from individual installations to entire towns and cities. This thesis rejects the traditional view, arguing instead that area bombing was at the heart of British bombing policy as early as the First World War. The legacy of this saw an ‘area bombing mentality’ cemented in the strategy of the Royal Air Force during the interwar period. As it was not possible to openly advocate the bombing of civilians during the 1920s and 1930s, this was shrouded in ambiguous language and kept hidden. However, the roots of area bombing come to the surface several times between the wars, and the speed with which area bombing was adopted in 1940 and 1941 shows that they were never deeply buried. While many historians have uncovered individual details that collectively support this contention, none have traced the development of this thought across the period 1917-42. Using a selection of contemporary documents and a thorough review of the secondary literature, this work shows that far from being an improvisation forced by necessity, the adoption of area bombing was unsurprising and can be traced back to 1917.

This thesis examines the conceptual origins of the control of the air in Britain between 1911 and 1918. It concludes that military and naval aviators possessed an innate understanding of the concept, informed by the wider operational and organisational context of their respective parent services. For the Royal Flying Corps, the control of the air was understood in terms of providing auxiliary support to the British Army in the field. For the Royal Naval Air Service, the concept possessed an inherently strategic slant. Pre-war theorising, developed during the First World War, has been the subject of some controversy in the literature. The overtly tactical focus of the Royal Flying Corps and its concept of the control of the air, praised in the first instance, is now widely criticised. In contrast, naval aviators, highlighted as lacking focus and direction, are now hailed as progressive innovators. By examining various facets affecting the conceptual origins of the control of the air, including doctrine, education, and relations with allies, this thesis attempts to reinvigorate the traditional interpretation of military and naval air power in Britain during this period.

Abstract:
The first United Kingdom Air Quality Strategy was published in 1997. This required local government to undertake a scientific assessment of air quality in their areas and make future air quality predictions. Where such predictions identified potential problems, with regard to the achievement of specific national air quality objectives, local government has been required to declare air quality management areas (AQMAs), as a statutory duty. Whilst a scientific decision-making process has determined where such AQMAs are required, consultation on the scientific findings and a political decision-making process is required before such AQMAs are officially declared. As a result of this, there is conflict at all levels of decision-making. First, where to draw AQMA boundaries, given the scientific information with which to base this decision upon. Second, politicians have exercised, to varying degrees, their aspirations, wishes and opinions on the declaration process. An examination of the various scientific methods of determining the extent of AQMAs and their boundaries and the influence of the political decision-making process following the scientific determination of AQMAs has identified considerable variation. Variation has been found in the scientific decision-making process and to a lesser extent in the local political decision-making processes with respect to declaring AQMAs. AQMAs were found to be determined and modified by science rather than by political decision-making processes. The need for a more consistent process of decision-making within local government is evaluated. How this may best be achieved in future rounds of local air quality management is critically considered.

This thesis will examine the Electronic Warfare [EW] policies and subsequent Suppression of Enemy Air Defence [SEAD] postures of the Royal Air Force’s Bomber Command during the Second World War. It examines how EW was applied to the Luftwaffe (German Air Force) Integrated Air Defence System [IADS] so as to reduce Bomber Command aircraft losses, and determines whether EW policies were drafted in a proactive and/or reactive fashion vis-à-vis the Luftwaffe IADS. The thesis applies air power theory regarding the levels and methods of application by which SEAD was brought to bear against the IADS as a result of these EW policies. Ultimately, the thesis will argue that Bomber Command enacted both proactive and reactive EW policies at the Campaign and Localised SEAD levels using a combination of Manoeuvrist, Mass and Stealth/Surprise approaches.

Abstract:
This thesis examines how artists working for the War Artists' Advisory Committee (WAAC) represented aerial warfare. In contrast to the scholarly attention lavished on wartime films and posters, official war art remains a much neglected aspect of the propaganda war. The few studies that do exist, most notably by Brian Foss, survey the collection as a whole and consider it from an art history perspective. By focusing on the single theme of aviation, a central and defining experience of the Second World War, I embed the WAAC within the economic, social, military and cultural histories of the period and locate it within a longer time frame. Through bringing these usually disparate fields of study into dialogue, I am able to use the art to enrich broader understandings of the period, in particular, the ways in which aerial warfare was represented, how this image evolved during the war and how these cultural products related to economic, military and social factors. This thesis highlights the different roles the WAAC was expected to fulfil. Housed within the Ministry of Information, the WAAC was expected to perform a propagandist function. The committee distanced itself from propaganda and insisted that its primary function was to record for posterity the experience of living through the war. I assess exactly what kind of record the WAAC bequeathed by looking thematically at the key aspects of aerial warfare: aircraft production; the Battle of Britain; the Blitz and the bombing of Germany. I argue that whilst there was broad correlation between war art and propaganda, these images registered aspects of experience that were incongruent with and therefore absent from wartime propaganda, such as the fear of aerial bombardment and the true nature of the bombing of Germany. Moreover, propagandist constructions were not entirely separate to lived experience, rather they both reflected experience and shaped the way that individuals understood and made sense of the world around them. Therefore, in producing images that accorded with propagandist portrayals, the WAAC artists were recording a fundamental part of the experience of living through the war.

