In 2015, the Polish Parliament passed two amendments to the Act of 3 July 2002 – Aviation Law. The first of the Amendments adjusted Polish law to EU rules on air traffic flow management. The second made it possible to use military airports to perform civil aviation operations, especially flights conducted for the Polish Armed Forces. 2015 saw also the start of legislative works on a more comprehensive amendment of the Aviation Law Act. The latter are to adapt national laws to rapidly changing EU legislation, in particular in the field of aviation safety.

Abstract Ethics has become an increasingly important topic within the development of Artificial Intelligence systems. The anticipated European AI act has a strong foundation in 7 ethical values of the Assessment List for Trustworthy Artificial Intelligence (ALTAI): human agency and oversight, technical robustness and safety, privacy and data governance, transparency, diversity, non-discrimination and fairness, environmental and societal wellbeing, and accountability. In addition, data management and privacy are other important aspects of responsible AI: from development towards implementation. In many research fields, a form of ethical management or review is common practice. However, in the field of AI and manufacturing this is relatively new. Within the EU project: Artificial Intelligence in Manufacturing for Sustainability at SMEs (AIRISE), AI experts will support SMEs active in manufacturing, in the uptake of AI by conducting tailor-made experiments. One requirement for these experiments is the management of ethics, data and privacy. At the same time, AIRISE will also deliver this as a service to SMEs. Ethics management allows for reflection on business processes, safe working and possible improvements. This work presents our way of service delivery, tutoring, training modules and review procedure, based on the ALTAI principles, GDPR and FAIR principles. Our work lays the foundations for compliance to multiple EU legislations such as the AI act and GDPR, delivered in a user-friendly service. In the nearby future, we anticipate optimizing our ethics, privacy and data management services by developing digital tooling. Furthermore, we will thematically analyze the obtained data and identify which ethical issues are important for SMEs and manufacturing. With this knowledge, we aim to further support manufacturing SMEs in their business.

AbstractUrban Green Spaces (UGS) have several positive effects on Public Health, environmental quality, and cities’ resilience to climate change; UGS are crucial in urban regeneration actions and urban health purposes. Moreover, to better define the UGS’ health impacts, it is important to define and guarantee UGS’ proximity, accessibility, and quality. Aim of the research is a quali-quantitative assessment of the UGS in Italian metropolitan cities, taking Milan, Turin, Florence, and Bologna as preliminary case studies. One of the 1st phases was to draw up dynamic and descriptive GIS-based maps of the relationships between density of population and of urban fabric, UGS’ availability, and their accessibility. Only the areas with a size greater than 15,000 square meters were considered; three buffer zones of proximity were defined: 250, 500, and 750 m. By combining the UGS’ availability with the population’s density, it was possible to quantify the citizens included in the three buffer zones. From the 1st analysis, it is observed that about 90% of the population is served by a quality green area within a buffer area of 750 m; 78% by the buffer zone of 500 m; 49% by the buffer zone of 250 m. Both the elaborated maps and graphs obtained show how population is not equally served by close and accessible UGS. Their geo-localization it’s a preliminary quantitative step (process started in Italy with the introduction of regulations like green areas’ census, mapping, maintenance legislation, and strategic plans), but it’s even more crucial to evaluate the UGS’ quality in terms of accessibility, safety and security features, provision of services and paths.

AbstractThis chapter examines the (de)legitimation strategies that women’s movement organisations in Malaysia use to advance their policy and issue demands. Sustained pressure from activists has been important to get the state to implement reforms to improve women’s rights in this country. One of the frequent means by which they delegitimise the decisions and practices of the state and claim legitimacy for their own change agendas is through media statements which are widely published and reported in the mainstream press. This case study explores the strategies employed in English language media statements released by the Joint Action Group for Gender Equality, the Women’s Aid Organisation, and the All Women’s Action Society. More specifically, it focuses on statements pertaining to one of the key areas that the groups advocate, namely women’s right to safe, healthy, and gainful employment. Using frameworks on discursive (de)legitimation and social actor representation, this chapter examines the various ways the organisations frame and assess legislation, policies, and political actions that impact the experiences and livelihood of working women. It distinguishes and analyses four main (de)legitimation strategies used in the press statements, which are (de)legitimation through authorisation, rationalisation, discourses of nation-building and discourses of women as victims. The chapter argues that these devices may be effective in shaping public opinion and gender governance outcomes if they are perceived as representing or promoting national interests but potentially constrained by culturally dominant discourses that marginalise feminist ways of thinking.

