AbstractEvery day we are making decisions, both in our personal and professional lives. These decisions range from choices regarding our mode of transport to our daily grocery shopping, and from investment decisions to choices about marketing strategies. Today, for each of these decisions, we can rely on a wide range of information sources and tools to aid us in these decision-making processes. Spurred on by technical developments and economic incentives, information has become a common commodity in our society. When confronted with a crisis, we find ourselves in an unexpected and unknown situation in which quick action is needed to remedy the situation or prevent escalation. In such cases, information plays a vital role, for example, in assessing our options and reducing uncertainty. Information allows decision makers to assess the situation, evaluate alternatives, and coordinate efforts between different stakeholders, for example. The phrase “information saves lives,” commonly uttered in crisis responses, exemplifies this importance. Neverheless, existing approaches to getting information may no longer be sufficient, reliable, or even accessible. A crisis therefore requires all stakeholders, from formal responders to affected citzens, to quickly re-design their information flows using an effective organization of people, technology, processes, and sources.

AbstractCollecting metadata from Transport Layer Security (TLS) servers on a large scale allows to draw conclusions about their capabilities and configuration. This provides not only insights into the Internet but it enables use cases like detecting malicious Command and Control (C &C) servers. However, active scanners can only observe and interpret the behavior of TLS servers, the underlying configuration and implementation causing the behavior remains hidden. Existing approaches struggle between resource intensive scans that can reconstruct this data and light-weight fingerprinting approaches that aim to differentiate servers without making any assumptions about their inner working. With this work we propose DissecTLS, an active TLS scanner that is both light-weight enough to be used for Internet measurements and able to reconstruct the configuration and capabilities of the TLS stack. This was achieved by modeling the parameters of the TLS stack and derive an active scan that dynamically creates scanning probes based on the model and the previous responses from the server. We provide a comparison of five active TLS scanning and fingerprinting approaches in a local testbed and on toplist targets. We conducted a measurement study over nine weeks to fingerprint C &C servers and analyzed popular and deprecated TLS parameter usage. Similar to related work, the fingerprinting achieved a maximum precision of 99 % for a conservative detection threshold of 100 %; and at the same time, we improved the recall by a factor of 2.8.

Kuter followed his herculean efforts in DC by going to the Marianas Islands in May 1945 to become deputy commander of Army Air Forces, Pacific Ocean Area, and to help operate the U.S. Army Strategic Air Forces in the Pacific. His work here shifted away from bombardment and into aerial transport. Kuter was eventually named commander of the new Military Air Transport Service. Kuter, as head of MATS, became involved in the earliest days of the Cold War including the Berlin Airlift. This shows the rise and importance of massive air transport as an air force mission. The same way Kuter helped give rise to important theories on bombardment, he now did the same for airlift.

Abstract South Africa has approximately 6.5 million vehicles travelling on its everextending road network. All indications are that these numbers will rapidly increase owing to the country’s poor public transport infrastructure and the population’s material aspirations. The ? eet is generally ageing, in poor condition, devoid of emission control technology, and reliant on high octane fuels. Vehicle emissions are accordingly on the increase and contribute signifi cantly to the country’s air pollution crises. From a waste management perspective, vehicle carcasses and used components increasingly litter South Africa’s landscapes as formal waste disposal sites are unable to cope with the in?ux. Partly as a result of the need to curb the growing environmental impacts caused by the road transport sector, the government has recently reformed the country’s outdated air pollution and waste management regimes. The new legal orders introduce many regulatory tools of potential relevance to the road transport sector, including ambient air quality standards, emission standards, clean fuel specifi cations, vehicle specifi cations, and differential waste management and disposal schemes. One notable trend permeating this legal reform is a shift away from the traditional command-and-control approach to regulation as provision is made for the introduction of an array of market-based instruments (MBIs).

Abstract This chapter focuses on analysing the problems of eco-efficiency, the limits to self-restraint, and the efforts made to introduce environmental taxation in Japan. Additionally, it highlights the need for tax policy reforms directed at Japan’s environmental, transport, and land-development sectors. I argue that adherence to notions of self-restraint and eco-efficiency is a flawed approach in the same way as is adherence to traditional Japanese environmental policies. Viewed from a theoretical and empirical perspective, both tend to rely on direct control (command-and-control) measures and technological progress. I will demonstrate this by arguing three points. First, I will describe the historical background and empirical findings in relation to air pollutant emissions in Japan, and express them as formulae, using the concepts of ‘inverse eco-efficiency’ and ‘total environmental resource inputs’. It is obvious that traditional measures focusing only on the relative ratio of pollutants to emissions are inconsistent with protecting the environment. Secondly, I will show how the proposed Japanese environmental taxation plan is an effective and efficient economic instrument to manage the environmental burden of economic activity. I will also demonstrate the flaws in the arguments against levying environmental taxes.

Despite the need for international cooperation, there are also efforts to use the crisis situation for its own expansion into vacant market segments, especially by selected low-cost air carriers. The strategic starting points of international organizations for individual sectors are given as well as examples of selected airport entities and airlines. Abstract From the perspective of international trade, the transport sector is in economic terms one of the most important services sectors. The regulation of transport activities in the Community is also an important segment of the internal market programme. The question of how the Community defines the external dimension of the internal transport market therefore arises almost automatically. One could examine this question for all the different transport modes, namely by sea, by air, by road, by train, and by inland waterways. However, that approach is not followed here. If it were, one would quickly discover that the Community has until now developed only a few external policies relating to transport. That is not illogical in view of the fact that it took a lot of time, in spite of the fact that the EC Treaty envisages a Common Transport Policy, before the Community started to regulate even the intra Community provision of transport services on a comprehensive scale.