Abstract:
This work is a critical assessment of the role of neuropsychiatry in the management of aerial warfare. Focussing almost exclusively on the Second World War (1939-45), the thesis demonstrates how the Royal Air Force (RAF) mobilised specialist medical knowledge to improve wastage and combat efficiency in flying personnel. Neurological and psychiatric expertise was enlisted to improve service performance and reduce the burden of neuropsychiatric disorders. To meet these key objectives, the RAF neuropsychiatric division undertook important administrative and therapeutic duties in the areas of personnel selection, service discipline, neuropsychiatric research, and the treatment of mental disorders. The work therefore assesses how the division responded to these challenges and contributed to the management of aerial warfare. The thesis assesses the factors that shaped the practice of neuropsychiatry in the service. Historically, the training and personal interests of specialists and the context of therapeutic practice guided the development of mental health specialties. To gain a fuller appreciation of the administrative and therapeutic duties of the division, this work explores the medical, social, military, and professional factors that shaped neuropsychiatric thought and practice. Secondly, the work engages with the 'human element' of aerial combat. The physical and mental health of aircrew was fundamental to the conduct of the air war and underpinned the administrative decisions of the air force. It was the primary objective of the neuropsychiatric division to preserve and develop these vital human resources. Neuropsychiatric disorders represented a challenge to efficiency, for they could affect the performance and motivation of a flyer. The thesis will examine how the neuropsychiatric division attempted to sustain aircrew by preventing and treating the disorders that compromised their efficiency.

La Seconde Guerre mondiale occupe une place centrale dans la mémoire collective britannique. Érigée en véritable mythe national, la guerre a une telle prégnance dans l’espace public en Grande-Bretagne que certains commentateurs n’hésitent pas à parler d’une obsession nationale pour le conflit. Elle en vient à constituer l’une des facettes de la « Britishness », de l’identité nationale britannique, à une heure où celle-ci est plus que jamais débattue et soumise au questionnement. Afin de déterminer si la Seconde Guerre mondiale est un mythe britannique ou un mythe anglais, ses représentations dans les pays constitutifs du Royaume-Uni et en Irlande sont ici étudiées. Les aspirations nationalistes écossaises semblent en effet avoir une influence sur les représentations de la guerre en Écosse ; quant à l’Irlande, bien qu’elle soit restée neutre pendant le conflit, cette neutralité est aujourd’hui remise en question au profit d’une interprétation selon laquelle le pays aurait soutenu sans réserve – quoique tacitement – les Alliés. Alors que le visage de la Grande-Bretagne est résolument multi-ethnique, cette étude cherche à déterminer dans quelle mesure les anciens peuples coloniaux et du Commonwealth se reconnaissent dans les représentations traditionnelles dominantes. Au coeur d’une vague de commémoration de la Seconde Guerre mondiale sans précédent, un exemple fait figure d’exception : celui des équipages du Bomber Command. Longtemps critiqués et mis à l’écart des pratiques commémoratives et de la mémoire collective britannique de la Seconde Guerre mondiale en raison de leur participation à la très controversée campagne aérienne stratégique (dont les bombardements firent des dizaines de milliers de victimes parmi les populations civiles allemandes), les équipages du Bomber Command sont aujourd’hui élevés au rang de héros en Grande-Bretagne. Le tout nouveau statut héroïque du Bomber Command marque un tournant dans l’historiographie de la campagne aérienne stratégique et dans le débat public britannique
The Second World War occupies a central place in British collective memory. The war, which is considered to be a national myth in Britain, remains pervasive in the British public debate to the point that some commentators call it a national obsession. The war constitutes one of the facets of Britishness at a time when British national identity is much debated and open to question. The representations of the Second World War in Scotland, Wales and Ireland are examined in order to determine whether the war is a British myth or an English myth. Scottish nationalist aspirations, for instance, seem to have an influence on the way the conflict is represented in Scotland. At a time when Britain is more than ever ethnically diverse, this study seeks to determine the extent to which former colonial peoples are able to recognise themselves in the traditional representations of the war which dominate the public debate in Britain. In the midst of an unprecedented boom in remembrance, the Bomber Command crews are an exception. Although their role in the combined bomber offensive (which caused thousands of victims among the German civilian population) had been subjected to much criticism and excluded bomber crews from the myth of the war, they are now hailed as heroes in Britain. Bomber Command’s newly-found heroic status is a turning point in the historiography of the air offensive and the British public debate

Abstract:
This thesis looks at the subject of sports television programming in two European markets, the UK, one of the biggest and most developed in the continent, and the Greek, one of the smallest in Europe. With the help of case studies over a period of eight years and qualitative interviews of television executives and professionals who are involved in sports television rights agreements, it analyses and compares the strategies and decision making of television organisations, the factors that affect their decisions and their success within the chosen markets. A distinction will be made between public service, commercial and pay-TV and the reasons why different sports may suit different channels and at different points in their development. The findings should help to appreciate that there is not one strategy that works universally better than another. Its outcome depends on the value of the content, the particular characteristics of the organisation and the external environment where it operates. Most importantly, the thesis highlights the importance and limitations of the TV sports content, its crucial role in the decision making process and the necessity of more academic research into the area of sports television by people in content-driven disciplines, i.e. journalism and the media.