AbstractThe text aims to reconcile the bioethical principles (autonomy, beneficence, non-maleficence and justice) (Beauchamp TL, Childress JF in Principles of biomedical ethics, 6th edn. Oxford University Press, 2009) with the principles used by legal institutions (primarily, the European Court of Human Rights) to evaluate possible human rights infringements due to mandatory vaccination against Covid-19 (legality, necessity, proportionality and legitimate aim) (This is the so-called ‘structural approach’ that the ECtHR follows when considering interferences of the qualified right and is also stipulated in article 26 of the Convention for the Protection of Human Rights and Dignity of the Human Being with regard to the Application of Biology and Medicine: Convention on Human Rights and Biomedicine (Oviedo Convention).) by National Public Health policies of the Member States of the Council of Europe. (Even more, the idea is to bring closer the methodology of teaching/learning and researching via the HELP platform of the Council of Europe in the course on Bioethics to the law students.) The trigger is to test these principles using deductive reasoning in the pioneering Austrian case of mandatory vaccination, while inductive methodology is used to evaluate how recent similar cases (such as Vavřička and Others v. Czech Republic) contributed to support the theory that next to human rights, there are also duties. Since circumstances with the pandemic are rather turbulent and constantly changing (even as this article is being written), the time factor significantly influences the conclusions drawn. Namely, the author holds the opinion that with a carefully chosen methodology and model, any severe disease that significantly threatens the individual and public health at particular time, period or might constantly be a reason to restrict individual autonomy with scientifically proven, safe and efficient vaccines. Nevertheless, regarding Covid-19, at the current time, even if the means of coercion do not include applying direct physical force (As in the case of Vavřička or in the pioneering but suspended legislation for mandatory vaccination in Austria.), they are not proportionate to the possible infringement on one’s private life and individual consent for the sake of public health, or at least not anymore.

Due to the dry, arid, and desert-like conditions of the region, as well as a rise in industrialization, urbanization, construction activities, population growth, and impacts of wars and conflicts, the concentration of air pollutants is very high across the region. The detrimental effects of ground level air pollutants on public health, safety, and the environment in Arab states raises the urgent need for clear and comprehensive legal frameworks on air pollution control. This chapter examines the meaning, causes, and impacts of air pollution in the Arab region, with focus on climate change; stratospheric depletion of the ozone layer; indoor and outdoor air quality concerns; discharge of effluents from extractive industries; and transboundary air pollution. The chapter then provides an overview of key international and regional frameworks and initiatives on air pollution control, their national application across the region, as well as a discussion of practical gaps and challenges that must be addressed to enhance the effectiveness of legislation and policies on air pollution control in Arab States.

The freedom of movement of individuals and the free circulation of goods in the European Community are fundamental components of the European construction. These freedoms have been endangered by the emergence of the new brand of international terrorism since 11 September 2001, which has jeopardised the safety of transportation all across the continent. To respond to this threat, the European Union has since been developing a vast range of legislative tools to secure its aviation and maritime transportation systems and to enable EU citizens to continue to enjoy their fundamental freedoms. This paper attempts to provide an overview of recent measures adopted by the European institutions to strengthen and co-ordinate air and maritime security in Member States. While describing the appraisable adoption of a wide ranged legislation, some of the main inadequacies emerge, such as concerns with fundamental rights of the individuals and the lack of efficient action in key sectors as critical infrastructures.
